Tropical and subtropical dry woodlands are rich in biodiversity and carbon. Yet, many of these woodlands are under high deforestation pressure and remain weakly protected. Here, we assessed how deforestation dynamics relate to areas of woodland protection and to conservation priorities across the world's tropical dry woodlands. Specifically, we characterized different types of deforestation frontier from 2000 to 2020 and compared them to protected areas (PAs), Indigenous Peoples' lands and conservation areas for biodiversity, carbon and water. We found that global conservation priorities were always overrepresented in tropical dry woodlands compared to the rest of the globe (between 4% and 96% more than expected, depending on the type of conservation priority). Moreover, about 41% of all dry woodlands were characterized as deforestation frontiers, and these frontiers have been falling disproportionately in areas with important regional (i.e. tropical dry woodland) conservation assets. While deforestation frontiers were identified within all tropical dry woodland classes of woodland protection, they were lower than the average within protected areas coinciding with Indigenous Peoples' lands (23%), and within other PAs (28%). However, within PAs, deforestation frontiers have also been disproportionately affecting regional conservation assets. Many emerging deforestation frontiers were identified outside but close to PAs, highlighting a growing threat that the conserved areas of dry woodland will become isolated. Understanding how deforestation frontiers coincide with major types of current woodland protection can help target context-specific conservation policies and interventions to tropical dry woodland conservation assets (e.g. PAs in which deforestation is rampant require stronger enforcement, inactive deforestation frontiers could benefit from restoration). Our analyses also identify recurring patterns that can be used to test the transferability of governance approaches and promote learning across social–ecological contexts.  相似文献

Most evaluations of the effectiveness of PAs have relied on indirect estimates based on comparisons between protected and unprotected areas. Such methods can be biased when protection is not randomly assigned. We add to the growing literature on the impact of PAs by answering the following research questions: What is the impact of Chilean PAs on deforestation which occurred between 1986 and 2011? How do estimates of the impact of PAs vary when using only public land as control units? We show that the characteristics of the areas in which protected and unprotected lands are located differ significantly. To satisfactorily estimate the effects of PAs, we use matching methods to define adequate control groups, but not as in previous research. We construct control groups using separately non-protected private areas and non-protected public lands. We find that PAs avoid deforestation when using unprotected private lands as valid controls, however results show no impact when the control group is based only on unprotected public land. Different land management regimes, and higher levels of enforcement inside public lands may reduce the opportunity to add additional conservation benefits when the national systems for PAs are based on the protection of previously unprotected public lands. Given that not all PAs are established to avoid deforestation, results also admit the potential for future studies to include other outcomes including forest degradation (not just deforestation), biodiversity, wildlife, primary forests (not forests in general), among others.  相似文献

Protected areas (PAs) cover a quarter of the tropical forest estate. Yet there is debate over the effectiveness of PAs in reducing deforestation, especially when local people have rights to use the forest. A key analytic problem is the likely placement of PAs on marginal lands with low pressure for deforestation, biasing comparisons between protected and unprotected areas. Using matching techniques to control for this bias, this paper analyzes the global tropical forest biome using forest fires as a high resolution proxy for deforestation; disaggregates impacts by remoteness, a proxy for deforestation pressure; and compares strictly protected vs. multiple use PAs vs indigenous areas. Fire activity was overlaid on a 1 km map of tropical forest extent in 2000; land use change was inferred for any point experiencing one or more fires. Sampled points in pre-2000 PAs were matched with randomly selected never-protected points in the same country. Matching criteria included distance to road network, distance to major cities, elevation and slope, and rainfall. In Latin America and Asia, strict PAs substantially reduced fire incidence, but multi-use PAs were even more effective. In Latin America, where there is data on indigenous areas, these areas reduce forest fire incidence by 16 percentage points, over two and a half times as much as naïve (unmatched) comparison with unprotected areas would suggest. In Africa, more recently established strict PAs appear to be effective, but multi-use tropical forest protected areas yield few sample points, and their impacts are not robustly estimated. These results suggest that forest protection can contribute both to biodiversity conservation and CO2 mitigation goals, with particular relevance to the REDD agenda. Encouragingly, indigenous areas and multi-use protected areas can help to accomplish these goals, suggesting some compatibility between global environmental goals and support for local livelihoods.  相似文献

