With the accelerating urbanization process, there is an increasing shortage of land resource. It leads to an increasingly serious conflicts between built-up areas and other types of land use. This will further hinder city sustainable development. To address the issue, this paper takes urban land management sustainability as the study object and puts forward an evaluation method on sustainable land management (SLM) in urban area. First, four aspects of sustainable land management are proposed, namely economic progress, social stability, urban improvement and ecological balance. Second, a system with fourteen indicators is built according to the aspects. Third, using the indicators, the sub-performance and the overall efficiency of SLM are evaluated with the technique for order preference by similarity to ideal solution (TOPSIS) based on entropy weight. After that, the proposed method is applied to a case study of Shanghai, China. The results show the time series changing of SLM performance from 2000 to 2011 and reveal an unbalanced development path among the four aspects of SLM. Accordingly, policy recommendations are proposed to improve the sustainable land management efficiency. Therefore, it demonstrates that the proposed evaluation method can be used to reveal to what extend the urban land use is reasonable and sustainable and provides guidance on government urban land planning and policy making. Consequently, it helps to improve the land use efficiency and ease the land use conflict.  相似文献

There are many different kinds of frameworks for evaluating environmental and sustainability performance at the organizational level (profit or not-for-profit, private or public), sectoral level (e.g. industry, transport, agriculture and tourism), and local, regional or country levels. Despite the diversity of methods and tools to measure sustainable development, indicators are one of the approaches most used. However, these tools do not usually include evaluation of the performance measurement instrument itself. The main objective of this research is to develop a conceptual framework to design and assess the effectiveness of the sustainability indicators themselves. To put the proposed tool into practice, a set of key good-practice factors and meta-performance evaluation indicators is proposed for adoption in a national case study—the national sustainable development indicators system, SIDS Portugal, and the usefulness of this methodology is demonstrated. This approach aims to evaluate how appropriate a set of sustainability indicators is and allow an evaluation of overall performance-monitoring activities and results. Stakeholder involvement is an essential component of the proposed framework. The tool developed could support continuous improvement in the performance of ongoing sustainability indicator initiatives, allowing greater guidance, objectivity and transparency in sustainability assessment processes.  相似文献

Purpose

Sustainable manufacturing is practiced globally as a comprehensive strategy for improving the sustainability performance of the manufacturing industry. While sustainability is characterized into such three dimensions as economic, environmental, and social, currently, there is no quantitative method yet to measure the so-called ??sustainability?? in the manufacturing industry. The objective of this research is to develop a comprehensive and effective quantitative method to measure the overall sustainability performance of manufacturing companies.

Methods

In this paper, an integrated methodology is presented for the development of composite sustainability indicators based on principal component analysis (PCA). In developing this integrated approach, both industry and academia surveys are conducted to identify what sustainability indicators are favored by the sustainable manufacturing community. A unique index is then generated to measure the overall sustainability performance of industrial practices. The methodology can be used for benchmarking the overall sustainability performance of various manufacturing companies.

Results

A case study is conducted on a total of 11 global electronic manufacturing companies. The overall sustainability performance of these companies are measured, benchmarked, and ranked. The results showed that PCA is an effective approach for constructing composite sustainability indicators across environmental, economic, and social dimensions.

Conclusions

From this research, it is found that industry and academia have different views on the sustainability measurement, evidenced by different weights put on the same indicator in industry and academia. The case study demonstrated that the methodology presented in this paper is an effective tool for comprehensive measurement of sustainability performance of manufacturing companies. Strengths and weaknesses of each company can be identified. Then, the recommended improvements can be suggested based on the study of each of the individual indicators.  相似文献

