No-take zones may protect populations of targeted marine species and restore the integrity of marine ecosystems, but it is unclear whether they benefit top predators that rely on mobile pelagic fishes. In South Africa, foraging effort of breeding African penguins decreased by 30 per cent within three months of closing a 20 km zone to the competing purse-seine fisheries around their largest colony. After the fishing ban, most of the penguins from this island had shifted their feeding effort inside the closed area. Birds breeding at another colony situated 50 km away, whose fishing grounds remained open to fishing, increased their foraging effort during the same period. This demonstrates the immediate benefit of a relatively small no-take zone for a marine top predator relying on pelagic prey. Selecting such small protected areas may be an important first conservation step, minimizing stakeholder conflicts and easing compliance, while ensuring benefit for the ecosystems within these habitats.  相似文献

Coastal dunes worldwide harbor threatened habitats characterized by high diversity in terms of plant communities. In Italy, recent assessments have highlighted the insufficient state of conservation of these habitats as defined by the EU Habitats Directive. The effects of predicted climate change could have dramatic consequences for coastal environments in the near future. An assessment of the efficacy of protection measures under climate change is thus a priority. Here, we have developed environmental envelope models for the most widespread dune habitats in Italy, following two complementary approaches: an “indirect” plant-species-based one and a simple “direct” one. We analyzed how habitats distribution will be altered under the effects of two climate change scenarios and evaluated if the current Italian network of protected areas will be effective in the future after distribution shifts. While modeling dune habitats with the “direct” approach was unsatisfactory, “indirect” models had a good predictive performance, highlighting the importance of using species’ responses to climate change for modeling these habitats. The results showed that habitats closer to the sea may even increase their geographical distribution in the near future. The transition dune habitat is projected to remain stable, although mobile and fixed dune habitats are projected to lose most of their actual geographical distribution, the latter being more sensitive to climate change effects. Gap analysis highlighted that the habitats’ distribution is currently adequately covered by protected areas, achieving the conservation target. However, according to predictions, protection level for mobile and fixed dune habitats is predicted to drop drastically under the climate change scenarios which we examined. Our results provide useful insights for setting management priorities and better addressing conservation efforts to preserve these threatened habitats in future.  相似文献

Temporal trends in the recovery of exploited species in marine protected areas (MPAs) are useful for a proper assessment of the efficacy of protection measures. The effects of protection on the fish assemblages of the sublittoral rocky reefs in the “Penisola del Sinis-Isola di Mal di Ventre” MPA (W. Sardinia, Italy) were evaluated using a multi-year series of data. Four surveys, conducted 7, 10, 13 and 15 years after the area was designated as an MPA and carried out in the period spanning June and July, were used to estimate the abundance and biomass of commercial species. The surveys were carried out in zones with decreasing levels of fishing restrictions within the MPA (zones A, B, C) and in unprotected zones (OUT1 and OUT2), and underwater video visual census techniques were used. Protected zones only occasionally showed higher levels of abundance or biomass, and the trajectories of those metrics were not consistent across the years. In addition, the zone with the highest level of protection (zone A) never presented levels of abundance and biomass higher than those in zones B and C. This study shows that even 15 years after designation, protection has had no appreciable effect in the MPA studied. It is argued that this is emblematic of several shortcomings in the planning, regulation and enforcement frameworks of the MPA.  相似文献

