大型公立医院资源整合与运行发展的实践与思考

无锡市第一人民医院（儿童医院）和无锡市第五人民医院2007年12月开始实施资源整合战略，资源整合前，2家医院围绕筹建、整合和运行3大工作任务，科学统筹,稳步推进，确保了新医院的启用开诊。资源整合后，医院稳步实施三级目标责任制，做活激励机制，做实约束机制，并对重点工作实施项目化、规范化和精益化管理，通过2年运行，医院综合服务能力明显提升，医院资产实现增值保值，形成了一整套医院内部管理的工作经验和举措，促进了医院良性运行和健康发展。     

“海洋微生物学实验”课程思政探索和实践

"海洋微生物学实验"课程是高等院校海洋科学类专业的重要基础课程,在海洋科学人才培养过程中发挥重要作用。开展"海洋微生物学实验"课程的思政建设,是落实高校全员全程全方位培养青年海洋微生物人才的重要途径。本文以"海洋微生物学实验"课程为例,挖掘提炼课程中蕴含的思政元素,从课程建设、教学理念、教学目标、教学方法、考核评价体系、教学反思等方面开展课程思政教育的探索和实践,旨在将专业知识和思政元素有机融合,实现知识传授和价值引领同频共振。     

“一带一路”对我国农业昆虫与害虫防治的影响及相应植保人才培养改革与探索

“一带一路”的实施，对我国农业昆虫与害虫防治的影响深远，既给动植物检疫带来了挑战，也带来了机遇，对迁飞性害虫的预测预报要求更加准确、顺畅，防控更加高效，新型害虫防控剂的研究与开发面临更多机遇，农药、植保器械的市场需求加大。农业昆虫与害虫防治学科属于植物保护学科，本文以植物保护专业为例，通过分析“一带一路”战略对我国植保学科发展的影响，提出相关教学改革建议和措施。建议从课程设置、小语种复合人才培养、植保国际班、跨文化交际等几个方面进行探索和实践，培养适合“一带一路”发展需要的植保类新型人才，促进我国和“一带一路”沿线国家植保领域的共同繁荣大发展。     

Easter Art Feast

The purpose of this report is to provide insight into how state departments are implementing legislative requirements for educator evaluation, particularly the specific circumstances states encounter around arts education. Spotlights on Delaware, a first-round recipient of Race to the Top funding, and Colorado and Arizona, third-round recipients, provide a variety of state-level approaches. Not only do the state contexts differ because of funding variability and level of focus on arts education, size and state laws around local control also play a factor in how states are able to implement educator evaluation requirements. To add to the complexity of this implementation, educator evaluation is a component within several education reforms in all disciplines, including new standards adoption, student assessment development and/or implementation, and need for professional development for arts educators. These multiple components play important roles in state efforts to meet educator evaluation requirements for arts educators. This report outlines each state context and other reform elements at play, and shares opportunities and challenges within the educational landscape. This report does not advocate for, speculate on, or share opinions about these efforts, as the primary role of state departments is to oversee, manage, and support schools and districts in any change process required by state and/or federal law.     

医学生科研创新能力培养“3+X”模式的探索与实践

针对长期以来培养医学生的科研创新能力主要依靠零散的课外科研活动、受众面窄、没有系统性课程教学及其相关制度保障、致使对医学生科研创新能力培养明显乏力低效这一共性瓶颈教学问题,自2002年起,汕头大学医学院生物化学与分子生物学教学团队,在“科教相辅相佐”、“以学生为中心”、“以问题为导向”等先进教育理念指导下,倚重汕头大学医学院“医者之心”系列课程与书院育人文化之特色,发挥汕头大学的生物学、基础医学和临床医学一级学科均拥有本/硕/博/博后完整人才培养体系之优势,联合其他相关专业教学团队,在建立充分体现医学生科研创新能力培养内涵,覆盖医学本科5年全过程的核心课程体系的基础之上,历经20载的不懈努力,补充修善,成功构建了“3+X”模式,着力培养医学生的科研创新能力。所谓“3”意指对医学生的“全人培养”、“全程培养”和“全方位培养”。所谓“X”意指针对“3+X”模式运行效能的若干个验证性维度,主要包括组织医学生参加各种形式的全国大学生创新实验研究大赛、国际大学生学术研讨会,由医学本科生作为第一作者撰写发表学术论文等。培养医学生科研创新能力的成效十分显著,为有效解决上述共性瓶颈教学问题提供了一个有重要借鉴价值的范例。     

新医改背景下佛教团体举办医疗机构的可行性研究

从政策环境、经济环境、社会环境、行业环境、上海现代佛教事业的发展等五个方面对上海佛教团体出资举办医疗机构的可行性进行了全面分析，并对佛教团体举办的医疗机构的定位及运行模式提出设想。通过分析认为，成立上海佛教医疗机构不仅有政策扶持和经济基础，还有社会和行业环境培育的良好条件，更是上海佛教事业发展的必然产物。     

Toward a New Generation of Environmental Technology: The Need For Legislative Reform

Given near unanimity in the environmental and industrial communities about the need for a new generation of environmental technology, the policy process unfortunately lags behind in moving toward this objective. This article examines causes and remedies for this gap in the context of American environmental policy. U.S. environmental laws continue to be pervaded by structural biases against new technology, and the complexity of their administration exacerbates the problem. Within the last few years, several important reform initiatives have arisen from inside the regulatory community; however, these can only go so far, given the current statutory framework Congress, too long quiescent, needs to become involved. A legislative reform package is proposed consisting of four main elements: a legislative mandate that makes promotion of technological innovation an explicit environmental objective; elimination of structural features in current law that impede innovation; creation of a new framework for standard-setting and enforcement that puts every firm on a trajectory toward environmental and technological improvement; and enlisting regulation as a "demand-pull" for environmentally superior technology.     

技能大赛背景下高职生物制药技术综合实训课程教学改革

综合实训是高职学生将理论知识与生产实践有机融合的重要教学环节。本文介绍了技能大赛背景下,学院生物制药技术专业立足“以赛促教、以赛促建、以赛促学、育训结合”特色,以青霉素发酵工艺实验为例,从教学目标、教学内容、教学方法、考核等内容进行的改革与实践,将发酵设备的实践操作与虚拟仿真软件相融合,双向交互式开展课程。突破发酵过程控制的主观依赖性,建立发酵过程参数控制的量化管理和评价,更有利于实现技能大赛与实践教学的高效融合。通过近几年的改革与实践,取得良好的教学效果,为同类课程基于技能大赛的教学实践改革提供了新的思路和借鉴。