The steel companies are becoming increasingly aware about the sustainability challenges. In order to become a responsible corporate citizen, the industry has responded to these challenges through adoption of pillars of sustainability. The industry has made the beginning with identification of sustainability indicators. The indicators have been developed specifically for steel industry. Generally, it is quite difficult to evaluate the performance of company on the basis of large number of sustainability indicators. Integration of key sustainability indicators is quite essential for decision-making. Composite indicators are an innovative approach to evaluate sustainable performance. This paper presents a method for development of composite sustainability performance index (CSPI) that addresses the sustainable performance of steel industries along all the three pillars of sustainability—economic, environmental and societal. Organizational governance and technical aspects have also been considered fourth and fifth dimensions of sustainability.The objective of this paper is to introduce sustainability and to present a conceptual decision model, using analytical hierarchy process (AHP) to assist in evaluating the impact of an organization's sustainability performance. AHP has been used to determine the weights at various levels. Sub-indices have been evaluated and aggregated to form CSPI. Agri-environmental indicators are commonly used to assess agricultural sustainability. In North America, few are designed to be easily used by dairy farmers. As farmers assume more responsibility for managing natural resources, they play an increasingly important role in assessing sustainable agriculture. This paper describes the development of an indicator-based self-assessment tool for use at the farm level to evaluate dairy farm sustainability from an environmental standpoint. The agri-environmental indicator set was selected by using two participatory processes: the Delphi method and a focus group. The framework for developing the assessment tool consisted of six steps: (1) Defining the concept of environmental sustainability at the farm level; (2) setting up goals and principles for the assessment; (3) identifying potential indicators and selecting candidate indicators; (4) defining reference values, aggregating indicators into components, and establishing relative weights for indicators; (5) testing the candidate indicators on dairy farms, and (6) selecting the final indicator set. Six criteria were used to evaluate either the practicality or usefulness of indicators. Thirteen indicators were chosen, one of which was divided into four sub-indicators. These indicators were aggregated into four components: soil quality, cropping practices, fertilization management, and farmland management. Expert participation was the first validation of the indicator set. A compromise between feasibility, practicality, and relevance of measurement was found among indicators. When applied to 40 farms over two contrasting regions, the indicator set identified scores that differed according to production context. The tool is user-friendly and well-adapted to dairy farming systems.  相似文献

Nowadays the challenge for humanity is to find pathways towards sustainable development. Decision makers require a set of sustainability indicators to know if the sustainability strategies are following those pathways. There are more than one hundred sustainability indicators but they differ on their relative importance according to the size of the locality and change on time. The resources needed to follow these sustainability indicators are scarce and in some instances finite, especially in smaller regions. Therefore strategies to select set of these indicators are useful for decision makers responsible for monitoring sustainability. In this paper we propose a model for the identification and selection of a set of sustainability indicators that adequately represents human systems. In developing this model, we applied evolutionary dynamics in a space where sustainability indicators are fundamental entities interconnected by an interaction matrix. we used a fixed interaction that simulates the current context for the city of Cuernavaca, México as an example. We were able to identify and define relevant sets indicators for the system by using the Pareto principle. In this case we identified a set of sixteen sustainability indicators with more than 80% of the total strength. This set presents resilience to perturbations. For the Tangled Nature framework we provided a manner of treating different contexts (i.e., cities, counties, states, regions, countries, continents or the whole planet), dealing with small dimensions. This model provides decision makers with a valuable tool to select sustainability indicators set for towns, cities, regions, countries, continents or the entire planet according to a coevolutionary framework. The social legitimacy can arise from the fact that each individual indicator must be selected from those that are most important for the subject community.  相似文献

城市是一类社会-经济-自然复合生态系统,城市的可持续发展指标体系和评价方法是衡量城市经济、社会、环境状况及可持续发展能力的重要手段。采用全排列多边形综合图示法,以中国277个地级及地级以上城市为研究对象,建立了不同规模城市的可持续发展指标体系,包括经济发展、社会进步、生态环境3类24项指标,对其2000—2010年的可持续发展能力进行了综合评价。研究结果表明:从不同城市规模类型间横向对比分析来看,随着城市规模的增大,经济发展、社会进步和可持续发展综合指数相应提高,生态环境指数却随之下降。从不同规模城市类型内的时间序列分析对比来看,2000—2010年不同规模城市的经济发展、社会进步、生态环境指数各个方面均有显著提高,可持续发展综合指数也伴随着提升。并且,巨大特大型城市在生态环境保护方面提高幅度最大;大型城市在社会进步方面提高幅度最大;中小型城市在经济发展和可持续发展综合能力方面提高幅度最大。但截止到2010年,不同规模城市的可持续发展综合指数均为Ⅲ级,可持续发展能力仅处于一般水平。探究了中国不同规模的城市可持续发展过程中面临的诸多问题,然后提出相应的对策建议,为今后的新型城市化建设提供参考。  相似文献

