介绍了生态系统途径的概念和内涵.生态系统途径最早由西方生态学家提出。随后得到一系列国际学术组织和国家的认同和支持,其中《生物多样性公约》、世界自然保护联盟和世界野生动物基金发挥了重要作用,.生态系统途径的实质是对土地、水和生物资源进行综合管理,旨在生态系统保护、生物资源可持续利用和共享生物资源三者之间达到平衡.作为生态系统管理的一种方法论,它以生物为核心。将人类及文化的多样性视为生态系统的一个组成部分,2000年《生物多样性公约》缔约国会议上制定的生态系统管理的12条基本原则和5项行动指南,丰富了生态系统途径的内涵,明确了实施的办法,我国在生态系统管理方面有着丰富的学术储备和经验总结。但也存在一定问题。

为评估“十二五”以来国家重点生态功能区转移支付政策的阶段性实施效果,以水源涵养类型国家重点生态功能区为对象,基于水量平衡法,利用2011年和2019年土地覆被数据,并结合气象数据,分析了水源涵养型国家重点生态功能区2011年和2019年水源涵养功能、生态系统面积、生态系统质量状况及其变化情况。研究结果表明,自2011年转移支付政策实施以来:1)全国水源涵养型重点生态功能区内的水源涵养能力呈现从西北部到东南部逐渐增加的空间分布趋势,2019年全国水源涵养型重点生态功能区水源涵养能力较2011年显著增加。2)全国水源涵养型重点生态功能区森林面积有所增加,湿地得到有效恢复。3)全国水源涵养重点生态功能区内生态系统质量提高,平均植被覆盖度有所增加,呈现东北部及中南部高,西北部低的分布趋势。总体来看,转移支付政策的实施对全国水源涵养重点生态功能区森林、草地生态系统水源涵养功能的提升发挥了积极作用,基本上达到了转移支付政策预期的阶段性目标。  相似文献

中国实施2020年全球生物多样性目标的进展   总被引:1,自引:0,他引:1  
针对日益严峻的生物多样性丧失形势,国际社会于2010年通过了《生物多样性战略计划》(2011-2020年)。该战略计划确定了2020年全球生物多样性目标。采用“压力-状态-惠益-响应”模型,建立了评估2020年目标进展的指标体系。该指标体系包括生物多样性现状、生态系统服务、压力和响应4个方面,涉及17个一级指标、42个二级指标。研究表明,除目标2、16和18因缺乏相应指标无法评估外,目标1、3、4、5、7、10、11、14、15、17、19、20的相关评估指标均有不同程度的改善,表明这些目标的实施正沿着正确的轨道推进,特别是目标3(鼓励措施)、目标5(减少生境退化和丧失)、目标11(强化保护区系统和有效管理)、目标14(恢复和保障重要生态系统服务)、目标15(增强生态系统的复原力和碳储量)进展较大;但目标5中的草原生态系统保护,目标6(可持续渔业)、目标8(控制环境污染)、目标9(防治外来入侵物种)、目标12(保护受威胁物种)、目标13(保护遗传资源)的相关评估指标大多呈现恶化的趋势,表明虽然已开展了大量工作,但尚需采取更加有效的策略和措施才能实现这些目标。今后应进一步开发生物多样性价值、可持续消费、生态退化、农林渔业对生物多样性的影响、气候变化对生物多样性的影响、保护区的生态代表性和管理有效性、遗传资源和相关传统知识的获取与惠益分享等方面的指标,更加重视生态功能和生物多样性的恢复,重视濒危物种和遗传资源的保护以及外来入侵物种的防控。  相似文献

Mangrove forests of Tanzania are reserved by law, but the capacity to effectively enforce this institution has remained far from reach and mangrove forests continue to be exploited as cheap sources of wood and forest land for other uses. Often, the rural poor who depend on mangroves for their subsistence are pointed out by the state institutions as culprits of the degradation. Promisingly though, this paradigm is being offset by the emerging positive view about human proclivity for caring and nurturing common resources. Traditional and community based forest management practices are emerging as appropriate alternatives to state control and institutional arrangement for ensuring sustainable management of forest resources. Nonetheless, community based management has not yet been robustly implemented for mangrove forests in Tanzania. Retrospectively, this paper argues that nationalization of mangrove forests has not been successful in reversing mangrove degradation. The experiences have instead been the frictions between people and the state, as desperate rural poor continue to plunder on and make a living at the expense of mangrove forests. The paper exemplify how policy failure, weak or dysfunctional state institutions in Tanzania compounded by little participatory awareness and self commitment are ruining the restoration and conservation initiatives.  相似文献

