People value the existence of a variety of marine species and habitats, many of which are negatively impacted by human activities. The Convention on Biological Diversity and other international and national policy agreements have set broad goals for reducing the rate of biodiversity loss. However, efforts to conserve biodiversity cannot be effective without comprehensive metrics both to assess progress towards meeting conservation goals and to account for measures that reduce pressures so that positive actions are encouraged. We developed an index based on a global assessment of the condition of marine biodiversity using publically available data to estimate the condition of species and habitats within 151 coastal countries. Our assessment also included data on social and ecological pressures on biodiversity as well as variables that indicate whether good governance is in place to reduce them. Thus, our index is a social as well as ecological measure of the current and likely future status of biodiversity. As part of our analyses, we set explicit reference points or targets that provide benchmarks for success and allow for comparative assessment of current conditions. Overall country-level scores ranged from 43 to 95 on a scale of 1 to 100, but countries that scored high for species did not necessarily score high for habitats. Although most current status scores were relatively high, likely future status scores for biodiversity were much lower in most countries due to negative trends for both species and habitats. We also found a strong positive relationship between the Human Development Index and resilience measures that could promote greater sustainability by reducing pressures. This relationship suggests that many developing countries lack effective governance, further jeopardizing their ability to maintain species and habitats in the future.  相似文献

Many coastal communities rely on living marine resources for livelihoods and food security. These resources are commonly under stress from overfishing, pollution, coastal development and habitat degradation. Climate change is an additional stressor beginning to impact coastal systems and communities, but may also lead to opportunities for some species and the people they sustain. We describe the research approach for a multi-country project, focused on the southern hemisphere, designed to contribute to improving fishing community adaptation efforts by characterizing, assessing and predicting the future of coastal-marine food resources, and co-developing adaptation options through the provision and sharing of knowledge across fast-warming marine regions (i.e. marine ‘hotspots’). These hotspots represent natural laboratories for observing change and concomitant human adaptive responses, and for developing adaptation options and management strategies. Focusing on adaptation options and strategies for enhancing coastal resilience at the local level will contribute to capacity building and local empowerment in order to minimise negative outcomes and take advantage of opportunities arising from climate change. However, developing comparative approaches across regions that differ in political institutions, socio-economic community demographics, resource dependency and research capacity is challenging. Here, we describe physical, biological, social and governance tools to allow hotspot comparisons, and several methods to evaluate and enhance interactions within a multi-nation research team. Strong partnerships within and between the focal regions are critical to scientific and political support for development of effective approaches to reduce future vulnerability. Comparing these hotspot regions will enhance local adaptation responses and generate outcomes applicable to other regions.  相似文献

Extreme heat wave events are now causing ecosystem degradation across marine ecosystems. The consequences of this heat‐induced damage range from the rapid loss of habitat‐forming organisms, through to a reduction in the services that ecosystems support, and ultimately to impacts on human health and society. How we tackle the sudden emergence of ecosystem‐wide degradation has not yet been addressed in the context of marine heat waves. An examination of recent marine heat waves from around Australia points to the potential important role that respite or refuge from environmental extremes can play in enabling organismal survival. However, most ecological interventions are being devised with a target of mid to late‐century implementation, at which time many of the ecosystems, that the interventions are targeted towards, will have already undergone repeated and widespread heat wave induced degradation. Here, our assessment of the merits of proposed ecological interventions, across a spectrum of approaches, to counter marine environmental extremes, reveals a lack preparedness to counter the effects of extreme conditions on marine ecosystems. The ecological influence of these extremes are projected to continue to impact marine ecosystems in the coming years, long before these interventions can be developed. Our assessment reveals that approaches which are technologically ready and likely to be socially acceptable are locally deployable only, whereas those which are scalable—for example to features as large as major reef systems—are not close to being testable, and are unlikely to obtain social licence for deployment. Knowledge of the environmental timescales for survival of extremes, via respite or refuge, inferred from field observations will help test such intervention tools. The growing frequency of extreme events such as marine heat waves increases the urgency to consider mitigation and intervention tools that support organismal and ecosystem survival in the immediate future, while global climate mitigation and/or intervention are formulated.  相似文献