Purpose

Sustainability analysis should include the assessment of the environmental, social, and economic impacts throughout the life cycle of a product. However, the social sustainability performance assessment is seldom carried out during materials selection due to its complex nature and the lack of a social life cycle assessment tool. This study presents a single score-based social life cycle assessment methodology, namely social sustainability grading model, for assessing and comparing the social sustainability performance of construction materials using a case study on recycled and natural construction materials.

Methods

The proposed method is developed based on the methodological framework provided by the United Nations Environment Programme/Society of Environmental Toxicology and Chemistry guidelines published in 2009 and the methodological sheets published in 2013, the indicators and sustainability reporting guidelines provided by the Global Reporting Initiatives and ISO 26000 for social responsibility of products, and the indicators provided by the Hong Kong Business Environment Council Limited for construction sustainability. A twofold research approach is proposed in this model: the first one is the qualitative research based on expert interviews to identify, select, and prioritize the relevant subcategories and indicators, and the second one is the operational research based on the case-specific survey to collect the required data. A social sustainability index was proposed for the interpretation of the results effectively. A case study on construction materials was conducted to illustrate the implementation of the method using case-specific first-hand data.

Results and discussion

The major outcome of this study is the systematic development of a social sustainability assessment tool based on the established standards and guidelines. The case study showed that four subcategories are crucial social concerns for construction materials (i.e., health and safety issues of the materials, health and safety of workers, company’s commitment to sustainability, and company’s policies on energy and water consumption). Based on the sustainability index proposed, using recycled aggregates from locally generated waste materials scored higher (about 31–34%) social sustainability than using imported natural aggregates. In addition, recycled aggregates and natural aggregates achieved “sustainable” and “neutral” rating sustainability levels, respectively. However, several subcategories (e.g., health and safety, working hour, forced work, training and social benefits of workers, and quality of the materials and information disclosing to public) are still needed to improve the social sustainability performance of recycled aggregates.

Conclusions

An integrated social life cycle assessment method is presented in this study for assessing the social sustainability of construction materials. In addition, the reported case study in this paper is one of the first attempts for social sustainability assessment of recycled construction materials, and the method can be applied to other recycled materials/products for comparative analysis. However, several critical factors, such as integration in other life cycle methods and software, sensitivity analysis, and more case studies, are still needed for further improvement of the developed method.

The adoption of suitable indicators is fundamental to implement sustainable development at the local level. It helps in the analysis and evaluation; supports the decisional process and helps the communication between the citizens and the society, in general.Furthermore, the aggregated indexes – by representing the observed context in a simple way – may help the community in the definition of effective improvement goals and also serve as important tools to monitor the fulfillment of the planned objectives.The Dashboard of Sustainability (DS) is a mathematical and graphical tool designed to integrate the complex influences of sustainability and support the decision-making process by creating concise evaluations.The city of Padua, Italy, agreed to use the DS in its Local Agenda 21 project, financed by the Italian Ministry of Environment. The available data were sufficient to design 61 useful indicators of environmental protection, economic development, and social promotion.The results of the analysis were discussed in Padua's community forum on the Local Agenda 21 process. The graphical and numerical results helped Padua reach a consensus on the plan for future sustainability, one that was understood and accepted by all the stakeholders.In order to adapt this tool to a local context, two changes in the methodologies were necessary: to measure urban sustainability, for which “ad hoc” set indicators were used; and to allow a comparative evaluation, for which the performances of Padua were evaluated over time. The notion of sustainability is used widely at the policy level, but only few approaches deal with its measurement, especially at the local level. Here, we develop and apply a practical tool for the estimation of the sustainability state at the island level with the use of indicators selected and adapted from international agencies and institutes, in a framework which is an expanded version of the DPSR approach. The identification of the significant sustainability state factors and the selection of the indicators are based on areas’ characteristics, namely their insularity and the fact that they are in the Mediterranean. The values of these indicators were obtained or calculated for the islands of Paros and Kos in Greece. The findings reveal that the method can be of great use for the sustainability evaluation and for planning the sustainable development of islands.  相似文献

