Abstract: State wildlife management is in a period of change unlike any other in its history. The growing human population in most states is having unprecedented impacts on the natural environment. At the same time, society's interests and expectations regarding wildlife and wildlife management, respectively, are changing. Increasing demands on state wildlife management agencies and subsequent costs, as well as the declining relative numbers of hunters, the traditional funding source for state wildlife management, have caused the state wildlife management institution to acknowledge and address the need to find and secure nontraditional funding sources. We interviewed administrators from 24 state wildlife agencies to understand these leaders' perspectives on how their agencies have responded to pressure to develop alternative funding mechanisms. Specifically, we wanted to know if agency behavior was generally consistent with a typology of strategic organizational response, ranging from passive conformity to active resistance. We found evidence that state wildlife agencies exhibited strategic behavior consistent with this typology and, in some cases, were innovative in their efforts to secure alternative funding. In other cases, agency behavior was limited by real or perceived external constraints, particularly political factors. We provide a modified typology of organizational response reflecting the context of state wildlife management. Not all responses are appropriate or feasible for all agencies, so agencies must evaluate their environments to determine which strategies offer the greatest potential benefits and least potential costs. Agencies unable to behave strategically due to political or other constraints would benefit from establishing broad-based partnerships, including traditional and nontraditional stakeholders, with the purpose of building support for alternative funding of state wildlife management.  相似文献

Abstract: State wildlife agencies often use input obtained through public meetings to develop management policies. Because public meetings can be dominated by single stakeholder groups, these policies may not reflect the attitudes of new wildlife stakeholders. In 2000 the Utah Wildlife Board, after a series of public meetings, adopted a statewide policy for winter-feeding mule deer (Odocoileus hemionus). The policy was implemented by the Utah Division of Wildlife Resources from 2001 to 2007 in Cache County of northern Utah, USA. In 2007, we surveyed Utah households representing metropolitan, nonmetropolitan, and Cache County residents (n = 1,800) to evaluate whether the winter-feeding policy reflected the attitudes of all wildlife stakeholders. Survey respondents, regardless of residence strata, believed winterfeeding programs were essential for managing mule deer in Utah (χ26 = 7.02, P = 0.32). However, most respondents were reluctant to support feeding programs at the expense of habitat restoration projects (χ26 = 11.64, P = 0.07). Our results suggest that the winter-feeding policy represented the attitudes of the Utah residents surveyed, though few had participated in its development. Respondents' strong utilitarian attitudes toward wildlife (e.g., strong support for hunting and feeding) influenced those respondents' perceptions of the policy. Given the effects of increased urbanization on utilitarian attitudes toward wildlife in many parts of the United States, coupled with decreasing numbers of traditional wildlife stakeholders, state wildlife agencies should continually reevaluate their public involvement processes to ensure new wildlife stakeholders' attitudes and concerns are represented.  相似文献

Although most wildlife professionals agree that science should inform wildlife management decisions, disconnect still exists between researchers and managers. If researchers are not striving to incorporate their findings into management decisions, support for research programs by managers can wane. If managers are not using research findings to inform management decisions, those decisions may be less effective or more vulnerable to legal challenges. Both of these situations can have negative consequences for wildlife conservation. We outline a collaborative research-management approach to bridging the gap between wildlife managers and researchers. We describe differences in perspectives, perceptions, and priorities between managers and researchers; outline how and why the divide between researchers and managers has likely occurred and continues to grow; and present specific strategies and recommendations to foster stronger collaborations between managers and researchers. We advocate increased synergy between managers and researchers based on a shared vision of conservation and a collaborative structure that rewards researchers and managers. Most importantly, we suggest that relationships and communication between managers and researchers must be established early in research development and decision-making processes, fostering the trust needed for collaboration. Institutions and agencies can facilitate these relationships by creating opportunities and incentives for integrating collaborative research into management decisions. We suggest this approach will strengthen ties between researchers and managers, increase relevance of research to management decisions, promote effectiveness of management decisions, reduce legal challenges, and ultimately produce positive, tangible, and lasting effects on wildlife conservation. © 2019 The Wildlife Society.  相似文献

