The limited international resources for economic aid and conservation can only mitigate poverty and losses of biodiversity. Hence, developing nations must establish the capacity to resolve their problems. Additionally, policy-makers and donors need to obtain scientific input on issues such as global change and ecosystem services. We propose that for nations rich in biodiversity, ecosystem services derived from bioprospecting, or drug discovery, could contribute to economic development. In the case where unstudied samples are shipped abroad for research, the chances of obtaining royalties are infinitesimally small. Therefore developing nations will only realize benefits from bioprospecting through in-country research on their own biodiversity. Policy-makers and donors have failed to appreciate the value of this approach. In order to provide an example of the inherent links between conservation and sustainable economic development, we initiated a drug discovery effort in Panama that emphasizes local benefit. As much of the drug discovery process as possible is conducted in Panamanian laboratories, providing jobs dependent on intact biodiversity and enhancing local research and training. In short, research, plus the spin-offs from research, provide immediate and long-lasting benefits to Panama. The connection between conservation and development has been highlighted in publicity about the project in Panama’s urban media. This provides a constructive alternative to the perception the among the urban populace that economic development inevitably competes with conservation. In summary, our program uses biodiversity to promote human health as well as to support research capacity, economic development and conservation within Panama. The program provides an example of the widely recognized but little developed concept of bioprospecting research as an ecosystem service.  相似文献

以国内外文献、报告、规划为原始材料,以"保护兼容"一词为核心,结合其使用语境,系统阐述在自然保护话语由"堡垒式"转向"社区保护"时,随着自然保护地功能与管理发生变化,人类活动的保护兼容性如何被重新发现并在自然保护实践中助力生物多样性保护。研究发现,"保护兼容"理念充分体现在景观尺度的土地利用连续体上;在生产性景观视角下乡村土地利用和传统农业系统进入自然保护领域;"保护兼容"理念以土地利用为基础下沉到乡村社区的资源管理、生计发展等多类型活动,以各种保护倡议和项目实现,并在发展中国家和发达国家呈现出不同特征。"保护兼容"理念既进行尺度扩展,探索区域内、跨行政区域乃至国家间多利益相关方参与、多类型土地利用贡献于自然保护扩展,也进行尺度下沉,倡导基于本土价值实现全球价值的保护理念。研究提出,全球在生物多样性保护中要进一步重视生产性景观和农业生物多样性保护,而发展中国家面对全球生物多样性保护紧迫目标时,需要坚持社区主体性和在保护实践中的主动性。  相似文献

Recent proposals to compensate developing countries for reducing emissions from deforestation (RED) under forthcoming climate change mitigation regimes are receiving increasing attention. Here we demonstrate that if RED credits were traded on international carbon markets, even moderate decreases in deforestation rates could generate billions of Euros annually for tropical forest conservation. We also discuss the main challenges for a RED mechanism that delivers real climatic benefits. These include providing sufficient incentives while only rewarding deforestation reductions beyond business-as-usual scenarios, addressing risks arising from forest degradation and international leakage, and ensuring permanence of emission reductions. Governance may become a formidable challenge for RED because some countries with the highest RED potentials score poorly on governance indices. In addition to climate mitigation, RED funds could help achieve substantial co-benefits for biodiversity conservation and human development. However, this will probably require targeted additional support because the highest biodiversity threats and human development needs may exist in countries that have limited income potentials from RED. In conclusion, how successfully a market-based RED mechanism can contribute to climate change mitigation, conservation and development will strongly depend on accompanying measures and carefully designed incentive structures involving governments, business, as well as the conservation and development communities.  相似文献

Research collaboration between developed countries from the northern hemisphere and developing countries in the southern hemisphere is essential for the understanding and protection of the major proportion of biodiversity located in the tropics. Focusing on the case of sub-Saharan Africa, we here assess the real involvement of northern versus southern contributors, and caution against unequal academic benefit sharing arising from non-commercial biodiversity research that may ultimately hamper sustainable knowledge transfer and long-term biodiversity conservation. We discuss possible drivers that may have led to a business of raw biodiversity data. While we fully support the current efforts to stamp out biopiracy through international biodiversity policies and agreements, we illustrate that such legislative frameworks may further constrain biodiversity research, especially in countries where regulations are poorly streamlined and bureaucracy remains rather inert. We therefore ask for workable solutions towards more equal footing in north–south biodiversity research, and propose a number of steps to transgress the current barriers towards a more fair and equitable sharing of benefits arising from biodiversity research.  相似文献

