A Framework for Quantified Eco-efficiency Analysis   总被引:5,自引:0,他引:5  
Eco-efficiency is an instrument for sustainability analysis, indicating an empirical relation in economic activities between environmental cost or value and environmental impact. This empirical relation can be matched against normative considerations as to how much environmental quality or improvement society would like to offer in exchange for economic welfare, or what the trade-off between the economy and the environment should be if society is to realize a certain level of environmental quality. Its relevance lies in the fact that relations between economy and environment are not self-evident, not at a micro level and not at the macro level resulting from micro-level decisions for society as a whole. Clarifying the why and what of eco-efficiency is a first step toward decision support on these two aspects of sustainability. With the main analytic framework established, filling in the actual economic and environmental relations requires further choices in modeling. Also, the integration of different environmental effects into a single score requires a clear definition of approach, because several partly overlapping methods exist. Some scaling problems accompany the specification of numerator and denominator, which need a solution and some standardization before eco-efficiency analysis can become more widely used. With a method established, the final decision is how to embed it in practical decision making. In getting the details of eco-efficiency better specified, its strengths, but also its weaknesses and limitations, need to be indicated more clearly.  相似文献

Eco-efficiency implies environmental improvement at the lowest possible cost. When several environmental measures are possible, these can be ranked according to their cost per unit of environmental improvement, after which an eco-efficient set of measures can be selected that yields a given level of environmental improvement at least cost. This procedure can be visualized as a supply curve for environmental improvement. Such a curve plots cumulative cost or cost per unit of environmental improvement against cumulative environmental improvement, with measures ordered according to increasing cost per unit of environmental improvement. This paper presents supply curves for environmental improvement on the basis of a set of possible environmental measures for a company in the Dutch oil and gas producing industry.
To measure aggregated potential environmental improvement for a given measure, different environmental impacts are lumped together using weighting factors. We compare five methods for weighting environmental impacts, covering a wide range of current practices.
The supply curves that were determined for each of the five weighting methods show relatively small differences, except for one (the distance-to-target method). The ranking of measures differs significantly, though, and as a result, so do the measures that are selected if total costs are restricted to a certain budget. Also, the consequent reduction in emissions of specific substances, in particular nitrogen oxides (NO x ), depends on the weighting method selected.  相似文献

Environmental problems, such as global warming, the limited supply of sustainable energy, the depletion of natural resources, hazardous emissions released into the atmosphere and waste, are increasing global concerns. Therefore, individuals, communities, and businesses need to address environmental protection and sustainability. Environmental impact assessments are needed to identify, mitigate, and control aspects that affect the environment or a company's products, services, or activities. In this study, a general environmental aspect and impact assessment approach, which can be applied to any company that is involved in the production or service sector, is created. An environmental impact pattern that consists of 10 main and 32 sub-categories was formed based on the ISO 14001, environmental studies and field applications. The developed approach was applied to the dyeing units of a manufacturing firm. Sixteen environmental aspects were identified and assessed using the environmental impact template via the environmental failure mode and effect analysis (E-FMEA) method. The developed-approach can be applied to each sector, which will enable us to perform a detailed analysis of the environmental aspects in the environmental impact category. This approach provides a checklist for the environmental impact studies of businesses and has been pioneered as an effective method for company resources to improve their environmental performance.  相似文献

This article addresses the need for a structured and compre-hensive methodology for assessing the environmental perfor-mance of manufacturing processes. The analytic hierarchy pro-cess (AHP) is used as the basic framework for analyzing environmental impacts and improvement options following a streamlined life-cycle assessment (LCA) approach that is fo-cused on the manufacturing operation. The multicriteria de-cision analysis approach of the AHP is consistent with the LCA concept because the environmental factors can be hierarchi-cally structured into impacts and improvement options. Its po-tential as a valuation tool for impact and improvement assess-ment addresses both qualitative and quantitative issues in environmental decision making.
Through application to a pulp and paper manufacturing case study, the viability of the AHP for evaluating environmen-tal impacts and prioritizing process improvement options rela-tive to these impacts is demonstrated. AHP was used to pro-vide a quantitative tool for the design of a set of weighting factors for impact and improvement analyses.  相似文献

