Several Federal statutes provide the government the authority to recover natural resource damages including the Clean Water Act Amendments (1977), the Outer Continental Shelf Act Amendments (1978), the Comprehensive Environmental Response, Compensation, and Liability Act (CERCLA) of 1980, and the Oil Pollution Act of 1990 (OPA 90). CERCLA and OPA 90 are the principle Federal statutes which authorize trustees to assess damages for trust resources which are lost, injured, or destroyed as a result of the discharge of oil or the release of hazardous substances. The Department of the Interior was charged with developing natural resource damage assessment (NRDA) regulations and procedures from CERCLA and the Department of Commerce, National Oceanic and Atmospheric Administration (NOAA) was charged with developing regulations for OPA 90. NRDA is a process for making the public “whole” for direct injury to natural resources and/or the services of natural resources. The primary objectives of the NRDA process are to identify and quantify natural resource injury, determine the damages resulting from the injury, and develop and implement appropriate restoration actions. The goal is to be accomplished by implementing a plan for the restoration, rehabilitation, replacement, or acquisition of equivalent natural resources. NRDA is an after-the-fact process; however, the OPA 90 NRDA rules describe a pre-spill planning process. The models and formulae can be used in this pre-spill planning process to estimate damages (both ecological and economic). Some of those tools, in particular NRDAMCME, have uses in ranking risk from spills of petroleum products and hazardous substances. The yeast population dynamics in olive wastewaters (OMW), sampled in five mills from Salento (Apulia, Southern Italy), were investigated. Three hundred yeasts were isolated in five industrial mills and identified by molecular analysis. Strains belonging to Geotrichum, Saccharomyces, Pichia, Rhodotorula and Candida were detected. Five G. candidum strains were able to grow in OMW as the sole carbon source and to reduce phenolics, chemical oxygen demand (COD) and antimicrobial compounds. One G. candidum isolate was selected for whole-cell immobilization in calcium alginate gel. The COD and phenolic reduction obtained with immobilized cells showed a 2.2- and 2-fold increase compared to the removal obtained with free cells, respectively. The immobilization system enhanced yeast oxidative activity by avoiding the presence of microbial protease in treated OMW. To our knowledge, this is the first report on G. candidum whole-cell immobilization for OMW bioremediation. 相似文献

In light of the European Directive on Integrated Pollution Prevention and Control (IPPC Directive), traditional environmental regulation can be improved using the framework of industrial ecology. The objective of the IPPC Directive is to achieve a high level of protection of the environment as a whole (Article 1) by applying the best available techniques (BAT). In essence, the IPPC Directive obliges member states of the European Union to include considerations such as resources, energy, waste, and multimedia emissions when permitting industrial installations. This is a marked contrast to traditional environmental regulation that focuses on individual media of an individual site. In order to take all considerations into account, an integrated assessment of technologies is needed, for which a standard method is currently lacking.
In this article, a systematic approach is introduced for the integrated assessment of IPPC technologies using life-cycle assessment (LCA), a form of environmental assessment that can be broadened to an overall assessment of environmental, economic, and social aspects. This systematic approach has proven to be successful for the environmental assessment of the described cases. It is suggested here that weighting can be omitted for the evaluation of IPPC technologies. Leaving the weighting step to competent authorities of member states and allowing them to consider local issues provides maximum opportunity for the subsidiarity and flexibility principles of the IPPC Directive. 相似文献

Bacterial communities inhabiting healthy tissues of the reef-building corals Diploria strigosa and Montastraea annularis were evaluated across a human-induced environmental gradient along the southern coast of Curaçao, Netherlands Antilles. Variations in bacterial communities inhabiting coral tissues were determined using terminal restriction fragment length polymorphisms (T-RFLP) of 16S rRNA genes, and the 15N value of coral tissue was used to assess the relative amount of human contaminants at each reef locality. Bacterial communities of D. strigosa were more variable than M. annularis, but there were no systematic differences in the populations of healthy M. annularis and D. strigosa. The 15N value of coral tissues showed as much as a 1.5 increase in the impacted versus the non-impacted localities. While M. annularis showed no significant variation in bacterial community structure due to local reef conditions, the bacterial communities of D. strigosa showed dramatic shifts in community structure. The most abundant bacterial taxa inhabiting D. strigosa display increased dominance at impacted localities. By linking variations in microbial communities with an understanding of variations in local environmental conditions, this study provides a means of assessing potential factors that may impact the microbial habitat of coral tissues as well as overall reef health. 相似文献

