Governments have policies explicitly directed at the integration of migrants. This article addresses how policymakers and politicians privilege certain constructions of the social relationship between migrants and the majority society (expressed through narratives of ‘integration’), while making it seem as if they were presenting facts in their policies. These constructions provide the justifications for adopting a direction in policy-making over other alternatives. This article sets to analyse comparatively how policy actors in two urban contexts construct migrants' integration through policy narratives and how, within this, they evaluate migrants as ‘integrated’ and ‘non-integrated’. Through narrative analysis, the article sheds light on how migrants are positioned by political institutions within the normative order of the society in which they live. Furthermore, it shows that local policy-making is shaped by national citizenship regimes, models of steering, welfare regimes and stories about the nation and its people.  相似文献

This article focuses on recent reconstructions of Igbo ‘memory’ by the Movement for the Actualization of the Sovereign state of Biafra (MASSOB). MASSOB is a second-generation Igbo separatist movement that draws on a collection of ‘memory repertoires’ to agitate for the self-determination and exit of the Igbo ethnic group from the Nigerian state into an alternative political and administrative arrangement known as the Republic of Biafra. The core issues relate to dual narratives generated by the Nigerian–Biafran War. While the state shapes the official history, memories and narratives of the war to suit its own vision, interests and politics, MASSOB contests these official views as the sole legitimate framework for remembering and interpreting the war, but still connects to the war as a war of Igbo national liberation. These contestations provide the context for the enactment of memory claims and counterclaims, and their association with political violence in contemporary Nigeria.  相似文献

Abstract

In the interface between national and local levels of UK government, narratives of place are made to fit particular tropes of ‘success’ or ‘failure’ at multiculturalism. Thinking through ‘community cohesion’ policy in England between 2001 and 2010, this article shows how (reputations of) relative success at ‘living together with difference’ become a medium through which local government practitioners negotiate the space between national and local priorities, needs and ambitions, by examining how practitioners in English local authorities negotiate narratives of ‘failed multiculturalism’ associated with the places they work and, in doing so, how they re-inscribe or subvert local reputations and their ‘elsewheres’.  相似文献

Sexual violence within as well as outside sexual relationships has far-reaching public health and human rights implications and is a continuing focus of popular debate, media coverage, and research in postapartheid South Africa. Partly because it has been shown to affect individual vulnerability to HIV/AIDS, sexual violence has in recent years become framed as a global public health issue. International research efforts to document the scale of this personally and politically sensitive problem can encounter conceptual, definitional, and methodological difficulties that anthropology is well placed to assist in alleviating. This article offers an ethnographic exploration of the spectrum of practices relating to sexual coercion and rape among young people in a township in the former Transkei region of South Africa. Contextualizing meanings of sexual coercion within local youth sexual culture, the article considers two emic categories associated with sex that is "forced": ukulala ngekani: "to sleep with by force" or ukunyanzela: "to force," both usually used to describe episodes occurring within sexual partnerships; and ukudlwengula, used to describe rape by a nonpartner or stranger. The article discusses the semantic content of and differences between these two key categories, demonstrating that encounters described as "forced sex" encompass not only various forms of sexual coercion but also, particularly in the narratives of young men, instances of more consensual sex. Of importance, in turn, in defining an act as "rape" rather than as "forced sex" are the character of the relationship between the two parties and interlinked ideas relating to exchange and sexual entitlement, love, and the importance of "intention," violation, and "deserving" victimhood.  相似文献

By employing an intergenerational perspective, this article examines the ways in which memories about the war between Vietnam and the USA are engraved in the social and individual body in a northern Vietnamese rural community. Throughout the 1990s, Vietnam and the USA attempted to improve their postwar relationship. The current atmosphere of coming to terms with a past of war through coexistence and reconciliation fosters ambivalences and ambiguities in young postwar generations. On the one hand, they have to reconcile themselves to the pain and bitterness caused by the war. On the other, they have to bridge the gap between themselves and their parents and grandparents concerning the extent to which they are able to ‘forget the past and look toward the future’, as one national postwar strategy recommends. The article thus highlights the complex ways in which war and postwar generations in local Vietnam attempt to remember and/or forget brutality, sorrow and anger, in order to come to terms with what in Vietnam is referred to as the American War.  相似文献

