In summary, major paradigm shifts in the health care industry are altering the way technology is maintained and supported. Service organizations are now responsible for maintaining a broader base of technology within the health care delivery network and must to this on an extremely rapid, efficient, and productive basis. A number of new technologies are coming on-line, which can allow a health care technology service organization to experience significant improvements in profitability, efficiency, and productivity. To realize maximum benefit from these technologies, service organizations may find themselves re-engineering their service processes. The author believes that this is a requirement for many service organizations, regardless of whether new technology is implemented. The traditional approaches to service delivery are ineffective in managing the new structural realities and service requirements of today's health care environment. New strategies and tactics are required for ensuring that these requirements are met. These approaches will no doubt improve the overall quality, productivity, and efficiency of service and are based on best practices utilized by leading OEMs and ISOs in the medical electronics and other high technology service industry such as information technology and telecommunications, where the service organization is responsible for supporting a broad array of the technology over a large geography with a densely populated installed base, not unlike the typical health care delivery service environment. Once operational improvements are made, a service organization can take advantage of the productivity and efficiency gains brought on by new technology. Organizations interested in doing so are urged to thoroughly research the current state-of-the-art and best practices, because there are numerous systems currently available off-the-shelf. The author believes that new technology will be a basic requirement for competing in the health care technology service marketplace, because it can significantly affect the profitability of service organizations. This technology will help level the playing field between ISOs, OEMs, and biomedical personnel. As our research suggests, efficiently operating biomedical personnel can achieve a significantly higher utilization and profitability than efficiently operating OEMs, due to the advantages of lower overhead and operating cost structure. In general, the process to improve service productivity and efficiency involves a review of current service operations and understanding of the customer environment perceptions as well as understanding of key service factors parameters. From there, service organizations should identify the current state-of-the-art service and infrastructure systems and technology. Based on this assessment, a service organization can evaluate best practices and identify new strategies and tactics for improving service delivery. Through better service management control and education of users on the improvement in service, which the new processes and technologies provide, the service organization can realize real, quantifiable improvements in service quality, productivity, and profitability.  相似文献

Genetic diversity allows a population to adapt genetically to a changing environment or to buffer it against stochastic events such as harsh weather or disease outbreaks. Genetic diversity is therefore an important consideration in the development of management strategies for threatened populations around the world, with the possible exception of New Zealand, where species recovery programmes tend to focus on increasing population size while neglecting the maintenance of genetic diversity. Many of New Zealand?s threatened species have relatively low genetic variation and consequently may still be at risk in the long-term due to reduced resilience even if the effects of introduced predators were eliminated. The three main factors affecting genetic diversity – genetic drift, inbreeding and population subdivision – are processes that potentially impact on many of our locally threatened species, but their effects tend to occur over a considerably broader timescale than ecological effects, and as such are much more difficult to detect and ultimately to justify additional resource spending towards. Our message is that genetic management of New Zealand threatened species should not take priority over other management concerns such as controlling predators or improving habitat quality, but it needs more attention than it currently receives. We recommend that genetic diversity be a fundamental component in long-term management strategies for threatened species, and that such strategies are made explicit within the New Zealand Department of Conservation?s current species recovery plans so that the persistence of biodiversity becomes of key importance, as opposed to current approaches that seek solely to maximise representation.  相似文献

Common dolphins, Delphinus sp., are one of the marine mammal species tourism operations in New Zealand focus on. While effects of cetacean-watching activities have previously been examined in coastal regions in New Zealand, this study is the first to investigate effects of commercial tourism and recreational vessels on common dolphins in an open oceanic habitat. Observations from both an independent research vessel and aboard commercial tour vessels operating off the central and east coast Bay of Plenty, North Island, New Zealand were used to assess dolphin behaviour and record the level of compliance by permitted commercial tour operators and private recreational vessels with New Zealand regulations. Dolphin behaviour was assessed using two different approaches to Markov chain analysis in order to examine variation of responses of dolphins to vessels. Results showed that, regardless of the variance in Markov methods, dolphin foraging behaviour was significantly altered by boat interactions. Dolphins spent less time foraging during interactions and took significantly longer to return to foraging once disrupted by vessel presence. This research raises concerns about the potential disruption to feeding, a biologically critical behaviour. This may be particularly important in an open oceanic habitat, where prey resources are typically widely dispersed and unpredictable in abundance. Furthermore, because tourism in this region focuses on common dolphins transiting between adjacent coastal locations, the potential for cumulative effects could exacerbate the local effects demonstrated in this study. While the overall level of compliance by commercial operators was relatively high, non-compliance to the regulations was observed with time restriction, number or speed of vessels interacting with dolphins not being respected. Additionally, prohibited swimming with calves did occur. The effects shown in this study should be carefully considered within conservation management plans, in order to reduce the risk of detrimental effects on common dolphins within the region.  相似文献