The study fills the gap in existing literature by comparing the economic costs and environmental impacts of processes in four services companies in Europe and the United States. Process-based life cycle assessment (LCA) and the case study method are used to compare companies both on four global-scale impacts and on environmental intensity (impacts per unit cost). The study builds on prior publications on the environmental contribution of processes. The processes include all the activities of the companies that result in an entry into the bookkeeping records. The results show that despite the substantial differences in organizational characteristics and line of business, all the cases had similar environmental contributions and intensity profiles. Wages, which accounted for over half of the costs, were assumed not to cause any environmental impacts. By contrast, the office premises, which generated less than 10% of the costs, caused around 50% of the environmental impacts. At a more general level, the results suggest that both the high environmental impact and the high intensity are attributed mostly to a few premises-related processes in the services industry. The results also seem to imply that the companies could gain added value by using life cycle assessment in determining the significant environmental impacts of their operations.  相似文献

Given near unanimity in the environmental and industrial communities about the need for a new generation of environmental technology, the policy process unfortunately lags behind in moving toward this objective. This article examines causes and remedies for this gap in the context of American environmental policy. U.S. environmental laws continue to be pervaded by structural biases against new technology, and the complexity of their administration exacerbates the problem. Within the last few years, several important reform initiatives have arisen from inside the regulatory community; however, these can only go so far, given the current statutory framework Congress, too long quiescent, needs to become involved. A legislative reform package is proposed consisting of four main elements: a legislative mandate that makes promotion of technological innovation an explicit environmental objective; elimination of structural features in current law that impede innovation; creation of a new framework for standard-setting and enforcement that puts every firm on a trajectory toward environmental and technological improvement; and enlisting regulation as a "demand-pull" for environmentally superior technology.  相似文献

This paper is an inquiry into the circumstances under which the voluntary provision of environmental public goods might be sensible from a firm's point of view. If environmental externalities were the only departure from the economic assumptions of perfect competition, and if no firms had preferential access to superior (low-cost) stocks of natural resources, firms that volunteered to internalize costs could not survive. But because externalities coexist with other departures from the competitive paradigm, such as asymmetric information and oligopoly competition, firms may find it in their shareholders' interests to provide environmental public goods to a greater degree than required by law. A number of firms, especially in Europe and North America, assert that they are pursuing "beyond-compliance" environmental policies. From the perspective of a firm's shareholders, it makes sense to pursue such policies if they increase the firm's expected value or if they appropriately manage business risk.
This paper discusses economically rational explanations for such policies. It analyzes the ways in which a firm's chances of financial success in pursuing any one of them are influenced by the firm's market position and organizational capabilities and by the basic structure of the industry in which it competes.  相似文献

环境基本公共服务是青藏高原生态屏障区生态环境治理及农牧民人居环境品质提升的关键环节,揭示其配置均衡状态及失效原因,对提升青藏高原环境基本公共服务均等化水平、降低生态屏障区内人类活动的生态环境胁迫风险具有重要意义。以青海省4315个村镇居民点为对象,选取生活垃圾处理、生活污水处理、卫生户厕改造3项特征指标,定量测度村镇环境基本公共服务配置非均衡性,运用有序多分类及二元逻辑斯蒂回归模型解析非均衡性的生成原因。结果显示:青海环境基本公共服务水平总体偏低,处于低和极低等级的村镇居民点占37.13%和37.84%;环境基本公共服务非均衡性受配置成本、人口社会、经济收入和基层管理因素的多重影响,自然地理的高寒性和交通区位的偏远性是生成非均衡性的重要因素;人口社会因素的规模报酬递增效应使非均衡性加剧,大分散、小聚居的农牧民定居点通常是服务配置的弱势区域,经济收入和基层管理因素分别是非均衡性加剧的内因和外因。建议在青藏高原生态屏障区实施递进式均衡配置模式及适应性管理,建立就地消纳与跨区处理结合的弹性生活垃圾处置体系,推广耐低温分散化污水处置模式和生态化处置技术体系,适应高寒环境的户厕改造技术研发和农牧...  相似文献

