改革开放以来,中国经济迅猛发展,但大气污染等环境问题日益突出。进入21世纪,我国通过颁布实施多项大气污染防治政策,将京津冀及周边地区、长三角地区、珠三角地区等大气污染较严重的区域划定为重点区域,针对性制定治污措施和实施减排工程,努力推动区域环境空气质量改善。基于2000-2019年我国31个省(自治区、直辖市)(以下简称31个省份)GDP,以及SO2、PM10、NO2三项大气污染物浓度数据,利用环境库兹涅茨曲线(EKC,Environmental Kuznets Curve)模型,对31个省份和京津冀及周边地区、长三角地区、珠三角地区的经济增长情况、大气污染物浓度演变以及二者之间的关系进行了系统全面的分析评估。研究结果显示:(1)近年来实施的各项大气污染防治政策,特别是2013年以来颁布实施的《大气污染防治行动计划》《打赢蓝天保卫战三年行动计划》,推动环境空气质量改善的同时,促进了经济发展与环境保护长期关系协调性逐步增强,除NO2浓度呈U型外,31个省份SO2浓度、PM10浓度与人均GDP的EKC曲线呈倒U型和倒N型,并处于快速下降阶段。(2)京津冀及周边地区SO2浓度与人均GDP呈倒U型,且处于快速下降阶段;PM10和NO2浓度均呈现U型关系,且均处于上升期。(3)长三角地区SO2、PM10浓度与人均GDP呈现倒U型和U型,但均处于下降阶段;NO2浓度与人均GDP无相关关系。(4)珠三角地区SO2、PM10和NO2浓度与人均GDP均呈现倒U型关系,且均处于下降阶段。为此,建议"十四五"期间我国政府要继续实施新一轮的大气污染防治行动计划,聚焦机动车NOx污染管控,大力推动NO2浓度稳步下降,以实现我国环境空气质量持续改善,为统筹经济高质量发展和生态环境高水平保护奠定坚实基础。  相似文献

Age-associated loss of tissue function and several chronic diseases may derive in part from the cumulative effects of subtle changes in the level of apoptotic cell death. Because apoptosis is rapid and undetectable once complete, small changes in its incidence are difficult to detect, even in well-controlled cell cultures. We describe a new apoptosis assay that provides greater sensitivity than conventional assays because it measures the accumulation of apoptotic cells. Human and mouse fibroblasts and human mammary epithelial cells that initiated apoptosis were preserved for 3 days by inhibiting caspase activity using the chemical inhibitor Q-VD-OPH (QVD). Cells suspended in the process of apoptosis were scored by immunostaining for cytochrome c, which redistributed from mitochondria in healthy cells to the cytoplasm in dying cells. This caspase-independent cytochrome c release (CICR) assay was more sensitive than several conventional assays when apoptosis was induced by actinomycin D, and detected cumulative background levels of apoptosis over a 3-day interval. Using this assay, we show that normal fibroblasts undergo very little apoptosis upon X-irradiation, indicating dominance of the senescence response in this cell type. Further, apoptosis increased subtly but measurably when human mammary epithelial and skin fibroblast cells entered crisis, indicating that cell death during crisis is largely non-apoptotic.  相似文献

A production process for B. thuringiensis (Bt) bioinsecticides was designed in detail, including alternative batch, low-density fed-batch (LDFB), and high-density fed-batch (HDFB) fermentation configurations. Capital and operating costs, as well as profitability based on simple rate of return, were performed using a purpose-written FORTRAN program, explicitly analyzing production of a water-based flowable product used in forestry applications.The total capital cost was 18 million dollars (Canadian dollars) for a stand-alone plant with base-scale capacity of 3 x 10(7) billion international units (BIU)/year. Raw material costs amounted to 1.5 million dollars yearly, of which approximately half was for formulation ingredients. Per-unit production cost rose sharply for scales of less than 1 x 10(7) BIU/year, but was little affected by scale above 3 x 10(7) BIU/year. Product cost was much lower at all scales for a LDFB as opposed to batch fermentation process, but HDFB gave relatively little additional cost benefit. Profitability analysis performed by co-varying scale and selling price showed that break-even occurred at a price of 0.45 dollars/BIU for a batch process at base scale, while with LDFB fermentation the same production volume sold at 0.35 dollars/BIU gave a 12% rate of return. Since the assumed base scale would represent 8-15% of current world Bt bioinsecticide production, based on value or volume, it was concluded that profitability would require some or all of the following elements: targeting higher-value markets such as disease vector control, in addition to forestry; a potentially lower plant capacity (although at least 1 x 10(7) BIU/year;) and coproduction of other large-volume microbial products to absorb capacity and match bioinsecticide output to market demand.  相似文献