Western European national policies increasingly portray diversity as negative and migrants as ‘others’ who do not belong to the national community. This article examines how local governments articulate alternative discourses of belonging based on residents' shared membership in the civic life of the city. In a Dutch case study, the ways in which local policymakers diverge from exclusionary national narratives are examined. It is argued that discourses about urban citizenship offer opportunities for the inclusion of migrants by drawing new boundaries between ‘good’ citizens and those who are unwilling to participate.  相似文献

Recent uprisings across the Arab world raise the question of how populations living under dictatorial regimes moved from apparent quiescence to active revolt. The question is particularly acute for Syria, where the Asad regime has ruled not simply through coercion, but also by enforcing a culture of everyday cynicism. Drawing on ethnographic fieldwork in Aleppo in 2008‐9, I argue that everyday Syrian narratives that lament or scorn the self are a way of radically identifying oneself with a contemptible situation, and inviting that fact to be witnessed and empathized with. I term the radical identification enacted in these narratives ‘involvement’. In order to understand why these narratives do not merely reproduce a cynical political culture in the same way that private mockery of the regime does, I propose a model of agency that develops the theme of authentic voice. I argue that the self‐scorning voice sounds authentically through the combined agency of the involved subject and the empathetic witness. By enacting involvement, narratives that scorn and lament the self defy the culture of political cynicism and prepare the ground for revolt.  相似文献

In earlier papers we discussed a hypothesis for the evolutionary significance of psychological pain. In the present paper we discuss briefly the hypothesis and its application to the psychological pain experienced by rape victims. We have hypothesized that psychological pain reflects a psychological adaptation that is designed to focus on individual's full attention on fitness-reducing social circumstances, allowing correction of the pain causing events and their future avoidance. Psychological pain following rape is proposed to accomplish a focus of victims' attention on the fitness reducing circumstances of rape. Using a data-set comprised of 790 rape victims in the U.S. whose post-rape psychological trauma was assessed, we evaluate the effects of rape by strangers, friends and family members. The victims in the sample are most likely to be raped by strangers; this is especially the case for women as opposed to prereproductive-aged girls. Prereproductive-aged girls were more likely to be raped by family members than were women. Rape by strangers is the most psychologically traumatizing of the three rape-offender categories and family-member rape the least. The importance of victim's age and marital status as predictive factors in the degree of psychological trauma following rape—with reproductive-aged and married victims showing significantly more trauma than pre- or post-reproductive-aged and unmarried victims (see N.W. Thornhill and R. Thornhill 1990)—is not confounded by the type of rape perpetrator.  相似文献

Objective

To describe the prevalence and patterns of rape perpetration in a randomly selected sample of men from the general adult population, to explore factors associated with rape and to describe how men explained their acts of rape.

Design

Cross-sectional household study with a two- stage randomly selected sample of men.

Methods

1737 South African men aged 18–49 completed a questionnaire administered using an Audio-enhanced Personal Digital Assistant. Multivariable logistic regression models were built to identify factors associated with rape perpetration.

Results

In all 27.6% (466/1686) of men had raped a woman, whether an intimate partner, stranger or acquaintance, and whether perpetrated alone or with accomplices, and 4.7% had raped in the last 12 months. First rapes for 75% were perpetrated before age 20, and 53.9% (251) of those raping, did so on multiple occasions. The logistic regression model showed that having raped was associated with greater adversity in childhood, having been raped by a man and higher maternal education. It was associated with less equitable views on gender relations, having had more partners, and many more gender inequitable practices including transactional sex and physical partner violence. Also drug use, gang membership and a higher score on the dimensions of psychopathic personality, namely blame externalisation and Machiavellian egocentricity. Asked about why they did it, the most common motivations stemmed from ideas of sexual entitlement.

Conclusions

Perpetration of rape is so prevalent that population-based measures of prevention are essential to complement criminal justice system responses. Our findings show the importance of measures to build gender equity and change dominant ideas of masculinity and gender relations as part of rape prevention. Reducing men''s exposure to trauma in childhood is also critically important.  相似文献

Active Memory     
Collective memory is a phenomenon that receives a different interpretation depending on the discipline within which it is examined. In my research, I will employ ideas and concepts developed within the framework of a sociocultural approach (Wertsch, 2002; Cole, 1996). In particular, I will proceed from the definition of collective memory developed by James Wertsch (2002), who treats collective memory as textually mediated memory, conditioned by various—mainly historical—narratives. Historical narratives (annals, chronicles, history textbooks, etc.) are considered to be cultural instruments promoting collective remembrance. A category I borrow from Wertsch's work (2002) is the concept of the "schematic narrative template," which I will apply as analytic tool in my investigation of the phenomenon of collective memory phenomenon.  相似文献

