Conflicts between the conservation of biodiversity and other human activities occur in all habitats and can impact severely upon socio-economic and biological parameters. In a changing environment, with increasing pressure on ecosystem goods and services and increasing urgency for biodiversity conservation, these conflicts are likely to increase in importance and magnitude and negatively affect biodiversity and human well-being. It is essential, however, to better understand what is meant by ‘biodiversity conflicts’ in order to develop ways to manage these effectively. In view of the complexity of the social and ecological contexts of conflicts, this paper explores ‘biodiversity impacts’ linked to agricultural, forestry and other sectoral activities in the UK. The paper then describes the transition from ‘biodiversity impacts’ to ‘biodiversity conflicts’, illustrating this concept with specific examples. While generalisations relating to conflict management are made difficult by their unique contextual settings, this paper suggests approaches for their management, based on the experiences of scientists who have been involved in managing conflicts. We consider the role of science and scientists; trust and dialogue; and temporal and spatial scales in biodiversity conflicts and highlight the combined role they play in successful biodiversity conflict management. Recommendations are also made for future research on biodiversity conflicts in a changing environment.  相似文献

以国内外文献、报告、规划为原始材料,以"保护兼容"一词为核心,结合其使用语境,系统阐述在自然保护话语由"堡垒式"转向"社区保护"时,随着自然保护地功能与管理发生变化,人类活动的保护兼容性如何被重新发现并在自然保护实践中助力生物多样性保护。研究发现,"保护兼容"理念充分体现在景观尺度的土地利用连续体上;在生产性景观视角下乡村土地利用和传统农业系统进入自然保护领域;"保护兼容"理念以土地利用为基础下沉到乡村社区的资源管理、生计发展等多类型活动,以各种保护倡议和项目实现,并在发展中国家和发达国家呈现出不同特征。"保护兼容"理念既进行尺度扩展,探索区域内、跨行政区域乃至国家间多利益相关方参与、多类型土地利用贡献于自然保护扩展,也进行尺度下沉,倡导基于本土价值实现全球价值的保护理念。研究提出,全球在生物多样性保护中要进一步重视生产性景观和农业生物多样性保护,而发展中国家面对全球生物多样性保护紧迫目标时,需要坚持社区主体性和在保护实践中的主动性。  相似文献

The management of invasive non-native species is a frequent cause of conflict in the field of biodiversity conservation because perceptions of their costs and benefits differ among stakeholder groups. A lack of cohesion between scientific researchers, the commercial sector and policy makers lies at the root of a widespread failure to develop and implement sustainable management practices for invasive species. The crisis of this situation is intensified by drivers stemming from international conventions and directives to address invasive species issues. There are further direct conflicts between legislative instruments promoting biodiversity conservation on the one hand while liberalizing trade at the national, European and global level on the other. The island of Ireland provides graphic illustration of the importance of cross-jurisdictional approaches to biological invasions. Using primarily Irish examples in this review, we emphasize the importance of approaching risk assessment, risk reduction and control or eradication policies from a cost-efficient, highly flexible perspective, incorporating linkages between environmental, economic and social objectives. The need for consolidated policies between Northern Ireland and the Republic of Ireland is particularly acute, though few model cross-border mechanisms for such consolidation are available. The importance of engaging affected stakeholders through positive interactions is discussed with regard to reducing the currently fragmented nature of invasive species management between the two jurisdictions.  相似文献

Rewilding Abandoned Landscapes in Europe   总被引:6,自引:0,他引:6  
For millennia, mankind has shaped landscapes, particularly through agriculture. In Europe, the age-old interaction between humans and ecosystems strongly influenced the cultural heritage. Yet European farmland is now being abandoned, especially in remote areas. The loss of the traditional agricultural landscapes and its consequences for biodiversity and ecosystem services is generating concerns in both the scientific community and the public. Here we ask to what extent farmland abandonment can be considered as an opportunity for rewilding ecosystems. We analyze the perceptions of traditional agriculture in Europe and their influence in land management policies. We argue that, contrary to the common perception, traditional agriculture practices were not environmentally friendly and that the standards of living of rural populations were low. We suggest that current policies to maintain extensive farming landscapes underestimate the human labor needed to sustain these landscapes and the recent and future dynamics of the socio-economic drivers behind abandonment. We examine the potential benefits for ecosystems and people from rewilding. We identify species that could benefit from land abandonment and forest regeneration and the ecosystem services that could be provided such as carbon sequestration and recreation. Finally, we discuss the challenges associated with rewilding, including the need to maintain open areas, the fire risks, and the conflicts between people and wildlife. Despite these challenges, we argue that rewilding should be recognized by policy-makers as one of the possible land management options in Europe, particularly on marginal areas.  相似文献

