可分流康复机构的住院病人筛选方法与实证研究

目的 在我国积极推进分级诊疗的背景下，研制可准确测算大型医院内可分流至康复机构的的住院病人数量的方法。方法 基于华东某大型城市当地居民的就医基础数据进行方法学实证模拟，构建大型医院可分流至康复机构的住院病人数据库。结果 华东某大型城市可下沉至康复机构的人数为5.6万人次，总下沉床日数为55.4万床日，可节省费用11.7亿。结论 测算方法与结果受专家认可，可为当地政府合理利用床位资源、明确分级诊疗潜力和评价分级诊疗政策的实施效果提供科学性的支撑和参考。

Screening Methods and Empirical Study of Inpatients Who Can Flow to Rehabilitation Institutions

Objective To develop a method for accurately focusing and measuring the number of hospitalized patients who can flow to rehabilitation institutions in large hospitals under the background of actively promoting the tiered medical service system in China. Methods A case study was conducted based on the local medical data of the residents, which can be used to construct the inpatient database of the residents who can flow to rehabilitation facility from large local hospital database. Results The number of people who can sink to rehabilitation institutions in East China was 56,000 and the total number of subsidence beds was 554 000 days. The cost savings was 1.17 billion yuan. Conclusion The method and result are recognized by the experts, which can provide scientific support and reference for the local government to make reasonable use of medical resources, clear the potential of tiered medical service system and evaluate the implementation effect of the relevant hierarchical medical policy.