Genetic options for the control of invasive fishes were recently reviewed and synthesized at a 2010 international symposium, held in Minneapolis/St. Paul, MN, USA. The only option currently available “off-the-shelf” is triploidy, which can be used to produce sterile males for a release program analogous to those widely and successfully used for biological control of insect pests. However, the Trojan Y and several recombinant options that heritably distort pest population sex ratios are technologically feasible, are at or are close to proof-of-concept stage and are potentially much more effective than sterile male release programs. All genetic options at this stage require prolonged stocking programs to be effective, though gene drive systems are a potential for recombinant approaches. They are also likely to differ in their current degree of social acceptability, with chromosomal approaches (triploidy and Trojan Y) likely to be the most readily acceptable to the public and least likely to require changes in legislative or policy settings to be implemented. Modelling also suggests that the efficacy of any of these genetic techniques is enhanced by, and in turn non-additively enhance, conventional methods of pest fish control.  相似文献

Marine mammals have greatly benefitted from a shift from resource exploitation towards conservation. Often lauded as symbols of conservation success, some marine mammal populations have shown remarkable recoveries after severe depletions. Others have remained at low abundance levels, continued to decline, or become extinct or extirpated. Here we provide a quantitative assessment of (1) publicly available population-level abundance data for marine mammals worldwide, (2) abundance trends and recovery status, and (3) historic population decline and recent recovery. We compiled 182 population abundance time series for 47 species and identified major data gaps. In order to compare across the largest possible set of time series with varying data quality, quantity and frequency, we considered an increase in population abundance as evidence of recovery. Using robust log-linear regression over three generations, we were able to classify abundance trends for 92 spatially non-overlapping populations as Significantly Increasing (42%), Significantly Decreasing (10%), Non-Significant Change (28%) and Unknown (20%). Our results were comparable to IUCN classifications for equivalent species. Among different groupings, pinnipeds and other marine mammals (sirenians, polar bears and otters) showed the highest proportion of recovering populations, likely benefiting from relatively fast life histories and nearshore habitats that provided visibility and protective management measures. Recovery was less frequent among cetaceans, but more common in coastal than offshore populations. For marine mammals with available historical abundance estimates (n = 47), larger historical population declines were associated with low or variable recent recoveries so far. Overall, our results show that many formerly depleted marine mammal populations are recovering. However, data-deficient populations and those with decreasing and non-significant trends require attention. In particular, increased study of populations with major data gaps, including offshore small cetaceans, cryptic species, and marine mammals in low latitudes and developing nations, is needed to better understand the status of marine mammal populations worldwide.  相似文献

As anthropogenic stressors threaten the health of marine ecosystems, there is a need to better understand how the public processes and responds to information about ocean health. Recent studies of public perceptions about ocean issues report high concern but limited knowledge, prompting calls for information campaigns to mobilize public support for ocean restoration policy. Drawing on the literature from communication, psychology and related social science disciplines, we consider a set of social-cognitive challenges that researchers and advocates are likely to encounter when communicating with the public about ocean health and emerging marine diseases—namely, the psychological distance at which ocean issues are construed, the unfamiliarity of aquatic systems to many members of the public and the potential for marine health issues to be interpreted through politicized schemas that encourage motivated reasoning over the dispassionate consideration of scientific evidence. We offer theory-based strategies to help public outreach efforts address these challenges and present data from a recent experiment exploring the role of message framing (emphasizing the public health or environmental consequences of marine disease) in shaping public support for environmental policy.  相似文献

This study investigates the relationship between political connections and corporate environmental performance, and examines the role of government green subsidies on this relationship within the current Chinese context. Using data from publicly traded private manufacturing firms, empirical results show that politically connected firms are significantly more likely to obtain green subsidies than non-connected firms. Assisted by green subsidies, firms with political connections show better environmental performance than those without. Our findings reveal the mechanism by which corporate political connections influence environmental performance.  相似文献

