‘Public diplomacy’ is a term increasingly used among policy makers and academics, yet its meaning is ambiguous and contested. Advocates proclaim it as a new approach to statecraft entailing a participatory approach of shared meaning‐making between politicians and the public markedly different from the elitist, Machiavellian inter‐governmental practices of traditional (‘Westphalian’) diplomacy. The European Union (EU) has embraced these ideals, proclaiming public diplomacy a cornerstone of European external relations policy. We examine these claims in the context of the EU's delegations to Australia and New Zealand. Using three ethnographic case studies, we highlight discrepancies between official discourses on public diplomacy and its practice. The participatory ideals of EU public diplomacy, we argue, are undermined by the EU's preoccupation with image and branding, public relations and marketing techniques, and continuing reliance on traditional ‘backstage’ methods of diplomacy. We conclude by outlining the implications of these paradoxes for both anthropological research and EU external relations.  相似文献

ABSTRACT Membership in scientific societies is an avenue wildlife professionals may use to maintain and enhance their professional capabilities. We studied factors influencing United States Fish and Wildlife Service (USFWS) and United States Geological Survey (USGS) biologists’ membership in scientific societies in general and The Wildlife Society (TWS) in particular. We conducted an internet census survey of 3,755 USFWS professionals and 932 USGS Biological Resource Division professionals. The survey collected data on membership and participation in scientific societies as well as other variables that we theorized could influence membership. We used logistic regressions to identify factors correlated with the membership of wildlife biologists in TWS. A greater proportion of USGS biologists (90.2%) than USFWS biologists (51.8%) were members of scientific societies, and the likelihood of wildlife biologists belonging to TWS was higher in USGS. Factors most consistently correlated with membership in TWS included minimal external constraints (e.g., family responsibilities and costs), supervisor support for membership, and membership of friends, peers, and supervisors in scientific societies. Our results suggest that membership in scientific societies is heavily influenced by the organizational culture of employing agencies. Agencies seeking to increase their employees’ membership, and thus benefits from participation, in scientific societies will be most successful if they create a culture in which involvement in scientific societies is expected and in which peers and supervisors also participate.  相似文献

A distributional survey of the large branchiopod crustaceans of the rice paddies of Shiga Prefecture, Japan, was conducted by the Lake Biwa Museum in May and June of 1999 and 2000. Collecting kits were issued to over 100 lay Field Reporters, who returned all samples, usually dried, to the museum for processing. Their 242 species-lots were augmented by 146 from Grygier, 46 from Ida, and 41 from other museum staff. Apart from this survey, 50 additional records in 1997–2000 were also taken into account. Seven species were recorded in the prefecture's southern half: Branchinella kugenumaensis (Ishikawa), Caenestheriella gifuensis (Ishikawa), and Lynceus biformis (Ishikawa) with wide distributions; Triops longicaudatus (LeConte) and Leptestheria kawachiensis Uéno limited to paddy areas around the south end of Lake Biwa; and Eulimnadia sp. mostly in remnant paddy areas threatened with urban development in Otsu city, with Triops granarius (Lucas) at a single such site in Otsu. In the prefecture's northern half, only B. kugenumaensis and C. gifuensis occurred to a limited degree. Possible reasons for these differences are discussed. Data pertaining to species co-occurrence and occurrence relative to the ongoing program of paddy field consolidation in the prefecture are presented and discussed. Success of the survey was due to the use of Field Reporters, who were able to provide a high degree of coverage of the study area, as well as the clearly defined habitat, the low number and easy recognizability of species, and the collection of voucher material from all sites. Conservation-related results included the listing of Eulimnadia sp. as a `rare' species by Shiga Prefecture.  相似文献

In the past few decades, Latin America has encountered two related developments that are transforming indigenous peoples' ownership, use, and management of land and resources. The first has been a wave of political organizing among indigenous communities. International linkages, national and regional confederations, and local, intercommunal organizations have proliferated across Central and South America. Secondly, there has been a swift rise in the number and influence of nongovernmental organizations (NGOs), which have brought unprecedented financial support and political leverage to the struggles of indigenous people. This paper examines development, natural resource management, and ecopolitics in the Chiquitano communities of Lomerio in the Bolivian lowlands. I discuss the impact of NGO and government policies and practices on Chiquitano political organization, and present examples of political agency on the part of the Chiquitanos, and features of the structural conditions that frame relations among the different groups.  相似文献

The spectral (UV-Vis and IR) and electrochemical behavior of the nitrile bonded complexes [Ru(NH3)5L]2+ (L = 1,4-dicyanobenzene (1,4-dcb), 1,2-dicyanobenzene (1,2-dcb)), [Ru(NH3)5(NHC(OH)-bz-4-CN)]3+, [Ru(NH3)5(NHC(O)-bz-2-CN)]2+ and [Ru(NH3)5(NH(C)NHC(O)bz)]3+ (NH(C)NHC(O)-bz = 3-imino-1-oxo-isoindoline) are described. Oxidation of [Ru(NH3)5L]2+, at 0 ? pH ? 6, is followed by hydrolysis of the coordinated nitrile to give amide complexes in which the amide is through the nitrogen, with pH-dependent rate constants. The estimated values of the rate constant of hydrolysis (kobs) at 25 °C are 2.9 × 10−3 s−1 for [Ru(NH3)5(1,4-dcb)]3+ and 5.6 × 10−3 s−1 for [Ru(NH3)5(1,2-dcb)]3+ at pH 4.65. Reduction of [Ru(NH3)5(NHC(O)-bz-4-CN)]2+ and [Ru(NH3)5(NHC(O)-bz-2-CN)]2+ is followed by two reactions, one is an aquation forming [Ru(NH3)5(OH2)]2+ and free ligand, and the other an intramolecular linkage isomerization forming [Ru(NH3)5(NC-bz-4-NH2C(O))]2+ and [Ru(NH3)5(NC-bz-2-NH2C(O))]2+. The oxidized1,2-cyanobenzamide complex [Ru(NH3)5(NHC(OH)-bz-2-CN)]3+ undergoes an amide to nitrile intramolecular linkage isomerization, followed by a cyclization reaction resulting in [Ru(NH3)5(NH-(C)(HN-C(O)-2-bz))]3+ ((NH-(C)(HN-C(O)-2-bz)) = 3-imino-1-oxo-isoindoline bonded through the exocyclic nitrogen) (pKa = 4.3). The rates of these reactions, which occur with neighboring group participation, increase with acidity. The reduced form, [Ru(NH3)5(NH-(C)(HN-C(O)-2-bz))]2+, is relatively substitution inert.  相似文献