Maintaining growth through intensification in the New Zealand dairy industry is a challenge for various reasons, in particular sustainably managing the large volumes of effluent. Dairy farm effluents have traditionally been treated using two-pond systems that are effective in the removal of carbon and suspended solids, however limited in their ability to remove nutrients. In the past these nutrient-rich two-pond treated effluents were disposed of in surface waters. Current environmental concerns associated with the direct discharge of these effluents to surface waters has prompted in developing technologies to either minimise the nutrient content of the effluent or apply effluents to land. Here, we discuss various approaches and methods of treatment that enable producers to sustainably manage farm effluents, including advanced pond treatment systems, stripping techniques to reduce nutrient concentration, land application strategies involving nutrient budgeting models to minimise environmental degradation and enhance fodder quality. We also discuss alternative uses of farm effluents to produce energy and animal feed.  相似文献

The diamondback moth, Plutella xylostella, is renowned for developing resistance to insecticides and causing significant economic damage to Brassica vegetable crops throughout the world. Yet despite its economic importance, little is known about the population structure and movement patterns of this pest both at local and regional scales. In Australia, the movement patterns and insecticide resistance status of P. xylostella infesting canola, vegetables, forage brassicas and weeds have fundamental implications for the management of this pest. Here we use six polymorphic microsatellite loci to investigate population structure and gene flow in Australian populations of P. xylostella. Samples of P. xylostella from New Zealand, Malaysia, Indonesia and Kenya were also scored at these loci. We found no evidence of population structure within Australia, with most populations having low inbreeding coefficients and in Hardy-Weinberg equilibrium. In addition, a sample from the North Island of New Zealand was indistinguishable from the Australian samples. However, large genetic differences were found between the Australia/New Zealand samples and samples from Kenya, Malaysia and Indonesia. There was no relationship between genetic distance and geographic distance among Australian and New Zealand samples. Two of the loci were found to have null alleles, the frequency of which was increased in the populations outside the Australia/New Zealand region. We discuss these results with reference to insecticide resistance management strategies for P. xylostella in Australia.  相似文献

In most regions of the world removal of environmental stress facilitates regeneration of native plants and habitats. However, in many of New Zealands modified landscapes, exotic species are likely to respond first to any reduction in stress because these fast-growing species are prevalent in local vegetation and dominate seed banks. Given the trend in agriculture towards intensive management on larger units, the indigenous character in New Zealand landscapes is being marginalised and there is the risk that further reduction in visibility of native vegetation may be perpetuated by a growing familiarity and identification with ubiquitous exotic species. Alternative landscapes, based on an understanding of ecosystem processes, need to be explored if biodiversity goals set by international convention and national resource management law are to be achieved. This study provides a set of predictions and pathways, backed by field observations, to underpin a restoration strategy at patch to landscape scales. A forest model, LINKNZ, is employed to simulate species succession under New Zealand conditions. The incorporation of disturbance regimes and species dispersal processes in the model permits a wide range of scenarios to be investigated encompassing indigenous forest development, exotic species interactions with indigenous forest ecosystems, management of mixed introduced-indigenous forests, and landscape dynamics. The results illustrate an approach that identifies potential biosecurity threats and provides additional options for integrating nature and production in New Zealands rural and urban landscapes.  相似文献