Floodplain ecosystems are biodiversity hotspots and supply multiple ecosystem services. At the same time they are often prone to human pressures that increasingly impact their intactness. Multifunctional floodplain management can be defined as a management approach aimed at a balanced supply of multiple ecosystem services that serve the needs of the local residents, but also those of off-site populations that are directly or indirectly impacted by floodplain management and policies. Multifunctional floodplain management has been recently proposed as a key concept to reconcile biodiversity and ecosystem services with the various human pressures and their driving forces. In this paper we present biophysics and management history of floodplains and review recent multifunctional management approaches and evidence for their biodiversity effects for the six European countries Ireland, the Netherlands, Germany, Slovakia, Hungary and the Ukraine. Multifunctional use of floodplains is an increasingly important strategy in some countries, for instance in the Netherlands and Hungary, and management of floodplains goes hand in hand with sustainable economic activities resulting in flood safety and biodiversity conservation. As a result, biodiversity is increasing in some of the areas where multifunctional floodplain management approaches are implemented. We conclude that for efficient use of management resources and ecosystem services, consensual solutions need to be realized and biodiversity needs to be mainstreamed into management activities to maximize ecosystem service provision and potential human benefits. Multifunctionality is more successful where a broad range of stakeholders with diverse expertise and interests are involved in all stages of planning and implementation.  相似文献

Biodiversity conservation organisations have recently begun to consider a wider ecosystem services context for their activities. While the literature suggests the potential of ‘win–win’ situations where biodiversity conservation and the delivery of ecosystem services overlap, empirical evidence is wanting. Here we explore the role that species-led management for the benefit of biodiversity in cultural landscapes can play in the delivery of wider ecosystem services. We use UK lowland wetlands as a case study and show how successful delivery of species-led conservation through management interventions relies on practices that can affect greenhouse gas fluxes, water quality and regulation, and cultural benefits. In these wetlands, livestock grazing has potentially large effects on water and greenhouse gas related services, but there is little scope to alter management without compromising species objectives. Likewise, there is little potential to alter reedbed management without compromising conservation objectives. There is some potential to alter woodland and scrub management, but this would likely have limited influence due to the relatively small area over which such management is practiced. The management of water levels potentially has large effects on provision of several services and there does appear to be some scope to align this objective with biodiversity objectives. A comprehensive understanding of the net costs and benefits to society of these interventions will require fine-grained research integrating ecological, economic and social science research. However, a less analytic understanding of the potential costs and benefits can highlight ways by which land management principally to achieve biodiversity conservation objectives might be modified to enhance delivery of other ecosystem services.  相似文献

This study is based on a study undertaken to assess how ecotourism has influenced biodiversity conservation in Jozani–Chwaka Bay National Park (JCBNP). It involved two communities surrounding the park, namely Pete and Kitogani. Field data were collected using structured questionnaires, key informant interviews and field observations. Questionnaires were administered to 76 households, whereas key informant interviews were conducted with foresters and JCBNP officials. Data analysis was undertaken using standard statistical methods. Findings from the study show that biodiversity management in the JCBNP has improved considerably after the introduction of ecotourism. The number of endemic colobus monkeys ( Piliocolobus kirkii ) and other rare species has increased. However, this achievement has been attained by restricting surrounding communities from using forest resources without providing alternative sources of livelihood. Findings also show that the benefits from ecotourism do not reach individual households, but the community as whole, in form of various social services. This has caused some resentment among the local people leading to their reluctance to reduce their direct use of ecosystem services available in the JCBNP, claiming that they cannot sustain their livelihood without such services. This has become a major source of conflict between the JCBNP and surrounding communities. Increased awareness and knowledge on biodiversity conservation would be needed for the communities surrounding the park to realize the potential and long-term benefits of ecotourism, and hence the need for their increased involvement in biodiversity management.  相似文献

Part of the puzzle surrounding biodiversity loss lies in an incomplete understanding of how humans value the functions and services that flow from biodiversity conservation projects. This paper takes a closer look at the links between the conservation of biodiversity and the livelihoods of rural people who live on the fringes of the parks and protected areas. We revisit some of the key aspects of ecosystem valuation—purpose, methodology, and policy design and implementation—because the links between biodiversity conservation, ecosystem services, and human welfare are obscured by considerable smoke and mirrors. Using a biodiversity conservation project (Ruteng Park) on Flores Island in Indonesia as a case study, we build a concrete empirical example of ecosystem valuation. This conservation project has resulted in spatially patchy watershed protection that allows us to identify and estimate the impacts of watershed services on human health (diarrhea prevalence) in the buffer zone of the park. We conclude by offering a plan of research to improve the design of conservation interventions for protecting biodiversity and providing ecosystem services. These recommendations include developing more conceptual knowledge on the linkages between biodiversity and ecosystem services; scaling up valuation efforts of underappreciated services such as health; shifting focus from valuing services individually to valuing multiple benefits from the same area; and conducting conservation policy experiments to identify causal outcomes (including defensible estimates of ecosystem values).

