Soil and land are critical common pool resources offering a multitude of ecosystem services (ES) and presently affected by degradation and unplanned exploitation. The present article therefore attempts to elucidate the importance of circular economy in boosting land restoration and realization of several sustainable development goals through efficient waste recycling and clean energy production from degraded lands combined with policy restructuring for aligning circularity with restoration. Integrative policy frameworks targeting a “sustainable restoration economy” can help improve the cost feasibility of restoration projects through circularization of resource value chains besides enhancing social welfare and ecological vitality.  相似文献

Present State and Future Perspectives of Restoration Ecology—Introduction   总被引:1,自引:1,他引:0  
Although the aim of and the need for ecological restoration, and restoration ecology as its scientific base, are obvious, the field is still struggling with defining its basics. This situation, reflected by the debate about alternative terms to replace “restoration,” the ambiguous self‐image as a movement, art, application, or science, and the lack of a unifying conceptual framework, results in an uncertainty about the future development of the field. In a 10‐year project, an interdisciplinary Research Training Group in Jena followed the regeneration of one degraded terrestrial and aquatic ecosystem, respectively, and suggested a conceptual model for regeneration and restoration that was derived from the shared features of the two systems. As part of the scientific discussion of this new approach, an international workshop “Present State and Future Perspectives of Restoration Ecology” was organized in Jena in November 2004. The following collection of 12 opinion papers and 1 concluding chapter reflect the discussions at the workshop and contributes to the “self‐finding” process of restoration ecology.  相似文献

Circular economy concepts, practices, and policies are increasingly drawing attention as important means for the pursuit of sustainable development. This article uses a conceptual framework to catalogue and investigate policy efforts for the circular economy in China. Based on the framework, policy prototypes and specific examples are identified: resource‐oriented, production‐oriented, waste, and use‐oriented and life cycle policies. A comprehensive review of 280 related policies shows that China has a long history of resource‐oriented policies and implemented production‐oriented policies very quickly after the year 2000. China's policies toward the circular economy became more comprehensive through time, with a broad engagement of government agencies, an extensive and progressive coverage of recycling opportunities, production initiatives across multiple scales, and use of different policy instruments. The continuous progress has been driven by proactive state actors and their learning from the international society. The current policy framework, however, is concerned more with the means rather than the ends of the circular economy, and relies too much on direct subsidies and other financial incentives. Policy making can be improved by more explicit consideration of the whole production life cycle and use of market‐based policy design.  相似文献

Life cycle assessments of circular economy measures (CE LCA) of consumer products have been criticized for oversimplifying important aspects of the use phase such as user behavior and rebound effects, limiting our understanding of the environmental performance of circular economy measures. This study tests the usefulness of a framework designed to facilitate accounting for such aspects, by applying the framework to a case study of reuse of shell jackets enabled by “premium secondhand” outdoor stores. Methods for collecting use phase data were user surveys and interviews with store managers. Using the framework on this case study generated several novel insights which are interesting in themselves and as inputs to CE LCA. For instance, secondhand shell jackets have a significantly lower frequency of use during their first use span compared to the second and to shell jackets in the linear reference scenario. This implies that reuse in this case does not function as a mere use extension of otherwise similar use phases as is commonly assumed. The generation of such insights, which hitherto have been lacking in CE LCAs, points to the usefulness of the framework as a tool for opening the “black box” of the use phase in CE LCAs to improve understanding of the environmental performance of circular economy measures.  相似文献

The present state of restoration ecology is far away from Bradshaw’s “acid test for ecology.” The conclusions drawn from the series of papers in this issue and from the Jena workshop suggest some directions in which the field may progress. More attention must be paid to the degraded state, which should be evaluated by its specific features and carefully analyzed before any restoration plan is laid down. Restoration goals have to be realistic, which includes the appreciation of globally changing conditions, resulting in a paradigm‐shift toward “forward‐restoration.” Basically, the transition from the degraded state conditions to the target state is a kind of succession that is manipulated by the application of goal‐orientated and system‐specific disturbances. Whenever possible, restorationists should step back and make use of naturally occurring succession, which requires a sophisticated restoration strategy, involving flexible management responses, multiple alternative target states, robust measurements for the restoration progress, and careful long‐term monitoring. The unique feature of restoration ecology is the involvement of socioeconomic decisions, and conceptual frameworks for ecological restoration have to implement the specific links to natural succession. To bridge the gap between ecological theory and on the ground restoration, it is essential that restoration practice is translated into the vocabulary and thinking of basic ecology. If all these aspects are integrated, ecological restoration as an application—and restoration ecology as an applied science—may develop into an acid test for our understanding of interactions between people and their environment, rather than for pure ecology.  相似文献