This study estimates the economic costs associated with childhood diseases and disabilities attributable to environmental contaminants in Washington State, USA, including asthma, cancer, lead exposure, birth defects, and neurobehavioral disorders. The estimates are based on “cost of illness” models that include direct healthcare costs and indirect costs. The estimates are also based on an “environmentally attributable fraction” model which quantifies the proportions of each disease or disability that can reasonably be attributed to environmental contaminants. The study concludes that the annual cost of selected childhood diseases and disabilities attributable to environmental contaminants in Washington State is $1875 million in 2004 $, comprising $310.6 million in direct healthcare costs and $1565 million in indirect costs, and with a range of $1600–$2200 million a year. These estimates are consistent with other studies. Like the previous studies, a significant proportion of the estimated costs can be attributed to lead exposure. This estimate is equivalent to about 0.7% of the total Washington Gross State Product, and the estimated direct healthcare costs are equivalent to at least 0.2% of the total Washington State health expenditures. These costs could be lessened or prevented if exposures to environmental contaminants were reduced or eliminated. This study argues for the need for an ecosystem approach to human health in which the condition of the environment, in terms of exposures to environmental contaminants, must be addressed taking a systemic perspective.  相似文献

Objective: To conduct a clinical and economic evaluation of outpatient weight loss strategies in overweight and obese adult U.S. women. Research Methods and Procedures: This study was a lifetime cost‐use analysis from a societal perspective, using a first‐order Monte Carlo simulation. Strategies included routine primary care and varying combinations of diet, exercise, behavior modification, and/or pharmacotherapy. Primary data were collected to assess program costs and obesity‐related quality of life. Other data were obtained from clinical trials, population‐based surveys, and other published literature. This was a simulated cohort of healthy 35‐year‐old overweight and obese women in the United States. Results: For overweight and obese women, a three‐component intervention of diet, exercise, and behavior modification cost $12,600 per quality‐adjusted life year gained compared with routine care. All other strategies were either less effective and more costly or less effective and less cost‐effective compared with the next best alternative. Results were most influenced by obesity‐related effects on quality of life and the probabilities of weight loss maintenance. Discussion: A multidisciplinary weight loss program consisting of diet, exercise, and behavior modification provides good value for money, but more research is required to confirm the impacts of such programs on quality of life and the likelihood of long‐term weight loss maintenance.  相似文献

The losses that are being incurred of the Earth''s biological diversity, at all levels, are now staggering. The trend lines for future loss are steeply upward as new adverse drivers of change come into play. The political processes for matching this crisis are now inadequate and the science needs to address this issue are huge and slow to fulfil, even though strong advances have been made. A more integrated approach to evaluating biodiversity in terms that are meaningful to the larger community is needed that can provide understandable metrics of the consequences to society of the losses that are occurring. Greater attention is also needed in forecasting likely diversity-loss scenarios in the near term and strategies for alleviating detrimental consequences. At the international level, the Convention on Biological Diversity must be revisited to make it more powerful to meet the needs that originally motivated its creation. Similarly, at local and regional levels, an ecosystem-service approach to conservation can bring new understanding to the value, and hence the need for protection, of the existing natural capital.  相似文献