Tropical deforestation varies temporally and spatially which can inhibit the ability of existing protected areas to stem forest loss. Identifying the spatial–temporal distribution of deforestation and its concentration can help decision makers decide conservation priorities and leverage limited resources. This study assessed how topographic and anthropogenic variables affect deforestation patterns within and outside protected areas on the islands of Sumatra and Kalimantan in Indonesia. Emerging hotspot analysis (EHA) was used to evaluate spatial and temporal trends of forest loss on the Hansen annual forest loss data for these islands from 2001–2018. For the two islands, most hotspots were detected outside protected areas; those within protected areas were mainly concentrated at boundaries, where lower elevation/slope and high human pressure could be observed. New hotspots were identified within the three PAs in Sumatra, while three kinds of hotspots (consecutive, oscillating, and sporadic) were found in the two PAs of Kalimantan (Kutai and Teluk Kelumpang). Areas with high human pressure (average human footprint higher than 12) were covered by a high density of hotspots. The results identify specific areas where forest loss has emerged recently, which could indicate a conservation priority. It is suggested that new protected areas be established in locations showing intensifying and persistent hotspots—those where deforestation has occurred for ≥16 of 18 years of the study period.

Evaluating whether protected areas reduce tropical deforestation in Sumatra   总被引:2,自引:0,他引:2  
Aim  This study determines whether the establishment of tropical protected areas (PAs) has led to a reduction in deforestation within their boundaries or whether deforestation has been displaced to adjacent unprotected areas: a process termed neighbourhood leakage.
Location  Sumatra, Indonesia.
Methods  We processed and analysed 98 corresponding LANDSAT satellite images with a c.  800 m2 resolution to map deforestation from 1990 to 2000 across 440,000 km2 on the main island of Sumatra and the smaller island of Siberut. We compared deforestation rates across three categories of land: (1) within PAs; (2) in adjacent unprotected land lying with 10 km of PA boundaries; and (3) within the wider unprotected landscape. We used the statistical method of propensity score matching to predict the deforestation that would have been observed had there been no PAs and to control for the generally remote locations in which Sumatran PAs were established.
Results  During the period 1990–2000 deforestation rates were found to be lower inside PAs than in adjacent unprotected areas or in the wider landscape. Deforestation rates were also found to be lower in adjacent unprotected areas than in the wider landscape.
Main conclusions  Sumatran PAs have lower deforestation rates than unprotected areas. Furthermore, a reduction in deforestation rates inside Sumatran PAs has promoted protection, rather than deforestation, in adjacent unprotected land lying within 10 km of PA boundaries. Despite this positive evaluation, deforestation and logging have not halted within the boundaries of Sumatran PAs. Therefore the long-term viability of Sumatran forests remains open to question.  相似文献

Merely designating new and/or expanding existing protected areas (PAs) does not guarantee the protection of critical ecosystems and species. The management of PAs must be effective to sustain meaningful conservational outcomes. We inferred the management effectiveness of PAs in Kenya based on the representation of ranges and distribution of multiple diversity dimensions of terrestrial mammals and their association with governance and designation types. We hypothesized that different governance types underlie variable management efficacies, such that stricter-managed PAs have better habitats that attract more wildlife, translating to higher species diversity compared to less strictly-managed PAs, especially for focal species groups (large carnivores, large herbivores, and endangered species). The results showed nearly all terrestrial mammals in Kenya represented in at least one PA. However, the relative proportion of represented ranges were low, and analysis of spatial conservation prioritization showed significant expansion beyond current PAs needed to achieve a one third coverage of focal species’ ranges in a best-solution reserve system. Differences in PA governance and designation types were not systematically associated with diversity variances, and while there were more unique species in state-managed PAs than in privately-managed ones, averaged diversity coefficients were comparable between categories. Diversity variances explained by PA size and status year were low in a combined species pool but increased in focal species groups. These findings suggest that success in terrestrial mammal conservation in PAs in Kenya require clearly and formally streamlined definition, performance feedback, and collaboration terms between state-managed and privately-managed PAs.