This paper identifies the extent to which circular economy (CE) practices are relevant for the implementation of the Sustainable Development Goals (SDGs). The results of a literature review and a matching exercise to determine the relationship between CE practices and SDG targets show that CE practices, potentially, can contribute directly to achieving a significant number of SDG targets. The strongest relationships exist between CE practices and the targets of SDG 6 (Clean Water and Sanitation), SDG 7 (Affordable and Clean Energy), SDG 8 (Decent Work and Economic Growth), SDG 12 (Responsible Consumption and Production), and SDG 15 (Life on Land). The paper also explores synergies that can be created through CE practices among several of the SDG targets. Furthermore, it identifies several potential trade‐offs between targets for decent work, safe working environments, human health and current CE practices relating to recycling of municipal waste, e‐waste and wastewater, and provides suggestions how these can be overcome. The paper concludes that CE practices can be applied as a “toolbox” and specific implementation approaches for achieving a sizeable number of SDG targets. Further empirical research is necessary to determine which specific types of partnerships and means of implementation are required to apply CE practices in the SDG context.  相似文献

While phenology data (the timing of recurring biological events) has been used to explain and predict patterns related to global change, and to address applied environmental issues, it has not been clearly identified as pertinent for restoration. This opinion article thus aims to raise awareness of the potential of phenology to enhance the quality of restoration projects and ecological restoration theory. We based our analysis on a systematic literature survey carried out in February 2014, searching the words “phenology” or “phenological” in books dealing with restoration, the term “phenolog*” in the journal Restoration Ecology, and the terms “restoration” and “phenolog*” in the database Web of Science until February 2014. We finally selected 149 studies relevant to our goals, and first classified them according to the context in which phenology was addressed. We then analyzed them within the framework of the five key steps of restoration projects: (1) the reference ecosystem; (2) biotic resources; (3) restoration methods; (4) monitoring; and (5) adaptive management. The literature survey showed that phenological information improved decision‐making in the few restoration projects in which it was incorporated. We thus advocate taking phenological data into account at all stages of restoration when appropriate: from the acquisition of baseline data on the reference ecosystem to treatment design, and from restoration action planning and timing to monitoring. Phenological data should at minimum be collected for sown, keystone, dominant, and/or rare species to improve restoration quality. Phenology studies and monitoring should be promoted in future restoration guidelines.  相似文献

Much of the practice of restoration is conducted by businesses—contractors, consultants, designers, engineers. Restoration businesses interact with a variety of stakeholders to complete projects on time and on budget, and to achieve ecological and business objectives. Our research explores the business perspective in restoration; it is based on data collected from businesses (contractors, consultants, design engineers), agencies, and nongovernmental organizations involved in a Superfund cleanup project in Montana, one of the largest river restoration efforts ever. Our findings highlight several areas restoration businesses must navigate. First, restoration businesses must juggle potentially competing goals, maintaining ecological integrity while achieving profitability objectives. Second, these businesses must manage the risk that arises from variability in the natural environment as well as individuals' risk tolerances. Third, they must navigate the disconnect between “science” and “practice,” including how to best monitor restoration projects. Fourth, they must make decisions about new techniques and innovations. Fifth, on‐the‐ground implementation must acknowledge that personnels' motives and expertise might conflict with original plans. We discuss these findings in relation to relevant scholarly research, offering implications for theory and practice. For example, the business of ecological restoration requires learning over time to be profitable while achieving the desired ecological and social outcomes; restoration businesses leverage monitoring in pursuit of adaptive management and engage “frontline personnel” as important voices in the restoration process. Understanding the business of restoration adds an important perspective in the complex dynamics of social‐ecological systems.  相似文献

A low‐intervention approach to restoration that also allows restoration outcomes to be framed as trajectories of ecosystem change can be described as “open‐ended” restoration. It is an approach which recognizes that long‐term ecosystem behavior involves continual change at small and large spatial and temporal scales. There are a number of situations in which it is appropriate to adopt an open‐ended approach to restoration including: in remote and large areas, where ecological limiting factors will be changed by future climates, where antecedent conditions cannot be replicated, where there are novel starting points for restoration, where restoration relies strongly on processes outside the restoration area, in inherently dynamic systems, where costs are high and where the public demands “wildness.” Where this approach is adopted managers need to explain the project and deal with public expectations and public risk. Monitoring biotic and abiotic components of the project are very important as an open‐ended approach does not equate to “abandon and ignore it.”  相似文献

