Aim Recent efforts to apply the principles of systematic conservation planning to freshwater ecosystems have focused on the special connected nature of these systems as a way to ensure adequacy (long‐term maintenance of biodiversity). Connectivity is important in maintaining biodiversity and key ecological processes in freshwater environments and is of special relevance for conservation planning in these systems. However, freshwater conservation planning has focused on longitudinal connectivity requirements within riverine ecosystems, while other habitats, such as floodplain wetlands or lakes and connections among them, have been overlooked. Here, we address this gap by incorporating a new component of connectivity in addition to the traditional longitudinal measure. Location Northern Australia. Methods We integrate lateral connections between freshwater areas (e.g. lakes and wetlands) that are not directly connected by the river network and the longitudinal upstream–downstream connections. We demonstrate how this can be used to incorporate ecological requirements of some water‐dependent taxa that can move across drainage divides, such as waterbirds. Results When applied together, the different connectivity rules allow the identification of priority areas that contain whole lakes or wetlands, their closest neighbours whenever possible, and the upstream/downstream reaches of rivers that flow into or from them. This would facilitate longitudinal and lateral movements of biota while minimizing the influence of disturbances potentially received from upstream or downstream reaches. Main conclusions This new approach to defining and applying different connectivity rules can help improve the adequacy of freshwater‐protected areas by enhancing movements of biodiversity within priority areas. The integration of multiple connectivity needs can also serve as a bridge to integrate freshwater and terrestrial conservation planning.

This review brings together information on mosquitoes, the diseases they transmit and the wetlands that provide habitats for the immature stages (eggs and larvae). Wetland values are mentioned, though the main literature on this does not generally overlap the mosquito issue. Mosquito management is overviewed to include: the use of larvicides, source reduction in intertidal wetlands and management in freshwater systems. There is not a great deal of information on mosquitoes and freshwater systems, except for constructed wetlands and they are considered separately. We then consider restoration mainly in the context of wetlands that have been the subject of habitat modification for mosquito control. Land use and climate change, as they affect mosquitoes and the diseases they transmit, are also reviewed, as this will affect wetlands via management activities. Finally the review addresses the critical issue of balancing health, both human and environmental, in an adaptive framework. It concludes that there is a need to ensure that both mosquito and wetland management communicate and integrate to sustain wetland and human health.

Behavioral data were gathered for redheads (Aythya americana Eyton) using saltwater and freshwater habitats in southern Texas, the northern portion of their major wintering range, in 1989–90. Saltwater and freshwater habitats were used for different purposes by wintering redheads. Approximately 41% of all redheads in saltwater habitats were feeding, while only 0.1% of redheads in freshwater habitats were feeding. Redheads in saltwater habitats drank infrequently (0.3%), but 7.5% of redheads in freshwater wetlands were drinking. Only 23 courting activities were observed, but all occurred in freshwater wetlands. This study showed that redheads depend on saltwater habitats for feeding, which confirmed similar results from recent studies of redheads in the central and southern portions of the Laguna Madre in southern Texas. This study also showed that redheads depend on freshwater wetlands as sources of drinking water. This concurred with data on redhead behavior in the central portion of the Laguna Madre in Texas, but not for redheads wintering in the southern part of the Laguna Madre. Both habitats, saltwater and freshwater, must be considered as integral components of the redhead winter range throughout southern Texas.

This study examined the use of freshwater wetland restoration and enhancement projects ( i.e . non-estuarine wetlands subject to seasonal drying) by fish populations. To quantify fish use of freshwater emergent wetlands and assess the effect of wetland enhancement ( i.e . addition of water control structures), two enhanced and two unenhanced emergent wetlands were compared, as well as two oxbow habitats within the Chehalis River floodplain. Eighteen fish species were captured using fyke nets and emigrant traps from January to the beginning of June, with the most abundant being three-spined stickleback Gasterosteus aculeatus and Olympic mudminnow Novumbra hubbsi . Coho salmon Oncorhynchus kisutch was the dominant salmonid at all sites. Enhanced wetlands, with their extended hydroperiods, had significantly higher abundances of yearling coho salmon than unenhanced wetlands. Both enhanced and unenhanced emergent wetlands yielded higher abundances of non-game native fishes than oxbow habitats. Oxbow habitats, however, were dominated by coho salmon. Fish survival in the wetland habitats was dependent on emigration to the river before dissolved oxygen concentrations decreased and wetlands became isolated and stranding occurred. This study suggests that wetland enhancement projects with an outlet to the river channel appear to provide fishes with important temporary habitats if they have the opportunity to leave the wetland as dissolved oxygen levels deteriorate.