Schistosomiasis low transmission areas as Venezuela, can be defined as those where the vector exists, the prevalence of active cases is under 25%, individuals with mild intensity of infection predominate and are mostly asymptomatic. These areas are the consequence of effective control programs, however, "silent" epidemiological places are difficult to trace, avoiding the opportune diagnosis and treatment of infected persons. Clinic and abdominal ultrasound have not shown to discriminate infected from uninfected persons in areas where besides Schistosoma mansoni, intestinal parasites are the rule. Under these conditions, serology remains as a very valuable diagnostic tool, since it gives a closer approximation to the true prevalence. In this sense, circumoval precipitin test, ELISA-SEA with sodium metaperiodate, and alkaline phosphatase immunoassay joined to coprology allow the identification of the "schistosomiasis cases". In relation to public health, schistosomiasis has been underestimated by the sanitary authorities and the investment on its control is being transferred to other diseases of major social and political relevance neglecting sanitary efforts and allowing growth of snail population. Some strategies of diagnosis and control should be done before schistosomiasis reemergence occurs in low transmission areas.  相似文献

Wild canids were historically abundant in Korea; however, the gray wolf, dhole, and red fox were extirpated during the twentieth century. The causes varied. “Pest control” during the Japanese occupation, ecological destruction during wars, disease epizootics, and “vermin control” after the Korean War contributed to the complete demise of wolves. The fox had succumbed to unregulated hunting, rodenticides, habitat loss, and disease epizootics. The dhole was naturally rare; its extirpation from northeastern Asia including Korea is not established. Although the wolf and fox are extirpated, the Korean government still lists both as endangered species to facilitate the recently implemented restoration programs. Restoration will face the challenges of importing genetically diverse populations and the critical loss, fragmentation, and alteration of peri‐urban habitats. The overall social support for these efforts is not clear: it may be low because of changes in social mores or simply an unintended consequence of land and water use choices and policies that people may not perceive in everyday life. In this critical analysis, we postulate that the current restoration programs are misdirected toward inappropriate species and likely employ outdated techniques. We propose that a reallocation of restoration efforts and resources to populations of existing rare or threatened species would be more ecologically beneficial with higher probabilities of success. We recognize that there can be good reason to restore the upper trophic levels, especially keystone species, but are concerned that the impetus is more about focusing on charismatic megafauna rather than pragmatic choices more likely to be effective.  相似文献

In the last twenty years, several global targets for protection of marine biodiversity have been adopted but have failed. The Convention on Biological Diversity (CBD) aims at preserving 10% of all the marine biomes by 2020. For achieving this goal, ecologically or biologically significant areas (EBSA) have to be identified in all biogeographic regions. However, the methodologies for identifying the best suitable areas are still to be agreed. Here, we propose a framework for applying the CBD criteria to locate potential ecologically or biologically significant seamount areas based on the best information currently available. The framework combines the likelihood of a seamount constituting an EBSA and its level of human impact and can be used at global, regional and local scales. This methodology allows the classification of individual seamounts into four major portfolio conservation categories which can help optimize management efforts toward the protection of the most suitable areas. The framework was tested against 1000 dummy seamounts and satisfactorily assigned seamounts to proper EBSA and threats categories. Additionally, the framework was applied to eight case study seamounts that were included in three out of four portfolio categories: areas highly likely to be identified as EBSA with high degree of threat; areas highly likely to be EBSA with low degree of threat; and areas with a low likelihood of being EBSA with high degree of threat. This framework will allow managers to identify seamount EBSAs and to prioritize their policies in terms of protecting undisturbed areas, disturbed areas for recovery of habitats and species, or both based on their management objectives. It also identifies seamount EBSAs and threats considering different ecological groups in both pelagic and benthic communities. Therefore, this framework may represent an important tool to mitigate seamount biodiversity loss and to achieve the 2020 CBD goals.  相似文献