在自然保护地管理体制改革之际,对保护地开展管理有效性评价可以识别保护地面临的威胁与压力,确定保护地管理工作的优先性。研究以保护地快速评估和优先性确定方法(Rapid Assessment and Prioritization of Protected Areas Management, RAPPAM)为基础,结合福建省省情优化管理评价指标体系,对福建省9个地级市的53处自然保护地开展管理有效性评估,识别自然保护地面临的主要压力与威胁,分析保护地管理上的优劣势,并选用斯皮尔曼相关性分析,识别有利于减轻保护地威胁的相关管理环节,为福建省保护地管理工作的优先性调整提供参考。结果表明:(1)福建省自然保护地面临的主要威胁和压力依次为火灾、种养殖、虫害、环境污染和旅游,其中,环境污染与旅游对保护地的影响严重。(2)福建省自然保护地体系管理水平总体一般,存在地域性差异。自然保护地普遍存在多头管理、管理投入不足、管理实施计划缺失等问题。(3)由斯皮尔曼关联性分析可知,保护地管理过程与投入的提升有助于降低火灾、虫害、种养殖的威胁。环境污染和旅游威胁受宏观经济发展、保护地及周边用地规划影响显著。  相似文献

The number of protected areas (PAs) has steadily increased in the past 20 years, but their effectiveness to meet conservation targets is consistently questioned. Most conservation impact evaluations of protected areas assume that formal designations, like that of IUCN categories, reflect site-specific conservation rules, but this is not always true. In this paper we illustrate how conservation rules could be empirically assessed by use of content analysis combined with optimal scaling. This flexible methodology allows us to quantitatively assess strictness levels for use in conservation impact evaluations. The strictness measures could also indicate whether conservation rules are consistently applied in the different IUCN categories thereby providing guidance for future assignment of PAs to the IUCN protected area management categories. We illustrate how policy indicators based on conservation rules could be developed in two contrasting mountain protected area networks in Norway and in British Columbia (BC), including a total of 48 PAs in Norway and 51 in BC. Conservation rules for recreational use, motorized access and resource use were quantitatively assessed, thus providing a measure of how strictly PAs regulate the different human activities. Our results show that the main differences in strictness are between the two countries, followed by the contrast between national parks and provincial parks in BC. Overall, Norway has a more liberal conservation policy than BC and older national parks in BC have a much stricter conservation policy than most of the other PAs in this study. Overarching conservation objectives did not reflect the level of strictness (the conservation rules) that guide the daily management of individual PAs. This applies to both countries. We recommend to empirically investigate site-specific conservation rules to include de facto management of human activities in conservation policy impact evaluations. The methodology is also useful for monitoring downgrading of the protected area status, which is a result of authorizing human activities that are not consistent with conservation objectives.  相似文献

Biophysical characterization analyses of protected areas (PA) that provide information on their ecological values and potential areas with similar characteristics are needed to make informed PA network planning and management decisions. This study combines and further develops methodologies that use remote sensing and modelling to identify habitat functional types in PAs and map similar areas at the ecoregion level. The study also develops new terrestrial habitat diversity and irreplaceability indices at habitat and PA scale that allow the comparison and ranking of PAs in terms of biophysical gradients and singular environmental conditions. Six PAs were selected to highlight and discuss the results of the proposed methodology. Both individual and composite indices should be considered when trying to compare PAs to understand the overall complexity and ecological values of each PA. Results can inform planning and management of individual and protected area networks as well as identify new areas for conservation. The information provided by the model about similar habitats outside protected areas can also help assess their representativeness and support studies to strengthen ecological connectivity. Besides systematic comparisons, detailed assessments of protected areas can also be performed using medium and high-resolution input variables. This is especially relevant for protected areas in developing countries where undertaking fieldwork is very difficult and the budget devoted to conservation is limited.  相似文献

