Extended producer responsibility (EPR) is a policy approach that requires manufacturers to finance the costs of recycling or safely disposing of products consumers no longer want. This article describes the evolution of EPR policies in the United States, focusing on the role of states as policy actors. For their part, federal lawmakers have not embraced EPR policies except to remove some barriers to state‐level initiatives. In the two‐decade period from 1991 to 2011, U.S. states enacted more than 70 EPR laws. In addition, manufacturers have implemented voluntary programs to collect and recycle products, but those efforts have proven largely ineffective in capturing significant quantities of waste products. With the help of new coalitions of diverse interest groups, recently states have renewed efforts to establish effective EPR programs, enacting 40 laws in the period 2008–2011. The goal of this article is to contribute to the understanding of how the multiple, and sometimes conflicting, stakeholder perspectives and prevailing conditions (economic, geographic, etc.) in the implementation locality shape extended producer responsibility (EPR) “on the ground.” We provide an in‐depth examination of the implementation dimension of EPR in a specific case study by examining concrete activities at the operational front of the collection and recycling system, and probing the varying stakeholder preferences that have driven a specific system to its status quo. To this end, we conduct a detailed case study of the Washington State EPR implementation for electronic waste. We provide an overview of various stakeholder perspectives and their implications for the attainment of EPR policy objectives in practice. These findings shed light on the intrinsic complexity of EPR implementation. We conclude with recommendations on how to achieve effective and efficient EPR implementation, including improving design incentives, incorporating reuse and refurbishing, expanding product scope, managing downstream material flows, and promoting operational efficiency via fair cost allocation design. 相似文献

Business‐to‐business (B2B) electronics account for a significant volume of the electrical and electronic equipment (EEE) put on the market. Very little B2B waste electrical and electronic equipment (WEEE) is reported as collected in the European Union (EU) in compliance with the WEEE Directive, which uses the policy principle of extended producer responsibility (EPR) to ensure that WEEE is managed correctly. This presents a barrier to parties looking for access to the waste. Company practice dictates the channels into which B2B WEEE flows following primary use. This article presents a study that engaged with company actors directly to get a better understanding of business information technology (IT) EEE asset management. Data were collected to determine the barriers current practice could present to the collection of B2B IT EEE at end of life and the implications of these for the development of policies and strategies for EPR. A questionnaire was developed and data were gathered from organizations in three EU countries—the United Kingdom, Germany, and France—stratified by size. Some notable findings were that there are several routes by which end‐of‐life B2B WEEE can flow. The recycling and refurbishment of B2B IT units at end of use was shown to be commonplace, but it is likely that these units enter streams where they are not reported. The actors disposing of their units did not have information on the management or disposition of these streams. It is concluded that to achieve the goals of EPR for B2B IT WEEE, the networks and the operational practices of these streams need to be better understood when developing strategies and policies. 相似文献

Extended producer responsibility (EPR), which assigns significant responsibility to producers to take back their end‐of‐life products to create incentives for redesign of products with lower life cycle environmental impacts, has come to a crossroad facing a trade‐off between the original innovation‐oriented regime design and the cost‐efficiency challenges in practice. This is particularly true in its implementation in non‐Organization for Economic Co‐operation and Development (OECD) countries as they are trying to transplant the “best practices” from OECD countries, for there is increasing skepticism as to whether EPR is suitable for developing countries at all. As an important producer of electronic products and destination of electronic waste (e‐waste) flows in the world, China has been expected to play a vital role in the evolution of global governance based on the idea of EPR, either to create new ways for producers to perform their end‐of‐life strategies, or to reshape the mode of production and consumption with its fast‐growing market. However, the establishment of EPR in China has been long and full of difficulties. This article reviews the status and trends in the establishment of an EPR system for waste electrical and electronic equipment (WEEE) management in China. We use the framework of a multilevel perspective of transition theory in our analysis to characterize the complex interactions among various agents in the evolution of the Chinese system from initial innovation‐oriented design to the current efficiency‐oriented version. An ongoing research framework for evaluation of the EPR program in China is outlined as the research agenda in coming years. 相似文献

Listed and rare species are abundant in temporary freshwater habitats. Among them, the endemic contingent represents a crucial conservation target particularly in the areas characterized by abundant endemic flora for which the local administrations have a high level of responsibility. The aim of this research was to test how the endemic plants found in Mediterranean temporary ponds were represented in Natura 2000 network in a biodiversity hotspot of the Mediterranean region. The results of our research at regional scale pointed out that the existing Nature 2000 sites provide a limited degree of protection and that the gap analysis should be taken into account when conservation priorities are set. 相似文献

