Sustainability assessment of food supply chains is relevant for global sustainable development. A framework is proposed for analysing fishfood (fish products for direct human consumption) supply chains with local or international scopes. It combines a material flow model (including an ecosystem dimension) of the supply chains, calculation of sustainability indicators (environmental, socio-economic, nutritional), and finally multi-criteria comparison of alternative supply chains (e.g. fates of landed fish) and future exploitation scenarios. The Peruvian anchoveta fishery is the starting point for various local and global supply chains, especially via reduction of anchoveta into fishmeal and oil, used worldwide as a key input in livestock and fish feeds. The Peruvian anchoveta supply chains are described, and the proposed methodology is used to model them. Three scenarios were explored: status quo of fish exploitation (Scenario 1), increase in anchoveta landings for food (Scenario 2), and radical decrease in total anchoveta landings to allow other fish stocks to prosper (Scenario 3). It was found that Scenario 2 provided the best balance of sustainability improvements among the three scenarios, but further refinement of the assessment is recommended. In the long term, the best opportunities for improving the environmental and socio-economic performance of Peruvian fisheries are related to sustainability-improving management and policy changes affecting the reduction industry. Our approach provides the tools and quantitative results to identify these best improvement opportunities.  相似文献

Pressure-State-Response (PSR) model is one of the most commonly used models for environmental impacts assessment. As an effective tool for strategic management and performance evaluation, Balanced Scorecard (BSC) has been widely applied in the management field. PSR and BSC share the similar principles such as systematic, causality and sustainability oriented. Furthermore, BSC features equilibrium and dynamics. It is a feasible and innovative approach to establish a comprehensive environmental assessment framework by combining BSC and PSR. By placing the customer indicator on the top layer and following the PSR principle on the second layer, one model was designed to examine the impact of urbanization on the air environment in Shandong Province from 2005 to 2009 with factor component analysis. The results showed that urbanization and air environmental sustainability has been an upward trend in Shandong. The sustainable development level is low in Shandong presently, which provides a large potential for further improvement. This study is a useful reference for policy makers in terms of economic and environmental management.  相似文献

In the last decade efforts have been carried out by the scientific community aimed at building integrated frameworks to support the decision-making process when sustainability issues are addressed. This paper proposes a further advancement in integrated assessment procedures by setting up an operational multi-scale and transparent framework, which comprises the assessment of European regions in terms of sustainability, and the identification of the impact that policy options might have on the sustainability of these regions. The framework is designed for use in ex ante sustainability impact assessment of policy scenarios on multifunctionality of land use and integrates economic, environmental and social issues across a variety of sectors (agriculture, forestry, transport, tourism and energy). The proposed method provides a conceptual framework applicable at different scales (European, regional), and takes into account the great variability of European regions. The described methodology is based on linear additive models to weight and aggregate selected indicators to a set of land use functions identified to describe the goods and services provided by the different land uses that summarise the most relevant economic, environmental and social issues of a region. The framework is designed to allow the evaluation of impacts at an international scale (e.g. the European Union), or on selected regions. The aggregation framework can be used to evaluate the impact that policy options have on the sustainability of multifunctional land use systems with competing demands. A conceptual envelope, called the “trade-off evaluation space”, delineates all possible developments in the functions of the land. The sustainability limits identify the subset of ‘acceptable’ policy options within the trade-off evaluation space, so that the distance of each land use function from sustainability limits can be estimated and trade-offs between the different functions of the multifunctional land use system can be identified. The proposed methodology is adaptable to different contexts: if the assumption is taken that all land use functions are equally weighted the framework can be used to analyse policy cases and take decisions on policy options at the European or regional level. However, at the local-scale the framework can also be applied through a participatory approach and the distribution of weights can be rediscussed with local stakeholders. In both cases the proposed system can be used as a tool for discussion among all interested parties.  相似文献