The typical approach used to identify and characterize adaptations is discussed briefly, and then it is applied to psychological changes associated with the psychological pain experienced by rape victims. It has been hypothesized that mental pain may reflect psychological adaptation that is designed to detect and cope with the occurence of social problems that reduce an individual's inclusive fitness in human evolutionary history. According to the hypothesis, mental pain is brought about by social tragedies in the lives of individuals and focuses the attention of individuals on the events surrounding the pain, promoting correction of the pain-causing events and their avoidance in the future. The hypothesis applied to rape victims proposes that in human evolutionary history raped females had increased fitness as a result of mental pain, because the pain forced them to focus attention on the fitness-reducing circumstances surrounding rape, which are discussed. Some of the hypothesis' predictions about the psychological pain of rape victims are examined using a data set of 790 rape victims in Philadelphia (USA) who were interviewed about their psychological traumatization within five days after the assault. The analyses indicate that, as predicted, a victim's age and marital status are proximate causes of the magnitude of psychological pain following rape. Reproductive-aged women appear to be more severely traumatized by rape than older women or girls and married women more than unmarried women. The results presented suggest that the psychology that regulates mental pain processes information about age and mateship status in the event of a women's rape.  相似文献

Gendered violence is not a special type of torture used only in war. Its roots are well established in peacetime. This article discusses parallels between the patterns of everyday domination and aggression during times of peace and war. Further, it discusses how metaphors and acts of rape in peacetime are transformed into symbols and acts of rape for wartime purposes. During peacetime the individual body, especially its essences —sexuality and reproduction—becomes the symbol of everyday domination and aggression. Wartime transforms individual bodies into social bodies as seen, for example, in genocidal rapes or ethnic cleansing, which are thought to purify the bloodlines. Then, institutions—that is, medical, religious, and government establishments—further reinforce the wartime process by manipulating the individual/social body into the body politic by controlling and defining "human life" and using political rapes to entice military action by the West. The final transformation (at the war's conclusion) is the reformation of the social body back into the individual body, making the individual body once again the focus of dominance and aggression as the acceptable social "order." In mating systems where individuals pair, separate and re-pair repeatedly (i.e. serial monogamy), some males monopolize more than one female's reproductive life span and thus leave other males effectively mateless. Males who cannot secure females through traditional methods may seek alternatives, such as rape, to ensure gene passage into future generations. Analysis of US government records shows that (i) divorce and remarriage patterns in the United States are likely to increase the variance in male reproductive success, and (ii) rates of divorce and rape correlate positively. The former result suggests that serial monogamy increases the variance in male, relative to female, reproductive success and the latter result suggests that this variance influences the frequency of rape in American society. Because raped females sometimes become pregnant and take these pregnancies to term, our results indicate that rape has current adaptive significance.  相似文献

Focusing on ethnic Chinese as cultural citizens of the nation, this paper examines national identity in the context of generational change. In so doing, it connects to colonialist conceptions of identity the dominant framework of ethnicity that operates in Malaysia. It argues that this framework allows for the nationalist imagining of ‘Malaysian-Chinese’ as ‘outsiders’. In probing the complex conceptual relationship between ethnicity, national identity and cultural citizenship, this article asks: How does ‘ethnicity’ enter into negotiations over the ‘national’ in the cultural realm? What are the notions of cultural difference and national otherness that operate in the negative dualisms by which nation and ethnicity are defined? How are these dualisms tied to notions of authenticity and cultural citizenship? Using the novel The Harmony Silk Factory by Malaysian author Tash Aw to address these questions, this paper argues the need to rethink current policies and narratives of ethnic and national identity in Malaysia.  相似文献

Throughout the latter half of the past century, cinema played a significant role in the shaping of the core narratives of Australia. Films express and implicitly shape national images and symbolic representations of cultural fictions in which ideas about Aboriginal identity have been embedded. Through these filmic narratives the articulation, interrogation, and contestation of views about filmic representations of Aboriginal identity in Australia are illuminated. Objectives

Hundreds of thousands of Rwandans were conceived during the 1994 genocide against the Tutsi, including thousands conceived by genocidal rape. We explore whether the duration of first trimester exposure to the genocide is associated with variation in adult mental health outcomes in individuals exposed to varying degrees of genocide-related stress in utero.