The leading policy to conserve forest is protected areas (PAs). Yet, PAs are not a single tool: land users and uses vary by PA type; and public PA strategies vary in the extent of each type and in the determinants of impact for each type, i.e. siting and internal deforestation. Further, across regions and time, strategies respond to pressures (deforestation and political). We estimate deforestation impacts of PA types for a critical frontier, the Brazilian Amazon. We separate regions and time periods that differ in their deforestation and political pressures and document considerable variation in PA strategies across regions, time periods and types. The siting of PAs varies across regions. For example, all else being equal, PAs in the arc of deforestation are relatively far from non-forest, while in other states they are relatively near. Internal deforestation varies across time periods, e.g. it is more similar across the PA types for PAs after 2000. By contrast, after 2000, PA extent is less similar across PA types with little non-indigenous area created inside the arc. PA strategies generate a range of impacts for PA types—always far higher within the arc—but not a consistent ranking of PA types by impact.  相似文献

Numerous protected areas (PAs) have been created in Africa to safeguard wildlife and other natural resources. However, significant threats from anthropogenic activities and decline of wildlife populations persist, while conservation efforts in most PAs are still minimal. We assessed the impact level of the most common threats to wildlife within PAs in tropical Africa and the relationship of conservation activities with threat impact level. We collated data on 98 PAs with tropical forest cover from 15 countries across West, Central and East Africa. For this, we assembled information about local threats as well as conservation activities from published and unpublished literature, and questionnaires sent to long-term field workers. We constructed general linear models to test the significance of specific conservation activities in relation to the threat impact level. Subsistence and commercial hunting were identified as the most common direct threats to wildlife and found to be most prevalent in West and Central Africa. Agriculture and logging represented the most common indirect threats, and were most prevalent in West Africa. We found that the long-term presence of conservation activities (such as law enforcement, research and tourism) was associated with lower threat impact levels. Our results highlight deficiencies in the management effectiveness of several PAs across tropical Africa, and conclude that PA management should invest more into conservation activities with long-term duration.  相似文献

Government based Payments for Ecosystem Services (PES) have been criticized for not maximizing environmental effectiveness through appropriate targeting, while instead prioritizing social side-objectives. In Mexico, existing literature on how the Payments for Ecosystem Services-Hydrological program (PSA-H) has targeted deforestation and forest degradation shows that both the process of identifying the eligible areas and the choice of the selection criteria for enrolling forest parcels have been under the influence of competing agendas. In the present paper we study the influence of the PSA-H multi-level governance on the environmental effectiveness of the program–the degree to which forest at high risk of deforestation is enrolled- building from a “policyscape” framework. In particular, we combine governance analysis with two distinct applications of the policyscape framework: First, at national level we assess the functional overlap between the PSA-H and other environmental and rural programs with regard to the risk of deforestation. Second, at regional level in the states of Chiapas and Yucatan, we describe the changing policy agenda and the role of technical intermediaries in defining the temporal spatialization of the PSA-H eligible and enrolled areas with regard to key socio-economic criteria. We find that, although at national level the PSA-H program has been described as coping with both social and environmental indicators thanks to successful adaptive management, our analysis show that PSA-H is mainly found in communities where deforestation risk is low and in combination with other environmental programs (protected areas and forest management programs). Such inertia is reinforced at regional level as a result of the eligible areas’ characteristics and the behaviour of technical intermediaries, which seek to minimise transaction costs and sources of uncertainty. Our project-specific analysis shows the importance of integrating the governance of a program in the policyscape framework as a way to better systematize complex interactions at different spatial and institutional scales between policies and landscape characteristics.  相似文献

Protected areas play an important role in the preservation and implementation of bold environmental agreements, among which the 20 Aichi Targets (Strategic Plan for Biodiversity 2011–2020, COP 10), with their focus on effective management systems supporting the conservation of biodiversity and eco-system services (Aichi Biodiversity Target 11). The aim of this paper is to illustrate the MEVAP (Monitoring and EValuation of Protected Areas) methodology, Italy's contribution to the topic of evaluating the effectiveness of protected areas within the international landscape (WDPA–IUCN, World Database on Protected Areas – Union for Conservation of Nature). The purpose of MEVAP is to provide a periodical review procedure as part of the process to improve the management of protected areas. Its starting point is the analysis of qualitative and quantitative data pertinent to the environmental, social and economic aspects of protected areas and to their governance.This paper illustrates the results obtained using the MEVAP method and its application to several clusters of Italian national parks. While highlighting the potential of this method, the document also proposes an initial assessment of the environmental, social and economical performance of protected areas and how performance is connected to its governance.Underpinning the study is the need to expand the use of evaluation practices and to spur scientific debate in the direction of widely spread adaptive management methods, with a view to optimising policies and management procedures and, therefore, achieving the protection targets that must be met by protected areas through their institutions.  相似文献