In a general sense, the main attraction of the marine environment as a repository for the wastes generated by human activities lies in the degree of dispersion and dilution which is readily attainable. However, the capacity of the oceans to receive wastes without unacceptable consequences is clearly finite and this is even more true of localized marine environments such as estuaries, coastal waters and semi-enclosed seas. Radionuclides have always been present in the marine environment and marine organisms and humans consuming marine foodstuffs have always been exposed, to some degree, to radiation from this source. The hazard associated with ionizing radiations is dependent upon the absorption of energy from the radiation field within some biological entity. Thus any disposal of radioactive wastes into the marine environment has consequences, the acceptability of which must be assessed in terms of the possible resultant increase in radiation exposure of human and aquatic populations. In the United Kingdom the primary consideration has been and remains the safe-guarding of public health. The control procedures are therefore designed to minimize as far as practicable the degree of human exposure within the overall limits recommended as acceptable by the International Commission on Radiological Protection. There are several approaches through which control could be exercised and the strengths and weaknesses of each are considered. In this review the detailed application of the critical path technique to the control of the discharge into the north-east Irish Sea from the fuel reprocessing plant at Windscale is given as a practical example. It will be further demonstrated that when human exposure is controlled in this way no significant risk attaches to the increased radiation exposure experienced by populations of marine organisms in the area.  相似文献

Contemporary images of women breastfeeding — from breastfeeding selfies to fine art — celebrate breastfeeding outside the home by displaying visual records of these occasions to a wider audience. From brelfies posted by celebrities and ordinary parents on social media, to the photography of Tara Ruby and Ivette Ivens, media coverage of lactivist nurse-ins, or fine-art works by Ashlee Jenkins and Sky Boucher, the repertoire of breastfeeding images in developed Western nations has grown and diversified exponentially in the past ten years. A subject that was once the province of religious painting, ethnography, public health advocacy or obscure corners of pornography, is increasingly made visible within the everyday, not only through self-portraiture on social media but also through the work of celebrated photographers and visual artists.Despite this, there is still an absence of images of women breastfeeding in social circumstances, suggesting a reluctance to make the leap from understanding breastfeeding as a solitary activity, regardless of the space the mother inhabits at the time, to a companionable behaviour integral to our social landscape. Images predominate of women breastfeeding alone, or at best with other breastfeeding women, revealing a further binary dividing the acceptable from the unacceptable, where the private vs. public has been conflated with the solitary vs. social.This article provides a textual analysis of contemporary photographic portraiture to interpret the meanings of key works, and their patterns of signification. It asks to what extent these images advance efforts to normalize breastfeeding and make it publicly commonplace, or reinforce unhelpful binaries, using an iconography based on the religious origins of portraiture itself: the virtuous, devoted mother, unaccompanied but for her child. I conclude that the lack of images where breastfeeding women are integrated into social occasions is partly due to the lack of opportunities for women to breastfeed socially, and few motives for these instances to be recorded, and that there is an unspoken proxemics of viewing space yet to be traversed.  相似文献

The extensive antigenic variation phenomena African trypanosomes display in their mammalian host have hampered efforts to develop effective vaccines against trypanosomiasis. Human disease management aims largely to treat infected hosts by chemotherapy, whereas control of animal diseases relies on reducing tsetse populations as well as on drug therapy. The control strategies for animal diseases are carried out and financed by livestock owners, who have an obvious economic incentive. Sustaining largely insecticide-based control at a local level and relying on drugs for treatment of infected hosts for a disease for which there is no evidence of acquired immunity could prove extremely costly in the long run. It is more likely that a combination of several methods in an integrated, phased and area-wide approach would be more effective in controlling these diseases and subsequently improving agricultural output. New approaches that are environmentally acceptable, efficacious and affordable are clearly desirable for control of various medically and agriculturally important insects including tsetse. Anthropogenic influences on the environment have been become a focal point for many social and political endeavors. With an ever-increasing rate of new contaminants being introduced into the environment every year, regulatory policies have begun to shift to prevention rather than mitigation. However, current in vivo testing strategies, in addition to ethical considerations, are too expensive and time consuming to adequately screen potential contaminants within a realistic timeframe. As a result, in vitro testing on cell cultures has been identified as an ideal alternative testing strategy for emerging contaminants. In the context of ecotoxicology, in vitro testing has had limited use particularly with marine invertebrates like the marine mussel Mytilus edulis mainly due to difficulties in establishing longer term cell cultures and cell lines. The aim of this study was to define an optimal technique (extraction and maintenance) for establishing a primary cell culture on M. edulis hemocytes that could be used for screening contaminants.  相似文献