Dragonflies have been proposed as indicators for the ecosystem health of freshwater wetlands. For their useful functioning as indicators it is, however, necessary to identify species compositions in specific habitats and species-habitat associations, particularly in the tropics, where such knowledge is still weak. We examined the dragonfly species composition of 133 localities in the arid environment of western Namibia. An analysis of nestedness indicated that distinct, and predictable patterns of species associations can be expected. Discriminant analyses revealed that most of the nine habitat types separated by structural and hydrological parameters are well discriminated by their dragonfly assemblages. Spring brooks in particular host a specific assemblage, which is threatened due to the habitat restriction of several species, as well as by recent habitat loss and degradation. Using a hierarchical method of several criteria we demonstrated the selection of a set of potential indicator species from the species set, most of these being useful indicators for spring brook assemblages. The conservation status of certain habitats and species is discussed. We propose that dragonflies will have a high indicator potential for threatened freshwater wetlands in such areas and may also serve as an indication of the sustainable use of water resources including evaluating measures to rehabilitate environments.

Wetlands are among the worlds' most important, but also most threatened, environmental resources. Wetland losses have been in progress particularly from the industrial revolution onwards, because wetland functions could not successfully compete for space with other land uses. Wetlands became recently foci of conservation efforts because of the increased awareness of their importance in water management and wildlife conservation, and because of the diversity of their habitats. The Netherlands are relatively rich in wetlands: 16% of its' territory is regarded as internationally important wetland and 7% has been registered as such. The major Dutch wetland types are: coastal ecosystems, large riverine systems, base-rich freshwater systems, and nutrient-poor freshwater systems. Most threats to the Dutch wetlands are of man-made origin. They comprise: (1) Changes in hydrology leading to changed discharges, currents and desiccation; (2) Acidification; (3) Eutrophication; and (4) Toxification. Long-term threats are largely climate-change related, and concern temperature rise and the UV-B increase in irradiation. General conservation goals also apply to wetlands but Ramsar-registered wetlands have a special status. Conservation of the Dutch wetlands is difficult, because of the high population density of the country and its inherent threats. However, ecological targets and standards are increasingly set in national Policy Plans and international agreements. Rehabilitation and creation of wetlands is presently widely advocated, and sometimes realised. For ecological research, the sustainability of wetlands should get top priority. Such a research programme would focus on understanding the underlying ecological processes in natural and man-dominated wetland systems to prescribe conservation, rehabilitation and management strategies that would enhance the sustainability of these systems. Within this framework special attention should be directed to studies (1) At the ecosystem level of ecosystem parameters, of which natural oscillations and trends in time, and on which the impact of disturbances are quantified. Particularly these studies, in which often simulation models are used as tools for interpretation, can provide the basis for extrapolations in space and time; (2) On adaptation capacity and mechanisms of (groups of) species to extreme environmental conditions; (3) On (mutual) relationships between plants, animals and microorganisms (e.g. competition, grazing and mineralization); (4) On dispersion between small wetlands. For the contemporary quantitative assessment of the long-term effects of climate changes, the effects of temperature rise and increase in UV-B irradiation on individual species, communities and ecosystems should also be studied.

