Stock enhancement as a fisheries management tool   总被引:1,自引:0,他引:1  
Stock enhancement has been viewed as a positive fisheries management tool for over 100 years. However, decisions to undertake such activities in the past have often been technology-based, i.e., driven by the ability to produce fishes, with most stock enhancement projects having limited or no demonstrated success. The reasons for this have been due to an inability to identify and/or control the underlying reasons why a fishery is under-performing or not meeting management objectives. Further, stock enhancement has often been applied in isolation from other fisheries management tools (e.g., effort control). To address these issues and consider stock enhancement in a broader ecosystem perspective, a new approach for stock enhancement is proposed. The proposed model comprises four major steps; a review of all information about an ecosystem/fishery/stock and the setting of clear management targets; a comparison of all relevant fisheries management tools with the potential to meet the management targets; the instigation of a scientifically based, pilot-scale, stock enhancement program with clear objectives, targets, and evaluations; and a full-scale stock enhancement program if the pilot project meets the objectives. The model uses a flow-chart that highlights a broad range of scientific and other information, and the decisions that need to be made in relation to stock enhancement and fisheries management in general. In this way all steps are transparent and all stakeholders (managers, scientists, extractive and non-extractive users, and the general public) can contribute to the information collection and decision making processes. If stock enhancement is subsequently identified as the most-appropriate tool, then the stepwise progression will provide the best possible chance of a positive outcome for a stock enhancement project, while minimizing risks and costs. In this way, stock enhancement may advance as a science and develop as a useful fisheries management tool in appropriate situations.  相似文献

减小阻碍国家公园管理目标实现的灾害风险,实现管理有效性,是保证国家公园体制建设建立的重要途径。研究提出,面向国家公园多元管理目标,保障社会-生态系统稳定性和恢复力,国家公园灾害风险管理具有综合性。这种综合性体现在国家公园内致灾因子与承灾体的多样性、相对性与转化性,需要集成分别侧重社会与生态系统的传统自然灾害风险管理与生态风险管理,让灾害风险管理贯穿国家公园具体管理。为实现集成应对这种综合性,研究首先总结国内外多类型自然保护地灾害风险管理特点与经验,辨析国家公园灾害风险管理在国家公园管理职责和管理规划中的定位,从3个方面提出对我国国家公园灾害风险管理的启示:1)需要与国家公园宏观管理目标紧密相连;2)以维持社会-生态系统理想状态为目标;3)要具有管理空间、时间与运行的整体性。在此基础上提出一个面向国家公园管理目标的综合灾害风险管理框架,其主要特点是:1)具有"层级式"管理目标;2)以社会-生态系统服务为评价终点开展以理想状态为目标的风险管理;3)联结研究与管理、协调科学与价值观进行适应性管理。  相似文献

Monitoring that facilitates adaptive management requires us to link observed changes in resource condition with management actions. Here, we present a case study to discuss how monitoring should be undertaken so it can facilitate adaptive management. Drawing on monitoring data collected by landholders as part of an incentive programme for native vegetation conservation on private land, we examined whether it was possible to determine to what extent changes in native vegetation condition were affected by funded management actions. Using a simple statistical technique (linear regression), we were unable to find strong links between the intended natural resource management (NRM) outcomes and funded management actions because (i) we could only use data from 22% of the 55 monitored sites as most data sheets were incomplete; (ii) sampling was undertaken in different seasons making it difficult to distinguish change due to management from change due to natural variability; and (iii) management actions were recorded in a generic way only, and not monitored through time, thus making it difficult to link observed changes in vegetation condition to on‐ground management. We suggest that monitoring programmes will only inform adaptive management where NRM bodies can prosecute (i) sampling designs that enable change as a result of management to be distinguished from change due to natural variability, and (ii) protocols that provide consistent data capture between sites and through time.  相似文献

Our experience of fisheries management is one of regular disappointments. As well as occasional spectacular collapses, fisheries have often had to make severe and painful adjustments in the face of overexploitation and overinvestment. The failures of fisheries management may result from failing to consider the management of fisheries as a whole system. A management-oriented paradigm (MOP) crosses the boundaries of traditional fisheries scientific, economic and policy research. It involves formulating management objectives that are measurable, specifying sets of decision rules, and specifying the data and methods to be used, all in such a way that the properties of the resultant system can be prospectively evaluated. The prospective evaluation of a management system involves the use of computer simulations and the development of performance measures that demonstrate the likely success of a management system in meeting its objectives.  相似文献