Substantial attention has been given in recent years to forest and peatland degradation, transboundary haze, and biodiversity and economic impacts associated with major fire events in perhumid western Indonesia. Conversely, little information is available concerning underpinning conditions associated with burning practices and resultant fire patterns in other parts of the Indonesian archipelago, especially in markedly seasonally dry regions. As part of a broader study examining the patterning and drivers of burning in the monsoonal province of Nusa Tenggara Timur (NTT), the paper explores cultural, socioeconomic, biophysical, and, in discussion, political dimensions associated with landscape-scale patterns of burning at each of two village locations on the islands of Sumba and Flores. Assembled data illustrate that: (1) study villages are reliant on a range of subsistence agricultural activities, particularly annual food crops, livestock (especially pigs), and forest products; (2) while villages encompass mostly extensive areas of grassland savanna, proportionately most income/products are derived from limited areas of arable agricultural and very diminished forested lands; (3) despite this, considerable economic potential exists for developing certain tree products especially in agro-forestry settings, and more intensive livestock management; (4) these patterns are representative generally of surrounding regional agricultural landscapes. While burning is used as an essential agricultural management tool in defined seasonal contexts in all study villages, the reality is that today much burning is unmanaged and uncontrolled, with attendant significant economic impacts. As for western Indonesia, underlying drivers of such behavior are multiple and complex, but pointedly include: rapid societal change; conflicts within and between villages, and between villages and regulatory authorities (especially the Forestry Department), over access to land and resources; and continued nonrecognition in national and provincial fire policy frameworks of the practical necessity for using fire (wisely and safely) in many agricultural contexts. It is axiomatic that, without effective fire management and a supportive policy environment, sustainable livelihoods development will continue to be elusive in fire-prone savanna landscapes of eastern Indonesia.  相似文献

Land-use change is one of the main drivers of biodiversity loss worldwide, but its negative effects can vary depending on the spatial scale analyzed. Considering the continuous expansion of agricultural demand for land, it is urgent to identify the drivers that shape biological communities in order to balance agricultural production and biodiversity conservation in human-modified landscapes. We used a patch-landscape design and a multimodel inference approach to assess the effects of landscape composition and configuration at two spatial scales (patch and landscape) on the structure of dung beetle assemblages. We performed our study in the Caatinga, the largest dry forest in South America. We sampled 3,526 dung beetles belonging to 19 species and 11 genera. At patch scale, our findings highlight the positive relationship of forest cover and landscape heterogeneity with dung beetle diversity, which are the major drivers of beetle assemblages. Edge density, in turn, is a major driver at the landscape scale and has a negative effect on beetle diversity. Our results support the hypothesis that landscapes combining natural vegetation remnants and heterogeneous agricultural landscapes are the most effective at conserving the biodiversity of dung beetles in the Caatinga landscapes. Directing efforts to better understand the dynamics of dung beetles in agricultural lands can be helpful for policymakers and scientists to design agri-environment schemes and apply conservation strategies in tropical dry forests.  相似文献