While in the context of western societies sperm is attributed with a wide range of meanings, in the context of assisted reproduction it has increasingly been treated as an alienable commodity. Yet despite attempts by medical professionals to encourage a disconnect between donors and their sperm, the latter continues in many instances to operate as a synecdoche for the former. This can be seen, for example, both in donor-conceived children's desire to know their donor and in donors' investments in the use of their sperm. This paper explores the latter example by providing a discourse analysis of the narratives of 30 Australian sperm donors, with a focus on how they accounted for the value and meaning of their sperm. Three broad themes are discussed: sperm as a marker of genetic legacy, responsibility for sperm as genetic material, and sperm as a “gift” to others. The implications of these understandings of sperm among donors are discussed in relation to outcomes for all parties involved in donor conception, and suggestions are made for recognizing the investments that donors may have in their sperm. 相似文献

目的:探究根据退行性脊柱侧凸患者症状选择不同手术方案的治疗效果。方法:随机选取我院2007年9月到2015年10月收治的退行性脊柱侧凸患者124例,根据症状不同分A组和B组。A组62例患者腰背痛,接受长节段矫形内固定术;B组62例患者下肢症状明显,接受责任节段减压内固术。治疗期间记录两组手术时间、术中出血量、固定节段数及腰前凸角度,于治疗前、治疗后1个月以及末次随访时腰椎侧凸处的Cobb角,并采用视觉模拟评分法(VAS)和Oswestry功能障碍指数(ODI)评价患者疗效。结果:A组手术时间、出血量、固定节段数及腰前凸角度显著高于B组(P0.05);治疗后和末次随访两组患者VAS评分、ODI指数及Cobb角均有明显好转(P0.05),两组治疗后和末次随访之间的差异无统计学意义(P0.05)。结论:退行性脊柱侧凸在治疗时需根据患者具体症状选择不同的手术方案,长节段矫形内固定术耗时长、术中出血量多,在治疗时应谨慎,预防相关并发症的发生。 相似文献

The health and wellness of an individual are reliant on the integrated effects of mind, body, and spirit. This triad is intricately set within a backdrop of the environment, our earth. Western cultures often disregard this holism, especially this fourth component, in its considerations of wellness as described by modern medicine. This practice is unlike that of many of the traditional cultures in the world. These cultures focus more on balance in the context of environmental respect. Varied cultures share remarkable similarities in their healing modalities, especially considering the relative isolation from one to another—evidence that there is truth to the healing knowledge they possess. We are not disconnected from the natural world in terms of health, but dependent and interconnected within ourselves and to everything around us. Social change is required to assure that the practice of modern medicine evolves to incorporate this integral aspect of health and wellness, and this can be done through partnerships with traditional healers.There is a growing demand for wellness and earthly responsibility. It is time to appropriately learn from age-old societies and their healing traditions for they do have answers we are seeking in sustainability and harmony, environmental stewardship and planetary respect, and holistic health. For thousands of years, our ancestors have known the secrets of long life—this knowledge needs to be preserved through the apprenticeship of future generations. We propose a collaboration that develops mutually beneficial learning partnerships combining modern medical knowledge with the wisdom of traditional healers around the world. 相似文献

Priorities in plant species conservation are often based on national Red Lists. In an international context, however, the
Red List status (threat) of a species within a limited territory may be misleading because the local disappearance of a species
may or may not have serious implications for its global persistence. A second important aspect to consider in species conservation
is therefore the responsibility of a country for the species, i.e. the importance of the conservation of local populations
for the persistence of the species worldwide. In this contribution, we assess the responsibility of Switzerland for its vascular
flora using three biogeographical criteria: (1) the Swiss portion of the species range (high responsibility for species with
a large fraction of the range in Switzerland), (2) the degree of endemism (high responsibility for species with a small total
range) and (3) the degree of isolation (high responsibility for isolated outposts, which may contain a large part of a species’
genetic variation). The three criteria were derived for each species from global and European distribution maps, and were
then combined to an overall index of responsibility. On this basis, 397 taxa for which Switzerland has an intermediate to
high international responsibility were identified. These are almost 15% of the whole vascular flora of Switzerland. Of the
397 taxa, 75% are endemic species of the Alps, and 48% are threatened taxa within Switzerland. The Responsibility List can
be used together with the Red List to set priorities in plant conservation or to identify areas of particular floristic value.