Spatial priorities for the conservation of three key Mediterranean habitats, i.e. seagrass Posidonia oceanica meadows, coralligenous formations, and marine caves, were determined through a systematic planning approach. Available information on the distribution of these habitats across the entire Mediterranean Sea was compiled to produce basin-scale distribution maps. Conservation targets for each habitat type were set according to European Union guidelines. Surrogates were used to estimate the spatial variation of opportunity cost for commercial, non-commercial fishing, and aquaculture. Marxan conservation planning software was used to evaluate the comparative utility of two planning scenarios: (a) a whole-basin scenario, referring to selection of priority areas across the whole Mediterranean Sea, and (b) an ecoregional scenario, in which priority areas were selected within eight predefined ecoregions. Although both scenarios required approximately the same total area to be protected in order to achieve conservation targets, the opportunity cost differed between them. The whole-basin scenario yielded a lower opportunity cost, but the Alboran Sea ecoregion was not represented and priority areas were predominantly located in the Ionian, Aegean, and Adriatic Seas. In comparison, the ecoregional scenario resulted in a higher representation of ecoregions and a more even distribution of priority areas, albeit with a higher opportunity cost. We suggest that planning at the ecoregional level ensures better representativeness of the selected conservation features and adequate protection of species, functional, and genetic diversity across the basin. While there are several initiatives that identify priority areas in the Mediterranean Sea, our approach is novel as it combines three issues: (a) it is based on the distribution of habitats and not species, which was rarely the case in previous efforts, (b) it considers spatial variability of cost throughout this socioeconomically heterogeneous basin, and (c) it adopts ecoregions as the most appropriate level for large-scale planning.  相似文献

Many fishery management tools currently in use have conservation value. They are designed to maintain stocks of commercially important species above target levels. However, their limitations are evident from continuing declines in fish stocks throughout the world. We make the case that to reverse fishery declines, safeguard marine life and sustain ecosystem processes, extensive marine reserves that are off limits to fishing must become part of the management strategy. Marine reserves should be incorporated into modern fishery management because they can achieve many things that conventional tools cannot. Only complete and permanent protection from fishing can protect the most sensitive habitats and vulnerable species. Only reserves will allow the development of natural, extended age structures of target species, maintain their genetic variability and prevent deleterious evolutionary change from the effects of fishing. Species with natural age structures will sustain higher rates of reproduction and will be more resilient to environmental variability. Higher stock levels maintained by reserves will provide insurance against management failure, including risk-prone quota setting, provided the broader conservation role of reserves is firmly established and legislatively protected. Fishery management measures outside protected areas are necessary to complement the protection offered by marine reserves, but cannot substitute for it.  相似文献

The aims of this study were to determine the extent and distribution of an OSPAR priority habitat under current baseline ocean temperatures; to illustrate the prospect for habitat loss under a changing ocean temperature scenario; and to demonstrate the potential application of predictive habitat mapping in “future-proofing” conservation and biodiversity management.Maxent modelling and GIS environmental envelope analysis of the biogenic bed forming species, Modiolus modiolus was carried out. The Maxent model was tested and validated using 75%/25% training/test occurrence records and validated against two sampling biases (the whole study area and a 20km buffer). The model was compared to the envelope analysis and the area under the receiver operating characteristic curve (Area Under the curve; AUC) was evaluated.The performance of the Maxent model was rated as ‘good’ to ‘excellent’ on all replicated runs and low variation in the runs was recorded from the AUC values. The extent of “most suitable”, “less suitable” and “unsuitable” habitat was calculated for the baseline year (2009) and the projected increased ocean temperature scenarios (2030, 2050, 2080 and 2100). A loss of 100% of “most suitable” habitat was reported by 2080.Maintaining a suitable level of protection of marine habitats/species of conservation importance may require management of the decline and migration rather than maintenance of present extent. Methods applied in this study provide the initial application of a plausible “conservation management tool”.  相似文献

Numerous threats impact coral reefs and conservation actions are urgently needed. Fast production of marine habitat maps promotes the use of habitat-only conservation plans, where a given percentage of the area of each habitat is set as conservation objectives. However, marine reserves can impact access to fishing grounds and generate opportunity costs for fishers that need to be minimized. In New Caledonia (Southwest Pacific), we used fine-scale fishery catch maps to define nineteen opportunity costs layers (expressed as biomass catch loss) considering i) total catches, ii) target fish families, iii) local marine tenure, and iv) gear type. The expected lower impacts on fishery catch when using the different cost constraints were ranked according to effectiveness in decreasing the costs generated by the habitat-only scenarios. The exercise was done for two habitat maps with different thematic richness. In most cases, habitat conservation objectives remained achievable, but effectiveness varied widely between scenarios and between habitat maps. The results provide practical guidelines for coral reef conservation and management. Habitat-only scenarios can be used to initiate conservation projects with stakeholders but the costs induced by such scenarios can be lowered by up to 50–60% when detailed exhaustive fishery data are used. When using partial data, the gain would be only in the 15–25% range. The best compromises are achieved when using local data.  相似文献