The microbial diversity of inland waters
The conservation and sustainable use of freshwater resources is of global importance. Microorganisms are not only the most abundant organisms in natural freshwater systems, but are also key players in ecological processes controlling water quality. Detailed knowledge of the diversity and function of microorganisms dwelling in freshwater habitats is an essential prerequisite for the sustainable management of freshwater resources. Freshwater systems are inhabited by microbial communities that are indigenous to this habitat type and usually do not occur in marine systems, saline inland waters and terrestrial habitats. Despite recent advances in the characterization of the diversity of freshwater microorganisms, knowledge essential for a holistic understanding of their ecological roles is still lacking.

The physical and faunal characteristics of coastal wetlands are driven by dynamics of hydrological connectivity to adjacent habitats. Wetlands on estuary floodplains are particularly dynamic, driven by a complex interplay of tidal marine connections and seasonal freshwater flooding, often with unknown consequences for fish using these habitats. To understand the patterns and subsequent processes driving fish assemblage structure in such wetlands, we examined the nature and diversity of temporal utilisation patterns at a species or genus level over three annual cycles in a tropical Australian estuarine wetland system. Four general patterns of utilisation were apparent based on CPUE and size-structure dynamics: (i) classic nursery utlisation (use by recently settled recruits for their first year) (ii) interrupted peristence (iii) delayed recruitment (iv) facultative wetland residence. Despite the small self-recruiting ‘facultative wetland resident’ group, wetland occupancy seems largely driven by connectivity to the subtidal estuary channel. Variable connection regimes (i.e. frequency and timing of connections) within and between different wetland units (e.g. individual pools, lagoons, swamps) will therefore interact with the diversity of species recruitment schedules to generate variable wetland assemblages in time and space. In addition, the assemblage structure is heavily modified by freshwater flow, through simultaneously curtailing persistence of the ’interrupted persistence’ group, establishing connectivity for freshwater spawned members of both the ‘facultative wetland resident’ and ‘delayed recruitment group’, and apparently mediating use of intermediate nursery habitats for marine-spawned members of the ‘delayed recruitment’ group. The diversity of utilisation pattern and the complexity of associated drivers means assemblage compositions, and therefore ecosystem functioning, is likely to vary among years depending on variations in hydrological connectivity. Consequently, there is a need to incorporate this diversity into understandings of habitat function, conservation and management.

Isolated wetlands are ideal model systems to examine linkages between environmental change, complex food webs, and the ecology of mosquito-borne diseases. Through long-term studies, we have evaluated the diversity among plant, invertebrate, and amphibian species of relatively undisturbed isolated wetlands. Based on preliminary evidence from impaired wetlands, we have developed a conceptual model to examine how human land use and climate change may affect wetland ecosystem functions that ultimately link to the proliferation of mosquito-borne diseases through the alteration of food webs and mosquito habitat. Our research framework initially requires the development of a wetland condition ranking system for a large group of isolated wetlands based on potential habitat for mosquitoes that vector disease. Secondly, it identifies potential changes in ecosystem function that specifically address the role of aquatic fauna in mediating mosquito-borne infectious diseases. Ultimately, understanding ecological functions and services will help focus the need for better management practices and potential regulation of impacts to isolated wetland habitats in the USA.

Mafabi, P. 2000. The role of wetland policies in the conservation of waterbirds: the case of Uganda. Ostrich 71 (1 & 2): 96–98.

Wetlands in Uganda provide important habitats for birds including several endemic species. With the ever increasing pressure to convert wetlands to agricultural lands, several species have lost their habitats, while others have become pests due to their opportunistic behaviour in modified habitats. The causes of wetland drainage and conversion in Uganda include population growth, economic reforms and a severe lack of information, legislation and inter-sectoral co-ordination. Community uses of wetlands have clear impacts on waterbirds. At Busolwe (case study 1) there is competition for land-use between Crowned Crane Balearica regulorum and man. Priority community uses of wetlands include fish-farming, agro-forestry and bee-keeping. There is a need for integrating bird conservation into overall wetland conservation objectives, especially with the aim of maintaining conditions suitable for waterbird survival during critical stages of the life-cycle. National wetland policies can play an important role in the conservation of waterbirds, as learned from Uganda's experiences. Recommendations for integrating bird conservation into the national wetland policy framework (as well as into national, district and local level planning processes) are made, which point to close co-operation between stakeholders for better management and on improved appreciation of wetlands values.