Goal, Scope and Background This study provides a life cycle inventory of air emissions (CO2, NOx, PM10, and CO) associated with the transportation of goods by road, rail, and air in the U.S. It includes the manufacturing, use, maintenance, and end-of-life of vehicles, the construction, operation, maintenance, and end-of-life of transportation infrastructure, as well as oil exploration, fuel refining, and fuel distribution. Methods The comparison is performed using hybrid life cycle assessment (LCA), a combination of process-based LCA and economic input-output analysis-based LCA (EIO-LCA). All these components are added by means of a common functional unit of grams of air pollutant per ton-mile of freight activity. Results and Discussion Results show that the vehicle use phase is responsible for approximately 70% of total emissions of CO2 for all three modes. This confirms that tailpipe emissions underestimate total emissions of freight transportation as infrastructure, pre-combustion, as well as vehicle manufacturing and end-of-life account for a sizeable share of total emissions. Differences between tailpipe emissions and total system wide emissions can range from only 4% for road transportation's CO emissions to an almost ten-fold difference for air transportation's PM10 emissions. Conclusion Rail freight has the lowest associated air emissions, followed by road and air transportation. Depending on the pollutant, rail is 50-94% less polluting than road. Air transportation is rated the least efficient in terms of air emissions, partly due to the fact that it carries low weight cargo. It emits 35 times more CO2 than rail and 18 times more than road transportation on a ton-mile basis. It is important to consider infrastructure, vehicle manufacturing, and pre-combustion processes, whose life-cycle share is likely to increase as new tailpipe emission standards are enforced. Recommendation and Outlook Emission factors, fuel efficiency, and equipment utilization contribute the most to uncertainty in the results. Further studies are necessary to address all variables that influence these parameters, such as road grade, vehicle speed, and vehicle weight. A focus on regional variation, end-of-life processes, fuel refining processes, terminals, as well as more accurate infrastructure allocation between freight and passenger transportation would strengthen the model.  相似文献

Many fisheries management systems, even when based on apparently sound science, have failed to prevent severe overfishing. And even when successful in this sense, such systems have frequently resulted in a large degree of excess fishing capacity. The reason for these failures can often be found in a lack of consideration of the economic incentives affecting fishermen. Specifically, when forced to compete for a fixed total annual catch quota (TAC), fishermen are motivated to fish at high intensity, and to expand the fishing power of their vessels. Individual fishing quotas (IFQs) are being increasingly used as a method of altering economic incentives in a desirable way. IFQ systems, however, can also suffer severe shortcomings, unless substantial fees are extracted for the exclusive right to exploit a publicly owned resource. When combined with appropriate fees, or royalties, IFQs can indeed result in sustainable, profitable fisheries. There still remains the fundamental question of risk management, but this is also now beginning to be addressed. Thus there is now a strong hope for the future success of marine fisheries, at least within 200-mile coastal zones.  相似文献

With the aim of understanding the contribution of enzymes to the cost of lignocellulosic biofuels, we constructed a techno-economic model for the production of fungal cellulases. We found that the cost of producing enzymes was much higher than that commonly assumed in the literature. For example, the cost contribution of enzymes to ethanol produced by the conversion of corn stover was found to be $0.68/gal if the sugars in the biomass could be converted at maximum theoretical yields, and $1.47/gal if the yields were based on saccharification and fermentation yields that have been previously reported in the scientific literature. We performed a sensitivity analysis to study the effect of feedstock prices and fermentation times on the cost contribution of enzymes to ethanol price. We conclude that a significant effort is still required to lower the contribution of enzymes to biofuel production costs.  相似文献

Loss of habitat and human exploitation have driven many turtle species to the brink of extinction, particularly in many parts of southern Asia. The spiny turtle (Heosemys spinosa) is a terrestrial species distributed throughout the Sundaland region of South‐East Asia. Despite international legislative protection, H. spinosa continues to be illegally collected for the food and traditional medicine markets of China. Given its widespread distribution, taxonomists have reasonably questioned whether H. spinosa truly represents a single evolutionary lineage or multiple undiagnosed species. Recently, a large and illegal shipment of rare, wild‐caught H. spinosa was confiscated in Hong Kong, China, and the turtles were eventually distributed to several zoos and academic collections. Based on analyses of these individuals, along with additional individuals from the pet trade and museum collections, we found concordant genetic and phenotypic variation, indicating that two distinct types of H. spinosa exist in this collection of turtles. Further characterization of this variation will require field surveys and the collection of additional morphological and genetic data from specimens of known geographic provenance. However, our data indicate that this highly exploited, endangered species may contain additional cryptic taxa, and emphasize the critical need for systematic evaluation of species before unrecognized variation is lost forever. © 2012 The Linnean Society of London, Zoological Journal of the Linnean Society, 2012, 164 , 811–824.  相似文献
