Every year, the four federal agencies that manage designated wilderness in the United States receive proposals to implement small‐ and large‐scale ecological restorations within the National Wilderness Preservation System. The combination of climate change with other landscape stressors is driving ecological restoration to be one of the single most important, challenging, and potentially litigious wilderness stewardship issues. In addition, different stakeholders may have strongly divergent views about what the right decision should be, and decisions need to go beyond routine technical and scientific analyses to incorporate a broader range of legal and ethical considerations. We present a framework based on a comprehensive, structured set of scientific, legal, and ethical questions to guide the evaluation of proposals for ecological restoration and other types of ecological intervention in wilderness. This framework of questions is a voluntary tool designed to increase communication and transparency among scientists, managers, and interested publics regarding the trade‐offs and uncertainties of ecological restoration, and promote informed public deliberation in managing the public resource of wilderness.  相似文献

作为一种新兴的生态保护修复方法,“再野化”(rewilding)是指特定区域中荒野程度的提升过程,尤其强调提升生态系统韧性和维持生物多样性。再野化实践的核心要素包括保护核心荒野地、增加荒野地的连通性、保护和重引入关键种(包括大型食肉动物)、适度允许自然干扰的发生、降低人类干扰和管理程度、拆除部分人工基础设施等。评述了北美洲和欧洲的再野化实践。通过比较研究,提出基于再野化的我国山水林田湖草生态保护修复的新思路,包括战略层面的5项转变和行动层面的5项建议。5项战略转变,包括从还原论思维转向整体思维、从工程性修复转向保护优先和自然恢复为主、从项目尺度转向景观尺度、从短期试点转向长期实践、从政府主导转向多方参与;5项行动建议,包括开展荒野和再野化基础调查、保护仅存的高价值荒野地、探索“城-乡-野”系统性再野化途径、以荒野保护区和再野化区域为核心建立大尺度景观保护网络、开展基于再野化的生态体验和自然教育。  相似文献

Many high-elevation lakes in designated wilderness are stocked with native and nonnative fish by state fish and game agencies to provide recreational fishing opportunities. In several areas, this practice has become controversial with state wildlife managers who support historical recreational use of wilderness, federal wilderness managers who assert that stocking compromises some of the ecological and social values of wilderness, and different public groups that support one or the other position. Herein we examine this controversy from the perspective of the 1964 Wilderness Act, its judicial interpretation, the policies of the federal agencies, and formal agreements between federal and state agencies. Although some state stocking programs restore native fish populations, other programs may compromise some of the ecological and social values of wilderness areas. Further, although current federal regulations recognize state authority for fish stocking, judicial interpretation gives federal agencies the authority for direct involvement in decisions regarding fish stocking in wilderness. Where there are differences of opinion between state and federal managers, this judicial interpretation strongly points to the need for improved cooperation, communication, and coordination between state wildlife managers and federal wilderness managers to balance recreational fishing opportunities and other wildlife management activities with wilderness values. Recent trends in ecological restoration complicate the job of wilderness managers. An emphasis on volunteer participation in restoration designed to foster human/nature relationships often conflicts with the mandate to leave land untrammeled. We frame this conflict as the “participation paradox.” Higgs’ (2003) Nature by Design contains a response to the paradox that includes a strong defense of participatory focal restoration and a related critique of wilderness. After identifying the limitations of Higgs’ arguments, we address the paradox by showing how an appeal to the moral virtues of humility, self‐restraint, and altruism supports a restrictive conception of wilderness and a healing metaphor for wilderness restoration. The virtue‐informed healing metaphor provides an argument for restricting volunteer participation and long‐term restoration projects in wilderness areas. It also identifies the general conditions in which damaged wilderness should be allowed to “heal itself.” The upshot of our approach to the paradox is that some standards for good restoration should be contextualized to land use designations. In particular, the emphasis on participatory restoration is appropriate in humanized landscapes but not in wilderness.  相似文献

Decisions about how to manage wilderness recreation in Denali National Park and Preserve require managers to integrate a diverse set of public values, a process that typically involves balancing tradeoffs among multiple and often competing values. While decisions about how to manage wilderness are often contentious, previous research suggests that if managers are able to predict public support for various management alternatives the decisions become more tractable. This study develops a decision-making model that integrates social, resource, and managerial values associated with the Denali wilderness experience. Specifically, stated choice analysis is used to evaluate the choices overnight wilderness visitors make when faced with hypothetical tradeoffs among the conditions of social, resource, and management attributes of the Denali wilderness. Study findings offer an empirical approach for predicting and evaluating the likelihood of public support for Denali wilderness management alternatives.  相似文献

