1. There is a mismatch between broad holistic questions typically posed in policy formation and narrow reductionist questions that are susceptible to scientific method. This inhibits the two-way flow of information at the science-policy interface and weakens the impact of applied ecology on environmental policy.
2. We investigate the approaches to building policy in the health services as a model to help establish a framework in applied ecology and environmental management by which reductionist science can underpin decision making at the policy level.
3. A comparison of policy documents in the health and environmental sectors reveals many similarities in identifying approaches and specific interventions that might achieve policy objectives. The difference is that in the health services, information on the effectiveness of potential interventions is far more readily available through the collaborative process of systematic review.
4. Synthesis and applications . Decision makers are increasingly looking to produce policies that are shaped by evidence through evidence-based policy making. The approach that we outline here provides a framework for structuring systematic reviews to deliver the evidence on key policy issues in a way that will see a faster return and provide better use of the systematic review methodology in environmental management.  相似文献

A survey of 36 fields across 11 farms in the North of England was conducted to record the plant species diversity of grassland communities under various base conditions. Data pertaining to topographical advantage, farm management strategy and soil type were also collected for each field site. The relationship between management inputs and base environmental conditions and the resultant diversity of flora were identified through ordination techniques. The results show a total of 111 species being observed across the sample and some expected relationship emerge, but they also suggest that complementary management techniques can have opposing or conflicting effects on species prevalence. The study argues that provision or use of such information should be paramount within environmental policy formulation where site-specific management plans are used to produce environmental goods.  相似文献

It is quite possible that no ecosystem on the planet is totally free of anthropogenic effects. Changes in the ozone layer, airborne transport of contaminants, and the persistence of pesticides and other chemicals, coupled with biological magnification, implies that even remote areas are probably not comparable to their condition before the industrial revolution and the recent explosion of human population. Theoretical ecologists have attempted to isolate their theories and studies from anthropogenic effects with varying degrees of success. However, finding ecosystems free of the effects of human society is becoming increasingly difficult, partly because of the global nature of pollution problems. Regrettably, many academicians are not educated in policy development as they work toward B.S., M.S., or Ph.D. degrees in the sciences. As a consequence, scientists are surprised to learn that a politically-appointed individual, experienced in law or some other non-scientific field, usually has final decision-making authority over policy that affects ecosystems. Scientists must understand that policy links science to social, economic, and legal societal values and needs. Finally, aside from the fact that policy or lack thereof now affects all of the planet's ecosystems, policy most likely will also determine which areas of research are funded. While some scientific studies could be carried out with personal funds, these are not particularly common in mainstream science and, therefore, obtaining financial support for ecosystem studies for the remainder of this century and probably early in the next will depend increasingly on societal policy other than purely science policy.  相似文献

Policy and practice around protected areas are poorly aligned with the basic purpose of protection, which is to make a difference. The difference made by protected areas is their impact, defined in program evaluation as the outcomes arising from protection relative to the counterfactual of no protection or a different form of protection. Although impact evaluation of programs is well established in fields such as medicine, education and development aid, it is rare in nature conservation. We show that the present weak alignment with impact of policy targets and operational objectives for protected areas involves a great risk: targets and objectives can be achieved while making little difference to the conservation of biodiversity. We also review potential ways of increasing the difference made by protected areas, finding a poor evidence base for the use of planning and management ‘levers’ to better achieve impact. We propose a dual strategy for making protected areas more effective in their basic role of saving nature, outlining ways of developing targets and objectives focused on impact while also improving the evidence for effective planning and management.  相似文献

There is growing interest in evidence-based conservation, yet there are no widely accepted standard definitions of evidence, let alone guidance on how to use it in the context of conservation and natural resource management practice. In this paper, we first draw on insights of evidence-based practice from different disciplines to define evidence as being the “relevant information used to assess one or more hypotheses related to a question of interest.” We then construct a typology of different kinds of information, hypotheses, and evidence and show how these different types can be used in different steps of conservation practice. In particular, we distinguish between specific evidence used to assess project hypotheses and generic evidence used to assess generic hypotheses. We next build on this typology to develop a decision tree to support practitioners in how to appropriately use available specific and generic evidence in a given conservation situation. Finally, we conclude with a discussion of how to better promote and enable evidence-based conservation in both projects and across the discipline of conservation. Our hope is that by understanding and using evidence better, conservation can both become more effective and attract increased support from society.  相似文献