In East Africa, human population growth and demands for natural resources cause forest loss contributing to increased carbon emissions and reduced biodiversity. Protected Areas (PAs) are intended to conserve habitats and species. Variability in PA effectiveness and 'leakage' (here defined as displacement of deforestation) may lead to different trends in forest loss within, and adjacent to, existing PAs. Here, we quantify spatial variation in trends of evergreen forest coverage in East Africa between 2001 and 2009, and test for correlations with forest accessibility and environmental drivers. We investigate PA effectiveness at local, landscape and national scales, comparing rates of deforestation within park boundaries with those detected in park buffer zones and in unprotected land more generally. Background forest loss (BFL) was estimated at -9.3% (17,167 km(2)), but varied between countries (range: -0.9% to -85.7%; note: no BFL in South Sudan). We document high variability in PA effectiveness within and between PA categories. The most successful PAs were National Parks, although only 26 out of 48 parks increased or maintained their forest area (i.e. Effective parks). Forest Reserves (Ineffective parks, i.e. parks that lose forest from within boundaries: 204 out of 337), Nature Reserves (six out of 12) and Game Parks (24 out of 26) were more likely to lose forest cover. Forest loss in buffer zones around PAs exceeded background forest loss, in some areas indicating leakage driven by Effective National Parks. Human pressure, forest accessibility, protection status, distance to fires and long-term annual rainfall were highly significant drivers of forest loss in East Africa. Some of these factors can be addressed by adjusting park management. However, addressing close links between livelihoods, natural capital and poverty remains a fundamental challenge in East Africa's forest conservation efforts.  相似文献

Aim We aimed to complete the first systematic assessment of extinction risk based on projected population declines derived from spatially explicit habitat projections for any taxonomic group at a regional scale, to use the outputs to ascertain the efficacy of an existing protected area network in covering species of conservation concern, and identify gaps therein. Location This study focused on Amazonia; an area of exceptional biodiversity, currently experiencing the highest absolute rate of forest loss globally but where the proportion of species assessed as ‘threatened’ on the International Union for the Conservation of Nature (IUCN) Red List in the region is below global averages. Methods For all forest‐dependent Amazonian bird species (814), we revised extinction risk estimates by combining data from a spatially explicit deforestation model with generation length estimates. By overlaying distribution maps for these revised threatened species, we identified crisis areas (areas of projected deforestation supporting the highest numbers of threatened species), refugia (areas projected to retain forest supporting the highest numbers of threatened species) and areas of high irreplaceability: short‐ and long‐term priorities for new protected areas (PAs). Results The number of species qualifying as threatened rose substantially from 24 (3%) to 64–92 (8–11%). Areas of particular concern are the crisis and highly irreplaceable areas within the ‘arc of deforestation’ in the southern Brazilian Amazon states of Rondônia, Mato Grosso and Pará. Main conclusions Through a novel application of the IUCN Red List criteria, we present a spatially accurate rendering of the extinction risks of Amazonian birds. Important areas in the Amazon are not secure. We identify priorities for expansion of the PAs network and key locations where protection should be enforced. We recommend a collaborative approach employing our methods to repeat this process for other taxonomic groups.  相似文献