Declining participation in hunting, especially among young adult hunters, affects the ability of state and federal agencies to achieve goals for wildlife management and decreases revenue for conservation. For wildlife agencies hoping to engage diverse audiences in hunter recruitment, retention, and reactivation (R3) efforts, university settings provide unique advantages: they contain millions of young adults who are developmentally primed to explore new activities, and they cultivate a social atmosphere where new identities can flourish. From 2018 to 2020, we surveyed 17,203 undergraduate students at public universities across 22 states in the United States to explore R3 potential on college campuses and assess key demographic, social, and cognitive correlates of past and intended future hunting behavior. After weighting to account for demographic differences between our sample and the larger student population, 29% of students across all states had hunted in the past. Students with previous hunting experience were likely to be white, male, from rural areas or hunting families, and pursuing degrees related to natural resources. When we grouped students into 1 of 4 categories with respect to hunting (i.e., non-hunters [50%], potential hunters [22%], active hunters [26%], and lapsed hunters [3%]), comparisons revealed differences based on demographic attributes, beliefs, attitudes, and behaviors. Compared to active hunters, potential hunters were more likely to be females or racial and ethnic minorities, and less likely to experience social support for hunting. Potential hunters valued game meat and altruistic reasons for hunting, but they faced unique constraints due to lack of hunting knowledge and skills. Findings provide insights for marketing and programming designed to achieve R3 objectives with a focus on university students. © 2021 The Wildlife Society.  相似文献

Indigenous communities have often been marginalized in the sciences through research approaches that are not inclusive of their cultures and histories. The term traditional ecological knowledge (TEK) has entered the discourse in wildlife management and conservation; however, there can be challenges in cross-cultural communication and conceptualizations of TEK when working between Western and Indigenous paradigms. Indigenous research methodologies (IRM) is an area of scholarship intended to build ethically and culturally appropriate ways to conduct research with Indigenous communities. I implemented 7 tenets of IRM in research to explore the conceptualization of TEK and wildlife management with the Yurok Tribe of California, USA. After conducting semi-structured interviews with 20 Yurok community members from 2011 to 2013, I conducted emergent analysis and present 5 themes from the interviews related to phases of time, the conceptualization of Yurok TEK, and views on wildlife management through the Yurok cultural lens. This research may be helpful to wildlife biologists, students, academics, and others who are interested in IRM and culturally sensitive wildlife research with Indigenous communities. By bridging concepts from Indigenous studies, wildlife management, and human dimensions of wildlife, this work may serve as a nascent trajectory that creates more inclusive space for Indigenous peoples and worldviews in The Wildlife Society and other scientific disciplines.  相似文献

ABSTRACT State wildlife agencies commonly offer private landowners cost-share and technical assistance to improve habitat, but the cost-effectiveness and long-term outcomes of these efforts are rarely evaluated. In 1998, we began a 3-part, statewide evaluation of the Illinois Department of Natural Resources’ (IDNR; USA) Private Land Wildlife Habitat Management Program (hereafter the program) as it functioned from 1986 to 1996. We sent a mail-back questionnaire to IDNR biologists to collect information on their perceptions of the program. We sent a separate mail-back questionnaire to private landholders who participated in the program to ascertain their demographic profile, motivations for participation, and attitudes regarding the program. We also conducted on-site evaluations of private properties that were managed under the guidance of the program. We conducted our study to 1) assess if the program effectively assisted participants in establishing and maintaining wildlife habitat, and 2) determine factors associated with optimal management of wildlife habitat on private lands to refine the program and improve effectiveness. We found significant differences between participants in their land use priorities and motivations for managing wildlife and in the resources available to participants to establish and maintain habitat. Our results indicate that although financial incentives may increase participation in private lands initiatives, improving technical and material assistance to landholders is essential for maintaining quality wildlife habitat over the long-term.  相似文献