Restoration of Biodiversity and Ecosystem Services on Agricultural Land   总被引:3,自引:0,他引:3  
Cultivation and cropping are major causes of destruction and degradation of natural ecosystems throughout the world. We face the challenge of maintaining provisioning services while conserving or enhancing other ecosystem services and biodiversity in agricultural landscapes. There is a range of possibilities within two types of intervention, namely “land sharing” and “land separation”; the former advocates the enhancement of the farmed environment, but the latter a separation between land designated for farming versus conservation. Land sharing may involve biodiversity-based agricultural practices, learning from traditional farming, changing from conventional to organic agriculture and from “simple” crops and pastures to agro-forestry systems, and restoring or creating specific elements to benefit wildlife and particular services without decreasing agricultural production. Land separation in the farmland context involves restoring or creating non-farmland habitat at the expense of field-level agricultural production—for example, woodland on arable land. Restoration by land sharing has the potential to enhance agricultural production, other ecosystem services and biodiversity at both the field and landscape scale; however, restoration by land separation would provide these benefits only at the landscape scale. Although recent debate has contrasted these approaches, we suggest they should be used in combination to maximize benefits. Furthermore, we suggest “woodland islets”, an intermediate approach between land abandonment and farmland afforestation, for ecological restoration in extensive agricultural landscapes. This approach allows reconciliation of farmland production, conservation of values linked to cultural landscapes, enhancement of biodiversity, and provision of a range of ecosystem services. Beyond academic research, restoration projects within agricultural landscapes are essential if we want to halt environmental degradation and biodiversity loss.  相似文献

Land‐use change is fragmenting natural ecosystems, with major consequences for biodiversity. This paper reviews fragmentation trends – historical and current – in China, the fourth largest country on Earth, and explores its consequences. Remote sensing makes it possible to track land‐use change at a global scale and monitor fragmentation of dwindling natural landscapes. Yet few studies have linked fragmentation mapped remotely with impacts on biodiversity within human‐modified landscapes. Recent reforestation programs have caused substantial increases in forest cover but have not stopped fragmentation, because the new forests are mostly monocultures that further fragment China's remnant old‐growth lowland forests that harbour the highest levels of biodiversity. Fragmentation – and associated biodiversity declines – is unevenly distributed in China's forests, being most problematic where agricultural expansion is occurring in the southwest and northeast, serious in the densely populated eastern regions where urbanisation and transport infrastructure are modifying landscapes, but less of a problem in other regions. Analyses of temporal trends show that the drivers of forest fragmentation are shifting from mainly agricultural expansion to urbanisation and infrastructure development. Most of China's old‐growth forests persist in small, isolated fragments from which many native species have disappeared, on land unsuitable for human utilisation. Fragmentation throughout China is likely to have major consequences on biodiversity conservation, but few studies have considered these large‐scale processes at the national level. Our review fills this research gap and puts forward a systematic perspective relevant to China and beyond.  相似文献

Biodiversity conservation is gradually shifting its dependency on public protected areas to take a more holistic ecosystem and landscape approach that includes private lands in addition to public lands. However, effective practice of biodiversity conservation on private land also depends on landowners’ attitude and their willingness to participate and cooperate. This study focuses on Poland where conservation on private land is a relatively new concept but it is slowly gaining recognition, especially after its accession into the European Union. It investigates and classifies the diverse attitudes among stakeholder groups in Poland toward biodiversity conservation on private land that are part of protected areas. Four primary stakeholder groups were considered: conservation and park authorities, local administrative officials, local conservation based NGOs and private landowners. The study was conducted across three sites that represented three different forms of protected areas in Poland: a national park, a landscape park and a Natura 2000 site. Q methodology, a research method from psychology and other social sciences, was used to classify human subjectivity in stakeholders’ attitude in a more systematic manner. The analysis yielded three predominant factors which highlighted the diversity in attitudes among the stakeholder groups based on their knowledge, concerns and experience in the subject. Additionally, it underlined the common recognition among all stakeholder groups for better policy support, stronger collaboration among stakeholder and more financial or compensatory support for landowners to make private land conservation more feasible. Understanding the differences in attitudes will help bridge the gap between conservation priority and conservation opportunity—a current challenge in the field of biodiversity conservation.  相似文献