The conservation and sustainable management of forests has become an important issue, especially in ecosystems where keystone species form unique and marginal forest habitats with narrow distribution. With increasing pressures and threats to nature, the establishment of Protected Areas has been recognized as a major tool for maintaining well-functioning forest ecosystems and their associated ecosystem services (ES). This study aims at assessing the changes in the status of a narrowly distributed Mediterranean forest through the perspective of land cover dynamics and the ES framework. Using the priority habitat of Cedrus brevifolia forest as a case study, the distribution of land use and land cover (LULC) was mapped and simulated, together with the supply of multiple ES before and after the implementation of conservation measures. The results prior applying the management actions revealed a general pattern of forest densification that did not act fully in favor of C. brevifolia due to competitions among forest species. From an ES viewpoint, forest densification led to landscape homogenization affecting important ES such as the increase in the supply of regulating services, and the decrease in the ability to support nursery populations and habitats. By contrast, the future simulation of LULC integrated with afforestation and thinning measures showed an expected increase in both high-density vegetation and cedar trees, benefiting multiple ES. The current findings highlight the importance of sustainable forest management in enhancing the co-occurrence of several ES and supporting the overall multi-functionality of ecosystems. The holistic approach presented in this study can offer new insights into the relation between ES and natural ecosystem and/or habitats’ management while avoiding potential negative impacts on human well-being and ecosystem resilience.  相似文献

生物多样性和生态系统服务政府间科学-政策平台(IPBES)的目的,是为了缓解生物多样性持续减退的趋势,推动政策和科学之间的互动。2012年成立至今构建了概念模型,确定了2014—2018年的工作方案。分析IPBES工作方案的4个目的和相应交付成果可以看出,通过推出不同专题评估报告,将为全球提出生物多样性相关的新问题,给生物多样性相关的谈判和履约提出新挑战。一系列区域和全球评估报告的推出,可能通过持续积累效益,引起公众和媒体的关注,使生物多样性问题迅速政治化,形成科学驱动政策决策的趋势。应对IPBES及其生物多样性相关公约的谈判,我国需要制定深入和持续参与其国际过程的策略,需要通过培养和推荐专业水平高且政治敏感的专家,参与IPBES评估报告的具体工作,从科学层面影响评估结果,把握生物多样性领域国际政策决策动向,在保护生物多样性的基础上,维护国家利益。  相似文献

The importance of genetic variation for maintaining biological diversity and evolutionary processes has been recognized by researchers for decades. This realization has prompted agreements by world leaders to conserve genetic diversity, and this is an explicit goal of the Convention on Biological Diversity (CBD). Nevertheless, very limited action has been taken to protect genetic diversity on a global scale. International conservation efforts to halt biodiversity loss focus on habitats and species, whereas little or no attention is paid to gene level variation. By this year, 2010, world leaders have agreed that a significant reduction of the rate of biodiversity loss should have been achieved. However, gene level diversity is still not monitored, indicators that can help identify threats to genetic variation are missing, and there is no strategy for how genetic aspects can be included in biodiversity targets beyond 2010. Important findings and conclusions from decades of conservation genetic research are not translated into concrete conservation action in the arena of international policy development. There is an urgent need for conservation geneticists worldwide to become involved in policy and practical conservation work beyond the universities and research institutions.  相似文献