Protecting natural habitats in priority areas is essential to halt the loss of biodiversity. Yet whether these benefits for biodiversity also yield benefits for human well-being remains controversial. Here we assess the potential human well-being benefits of safeguarding a global network of sites identified as top priorities for the conservation of threatened species. Conserving these sites would yield benefits--in terms of a) climate change mitigation through avoidance of CO(2) emissions from deforestation; b) freshwater services to downstream human populations; c) retention of option value; and d) benefits to maintenance of human cultural diversity--significantly exceeding those anticipated from randomly selected sites within the same countries and ecoregions. Results suggest that safeguarding sites important for biodiversity conservation provides substantial benefits to human well-being.  相似文献

The ecosystem services concept is used in different scientific disciplines and is spreading into policy and business circles to draw attention to the benefits that people receive from biodiversity and ecosystems. However, the concept remains multiform and is used interchangeably with a range of other terms such as ecological, landscape or environmental services. We argue that lexical differences, in fact, result from different understandings of the concept, which could slow its use in nature conservation or sustainable resource use. An application to semi-natural grasslands shows that such differences could lead to very different assessments, of quality, quantity and location of ecosystem services. We argue that a compromise must be found between a broad and simple definition, which is useful for communicating the concept and large-scale policies, and a more refined definition for research and implementation goals such as environmental management and national and international assessments and accounting.  相似文献

An approach to assessing the environmental outcomes and changes in peoples’ livelihoods resulting from landscape-scale conservation interventions was developed for three locations in Africa. Simple sets of performance indicators were developed through participatory processes that included a variety of stakeholders. The selection of indicators was designed to reflect wider landscape processes, conservation objectives and as local peoples’ preferred scenarios. This framework, combined with the use of social learning techniques, helped stakeholders develop greater understandings of landscape system dynamics and the linkages between livelihood and conservation objectives. Large scale conservation and development interventions should use these approaches to explore linkages and improve shared understanding of tradeoffs and synergies between livelihood and conservation initiatives. Such approaches provide the basis for negotiating and measuring the outcomes of conservation initiatives and for adapting these to changing perspectives and circumstances.  相似文献

The support, perceptions, values and aspiration of the local people, especially those who neighbour protected areas is increasingly recognised as critical for long-term biodiversity conservation in many countries. As such, conservation agencies are keen to understand the linkages and interactions between wildlife conservation and socio-economics of local communities. We assessed the socio-economic, demographic factors and livelihood status of the households of communities bordering Oldoinyo Sapuk National Park in central Kenya, and evaluated their willingness to support wildlife conservation. We randomly interviewed households that neighbour the Park on a wide range of socio-economic, livelihood and demographic factors. The majority of respondents were small-scale farmers practicing crop farming and livestock keeping. Most respondents considered the Park to have great potential for the future economic development of the area, especially through ecotourism as a potential avenue to support local livelihoods.  相似文献

Garnering support from local people is critical for maintaining ecologically viable and functional protected areas. However, empirical data illustrating local people’s awareness of the importance of nature’s services is limited; hence possibly impeding effective ecosystem (environmental)-services based conservation efforts. Using data from five protected forests in four developing Southeast Asian countries, we provide evidence that local people living near parks value a wide range of environmental services, including cultural, provisioning, and regulating services, provided by the forests. Local people with longer residency valued environmental services more. Educated as well as poor people valued forest ecosystem services more. Conservation education has some influence on people’s environmental awareness. For conservation endeavors to be successful, large-scale transmigration programs should be avoided and local people must be provided with alternative sustenance opportunities and basic education in addition to environmental outreach to reduce their reliance on protected forests and to enhance conservation support.  相似文献