The present study aims to promote a methodological scheme to combine the main environmental pressures that can be attributed to tourism activity in order to characterize environmental sustainability for a defined area of concentrated tourism (DACT). The methodological framework is demonstrated in the prevalent tourism destination of Northern Greece, Chalkidiki. The approach puts forward the tourism environmental composite indicator (TECI) which is analytically defined, mathematically formulated and finally implemented for the case under study. TECI provides the basis for a comparative analysis for typical all-sized hotel categories in terms of their combined environmental pressure. Apart from energy and water consumption and waste generation, the presented scheme establishes links with life cycle assessment (LCA) in order to include estimations of carbon footprint (CO2-eq) for hotels’ accommodation and transport, embedded in the TECI concept. A questionnaire for hoteliers was designed for the above purposes, and was used as input, among other data, to the overall methodological approach. The hotel managers gave their feedback via a face-to-face interview. Different normalized key performance indicators, i.e., pressure per m2, pressure per room, pressure per guest night are combined in one single composite indicator. The relative significance of each environmental pressure considered is realized by embedding weighting factors in the TECI mathematical formulation. To demonstrate the methodology TECI provides a comparative analysis for typical all-sized hotel categories in Chalkidiki and concludes with characterizing the level of the environmental sustainability as very poor. The results provide a rich insight into the trade-offs/synergies between the main environmental pressures that can be attributed to tourism activity. The work presented adds up to the low number of respective implementations found in the literature, especially by combining the theoretical background of environmental indicators with LCA. Last but not least, the identification of environmental degradation “hot spots” is realized in order to provide insights for sustainable tourism practices to stakeholders of the tourism industry and highlight insights for strategic governance and policy modeling for the area under consideration.  相似文献

Purpose

The population living in urban areas of the world continues to grow rapidly. It is, thus, a great priority for the planning practice to embed sustainability concept in their urban development endeavors. Currently, development and expansion of urban systems stress the need to control consumption of resources, especially non-renewable ones. There is also a need to reduce related environmental impacts, while stimulating a sustainable pathway for the population and urban growth.

Methods

Strategic environmental assessment (SEA) is useful for policy design to build an integrated method for supporting the development of a sustainable society. It undertakes territorial assessments and describes urban flows and impacts related to them by using a variety of tools, including material flow accounting (MFA). This study employs MFA, as it fits well within the scope of SEA and supports the growing environmental attention in the urban metabolism approach. Although helpful, MFA has not been systematically applied in the urban development context; for this reason, this paper proposes the integration of SEA and MFA.

Results and discussion

Integration of SEA and MFA generates a new framework for sustainable development planning. The framework is structured in phases oriented to the continual improvement based on the Deming cycle (i.e., plan, do, check, act), a key management approach mainly used in businesses for improving the effectiveness of an organization. It can also be implemented at the urban system level. In order to maintain normative compliance, each process (urban planning, strategic environmental assessment with urban metabolism approach, participatory processes) is standardized in line with a common and mandatory approach. While the processes are integrated among them, highlighting the reciprocal contact points, the results are combined in a holistic perspective. The framework, hence, transforms the voluntary MFA tool into a mandatory process.

Conclusions

The proposed SEA-MFA framework has the potential to unify and standardize the processes of categorizing and quantifying data in order to improve the understanding of urban metabolic principles and scale effects. It also supports management and policy development and meets the requirements of different stakeholders. The framework, thus, generated a novel approach for sustainable urban development planning by providing solutions for specific policy problems and ensuring urban ecological balance and sustainable urban futures.

Sustainability assessment standards are currently being developed for a range of building products. This activity has been stimulated through the considerable success of the U.S. Green Building Council's (USGBC) LEED? standard. Transparent life cycle–based standards can guide manufacturers to design products that have reduced environmental impact. The use of a sustainability standard can certify performance and avoid green washing. In this article we present a logical framework for designing a sustainability assessment standard through the creation of tables that award points in the standard to be consistent with life cycle information. Certain minimum principles of consistency are articulated. In the case that the life cycle impact assessment method maps the life cycle inventory to impact through a linear weighting, two design approaches—impact category and activity substitution—are constructed to be consistent with these principles. The approach is illustrated in a case study of a partial redesign of a carpet sustainability assessment standard (NSF/ANSI‐140).  相似文献

There are many different kinds of frameworks for evaluating environmental and sustainability performance at the organizational level (profit or not-for-profit, private or public), sectoral level (e.g. industry, transport, agriculture and tourism), and local, regional or country levels. Despite the diversity of methods and tools to measure sustainable development, indicators are one of the approaches most used. However, these tools do not usually include evaluation of the performance measurement instrument itself. The main objective of this research is to develop a conceptual framework to design and assess the effectiveness of the sustainability indicators themselves. To put the proposed tool into practice, a set of key good-practice factors and meta-performance evaluation indicators is proposed for adoption in a national case study—the national sustainable development indicators system, SIDS Portugal, and the usefulness of this methodology is demonstrated. This approach aims to evaluate how appropriate a set of sustainability indicators is and allow an evaluation of overall performance-monitoring activities and results. Stakeholder involvement is an essential component of the proposed framework. The tool developed could support continuous improvement in the performance of ongoing sustainability indicator initiatives, allowing greater guidance, objectivity and transparency in sustainability assessment processes.  相似文献

