The deconstruction of the moral polity around forced migration proposed by Thomas Faist in his article “The moral polity of forced migration” can, in some ways, be interpreted as an analysis of the failure of global migration governance. In this comment, I review the challenges faced by those claiming their human rights, suggesting – in addition to Faist’s explanations – some further causes of and consequences for the current situation. I then explore the type of claim made by refugees in their protests, using the concept of weak agency, which relativizes the statement made by Faist that their claim is not subversive.  相似文献

The current era demands our thoughtful attention to how states process asylum seeker claims for safe haven, yet we know little about the practices through which asylum officials carry out that work. Building from literature on the body and knowledge production, this paper illuminates the workings of (dis)embodiment in the asylum process. I use the term (dis)embodiment to refer to an arrangement of separate yet interdependent practices of disembodying and embodying knowledge. These practices of knowledge production together form an integral part of what I call the “epistemic logic” of asylum – the techniques and processes of reasoning used to produce and analyse information to determine if an asylum seeker qualifies for refugee status. Through an ethnography of the asylum process in Brazil, I document how officials produce and privilege disembodied knowledge, while they contrastingly constrain the knowledge of asylum seekers to their bodies and lived experiences.  相似文献

This paper follows Thomas Faist's invitation to analyse the prominence that migration issues have acquired in European and North American political discourses and public perceptions. It situates mobility, beyond usual dichotomies between voluntary and forced migration, in the increasing global landscape of exclusion that characterizes today's world. It proposes as a working hypothesis that mobility can be seen as a testimony of the immorality of the global polity and as a political act subverting classical forms of state territoriality and contesting the distribution of wealth. This general point is illustrated with ethnographic vignettes on Afghans on the island of Lesbos, the port of entry in Europe for many of them, in Friuli, on the north-eastern border of Italy, and finally in the jungle of Calais, where many candidates to asylum ended up in very precarious living conditions.  相似文献

Bridging diverse areas of inquiry (i.e. legal studies and developmental psychology), this study explored the longitudinal association between Latina/o youths’ burgeoning legal consciousness, measured as awareness of Senate Bill 1070 (SB1070) in Arizona, and their adjustment in school, measured as classroom regulatory behaviours, and examined whether this association varied across immigrant generational status and gender. Participants were 689 Latina/o middle school students in Arizona (Mage?=?12.06 years, SD?=?.98). Multiple regression analysis revealed a significant interaction between Latina/o youths’ awareness of SB1070 at Time 1 and gender in predicting classroom regulatory behaviours at Time 2 (controlling for levels of it at Time 1). Males who were higher on awareness of SB1070 at Time 1 reported lower levels of classroom regulatory behaviours at Time 2. This study underscores the importance of measuring youths’ awareness of laws and how this awareness may impact their academic adjustment.  相似文献

The activities of extractive industry have recently been framed by a language of corporate social responsibility that relies on a system of legibility and objectification. This process reifies ‘cultural units’, abstracting them from the rules of kinship, migration, and exchange that ensure social and economic security. I refer to this process and the ideology of ‘development’ that accompanies it as culturization and examine it in the context of oil extraction in Papua New Guinea's Kutubu region. Drawing on debates on the indigenization and politicization of ‘culture’, I present culturization as a process that relies on rules of inheritance and property to impose a structure of difference in contexts of extractive industry that ignores the intricacies of sociality that ultimately give life meaning. The aim of the paper is to both illustrate the consequences of this process and consider cognate ideas of ‘culture’ vis‐à‐vis ‘sociality’ to emphasize their mutual theoretical importance to contemporary anthropological inquiry.  相似文献

This paper examines the planning process and architecture of two public psychiatric institutions built around 1900 in Trieste and Lower Austria. From 1864, the building of new asylums was the responsibility of Crown land governments, which by the end of the nineteenth century had emerged as sites of power and self-presentation by minority groups and new political parties. At the same time, the area of asylum planning was establishing itself as a branch of asylum psychiatry and promoting the idea of the asylum as model settlement, contributing to social reform. I analyse the interaction of psychiatrists, architects and government officials involved in planning the two institutions in the context of Crown land governments' self-positioning within the empire and internationally (especially in relation to Italy and Germany). The Trieste asylum planners were working for a government controlled by Italian nationalists, but their desire for a 'modern' asylum turned them towards German models. The Christian Social government in Lower Austria sought to supplant Germany as the leader in this branch of science. The spatial arrangement and visual articulation of the two asylums is interpreted in the context of the interaction of psychiatry and the politics of regional autonomy.  相似文献