The company's environmental management behaviors can improve the relationship between the company stakeholders, help companies to sustainably develop. But it is more seen as an obligation and cost of the company's environmental protection in developing countries. So what kind of impact the environmental protection have on the value of the company? Taking Chinese listing Corporation as a sample. This paper analyzes the impact of enterprises’ environmental management and its disclosure on corporate value. We conclude that environmental management excluding independent environment report can improve corporate value. One of the most insidious threats to fish conservation around the world is deliberate or accidental introduction of fish species. The impact of alien invasive sport fish is for the most part unpredictable in time and space, with the introduction of relatively few species having resulted in many extirpations of indigenous fish species worldwide. More nations need to quantify biodiversity loss caused by alien sport fishes. The spread of alien invasive fishes does not respect political boundaries. Therefore total global costs to aquatic biodiversity and ecosystem functioning resulting from these introductions need to be assessed. The global invasive species database of the Global Invasive Species Programme, highlights eight fish species among the one hundred `World's Worst Invasive Alien Species'. Three of these fish species (two trout and one bass species) were introduced solely for sport. Historically the social value of recreational fishing was usually more important than conserving biodiversity. Globalisation of alien fish species for sport is best illustrated by rainbow trout – now in 82 countries, and still spreading, along with the associated expensive angling gear, magazines and accommodation infrastructure. Such sport species have become part of the global consumer society. The nature and extent of the globalisation phenomenon is addressed with regard to how introduction of alien fish for recreational angling has impacted on biodiversity; trophic cascades at a local level and the unassessed total cumulative global trophic cascades; and some of the motives that underlie promotion of this sport within the complexity of globalisation as we know it today. Alien invasive recreational fish species are now recognised as a global environmental degradation problem resulting in loss of biodiversity and therefore require a global solution. Parallel trends such as globalisation of environmental education and the internet must be encouraged to counteract the damage caused and reverse the trend. This globally concerted campaign requires utilizing environmental education forums aimed at the angling community, general public and policy makers; networking with existing alien invasive groups; legislation; better understanding of processes; development of environmental economic evaluation tools; international bio-invasion control; wider use of the precautionary approach and utilization of the present globalisation of ecological thought.  相似文献

Eco-efficiency     
Goal, Scope and Background The eco-efficiency analysis and portfolio is a powerful decision support tool for various strategic and marketing issues. Since its original academic development, the approach has been refined during the last decade and applied to a multitude of projects. BASF, as possibly the most prominent company using and developing this tool, has applied the eco-efficiency approach to more than 300 projects in the last 7 years. One of the greatest difficulties is to cover both dimensions of eco-efficiency (costs or value added and environmental impact) in a comparable manner. This is particularly a challenge for the eco-efficiency analyses of products. Methods In this publication, an important approach and field of application dealing with product decisions based on the combination of Life Cycle Cost (LCC) and Life Cycle Assessment (LCA) is described in detail. Special emphasis is put on the quantitative assessment of the relation of costs and environmental impacts. In conventional LCA an assessment of environmental impact categories is often made by normalization with inhabitant equivalents. This is necessary to be able to compare the different environmental impact categories, because of each different unit. For the proposed eco-efficiency analysis, the costs of products or processes are also normalized with adapted gross domestic product figures. Results and Discussion The ratio between normalized environmental impact categories and normalized costs (RE,C) is used for the graphical presentation of the results in an eco-efficiency portfolio. For the interpretation of the results of an eco-efficiency analysis, it is important to distinguish ratios RE,C which are higher than one from ratios lower than one. In the first case, the environmental impact is higher than the cost impact, while the inverse is true in the second case. This is very important for defining which kind of improvement is needed and defining strategic management decisions. The paper shows a statistical evaluation of the RE,C factor based on the results of different eco-efficiency analyses made by BASF. For industries based on large material flows (e.g. chemicals, steel, metals, agriculture), the RE,C factor is typically higher than one. Conclusions and Recommendations This contribution shows that LCC and LCA may be combined in a way that they mirror the concept of eco-efficiency. LCAs that do not consider LCC may be of very limited use for company management. For that very reason, corporations should install a data management system that ensures equal information on both sides of the eco-efficiency coin.  相似文献