The concept of a circular economy (CE) is gaining increasing attention from policy makers, industry, and academia. There is a rapidly evolving debate on definitions, limitations, the contribution to a wider sustainability agenda, and a need for indicators to assess the effectiveness of circular economy measures at larger scales. Herein, we present a framework for a comprehensive and economy‐wide biophysical assessment of a CE, utilizing and systematically linking official statistics on resource extraction and use and waste flows in a mass‐balanced approach. This framework builds on the widely applied framework of economy‐wide material flow accounting and expands it by integrating waste flows, recycling, and downcycled materials. We propose a comprehensive set of indicators that measure the scale and circularity of total material and waste flows and their socioeconomic and ecological loop closing. We applied this framework in the context of monitoring efforts for a CE in the European Union (EU28) for the year 2014. We found that 7.4 gigatons (Gt) of materials were processed in the EU and only 0.71 Gt of them were secondary materials. The derived input socioeconomic cycling rate of materials was therefore 9.6%. Further, of the 4.8 Gt of interim output flows, 14.8% were recycled or downcycled. Based on these findings and our first efforts in assessing sensitivity of the framework, a number of improvements are deemed necessary: improved reporting of wastes, explicit modeling of societal in‐use stocks, introduction of criteria for ecological cycling, and disaggregated mass‐based indicators to evaluate environmental impacts of different materials and circularity initiatives. The context in which the new mass media are produced, distributed, and consumed in Nigeria differs as radically from the everyday world of the “developed” nations as it does from traditional Nigerian societies of a century ago. Many sociologists of mass communication have failed to address the issue of cultural difference in their accounts of media and their role in the third world. It is suggested that Weber's concepts of “enchantment” and “rationalization” should both be re‐examined if one wishes to better understand a world in which television and the ancestral shrine exist in both spatial and ideological proximity to one another.  相似文献

Many ecosystems have been transformed, or degraded by human use, and restoration offers an opportunity to recover services and benefits, not to mention intrinsic values. We assessed whether restoration scientists and practitioners use their projects to demonstrate the benefits restoration can provide in their peer‐reviewed publications. We evaluated a sample of the academic literature to determine whether links are made explicit between ecological restoration, society, and public policy related to natural capital. We analyzed 1,582 peer‐reviewed papers dealing with ecological restoration published between 1 January 2000 and 30 September 2008 in 13 leading scientific journals. As selection criterion, we considered papers that contained either “restoration” or “rehabilitation” in their title, abstract, or keywords. Furthermore, as one‐third of the papers were published in Restoration Ecology, we used that journal as a reference for comparison with all the other journals. We readily acknowledge that aquatic ecosystems are under‐represented, and that the largely inaccessible gray literature was ignored. Within these constraints, we found clear evidence that restoration practitioners are failing to signal links between ecological restoration, society, and policy, and are underselling the evidence of benefits of restoration as a worthwhile investment for society. We discuss this assertion and illustrate it with samples of our findings—with regards to (1) the geographical and institutional affiliations of authors; (2) the choice of ecosystems studied, methods employed, monitoring schemes applied, and the spatial scale of studies; and (3) weak links to payments for ecosystem service setups, agriculture, and ramifications for public policy.  相似文献

在全球气候变化背景下,研究适应生态文明要求的新的经济运行模式——超循环经济的基本原理、结构模型、运行机理和实际应用。首先,运用系统结构分析方法梳理不同时期经济运行模式的演进过程:由"从摇篮到产品"的粗放经济,到"从摇篮到坟墓"的末端治理经济,再到"从摇篮到摇篮"的循环经济。延续这一绿色发展趋势,根据文明演化的共生理论和艾根创立的超循环理论,提出超循环经济的理论构想,并描绘"从孕育到孕育"的超循环经济的概念结构。其次,将超循环经济思想应用于林纸拓展系统(EFPS)。在分析中国造纸工业的发展现状和瓶颈及其与林业和生态环境相互关系的基础上,按照资源链、生态链和价值链(简称"三链",或3C)逐层拓展的逻辑顺序,研究EFPS超循环经济的系列结构模型。具体来说,依次建立起各层次的超循环结构模型——制浆造纸系统的资源链核心层模型、供应链系统的资源链拓展层模型、生态环境系统的生态链拓展层模型,以及社会经济系统的价值链拓展层模型。然后将各层次的结构模型综合起来,形成EFPS超循环经济的多重拓展-嵌套整体模型。该模型既能展示EFPS超循环经济系统的全貌,又包含其各层次的系统结构。因此既能为各级政府在制定国家和地区的循环经济总体发展规划时提供参考,又能为制造企业、营林组织、供应链、行业协会等各类经济主体的绿色经营决策提供支撑。最后,在上述实证研究的基础上进行理论提升。一方面提出超循环经济的5R原则:减量化、再循环、再利用、再分配和再培育。另一方面基于5R原则和3C循环链,构建5R-3C理论模型,并研究其5R-3C共生运行机理。研究表明,在超循环经济模式下,产业与生态系统可以实现互利共生的良性循环。以上研究成果的主要创新之处在于:在原理上,揭示了面向生态文明的超循环经济的概念结构、本质属性和5R原则;在机理上,创立了超循环经济的5R-3C模型及其共生运行机理;在实施上,以林纸拓展系统为例,为超循环经济理论的"落地生根"和推广应用构建了具体的多重拓展-嵌套模型。  相似文献