The application of genetic techniques to invertebrate fisheries is in many ways essentially similar to that in vertebrate (i.e. finfish) fisheries, for which there is already an extensive body of published data. However, there are also relative differences which lead to particular problems in the use of genetic data to study commercially important invertebrate species. The main role for genetics of both vertebrates and invertebrates has been, and is likely to continue to be, the identification of groups of interbreeding individuals as the basis for a fishery. It is in the identification of the breeding unit that the genetic differences between vertebrates and invertebrates can be of practical significance. The genetic breeding unit, usually called a 'stock' in fisheries biology, generally shows a certain uniformity of size in most marine fish which have been studied. Smaller or less mobile fish (e.g. flatfish) may only range a few tens of kilometres to their breeding grounds, whilst in more mobile, particularly migratory pelagic species (e.g. Scombridae), the area occupied by a stock is likely to be far greater and for a few (e.g. large pelagic elasmobranchs), a single unit of stock may be almost circumglobal. However, marine fish generally, particularly those large or plentiful enough to be of commercial interest, are likely to be fairly mobile and in many cases the order of mobility is likely to be in the region we might predict from our knowledge of the biology and habits of the species. In the genetic assessment of `stocks' for invertebrate fisheries, we face a number of additional problems, mostly related to the large evolutionary range of invertebrates exploited and their widely different biology. Although in Europe and North America marine invertebrate fisheries may be thought of as being mainly for decapod crustaceans and bivalve molluscs, globally commercially important marine invertebrate fisheries range from sponges to squid and include such diverse groups as sea cucumbers, barnacles, krill, octopuses, cuttlefish, sea anemones, ascidians, polychaetes, sea urchins, gastropods and jellyfish. An obvious feature of many of these invertebrates is that the adult (i.e. commercial) stage of the life cycle is sessile (e.g. barnacles, sponges, ascidians) or of very limited mobility (e.g. sea anemones, sea urchins, bivalves, gastropods), with the result that the dispersive phase of the life cycle is the larva. Other groups (e.g. krill, jellyfish) are planktonic or nektonic and may cover very large distances, but, unlike fish, have little control over the distance or direction of travel, whilst some of the open ocean pelagic squid are more mobile than most fish and may migrate thousands or kilometres to spawning grounds. The very low mobility of both larva and adult in some invertebrates indicates that dispersal, and hence stock size, is likely to be low and that, therefore, stocks are far more vulnerable to overfishing than in most fish species. An additional difficulty is that genetic studies to date indicate a remarkably high incidence of cryptic speciation in marine invertebrates, sometimes even in comparatively well studied commercially important species. Thus, although to date marine invertebrate fisheries have not received the same level of attention from geneticist as finfish fisheries, it is clear that for invertebrate fisheries genetic data are relatively far more important if a fishery is to be exploited without being endangered.  相似文献

This review paper deals with the problem of the design and operation of marine reserves in the context of modern views on the hierarchical organization of marine ecosystems. The state of the art in the theoretical aspect of the establishment and development of marine protected areas (MPAs) is discussed. Despite the increasing number of publications on MPAs, which are mainly focused on social and economic issues, studies devoted to the ecological bases for the establishment and operation of marine reserves are still scarce. However, the low efficiency of the existing MPAs and their systems may be a result of the lack of an ecological background in MPA designs. Recent threats to the diversity of marine organisms are analyzed, and changes in the relative significance of anthropogenic factors affecting the marine biological diversity are assessed. The hierarchical nature of and the existence of characteristic spatial scales in the marine ecosystems are critical issues that must be taken into account together with scale-oriented analysis of the anthropogenic threats. On the basis of the scale-oriented concept of the marine ecosystems, new theoretical approaches to the design and operation of MPAs are formulated. In particular, theoretical bases for the estimation of the minimal size of marine reserves and a hierarchical approach to the design of MPA systems are proposed. Formal schemes of classification of sea bottom communities (The Marine Habitat Classification for Britain and Ireland and EUNIS) are discussed.  相似文献