The Global Strategy for Plant Conservation (GSPC) was adopted by the Parties to the Convention on Biological Diversity (CBD) in 2002. Staff at the Royal Botanic Gardens Kew were closely involved in the development of the GSPC and contributed to the development of several of the targets and the plan of work which resulted from its adoption. The GSPC has become a key document for Kew to help guide its conservation policy and implementation. The UK Overseas Territories (UKOTs) Programme is one of Kew’s cross-departmental science teams whose members work in collaboration with UKOT Governments and NGOs on conservation projects with the overall aim of supporting them in the implementation of the GSPC and in achieving its targets. The GSPC has provided an excellent overall framework to help shape conservation strategy, planning, and action in UKOTs. Like many small islands, UKOTs face a wide range of challenges in conserving their biodiversity and retaining ecosystem services whilst enabling development and maintaining livelihoods. Habitat loss and fragmentation, invasive alien species, development, and the increasing threat of global climate change present the most significant conservation challenges. At the heart of the UKOTs programme is a comprehensive work plan of specimen and data collection, mapping and capacity building in Territories plus facilitating access to historical specimens and data held at Kew. This enables progress towards achieving Targets 1, 2 and 3 (understanding and documenting plant diversity) and Targets 5, 7, 8 and 10 (conservation of plant diversity). All of these activities are accompanied by an extensive programme of capacity building to help support the development of technical skills and infrastructure to enable UKOTs to implement the GSPC (Targets 15 and 16) and the production of materials and interactions with schools and community groups to promote education and awareness-raising of plant conservation to achieve Target 14. UKOTs have been working with RBG Kew to prioritise activities in order to implement the GSPC and to identify those targets of most relevance locally. The main focus has been in documenting and understanding plant diversity and Targets 1 and 2 are close to completion for most UKOTs with good developments towards Target 3 for many. There is mixed progress with Objective 2 of the GSPC: conserving plant diversity. Excellent progress has been made with the ex situ Target 8, but more limited progress with the in situ targets and plant species still face many threats. Some Territories, most notably the Falkland Islands have made a good start with an Important Plant Areas programme. Although good progress has been made in documenting invasive species, there is major resource investment needed to implement the invasive species control strategies that have been identified. Good progress has been made with Target 14 and awareness is increasing, but there is a definite need for mainstreaming plant conservation issues. Some progress with Objective 5, building capacity for plant conservation, has been made, but a large ‘capacity gap’ remains and more trained personnel are needed with improved facilities and resources in order to implement the GSPC and meet its demanding targets. The GSPC has provided a unifying framework to enable conservation implementation across the UK’s Overseas Territories and will continue to do so in the post-2010 period.  相似文献

Selous–Niassa miombo woodland ecosystem has been and continues to face conservation threats. Understanding of changes happening in such ecosystem overtime is important for establishing management baseline data. This study identified land use changes, socio‐economic factors and conservation threats to the Selous–Niassa wildlife corridor across Nachingwea district, Tanzania. Landsat images of 1978, 1993 and 2000 were used to assess land use changes. Household survey was conducted to obtain socio‐economic data; logistic regression model was used to analyse the data. In 15 years (1978–1993) cultivated land only increased by 131% while forestlands decreased by 8.7%. In 12 years (1993–2005) cultivated land increased by 65.6% while forestland decreased by 10.7%. Land cover change per year has been found 0.54% relatively low compared to national land cover change of 45%per year. Land tenure, shifting cultivation and crops prices were major factors influencing land use changes while wildfires, farm encroachment and illegal timber harvesting were major conservation threats. Basing on the results, it was recommended that there is a need for a government to introduce community‐based natural resource management plans to improve natural resource utilization and reduce human stress to the corridor.  相似文献

The current freshwater fish fauna crisis is such that natural resource managers urgently need to identify priorities and understand the management consequences of actions aimed at maximizing the preservation of biodiversity. Freshwater research is often poorly linked to conservation ecology; and interdisciplinary studies illustrating examples of freshwater ecosystem conservation are scarce. The Iberian Peninsula has a long history of anthropogenic disturbance that has led to the poor conservation status of its ichthyofauna, with 52 % of species now catalogued as critically endangered, endangered or vulnerable, according to UICN criteria. This paper gives an overview of the main threats (habitat degradation, hydrological alterations and exotic species) that have altered the function and connectivity of Iberian rivers. Case-study examples are provided to analyse the repercussions of these threats and the management actions planned or already performed in these systems. The interaction of many threats is responsible for native fish decline. However, freshwater managers and researchers should not let the trees prevent them from seeing the overall wood, when seeking to achieve practical solutions with the best balanced cost benefit and the collaboration of all ecosystem researchers and stakeholders. Conservation efforts should be focused on the preservation of ecological processes, in order to achieve the goals of the Water Framework Directive and guarantee the conservation of Iberian native fish species.  相似文献