Aim Species richness in itself is not always sufficient to evaluate land management strategies for nature conservation. The exchange of species between local communities may be affected by landscape structure and land‐use intensity. Thus, species turnover, and its inverse, community similarity, may be useful measures of landscape integrity from a diversity perspective. Location A European transect from France to Estonia. Methods We measured the similarity of plant, bird, wild bee, true bug, carabid beetle, hoverfly and spider communities sampled along gradients in landscape composition (e.g. total availability of semi‐natural habitat), landscape configuration (e.g. fragmentation) and land‐use intensity (e.g. pesticide loads). Results Total availability of semi‐natural habitats had little effect on community similarity, except for bird communities, which were more homogeneous in more natural landscapes. Bee communities, in contrast, were less similar in landscapes with higher percentages of semi‐natural habitats. Increased landscape fragmentation decreased similarity of true bug communities, while plant communities showed a nonlinear, U‐shaped response. More intense land use, specifically increased pesticide burden, led to a homogenization of bee, bug and spider communities within sites. In these cases, habitat fragmentation interacted with pesticide load. Hoverfly and carabid beetle community similarity was differentially affected by higher pesticide levels: for carabid beetles similarity decreased, while for hoverflies we observed a U‐shaped relationship. Main conclusions Our study demonstrates the effects of landscape composition, configuration and land‐use intensity on the similarity of communities. It indicates reduced exchange of species between communities in landscapes dominated by agricultural activities. Taxonomic groups differed in their responses to environmental drivers and using but one group as an indicator for ‘biodiversity’ as such would thus not be advisable.  相似文献

The importance of the values underlying different concepts of biodiversity conservation and landscape planning is increasingly recognised, and yet these value judgements of the public and of experts are still poorly understood. Although landscape and conservation management are closely interrelated and measures in one field are likely to have effects on the other, the relationship between biodiversity and conservation values on the one hand, and landscape preferences on the other hand, has been hardly explored so far. This study represents a first attempt to empirically examine this relationship from an integrated perspective, considering philosophical, ecological and economic aspects and using items focused on biodiversity. We used a quantitative survey of the general Swiss population with visualisations of potential landscape developments in the Swiss Alps and items related to biodiversity- and conservation-values. Our research shows that respondents who prefer reforested landscapes tend to be more concerned about the conservation of species, landscapes, and natural processes than people preferring cultural landscapes. Respondents who prefer cultural landscapes are more oriented towards utilitarian values and are overrepresented in mountain areas as compared to the lowlands, thus in areas that are more likely to become the target of conservation measures. Our findings have practical implications for conservation in Switzerland and other mountainous areas, particularly in times of agricultural decline and land abandonment and their associated changes in landscape and biodiversity.  相似文献

Global biodiversity is decreasing as a result of human activities. In many parts of the world, this decrease is due to the destruction of natural habitats. The European perspective is different. Here, traditional agricultural landscapes developed into species-rich habitats. However, the European biodiversity heritage is strongly endangered. One of the countries where this biodiversity is best preserved is Romania. We analyse the possible changes in Romania's land-use patterns and their possible benefits and hazards with respect to biodiversity. As model group, we used butterflies, whose habitat requirements are well understood. We determined the ecological importance of different land-use types for the conservation of butterflies, underlining the special importance of Romania's semi-natural grasslands for nature conservation. We found that increasing modern agriculture and abandonment of less productive sites both affect biodiversity negatively — the former immediately and the latter after a lag phase of several years. These perspectives are discussed in the light of the integration of Romania into the European Union.  相似文献

Biodiversity conservation in cocoa production landscapes: an overview   总被引:4,自引:0,他引:4  
Cocoa agroforests that retain a floristically diverse and structurally complex shade canopy have the potential to harbour significant levels of biodiversity, yet few studies have documented the plant and animal species occurring within these systems or within landscapes dominated by cocoa production. In this special issue, we bring together nine studies from Latin America, Africa and Asia that document the contribution of cocoa agroforestry systems to biodiversity conservation, and explore how the design, management and location of these systems within the broader landscape influence their value as habitats, resources and biological corridors. Tree diversity within the cocoa production systems is variable, depending on management, cultural differences, location and farm history, among other factors. Animal diversity is typically highest in those cocoa agroforests that have high plant diversity, structurally complex canopies, and abundant surrounding forest cover. In general, both plant and animal diversity within cocoa agroforests is greater than those of other agricultural land uses, but lower than in the original forest habitat. There are several emerging threats to biodiversity conservation within cocoa production landscapes, including the loss of remaining forest cover, the simplification of cocoa shade canopies and the conversion of cocoa agroforestry systems to other agricultural land uses with lower biodiversity value. To counter these threats and conserve biodiversity over the long-term, land management should focus on conserving native forest habitat within cocoa production landscapes, maintaining or restoring floristically diverse and structurally complex shade canopies within cocoa agroforests, and retaining other types of on-farm tree cover to enhance landscape connectivity and habitat availability.  相似文献