The spatial pattern of vegetation changes during ecological restoration, and these changes are affected by the process of restoration. The objective of this study was to integrate the pattern and mechanism of forest restoration in the Dinghushan Nature Reserve (DNR), Guangdong, China, based on data from remote sensing and long‐term field observations. We studied the pattern dynamics of three main forest types and their underlying mechanisms during restoration following a multiscale, hierarchical patch dynamics framework that integrates population, community, and landscape processes. Remote sensing data were used to determine the changes in landscape pattern during different periods of forest restoration from 1978 to 2006. At the landscape scale, the number, area, and perimeter of the needle/broad‐leaved mixed forest (MF) and the evergreen broad‐leaved forest (BF) increased, whereas those of the tropical needle‐leaved forest (NF) decreased during succession. Our analysis based on long‐term field observations indicated that the change rate of NF was lower than that of MF during 1981–1996, but became much higher during 1996–2007. The rate of change in landscape pattern and the progression of succession stages were consistent with each other. Our results also showed that species regeneration and community succession are the biological basis of forest landscape dynamics during vegetation restoration. Landscape pattern analysis allowed us to show “what” happened during vegetation restoration and “where,” and population and community analysis indicated “why” and “how” it happened.  相似文献

High levels of human activity have affected the quality and usability of the natural landscape, leading to habitat degradation, loss of connectivity between sites, and reduced chances of long‐term survival for individual species. In line with conservation policy, ecological restoration practitioners try to improve degraded sites by means of reestablishing species lost from these sites, thereby returning ecological functionality and maintaining biological diversity. It may appear difficult to integrate the long‐term potential impacts of climate change within restoration strategies. However, more refined climate projections and species distribution models provide us with better understanding of likely scenarios, enabling us to consider future proofing as an integral part of the design of restoration sites, aiding plant conservation. We believe that it is possible to go one step further with a closer integration of restoration and conservation objectives. We introduce the novel concepts of “protorefuges” and “protorefugia”—restoration sites that threatened species can be translocated to, where the restoration design can be specifically adapted to help reduce the decline of threatened species at the leading and trailing edges (respectively) of bioclimatic envelope shifts. This is particularly relevant for nuclear decommissioning sites, which may be free from human activity for decades to centuries.  相似文献

Based on an analysis of L.S. Vygotsky's concepts of “units” and “elements” of psychological systems, this article highlights five of their attributes. It shows that these attributes are logically symmetrical, since in their wording they can be converted into one another by negation or by replacing some words with their opposites. This suggests that the concepts of the “unit” and “element” of a system are different poles of one theoretical construct of the activity of human psychology. Thus methods for the study of psychological systems by breaking them down into elements or by separating them into units can be seen as complementary. The article describes differences among the concepts of “unit,” “minimal unit,” and “cell” of a psychological system. It reviews several problems that are solvable using the “method of units,” as well as some concepts of the theory of psychological systems that are understood as holistic, conceptual, and active processes and/or results of human interaction with the world. Among the examples of such systems are “systems of psychological functions” (according to Vygotsky), as well as separate activities (according to A.N. Leontiev), human actions and operations (interactions with the world on the level of objects and mental or physical means). The “component” of a psychological system is defined as any “something” that in some sense belongs to or is included in human interaction with the world. A component that belongs to the system is called an “element” of it, but a component that is included in the functioning and development of the system is called a “part” of it. The article presents the mathematical and psychological foundation of these definitions. It identifies and discusses the substantial (independently existing) components of psychological systems and their attributes (properties and conditions). It describes the relationships between them using the bipolar theoretical constructs “part-element” and “substantial-attributive” component of a system.  相似文献