Implementation of best management practices (BMPs), such as improved manure storage, buffer strips, and grassed waterways, through government funded conservation programs is a common approach for mitigation of the impacts agricultural activities have on the surrounding environment. In this study, we tested the ability of these practices to meet the environmental goal of improved stream quality at a “micro-basin” scale in the Upper Thames River Watershed, southern Ontario, Canada. Micro-basins were first and second order basins, averaging 400 ha in area, representing gradients of land cover, geomorphology, and participation in conservation programs. At the outflow of each micro-basin the benthic macro-invertebrate community was sampled, water chemistry measurements completed, and habitat quality assessed. Results showed micro-basins with relatively high levels of BMP implementation consistently demonstrated improved stream ecosystem quality over the majority of micro-basins with low or no implementation. Streams in the Upper Thames River basin appeared to exhibit a threshold effect, where with several BMPs in the same basin an improvement in stream ecosystem quality is visible. In addition to the BMPs implemented through government funded conservation programs, the observed ecosystem improvements are probably due to increased environmental awareness and improved management by farmers. 开展山水林田湖草生态保护修复是生态文明建设的重要内容,将生态系统服务评价成果与山水林田湖草生态保护修复工程相结合,以国家第三批山水林田湖草生态保护修复试点-河南省南太行地区鹤山区为例,探究生态系统服务评价成果在区域山水林田湖草生态保护修复中的应用。结果表明,近年来鹤山区生态系统服务价值整体呈下降趋势且生态环境破坏严重。其中,2014-2017年鹤山区各土地类型二级服务ESV减少了303.95万元。研究期内,水资源供给、气体调节功能、气候调节、净化环境、水文调节、土壤保持、生物多样性和美学景观等8项生态服务价值都出现不同程度的下降;在鹤山区生态保护修复工作中需要重点关注生态系统的水文调节、净化环境、土壤保持和生物多样性等服务功能,相应的生态保护修复工程应集中在河道生态修复与湿地保护、矿山生态环境修复与土地整治、森林及生物多样性保护修复;鹤山区山水林田湖草生态保护修复工程能够提升区域生态服务价值。其中,工程实施后的生态系统服务价值总量预计能达到36407.95万元,比2017年增加7741.96万元,增长率为27%且各项生态服务价值均有提升。研究结果对鹤山区山水林田湖草生态保护修复工程的实施有一定的指导性作用。  相似文献

Wetlands are a vital link between land and water in Bangladesh. A majority of the people of Bangladesh are critically dependent on wetlands. In this paper, the values of wetlands, causes and effects of wetlands degradation, as well as the present wetlands management approach, are analyzed and recommendations for wetlands management are suggested based on participatory rural appraisal (PRA), field visit, personal experience, and existing literature and information. Wetlands play a crucial role in maintaining the ecological balance of ecosystems, but wetlands habitat of Bangladesh is under constant threat due to increase of population, intensive agriculture, overfishing, siltation, pollution, ill-planned infrastructures, lack of institutional coordination, lack of awareness, etc. As a result biodiversity is reducing, many species of flora and fauna are threatened, wetlands-based ecosystem is degenerating, and the living conditions of local people are deteriorating as livelihoods, socioeconomic institutions, and cultural values are affected. Wetlands management is not addressed separately in water management activities of Bangladesh. In order to balance human needs and wetlands conservation, a mainly community-based wetlands management approach has been taken in Bangladesh, but this is not enough to prevent the degradation of wetlands. Therefore, Bangladesh now needs a comprehensive strategy combining political, economic, social, and technological approaches to stop further degradation of wetlands. Therefore, wetlands management should be incorporated into a system of integrated land and water use and, indeed, into the socioeconomic system of the country. Policies, strategies, and management plans for sustainable use and conservation of wetlands of Bangladesh must be based on solid knowledge and understanding of their ecological and socioeconomic functions and processes.  相似文献