Proteomics is a data-rich discipline that makes extensive use of separation tools, mass spectrometry and bioinformatics to analyze and interpret the features and dynamics of the proteome. A major challenge for the field is how proteomics data can be stored and managed, such that data become permanent and can be mined with current and future tools. This article details our experience in the development of a commercial proteomic information management system. We identify the challenges faced in data acquisition, workflow management, data permanence, security, data interpretation and analysis, as well as the solutions implemented to address these issues. 1. This paper introduces a new approach for setting streamflow-based river ecosystem management targets and this method is called the 'Range of Variability Approach' (RVA). The proposed approach derives from aquatic ecology theory concerning the critical role of hydrological variability, and associated characteristics of timing, frequency, duration, and rates of change, in sustaining aquatic ecosystems. The method is intended for application on rivers wherein the conservation of native aquatic biodiversity and protection of natural ecosystem functions are primary river management objectives.
2. The RVA uses as its starting point either measured or synthesized daily streamflow values from a period during which human perturbations to the hydrological regime were negligible. This streamflow record is then characterized using thirty-two different hydrological parameters, using methods defined in Richter et al . (1996). Using the RVA, a range of variation in each of the thirty-two parameters, e.g. the values at ± 1 standard deviation from the mean or the twenty-fifth to seventy-fifth percentile range, are selected as initial flow management targets.
3. The RVA targets are intended to guide the design of river management strategies (e.g. reservoir operations rules, catchment restoration) that will lead to attainment of these targets on an annual basis. The RVA will enable river managers to define and adopt readily interim management targets before conclusive, long-term ecosystem research results are available. The RVA targets and management strategies should be adaptively refined as suggested by research results and as needed to sustain native aquatic ecosystem biodiversity and integrity.  相似文献

The need for effective management of disorders of parent/child relationships is repeatedly stressed. Despite the bulk of theoretical work on the subject there is little information on the practical management of the clinical problems that arise. We describe a unit designed and staffed for the management of such disorders. In our view it meets a need in a way that could be difficult or impossible for most paediatric, psychiatric, and social services as they are at present organized.  相似文献

Translocation of individual carnivores has been a standard management tool for decades in North America and southern Africa in response to livestock depredation and other conflict behaviours. As carnivore populations across Europe begin to increase it is expected that management problems will also increase. Before translocation becomes established as a management tool in Europe its success needs to be reviewed. In general, there has been very little follow-up of translocated animals. Almost no data exist on the subsequent levels of damage after translocation. Large carnivores have shown a consistent ability to return to the site of capture over distances of up to 400 km. Even those individuals that do not succeed in returning home roam over very large distances, best measured in units of hundreds of kilometres. Very few individuals remain at the release sites. Survival of translocated animals has occasionally been shown to be poor, often as a result of the large movements. In general, there needs to be a large area (hundreds or thousands of square kilometres) without conflict potential where the individuals can be released for the strategy to work. When such areas are not available, management efforts should concentrate on reducing conflict potential, or, where this is not practical, lethal control. This paper suggests ways forward from the widely perceived present failures of fishery assessment and management. A history of fishery yield modelling is presented from the carefree days of the 1950s to the depressing series of stock collapses and depletions of the 1980s. Underlying this gruesome story has been the failure of management by quotas to arrest overcapacity in fishing power, the lack of robust and informative reference points and the inadequacy of methods dealing with some multispecies fisheries. The paper refines the use of the concept of Fext, defined as the minimum value of F in a self-regenerating yield model that leads to eventual extinction in a family of yield curves generated with a range of stock recruitment curves. Model reconstructions for North Sea cod and Icelandic herring make evident calamitous losses in catches forgone as result of the failure of rational management. An optimistic agenda that may achieve more effective fishery management in the future is presented. In some ways, we may have been trying to be too clever. A simple management system based on careful monitoring of fishing effort, biological targets such as F95, and exploitation of a diversity of fish resources may suffice to avert further disaster and hedge against uncertainty.  相似文献