Throop and Purdom’s proposal for virtues based restoration is consistent with my concept of focal restoration, but their interpretation conflates focal restoration with participatory restoration. We disagree on the meaning of wilderness and on the appropriate underlying relationship between nature and culture, which affects how each of us regards the role of restoration in so‐called wilderness. I prefer the term “wildness” over wilderness precisely because the former locates the power of meaning in process rather than place. The primary metaphors we used to describe the proper role of restoration differ, too. Throop and Purdom prefer “healing,” whereas my preference is for “design” as a way of acknowledging the moral implications of restoration interventions in natural processes.  相似文献

荒野是地球表面未受人类开发建设影响或基本不受人类活动干扰的自然区域,在城市的局部人为干扰极低区域也存在荒野片段。城市荒野作为城市内部及周边区域中以自然过程主导的景观单元,其物种组成、结构、过程和功能处于基本不受人类活动干扰的状况,因此具有高度自我调节的生态过程,以及良好的生态系统服务潜力,是城市生态系统的高保护价值区域。城市荒野有别于一般人工生态系统的生态特征及生物多样性保育等高价值服务功能开始引起人们的广泛重视,被认为是完善城市生态网络、保护城市生物多样性以及应对人类世人地矛盾激化的重要机遇。当前,国内外城市荒野研究尚处在初级阶段,有关城市荒野辨识、分类及生态特征等方面的研究滞后,制约了城市荒野的价值判断与保护决策。研究系统分析了城市荒野生态研究的进展与趋势,深入辨析了城市荒野的概念、分类与生态特征,探讨了城市荒野与人类的共存挑战和协同机遇,针对现有研究不足提出了保护和修复对策,并就值得进一步关注的研究方向给出了相关建议。研究旨在阐明基于城市荒野恢复城市与自然联系的机遇和挑战,可为城市生物多样性可持续管理提供科学依据,对城市自然资本保护与增强城市生态系统韧性具有重要意义。  相似文献

Aim Most approaches to conservation prioritization are focused on biodiversity features that are already threatened. While this is necessary in the face of accelerating anthropogenic threats, there have been calls to conserve large intact landscapes, often termed ‘wilderness’, to ensure the long‐term persistence of biodiversity. In this study, we examine the consequences of directing conservation expenditure using a threat‐based framework for wilderness conservation. Location The Australian continent. Methods We measured the degree of congruence between the extent of wilderness and the Australian protected area network in 2000 and 2006, which was established using a threat‐based systematic planning framework. We also assessed priority areas for future reserve acquisitions identified by the Australian government under the current framework. Results In 2000, 14% of Australia’s wilderness was under formal protection, while the protected area network covered only 8.5% of the continent, suggesting a historical bias towards wilderness protection. However, the expansion of the reserve system from 2000 to 2006 was biased towards non‐wilderness areas. Moreover, 90% of the wilderness that was protected over this period comprised areas not primarily designated for biodiversity conservation. We found a significant (P < 0.05) negative relationship between bioregions considered to be a priority for future reserve prioritization and the amount of wilderness they contain. Main conclusions While there is an urgent need to overcome past biases in reserve network design so as to better protect poorly represented species and habitats, prioritization approaches should not become so reactive as to ignore the role that large, intact landscapes play in conserving biodiversity, especially in a time of human‐induced climate change. This can be achieved by using current or future threats rather than past threats to prioritize areas, and by incorporating key ecological processes and costs of acquisition and management within the planning framework.  相似文献

Landscape context is an important factor in restoration ecology, but the use of landscape context for site prioritization has not been as fully developed. We used morphological image processing to identify candidate ecological restoration areas based on their proximity to existing natural vegetation. We identified 1,102,720 candidate ecological restoration areas across the continental United States. Candidate ecological restoration areas were concentrated in the Great Plains and eastern United States. We populated the database of candidate ecological restoration areas with 17 attributes related to site content and context, including factors such as soil fertility and roads (site content), and number and area of potentially conjoined vegetated regions (site context) to facilitate its use for site prioritization. We demonstrate the utility of the database in the state of North Carolina, U.S.A. for a restoration objective related to restoration of water quality (mandated by the U.S. Clean Water Act), wetlands, and forest. The database will be made publicly available on the U.S. Environmental Protection Agency's EnviroAtlas website ( http://enviroatlas.epa.gov ) for stakeholders interested in ecological restoration.  相似文献