Materials and Methods

We recruited 30 Rwandans conceived via genocidal rape, 31 Rwandans conceived by genocide survivors not raped, and 30 individuals of Rwandan-descent who were conceived outside of Rwanda at the time of the genocide (control group). Individuals were age- and sex-matched across groups. Adult mental health was assessed through standardized questionnaires for vitality, anxiety, and depression.

Results

Among the genocide only group, a longer duration of first trimester prenatal exposure was associated with higher anxiety scores and lower vitality (both p < 0.010), and higher depression scores (p = 0.051). Duration of first trimester exposure was not associated with any measures of mental health among the genocidal rape or control group.

Discussion

Duration of exposure to genocide in the first trimester of gestation was associated with variation in adult mental health among the genocide only group. The lack of association between duration of first trimester exposure to genocide and adult mental health in the genocidal rape group may reflect the fact that stress associated with conception through rape persisted beyond the genocide period itself, encompassing all of gestation and likely beyond. Geopolitical and community interventions are needed in the context of extreme events during pregnancy to mitigate adverse intergenerational outcomes.  相似文献

Museums are important sites of national cultural production, collective memory making, and the construction of national narratives. Contemporary South Africa is a particularly interesting place to study these processes. With the demise of apartheid, South Africa faces the difficult challenge of creating a new national identity that incorporates an examination of past oppression yet leaves the way open for building a national identity that incorporates all its diverse groups. The museums reviewed below, the Robben Island Prison Museum, the District Six Museum in Capetown, and the Kwa Muhle local history museum in Durban all make important contributions to this process.  相似文献

This article explores how Tamil women in Australia reconstruct memories of Sri Lanka’s war through postmemory and personal experiences. Tamil women’s understandings of war are important for unravelling multiple sites of marginalization across social and political landscapes that challenge dominant perspectives of being Tamil-Australian. The article draws on sixteen in-depth interviews with Tamil women resettled in Australia as children in the 1980s and 1990s, foregrounding their unique position as part of a war generation. It shows that Tamil women’s experiences of political engagement during the final stages of war were motivated by memories of individual and collective sufferings. However, loss, exclusion and forced migration characterize their ambivalent connections to homeland. Not always tied to dominant memories of war, victimhood and subordination, the article concludes that each Tamil woman represents ongoing resistances, survival and renegotiations of Tamil diasporic experiences of war that are produced by their memory and memory work.  相似文献

This article analyzes a set of five postcards, purchased from a street stand in Belgrade, the capital of Yugoslavia, shortly after the NATO bombing of the country took place in the spring of 1999. While the postcards obviously serve as protests against the bombing, as well as testimonies of the nation-wide trauma caused by it, they also reveal a careful negotiation between representations of trauma — keeping it displaced enough to avoid vicarious traumatization for individual survivors, but focused enough to translate it into a part of the national Serb identity and relying on the symbolism available in historical public narratives. However, since all the postcards analyzed here use English language in one form or another, they can also be read as peculiar interpretations of globalization on a local level. The article is an examination of the function of English, both in the negotiation of private/public trauma as described above, and its role in the complex reconfiguration of the phenomenon of globalization as embedded with local meaning given the context of the narrative within the Serbian popular culture. While these pop culture artifacts offer an assurance to the Serb national spirit, they also express a multifaceted national take on globalization visible in the use of English as the language of the Western ‘enemy’. Overall,the postcards can be read as a curious traumatic figuration of postmodernism which seems to be battling modernism in Belgrade's streets, while the Serb nationalism faces off with the global world in the realm of the imaginary.  相似文献

This article addresses the contribution of Lévi-Strauss's The elementary structures of kinship to resolving political relations between indigenous peoples and the settler states. To this end, it explores his discussion of the origins of society within the context of Enlightenment-inspired political thought and concludes that he provides a unique, counter-hegemonic alternative to conventional narratives. It then shows how this argument thwarts the presumption in Canadian jurisprudence that indigenous peoples were automatically incorporated into the state through European settlement, and fosters an understanding that a relationship based on the concept of 'Treaty' as understood in indigenous political thought promotes a political relationship that affirms the integrity of all parties.  相似文献