There are numerous examples of no-take marine reserves effectively conserving fish stocks within their boundaries. However, no-take reserves can be rendered ineffective and turned into ‘paper parks’ through poor compliance and weak enforcement of reserve regulations. Long-term monitoring is thus essential to assess the effectiveness of marine reserves in meeting conservation and management objectives. This study documents the present state of the 15-year old no-take zone (NTZ) of South El Ghargana within the Nabq Managed Resource Protected Area, South Sinai, Egyptian Red Sea. Previous studies credited willing compliance by the local fishing community for the increased abundances of targeted fish within the designated NTZ boundaries compared to adjacent fished or take-zones. We compared benthic habitat and fish abundance within the NTZ and the adjacent take sites open to fishing, but found no significant effect of the reserve. Instead, the strongest evidence was for a simple negative relationship between fishing pressure and distance from the closest fishing village. The abundance of targeted piscivorous fish increased significantly with increasing distance from the village, while herbivorous fish showed the opposite trend. This gradient was supported by a corresponding negative correlation between the amount of discarded fishing gear observed on the reef and increasing distance from the village. Discarded fishing gear within the NTZ suggested decreased compliance with the no-take regulations. Our findings indicate that due to non-compliance the no-take reserve is no longer functioning effectively, despite its apparent initial successes and instead a gradient of fishing pressure exists with distance from the nearest fishing community.  相似文献

New systematic conservation approaches have high potential in evaluation of different conservation scenarios and can be used as decision support tools for managers and planners with multiple goals. The present study focused on two major issues in conservation planning including socioeconomic costs and zoning procedure. The goal was to prioritize and identify representative areas for bird conservation, while minimizing the economic cost for the silvicultural sector and resolve conflicts with recreational activities. The study was conducted in forest areas of Golestan Province as part of Hyrcanian mixed forests, located along the southern coasts of the Caspian Sea and northern slopes of the Alborz Mountains, northern Iran. We used systematic conservation software Marxan with Zones to select candidate areas for conservation. Two types of conservation networks were defined, one with high and partial protection zones and the other with high protection zones only. We focused on four conservation scenarios varying in targets, costs, and multiple zones. The results showed that incorporation of socioeconomic costs significantly decreases the potential impacts on the silvicultural and recreational sectors without significant change in the area of protection zones. Furthermore, we found that design of multiple zone conservation areas facilitates evaluation of a wider range of conservation scenarios that can reduce potential socioeconomic impacts on other interests.  相似文献

Partially Protected Areas (PPAs) are a widely-used management tool, yet comparatively little is known about their effectiveness compared to more commonly studied No-Take Marine Reserves (NTMRs). Here, we examine the efficacy of two kinds of PPAs (with and without spearfishing) within the Great Barrier Reef Marine Park (GBRMP) that are subject to a range of fishing limitations, and assess their utility as a marine park zoning and fisheries management tool. Fish abundance, size, and habitat composition were compared inside PPAs and NTMRs on inshore reefs of the central GBR. Fish abundances were lower inside PPAs relative to adjacent NTMRs for primary fishing targets, with no detectable effects for secondary targets and non-targets, or for species richness. Fish assemblages differed amongst zones, but these variations were minor compared to regional variations in species composition. Partially Protected Areas supported 46%–69% of the relative abundance of total primary targets compared to adjacent NTMRs, with no evident increase in abundance in zones where spearfishing was prohibited. There were no reductions in the size of two key target species: coral trout (Plectropomus spp.) and stripey snapper (Lutjanus carponotatus) inside PPAs, and only stripey snapper had significant reductions in abundance inside PPAs compared to NTMRS. Habitat and biophysical characteristics (especially topographic complexity) were strong drivers of fish abundance, but the relative influence of zone was greater for target species compared to non-targets. This study provides novel data on PPAs and highlights their utility as a spatial management tool in contributing to conservation and fisheries management goals.