Parliamentary motions are a vital and frequently used element of political control in democratic regimes. Despite their high incidence and potential impact on the political fate of a government and its policies, we know relatively little about the conditions under which parliamentary motions are likely to be accepted or rejected. Current collective decision-making models use a voting power framework in which power and influence of the involved parties are the main predictors. We propose an alternative, social dilemma approach, according to which a motion’s likelihood to be accepted depends on the severity of the social dilemma underlying the decision issue. Actor- and dilemma-centered hypotheses are developed and tested with data from a stratified random sample of 822 motions that have been voted upon in the Dutch Parliament between September 2009 and February 2011. The social dilemma structure of each motion is extracted through content coding, applying a cognitive mapping technique developed by Anthony, Heckathorn and Maser. Logistic regression analyses are in line with both, actor-centered and social-dilemma centered approaches, though the latter show stronger effect sizes. Motions have a lower chance to be accepted if voting potential is low, the proposer is not from the voting party, and if the problem underlying the motion reflects a prisoner’s dilemma or a pure competition game as compared to a coordination game. The number of proposing parties or a battle of the sexes structure does not significantly affect the outcome.  相似文献

The population living in Central Appalachia is disproportionately impacted by lung disease. This is driven, in part, by occupational hazards and environmental exposures. However, it is more than coal dust that is driving the ongoing disparity of lung disease in the region. This review describes how the decline of the coal mine industry and subsequent rise of unemployment, poverty, and educational disparities have increased risk for worse pulmonary health outcomes in the region. Additional challenges related to healthcare access, substance use, cultural characteristics, and social capital are highlighted in their relation to pulmonary health within Central Appalachia. Lastly, the review describes strategies that hold promise to reduce regional health disparities. Several healthcare and community-centered initiatives are highlighted as successful examples of collaborative efforts working towards improving pulmonary health outcomes in the region. However, significant challenges related to social, economic, and environmental factors remain. Addressing these social determinants of health must be a paramount concern for healthcare, community and political leaders seeking to impact change and improve the health and well-being of this vulnerable population.  相似文献

Progress with stock recovery plans to date for depleted marine resources is reviewed, based on published and publicly available sources. Most plans began within the last two decades, so quantifying progress is difficult, but some 60 cases were found where a recovery effort had been explicitly tackled by either a closure or restrictive measures, and seven documented case studies were used to draw general conclusions on recovery procedures and to provide a list of considerations for best practice in recovery planning. More successes were documented for pelagic .sheries than demersals, especially with closures, while spontaneous recoveries of some depleted invertebrate resources seem related to reductions in predator pressure. Few shared, straddling or highly migratory stocks have been restored to date. Most successful recoveries occurred in the centre of the species geographical range and/or in favourable regimes. Success seems to depend on non-discretionary fishery control laws being applied. Depletions aggravated by unfavourable climatic regimes will be difficult to reverse, as illustrated by a simulation. Durations of recovery plans in particular depend on regime, and using stock information from favourable regimes to predict plan duration should be treated with caution. Although successful recoveries to date have tended to be decadal, a considerable proportion are still underway, and are likely to exceed this duration. A recent study by Lusk suggests that consumers might voluntarily pay more for a genetically modified (GM) food than a non-GM equivalent if made aware of the possible health benefits. However, other research indicates that the acceptability of novel hazards is affected by a variety of factors, in addition to benefits, and that making agricultural biotechnology publicly acceptable will be more complex than indicated by the results from Lusk's study.  相似文献