Rapid urbanization in major cities has adversely affected avian biodiversity in both developed and developing countries. Due to over-urbanization and little regard for nature conservation, such cities are usually characterized by poor biodiversity. In contrast to central business district areas, suburbs may support greater levels of biodiversity through an increase in green areas. We examined urban bird species richness, abundance, and composition in Klang Valley, Peninsular Malaysia. We surveyed 141 points for passerines across 80 parks grouped into two different urban zones, namely central business districts and suburbs. Our results revealed that bird richness did not differ significantly (p = 0.994) between central business districts and the suburbs. We found that the abundances of birds were significantly greater in the suburbs than in central business districts. However, species composition was similar between the central business districts and suburbs. We also found that bird richness increased significantly with an increase in size of green areas and park areas, as well as the number of woody trees in both zones. Evidence from this study suggests that creating urban parks and gardens, coupled with tree planting in central business districts, is able to support greater biodiversity, at least for birds in cities similar to those found in the suburbs.  相似文献

Recognizing the imperiled status of biodiversity and its benefit to human well-being, the world''s governments committed in 2010 to take effective and urgent action to halt biodiversity loss through the Convention on Biological Diversity''s “Aichi Targets”. These targets, and many conservation programs, require monitoring to assess progress toward specific goals. However, comprehensive and easily understood information on biodiversity trends at appropriate spatial scales is often not available to the policy makers, managers, and scientists who require it. We surveyed conservation stakeholders in three geographically diverse regions of critical biodiversity concern (the Tropical Andes, the African Great Lakes, and the Greater Mekong) and found high demand for biodiversity indicator information but uneven availability. To begin to address this need, we present a biodiversity “dashboard” – a visualization of biodiversity indicators designed to enable tracking of biodiversity and conservation performance data in a clear, user-friendly format. This builds on previous, more conceptual, indicator work to create an operationalized online interface communicating multiple indicators at multiple spatial scales. We structured this dashboard around the Pressure-State-Response-Benefit framework, selecting four indicators to measure pressure on biodiversity (deforestation rate), state of species (Red List Index), conservation response (protection of key biodiversity areas), and benefits to human populations (freshwater provision). Disaggregating global data, we present dashboard maps and graphics for the three regions surveyed and their component countries. These visualizations provide charts showing regional and national trends and lay the foundation for a web-enabled, interactive biodiversity indicators dashboard. This new tool can help track progress toward the Aichi Targets, support national monitoring and reporting, and inform outcome-based policy-making for the protection of natural resources.  相似文献

贵州草海是中国三大高原淡水湖泊之一,其湿地生态系统能给人类提供产品和服务,为社会可持续发展提供基础,由于其价值没有被量化,人们对其重要性缺乏直观认识,导致了湿地的不合理开发及利用。根据草海湿地的特征,运用市场价值法、影子工程法、问卷调查法等定量评估了2010年草海湿地生态系统最终服务价值,包括供给服务、调节服务和文化服务。结果表明,草海湿地生态系统服务总价值为4.39×108元,其中供给服务价值为0.74×108元,调节服务价值为1.14×108元,文化服务价值为2.51×108元;所计算的10项服务按其价值大小排序为:休闲娱乐生物多样性与景观资源保护水资源供给调蓄洪水气候调节补给地下水大气组分调节原材料生产水质净化食物生产;单位面积服务价值为16.40×104元/hm2,是2010年贵州省威宁县单位面积GDP产值的16.91倍。从研究结果来看,草海湿地生态系统服务价值较大,为草海湿地的管理及保护提供了一定参考依据。  相似文献

International forest policies have recently increased the focus on involvement of local communities in forest monitoring and management as a strategy to improve biodiversity conservation efforts and local livelihood in developing countries. However, little is known about feasible methods, costs and accuracy of participatory monitoring schemes in developing countries. This paper examines the costs, accuracy and local reproducibility of three simple cost–effective methods for monitoring forest disturbance by local participants: (1) 20-trees method, (2) Bitterlich gauge method and (3) Disturbance Checklist transect. Using one of these methods the costs of monitoring forest habitats are only between US$ 0.04 and 0.12 ha−1 annually, depending on the methods used, this is significantly cheaper than the costs of traditional scientific methods for biodiversity monitoring. Results indicate that local community members without former scientific training can collect accurate data on habitat loss and forest disturbance after only a few days of introduction to the methods, and thereby contribute with valuable information for natural resource management. The strengths and weaknesses of monitoring done, respectively, by local community members and educated biologists, respectfully, are discussed. It is suggested that these approaches should be seen as supplements to each other rather than substitutes. Finally, it is argued that monitoring schemes in developing countries can be sustained after donor funds have ceased only if the local communities play a central role and clear financially and/or socially incentives for members of the local community are incorporated.  相似文献