Purpose

There is no clear guidance for responsible food service operations to reduce their environmental footprint, so the efforts put forth by a restaurant may not have the environmental impact intended. As a result, Green Seal conducted life cycle assessment research on restaurants and food service operations to define priorities for environmental improvement. This information was then used to develop a sustainability standard and certification (i.e., ecolabel) program.

A Decision Support Framework for Sustainable Waste Management   总被引:1,自引:0,他引:1
This article describes a decision support framework for the evaluation of scenarios for the integrated management of municipal solid waste within a local government area (LGA).
The work is initially focused on local government (i.e., municipal councils) in the state of Queensland, Australia; however, it is broadly applicable to LGAs anywhere. The goal is to achieve sustainable waste management practices by balancing global and regional environmental impacts, social impacts at the local community level, and economic impacts. The framework integrates life-cycle assessment (LCA) with other environmental, social, and economic tools. For this study, social and economic impacts are assumed to be similar across developed countries of the world. LCA was streamlined at both the life-cycle inventory and life-cycle impact assessment stages.
For this process, spatial resolution is introduced into the LCA process to account for impacts occurring at the local and regional levels. This has been done by considering social impacts on the local community and by use of a regional procedure for LCA data for emissions to the environment that may have impacts at the regional level.
The integration follows the structured approach of the pressure-state-response (PSR) model suggested by the Organisation for Economic Cooperation and Development (OECD). This PSR model has been extended to encompass nonenvironmental issues and to guide the process of applying multiple tools.
The framework primarily focuses on decision analysis and interpretation processes. Multiattribute utility theory (MAUT) is used to assist with the integration of qualitative and quantitative information. MAUT provides a well-structured approach to information assessment and facilitates objective, transparent decisions. A commercially available decision analysis software package based on MAUT has been used as the platform for the framework developed in this study.  相似文献

Understanding how a circular economy (CE) can reduce environmental pressures from economic activities is crucial for policy and practice. Science provides a range of indicators to monitor and assess CE activities. However, common CE activities, such as recycling and eco‐design, are contested in terms of their contribution to environmental sustainability. This article assesses whether and to what extent current approaches to assess CE activities sufficiently capture environmental pressures to monitor progress toward environmental sustainability. Based on a material flow perspective, we show that most indicators do not capture environmental pressures related to the CE activities they address. Many focus on a single CE activity or process, which does not necessarily contribute to increased environmental sustainability overall. Based on these results, we suggest complementing CE management indicators with indicators capturing basic environmental pressures related to the respective CE activity. Given the conceptual linkage between CE activities, resource extraction, and waste flows, we suggest that a resource‐based footprint approach accounting for major environmental inputs and outputs is necessary—while not sufficient—to assess the environmental sustainability of CE activities. As footprint approaches can be used across scales, they could aid the challenging process of developing indicators for monitoring progress toward an environmentally sustainable CE at the European, national, and company levels.  相似文献

This research aims to propose a regenerative sustainability framework for AEC organizations, not only to focus on delivering green certified projects, but to encourage a revitalized approach to systematically drive their sustainability initiative. To achieve this aim, the study conducts an extensive global review of sustainable assessment systems in various industries and organizations, such as corporate sustainable reports, green company competitions, and green-renowned stocks. After learning the best practices from other industries, a sustainable development framework for the AEC organizations is developed. The proposed framework constitutes 110 key indicators covering three-dimensions of sustainability—social, environmental, and economic, respectively—and four-elements of corporate development essentials—projects, operations, governance, and stakeholders. By comparing the proposed framework to existing AEC practices, the study identifies the skewed development of corporate sustainability in the AEC industry where much awareness have been given to project-level environmental matters, but the social dimension, such as social stakeholders and social governance, are seriously lacking and need to be prioritized. A case study of a multi-millions construction company in China was investigated to validate this framework in practice. The case analysis justifies the practical value of the proposed framework, and elaborates the future need of regenerative sustainable initiatives for AEC organizations. The study contributes to the development of corporate sustainability theory in the AEC industry, and also provides industrial practitioners and policy makers with a better understanding of the next generation of corporate sustainable performance and implementation strategies.  相似文献