Recognizing the historical loss of habitats and the value and opportunities for their recovery is essential for mobilizing habitat restoration as a solution for managing ecosystem function. Just 200 years ago, Sydney rock oysters (Saccostrea glomerata) formed extensive reef ecosystems along Australia's temperate east coast, but a century of intensive harvest and coastal change now confines S. glomerata to encrusting the hard‐intertidal surfaces of sheltered coastal waters. Despite the lack of natural reef recovery, there appears enormous potential for the restoration of intertidal S. glomerata ecosystems across Australia's east coast, with large anticipated benefits to water quality, shoreline protection, and coastal productivity. Yet, no subtidal reefs remain and the potential for subtidal restoration is a critical knowledge gap. Here, we synthesize historical, ecological, and aquaculture literature to describe a reference system for the traits of S. glomerata reefs to inform restoration targets, and outline the barriers to, and opportunities and methods for, their restoration. These reefs support extremely biodiverse and productive communities and can ameliorate the environmental stress experienced by associated communities. Rock oyster restoration, therefore, provides an ecosystem‐based strategy for assisting the adaptation of marine biodiversity to a changing climate and intensive human encroachment. Though an estimated 92% of S. glomerata ecosystems are lost, there remains great potential to restore these valuable and resilient ecosystems.  相似文献

As lightly edited personal opinions, the commentaries reflect the diversity of passionate and often controversial views expressed across the scientific community. In complex areas of international policy, such as biodiversity conservation, there is a risk that well-promoted strategies will be received by decision makers as a cure-all. The U.S.-based Conservation International is promoting biodiversity hotspots as a 'silver bullet' strategy for conserving most species for least cost. We assess the degree to which this goal is compatible with four social values that characterize the conservation movement. We find that biodiversity hotspots provide only a partial response because conservation does not treat all species as equal. We argue that explicit recognition of such values is fundamental to a structured debate contributing to the development of a common strategy for biodiversity conservation.  相似文献

The reform in environmental regulations being considered at both federal and state levels is intended to enhance the value and effectiveness of a rule by incorporating risk assessment and cost benefit analysis in the rule making process or regulatory implementation. Although a risk based approach may not provide a panacea to all environmental problem solving, it offers some obvious advantages over the status quo. In particular, it establishes a scientifically defensible basis for evaluating the trade off between risks, costs and benefits in making prudent environmental decisions and developing effective regulatory policies. This paper presents a conceptual framework for risk reduction, summarizes the current status in risk-based legislation at the federal level, provides examples of how various states are using risk based approaches in their regulatory programs, addresses aspects of technical and policy challenges in rule making and other policy and enforcement decisions and provides suggestions for meeting these challenges.  相似文献

Ecological risk assessment and management have grown from a long history of assessment and management activities aimed at improving the everyday lives of humans. The background against which ecological risk assessment and management has developed is discussed and recent trends in the development of risk assessment and management frameworks documented. Seven frameworks from five different countries are examined. All maintain an important role for science, suggest adaptive approaches to decision-making and have well-defined analytical steps. Differences in approaches toward the separation of policy and science, the preference for management over assessment, the inclusion of stakeholders, the iterative nature of the analytical cycle, the use of decision criteria and economic information suggest considerable evolution in framework design over time. Despite the changes, no consensus on the design of a framework is apparent and work remains to be done on refining an integrative framework that effectively incorporates both policy and science considerations for environmental management purposes.  相似文献

During the execution of the Delta project the awareness of the environmental values of estuaries was growing strongly. This awareness has led to a reconsideration of the original proposal to close off the Oosterschelde, and to an alternative view of the management of the estuarine areas and of the civil engineering structures. Now, the completed storm-surge barrier and two compartmentation dams, together with the reinforced dikes, guarantee a sufficient safety against flooding.After the decision to build a storm-surge barrier it was soon recognized that a coherent plan would be needed for the management and development of the Oosterschelde. A policy plan was accordingly produced in which the broad outlines of the policy were set out regarding the various potential uses of the estuary and the possible means of effecting them. Because of the periodic improvement and adjustment of the policy plan an environmental research programme was set up. Also, environmental research played a significant role in the decision-making processes for the completion of the barrier and the compartmentation dams as well as for the management of the storm-surge barrier.The coping-stone of the Delta Project marks the beginning of a new period in the water management of the Netherlands: the period of integrated water management.  相似文献