Atlantic coast in mice. Preliminary studies showed that seawater contains heavy metals from domestic, agricultural and industrial wastes. Marine bivalves concentrate these pollutants by filtration and serve as vectors in human exposure. The objective of this study was to determine the concentration of heavy metals; cadmium (Cd); chromium (Cr), and lead (Pb) in mussels (Mytilus galloprovincialis) collected in two coastal sites; Jorf Lasfar (JL) (neighbouring a phosphate processing platform) and Oualidia (OL) (a vegetable growing area) located at 120 and 190 km south of Casablanca, respectively. Another objective was to test and compare the toxicity of these mussels on mice. The results indicated the presence of heavy metals (Cd, Cr, and Pb) in mussels at different concentrations, depending on the collection period. Higher concentrations were obtained at JL than at OL: for example, Cd concentrations were 80 +/- 15 to 199 +/- 28 versus 23 +/- 5 microg/g mussel dry weight, respectively. Cramming with mussel powder did not increase Cd, Cr, or Pb concentration in either liver or kidneys of treated mice. The relative kidney weights were reduced. Increased glucose urea was observed in animals' urine. Treatment with mussels from OL induced significant reduction (20%) in mice body weight, together with an increase in creatinuria. These results indicate that mussels collected from OL are more harmful than those obtained from JL are. All these mussels should not be recommended for human consumption. 相似文献

The concept of ecosystem health is derived from analogies with human health, which subsequently leads to the implication that the ecosystem has organismal properties, a 'superorganism' in the Clementsian sense. Its application and usefulness has been the subject of a contentious debate; yet, the term 'ecosystem health' has captured the public's imagination and woven its way into the current lexicon, even incorporated into public policy. However, the application of parasites as bioindicators of ecosystem health poses a curious conundrum. Perceptions of parasites range from mild distaste to sheer disgust among the general public, the media, environmental managers and non-parasitologists in the scientific community. Nevertheless, the biological nature of parasitism incorporates natural characteristics that are informative and useful for environmental management. The helminths in particular have evolved elegant means to ensure their transmission, often relying on complex life cycle interactions that include a variety of invertebrate and vertebrate hosts. The assemblage of these diverse parasites within a host organism potentially reflect that host's trophic position within the food web as well as the presence in the ecosystem of any other organisms that participate in the various parasite life cycles. Perturbations in ecosystem structure and function that affect food web topology will also impact upon parasite transmission, thus affecting parasite species abundance and composition. As such, parasite populations and communities are useful indicators of environmental stress, food web structure and biodiversity. In addition, there may be useful other means to utilise parasitic organisms based on their biology and life histories such as suites or guilds that may be effective bioindicators of particular forms of environmental degradation. The challenge for parasitology is to convince resource managers and fellow scientists that parasites are a natural part of all ecosystems, each species being a potentially useful information unit, and that healthy ecosystems have healthy parasites. 相似文献

White-rot fungi possess a unique oxidative mechanism by which the recalcitrant lignin component of wood is mineralised. The activity of lignin-degrading enzymes, chiefly lignin and manganese peroxidases, depends on several small organic molecules. Some of these (e.g. chloroanisyl alcohols) are chloroaromatics and may act as environmental pollutants in the forest soil, whereas the synthesis of others (e.g. veratryl alcohol) requires chloromethane. Certain white-rot genera, notably Phellinus and Inonotus, release excess quantities of chloromethane into the atmosphere where it acts as a greenhouse gas. On the other hand, their powerful ligninolytic system enables white-rot fungi to degrade a wide range of man-made environmental pollutants, including recalcitrant chloroaromatics such as DDT, PCP, 2,4-D and 2,4,5-T. 【目的】对一株引起马来甜龙竹组培污染内生菌的分离与鉴定。【方法】采用改良的NA培养基分离纯化菌株,并通过菌体的形态结构观察、生理生化试验及其16SrDNA序列同源性分析对其进行鉴定。【结果】菌株SWFU01的形态特征及生理生化试验结果与解淀粉芽孢杆菌[Bacillus amyloliquefaciens(Fukumoto)Priest et al.]的描述基本相同;16S rDNA序列分析表明,该菌株与解淀粉芽孢杆菌JS在同一系统发育分支,其同源性为99.28%。【结论】综合形态学特征、生理生化特征以及16S rDNA序列分析的研究结果,菌株SWFU01被鉴定为解淀粉芽孢杆菌。 相似文献

Polyalcohol ethoxylate (PAE), an anionic surfactant, is the primary component in most laundry and dish wash detergents and
is therefore highly loaded in domestic wastewater. Its biodegradation results in the formation of several metabolites and
the fate of these metabolites through wastewater treatment plants, graywater recycling processes, and in the environment must
be clearly understood. Biodegradation pathways for PAE were investigated in this project with a municipal wastewater microbial
consortium. A microtiter-based oxygen sensor system was utilized to determine the preferential use of potential biodegradation
products. Results show that while polyethylene glycols (PEGs) were readily degraded by PAE acclimated microorganisms, most
of the carboxylic acids tested were not degraded. Biodegradation of PEGs suggests that hydrophobe–hydrophile scission was
the dominant pathway for PAE biodegradation in this wastewater community. Ethylene glycol (EG) and diethylene glycol (DEG)
were not utilized by microbial populations capable of degrading higher molecular weight EGs. It is possible that EG and DEG
may accumulate. The microtiter-based oxygen sensor system was successfully utilized to elucidate information on PAE biodegradation
pathways and could be applied to study biodegradation pathways for other important contaminants. 相似文献