Foraminiferal assemblages has been studied in three regions of the Mekong Delta subjected to different environmental characteristics: the Tra Vinh province, in the middle part of the Delta, under high freshwater influence; the Ca Mau peninsula, to the south, under maximum marine influence; and the Can Gio region, in the northern part of the Delta, with intermediate conditions. Intensive Rice–Shrimp Farming System is developing in these regions. Foraminiferal assemblages show the prevalence of the Mekong’s water pressure. Marine influence is strong only at a few stations along the shoreline, mainly in the Can Gio region. The rarity of allochthonous coastal species, in all the samples except one, suggests that up-river transport and settlement of foraminifera and sediment is significant only in the major channels. On a local level, foraminiferal assemblages provide a variety of information on environmental conditions. In a tidal channel of the Tra Vinh province, they suggest that lower reaches are more impacted by pollution than upper reaches; in the Ca Mau peninsula, under marine influence, low density and dominance of agglutinated species indicate the impact of deforestation and extension of acid sulfate soils; in shrimp pools, foraminifera may be used as indicators of the degradation of local conditions, in relation with accumulation of organic matter. The distribution of foraminiferal assemblages described in this study should be used as part of a reference point for further observations with a view to assessing environmental impacts of increasing human activities and/or climatic change.  相似文献

Biosemiotics contains at its core fundamental issues of naturalism: are normative properties, such as meaning, referent, and others, part of the natural world, or are they part of a second, intentional and normative, metaphysical realm — one that might be analogically applied to natural phenomena, such as within biological cells — but a realm that nevertheless remains metaphysically distinct? Such issues are manifestations of a fundamental metaphysical split between a “natural” realm and a realm of normativity and intentionality. This problematic metaphysical split derives from conceptual problems originating with the Pre-Socratics; transcending that split requires correcting those problems. In particular, transcending that split requires a model of metaphysical emergence, and, in particular, normative emergence. This paper will limn that argument regarding metaphysical emergence, but focus most strongly on an overview of a model of normative, representational emergence that overcomes that metaphysical diremption.  相似文献

基于土地利用环境影响的相关研究和城市土地利用特点,构建了城市建成区土地利用环境影响评价的概念模型,将建成区土地利用环境影响评价总结为细化、抽象、对应和评价4个基本过程,并以南昌市主城区为研究对象,分析了该区噪声、气味、粉尘和危险4个因素对环境的影响.结果表明:研究区噪声的影响范围占研究区总面积的59%;气味和粉尘的影响主要集中在主城区的东部和南部地区;危险的影响范围主要集中在主城区的东南方向,是南昌市工业较集中的区域,影响面积达19.6 km2.该模型将城市建成区环境影响评价分为4个基本过程是可行的,可为研究区土地管理、城市规划等相关政策的制定提供依据.  相似文献