The sustainability assessment of public sector organizations including municipalities, with a focus on the integration of health, safety, and environmental (HSE) issues in the context of sustainability performance indicators, has almost remained underexplored. Moreover, since a large number of the activities of megacities’ municipalities have directly to do with HSE issues, there seems to be a substantial gap in the study of megacities and corresponding local public administrations. The present study is aimed at developing a performance evaluation tool, supported by indicators, to monitor the HSE aspects of sustainable development in the municipalities of megacities. To put the proposed tool into practice, a set of performance evaluation indicators is proposed to be adopted in Iranian municipalities, integrated in the megacity of Tehran. The selection process was conducted by employing Delphi technique. In doing so, a 2-round questionnaire was responded by qualified experts to select the most robust indicators of HSE performance and evaluate the priority of each indicator. A total of 80 indicators were generated and grouped into 13 categories, 29 sub-categories, and 7 themes- (Health (H), Safety (S), Environment (E), Health-Safety (HS), Health-Environment (HE), Safety-Environment (SE), and Health, Safety and Environment (HSE)). Findings indicate that amongst the overall average score of the 13 categories, “Fire and emergency response” is the most important category, closely followed by “Waste”, “Transportation”, and “Natural systems” categories. Moreover, among the 7 proposed themes, the integrated “HSE theme”, nearly followed by “safety theme”, plays the most significant role in enhancing the HSE performance of sustainability in Tehran municipalities. It is concluded that in the HSE context of the megacities municipalities under scrutiny, social aspects of sustainability gain more attention in comparison with the environmental ones. Furthermore, in municipalities of megacities, the indicators related to health and safety could be considered as ‘key indicators’ and should be thus classified into independent categories so that their roles can be highlighted in the management and assessment of municipal sustainable development.  相似文献

Urbanization induces detrimental effects on the eco-environment that are beginning to be extensively described. However, the adoption of suitable indicators and reliable methods still requires attention to provide a basis for a more accurate understanding of eco-environmental effects from urbanization. The aggregated index system representing the coupling relationships between urbanization and eco-environment was introduced and an integrated sustainable development approach (ISD) to simulate and evaluate the integrative effects was developed in this paper. The ISD consists of modules of the coupling relationship assessments, systematic analysis of potential eco-environmental changes, and sustainability evaluation. An interpretative structural modeling (ISM) and grey relative technique (GRT) are used to analyze the systematical structure and assess the coupling relationships. A system dynamics model (SD) and artificial neural network (ANN) are used to simulate the potential environmental changes and compare the sustainability, respectively. An application study of Jiangsu province in China was performed, where the general eco-environmental integrity is under significant urbanization pressure. The potential eco-environmental scenarios from 2010 to 2015 under natural, populated, economic, spatial and social urbanization patterns were simulated and analyzed. The result reveals that the urbanization sustainability may be met on condition that either populated urbanization or social urbanization pattern is adopted in Jiangsu province, China. The aggregated indexes and ISD may help local authorities better understand and address the complex coupling relationship, and develop improved regional environmental management strategies that better balance urbanization and eco-environmental conservation.  相似文献

Pressure-State-Response (PSR) model is one of the most commonly used models for environmental impacts assessment. As an effective tool for strategic management and performance evaluation, Balanced Scorecard (BSC) has been widely applied in the management field. PSR and BSC share the similar principles such as systematic, causality and sustainability oriented. Furthermore, BSC features equilibrium and dynamics. It is a feasible and innovative approach to establish a comprehensive environmental assessment framework by combining BSC and PSR. By placing the customer indicator on the top layer and following the PSR principle on the second layer, one model was designed to examine the impact of urbanization on the air environment in Shandong Province from 2005 to 2009 with factor component analysis. The results showed that urbanization and air environmental sustainability has been an upward trend in Shandong. The sustainable development level is low in Shandong presently, which provides a large potential for further improvement. This study is a useful reference for policy makers in terms of economic and environmental management.  相似文献