开展国土空间生态修复是生态文明和美丽中国建设的要求,是关系国家生态安全和民生福祉的重大国家战略任务。梳理了近100年来以荒野、再野化、基于自然的解决方案、生态修复为核心的国际生态环境治理理念的发展语境,辨析概念之间的关系,阐明国际生态修复基本研究框架,并梳理国外生态修复的典型实践案例,总结国际经验。基于对广东省主要生态问题研判,从摸清家底、确定目标、谋划格局、布置行动、实施保障5个层面构建省域国土空间生态修复科学规划总体框架,并以实际问题和生态修复目标为导向,提出深入开展国土空间生态修复规划九项专题研究、生态修复技术研发、多元组织形式等策略。本文提出的广东省生态修复设计思路及实施路径,将为找准生态环境问题根源、实现靶向修复治理、促进生态文明建设提供决策支持。  相似文献

Summary  Information about on-ground vegetation restoration activities (e.g. fencing and revegetation) is critical if natural resource management (NRM) groups are to monitor progress towards restoration targets, assess the efficacy of their interventions and adaptively learn from different actions. However, in Australia, there are few practical guidelines for recording data, making it difficult to consistently compare actions between sites and through time. Records of primary information are particularly important given the ongoing national investment in vegetation restoration activities. With the aid of six-case study areas in different landscapes, robust guidelines and tools were developed and incorporated into VegTrack , a methodology, which allows groups to develop their own vegetation restoration activity database. VegTrack differentiates spatial data from attribute data storing each in different databases (a GIS and a relational database management system respectively). We describe the process which enables NRM groups to develop their own database, and provide a Microsoft Access 2003 version of VegTrack to allow NRM groups to commence activity recording. To demonstrate the utility of the VegTrack method in different situations and to encourage consistency across study areas, we describe the application of the guidelines for several scenarios including riparian revegetation, corridors disrupted by roads and infill plantings.  相似文献

This paper analyses the consequences and effects of management towards more naturalness and wilderness, using the case of the Müritz National Park as an example. Planned management actions for enhancing naturalness and providing space for wilderness are examined. The scenic qualities of the national park landscape are analysed in terms of the management objectives and with the appropriate tools. For open landscapes, we applied the Delphi survey method to forecast their appearances in 2020 and 2035. A forest growth simulator was used to describe the change in forest tree species composition over the coming decades, and well into the 22nd century. These forecasts are compared with the goals set in the National Park Plan.  相似文献

Planning for Restoration: A Decision Analysis Approach to Prioritization   总被引:2,自引:0,他引:2  
Ecological restoration often relies on the use of expert opinion to make management decisions in the face of uncertainty. The quantification of expert opinion can be difficult, especially when more than one expert is consulted and experts are not in agreement. Decision analysis can provide a framework to systematically deconstruct a complex problem and provide greater objectivity to restoration decisions. We utilized decision analysis techniques to identify restoration objectives and to quantify expert opinions to prioritize restoration activities at 112 prairie openings in the Edge of Appalachia Preserve in southern Ohio, U.S.A. We first created an objectives hierarchy to model how decision‐makers decide which prairies to manage. We then determined how to measure each component of the hierarchy and sampled all prairies for percent woody cover, geology, indicator species index (an index of plant species richness), slope, aspect, and distance to nearest prairie. We modeled seven different experts’ preferences for managing prairies with varying values for each of these ecological measures. We then interviewed the same decision‐makers to determine relative weights for each component of the objectives hierarchy using trade‐off analysis. By combining the weights, preference relationships, and sampling data, we were able to rank each prairie and management unit based on its management priority. Experts had similar preferences except for the measure of distance to nearest prairie. We found that decision‐makers gave different weights to each of the different components of the hierarchy. Generally, experts weighted percent woody cover, indicator species index, and geology more highly than slope, aspect, and distance to nearest prairie. Despite these differences, priorities for management, once all factors were weighted and combined, were similar.  相似文献

This article details the complex natural and cultural history of red wolf (Canis rufus) restoration in the American South. The decisions and methods utilized in the red wolf’s recovery after 1960 were unprecedented and creative but not geographically limited. The federal red wolf recovery experiment highlights the debate over what constitutes a species in a dynamic world, and the practical challenges and unexpected results in endangered species management in peopled landscapes. This wildlife restoration story illustrates not only the “hands-on” management role humans played, and continue to play, but also reveals cultural assumptions about what constitutes a “wild” wolf and about the necessity of wilderness. The red wolf recovery project provides constructive lessons for future species restoration involving flora and fauna on public and private land, and demonstrates human and animal engagement in the making of nature and culture.  相似文献

