ABSTRACT

While policy formation frameworks are commonly used to understand public policy developments, scholars rarely have used them to reflect on arts education policies. Such analysis is important because it can assist both in identifying the genesis of past policies, including who the important actors are, how issues are framed and problematized, and how specific solutions are designed, as well as how to interpret unfolding policies. In this article, I review three prominent policy frameworks: Kingdon's “multiple streams framework,” Sabatier and Jenkins-Smith's “advocacy coalition framework,” and Baumgartner and Jones' “punctuated equilibrium framework.” After reviewing the frameworks, I address the following questions: (a) How would these conceptual frameworks predict arts education policy development to proceed? (b) How would these conceptual frameworks explain constituents and coalitions that affect the arts education policy sphere? (c) How would these conceptual frameworks illuminate precipitating events that drive the policy development process? I apply the frameworks to several instances of arts education policy development, including the formal designation of the arts as a core subjects under the Goals 2000: Educate America Act of 1994 (P.L. 103-227), the development of the 2014 National Core Arts Standards, and music's enumeration in the Every Student Succeeds Act of 2015. Because these three policy issues differ in important ways, they can help to illuminate the breadth of arts education policy.  相似文献

Synthetic biology (SynBio) is a global endeavour with research and development programs in many countries, and due (in part) to its multi-use characteristics it has potential to improve global health in the area of vaccine development, diagnostics, drug synthesis, and the detection and remediation of environmental toxins. However, SynBio will also concurrently require global governance. Here we present what we have learnt from the articles in this Special Issue, and the workshop we hosted in The Hague in February of 2012 on SynBio, global health, and global governance that generated many of the papers appearing here. Importantly we take the notion of ‘responsible research and innovation’ as a guiding perspective. In doing so our understanding of governance is one that shifts its focus from preventing risks and other potential negative implications, and instead is concerned with institutions and practices involved in the inclusive steering of science and technology towards socially desirable outcomes. We first provide a brief overview of the notion of global health, and SynBio’s relation to global health issues. The core of the paper explores some of the dynamics involved in fostering SynBio’s global health pursuits; paying particular attention to of intellectual property, incentives, and commercialization regimes. We then examines how DIYbio, Interactive Learning and Action, and road-mapping activities can be seen as positive and productive forms of governance that can lead to more inclusive SynBio global health research programs.  相似文献

The purpose of this Research Note is to offer an analysis of the goals and achievements of former President Clinton's Initiative on Race from its announcement in June 1997 through spring 2000. This Initiative was the first attempt in nearly thirty years by a United States' President to seriously and systematically address the issue of "race". Three conclusions emerge: first, the Clinton Race Initiative accomplished more than most social scientists and the public are aware of; second, the Initiative is incomplete because the President has not released his own proposed book-length analysis on race; and, third, a number of structural and political factors significantly limited the "success" of the Initiative.  相似文献

European Union (EU) Member States have agreed to limit their greenhouse gas (GHG) emissions from sectors not covered by the EU Emissions Trading Scheme, including emissions from agricultural sector. The aggregated GHG emission rate (i.e. t CO2 eq. from agricultural sector per country) is commonly used to measure the overall size of agriculture’s influence on climate. And indeed, since 2005, EU has managed to decrease its aggregated GHG emissions by 3.1%. However, the question is—does that mean that EU’s agriculture has become less emission intensive? This paper answers the question by providing a different perspective for the assessment and comparison of the agricultural GHG emissions in 28 EU Member States. It is done by applying three different approaches, including creation of derived indicators and application of multi-criteria analysis (TOPSIS), which is a novel approach for comparison of agricultural GHG emission mitigation performance. The results show that each EU Member State performs very differently in emission intensities. Even more, the emission intensity results show an alarming tendency of increase in most of the EU Member States, which indicates that the measured changes in aggregate agricultural GHG emission rates are misleading. Therefore, the paper suggests reconsidering the policy targets for GHG emission limits.  相似文献

Autism spectrum disorder (ASD) is a complex neurodevelopmental disorder that affects social interactions and communication. The prevalence of ASD has risen dramatically in recent years, but the underlying factors leading to this rise are not clear. In this paper, we test whether changes in state-level educational policy that impact school-level resources are associated with the rise in ASD diagnostic prevalence. Early identification of ASD can improve an array of outcomes for children, and school systems play an important role with identification of the condition. It is plausible that children attending schools with better resources from state governments are more likely to receive an ASD diagnosis and presumably appropriate services. We focus on one educational policy in particular, state-level rewards, which consist of a monetary transfer from state governments to school districts. To test the impact of educational rewards on ASD diagnosis, we rely on policy variation across states and time and estimate both two-way fixed effects (TWFE) models alongside recently advanced methods in the difference-in-differences (DiD) literature. Under a baseline TWFE specification we estimate that rewards policies are associated with a 18.46% increase in ASD diagnosis. Further, using DiD methods that account for bias in settings of differential policy timing, we find that the magnitude of the effect increases to 24.8%. We believe these findings to be suggestive evidence that educational rewards policies improved the likelihood of detection and diagnosis of ASD.  相似文献