Whether through traditional law or modern torture, the body has always been a privileged site on which to demonstrate the evidence of power. But for immigrants, the poor, and, more generally, the dominated—all of whom have to prove their eligibility to certain social rights—it has also become the place that displays the evidence of truth. In France, as immigration control increases, asylum seekers are more and more submitted to the evaluation of their physical sequels and psychic traumas, as if their autobiographical accounts were not sufficient. In this article, we show how nongovernmental organizations (NGOs) deal with the dilemmas posed by this situation, how they develop protocols standardizing their expertise, and how their medical authority progressively substitutes itself for the asylum seekers' word. In this process of objectification, it is the experience of the victims as political subjects that is progressively erased.  相似文献

In this paper I examine the debate between ‘protectionists’ and ‘liberationists’ concerning the appropriate role of minors in decision‐making about their health care, focusing particularly on disagreements between the two sides regarding adolescents. Protectionists advocate a more traditional, paternalistic approach in which minors have relatively little input into the healthcare decision‐making process, and decisions are made for them by parents or other adults, guided by a commitment to the patient's best interests. Liberationists, on the other hand, argue in favour of expanded participation by minors in treatment decisions, and decision‐making authority for at least some adolescents. My examination of the debate includes discussion of liberationist shifts that have taken place in the medical community as well as in legal policy and practice, and consideration of recent research on adolescent development. In the final section of the paper, I propose a moderate position that addresses both liberationist and protectionist concerns.  相似文献

ABSTRACT

In this article, I examine how the intersection of legal status and racialization shapes immigrant’s sense of security; or of legal and interpersonal safety. I draw on an ethnography of Syrian refugees who hold a permanent legal status, and who entered the United States in 2015, as Donald Trump was launching his campaign, amplifying anti-Muslim and anti-refugee sentiment. Following refugee experiences from their arrival, through the issuance of the first executive order banning travel in January 2017, I show how this group, racialized as Muslim and Arab, was categorized as a threat to national security. I also capture the uneven way they came to recognize their racialization. While a permanent legal status is likely a necessary condition for feeling a sense of security in the United States, I argue that it is an insufficient one. I show that Syrian refugees’ racialization attenuated their sense of security despite their legal status.  相似文献

In many Palaearctic wader species there is a clear separation in the timing of adult and juvenile southward migration. This phenomenon is traditionally explained by the selection on adults to depart early from breeding grounds and necessity of juveniles to prepare longer for migration. In this study we hypothesize that late departure from natal grounds may also be adaptive for juveniles, as it allows them to avoid intensified interference competition at stopover sites with adult, usually more dominant conspecifics. To test this hypothesis we analysed long-term data on stopover behaviour of juvenile wood sandpipers (Tringa glareola) staying at a central Polish stopover site under varying levels of competition from adult birds. The results clearly indicated that juveniles were highly disadvantaged by the simultaneous presence of adults at the same staging site, as under intense competition from older conspecifics they refuelled more slowly and attained lower fat reserves. It was also found that juveniles which were forced to compete with adults left the site quickly and possibly searched for more favourable staging places. All these imply that delayed departure from natal grounds may be adaptive for juvenile waders, allowing them to mismatch the timing of their first migration with the peak of adult passage and, thus, reduce the negative consequences of intraspecific competition during migration.  相似文献

Drawing from fieldwork and archival research carried out in Bolivia between 2010 and 2017, this article undertakes a rethinking of Indigenous ontologies in light of Bolivian interlocutors’ efforts to navigate deeply precarious ties to named places and saints. Attention to such instabilities challenges romantic accounts of ontology that presume a stable domain of materiality or religiosity outside of practice. During fieldwork in central Bolivia, I learned about the ways that Quechua farmers negotiated the relational and ecological effects of a divisive history of indentured labour and sexual violence through acts of devotion including paraman purina (‘walking for rain’), feasting, flute-play, dance, and chapel prayer each February for the Patron Saint La Virgen de la Candelaria, named places, and the Pachamama. These practices sought to rebuild ties to named places that were interrupted by the forbidding of offerings by the prior hacienda master and reshaped by state projects of Indigenous revivalism. These devotional practices, and participants’ narrations of them, offer insight into the political workings of Indigenous ontologies in twenty-first-century Bolivia. I propose critical ontologies as a scholarly lens that insists upon placing relations with other-than-humans within broader fields of legal and political contestation over rights, nature, and Indigeneity.  相似文献