This review brings together information on mosquitoes, the diseases they transmit and the wetlands that provide habitats for the immature stages (eggs and larvae). Wetland values are mentioned, though the main literature on this does not generally overlap the mosquito issue. Mosquito management is overviewed to include: the use of larvicides, source reduction in intertidal wetlands and management in freshwater systems. There is not a great deal of information on mosquitoes and freshwater systems, except for constructed wetlands and they are considered separately. We then consider restoration mainly in the context of wetlands that have been the subject of habitat modification for mosquito control. Land use and climate change, as they affect mosquitoes and the diseases they transmit, are also reviewed, as this will affect wetlands via management activities. Finally the review addresses the critical issue of balancing health, both human and environmental, in an adaptive framework. It concludes that there is a need to ensure that both mosquito and wetland management communicate and integrate to sustain wetland and human health.  相似文献

Recent modification of the South African Water Law spells out fundamental changes for the way the country's water resources will be managed in the future. One of the most significant mandates is the establishment of Catchment Management Agencies (CMAs) and the delegation of water resource management responsibilities to these institutions. Their function will focus on the overall management of water resources on a catchment basis. Within the context of the new legal framework, there is a great need for support to CMAs, particularly in providing them with procedures for the optimal management of water resources in order to ensure a balance between sustainable use and protection of the resource. This paper describes a research project that aims to develop a protocol for the integrated management of the biophysical component of a catchment, with particular focus on river systems. This protocol will be a management tool for Catchment Management Agencies in support of more integrated and sustainable water resource management.

South Africa's Sabie-Sand catchment was selected as a case study area for several reasons. This catchment has a large number of current and historic water resource related initiatives, such as the Working for Water Programme (alien plant clearing), the River Health Programme (river quality assessment) and The Kruger National Park Rivers Research Programme (a river management programme). In addition the diversity of stakeholders and land-use issues in the catchment and the extensive collection of available information relating to water use and protection for this catchment makes the Sabie-Sand a rich learning ground.

This project aims to use information from the Sabie catchment to produce and implement a protocol which will combine and integrate the knowledge of water resource management from diverse but related fields in order to enhance catchment-based integrated water resource management. It also aims to extract and document lessons from current research initiatives, to assess the usefulness and relevance of their products for CMAs and to identify gaps in the research framework that need to be addressed in order to meet the water resource management needs of CMAs. This paper reports on the project development during its first phase, describes the next steps in the research process and provides a conceptual framework of how the research team envisages the practical implementation of the protocol.  相似文献

Management goals in protected areas and/or communities usually include diversity as one of the most valuable and confident criteria. Nevertheless, the use of diversity and related indices as a means of evaluating successful management practices could produce conflicting results. Here we report a case study in one of the most important European protected areas. After 6 years of intensive conservation management of the Don~ana National Park, the general abundance and numbers of the target single-species conservation plan (the Iberian lynx) increased, although carnivore community diversity and evenness decreased. This was a result of a disproportionate increase of an oportunistic native species, the red fox. We propose the combined use of diversity, richness and evenness indices when monitoring management practices such as those reported here.  相似文献

This research is to discuss management strategies selection and enterprise life cycle periods referencing fuzzy proximity from fuzzy set theory and based on the current development situation of enterprises in China. First, this paper measures the degree of proximity for eight kinds of management strategies and different enterprise life-cycle periods (the pioneering period, growth period, maturity period and recession period) using a fuzzy proximity vector. The eight management strategies include management idea innovation, management organization innovation, management method innovation, management culture innovation, management institution innovation, market innovation, business model innovation and performance management innovation. Second, this paper analyzes management innovation strategies in different enterprise life cycle periods, and verifies the consequences using an example of the developmental history of one engine manufacturing enterprise since 1997. Several conclusions can be drawn from this research: (1) The frame model of management innovation strategies in the enterprise’s life cycle is both reasonable and convincing as a reference for management innovation strategies selection when enterprises are developing. (2) The fuzzy proximity method can be applied to research where a management innovation strategy during a particular life cycle needs to be selected. Therefore, this research extends the application and scope of the fuzzy proximity method.  相似文献