Environmental sustainability has been more examined in the construction industry in recent years. But it is still difficult for engineering designers to incorporate sustainability into their work without practical methods. The design stage is key in the life cycle to integrating sustainability into construction projects. Assessment of sustainable design performance can be an initiative to pursue sustainability.This paper proposes the ratio of items considered/adopted and man-hour spending to measure project sustainable design performance. The two indicators were tested on six roadway projects to validate their applicability on engineering design.The results show that the ratios of items considered and adopted are from 34% to 87%, meaning the many suggested sustainability items can be incorporated into design. The man-hours spent on sustainability are from 2% to 12%, meaning sustainable design initially takes more time than conventional design.The engineering design itself does not cause environmental impact. But the proposed indicators can examine the effort devoted into sustainability in the design stage. This early step helps predict the future environmental performance of designed products.  相似文献

Background, Aim and Scope Sustainability is a well recognised goal which is difficult to manage due to its complexity. As part of a series of sustainability management tools, a Product Sustainability Index (PSI) is translating the sustainability aspects to the organization of vehicle product development of Ford of Europe, thus allocating ownership and responsibility to that function. PSI is limiting the scope to those key environmental, social and economic characteristics of passenger vehicles that are controllable by the product development organisation. Materials and Methods: The PSI considers environmental, economic and social aspects based on externally reviewed life cycle environmental and cost aspects (Life Cycle Assessment, Cost of ownership / Life Cycle Costing), externally certified aspects (allergy-tested interior) and related aspects as sustainable materials, safety, mobility capability and noise. After the kick-off of their product development in 2002, the new Ford S-MAX and Ford Galaxy are serving as a pilot for this tool. These products are launched in Europe in 2006. The tracking of PSI performance has been done by engineers of the Vehicle Integration department within the product development organization. The method has been translated in an easy spreadsheet tool. Engineers have been trained within one hour trainings. The application of PSI by vehicle integration followed the principle to reduce the need for any incremental time or additional data to a minimum. PSI is adopted to the existing decision-making process. End of 2005, an internal expert conducted a Life Cycle Assessment and Life Cycle Costing (LCC) study for verification purposes using commercial software. This study and the PSI have been scrutinized by an external review panel according to ISO14040 and, by taking into consideration the on-going SETAC, work in the field of LCC. Results: The results of the Life Cycle based indicators of PSI as calculated by non-experts are fully in line with those of the more detailed expert study. The difference is below 2%. The new Ford Galaxy and Ford S-MAX shows significantly improved performance regarding the life cycle air quality, use of sustainable materials, restricted substances and safety compared to the previous model Galaxy. The affordability (Life Cycle Cost of Ownership) has also been improved when looking at the same engine types. Looking at gasoline versus diesel options, the detailed study shows under what conditions the diesel options are environmentally preferable and less costly (mileage, fuel prices, etc.). Discussion: The robustness of results has been verified in various ways. Based also on Sensitivity and Monte-Carlo Analysis, case study-specific requirements have been deduced defining criteria for a significant environmental improvement between the various vehicles. Only if the differences of LCIA results between two vehicles are larger than a certain threshold are the above-mentioned results robust. Conclusions: In general terms, an approach has been implemented and externally reviewed that allows non-experts to manage key environmental, social and economic aspects in the product development, also on a vehicle level. This allows mainstream functions to take ownership of sustainability and assigns accountability to those who can really decide on changes affecting the sustainability performance. In the case of Ford S-MAX and Galaxy, indicators from all three dimensions of sustainability (environment, social and economic) have been improved compared to the old Ford Galaxy. Recommendations and Perspectives: Based on this positive experience, it is recommended to make, in large or multinational organizations, the core business functions directly responsible and accountable for managing their own part of environmental, social and economic aspects of sustainability. Staff functions should be limited to starting the process with methodological and training support and making sure that the contributions of the different main functions fit together.  相似文献