ABSTRACT

Fatigue is recognized as an important safety concern in the transportation industry. In this study, our goal was to investigate how circadian and sleep–wake dependent factors influence St-Lawrence River pilots’ sleep–wake cycle, alertness and psychomotor performance levels at work. A total of 18 male St-Lawrence River ship pilots were recruited to a 16–21-day field study. Pilots’ chronotype, sleepiness and insomnia levels were documented using standardized questionnaires. Their sleep–wake cycle was documented by a sleep–wake log and wrist-worn activity monitoring. Subjective alertness and objective psychomotor performances were assessed ~5×/day for each work and rest day. Ship transits were distributed throughout the 24-h day and lasted on average (± SEM) 5.93 ± 0.67 h. Main sleep periods occurred mainly at night, and objectively lasted 6.04 ± 1.02 h before work days. When going to bed at the end of work days, pilots subjectively reported sleeping 7.64 ± 1.64 h in the prior 24 h. Significant diurnal and wake-dependent effects were observed for subjective alertness and objective psychomotor performance, with minimum levels occurring between 09:00 and 10:00. Thus, despite their irregular work schedule, ship pilots presented, as a group, a diurnal variation of alertness and psychomotor performance indicative of a day-oriented circadian system. Important inter-individual differences were observed on psychomotor performance mesor and phase. In individuals, earlier phases in psychomotor performance were correlated with earlier chronotype. This study indicates that both circadian and homeostatic processes modulate alertness and psychomotor performance levels with worst levels reached when long shifts ended in the morning. This work has potential applications as it indicates fatigue countermeasures considering both processes are scientifically based.  相似文献

Summary Nest predation has been considered an important factor in the evolution of avian life histories: smaller clutches and shorter incubation and nestling periods are expected where nest predation has significant effects on reproductive success. Unlike the Australian avifauna, terrestrial New Zealand birds have evolved in the absence of reptilian and mammalian predators. Here we compare the reproductive strategies of terrestrial native New Zealand birds with those of their Australian sister taxa. In 11 of 14 comparisons, New Zealand birds were larger than their Australian relatives, but we did not find any significant differences in reproductive tactics between the two regions, a result inconsistent with the nest predation hypothesis. We discuss several reasons why this may be so. One possibility is that selection imposed on avian life history tactics by mammalian predators following the arrival of humans in New Zealand has led to strategies similar to those adopted in Australia.  相似文献

Human impacts on natural systems can cause local population extinctions, which may promote redistribution of taxa and secondary contact between divergent lineages. In mammalian populations that have mating systems shaped by polygyny and sexual selection, the potential for hybridization to ensue and persist depends on individual and demographic factors. At Macquarie Island, a recently formed fur seal population is comprised of both sexes of breeding Antarctic (Arctocephalus gazella) and subantarctic (A. tropicalis) fur seals, and an itinerant collection of male New Zealand fur seals (A. forsteri), presumed to be non-breeders due to their absence from principle breeding areas. The mating system of the three species is described as resource-defence polygyny: males defend beach territories containing breeding females for exclusive mating rights. A recent genetic study identified a high level of hybridization in the population (17-30%), unexpectedly involving all three species. This study examined the source of involvement in breeding by A. forsteri with respect to mating strategies operating in the population. Ninety-five (10%) pups born from 1992 to 2003 were genetically identified as New Zealand hybrids. Most resulted from reproduction within territories by New Zealand hybrids of both sexes, although some were conceived extra-territorially, indicating that males successfully utilize strategies other than territory holding to achieve paternities. Female reproductive status influenced mating partner and mating location, and females without pups were more likely to conceive extra-territorially and with A. forsteri males. This study illustrates an important consequence of low heterospecific discrimination in a sympatric population of long-lived mammals.  相似文献

Long-haul airline pilots often experience elevated levels of fatigue due to extended work hours and circadian misalignment of sleep and wake periods. During long-haul trips, pilots are typically given 1-3 d off between flights (i.e., layover) to recover from, and prepare for, duty. Anecdotally, some pilots prefer long layovers because it maximizes the time available for recovery and preparation, but others prefer short layovers because it minimizes both the length of the trip, and the degree to which the body clock changes from "home time" to the layover time zone. The aim of this study was to examine the impact of layover length on the sleep, subjective fatigue levels, and capacity to sustain attention of long-haul pilots. Participants were 19 male pilots (10 Captains, 9 First Officers) working for an international airline. Data were collected during an 11- or 12-d international trip. The trips involved (i) 4 d at home prior to the trip; (ii) an eastward flight of 13.5 h across seven time zones; (iii) a layover of either 39 h (i.e., short, n = 9) or 62 h (i.e., long, n = 10); (iv) a return westward flight of 14.3 h across seven time zones; and (v) 4 d off at home after the trip. Sleep was recorded using a self-report sleep diary and wrist activity monitor; subjective fatigue level was measured using the Samn-Perelli Fatigue Checklist; and sustained attention was assessed using the psychomotor vigilance task for a personal digital assistant (PalmPVT). Mixed-model regression analyses were used to determine the effects of layover length (short, long) on the amount of sleep that pilots obtained during the trip, and on the pilots' subjective fatigue levels and capacity to sustain attention. There was no main effect of layover length on ground-based sleep or in-flight sleep, but pilots who had a short layover at the midpoint of their trip had higher subjective fatigue levels and poorer sustained attention than pilots who had a long layover. The results of this study indicate that a short layover during a long-haul trip does not substantially disrupt pilots' sleep, but it may result in elevated levels of fatigue during and after the trip. If short layovers are used, pilots should have a minimum of 4 d off to recover prior to their next long-haul trip.  相似文献