Climate finance investments and international policy are driving new community-based projects incorporating payments for ecosystem services (PES) to simultaneously store carbon and generate livelihood benefits. Most community-based PES (CB-PES) research focuses on forest areas. Rangelands, which store globally significant quantities of carbon and support many of the world''s poor, have seen little CB-PES research attention, despite benefitting from several decades of community-based natural resource management (CBNRM) projects. Lessons from CBNRM suggest institutional considerations are vital in underpinning the design and implementation of successful community projects. This study uses documentary analysis to explore the institutional characteristics of three African community-based forest projects that seek to deliver carbon-storage and poverty-reduction benefits. Strong existing local institutions, clear land tenure, community control over land management decision-making and up-front, flexible payment schemes are found to be vital. Additionally, we undertake a global review of rangeland CBNRM literature and identify that alongside the lessons learned from forest projects, rangeland CB-PES project design requires specific consideration of project boundaries, benefit distribution, capacity building for community monitoring of carbon storage together with awareness-raising using decision-support tools to display the benefits of carbon-friendly land management. We highlight that institutional analyses must be undertaken alongside improved scientific studies of the carbon cycle to enable links to payment schemes, and for them to contribute to poverty alleviation in rangelands.  相似文献

1992年6月联合国环境与发展大会(UNCED)通过了具有里程碑意义的《生物多样性公约》, 至今已经20年。在此期间, 中国1993年建立了履行《公约》的国家协调机制, 1995-1997年实施了“中国生物多样性国情研究”, 2007-2010年编制了《中国生物多样性保护国家战略与行动计划》, 2011年建立了“中国生物多样性保护国家委员会”, 并针对《生物多样性公约》的目标, 实施了多项生物多样性研究和保护行动, 包括森林、草原、荒漠、湿地、海洋等自然生态系统保护; 物种资源调查、编目、数据库建设以及珍稀濒危物种保护; 外来入侵种防治与转基因生物生态风险评估等。同时, 在生物多样性本底查明、监测体系建立、就地保护、遗传资源获取与惠益分享、传统知识的保护与应用等方面还存在很多挑战, 为此, 本文有针对性地提出了区域生物多样性本底查明、就地保护和遗传资源及相关传统知识获取与惠益分享等未来重点研究方向。  相似文献

阔叶红松林(Broadleaved Korean pine forest)是北温带物种最丰富的地带性群落之一,是极危动物东北虎(Panthera tigris altaica)的重要栖息地。长白山地区是阔叶红松林在中国范围内的中心分布区,中国政府建立了由24个自然保护区组成的网络来保护阔叶红松林及其他自然生态系统。以长白山地区为研究区域,在系统保护规划方法流程框架下,选择阔叶红松林生态系统中具有代表性的物种和群落做为优先保护对象,并制定量化保护目标,利用系统保护规划软件C-Plan,计算了研究区域规划单元的不可替代性值、各保护对象在保护网络中实现其保护目标的贡献值(Ti)及包含多个保护对象的保护区域的保护效率值(C),以此在多角度评估保护网络及其中各自然保护区的保护效率。结果显示:现有保护网络涵盖了本研究确立保护对象种类的90.4%,已达到保护目标的保护对象占其总数的25.3%。以保护阔叶红松林为"标尺"衡量各保护区的保护效率,长白山国家级自然保护区与松花江三湖省级自然保护区保护效率值最高,其余各保护区保护效率值不足10,整个保护网络保护效率值为59.99。不可替代性分析结果显示:仍有79.97%的高保护价值规划单元未被现有保护网络覆盖,空间上存在明显空缺。将空缺纳入保护网络后,新保护网络的保护效率值将提高到96.32,提高了36.33,77种保护对象达到保护目标(占保护对象总数的92.8%),5种保护对象仍未能达到保护目标,但保护对象贡献值Ti均不同程度提高,保护成效显著。  相似文献

