This article examines how the US military uses race inequalities to mobilize black single mothers for enlistment of their children in the Armed Forces. Through an analysis of military recruitment materials during the height of the US War on Terrorism, I demonstrate how the military disproportionately shows black single mothers going through a process of reacting to their child's enlistment (with fear and worry), welcoming the military institution as the co-parent, and accepting enlistment as a venue for education and career opportunities (productive citizenship). The military models a citizen-mother who supports their child's enlistment, while unquestionably supporting the war. This exploits the obligations of citizenship for black single mothers, whose citizenship is already under scrutiny. By targeting the children of these mothers for recruitment, the military encourages a higher burden of military participation on an already underprivileged segment of the population.  相似文献

The concept of ‘intimate citizenship’ stresses the right of people to choose how they organize their personal lives and claim identities. Support and interest groups are seen as playing an important role in the pursuit of recognition for these intimate choices, by elaborating visible and positive cultures that invade broader public spheres. Most studies on intimate citizenship take into consideration the exclusions these groups encounter when negotiating their differences with society at large. However, much less attention is paid to the ways in which these groups internalize the surrounding ideologies, identity categories and hierarchies that pervade society and constrain their recognition as full citizens. In contrast, this paper aims to emphasize the reproduction of otherness within alternative spheres of life, and to reveal the ambiguities and complexities involved in their dialectic relationship with society at large. To address this issue, the paper focuses on the role that ‘adoption cultures’ of Flemish adoptive parents with children from Ethiopia play in the pursuit of being recognized as ‘proper’ families and full citizens. The ethnographic research among adoptive parents and adoption professionals shows a defensive discourse and action that aims at empowering against potential problems, as well as a tendency to other the adoptive child by pathologizing its non‐normativity. By showing the strong embeddedness of adoptive families' practices of familial and cultural construction in larger cultural frames of selfing and othering, characterized by biologism and nativism, one begins to understand the limits of their capacity to realize full citizenship.  相似文献

This article critiques policies of deportation and deportability – a technology emanating from three seemingly conflicting rationalities: states' obligations under international human rights regimes, capitalism's need to facilitate the movement of labour, and the need to reaffirm state sovereignty. After outlining the concept of deportability, we argue that although justified by state actors as an integral part of asylum and immigration policies, deportability epitomizes the paradox of immigration regimes at a point of crisis. We use Israel and Ireland as case studies to illustrate that migrant deportability circumvents human rights and domestic legislation that hinder the power of the state to deport unwanted migrants. Paradoxically, in both, policies that engender the deportability of asylum seekers are a response to their undeportability. Despite their differences, Israel and Ireland are unusual immigration destinations and quintessential diaspora nations, whose histories of dispersal configure Jewishness and Irishness in ethno-racially rigid yet spatially fluid terms, as illustrated by their citizenship regimes.  相似文献

Studies on migration and integration in Britain have noted the paucity of research on ‘new’ migrants, especially ‘illegal’ migrants and asylum seekers. This paper focuses on one understudied group – Albanian immigrants and their children – and looks at their migration and settlement, based on sixty interviews conducted in two phases either side of a 2003 mini-amnesty that gave many indefinite leave to remain. This regularization is the fulcrum around which our analytical narrative is built. Focusing on the interaction of migrants' agency with host-country structure, the paper shows that an unsettled asylum policy and delays in implementation have had deleterious effects on migrants' integration and sense of belonging, even after citizenship acquisition. As they search for a social and ethnic positioning within a multi-ethnic host society, the eventual realization of Albanians' migration project is accompanied by culture shock, intergenerational difference and ambivalence towards integration.  相似文献

Global conditions, under which an increasing number of Muslims in the world currently live, do not just generate idioms of purity often adduced to global Islam, but also new and diverse forms of sociability and notions of global citizenship. This article addresses, as an example in case, Hizmet, one of the fastest growing contemporary Islamic movements. Hizmet and its founder Fethullah Gülen propagate a global Islamic doctrine with explicitly cosmopolitan underpinnings. However, there seems to be a contradiction between the cosmopolitan inclusiveness and universality of Gülen's global message, and strong internal hierarchical structures and the disciplining modes of teaching and training that are applied by the movement to teach the doctrine. I will argue that there is no contradiction between these two aspects when we focus on the central position of ‘hermeneutics of the self’ and civic responsibility in Gülen's theology.  相似文献