Recent advances in electron cryomicroscopy instrumentation and single particle reconstruction have created opportunities for high-throughput and high-resolution three-dimensional (3D) structure determination of macromolecular complexes. However, it has become impractical and inefficient to rely on conventional text file data management and command-line programs to organize and process the increasing numbers of image data required in high-resolution studies. Here, we present a distributed relational database for managing complex datasets and its integration into our high-resolution software package IMIRS (Image Management and Icosahedral Reconstruction System). IMIRS consists of a complete set of modular programs for icosahedral reconstruction organized under a graphical user interface and provides options for user-friendly, step-by-step data processing as well as automatic reconstruction. We show that the integration of data management with processing in IMIRS automates the tedious tasks of data management, enables data coherence, and facilitates information sharing in a distributed computer and user environment without significantly increasing the time of program execution. We demonstrate the applicability of IMIRS in icosahedral reconstruction toward high resolution by using it to obtain an 8-A 3D structure of an intermediate-sized dsRNA virus.  相似文献

The land-sparing versus land-sharing debate centers around how different intensities of habitat use can be coordinated to satisfy competing demands for biodiversity persistence and food production in agricultural landscapes. We apply the broad concepts from this debate to the sea and propose it as a framework to inform marine zoning based on three possible management strategies, establishing: no-take marine reserves, regulated fishing zones, and unregulated open-access areas. We develop a general model that maximizes standing fish biomass, given a fixed management budget while maintaining a minimum harvest level. We find that when management budgets are small, sea-sparing is the optimal management strategy because for all parameters tested, reserves are more cost-effective at increasing standing biomass than traditional fisheries management. For larger budgets, the optimal strategy switches to sea-sharing because, at a certain point, further investing to grow the no-take marine reserves reduces catch below the minimum harvest constraint. Our intention is to illustrate how general rules of thumb derived from plausible, single-purpose models can help guide marine protected area policy under our novel sparing and sharing framework. This work is the beginning of a basic theory for optimal zoning allocations and should be considered complementary to the more specific spatial planning literature for marine reserve as nations expand their marine protected area estates.  相似文献

Floodplain ecosystems are biodiversity hotspots and supply multiple ecosystem services. At the same time they are often prone to human pressures that increasingly impact their intactness. Multifunctional floodplain management can be defined as a management approach aimed at a balanced supply of multiple ecosystem services that serve the needs of the local residents, but also those of off-site populations that are directly or indirectly impacted by floodplain management and policies. Multifunctional floodplain management has been recently proposed as a key concept to reconcile biodiversity and ecosystem services with the various human pressures and their driving forces. In this paper we present biophysics and management history of floodplains and review recent multifunctional management approaches and evidence for their biodiversity effects for the six European countries Ireland, the Netherlands, Germany, Slovakia, Hungary and the Ukraine. Multifunctional use of floodplains is an increasingly important strategy in some countries, for instance in the Netherlands and Hungary, and management of floodplains goes hand in hand with sustainable economic activities resulting in flood safety and biodiversity conservation. As a result, biodiversity is increasing in some of the areas where multifunctional floodplain management approaches are implemented. We conclude that for efficient use of management resources and ecosystem services, consensual solutions need to be realized and biodiversity needs to be mainstreamed into management activities to maximize ecosystem service provision and potential human benefits. Multifunctionality is more successful where a broad range of stakeholders with diverse expertise and interests are involved in all stages of planning and implementation.  相似文献

In South Africa, restoration and sustainable management of historically overgrazed and degraded rangelands are promoted to increase biodiversity and ecosystem service provision. This study evaluates different land management scenarios in terms of ecosystem services in a South African rangeland, the Baviaanskloof catchment. As measured data were limited, we used simple models to quantify and map the effect of the different combination of agricultural, nature conservation and restoration practices on multiple ecosystem services. The land management scenarios were evaluated against management targets set for individual ecosystem services. Results highlight how the provision of ecosystem services is related to land management as unmanaged, pristine ecosystems provide a different mix of ecosystem services than ecosystems recently restored or managed as grazing lands. Results also indicate that historically overgrazed lands provide no forage, may retain 40% less sediment and have 38% lower biodiversity, while providing 60% more fuel wood and supplying two and half times more water (i.e. retaining less water), than pristine or restored lands. We conclude that a combination of light grazing, low input agriculture, nature conservation and restoration is the best for the sufficient provision of multiple ecosystem services. Applying such mixed management would improve biodiversity, ecotourism and maintain forage production and regulating services on farmers’ land. This management option also fits into and further optimizes local decision-makers’ vision regarding the future management of the area.  相似文献