This study assesses land-use conflicts in the Okavango wetland ecosystem. A survey of the livelihood activities of a sample of four villages has been carried out and a stakeholder approach used to identify and analyse the key actors involved in resource competition and conflicts in the area. Traditional and emerging stakeholders were identified and found to be in conflict not only with each other but within themselves. Institutional policies on land use in the area are not properly harmonized, and there has been a top-down approach to development planning and implementation of development programmes. As a result, land-use conflicts have escalated in the area. The Okavango Delta Management Plan adopted in 2007 should integrate and harmonize all the land-use policies, and land management in the area.  相似文献

The dominant late twentieth century model of land use segregated agricultural production from areas managed for biodiversity conservation. This module is no longer adequate in much of the world. The Millennium Ecosystem Assessment confirmed that agriculture has dramatically increased its ecological footprint. Rural communities depend on key components of biodiversity and ecosystem services that are found in non-domestic habitats. Fortunately, agricultural landscapes can be designed and managed to host wild biodiversity of many types, with neutral or even positive effects on agricultural production and livelihoods. Innovative practitioners, scientists and indigenous land managers are adapting, designing and managing diverse types of 'ecoagriculture' landscapes to generate positive co-benefits for production, biodiversity and local people. We assess the potentials and limitations for successful conservation of biodiversity in productive agricultural landscapes, the feasibility of making such approaches financially viable, and the organizational, governance and policy frameworks needed to enable ecoagriculture planning and implementation at a globally significant scale. We conclude that effectively conserving wild biodiversity in agricultural landscapes will require increased research, policy coordination and strategic support to agricultural communities and conservationists.  相似文献

Protected areas (PAs) cover 12 % of terrestrial sub-Saharan Africa. However, given the inherent inadequacies of these PAs to cater for all species in conjunction with the effects of climate change and human pressures on PAs, the future of biodiversity depends heavily on the 88 % of land that is unprotected. The study of biodiversity patterns and the processes that maintain them in human-modified landscapes can provide a valuable evidence base to support science-based policy-making that seeks to make land outside of PAs as amenable as possible for biodiversity persistence. We discuss the literature on biodiversity in sub-Saharan Africa’s human-modified landscapes as it relates to four broad ecosystem categorizations (i.e. rangelands, tropical forest, the Cape Floristic Region, and the urban and rural built environment) within which we expect similar patterns of biodiversity persistence in relation to specific human land uses and land management actions. Available research demonstrates the potential contribution of biodiversity conservation in human-modified landscapes within all four ecosystem types and goes some way towards providing general conclusions that could support policy-making. Nonetheless, conservation success in human-modified landscapes is hampered by constraints requiring further scientific investment, e.g. deficiencies in the available research, uncertainties regarding implementation strategies, and difficulties of coexisting with biodiversity. However, information currently available can and should support efforts at individual, community, provincial, national, and international levels to support biodiversity conservation in human-modified landscapes.  相似文献