秦淮河是南京的母亲河,其生物多样性受城市化进程影响面临严重威胁,而物种资源调研是生物多样性保护的基础。环境DNA宏条形码技术较形态学监测是一种简单高效、灵敏度高的新型监测技术。为探究秦淮河浮游生物、底栖动物及鱼类的生物多样性,于2019年7月,采用环境DNA宏条形码技术对其进行了探究,并分析了秦淮河上下游间的差异及环境因子对其群落结构的影响。结果表明:秦淮河共监测到浮游动物13属22种407个操作分类单元(Operational Taxonomic Units, OTUs),浮游植物85属60种4445个OTUs,底栖动物16属17种212个OTUs,鱼类53属44种1663个OTUs。其中浮游动物以游泳轮虫目(Ploima)和双甲目(Diplostraca)为主,共占浮游动物63.37%,浮游植物以隐藻门(Cryptomonas)和褐藻门(Ochrophyta)为主,共占浮游植物88.11%,底栖动物中节肢动物门(Arthropoda)占比最高,达91.67%,鱼类中鲤形目(Cypriniformes)占比最高,达69.99%。与秦淮河历史形态学监测数据相比,环境DNA宏条形码技术在...  相似文献

Countries have committed to conserving and restoring ecosystems after signing the Kunming-Montreal Global Biodiversity Framework (GBF). The IUCN Red List of Ecosystems (RLE) will serve as a headline indicator to track countries' progress toward achieving this goal. Using Kenyan coral reefs, we demonstrate how nations implementing the GBF can use standardized estimates of ecosystem degradation from RLE assessments to support site-specific management decisions. We undertook a reef-by-reef analysis to evaluate the relative decline of four key ecosystem components over the past 50 years: hard corals, macroalgae, parrotfish, and groupers. Using the two benthic indicators, we also calculated standardized estimates of state to identify reef sites which maintain a better condition through time relative to adjacent sites. Kenya's coral reefs have degraded across all four ecosystem components. At more than half the monitored sites parrotfish and grouper abundance declined by more than 50%, while coral cover and macroalgae-coral ratio declined by at least 30%. This resulted in an Endangered threat status for coral reefs in Kenya (under criterion D of the RLE). The results can guide management actions related to 9 of the 23 GBF targets. For example, we identified several sites with relatively healthy benthic and fish communities as candidate areas for protection measures under Target 3. The RLE has a key role to play in monitoring and meeting the goals and targets of the GBF, and our work demonstrates how using the wealth of data within these assessments can inform local-scale ecosystem management and amplify the GBF's impact.  相似文献

Environmental weeds are plants that invade natural ecosystems and are considered to be a serious threat to nature conservation. Australia and New Zealand, where biota with a high degree of endemism have evolved, are particularly susceptible to environmental weeds. Environmental weeds have been implicated in the extinction of several indigenous plant species, and they also threaten ecosystem stability and functional complexity. Historically, emphasis has been placed on the chemical or manual ‘control’ of weed infestations, often with little consideration of the long‐term effectiveness or the ecological consequences of such an approach. As the threat from environmental weeds is becoming more fully recognized, an integrated, strategic and ecological approach to weed management is being recommended. In both countries, systems for screening new plants before allowing entry for cultivation have been developed. For already established plants, management is conducted within a legislative and policy framework such as the Regional Pest Management Strategies that operate through the Biosecurity Act 1993 in New Zealand. Noxious weed legislation in Australia has historically focused on agricultural weeds, but some Acts are (or have recently been) undergoing revision to give greater emphasis to environmental weeds and the involvement of the community in weed management. Quarantine, legislation, research and on‐ground management are complemented by education programmes about the impact and control of environmental weeds. This paper provides an overview of the ‘tool‐kit’ needed to manage environmental weeds in Australia and New Zealand, comparing and contrasting the approaches taken in the two countries. It also provides a broad framework for the case studies that make up this special issue on the ecology and management of environmental weeds in both countries.  相似文献

Summary Developments in ecological theory indicate that ecological processes have major implications for sustaining biodiversity and the provision of ecosystem services. Consequently, conservation actions that focus solely on particular species, vegetation communities, habitats or sites (‘assets’) are unlikely to be effective over the long term unless the ecological processes that support them continue to function. Efforts to sustain biodiversity must embrace both ‘assets’ and ‘process‐oriented’ approaches. Existing knowledge about ecological processes, incomplete though it is, has not been adequately considered in government decision making. It is, therefore, necessary to consider how to build consideration of ecological processes into legislative and institutional frameworks, policy and planning processes, and on‐ground environmental management. Drawing on insights from interviews, a facilitated workshop, and a literature review, this paper identifies a suite of policy priorities and associated reforms which should assist in ensuring that ecological processes are given more attention in policy‐making processes. It is concluded that a multi‐pronged approach is required, because there are no ‘silver bullets’ for sustaining ecological processes.  相似文献