The world''s oceans are governed as a system of over 150 sovereign exclusive economic zones (EEZs, ∼42% of the ocean) and one large high seas (HS) commons (∼58% of ocean) with essentially open access. Many high-valued fish species such as tuna, billfish, and shark migrate around these large oceanic regions, which as a consequence of competition across EEZs and a global race-to-fish on the HS, have been over-exploited and now return far less than their economic potential. We address this global challenge by analyzing with a spatial bioeconomic model the effects of completely closing the HS to fishing. This policy both induces cooperation among countries in the exploitation of migratory stocks and provides a refuge sufficiently large to recover and maintain these stocks at levels close to those that would maximize fisheries returns. We find that completely closing the HS to fishing would simultaneously give rise to large gains in fisheries profit (>100%), fisheries yields (>30%), and fish stock conservation (>150%). We also find that changing EEZ size may benefit some fisheries; nonetheless, a complete closure of the HS still returns larger fishery and conservation outcomes than does a HS open to fishing.  相似文献

Continuous colonization and re-colonization is critical for survival of insect species living in temporary habitats. When insect populations in temporary habitats are depleted, some species may escape extinction by surviving in permanent, but less suitable habitats, in which long-term population survival can be maintained only by immigration from other populations. Such situation has been repeatedly described in nature, but conditions when and how this occurs and how important this phenomenon is for insect metapopulation survival are still poorly known, mainly because it is difficult to study experimentally. Therefore, we used a simulation model to investigate, how environmental stochasticity, growth rate and the incidence of dispersal affect the positive effect of permanent but poor (“sink”) habitats on the likelihood of metapopulation persistence in a network of high quality but temporary (“source”) habitats. This model revealed that permanent habitats substantially increase the probability of metapopulation persistence of insect species with poor dispersal ability if the availability of temporary habitats is spatio-temporally synchronized. Addition of permanent habitats to a system sometimes enabled metapopulation persistence even in cases in which the metapopulation would otherwise go extinct, especially for species with high growth rates. For insect species with low growth rates the probability of a metapopulation persistence strongly depended on the proportions of “source” to “source” and “sink” to “source” dispersal rates.  相似文献

Assessing the distribution and intensity of human threats to biodiversity is a prerequisite for effective spatial planning, harmonizing conservation purposes with sustainable development. In the Mediterranean Sea, the management of Marine Protected Areas (MPAs) is rarely based on explicit consideration of the distribution of multiple stressors, with direct assessment of their effects on ecosystems. This gap limits the effectiveness of protection and is conducive to conflicts among stakeholders. Here, a fine scale assessment of the potential effects of different combinations of stressors (both land- and marine-based) on vulnerable rocky habitats (i.e. lower midlittoral and shallow infralittoral) along 40 km of coast in the western Mediterranean (Ionian Sea) has been carried out. The study area is a paradigmatic example of socio-ecological interactions, where several human uses and conservation measures collide. Significant differences in the structure of assemblages according to different combinations of threats were observed, indicating distinct responses of marine habitats to different sets of human pressures. A more complex three-dimensional structure, higher taxon richness and β-diversity characterized assemblages subject to low versus high levels of human pressure, consistently across habitats. In addition, the main drivers of change were: closeness to the harbour, water quality, and the relative extension of beaches. Our findings suggest that, although efforts to assess cumulative impacts at large scale may help in individuating priority areas for conservation purposes, the fact that such evaluations are often based on expert opinions and not on actual studies limits their ability to represent real environmental conditions at local scale. Systematic evaluations of local scale effects of anthropogenic drivers of change on biological communities should complement broad scale management strategies to achieve effective sustainability of human exploitation of marine resources.  相似文献