Background, aims, and scope  Food is a vital human need that not only provides essential nutrition but is also a key part of our social life as well as being a valued sensory experience. However, food, or rather the production chain of food, from primary production (agriculture/aquaculture/fishing) to consumer and beyond, also results in some form of environmental impact, as does transport between steps. There are several life cycle assessment studies of food products, most of them analysing the impact of the food chain of single food items. Still, detailed studies of complete meals are less frequent in the literature. In the Swedish study presented in this article, the environmental impacts of two different chicken meals (homemade and semi-prepared) were analysed. The aim of the study was to gain knowledge of the environmental impact of integrated food chains and also to explore the effect of improvement measures in the post-farm systems. To this end, two chicken meals were chosen for analysis, with two scenarios for each meal; the first scenario reflects the present conditions of the food chain, and the second scenario incorporates a number of improvement actions in the stages after the farm. Materials and methods  Input data to the model were based mainly on previous life cycle assessment (LCA) studies of Swedish food products and studies on wastage and consumer transport. Food engineering data and information from producing companies were used for modelling the industries. The improvement scenario was constructed using insight from a preceding LCA study of a meatball meal (Sonesson et al., Ambio, 34:411–418, 2005a) along with goals set out by a Swedish agreement between representatives from national and regional government, food industry sectors and retailers. The impact assessment was conducted according to Lindfors et al. (Nordic guidelines on life cycle assessment, The Nordic Council of Ministers, Copenhagen, Denmark, 1995), and the following environmental effects were included: global warming potential, eutrophication potential, acidification potential, photochemical ozone creation potential, and use of primary energy carriers and secondary energy. Results  In terms of energy use, the largest part is used in the steps after the farm for both meal types. Hence, the changes made in the improvement scenario have a significant impact on the total energy use. For the homemade and semi-prepared meal, the reduction is 15% and 20% respectively, not only due to less consumer transport and packaging but also reduction in industry (semi-prepared). Agriculture is also a significant contributor to emissions of greenhouse gases and eutrophying emissions; for the homemade meal, around 40% of the greenhouse gases originate from agriculture, and for the semi-prepared meal, the figure is 50%. The improvement actions with the greatest reduction in greenhouse gases are, again, less consumer transport and, in the case of the semi-prepared meal, the reduction in energy use in industry. Regarding eutrophication, more than 90% of the emissions originate from agriculture. Hence, the only improvement action that has an effect here is the utilisation of raw material downstream in the production chain; a slight reduction in waste still gives a notable reduction in overall eutrophic emissions. Discussion  There are two significant areas of research to reduce the impact of meals that are not explored in this study: choice of meal components and production methods in agriculture. However, the aim with this study was to explore if there are further ways of reducing the impact without going into these very complex areas, and our conclusion is that there are effective ways in the post-farm chain to cut emissions that, together with choices of diet and agricultural research, can significantly reduce the impact of our food consumption. Conclusions  Actions in the post-farm chain that can significantly reduce the environmental impact of a meal are less food thrown away in the household, fewer car trips to the supermarket (e.g. only once a week) and, for semi-prepared food products, more efficient energy use in the food industry. The study shows that consumer actions prove just as important as industrial actions. Recommendations and perspectives  Further research is needed to understand the mechanism for the disposal of food, i.e. the reasons for food being wasted, and the relationship between shopping frequency, retail location, size of packaging, etc. in order to reduce the impact of waste and consumer transport. Aim To distinguish the effects of geographic distance and environmental dissimilarity on global patterns of species turnover in four classes of terrestrial vertebrates (mammals, birds, reptiles and amphibians). Location Six hundred and sixty terrestrial ecoregions across the globe. Methods We calculated species turnover between each pair of ecoregions, using the Jaccard index (J). We selected seven variables to quantify environment in each ecoregion, and subjected the environmental values to a principal components analysis. For each realm, we applied multiple regression analysis relating the natural logarithm of the Jaccard index (lnJ) to geographic distance alone and in combination with differences in the environment variables measured as principal components (PC). We used partial correlations to partition variance in lnJ between unique contributions of distance and environmental PC scores, the covariation between distance and environment, and unexplained variance. To examine the latitude and species turnover relationship, we regressed lnJ on latitude with distance between ecoregions being included as a covariate. Results The natural logarithm of the Jaccard index (lnJ) decreased significantly with increasing geographic distance for all vertebrate classes in each zoogeographic realm, and the slopes of the relationships per 1000 km ranged from ?0.251 to ?1.043. With environmental differences included in the analysis, both geographic distance and environmental differences were substantial predictors of lnJ for every combination of taxon and realm. On average, the unique contribution of geographic distance to variation in species turnover between ecoregions was about 1.4 times that of the environmental differences between ecoregions. Species turnover generally decreased with increasing latitude when controlling for geographic distance. The value of lnJ for each vertebrate class was highly and positively correlated with those of the other vertebrate classes. Main conclusions Our analyses suggest that both dispersal‐based and niche‐based processes have played important roles in determining faunal similarities among vertebrate assemblages at the spatial scale examined. Furthermore, reptiles and amphibians exhibited greater distance‐independent faunal heterogeneity among ecoregions and greater turnover among ecoregions with respect to geographic and environmental distance than birds and mammals.  相似文献