Environmental management has increasingly focused on promoting social engagement in biodiversity and ecosystem services conservation as a way to foster sustainability. However, a critical challenge that still remains is the adequate implementation of strategies of communication, education, and participation (CEPA) oriented to reconnect the social and ecological dimensions in the systems. This study analyzed the main features and types of CEPA implemented by the Colombian Regional Autonomous Corporations in environmental management projects that consider ecosystem services. We found a variety of CEPA focused on a wide range of stakeholders. Communication and education were the most frequently implemented in the projects. Within communication, spreading information about the projects was the most common, while education focused on instrumental training of local communities. Participation, the less frequently implemented, mainly aimed to ensure government and decision-makers involved in the initial phases of the projects. We conclude that there is a need to increase and improve education strategies in conservation projects to make decisions based on critical and reflective thinking, and foster the engagement of a broader set of stakeholders in the processes.  相似文献

BirdLife International has worked for ten years in Cameroon's North-West Province to assist the local people and government of Cameroon in achieving the conservation and sutainable management of the last significant remnant of a unique montane forest ecosystem. The Kilum/Ijim forests are almost certainly the last remaining habitat for the conservation of two endemic and threatened bird species, Bannerman's Turaco Tauraco bannermani and Banded Wattle-eye Platytiera laticincta. The forests have no legal designation as formal protected areas but have been conserved through local concern and knowledge of the multiple values of an intact forest ecosystem, backed up by the enforcement of traditional regulations, and support from the project to finding solutions to peoples' land use and natural resource management needs within and outside the forests. The project is now working under the umbrella of a national Biodiversity Conservation and Management Programme in Cameroon, funded by the Global Environment Facility, to establish the Kilum/Ijirn as the first community-managed forest in the country. A brief history and background to the project is presented, with emphasis on lessons learned by BiraLife and the success of current efforts to achieve the conservation of the forests through community management. The issues are discussed in the general context of an integrated conservation and development programme (ICDP).  相似文献

《生物多样性公约》(以下简称《公约》)是三大环境国际公约之一。随着《公约》谈判的不断推进, 企业与生物多样性(Business and Biodiversity)逐渐由《公约》中的一个概念发展成为《公约》谈判中的一个重要议题。1996年召开的《公约》缔约方大会第三次会议(COP-3)首次提出企业(私营部门)参与生物多样性的概念后, COP-5将企业参与列入《公约》议题, COP-6正式将企业参与纳入《公约》全球战略, COP-8首次将企业参与生物多样性单独纳入《公约》决定, 并提出下一步开展推动企业参与生物多样性的做法, COP-9拟定了《企业优先行动框架(2008-2010年)》, COP-10决定开展企业参与生物多样性对话论坛。迄今为止, 《公约》秘书处共组织了4次全球企业界与生物多样性伙伴关系(Global Partnership for Business and Biodiversity, GPBB)论坛, 就这一议题进行专题交流和探讨。企业与生物多样性也是当前我国生物多样性管理工作中的一个新课题, 中国对此十分重视, 并派代表团参加了GPBB-3和GPBB-4两次会议。鉴于目前中国经济发展状况与生物多样性保护面临的形势, 作者提出以下建议: (1)积极参与国际合作, 利用GPBB国际平台适时宣传我国生物多样性和生态文明建设成果; (2)加强技术研究, 制定我国企业参与生物多样性的相关标准、规范或指南; (3)深化平台建设, 搭建企业参与的中国生物多样性伙伴关系; (4)建立跨部门的企业参与生物多样性协调机制。  相似文献

森林生态系统服务同人类福祉密不可分,日益成为全球经济的重要组成部分。依据《森林生态系统服务功能评估规范》(LY/T1721-2008),以济南市森林生态系统为研究对象,对济南市森林生态系统服务功能进行量化评估,得出济南市年森林生态系统涵养水源、保育土壤、固碳释氧、林木积累营养物质、净化大气环境、森林防护、生物多样性保护、森林游憩的价值为264.41亿元,其中涵养水源、固碳释氧、生物多样性保护排在前3位;各区/县年森林生态系统服务功能价值量排序为:历城区 > 长清区 > 章丘市 > 平阴县 > 商河县 > 济阳县 > 市中区 > 天桥区 > 历下区 > 槐荫区;除森林防护功能以外,其他各项森林生态系统服务功能价值量的空间格局分布大体上均呈现南部 > 北部 > 中部的趋势。  相似文献