We investigated perceptions of wildlife policy and issues through questionnaires (n = 148) administered to policy makers, conservation scientists, individuals representing non-government organizations (NGOs), and field officials, who implemented government policies and enforced laws. We found significant differences among attitudes of stakeholders identifying major threats to wildlife, the use of science, the role of poaching in conservation, and the composition of species illegally traded. Policy makers and field officials differed in their views with NGOs and scientists on community response to wildlife policies and the varying threat perceptions to different species due to poaching and illegal trade. We noted ambiguity among stakeholders about sustainable use principles in India. Policies must be more effective in conservation and the process of making policy must be broad-based and participatory if wildlife conservation is to advance on the subcontinent. © 2011 The Wildlife Society.  相似文献

Australia's urban landscapes offer opportunities to marry socio‐economic and biodiversity conservation objectives. Yet, information is needed on what urban landscape and habitat features are important for wildlife. In this article, we draw together our research from southeastern Australia to describe key lessons for biodiversity‐sensitive cities and towns. Lesson 1: The effects of urbanization on wildlife extend into adjacent habitats. We recommend retaining large, undisturbed areas of habitat away from development, avoiding intensive development adjacent to important conservation areas, prioritizing areas of ecological and social significance, screening light and noise pollution at the urban fringe and around large nature reserves, and planting appropriately provenanced locally native species for public streetscapes, parks and gardens. Lesson 2: Strategic enhancement of urban greenspace offers biodiversity gains. We recommend increasing the total amount of greenspace cover, maintaining ecological structures as habitat islands, using landscaping techniques to minimize risks to human safety, and gardening with low‐flowering native shrubs. Lesson 3: Large old trees need to be managed for long‐term sustainability. We recommend retaining large old trees in new developments, increasing the maximum standing life of urban trees, protecting regenerating areas and planting more seedlings, supplementing habitat features associated with large trees, and ensuring that young trees have space to grow through time. Lesson 4: Education and engagement connects residents with nature and raises awareness. We recommend education programs to enhance opportunities for residents to experience and learn about biodiversity, engaging residents in the establishment and maintenance of wildlife habitat, providing ‘cues to care’, facilitating access to garden plants that benefit wildlife, and encouraging cat containment. These lessons provide an evidence‐base for implementing conservation and management actions to improve the capacity of our cities and towns to support a diverse and abundant biota.  相似文献

Prior to the emergence of the A/goose/Guangdong/1/1996 (Gs/GD) H5N1 influenza A virus, the long-held and well-supported paradigm was that highly pathogenic avian influenza (HPAI) outbreaks were restricted to poultry, the result of cross-species transmission of precursor viruses from wild aquatic birds that subsequently gained pathogenicity in domestic birds. Therefore, management agencies typically adopted a prevention, control, and eradication strategy that included strict biosecurity for domestic bird production, isolation of infected and exposed flocks, and prompt depopulation. In most cases, this strategy has proved sufficient for eradicating HPAI. Since 2002, this paradigm has been challenged with many detections of viral descendants of the Gs/GD lineage among wild birds, most of which have been associated with sporadic mortality events. Since the emergence and evolution of the genetically distinct clade 2.3.4.4 Gs/GD lineage HPAI viruses in approximately 2010, there have been further increases in the occurrence of HPAI in wild birds and geographic spread through migratory bird movement. A prominent example is the introduction of clade 2.3.4.4 Gs/GD HPAI viruses from East Asia to North America via migratory birds in autumn 2014 that ultimately led to the largest outbreak of HPAI in the history of the United States. Given the apparent maintenance of Gs/GD lineage HPAI viruses in a global avian reservoir; bidirectional virus exchange between wild and domestic birds facilitating the continued adaptation of Gs/GD HPAI viruses in wild bird hosts; the current frequency of HPAI outbreaks in wild birds globally, and particularly in Eurasia where Gs/GD HPAI viruses may now be enzootic; and ongoing dispersal of AI viruses from East Asia to North America via migratory birds, HPAI now represents an emerging disease threat to North American wildlife. This recent paradigm shift implies that management of HPAI in domestic birds alone may no longer be sufficient to eradicate HPAI viruses from a given country or region. Rather, agencies managing wild birds and their habitats may consider the development or adoption of mitigation strategies to minimize introductions to poultry, to reduce negative impacts on wild bird populations, and to diminish adverse effects to stakeholders using wildlife resources. The main objective of this review is, therefore, to provide information that will assist wildlife managers in developing mitigation strategies or approaches for dealing with outbreaks of Gs/GD HPAI in wild birds in the form of preparedness, surveillance, research, communications, and targeted management actions. Resultant outbreak response plans and actions may represent meaningful steps of wildlife managers toward the use of collaborative and multi-jurisdictional One Health approaches when it comes to the detection, investigation, and mitigation of emerging viruses at the human-domestic animal-wildlife interface.  相似文献