Abstract I discuss briefly how the basic science of ecology contributed to the resolution of environmental problems in eight different cases in which I have been involved over the past few years. I then draw from 2 decades of experience as an academic marine ecologist and biological oceanographer to extract general lessons from each case on how environmental applications could be improved by better use of the wisdom of the field of ecology. The eight cases respresent four pairs of contrasts covering a spectrum of applications of ecological science to environmental problems: (i) two assessments of the environmental impacts from coastal ocean discharges, one evaluated by data collected under traditionally designed, self-monitoring programmes largely mandated by the agency granting the discharge permit and the other employing an academically designed programme of explicit impact testing; (ii) two assessments of the effects of offshore oil and gas development, one done before exploration drilling to assess the adequacy of available environmental information on which to base decisions about drilling permits and the other an analysis of natural resource damages after a coastal oil spill had occurred; (iii) two evaluations of environmental problems conducted by special ad hoc panels created to resolve the environmental disputes; and (iv) two examples of how rule-making commissions employed ecological insights in the establishment of regulations, in one case to preserve environmental quality and in the other to manage natural fishery resources. From the experience of these eight cases, I derive 38 lessons for the future improvement of environmental problem solving by better use of ecological sciences. These lessons fall into four categories: (i) improvements in study design and analysis; (ii) recognition of the importance of the multi-species, multi-factor (‘ecosystem’) context in which populations are nested; (iii) acknowledgement of how social concerns constrain environmental decisions; and (iv) identification of common fallacies in environmental assessment.  相似文献

环境教育是当前生态旅游研究中的热点论题。基于生态旅游动机、环境教育途径、环境教育感知及环境教育效果4个结构变量,以生态旅游发展处于起步阶段的盐城丹顶鹤保护区和处于稳定发展阶段的盐城麋鹿保护区为例,构建湿地自然保护区旅游者环境教育感知影响结构关系模型,深入分析不同生命周期阶段生态旅游地旅游者环境教育感知分异及其影响因素。结果表明:(1)生态旅游动机、环境教育途径、环境教育感知均对环境教育效果产生正向影响。丹顶鹤保护区生态旅游动机对环境教育效果产生显著正向影响,环境教育途径、环境教育感知对环境教育效果均产生正向影响;麋鹿保护区生态旅游动机、环境教育途径均对环境教育效果产生正向影响,环境教育感知对环境教育效果产生显著正向影响。(2)在生态旅游动机、环境教育途径、环境教育感知3个分维度上,丹顶鹤保护区分别以一般生态旅游动机、常规环境教育途径、表层环境教育感知为主,麋鹿保护区则分别以严格生态旅游动机、专门环境教育途径、深度环境教育感知为主。(3)不同生命周期阶段生态旅游地游客环境教育效果存在差异。丹顶鹤保护区游客环境教育效果主要集中在态度、行为效果上,意识效果为辅,知识、技能效果作用较小;麋鹿保护区游客环境教育效果则以知识、态度效果为主,行为、技能、意识效果均起辅助作用。  相似文献