Adaptive management of coastal ecosystem restoration projects   总被引:1,自引:0,他引:1  
There is a clear need to apply better and more effective management schemes to coastal ecosystem restoration projects. It is very common for aquatic ecosystem restoration projects not to meet their goals. Poor performance has led to a high degree of uncertainty about the potential success of any restoration effort. Under adaptive management, the knowledge gained through monitoring of the project and social policies is translated into restoration policy and program redesign. Planners and managers can utilize the information from the monitoring programs in an effective way to assure that project goals are met or that informed and objective decisions are made to address both ecological and societal needs. The three main ingredients of an effective adaptive management plan in a restoration project are: (1) a clear goal statement; (2) a conceptual model; and (3) a decision framework. The goal ‘drives’ the design of the project and helps guide the development of performance criteria. The goal statement and performance criteria provide the means by which the system can be judged. With the conceptual model, the knowledge base from the field of ecological science plays an active and critical role in designing the project to meet the goal. A system-development matrix provides a simple decision framework to view the alternative states for the system during development, incorporate knowledge gained through the monitoring program, and formulate a decision on actions to take if the system is not meeting its goal.  相似文献

As an introduction to the Special Issue on the restoration of threatened plant species and their habitats,this editorial shows how the various papers in the issue address the range of in situ interventions involved in species population management and restoration of their habitat, together with examples of case studies implementing these actions. It stresses the need for integrating these various interventions.It highlights the importance of protected areas in providing a degree of protection for threatened species but also the need to complement this with actions at the species level to ensure the effective conservation and long term persistence of these species. It emphasizes that ecological restoration is a complement to, not a substitute for conservation, and that the balance of effort and allocation of resources between them is a key issue.  相似文献

黄土高原是我国生态环境最为脆弱的地区之一,同时也是我国大规模生态恢复的重点区域。经过数十年的治理,黄土高原生态环境得到显著改善,但一系列新的环境问题也随之出现,使得该区域大规模生态修复与治理的可持续发展成为当前的研究热点。为了对黄土高原生态系统演变规律和维持机制进行综合分析与探索,根据"十三五"国家重点研发计划《典型脆弱生态修复与保护研究专项指南》的要求,中国科学院生态环境研究中心牵头共10家单位联合申报了"黄土高原区域生态系统演变规律和维持机制研究"项目,通过了专业机构组织的评审,获准立项。对该项目的立项背景、总体目标、主要内容、研究方案等进行介绍。该项目的开展将对黄土高原生态修复的适宜性和可持续发展提供重要政策与决策支持。  相似文献

The stocking of trout in wilderness lakes of the western United States began in the 1800s. This practice was followed for nearly a century with the singular goal of creating and enhancing sport fishing and without any consideration of its ecological ramifications. Following the advent of a new environmental awareness in the 1960s, and thanks to new research that revealed negative impacts on the biota attributable to introduced fishes, traditional fish-stocking practices came under question first at federal land management agencies and later at their counterparts within the states. The highly utilitarian ethic that drove resource management until well into the 1960s was gradually replaced by one that acknowledges the value of all life forms and their ecological complexity, a view currently supported even by many anglers. The necessity for wilderness fish stocking is now the subject of widespread debate, especially in view of changing social values and priorities. Options for future generations cannot be preserved if introductions continue to erode the biodiversity of mountain lake ecosystems. Received 28 March 2000; accepted 30 May 2000.  相似文献

Integrating research and practice is a fundamental challenge for restoration and conservation. Scientists recognize restoration as an opportunity to test basic ecological principles, and that core scientific practices such as establishing control plots, replication, monitoring, and data management are fundamental to learning from restoration and management. However, practical constraints inherent to many projects often work against fully integrating research and management. In 2005, we had the opportunity to evaluate a lowland savanna that had been undergoing restoration by The Nature Conservancy since 1997. We used the data generated as a case study to evaluate how the restoration process might have changed had scientists been involved from the outset. Prescribed fire is the primary tool used to restore upland savanna and was chosen by The Nature Conservancy to manage the lowland savanna. In open areas dominated by Reed canary grass (Phalaris arundinacea), fire was associated with reduced cover of this highly invasive species and an increase in native species richness. However, other results suggested that management options beyond the use of fire are needed to restore this lowland savanna. In retrospect, an approach that integrated the skills of researchers and managers at the outset of the study would have altered many of the restoration goals and processes. Pretreatment data, greater replication, and systematically varying treatments could have provided a more robust assessment of treatment effects. We recognize, however, that impediments in staffing, funding, and time were barriers to following this course of action.  相似文献