Many high-elevation lakes in designated wilderness are stocked with native and nonnative fish by state fish and game agencies to provide recreational fishing opportunities. In several areas, this practice has become controversial with state wildlife managers who support historical recreational use of wilderness, federal wilderness managers who assert that stocking compromises some of the ecological and social values of wilderness, and different public groups that support one or the other position. Herein we examine this controversy from the perspective of the 1964 Wilderness Act, its judicial interpretation, the policies of the federal agencies, and formal agreements between federal and state agencies. Although some state stocking programs restore native fish populations, other programs may compromise some of the ecological and social values of wilderness areas. Further, although current federal regulations recognize state authority for fish stocking, judicial interpretation gives federal agencies the authority for direct involvement in decisions regarding fish stocking in wilderness. Where there are differences of opinion between state and federal managers, this judicial interpretation strongly points to the need for improved cooperation, communication, and coordination between state wildlife managers and federal wilderness managers to balance recreational fishing opportunities and other wildlife management activities with wilderness values. The current species extinction crisis is being exacerbated by an increased rate of emergence of epizootic disease. Human‐induced factors including habitat degradation, loss of biodiversity and wildlife population reductions resulting in reduced genetic variation are accelerating disease emergence. Novel, efficient and effective approaches are required to combat these epizootic events. Here, we present the case for the application of human precision medicine approaches to wildlife medicine in order to enhance species conservation efforts. We consider how the precision medicine revolution, coupled with the advances made in genomics, may provide a powerful and feasible approach to identifying and treating wildlife diseases in a targeted, effective and streamlined manner. A number of case studies of threatened species are presented which demonstrate the applicability of precision medicine to wildlife conservation, including sea turtles, amphibians and Tasmanian devils. These examples show how species conservation could be improved by using precision medicine techniques to determine novel treatments and management strategies for the specific medical conditions hampering efforts to restore population levels. Additionally, a precision medicine approach to wildlife health has in turn the potential to provide deeper insights into human health and the possibility of stemming and alleviating the impacts of zoonotic diseases. The integration of the currently emerging Precision Medicine Initiative with the concepts of EcoHealth (aiming for sustainable health of people, animals and ecosystems through transdisciplinary action research) and One Health (recognizing the intimate connection of humans, animal and ecosystem health and addressing a wide range of risks at the animal–human–ecosystem interface through a coordinated, collaborative, interdisciplinary approach) has great potential to deliver a deeper and broader interdisciplinary‐based understanding of both wildlife and human diseases.  相似文献

In many places in Africa, constraints in human, financial and physical resources are common problems that limit the effectiveness of wildlife researchers and managers. In an attempt to identify a useful tool for monitoring African wildlife populations, we tested a passive tracking index (PTI) methodology on a unique wildlife resource area in the Lower Omo Valley, Ethiopia. The methodology had previously proved valuable for monitoring a wide variety of wildlife species, including ungulates and carnivores in North America and Australia. Two ungulates (lesser kudu and dikdik), a carnivore (hyaena), a primate (baboon), and a ground foraging bird (guineafowl) were simultaneously indexed. In addition, single observations were recorded for genet, serval and caracal. The species indexed also represent the broad needs for monitoring wildlife. The mammal species are of economic importance to the region through sport hunting. Two of the species, hyaenas and baboons, potentially conflict with human agricultural interests through depredations on livestock and crop production. Anthrax periodically decimates the wildlife in the Lower Omo Valley, Ethiopia, but losses of many species are difficult to observe or quantitatively document. The PTI is a simple‐to‐apply, easy‐to‐calculate means to quantify simultaneously population trends for multiple species, and particularly applicable to sustainable harvest by sport hunting, human–wildlife conflicts, and impacts and recovery from wildlife disease.  相似文献