The Ramsar Convention has gradually expanded the scope of the term ‘wetland’ to bring under its umbrella all kinds of inland freshwater (and saline) ecosystems as well as many marine ecosystems. It is not possible to develop a common framework for the study, management or policy of such a large and divergent assemblage of habitats with water being a single shared feature. In this paper, I argue that wetlands are distinct from deep open water systems such as rivers, lakes and reservoirs. The restriction of macrophytes (except the free floating plants like salvinia and water hyacinth) to shallow water habitats helps distinguish between wetlands and deep water systems. Following an ecosystem service approach, I discuss that wetlands are generally characterized by the occurrence of macrophytes, which critically contribute to their provisioning, regulating, supporting and cultural ecosystem services that differ significantly from those of the microphyte (phytoplankton)-dominated deep water habitats. I argue that wetlands do lie adjacent to deep and open water systems (including large rivers), which interact with them regularly and influence their biodiversity, hydrology, water quality and functioning, depending upon their relative areal extent and characteristics of the macrophyte community, but that only the littoral zones between the mean highest and lowest water levels (and stream banks and the floodplains beyond them in the case of rivers) should be treated as wetlands. Shallow lakes devoid of macrophytes because of eutrophication are degraded wetlands that need to be restored.

Functional ecosystems depend on biotic and abiotic connections among different environmental realms, including terrestrial, freshwater, and marine habitats. Accounting for such connections is increasingly recognized as critical for conservation of ecosystems, especially given growing understanding of the way in which anthropogenic landscape disturbances can degrade both freshwater and marine habitats. This need may be paramount in conservation planning for tropical island ecosystems, as habitats across realms are often in close proximity, and because endemic organisms utilize multiple habitats to complete life histories. In this study, we used Marxan analysis to develop conservation planning scenarios across the five largest islands of Hawaii, in one instance accounting for and in another excluding habitat connectivity between inland and coastal habitats. Native vegetation, perennial streams, and areas of biological significance along the coast were used as conservation targets in analysis. Cost, or the amount of effort required for conservation, was estimated using an index that integrated degree and intensity of anthropogenic landscape disturbances. Our results showed that when connectivity is accounted for among terrestrial, freshwater, and marine habitats, areas identified as having high conservation value are substantially different compared to results when connectivity across realms is not considered. We also showed that the trade-off of planning conservation across realms was minimal and that cross-realm planning had the unexpected benefit of selecting areas with less habitat degradation, suggesting less effort for conservation. Our cross-realm planning approach considers biophysical interactions and complexity within and across ecosystems, as well as anthropogenic factors that may influence habitats outside of their physical boundaries, and we recommend implementing similar approaches to achieve integrated conservation efforts.

EU countries are required to perform an assessment of all freshwater habitats larger than 50 ha by 2015 to meet the requirements set by the Water Framework Directive (2000). To achieve this, an array of indicators and multimetric indices has been developed to monitor European waters. In general, these indicators are developed for large water bodies, while they are still largely lacking for smaller wetlands. This is in contrast with the conservation value, valuable ecosystem services and the often unique biodiversity of these systems, and the fact that like large (>50 ha) wetlands they are also covered by the Ramsar Convention. In (semi) arid regions, such as the Mediterranean basin, small water bodies are often of a temporary nature, are abundant and provide an important source of water for the local people, their livestock and agriculture. The quantity and quality of temporary wetlands are, however, decreasing at an alarming rate worldwide. Although some monitoring techniques were recently proposed, there is still an urgent need for a consistent policy and a user friendly set of monitoring tools for temporary wetlands that can be applied in different regions. In the following review, we present a whole range of indicators used to monitor different types of freshwater habitats, and discuss how some of these methods could be applied to temporary wetlands. Finally, we formulate some recommendations for temporary wetland monitoring and conservation.