Focusing on ethnic Chinese as cultural citizens of the nation, this paper examines national identity in the context of generational change. In so doing, it connects to colonialist conceptions of identity the dominant framework of ethnicity that operates in Malaysia. It argues that this framework allows for the nationalist imagining of ‘Malaysian-Chinese’ as ‘outsiders’. In probing the complex conceptual relationship between ethnicity, national identity and cultural citizenship, this article asks: How does ‘ethnicity’ enter into negotiations over the ‘national’ in the cultural realm? What are the notions of cultural difference and national otherness that operate in the negative dualisms by which nation and ethnicity are defined? How are these dualisms tied to notions of authenticity and cultural citizenship? Using the novel The Harmony Silk Factory by Malaysian author Tash Aw to address these questions, this paper argues the need to rethink current policies and narratives of ethnic and national identity in Malaysia.  相似文献

Drawing on ethnographic research among transnational Moldovan households in Moscow, this essay considers how ideals of belonging, assertions of historically inflected rights, and aspirations for mobility are all part of the everyday practice of citizenship. Mobile subjects encountering increasingly restrictive post-Soviet citizenship regimes often recall incorporation into a greater historical polity than their current passports would suggest. Three key areas are examined: the intersection of citizenship regimes and popular understandings of belonging; the sense of rights driven by cultural logics informed by previous history; and the way in which ideals and practices of citizenship are diverse among migrants from apparently homogeneous migration streams. The post-Soviet context where the Soviet promise of enfranchisement continues to inform how people on the margins view citizenship illustrates just how deeply citizenship regimes come to be incorporated into popular understandings of belonging even long after formal citizenship ceases to exist.  相似文献

Comparative studies on the extension of rights, including naturalization rights, to migrants have grown exponentially. We propose a theoretically informed analytical framework to examine state policies relating to the extension of rights to aliens and citizenship acquisition. It consists of three frames: the rights frame, the citizenship eligibility frame and the earned citizenship frame. The framework enables the examination and mapping of policy developments in this broad field, while also elucidating how the notions of membership, status and identity – key constructs associated with the nation state – are articulated in states’ policy attempts to ‘integrate’ migrants, and, importantly, how they are reformulated over time. In the process, the framework nuances ideas about the coherence and stability of national citizenship regimes, brings greater conceptual clarity to the field, and delimits and delineates the citizenship construct. It also provides scope for additional and new comparative insights within and across states.  相似文献

Governments have policies explicitly directed at the integration of migrants. This article addresses how policymakers and politicians privilege certain constructions of the social relationship between migrants and the majority society (expressed through narratives of ‘integration’), while making it seem as if they were presenting facts in their policies. These constructions provide the justifications for adopting a direction in policy-making over other alternatives. This article sets to analyse comparatively how policy actors in two urban contexts construct migrants' integration through policy narratives and how, within this, they evaluate migrants as ‘integrated’ and ‘non-integrated’. Through narrative analysis, the article sheds light on how migrants are positioned by political institutions within the normative order of the society in which they live. Furthermore, it shows that local policy-making is shaped by national citizenship regimes, models of steering, welfare regimes and stories about the nation and its people.  相似文献

Innovative approaches to citizenship emerged in the 1990s. Post-national theory suggested that European minorities no longer needed national citizenship because supra-national political structures such as the European Court of Human Rights (ECtHR) offered them protections. Denationalized citizenship held that universal human rights were now available at the national level too as the Council of Europe's member countries had to incorporate human rights principles within their own jurisdictions. New forms of claims-making among European Muslims were cited as evidence of this trend as religious claims, especially relating to the hijab, began to be made through human rights litigation. This paper demonstrates the limits of post-nationalism through a discussion of the outcomes of such claims. While European Muslims are indeed mobilizing around human rights, there is no evidence – at the level of litigation – that this has helped them to win recognition of their religious or cultural rights. Abstract

Drawing upon translations of the football player Lilian Thuram's critiques of French racism and immigration, as well as other English language sources on the condition of banlieue life in France, this essay explores the relationship between citizenship and representation. Rather than merely reading Thuram as an athlete, I situate him as a political figure. The essay reads Thuram philosophically: as a figure who is familiar with and thinks the French and European political through its philosophical history. It is argued that Thuram's critiques are inexplicable unless they are understood as a redress to the very philosophical core of European modernity. Instead of presuming an inevitable relationship between citizenship and representation, this essay seeks to understand how representation works in relation to questions of citizenship and the limits of citizenship in contemporary Europe for those who are defined as Berber, black or Arab.  相似文献