Protected areas (PAs) are at the forefront of conservation efforts, and yet despite considerable progress towards the global target of having 17% of the world''s land area within protected areas by 2020, biodiversity continues to decline. The discrepancy between increasing PA coverage and negative biodiversity trends has resulted in renewed efforts to enhance PA effectiveness. The global conservation community has conducted thousands of assessments of protected area management effectiveness (PAME), and interest in the use of these data to help measure the conservation impact of PA management interventions is high. Here, we summarize the status of PAME assessment, review the published evidence for a link between PAME assessment results and the conservation impacts of PAs, and discuss the limitations and future use of PAME data in measuring the impact of PA management interventions on conservation outcomes. We conclude that PAME data, while designed as a tool for local adaptive management, may also help to provide insights into the impact of PA management interventions from the local-to-global scale. However, the subjective and ordinal characteristics of the data present significant limitations for their application in rigorous scientific impact evaluations, a problem that should be recognized and mitigated where possible.  相似文献

Protected areas (PAs) not only serve as refuges of biodiversity conservation but are also part of large ecosystems and are vulnerable to change caused by human activity from surrounding lands, especially in biodiversity hotspots. Assessing threats to PAs and surrounding areas is therefore a critical step in effective conservation planning. We apply a threat framework as a means of quantitatively assessing local and surrounding threats to different types of PAs with gradient buffers, and to main ecoregions in the Hengduan Mountain Hotspot of southwest China. Our findings show that national protected areas (NPAs) have lower and significantly lower threat values (p<0.05) than provincial protected areas (PPAs) and other protected areas (OPAs), respectively, which indicates that NPAs are lands with a lower threat level and higher levels of protection and management. PAs have clear edge effects, as the proportion of areas with low threat levels decline dramatically in the 5-kilometer buffers just outside the PAs. However, NPAs suffered greater declines (58.3%) than PPAs (34.8%) and OPAs (33.4%) in the 5-kilometer buffers. Moreover, a significant positive correlation was found between the size of PAs and the proportion of areas with low threat levels that they contained in both PAs and PA buffers (p<0.01). To control or mitigate current threats at the regional scale, PA managers often require quantitative information related to threat intensities and spatial distribution. The threat assessment in the Hengduan Mountain Hotspot will be useful to policy makers and managers in their efforts to establish effective plans and target-oriented management strategies.  相似文献

We compared the location of anuran site records with the protected area network of Australia. We determined how many sites fell within protected areas (PAs) and assessed whether the available distribution of record sites matched that which could be expected by random chance. We also determined the number of PAs that each species was located in and how many were larger (>1,000 ha) PAs. A total of 25,961 from 96,947 record sites (26.78%) for 211 anuran species fell within 1 of 7,416 International Union for the Conservation of Nature (IUCN) criteria “reserves” that protect 7,689,024 ha (10.54%) of mainland Australia. One hundred and sixty-nine species represented by >30 records had a mean 30.05% of record sites within PAs, with 36 species having >45% of record sites in PAs and 18 species <10% of record sites within PAs. Highly “reserved” species are typically montane, prefer rainforest, and have small distributional ranges. Poorly “reserved” species either occur in northern Australia or within highly productive and poorly protected agricultural lands of eastern and western Australia. Several species from coastal eastern Australia have relatively high proportions of record sites within PAs (e.g., Litoria olongburensis and Uperoleia tyleri), even though they are generally believed to be threatened by habitat loss. The number of records available for each species was related to the area of occupancy and the length of calling season, but not to the relative frequency of calling activity. The number of record sites in reserves was greater than expected by chance and most species of frogs are found in many reserves. Over the past few decades there has been increasing attention paid to ‘shared’ forms of governance and to the creation of new protected areas (PAs) that are designed to address ‘non-biological’ goals and values. The rationale for these initiatives has, in part, been based on the belief that well-designed systems of protected area governance will help to deliver desired outcomes and meet linked sociocultural, economic and environmental objectives. Addressing these questions has become increasingly important in British Columbia, where a number of First Nations are asserting increasing control over existing state-run protected areas, as well as establishing new protected areas and designing governance systems for them that deliver outcomes consonant with cultural beliefs, values and goals. This paper reports on an in-depth case study of the Tla-o-qui-aht Tribal Parks and the Pacific Rim National Park Reserve, with a focus on comparing how these physically adjacent protected areas with different objectives each attempt to meaningfully engage the Tla-o-qui-aht First Nation in PA governance.  相似文献