野生动物多样性是生物多样性监测与保护管理评价的关键指标, 因此对野生动物进行长期监测是中国森林生物多样性监测网络(CForBio)等大尺度生物多样性监测研究计划的一个重要组成部分。2011年以来, CForBio网络陆续在多个森林动态监测样地开展以红外相机来监测野生动物多样性。随着我国野生动物红外相机监测网络的初步形成, 亟待建立和执行基于红外相机技术的统一监测规范。基于3年来在我国森林动态监测样地红外相机监测的进展情况, 以及热带生态评价与监测网络针对陆生脊椎动物(兽类和鸟类)所提出的红外相机监测规范, 本文从监测规范和监测注意事项等方面探讨了我国森林野生动物红外相机监测的现状和未来。  相似文献

新冠肺炎疫情的暴发, 使得对野生动物的消费与贸易中的公共健康安全问题引起广泛关注。为了给相关的立法和政策制定提供参考, 我们通过网络对于全国及部分海外华人发放问卷进行了调查, 共收回74,040份有效问卷。根据问卷调查结果, 本文对普通公众对于野生动物消费和贸易立法意愿及影响因素进行了分析。研究结果包括: (1)公众对全面取缔野味餐馆和集市、禁止消费野味、禁止野生动物及其制品的买卖以及禁止野生动物商业性活体展演的立法动议持赞成态度的比例均超过90%; (2)现有野生动物消费群体经历新冠肺炎疫情后倾向于停止消费行为; (3)曾经消费野生动物或周围有人从事野生动物相关产业的群体相比其他人群更有可能不支持全面禁止对野生动物的消费和贸易。结果表明, 全国人民代表大会常务委员会禁食野生动物的决定和修改野生动物保护法的动议在受高等教育者和城镇居民中有良好的公众基础。  相似文献

在构建我国野生动物资源可持续发展指标体系、采用熵值法确定各指标权重的基础上,研究了野生动物及栖息地的保护与资源经济协调发展情况,分析了野生动物资源可持续发展的总体运行趋势.结果表明:(1) 2001-2009年,我国野生动物及栖息地保护综合指数、资源经济综合指数和社会进步综合指数总体呈上升趋势.(2)2001-2005年、2007-2009年,野生动物及栖息地保护与资源经济的协调发展度值在0.14-0.35之间,整体协调发展水平较低,属于失调衰退类;2006年的协调发展度值为0.45,处于保护与利用协调发展的过渡阶段.(3)野生动物资源可持续发展水平呈上升趋势,但总体水平不高,2001-2005年的可持续发展综合指数在0.15-0.31之间,属于传统较落后的发展阶段,2007、2008年的可持续发展综合指数分别为0.45和0.47,属于传统较落后的发展阶段;2006年、2009年的可持续发展综合指数分别为0.55和0.56,实现了由传统发展向可持续发展的过渡.  相似文献

Recent increases in wildlife cause negative impacts on humans through both economic and ecological damage, as well as the spread of pathogens. Understanding the population dynamics of wildlife is crucial to develop effective management strategies. However, it is difficult to estimate accurate and precise population size over large spatial and temporal scales because of the limited data availability. We addressed these issues by first fitting a random encounter and staying time (REST) model based on camera trap data to construct an informative prior distribution for a capture rate parameter in a harvest-based Bayesian state-space model. We constructed a Bayesian state-space model that integrated administration data on the number of captured wild boar with the prior distribution of capture efficiency estimated by camera trap data. The model with informative prior distribution from the REST model successfully estimated population dynamics, whereas the model using only the administration data did not, owing to a lack of parameter convergence. We identified areas where (1) wild boars exhibit a high potential population growth rate and a high carrying capacity, (2) current trapping efforts are effectively suppressing local populations, and (3) trapping reinforcement is required to control populations in the whole region. The model could be used to predict future trends in populations under the assumptions of ongoing trapping pressure. This will help identify spatially explicit trapping efforts to achieve target population levels.  相似文献