In the past years, efforts have been made to include connectivity metrics in conservation planning in order to promote and enhance well-connected systems of protected areas. Connectivity is particularly important for species that rely on more than one realm during their daily or life cycle (multi-realm species). However, conservation plans for the protection of multi-realm species usually involve a single realm, excluding other realms from the prioritization process. Here, we demonstrate an example of cross-realm conservation planning application for the island of Cyprus by taking into account the terrestrial and marine realms and their interface (i.e. coast). Operating within a data-poor context, we use functional connectivity metrics to identify priority areas for the conservation of six multi-realm species, by setting conservation targets simultaneously for the terrestrial and marine realms. MARXAN decision-support tool was used for the identification of the priority areas.Four scenarios were developed to evaluate the impacts of including connectivity in the prioritization process and the effectiveness of the existing coastal/marine protected areas in the achievement of the conservation targets set for the species. All scenarios considered land and sea anthropogenic uses as surrogate costs to influence the prioritization process.Our findings show an increase in the area of the reserve network and, therefore, the cost, when connectivity is included, whilst reducing the total boundary length. Furthermore, the current reserve network fails to achieve conservation targets, particularly for the marine part, which has a substantially smaller protection coverage than the terrestrial part.We conclude that focus should be given in the expansion of the current coastal/marine reserve network following a cross-realm conservation approach. This approach is not only relevant for the conservation of multi-realm species, but also for islandscapes, in particular, where the interdependence between the hinterland and the coast is larger and therefore the magnitude of the impacts generated in one realm and affects the other.  相似文献

The Government of Madagascar plans to increase marine protected area coverage by over one million hectares. To assist this process, we compare four methods for marine spatial planning of Madagascar's west coast. Input data for each method was drawn from the same variables: fishing pressure, exposure to climate change, and biodiversity (habitats, species distributions, biological richness, and biodiversity value). The first method compares visual color classifications of primary variables, the second uses binary combinations of these variables to produce a categorical classification of management actions, the third is a target-based optimization using Marxan, and the fourth is conservation ranking with Zonation. We present results from each method, and compare the latter three approaches for spatial coverage, biodiversity representation, fishing cost and persistence probability. All results included large areas in the north, central, and southern parts of western Madagascar. Achieving 30% representation targets with Marxan required twice the fish catch loss than the categorical method. The categorical classification and Zonation do not consider targets for conservation features. However, when we reduced Marxan targets to 16.3%, matching the representation level of the "strict protection" class of the categorical result, the methods show similar catch losses. The management category portfolio has complete coverage, and presents several management recommendations including strict protection. Zonation produces rapid conservation rankings across large, diverse datasets. Marxan is useful for identifying strict protected areas that meet representation targets, and minimize exposure probabilities for conservation features at low economic cost. We show that methods based on Zonation and a simple combination of variables can produce results comparable to Marxan for species representation and catch losses, demonstrating the value of comparing alternative approaches during initial stages of the planning process. Choosing an appropriate approach ultimately depends on scientific and political factors including representation targets, likelihood of adoption, and persistence goals.  相似文献

No-take marine fishery reserves sustain commercial stocks by acting as buffers against overexploitation and enhancing fishery catches in adjacent areas through spillover. Likewise, nursery habitats such as mangroves enhance populations of some species in adjacent habitats. However, there is lack of understanding of the magnitude of stock enhancement and the effects on community structure when both protection from fishing and access to nurseries concurrently act as drivers of fish population dynamics. In this study we test the separate as well as interactive effects of marine reserves and nursery habitat proximity on structure and abundance of coral reef fish communities. Reserves had no effect on fish community composition, while proximity to nursery habitat only had a significant effect on community structure of species that use mangroves or seagrass beds as nurseries. In terms of reef fish biomass, proximity to nursery habitat by far outweighed (biomass 249% higher than that in areas with no nursery access) the effects of protection from fishing in reserves (biomass 21% lower than non-reserve areas) for small nursery fish (≤ 25 cm total length). For large-bodied individuals of nursery species (>25 cm total length), an additive effect was present for these two factors, although fish benefited more from fishing protection (203% higher biomass) than from proximity to nurseries (139% higher). The magnitude of elevated biomass for small fish on coral reefs due to proximity to nurseries was such that nursery habitats seem able to overrule the usually positive effects on fish biomass by reef reserves. As a result, conservation of nursery habitats gains importance and more consideration should be given to the ecological processes that occur along nursery-reef boundaries that connect neighboring ecosystems.  相似文献