Swans, geese and some ducks (Anatidae) are obligate herbivores, many are important quarry species and all contribute to a variety of ecosystem services. Population growth and shifting ranges have led to increasing proximity to man and thus increasing conflicts. We review and synthesize the role of these birds as herbivores on agricultural land (cropland, rotational grassland and pasture) and other terrestrial habitats where conflict with human interests may occur. A bibliographic analysis of peer‐reviewed papers (N = 359) shows that publication activity peaked in 1991–2000 in North America and 2000–2010 in Europe, and has decreased since. Taxonomic and geographical biases are obvious in research to date: Snow Goose Chen caerulescens was the most studied species (N = 98), and Canada Branta canadensis, Barnacle B. leucopsis and Brent geese B. bernicla all featured in more than 40 studies; most studies originated in northwest Europe or North America, very few have been carried out in Asia and European Russia. On the basis of nutrient/energy budgets of herbivorous waterfowl, it is evident that dense single‐species crops (such as rotational grassland, early‐growth cereals and root crops) and spilled grain in agricultural landscapes offer elevated energetic and nutritional intake rates of food of higher quality compared to natural or semi‐natural vegetation. Hence, although affected by seasonal nutritional demands, proximity to roost, field size, disturbance levels, access to water, food depletion and snow cover, agricultural landscapes tend to offer superior foraging opportunities over natural habitats, creating potential conflict with agriculture. Herbivorous waterfowl select for high protein, soluble carbohydrate and water content, high digestibility as well as low fibre and phenolic compounds, but intake rates from grazing varied with goose body and bill morphology, creating species‐specific loci for conflict. Crop damage by trampling and puddling has not been demonstrated convincingly, nor do waterfowl faeces deter grazing stock, but where consumption of crops evidently reduces yields this causes conflict with farmers. Studies show that it is difficult and expensive to assess the precise impacts of waterfowl feeding on yield loss because of other sources of variation. However, less damage has been documented from winter grazing compared to spring grazing and yield loss after spring grazing on grassland appears more pronounced than losses on cereal fields. Although yield losses at national scales are trivial, individual farmers in areas of greatest waterfowl feeding concentrations suffer disproportionately, necessitating improved solutions to conflict. Accordingly, we review the efficacy of population management, disturbance, provision of alternative feeding areas, compensation and large‐scale stakeholder involvement and co‐management as options for resolving conflict based on the existing literature and present a framework of management advice for the future. We conclude with an assessment of the research needs for the immediate future to inform policy development, improve management of waterfowl populations and reduce conflict with agriculture.  相似文献

Closing yield gaps within existing croplands, and thereby avoiding further habitat conversions, is a prominently and controversially discussed strategy to meet the rising demand for agricultural products, while minimizing biodiversity impacts. The agricultural intensification associated with such a strategy poses additional threats to biodiversity within agricultural landscapes. The uneven spatial distribution of both yield gaps and biodiversity provides opportunities for reconciling agricultural intensification and biodiversity conservation through spatially optimized intensification. Here, we integrate distribution and habitat information for almost 20,000 vertebrate species with land‐cover and land‐use datasets. We estimate that projected agricultural intensification between 2000 and 2040 would reduce the global biodiversity value of agricultural lands by 11%, relative to 2000. Contrasting these projections with spatial land‐use optimization scenarios reveals that 88% of projected biodiversity loss could be avoided through globally coordinated land‐use planning, implying huge efficiency gains through international cooperation. However, global‐scale optimization also implies a highly uneven distribution of costs and benefits, resulting in distinct “winners and losers” in terms of national economic development, food security, food sovereignty or conservation. Given conflicting national interests and lacking effective governance mechanisms to guarantee equitable compensation of losers, multinational land‐use optimization seems politically unlikely. In turn, 61% of projected biodiversity loss could be avoided through nationally focused optimization, and 33% through optimization within just 10 countries. Targeted efforts to improve the capacity for integrated land‐use planning for sustainable intensification especially in these countries, including the strengthening of institutions that can arbitrate subnational land‐use conflicts, may offer an effective, yet politically feasible, avenue to better reconcile future trade‐offs between agriculture and conservation. The efficiency gains of optimization remained robust when assuming that yields could only be increased to 80% of their potential. Our results highlight the need to better integrate real‐world governance, political and economic challenges into sustainable development and global change mitigation research.  相似文献

Scattered trees support high levels of farmland biodiversity and ecosystem services in agricultural landscapes, but they are threatened by agricultural intensification, urbanization, and land abandonment. This study aimed to map and quantify the decline of orchard meadows (scattered fruit trees of high nature conservation value) for a region in Southwestern Germany for the 1968 2009 period and to identify the driving forces of this decline. We derived orchard meadow loss from 1968 and 2009 aerial images and used a boosted regression trees modelling framework to assess the relative importance of 18 environmental, demographic, and socio-economic variables to test five alternative hypothesis explaining orchard meadow loss. We found that orchard meadow loss occurred in flatter areas, in areas where smaller plot sizes and fragmented orchard meadows prevailed, and in areas near settlements and infrastructure. The analysis did not confirm that orchard meadow loss was higher in areas where agricultural intensification was stronger and in areas of lower implementation levels of conservation policies. Our results demonstrated that the influential drivers of orchard meadow loss were those that reduce economic profitability and increase opportunity costs for orchards, providing incentives for converting orchard meadows to other, more profitable land uses.