The first orb web built by newly hatched spiders resembles the adult web in its overall form and structure. However, many details show ontogenetic changes. One possible explanation for these changes is that the tiny early‐instar spiders with their minute brains will make more mistakes and build less ‘perfect’ orb webs than older and larger juveniles and adults. To test this hypothesis, known as the size limitation hypothesis, I analysed orb webs from three developmental stages, spiderlings, juveniles and adult females, in two neotropical orb‐web spiders, the araneid Eustala illicita and the nephilid Nephila clavipes. Neither species showed clear signs of being behaviourally limited or more prone to committing errors as spiderlings than were older juveniles or adults. These findings therefore do not support the size limitation hypothesis in either species. Finally, I looked for evidence of the ‘biogenetic law’, which predicts that juveniles should build less derived orb webs than the adults. Evidence for this was found in E. illicita, but not in N. clavipes.  相似文献

Studies on migration and integration in Britain have noted the paucity of research on ‘new’ migrants, especially ‘illegal’ migrants and asylum seekers. This paper focuses on one understudied group – Albanian immigrants and their children – and looks at their migration and settlement, based on sixty interviews conducted in two phases either side of a 2003 mini-amnesty that gave many indefinite leave to remain. This regularization is the fulcrum around which our analytical narrative is built. Focusing on the interaction of migrants' agency with host-country structure, the paper shows that an unsettled asylum policy and delays in implementation have had deleterious effects on migrants' integration and sense of belonging, even after citizenship acquisition. As they search for a social and ethnic positioning within a multi-ethnic host society, the eventual realization of Albanians' migration project is accompanied by culture shock, intergenerational difference and ambivalence towards integration.  相似文献

Spanish and American colonisers ascribed the identity ‘Igorot’ to the peoples of the northern Philippine mountains, positioning them in the ‘tribal slot’, somewhere between ordinary peasants and ‘backward’ primitives. From this marginal position, contemporary Igorot communities have been comparatively successful in formalising their entitlements to land and resources in their dealings with the Philippine State. This success depends on a discourse tying indigenous or ‘tribal’ culture to particular places. Colonial and, now, local anthropology has been recruited to this process through the mapping of community boundaries. This has allowed groups to secure official status as ‘cultural communities' and gain legal recognition of their ancestral domains. Ironically, even as ancestral domains are recognised, the municipalities that hold such domains have ceased to be bounded containers for Igorot localities, if they ever were. Participation in global indigenous networks, circular migration, and ongoing relations with emigrants overseas blur the spatial, temporal, and social boundaries of Igorot communities. Transnational flows of people, information, and value are recruited to support the essentialised versions of indigenous identity necessary for negotiations with the state. Here, I show how the specific history of the Igorot ‘tribal slot’ enables communities to perform essentialised indigeneity and simultaneously enact highly translocal modes of cultural reproduction.  相似文献

What might it mean to follow failure ‘out into the world’ (Alexander, introduction to this volume) in a way that is attentive both to its contingent and diffuse effects, and to the work involved in making it socially legible? This essay follows a moment of social breakdown, its reverberations in social life, and the forms of diagnosis it elicited as a way of exploring the double social life of failure. Focusing on the aftermath of Kyrgyzstan's 2010 ‘Osh events’ (Oshskie sobytiia) as they took hold in a multi-tenant and ethnically mixed dormitory apartment for migrant workers in Moscow, I follow failure forwards, exploring how a period of intercommunal violence reverberated in a context of protracted work migration, legal non-recognition, and the digital circulation of blame. I also track it backwards, attending to my interlocutors’ practices of diagnosis and excavation. Among Kyrgyz and Uzbeks in Moscow, the Osh events figured as indexical of different kinds of failure – whether of protection, recognition, or proper state care. I take vernacular diagnoses of bardak – normative breakdown – as an ethnographic entry point for thinking about the spatial and temporal afterlives of violence, their articulation in an age of digital mediation, and the ethics of naming and diagnosing failure.  相似文献

Juvenile songbirds on spring migration travel from tropical wintering sites to temperate breeding destinations thousands of kilometres away with no prior experience to guide them. We provide a first glimpse at the migration timing, routes, and stopover behaviour of juvenile wood thrushes (Hylocichla mustelina) on their inaugural spring migration by using miniaturized archival geolocators to track them from Central America to the U.S. and Canada. We found significant differences between the timing of juvenile migration and that of more experienced adults: juveniles not only departed later from tropical wintering sites relative to adults, they also became progressively later as they moved northward. The increasing delay was driven by more frequent short stops by juveniles along their migration route, particularly in the U.S. as they got closer to breeding sites. Surprisingly, juveniles were just as likely as adults to cross the Gulf of Mexico, an open-water crossing of 800–1000 km, and migration route at the Gulf was not significantly different for juveniles relative to adults. To determine if the later departure of juveniles was related to poor body condition in winter relative to adults, we examined percent lean body mass, fat scores, and pectoral muscle scores of juvenile versus adult birds at a wintering site in Belize. We found no age-related differences in body condition. Later migration timing of juveniles relative to adults could be an adaptive strategy (as opposed to condition-dependent) to avoid the high costs of fast migration and competition for breeding territories with experienced and larger adults. We did find significant differences in wing size between adults and juveniles, which could contribute to lower flight efficiency of juveniles and thus slower overall migration speed. We provide the first step toward understanding the “black box” of juvenile songbird migration by documenting their migration timing and en route performance.  相似文献