Chemical recycling (CR) could support a circular approach for municipal solid waste (MSW) treatment. In promoting the recirculation of recyclable carbon-containing waste as secondary feedstock for chemical production, it could contribute to resource conservation, emissions reduction, and supply security. To evaluate CR's contribution to the transition from a linear to a circular carbon economy—and correspondingly to the achievement of environmental, economic, and social sustainability as indicated in the UN Sustainable Development Goals (UN-SDGs)—this study builds on extant literature of life cycle sustainability assessment (LCSA) to investigate consequential environmental, economic, and social CR impacts. Specifically, an integrated approach whereby process-based life cycle assessment, techno-economic analysis, and social indicators are linked in the framework of an agent-based model is developed to investigate sustainability consequences of CR via gasification of residual MSW in Germany. Results suggest that CR contributes to reducing climate change and to addressing terrestrial acidification and fossil resource scarcity. However, its deployment will be associated with significant system costs. Hence, to promote CR implementation, measures such as obliging direct waste incineration to trade CO2 certificates—provided that certificate prices increase sharply in the future—as well as implementing a recycling rate are found to be necessary to gap economic disadvantages. This study not only contributes to extending life cycle approaches for LCSA methodologically, it furthermore provides valuable insights into temporal and spatial interactions in waste management systems to inform science, industry, and politics about the sustainability impacts of CR on the achievement of the UN-SDGs. In France, greenhouse gas (GHG) emissions from transport have grown steadily since 1950 and transport is now the main source of emissions. Despite technological improvements, urban sprawl increases the environmental stress due to car use. This study evaluates urban mobility through assessments of the transport system and travel habits, by applying life cycle assessment methods to the results of mobility simulations that were produced by a Land Use and Transport Interactions (LUTI) model. The environmental impacts of four life cycle phases of urban mobility in the Lyon area (exhausts, fuel processing, infrastructure and vehicle life cycle) were estimated through nine indicators (global warming potential, particulate matter emissions, photochemical oxidant emissions, terrestrial acidification, fossil resource depletion, metal depletion, non-renewable energy use, renewable energy use and land occupancy). GHG emissions were estimated to be 3.02 kg CO2-eq inhabitant−1 day−1, strongly linked to car use, and indirect impacts represented 21% of GHG emissions, which is consistent with previous studies. Combining life cycle assessment (LCA) with a LUTI model allows changes in the vehicle mix and fuel sources combined with demographic shifts to be assessed, and provides environmental perspectives for transport policy makers and urban planners. It can also provide detailed analysis, by allowing levels of emissions that are generated by different categories of households to be differentiated, according to their revenue and location. Public policies can then focus more accurately on the emitters and be assessed from both an environmental and social point of view.  相似文献

Understanding which factors mainly affect the environmental sustainability of a Region is a very crucial concern for many Chinese planners and policy-makers. In this study, the emergy accounting method is applied to the production and consumption activities of the city of Shanwei, a seaside urban area in Guangdong region, China. The emergy method provides a comprehensive assessment of a system, by generating a consistent set of indicators capable to capture the dynamics of the system as a whole and its efficiency in converting resources into an economic product and welfare. At the same time, the approach is capable to provide details about a system's performance over time, its use of renewable versus nonrenewables sources, local versus imported, concentrated versus dispersed and finally labor intensive versus fuel intensive processes. The main local renewable and nonrenewable emergy flows supporting the investigated area were included in the accounting, together with the flows of imported energy, goods, machinery, labor and services. Coal plays a crucial role for electricity generation, industrial uses, but also gasoline and diesel for transport affect the overall sustainability to a non-negligible extent. An Emergy Sustainability Indicator (ESI) of the local economic and social system is calculated and compared with the average value of the Chinese economy, based on the assumption that a process or system is unsustainable if it contributes to lower the overall sustainability of the region or country. This is quantified by the requirement that always must be ESIlocal  ESIcountry. Results confirm that the most crucial factor for this region sustainability is the use of coal as a non-renewable and imported energy source. The calculated emergy indicators translate into a set-aside buffer land demand capable to mitigate, dilute, and uptake the environmental impact of human-dominated activities. Unfortunately, such buffer land demand is much higher than the land actually available. As a result, both the ESI-based sustainability equation as well as the lack of support land make the city's production and consumption patterns unsustainable and call for different lifestyles and environmental policies.  相似文献