Mauka-to-makai (mountain to sea in the Hawaiian language) hydrologic connectivity – commonly referred to as ridge-to-reef – directly affects biogeochemical processes and socioecological functions across terrestrial, freshwater, and marine systems. The supply of freshwater to estuarine and nearshore environments in a ridge-to-reef system supports the food, water, and habitats utilized by marine fauna. In addition, the ecosystem services derived from this land-to-sea connectivity support social and cultural practices (hereafter referred to as socio-cultural) including fishing, aquaculture, wetland agriculture, religious ceremonies, and recreational activities. To effectively guide island resource management, a better understanding of the linkages from ridge-to-reef across natural and social usages is critical, particularly in the context of climate change, with anticipated increasing temperature and shifting precipitation patterns. The objective of this study was to identify spatial linkages that promote multiple and diverse uses, following the ridge-to-reef concept, at an island-wide scale to identify regions of high conservation importance for aquatic resources. We selected the Island of Maui as a study representative of many Pacific islands. Diverse datasets, including agricultural lands within watersheds, wetland locations, presence of stream species, indicators of freshwater input from streams, coral cover, nearshore fish biomass, socio-cultural data such as fishpond locations, wetland taro cultivation, beach recreation use, and lastly the dynamically downscaled Coupled Model Intercomparison Project Phase (CMIP5) future climate projections scenarios (Representative Concentration Pathway (RCP) 4.5 & 8.5) were used to examine the spatial linkages through hydrological connectivity from land to the sea. Zonation spatial planning software was used to prioritize areas of high management and conservation value and to help inform aquatic resources management. The resulting prioritized areas included many minimally disturbed watersheds in east Maui and western nearshore and coastal zones that are adjacent to diverse coral reefs. These results are driven by the importance of fish biomass and coral reef distribution as well as traditional wetland taro cultivation and coastal access points for recreation. These results underline the importance of examining ridge-to-reef systems for aquatic resource management and including important social and cultural values in resource management upon planning adaptation strategies for climate change. Improving our understanding of diverse natural and socio-cultural influences on habitat conditions and their values in these areas provides an opportunity to strategically plan future management and conservation actions.

Urban wetlands are being created in the UK as part of sustainable urban drainage strategies, to create wetland habitats lost during development, to provide a habitat for protected species, and to increase the public's access to ‘blue‐space’ for the improvement of health and well‐being. Sewage treatment reedbeds are also being incorporated into newly constructed wetlands to offer an alternative approach to dealing with sewage. This field study aims to provide the first UK evidence of how such newly constructed aquatic habitats are colonized by mosquitoes. A number of new aquatic habitats were surveyed for immature mosquitoes every fortnight over the first two years following wetland construction. The majority of mosquitoes collected were Culex sp. and were significantly associated with the sewage treatment reedbed system, particularly following storm events and sewage inflow. Other more natural aquatic habitats that were subject to cycles of drying and re‐wetting contributed the majority of the remaining mosquitoes colonizing. Colonization of permanent habitats was slow, particularly where fluctuations in water levels inhibited emergent vegetation growth. It is recommended that during the planning process for newly constructed wetlands consideration is given on a case‐by‐case basis to the impact of mosquitoes, either as a cause of nuisance or as potential vectors. Although ornithophagic Culex dominated in this wetland, their potential role as enzootic West Nile virus vectors should not be overlooked.

Humanity shapes freshwater flows and biosphere dynamics from a local to a global scale. Successful management of target resources in the short term tends to alienate the social and economic development process from its ultimate dependence on the life-supporting environment. Freshwater becomes transformed into a resource for optimal management in development, neglecting the multiple functions of freshwater in dynamic landscapes and its fundamental role as the bloodstream of the biosphere. The current tension of these differences in worldview is exemplified through the recent development of modern aquaculture contrasted with examples of catchment-based stewardship of freshwater flows in dynamic landscapes. In particular, the social and institutional dimension of catchment management is highlighted and features of social-ecological systems for resilience building are presented. It is concluded that this broader view of freshwater provides the foundation for hydrosolidarity.