Large mammalian herbivores play an important role in shaping the diversity of tropical forests by affecting the survival of seedlings and saplings beneath parent plants. The white‐lipped peccary (Tayassu pecari) accounts for the largest herbivore biomass that controls seed and seedling survival in Neotropical ecosystems. However, hunting and habitat loss has driven peccaries to local extinction for most of their original distribution, so it is likely that their absence will affect plant recruitment dynamics. We tested the effects of peccary local extinction on the density and spatial distribution of the hyperdominant palm Euterpe edulis by performing a fine‐scale characterization of its spatial recruitment in six forest sites in the Brazilian Atlantic forest. We compared the age structure and the spatial patterns of seedlings, saplings, and adults as well as the relationship between them. We found that while under the presence of peccaries there was a decrease in recruitment rates under adults, the local extinction of these large mammals led to a more clumped process of spatial recruitment. Despite such contrasting spatial patterns of recruitment dynamics, neither age structure nor the random spatial distribution of adults was affected by the presence or absence of peccaries, indicating that their early effects on these palm populations are mitigated as recruitment advances. Our findings highlight the role of large‐bodied forest‐dwelling herbivores in regulating the fine‐scale spatial recruitment of plants and advance our understanding on the effects of defaunation in tropical forests. Many British social anthropologists have been asked in recent years to provide expert evidence for use in legal appeals by asylum seekers. This article describes the administrative and legal decision-making procedures to which asylum claims are subject. It considers how the courts respond to 'objective evidence' from 'country experts' such as anthropologists, comparing this to legal approaches to evidence from medical experts. The problems which arise – especially in relation to the key issue of an asylum seeker's 'credibility'– are analysed with reference to diverse forms of reasoning among social scientists and lawyers, and their different understandings as to the nature of 'fact' and 'truth'.  相似文献

Objective: To determine the prevalence of psychological maladjustment in clinic‐based treatment‐seeking obese children and adolescents (BMI ≥ 95th percentile) and the degree to which maternal, demographic, and youth factors correlate to the youths’ psychological adjustment. Research Methods and Procedures: Anthropometrics, demographics (race, sex, insurance status), measures of youth psychological adjustment (self‐ and mother‐report; Behavior Assessment System for Children), and maternal self‐report of psychological distress (Symptom Checklist 90‐Revised) were collected from 121 obese children and adolescents (55% white, 45% black) and their mothers. Results: Approximately one‐third of youths self‐reported some psychological maladjustment, but two‐thirds of youth were described by their mothers as experiencing some degree of psychological maladjustment. Adjustment difficulties were specific to social functioning, low self‐esteem, and internalizing symptoms. Forty‐one percent of mothers of child participants and 56% of mothers of adolescent participants reported clinically significant psychological distress. Youth self‐report and mother‐report of youths’ psychological difficulties were often most strongly associated with mothers’ level of psychological distress and/or family socioeconomic status rather than to youth characteristics (e.g., percent overweight, race). Discussion: Psychological maladjustment levels among obese youth and their mothers were higher in this clinic‐based sample than in treatment research‐based samples. Present correlate findings extended to obese adolescents and reaffirm a potent association between youth self‐report of their own psychological adjustment and their mother's level of psychological distress. Demographic characteristics and youth weight status were not consistent correlates of youths’ psychological functioning. Findings have implications for the translation of empirically supported pediatric obesity interventions to clinic‐based treatment samples.  相似文献

Medical anthropologists often point to the importance of “illness narratives” as emergent or incipient forms in which patients attempt to make sense of the moral dimensions of illness and suffering (Kleinman 1988; Mattingly 1998). In this article I draw upon published accounts, newspapers, and legal documents, supplemented by ethnographic interviews carried out from 1999 to 2001, to show how plaintiffs in the yakugai AIDS trials brought by HIV-infected hemophiliacs against the Japanese government and the pharmaceutical industries that sold them tainted blood products appropriated powerful cultural themes in producing narrative accounts of their suffering. These narratives resonate with themes of lost trust, filial piety, and the desire for a “good death.” In contrast, I show how the neat and tidy narrative that emerged in the course of the yakugai AIDS trial served to impose meaning upon the plaintiffs’ unruly experiences such that, when it was over, the Japanese public was convinced that the “AIDS problem” had been “solved.”  相似文献