ABSTRACT The wildlife conservation institution (Institution) needs to reform to maintain legitimacy and relevancy in the 21st century. Institutional reform is inherently slow. Limitations resulting from historical and resource dependencies between state wildlife agencies and hunters have left the Institution poorly positioned to meet changing ecological and social complexities. In this paper, we suggest that an ideal Institution would have the following 4 components: broad-based funding, trustee-based governance, multidisciplinary science as the basis of recommendations from professional staff, and involvement of diverse stakeholders and partners. Our suggestions reflect the fundamental tenets of the Public Trust Doctrine, which we believe is the foundation of the Institution. In bringing forth these ideas, we hope to encourage discussion about how the Institution should reform to meet the changing needs of society.  相似文献

Information and approaches to evaluating health risks to terrestrial wildlife from fluoride contamination in the environment are few in the literature. We use environmental field data from a phosphate ore processing site, toxicity reference values (TRVs), and bioaccumulation factors relative to site conditions to develop risk-based concentrations (RBCs) for total fluoride in terrestrial biota and soil. RBCs were derived specifically for forage that are protective of terrestrial mammalian and avian ecological receptors through multiple exposure pathways, and which can be used to evaluate site remediation or as environmental monitoring action levels. Following review of the literature, we recommend fluoride TRVs for mammalian and avian wildlife, and bioavailability factors for estimating exposures related to aerial deposition of fluoride and fluoride gases. For large ungulates, information on fluoride bioavailability from feed and soil, and related effects thresholds, are summarized from studies on grazing livestock. The resultant RBCs for fluoride in forage range from 14 to 63 mg/kg dry weight, based on no-effect and low-effect concentrations, respectively. These concentrations bracket most state, provincial, and international regulatory standards of vegetation levels for protection of livestock and wildlife.  相似文献

秦岭地处我国中西部, 生物地理位置重要, 拥有丰富的生物多样性, 有大熊猫(Ailuropoda melanoleuca)、秦岭羚牛(Budorcas bedfordi)、金丝猴(Rhinopithecus roxellana)和朱鹮(Nipponia nippon)等4个秦岭森林旗舰物种, 被称为“秦岭四宝”。利用红外相机技术开展秦岭野生动物的非损伤性监测不仅可以为秦岭山系提供物种名录信息, 还可以为了解秦岭野生动物的行为和活动格局提供科学数据。清华大学环境学院生态团队自2009-2020年在秦岭中段南坡先后实施了7个项目, 对秦岭南坡的4个保护区进行了野生动物监测, 面积达1,113 km 2(26.5 km × 42 km), 红外相机位点数267个, 相机日数152,160天, 共获取红外相机照片855,260张。共鉴定出27种野生兽类和63种野生鸟类, 并应用这些照片数据开展了信息挖掘工作, 对野生动物行为、稀有物种、与生境的关系, 以及人为活动对野生动物的影响等领域进行了研究, 已取得部分成果。在此基础上建立了“秦岭中段野生动物多样性的红外相机监测数据库平台”, 供团队内部及合作者使用。通过10年的监测, 我们提出未来研究建议: (1)对于非常偶见的物种, 还需要更长的时间并在更多样化的生境布设相机, 以获取更多影像数据评估其现状; (2)数据库需要在更大程度和深度上进行信息挖掘, 尤其在种间关系、物种-生境关系、种群动态等方面; (3)对典型大种群数量的物种(如秦岭羚牛和野猪Sus scrofa)及食物链顶端大型捕食动物(如金钱豹Panthera pardus)进行种群动态研究, 为整个秦岭生态系统的健康持续提供科学支撑; (4)利用数据库的数据及今后红外相机监测数据进行野生动物疾病的发生发展监测研究。  相似文献