We used a comparative approach to investigate heteroblasty in the Chatham Islands. Heteroblasty refers to abrupt changes in the morphology of leaves and shoots with plant height. Common on isolated islands such as New Caledonia and New Zealand, which once had flightless, browsing birds, heteroblasty is hypothesised to be an adaptation to deter bird browsing. The Chatham Islands are a small archipelago located 800 km off the east coast of New Zealand, which has clear floristic links to New Zealand. However, unlike New Caledonia and New Zealand, the Chathams never had flightless, browsing birds. We investigated heteroblasty on the Chatham Islands by: (1) comparing height-related changes in leaf morphology and branching architecture in several plant taxa with heteroblastic relatives on the New Zealand mainland; (2) characterising changes in leaf morphology in heteroblastic tree species endemic to the Chathams; and (3) comparing overall trends in leaf heteroblasty on the Chathams with New Caledonia and New Zealand. Reversions to homoblasty were observed in the three Chatham Island taxa with heteroblastic relatives on the New Zealand mainland. However, two endemic tree species were clearly heteroblastic; both produced dramatically larger leaves as juveniles than as adults. Inter-archipelago comparisons showed that this trend in leaf morphology is rare among heteroblastic species in New Caledonia and New Zealand. Therefore, while some of our results were consistent with the hypothesis that heteroblasty is an adaptation to avoid bird browsing, other processes also appear to have shaped the expression of heteroblasty on Chatham Island.  相似文献

This paper reviews current knowledge of dynamic processes in New Zealand land-water ecotones drawing on published quantitative data wherever possible. Basic ecosystem processes in forested and natural unforested land-water ecotones are compared, and dynamic processes are discussed under the following headings: time scales of change; water movement; sediment trapping and transport; dissolved nutrient dynamics; dissolved oxygen; trophic interactions. Environmental "resetting" agents such as floods, fires and storms have been shown to be important regulators of change at the land-water interface. However, an element of stability is imparted by continuous allochthonous inputs from evergreen vegetation into the water at the interface, as well as an important contribution from terrestrial insects. Stable isotope studies have shown that such inputs are translated as a carbon source through aquatic food chains in some New Zealand streams. Dynamics of sediment movement and nutrients are governed by the complex patterns of water movement along the ecotone. Patterns of water movement at this interface are controlled by obstructions to flow providing eddies and "dead zones". Manning's coefficient of drag is a convenient measure of the degree of obstruction by aquatic vegetation, fallen branches etc. Nutrient dynamics along the land-water interface of lakes and streams are affected not only in moving surface water, but also in groundwater. New Zealand studies have, in recent years, concentrated on nitrogen pathways in ground waters at the interface where denitrification is shown to be an important N sink. This is controlled largely by dissolved oxygen and prevailing redox conditions. Implications for management of New Zealand land-water ecotones where ecosystem dynamics are governed by periodic physical disruptions such as floods, fires or dry-wet cycles are discussed.  相似文献