Enjoying a surge of national pride, the German media celebrated the 2010 German World Cup team's success in South Africa. A dominant theme in this coverage was the ‘immigration background’ of 11 of the 23 players on the team and their claim to German identity despite their ethnic diversity. Amid debate over the changing nature of German citizenship, the national team's ‘multicultural kickers’ became the focal point for those who wished to re-frame German identity. This article examines German newspaper and magazine coverage of the national soccer team emphasizing the role that media played in constructing competing definitions of the German citizen and nation.  相似文献

Western European national policies increasingly portray diversity as negative and migrants as ‘others’ who do not belong to the national community. This article examines how local governments articulate alternative discourses of belonging based on residents' shared membership in the civic life of the city. In a Dutch case study, the ways in which local policymakers diverge from exclusionary national narratives are examined. It is argued that discourses about urban citizenship offer opportunities for the inclusion of migrants by drawing new boundaries between ‘good’ citizens and those who are unwilling to participate.  相似文献

Many scholars claim that open access due to the effective absence of state control is the major reason for the overuse of common-pool resources such as fisheries. Based on data from the Kafue Flats fisheries in Zambia, we argue that the main problem in open-access situations is the paradox of a state that is simultaneously absent and present: present in actions that dismantle local fishery institutions but absent when it comes to the ability to enforce the laws that might protect the resources. Thus, the state is present in the voice of immigrants from other parts of the country who use their Zambian citizenship to legitimize free access to the fisheries. But it is absent when the Department of Fisheries is not able to enforce its own formal rules or control these immigrants’ activities. Local groups are unable to act collectively to reinstall new institutions due to the absence of formal law enforcement. This paper analyses this historic process of institutional change within the theoretical framework of New Institutionalism. We test the hypothesis that the main reason for the lack of local collective action in the Kafue Flats is ideology (the notion of citizenship) strengthening the bargaining power of external actors, who profit most from open access constellations.

Anthropological accounts of Vanuatu's independence have emphasised both the materiality of land alienation and the importance of kastom (custom) as a symbol of cultural practice, political resistance and national unity in accounts of decolonisation and postcolonial nation‐making. For 74 years indigenous ni‐Vanuatu were stateless and lacked all forms of citizenship and nationality in the Anglo‐French Condominium of the New Hebrides (1906–1980). This article situates anthropological accounts of land, kastom and the state in Vanuatu's transition to independence in relation to statelessness, citizenship and hierarchies of ethnographic authenticity within the geo‐classificatory frameworks of colonial rule established by the condominium. The embodiment of citizenship and demands to end the cumulative humiliations of statelessness that ni‐Vanuatu experienced in the condominium illuminate both tensions and continuities in idealist and materialist accounts of Melanesian nationalisms evident in kastom and land as they were mediated by the emancipatory claims and promises of postcolonial citizenship.  相似文献

Influenced by the revival of white ethnicity, a number of scholars began to re‐examine the historical experience of various white ethnic groups by the late sixties and early seventies. A common theme emerges from their historical analysis ‐ the argument that both white ethnics and Blacks faced similar problems adapting to American life resulting from discrimination by the White Anglo‐Saxon Protestant [WASP] mainstream: Many students of the Black experience took issue with this reinterpretation of American history, arguing that Blacks had a subordinate relationship to white society which produced a unique pattern of discrimination. Although scholars on both sides of this controversy have made their positions clear and have provided some supporting evidence, the controversy nevertheless remains unresolved because of the absence of systematic and comparative historical data on Blacks and white ethnics in the same study. The present study attempts to resolve partially this controversy by examining the political experiences of Blacks and three white ethnic groups ‐ Irish, Jews and Italians ‐ during their period of first entry into politics, a period that can greatly influence group political empowerment. The resources each group possessed, and the context and timing of the group's interaction with dominant political elites provide the focus for analysis. The ‘Black exceptional‐ism’ thesis finds strong support in the study. White ethnics were better endowed with relevant resources and experienced much less resistance from the dominant WASP elites than did Blacks. Of great significance was the fact that Blacks were forced to participate in a continuous politics of seeking basic citizenship rights, while white ethnic groups could take their citizenship rights for granted after the early years of immigration to America. Little support was uncovered for the ‘ethno‐racial umbrella’ thesis, which argues for treating race, religion and nationality as part of the same theoretical and policy universe.  相似文献

