Summary Ecosystem management often proceeds within the context of sub‐optimal relationships between ecologists and ecosystem managers, and management outcomes could be improved with greater collaboration between members of these disciplines. This paper identifies an ecosystem management problem resulting from the interaction between timber harvesting and browsing wallabies, and this case study is used to exemplify how ecological data and expertise can contribute to the process of ecosystem management. It is argued that appropriate use of existing ecological data, establishment of strategic new research and the implementation of management actions as experimental hypothesis tests can facilitate achievement of management objectives, but greater collaboration between ecologists and managers is required before this can occur. Reasons for sub‐optimal relationships are outlined, and the potential for structural change within large State‐run ecosystem management agencies to improve interactions between managers and ecologists is discussed.  相似文献

The commercial fishery for northern cod off Newfoundland has been closed since 1992. Since then, the recreational “food fishery”; has also been closed, as have the fisheries for many additional cod and other groundfish stocks. The Newfoundland fisheries had been commercially unviable for many years before the closures. This article records the federal and provincial governments’ financial outlays (expenditures, transfer payments to individuals, subsidies, net equity purchases, and net loans) on the fishery during the decade following 1981. Special emphasis is placed on the cost of the financial restructuring of the industry in the mid‐1980s, net unemployment insurance payments, and social overhead capital expenditures.  相似文献

This article provides an overview of dance education in schools in Singapore with regard to physical education, co-curricular activity, initiatives by the National Arts Council's Arts Education unit, and pre-tertiary and tertiary dance programs. In an effort to gain a better understanding of how well the official discourse and the reality of schooling in dance interconnect, a meta-analysis of published articles, conference papers, committee reports, and curricula was conducted. Situated within the larger sociocultural, political, and historical contexts, Singapore presents a curious case for probing the merits and limitations of research, policy initiatives, and policy implementation. In the conclusion, the author argues that the development of a coherent dance education in Singapore requires “fixing” three dilemmas—meritocratic schooling in dance, the ill-defined and exhaustive use of the term “talent,” and the uneven research that has not kept pace with the policy initiatives.  相似文献

目的 回顾并分析北京大学肿瘤医院2007—2016年间公派留学人员动态数列的变化趋势及特点,提出医院公派留学工作改进措施。方法 运用动态数列分析法中的绝对数、相对数,分析医院公派留学人员人数、性别、年龄、学历、职称等特征指标。结果 留学出国人员男女比例相近,31~35岁(37.19%)、博士研究生学历(87.60%)、副高级职称(47.93%),医师岗位出国人员(85.95%)、单位公派(95.04%)、出访国家美国(76.03%)、派出时间7~12个月(71.90%)构成比最高。留学人员特征指标增长速度呈现不同的变化趋势。结论 医院将从拓宽留学人员公派出国渠道;鼓励药、护、技岗位人员留学,缩短留学人员平台期;科学选拔派出人员,加强公派留学人员的精细化管理三个方面加强留学人员管理工作。  相似文献

HIV/AIDS has posed an increasingly serious issue in China. In recent years, Chinese government has taken further intensified efforts to combat HIV/AIDS with high-level political commitment, supportive policy development, increased financial allocation, large-scale of government-led initiatives, expanded international cooperation and great involvement of non-governmental organizations. Meanwhile gaps and challenges coexist impacting the implementation and the results of national HIV/AIDS programs. Thus, further government efforts are needed to improve and tailor the actions to meet the requirement of HIV/AIDS control in China. Summary An exploratory study of landholders in the central wheatbelt of Western Australia provides a useful snapshot of values, uses, management, information sources and requirements of landholders in relation to remnant native vegetation in agricultural landscapes. Landholders valued their remnant vegetation for ecological, aesthetic, functional and community reasons. Most actively managed it for nature conservation, although almost half grazed stock in their remnants. In terms of information sources and needs, the most widely used sources were Community Landcare Coordinators, other landholders and government departments. Landholders wanted hydrological, weed control and biodiversity information, plus a suite of other information. A third of landholders were characterized as having a broad, ecosystem‐based awareness compared to the other two‐thirds who had a more limited, site‐based awareness. Each group had different information needs. These findings have clear implications for information provision to landholders.  相似文献

Comparative information on the composition and diversity in tree species associations in Miombo woodland is limited. This study assessed how tree species associations across forest reserves of Miombo woodland in Malawi varied in composition and diversity concerning site factors and resource use disturbances under co‐management versus government management. Eighty nested circular plots, randomly selected in ArcGIS, were sampled to record stem diameter at breast height (DBH) of tree species: 0.04 ha for stems 5–29.9 cm DBH and 0.16 ha for stems ≥30 cm DBH. The recorded 109 tree species grouped into communities and 14 sub‐communities, using stem counts by species in TWINSPAN analysis. Sub‐divisions to level 5 showed eigenvalues ≥0.3, symbolising the stability of sub‐divisions. North/South sub‐divisions related to site factors; historical/current resource use influenced differences at levels 3–5. Species importance differed, indicating few important species in each sub‐community. Brachystegia and Julbernardia species showed importance across sub‐communities while Uapaca sansibarica in government management. Disturbances stimulated high species diversity. Recommendations include the need for a policy review towards group‐felling mature stands to stimulate regeneration and selective thinning of suppressed stems in stand development stages to maintain species diversity, productive recovery, diverse resource use value, and monitoring of harvesting impacts.  相似文献

Abstract

In the interface between national and local levels of UK government, narratives of place are made to fit particular tropes of ‘success’ or ‘failure’ at multiculturalism. Thinking through ‘community cohesion’ policy in England between 2001 and 2010, this article shows how (reputations of) relative success at ‘living together with difference’ become a medium through which local government practitioners negotiate the space between national and local priorities, needs and ambitions, by examining how practitioners in English local authorities negotiate narratives of ‘failed multiculturalism’ associated with the places they work and, in doing so, how they re-inscribe or subvert local reputations and their ‘elsewheres’.  相似文献