Agricultural land abandonment is one of the main drivers of land use change, leading to various responses of farmland ecological communities. In an effort to better understand the effect of agricultural land abandonment on passerine bird communities, we sampled 20 randomly selected sites [1 km × 1 km] in remote Greek mountains, reflecting an abandonment gradient, in terms of forest encroachment. We sampled 169 plots using the point count method of fixed distance (47 passerine species), and we investigated bird diversity and community structure turnover along the gradient. We found that grazing intensity has a beneficial effect hampering forest encroachment that follows progressively land abandonment. Habitat composition changes gradually with forests developing at the expense of open meadows and heterogeneous grasslands. Forest encroachment has a significant negative effect on bird diversity and species richness, affecting in particular typical farmland and Mediterranean shrubland species. Birds form five distinct ecological clusters after land abandonment: species mostly found in pinewoods and cavity-dwelling species; species that prefer open forests forest edges or ecotones; species that prefer shrubland or open habitats with scattered woody vegetation; Mediterranean farmland birds that prefer semi-open habitats with hedges and/or woodlots; and, generalist forest-dwelling or shrubland species. We extracted a set of 22 species to represent the above ecological communities, as a new monitoring tool for agricultural land use change and conservation. We suggest that the maintenance of rural mosaics should be included in the priorities of agricultural policy for farmland bird diversity conservation.  相似文献

Three international stakeholder meetings were organized by The Netherlands-based "Kluyver Center for Genomics of Industrial Fermentation" with the objective to identify the future societal issues in the field of industrial biotechnology and to develop a coordinated strategy for public dialogue. The meetings resulted in five unanimous recommendations: (i) that science, industry and the European Commission in conjunction with other stakeholders create a comprehensive roadmap towards a bio-based economy; (ii) that the European Commission initiate a series of round-table meetings to further articulate the views, interests and responsibilities of the relevant stakeholders and to define policy; (iii) that the development of new innovative communication activities is stimulated to increase public engagement and to discuss the ways that we do or do not want technologies to shape our common future; (iv) that further social studies are undertaken on public attitudes and behaviors to the bio-based economy and that novel methods are developed to assess public views of future technological developments; and (v) that the concept of sustainability is further operationalized and taken as a core value driving research and development and policy making.  相似文献

Human-wildlife coexistence is a pressing worldwide concern with significant impacts on biodiversity conservation and sustainable development. Despite the growing interest in coexistence research and practice, recent analytical attention remains fragmented, inconsistent, and of questionable practical use. To address this, we draw on the integrative framework of policy sciences to clarify coexistence concepts. The term “coexistence” is currently used with various interpretations, such as a desirable state, a factual occurrence, or a conservation approach. We adopt the classical ecological definition of coexistence and view human-wildlife coexistence as a multispecies social process that involves diverse interactions between human and non-human actors. We propose a typology of coexistence that can be applied to human-wildlife and human-human interactions across different contexts. We categorize the factors that condition coexistence into two groups: the behavioral predispositions of actors, which we conceptualize as a physical-physiological-psychological complex, and the environmental circumstances of interactions, which we conceptualize as a natural-social-cultural nexus. These interactions involved in coexistence are characterized by impermanence and inter-determination. We use the example of human-snow leopard interactions on the Tibetan Plateau in China to illustrate our points. To better understand and address coexistence challenges, we recommend that conservationists take an integrative approach that is problem-oriented, contextual, self-reflective, and multi-method.  相似文献

Organic farming has often been suggested as a way of increasing biodiversity in agricultural landscapes, but literature reports a variable success. The drivers in play are multi-factorial and include the particular species groups under consideration, the precise form of organic management, the landscape structural and management context, the area and scale considered, and the historical context. Here ALMaSS, a comprehensive agent-based model simulation system, was used to produce an assessment of the impact of organic and conventional farm types, landscape structure, and management context for six common agricultural wildlife species. ALMaSS outputs can be expressed as a simple index of relative change in abundance and distribution, allowing easy comparison between scenarios. Results indicate that organic farming generally had a beneficial effect, but the degree was variable with all factors considered and there were strong interactions between factors. Targeted managements provided much greater impacts than changes in farm types. Predictions of biodiversity impacts depended on precise inputs, underlying both the view of this system as being complex, and the necessity for detailed knowledge. However, this combination of detailed modelling platform with a simple index of impact provides an easily interpreted method for objective evaluation of impacts of potential policy scenarios.  相似文献