A determination of the sustainability performance of a company ought to fulfill certain requirements. It has to take into account the direct impacts from on-site processes as well as indirect impacts embodied in the supply chains of a company. This life cycle thinking is the common theme of popular footprint analyses, such as carbon, ecological, or water footprinting. All these indicators can be incorporated into one common and consistent accounting and reporting scheme based on economic input−output analysis, extended with data from all three dimensions of sustainability. We introduce such a triple-bottom-line accounting framework and software tool and apply it in a case study of a small company in the United Kingdom. Results include absolute impacts and relative intensities of indicators and are put into perspective by a benchmark comparison with the economic sector to which the company belongs. Production layer decomposition and structural path analysis provide further valuable detail, identifying the amount and location of triple-bottom-line impacts in individual upstream supply chains. The concept of shared responsibility has been applied to avoid double-counting and noncomparability of results. Although in this work we employ a single-region model for the sake of illustration, we discuss how to extend our ideas to international supply chains. We discuss the limitations of the approach and the implications for corporate sustainability.  相似文献

The assessment of sustainability of public services is an important issue, especially at local level, taken into account the central role of local governments as a major public employer and provider of a diversity of services. Local governments are close to citizens and are moving faster than other public sector levels with regard to the integration of sustainability principles in their operations and strategies. A sustainability label to communicate public service performance enables to disclose information directly to service users. However, there is a dearth of research about labels addressing specific sustainability criteria for local services. The main aim of this research was the development of a conceptual framework to define a sustainability label, as a tool to assess and communicate sustainability of local public services. The approach was developed taking into account criteria of the European Union Ecolabel and indicators of the Global Reporting Initiative guidelines. The ecolabel is a relatively well-known voluntary instrument in Europe and has the potential for application in public service activities and operations, but only assess the environmental component of sustainability. The Global Reporting Initiative, in particular the Sector Supplement for Public Agencies, was then used to integrate the other sustainability components. Thirty-six (36) criteria and respective indicators were adapted for the proposed sustainability label conceptual framework. A Portuguese local public service was used as an exploratory case study to test the proposed conceptual model into practice. The overall results demonstrate that few criteria were accomplished in this local public service, stressing that new practices and public policies need to be adopted to invert the current trend, especially through the application of assessment systems. This exploratory case study research has shown how useful can be a sustainability label to support local governments in evaluating and communicating the sustainability performance of their public services. This case could drive and support other government levels, including central and regional public administration, in adopting and exploring public service labels and their associated performance approaches.  相似文献

City planners need practical methods to assess and compare the sustainability of different alternatives for urban infrastructure. This article presents the consequences of selecting different methods to normalize the values of sustainability indicators, and the influence of selecting different indicators and different weighting techniques. Chosen indicators represent use of resources, environment, health and safety, psycho/sociological situation. Infrastructure costs are not included in the indicators, since it is more convenient to weigh them against the sustainability indices of the different systems. All indicators are aggregated into one system index. A nature-based sewerage system is compared to a conventional system. The article demonstrates that the method used to normalize the indicators, the choice of relevant indicators and the weighting technique have considerable influence on which system is found to be the more sustainable.  相似文献

Within the past two decades sustainability has become a key term in emphasizing and understanding relationships between economic progress and the protection of the environment. One key difficulty is in the definition of sustainability indicators based on information at different spatial and temporal scales. In this paper we formalize statistical models for the assessment of sustainability impact indicators using a public data source provided by the Austrian government. Our application example is the Eisenwurzen region in Austria, an old and famous mining area within the Alps. The total area covers 5.743 km2 and includes 99 municipalities. In our study we define 15 impact indicators covering economic, social and environmental impacts. For each of the impact indicators we develop response functions using the available public data sources. The results suggest that the available data are an important source for deriving sustainable impact indicators within specific regions.