An ecological collapse has precipitated pioneering conservation initiatives in New Zealand. Many terrestrial communities in t he New Zealand archipelago have been devastated by over-exploitation, introduced mammals and habitat destruction. More recently, marine ecosystems have been depleted by over-harvesting. To mitigate against these losses, conservation in terrestrial environments has focused on protection of species and habitats. A similar approach is now under way in marine environments with the establishment of ‘no-take’ marine reserves. On land, conservation is now reaching beyond protection t o the eradication of pests from islands and restoration of their terrestrial ecosystems. Restoration on islands not only reduces threats to rare species; it also raises opportunities to investigate how species interact. In the sea, marine reserves not only enhance the diversity of depleted marine communities; they may also augment stocks of commercially harvested species. These initiatives provide many lessons that could be applied to degraded habitats elsewhere.  相似文献

功能分区是统一协调国家公园不同保护管理目标的主要措施, 对于国家公园的有效管理有重要意义。钱江源国家公园是我国首批国家公园体制试点区之一, 被分为核心保护区、生态保育区、游憩展示区和传统利用区4个部分, 对应不同的保护管理措施。本研究分析了钱江源国家公园体制试点区现有功能分区与其首要保护对象黑麂(Muntiacus crinifrons)的适宜栖息地之间的空间关系。在红外相机调查获取的94个黑麂分布点的基础上, 结合海拔、地形、植被特征、人为活动干扰等15个环境特征变量, 采用MaxEnt模型预测国家公园内黑麂适宜栖息地的空间分布。结果表明, 黑麂倾向于出现在森林较为原始和道路密度较低的区域, 其适宜栖息地面积42.5 km 2, 占国家公园总面积的16.9%。其中, 69.3%的黑麂适宜栖息地位于核心保护区, 30.4%位于生态保育区, 表明国家公园现有功能分区能很好地满足黑麂栖息地保护的需求。此结果也证明黑麂可以作为其分布范围内保存较好的亚热带森林生态系统的指示性物种。通过生境恢复、廊道建设和跨省共建促进黑麂栖息地的完整性保护, 是加强该区域黑麂栖息地保护的关键措施。  相似文献

黄海生态区是世界自然基金会筛选出来的全球最优先保护的43个海洋生态区之一。目前, 我国已在黄海生态区内建立多处海洋保护地, 有效保护了其海洋生态系统及生物多样性。然而我国海洋保护地管理和建设中仍有许多问题, 存在较多保护空缺区域。因此, 完善黄海生态区内的海洋保护地建设是非常关键的。本文利用空缺分析法研究了黄海生态区内的重要滨海湿地、关键物种以及重点海域, 以识别保护空缺理论图斑, 从而提出新建保护地的提议。根据空缺分析结果, 黄海生态区内的主要保护空缺为辽河口湿地、曹妃甸海草床、天津塘沽和黄骅湿地、胶东半岛湿地、舟山群岛等。建议优化整合黄河口海洋保护地, 扩大或新建斑海豹(Phoca largha)、勺嘴鹬(Eurynorhynchus pygmeus)保护地, 并加强对东亚江豚(Neophocaena asiaeorientalis sunameri)以及小须鲸(Balaenoptera acutorostrata)的调查研究, 以形成更有效的海洋保护地网络。  相似文献