Access to treatment, in HIV vaccine trials (HVTs), remains ethically controversial. In most prevention trials, including in South Africa, participants who seroconvert are referred to publicly funded programmes for treatment. This strategy is problematic when there is inadequate and uneven access to public sector antiretroviral therapy (ART) and support resources. The responsibilities, if any, of researchers, sponsors and public health authorities involved in HVTs has been hotly debated among academics, scholars, representatives of international organizations and sponsors. However, there is little published on community perceptions. Recent guidance asserts that communities should make inputs into treatment and care decisions. This qualitative study explored a South African community's perceptions of who should provide what to HVT participants as well as how and why this should be done. Twenty‐nine adults working at or attending five primary health care clinics in two rural areas in KwaZulu‐Natal participated in in‐depth interviews. Respondents expressed that researchers should ‘help participants to access’ treatment and care ‘because they are in a position to do so’ and ‘are in a relationship with’ trial participants. Respondents suggested that researchers could help by ‘facilitating referral’ until such time that participants can access care and treatment on their own. We highlight a series of implications for researchers in HVTs, including their need to be aware of prospective participants' considerable trust in and respect for researchers, the responsibility that this places on them, and the need for clear communication with communities so as not to erode community trust.  相似文献

ABSTRACT

This article explores the nexus between arts-based research, theory, practice, and policy. It does so through reference to a longitudinal study of ArtPlay, a unique Australian community arts center that offers artist-led workshops involving young people aged 3–13 years. The ethnographic and action research study investigated how children responded to ArtPlay workshops (engagement), how they benefited from such experiences (learning), and what broader encounters with culture and community were evident (cultural citizenship). Over a 4-year period (2007–2012), data collected included dual researcher observations of 39 workshops (100+ hours), interviews with artists, ArtPlay staff, teachers, and other stakeholders (60+ hours), family surveys (350+ returns), demographic mapping of families, family focus groups, and meeting notes. Through deep immersion in the site, the researchers, experienced in diverse art forms, collaborated with the organization to theorize how constructs such as engagement, learning, and cultural citizenship are interpreted and translate into practice. The research indicates that ArtPlay offers children engaging encounters with the arts that promote intrinsic learning. With reference to these findings, and relevant policy and theory, this article discusses the impact of participatory research on an organization's capacity to interpret and respond to the interests and needs of children and artists.  相似文献

This special issue explores the prospects for what Jacob Mundy calls ‘transformative minority politics’ in the Middle East and North Africa (MENA) region – that is, a form of minority politics that strengthens democratic reform in the region, and that helps deepen a culture of human rights and democratic citizenship. The cases examined in the special issue include the Amazigh in North Africa, the Copts in Egypt, the Kurds in Iraq, the Palestinians in Israel, the ‘minoritarian’ regimes in Syria and Bahrain, and the various ethnic minorities in Iran. In this introduction, we try to situate this debate in a larger historical and international context, identifying some of the factors that might help support a new transformative minority politics in the region, while also emphasizing the factors that have inhibited it in the past, and why they remain powerful.  相似文献

Abstract

Border policing and immigration law enforcement produce a spectacle that enacts a scene of ‘exclusion’. Such spectacles render migrant ‘illegality’ visible. Thus, these material practices help to generate a constellation of images and discursive formations, which repetitively supply migrant ‘illegality’ with the semblance of an objective fact. Yet, the more these spectacles fuel anti-immigrant controversy, the more the veritable inclusion of the migrants targeted for exclusion proceeds apace. Their ‘inclusion’ is finally devoted to the subordination of their labour, which is best accomplished only insofar as their incorporation is persistently beleaguered with exclusionary campaigns that ensure that this inclusion is itself a form of subjugation. At stake, then, is a larger sociopolitical (and legal) process of inclusion through exclusion. This we may comprehend as the obscene of inclusion. The castigation of ‘illegals’ thereby supplies the rationale for essentializing citizenship inequalities as categorical differences that then may be racialized.  相似文献