Ethno-religious community organizations in Western countries have often been described as being disconnected from mainstream society, and Muslim community groups have been a special focus of such critique. This article offers a counter-narrative to these widespread allegations. It draws on a synthesis of emerging research on the citizenship-enhancing effects of mosque involvement and on an explorative study involving thirty in-depth interviews with civically active Muslims in Australia and Germany. The article examines the potential of Muslim community organizations to mobilize their member into performing their citizenship through civic and political participation. It offers empirical evidence that many Muslim community organizations, rather than promoting social segregation, act as accessible entry point for Muslims’ civic participation, facilitate cross-community engagement and provide gateways to political involvement. These civic potentials of Muslim community organization have remained underestimated in the public and political discourse on cohesive societies and healthy democracies.  相似文献

The persistence of violence over the past several decades coupled with the explosive growth of intersectionality as a form of critical inquiry and praxis suggest that the connections between violence, intersecting power relations and political resistance remain highly salient. In this commentary, I ask, in what ways might continuing to focus on violence illuminate the connections between intersecting systems of power and on the contours of political resistance? To address this question, I revisit two themes in “The Tie That Binds: Race, Gender and US Violence”, namely, (1) how conceptualizing violence as a saturated site of intersecting power relations contributes to analyses of political domination and (2) how attending to the analyses and actions of African American women and similarly subordinated groups deepens understandings of flexible solidarity as a core feature of transversal politics.  相似文献

Long-term and locally-based public education programs are essential in supporting conservation initiatives for horseshoe crab protection, particularly in Asia, where their populations have been largely exploited for food and biomedical applications. However, the implementation of such conservation initiatives can be difficult due to a community’s ingrained apathy towards the environment. In addition, the effectiveness of similar education programs to engage the community in conservation work has rarely been assessed. We described the implementation strategies of a conservation education program in Hong Kong, with the objective to improve the community’s awareness, engagement and environmental attitudes towards the conservation of Asian horseshoe crabs. This study evaluated the program’s outreach, outcomes and impacts between 2009 and 2016. By raising laboratory-cultured juvenile horseshoe crabs at local secondary schools, this long-term conservation education program succeeded in enhancing students’ knowledge on the biology and ecology of horseshoe crabs, as well as promoting positive attitudes and behaviors towards relevant conservation issues. Lessons and recommendations derived from this program can serve as guidance for similar campaigns in other places.  相似文献

The results of an analysis of the viewpoints of Celestún community members regarding the Ría Celestún Biosphere Reserve, Mexico, are used as the basis for recommendation to improve the community/natural protected area (NPA) relationship. Participant observation was used to record the opinions of 80 people (8–83 years of age) between April and August 2002. Twenty semistructured interviews were held with local young people randomly selected from the participant observation group and their fathers; one interview was held with a municipal officer. Results indicate that the informants perceived a lack of communication between community members and the Reserve concerning its objectives and action areas, minimal community participation in Reserve regulation development, an absence of alternative productive activities and unjustified restriction of natural resources. These perceived conditions can potentially generate conflict between the community and the Reserve administration, preventing fulfillment of the Reserve’s environmental protection mission and negatively affecting community welfare. It is suggested that communication between the Reserve and the community be mutual and free-flowing, that Reserve objectives be identified in conjunction with the community, that community members be included in Reserve activities and administration, that interdisciplinary teams be formed to encourage communication and participation and that alternative productive activities be developed. Particular emphasis is placed on the need to listen to and address the concerns of young people because they will define the community/Reserve relationship in the near future.

In (1-->3)-glucosylation the glycosyl bond originally present in either donor or acceptor is shown to control the stereoselectivity of the forthcoming bond, i.e., the newly formed glycosidic linkage has the opposite anomeric configuration of that of either the donor or acceptor. Therefore, with alpha-(1-->3)-linked disaccharides with nonreducing ends that have the 3-OH free as the acceptor and an acetylated glucosyl trichloroacetimidate as the donor, or with an alpha-(1-->3)-linked acetylated disaccharide trichloroacetimidate as the donor and a glucoside with 3-OH free as the acceptor, beta-linked trisaccharides were obtained. Meanwhile, with beta-(1-->3)-linked disaccharides that have nonreducing ends with the 3-OH free as the acceptor and an acetylated glucosyl trichloroacetimidate as the donor, or with a beta-(1-->3)-linked acetylated disaccharide trichloroacetimidate as the donor and a glucoside with the 3-OH free as the acceptor, alpha-linked trisaccharides were obtained in spite of the C-2 neighboring group participation.  相似文献