Sustainable agricultural practices in conjunction with ecological restoration methods can reduce the detrimental effects of agriculture. The Society for Ecological Restoration International has produced generic guidelines for conceiving, organizing, conducting and assessing ecological restoration projects. Additionally, there are now good conceptual frameworks, guidelines and practical methods for developing ecological restoration programmes that are based on sound ecological principles and supported by empirical evidence and modelling approaches. Restoration methods must also be technically achievable and socially acceptable and spread over a range of locations. It is important to reconcile differences between methods that favour conservation and those that favour economic returns, to ensure that conservation efforts are beneficial for both landowners and biodiversity. One option for this type of mutual benefit is the use of agri-environmental schemes to provide financial incentives to landholders in exchange for providing conservation services and other benefits. However, further work is required to define and measure the effectiveness of agri-environmental schemes. The broader potential for ecological restoration to improve the sustainability of agricultural production while conserving biodiversity in farmscapes and reducing external costs is high, but there is still much to learn, particularly for the most efficient use of agri-environmental schemes to change land use practice.  相似文献

Mountains occupy 24% of the global land surface area and are home to 12% of the world’s population. They have ecological, aesthetic, and socioeconomic significance, not only for people living in mountain areas, but for those living beyond. Mountains need specific attention for their contribution to global goods and services, especially by developing and implementing mountain specific policies. Conservation policies have evolved from the protection of charismatic species, to habitat and ecosystem/landscape conservation, and, finally, to people-oriented conservation approaches. This paper, with particular reference to paradigm shifts in the Hindu Kush-Himalayan (HKH) region, discusses the evolution of conservation policies, developments in conservation practices, the status of protected area management, wetland conservation initiatives and the landscape approach, community-based conservation initiatives, and the convergence of policies and practices. In the HKH region, conservation efforts now adopt participatory approaches, implement policies of decentralised governance for biodiversity management, and empower local communities in biodiversity management. The paradigm shift in the policies and practices related to conservation has been gradual and has included the acceptance of communities as an integral part of national level conservation initiatives, together with the integration of many global conventions. There are many successful pilots in the HKH region that deserve upscaling by the countries from the region. Realising the importance of mountains as hotspots of biodiversity, and due to their role as providers of global goods and services, the Convention on Biological Diversity adopted the Programme of Work on Mountain Biodiversity. Such a decision specific to mountains provides enormous opportunities for both conservation and development. Recent challenges posed by climate change need to be integrated into overall biodiversity conservation and management agendas, especially in mountain areas. The HKH region has been identified as a blank spot for data by the Inter-Governmental Panel on Climate Change, indicating the need to develop regional database and sharing mechanisms. This is a tall task, but one that holds enormous opportunity for the HKH countries and institutions with regional mandates to address the emerging challenges of climate change on biodiversity conservation by reducing scientific uncertainty.  相似文献

《生物多样性公约》(以下简称《公约》)是三大环境国际公约之一。随着《公约》谈判的不断推进, 企业与生物多样性(Business and Biodiversity)逐渐由《公约》中的一个概念发展成为《公约》谈判中的一个重要议题。1996年召开的《公约》缔约方大会第三次会议(COP-3)首次提出企业(私营部门)参与生物多样性的概念后, COP-5将企业参与列入《公约》议题, COP-6正式将企业参与纳入《公约》全球战略, COP-8首次将企业参与生物多样性单独纳入《公约》决定, 并提出下一步开展推动企业参与生物多样性的做法, COP-9拟定了《企业优先行动框架(2008-2010年)》, COP-10决定开展企业参与生物多样性对话论坛。迄今为止, 《公约》秘书处共组织了4次全球企业界与生物多样性伙伴关系(Global Partnership for Business and Biodiversity, GPBB)论坛, 就这一议题进行专题交流和探讨。企业与生物多样性也是当前我国生物多样性管理工作中的一个新课题, 中国对此十分重视, 并派代表团参加了GPBB-3和GPBB-4两次会议。鉴于目前中国经济发展状况与生物多样性保护面临的形势, 作者提出以下建议: (1)积极参与国际合作, 利用GPBB国际平台适时宣传我国生物多样性和生态文明建设成果; (2)加强技术研究, 制定我国企业参与生物多样性的相关标准、规范或指南; (3)深化平台建设, 搭建企业参与的中国生物多样性伙伴关系; (4)建立跨部门的企业参与生物多样性协调机制。  相似文献
