二级及以上医疗机构公共卫生职能承担现况调查

目的 了解我国二级及以上医疗机构公共卫生职能的承担情况。方法 对4个省进行实地调研，对180家二级及以上医院进行问卷调查。结果 上报医疗机构对15项公共卫生职能的承担数为0.78，发文组与设置组承担数更高。各项公共卫生工作在医疗机构的开展情况不尽相同。院内公共卫生职能管理分散。结论 建议在二级及以上医院内部单独设置公共卫生科（处），统筹全院公卫工作，并对各级各类医疗机构的公卫职责进行重新划分。

Current Investigation of the Public Health Implementation in Level 2 and Above Hospitals in China

Objective To investigate the implementation of public health in level 2 and above hospitals in China. Method Conducting field research in 4 provinces and doing questionnaire survey in 180 level 2 and above hospitals. Result The number of 15 public health functions implementation in reported medical institutions was 0.78. The document groups and setting groups had a higher number in public health function implementation. The situation of the public health implementation in hospitals was different. The management of public health functions in hospitals was dispersed. Conclusion It is suggested to set independent public health department in level 2 and above hospitals to manage the public health work as a whole, and to divide the duties of the various medical institutions at all levels.
