Levels of transaction costs in community‐based forest management (CBFM) in four communities adjacent to the Ambangulu mountain forests of the north‐east of Tanzania were assessed through questionnaire responses from 120 households. Costs and benefits of CBFM to the rich, medium and poor groups of forest users were estimated. Costs of CBFM were participation in forest monitoring and time spent in meetings. Benefits included forest products consumed at household level. Transaction costs relative to benefits for CBFM were found to be higher for poorer households compared with medium income and richer households. Higher income groups obtained the most net benefits followed by medium and poorer households. Community involvement in forest management may lower the transaction costs incurred by government, but a large proportion of these costs are borne by poorer members of the community. Transaction costs are critical factors in the success or failure of CBFM and need to be incorporated into policies and legislation related to community‐based natural resource management.  相似文献

The Rubeho Mountains are a poorly studied mountain block within the Eastern Arc Mountain range of Tanzania and Kenya. We present the results of field surveys for vertebrates undertaken during the period February 2000 to December 2002. One hundred and twelve man‐days of surveys recorded 35 mammal, 107 bird, ten reptile and nine amphibian species, including eleven species endemic and seven near‐endemic to the Eastern Arc, with one species new to science. Of these, nine species are regarded as threatened with extinction. The new survey data significantly elevate the biological importance of the Rubehos within the Eastern Arc range. Further analyses highlight how the overall biological ranking of the Eastern Arc mountain blocks is correlated with survey effort. The majority of the forest habitat on the Rubehos is contained in three national (Central Government) Forest Reserves (Mang'alisa, Mafwomero and Ukwiva). Our surveys recorded high levels of disturbance to the forest habitat in all three reserves and we draw attention to the need for additional conservation investment in this area.  相似文献

A new species of sengi, or elephant-shrew, is described. It was discovered in the northern Udzungwa Mountains of Tanzania in 2005. Sengis (Order Macroscelidea, super-cohort Afrotheria) include four genera and 15 species of mammals that are endemic to Africa. This discovery is a significant contribution to the systematics of this small order. Based on 49 camera trap images, 40 sightings and five voucher specimens, the new sengi is diurnal and distinguished from the other three species of Rhynchocyon by a grizzled grey face, pale yellow to cream chest and chin, orange-rufous sides, maroon back and jet-black lower rump and thighs. The body weight of the new species is about 700 g, which is 25–50% greater than any other giant sengi. The new Rhynchocyon is only known from two populations that cover about 300 km2 of montane forest. It has an estimated density of 50–80 individuals km−2. This discovery has important implications for the conservation of the high biodiversity that is found in the forests of the Eastern Arc Mountains.  相似文献

Agricultural expansion has resulted in both land use and land cover change (LULCC) across the tropics. However, the spatial and temporal patterns of such change and their resulting impacts are poorly understood, particularly for the presatellite era. Here, we quantify the LULCC history across the 33.9 million ha watershed of Tanzania's Eastern Arc Mountains, using geo‐referenced and digitized historical land cover maps (dated 1908, 1923, 1949 and 2000). Our time series from this biodiversity hotspot shows that forest and savanna area both declined, by 74% (2.8 million ha) and 10% (2.9 million ha), respectively, between 1908 and 2000. This vegetation was replaced by a fivefold increase in cropland, from 1.2 million ha to 6.7 million ha. This LULCC implies a committed release of 0.9 Pg C (95% CI: 0.4–1.5) across the watershed for the same period, equivalent to 0.3 Mg C ha?1 yr?1. This is at least threefold higher than previous estimates from global models for the same study area. We then used the LULCC data from before and after protected area creation, as well as from areas where no protection was established, to analyse the effectiveness of legal protection on land cover change despite the underlying spatial variation in protected areas. We found that, between 1949 and 2000, forest expanded within legally protected areas, resulting in carbon uptake of 4.8 (3.8–5.7) Mg C ha?1, compared to a committed loss of 11.9 (7.2–16.6) Mg C ha?1 within areas lacking such protection. Furthermore, for nine protected areas where LULCC data are available prior to and following establishment, we show that protection reduces deforestation rates by 150% relative to unprotected portions of the watershed. Our results highlight that considerable LULCC occurred prior to the satellite era, thus other data sources are required to better understand long‐term land cover trends in the tropics.  相似文献