New Zealand?s offshore and outlying islands have long been a focus of conservation biology as sites of local endemism and as last refuges for many species. During the c. 730 years since New Zealand has been settled by people, mammalian predators have invaded many islands and caused local and global extinctions. New Zealand has led international efforts in island restoration. By the late 1980s, translocations of threatened birds to predator-free islands were well under way to safeguard against extinction. Non-native herbivores and predators, such as goats and cats, had been eradicated from some islands. A significant development in island restoration in the mid-1980s was the eradication of rats from small forested islands. This eradication technology has been refined and currently at least 65 islands, including large and remote Campbell (11 216 ha) and Raoul (2938 ha) Islands, have been successfully cleared of rats. Many of New Zealand?s offshore islands, especially those without predatory mammals, are home to large numbers of breeding seabirds. Seabirds influence ecosystem processes on islands by enhancing soil fertility and through soil disturbance by burrowing. Predators, especially rats, alter ecosystem processes and cause population reductions or extinctions of native animals and plants. Islands have been promoted as touchstones of a primaeval New Zealand, but we are now increasingly aware that most islands have been substantially modified since human settlement of New Zealand. Archaeological and palaeoecological investigations, together with the acknowledgement that many islands have been important mahinga kai (sources of food) for Maori, have all led to a better understanding of how people have modified these islands. Restoration technology may have vaulted ahead of our ability to predict the ecosystem consequences of its application on islands. However, research is now being directed to help make better decisions about restoration and management of islands, decisions that take account of island history and key drivers of island ecosystem functioning.  相似文献

Dr Nigel Barlow died on 4 June 2003 aged 53 in Christchurch, New Zealand. Nigel completed his PhD at the University of East Anglia in 1977 and emigrated to New Zealand in 1979 where he worked initially at Palmerston North and for the last 12 years for AgResearch at Lincoln. Nigel made an enormous contribution to New Zealand ecological science through the use of mathematically based models. In particular, he worked on insect pests such as grass grubs and vertebrate pests such as possums and rabbits, producing over 130 papers. Nigel’s models of bovine tuberculosis underpinned the current strategies and expenditure of over $50 million each year on the control of wildlife vectors on this disease. Nigel’s capabilities as a scientist were not only in the applied field but also reflected in his ability to win funds with his student John Kean from the prestigious Marsden Fund for basic research on the causes of rarity. He was Editor of the New Zealand Journal of Ecology from 1985 to 1990 and of the Journal of Applied Ecology. Nigel was awarded the New Zealand Ecological Society Award for his outstanding contribution to applied ecology in 1996 and posthumously in 2003 the Caughley Medal for lifetime contributions to wildlife management and ecology by the Australasian Wildlife Management Society. Nigel was a true polymath and enthusiast about all natural history. He had an interest in bird-winged butterflies and regularly vanished into the jungles of Indonesia and Papua New Guinea to study them. He was fascinated by crocodilians and anacondas, mountain climbing, landscape painting, and malt whisky. At work he was resistant to bureaucratic interference but happy to pass on his abilities and insights to his students and numerous colleagues.  相似文献

The aim of this study was to examine the impact of brief, unscheduled naps during work periods on alertness and vigilance in coastal pilots along the Great Barrier Reef. On certain routes, the duration of the work period can extend well beyond 24 h. Seventeen coastal pilots volunteered for the study, representing almost one‐third of the population. Participants collected sleep/wake and performance data for 28 days using a sleep and work diary and the palm PVT task. The average length of sleep on board was 1.4±1.0 h. Naps were taken regularly such that the average length of time awake between sleep periods on board a ship was 5.3±4.3 h. There was no change in mean reaction time across either the length of a pilotage or across the 24 h day. The results indicate that even though the naps were taken opportunistically, they tended to cluster at the high sleep propensity times. Further, frequent, opportunistic naps appeared to provide adequate recovery such that PVT performance remained stable. Pilots did report increases in subjective fatigue ratings at certain times of the 24 h day and at the end of a work period; however, these did not reach the high range. The fatigue‐risk minimization strategies employed by the Australian Maritime Safety Authority and the coastal pilots appear to be effective in maintaining alertness and vigilance while at work aboard ships.  相似文献

Europe lags far behind Australia, New Zealand, Canada and the USA in terms of implementing regulatory procedures for the import and release of invertebrate biological control agents (IBCAs). A number of standards, documents and guidelines have been produced over recent years in an attempt to harmonize regulation of IBCA introduction into Europe. Despite these efforts, the number of member countries implementing any form of IBCA regulation remains low, with many industries, biological practitioners and regulators fearing that a regulatory system would render the process of approval for IBCA introduction into a country costly and time consuming. Europe’s priority is therefore to formulate a regulatory system that will be readily approved of and adopted by all member countries. In this paper we review the current regulatory processes operating in Australia, New Zealand, Canada and the USA. There is potential for Europe to benefit from the years of experience that these countries have in IBCA regulation. We therefore propose recommendations based on features of the regulatory processes in each of the four countries that work well and that could be adopted to generate a workable Europe‐wide regulatory system.  相似文献