The phylogenetic relationships of microhylid frogs are poorly understood. The first molecular phylogeny for continental African microhylids is presented, including representatives of all subfamilies, six of the eight genera, and the enigmatic hemisotid Hemisus. Mitochondrial 12S and 16S rRNA sequence data were analysed using parsimony, likelihood and Bayesian methods. Analyses of the data are consistent with the monophyly of all sampled subfamilies and genera. Hemisus does not nest within either brevicipitines or non-brevicipitines. It is possibly the sister group to brevicipitines, in which case brevicipitines might not be microhylids. Phrynomantis and Hoplophryne potentially group with non-African, non-brevicipitine microhylids, in agreement with recent morphological and molecular data. Within brevicipitines, Breviceps is recovered as the sister group to a clade of Callulina+Spelaeophryne+Probreviceps. The relationships among the genera within this latter clade are unclear, being sensitive to the method of analysis. Optimal trees suggest the Probreviceps macrodactylus subspecies complex might be paraphyletic with respect to P. uluguruensis, corroborating preliminary morphological studies indicating that P. m. rungwensis may be a distinct species. P. m. loveridgei may be paraphyletic with respect to P. m. macrodactylus, though this is not strongly supported. Some biogeographic hypotheses are examined in light of these findings.  相似文献

An approach to assessing the environmental outcomes and changes in peoples’ livelihoods resulting from landscape-scale conservation interventions was developed for three locations in Africa. Simple sets of performance indicators were developed through participatory processes that included a variety of stakeholders. The selection of indicators was designed to reflect wider landscape processes, conservation objectives and as local peoples’ preferred scenarios. This framework, combined with the use of social learning techniques, helped stakeholders develop greater understandings of landscape system dynamics and the linkages between livelihood and conservation objectives. Large scale conservation and development interventions should use these approaches to explore linkages and improve shared understanding of tradeoffs and synergies between livelihood and conservation initiatives. Such approaches provide the basis for negotiating and measuring the outcomes of conservation initiatives and for adapting these to changing perspectives and circumstances.  相似文献

Monitoring landscape carbon storage is critical for supporting and validating climate change mitigation policies. These may be aimed at reducing deforestation and degradation, or increasing terrestrial carbon storage at local, regional and global levels. However, due to data-deficiencies, default global carbon storage values for given land cover types such as ‘lowland tropical forest’ are often used, termed ‘Tier 1 type’ analyses by the Intergovernmental Panel on Climate Change (IPCC). Such estimates may be erroneous when used at regional scales. Furthermore uncertainty assessments are rarely provided leading to estimates of land cover change carbon fluxes of unknown precision which may undermine efforts to properly evaluate land cover policies aimed at altering land cover dynamics. Here, we present a repeatable method to estimate carbon storage values and associated 95% confidence intervals (CI) for all five IPCC carbon pools (aboveground live carbon, litter, coarse woody debris, belowground live carbon and soil carbon) for data-deficient regions, using a combination of existing inventory data and systematic literature searches, weighted to ensure the final values are regionally specific. The method meets the IPCC ‘Tier 2’ reporting standard. We use this method to estimate carbon storage over an area of33.9 million hectares of eastern Tanzania, reporting values for 30 land cover types. We estimate that this area stored 6.33 (5.92–6.74) Pg C in the year 2000. Carbon storage estimates for the same study area extracted from five published Africa-wide or global studies show a mean carbon storage value of ∼50% of that reported using our regional values, with four of the five studies reporting lower carbon storage values. This suggests that carbon storage may have been underestimated for this region of Africa. Our study demonstrates the importance of obtaining regionally appropriate carbon storage estimates, and shows how such values can be produced for a relatively low investment.  相似文献
