One of the most frequently advanced explanations of the Maoists’ popularity in rural Nepal links dissatisfaction with the State to forms of consciousness and changes in expectations that are products and processes of development. Such theories often attribute popular support for the insurrection to frustrated desires stemming from “failed” or “incomplete” development. Against this, others suggest that it was the very “success” of empowerment programs which aimed to raise participants’ consciousness of oppression and its roots that inspired villagers to embrace revolutionary action. This paper argues that, despite their differences, both hypotheses reflect assumptions about gendered selfhood and political action that limit their recognition of what motivates Maoist sympathies. Extended research with women in Gorkha—a district where female support for the rebels is said to be especially strong—reveals that Gorkhali women’s support for the rebels is not inspired primarily by the desire for greater autonomy, choice or absolute liberation from social constraints, all of which ideals valorize a culturally specific vision of individual agency. Rather, women there report a sense of self that defines itself through social relations and commitments and which values the common good over individual self-interest, which they associate with an unjust state. The disjuncture between Gorkhali women’s own understandings of self and society and prevailing theories of what motivates people to rebel highlights the modernist assumptions that underlie—and potentially distort—otherwise diverse scholarly perspectives. Likewise, it implies that rebellions may be less about consciousness and more about morality than either “failed” or “successful” theories presume.  相似文献

This paper examines how political identities in the town of Tansen in the central western district of Palpa, Nepal, are mediated by contrasting forms of cultural and material practice: religious and secular processions and programs made by a local, cable‐television production organisation. These practices and their materiality are conceptualised as ‘technologies of enchantment’ (Gell 1992) through which political culture is made manifest in urban space. Paradigmatically ‘modern’ and ‘traditional’ technologies are juxtaposed in order to analyse the different ways that political action is embodied within the community. The loss of life in Tansen and the destruction of buildings associated with these practices in the course of the 10‐year Maoist insurgency provide a tragic confirmation of the conclusions reached in this paper.  相似文献

The wars in Croatia, Bosnia and Kosovo were perpretrated by a radical nationalist Serbian cultural political consciousness that the American cultural political consciousness and leadership had difficulty responding to and understanding. There is a great cultural divide between a 'pathology' in Serbian culture, Milosevi?'s radical nationalism, and a humane 'naivete' in American cultural consciousness. I discuss why, finally, American political leadership, Bill Clinton from Hope, Arkansas, responded to the tragedy of these wars. However, we are still left with the question of good vs evil: What is the course of human history; psychotic political leadership causing repetitive human tragedy or can there be a higher humane and moral order to human cultural events?  相似文献

The paper presents a study of settlement processes in western Nepal. It emphasizes the linkages between settlement history, cultural ecology, and political economy as these relate to resources, marginality, and territory. Regional settlement trends are examined in accordance with land occupancy and tenure arrangements. Village settlement strategies are analyzed within a micro-processual framework that incorporates political economic perspectives on village land use and resource distributions. The past, present, and future roles of settlement in the human adaptation process of west Nepal's mountain populations is critically examined in the contexts of historical land policies and current rural political and environmental systems.  相似文献

This paper provides information on the status of forests and environmental problems related to forestry in Nepal. It aims to integrate the conservation and sustainable management of forests as a part of environmental planning. A critical review of the main environmental problems with prioritization within the forestry sector; thorough review of all forest related documents, strategies, development plans, programs, institutional arrangements, policies mentioned in the Master Plan for Forestry Sector Nepal of 1988, and other relevant documents; identification of major gaps and constraints of forestry policy and plans and current practices of forest conservation and management have been done. The decline in forestry resources in Nepal took place in the past due to lack of appropriate policy to guide the legal, institutional and operational development for the forestry sector. Forestry policy in Nepal, in the past, was shaped by political and economic motives rather than ecological considerations. Policy formulation mechanisms exist in Nepal; however, there is an excessive delay in translating policies into legislation and then into operational rules and administrative orders. There is a need to implement the international obligations by transforming them into regulations in order to make them legally binding. The data to be generated in the coming years in the areas of forestry at both national and international levels suggest that we should revise the research priorities and strategies. Research to add value to the forest resource products has yet been neglected. More attention is required on regular monitoring and evaluation of the projects. A thorough evaluation of the programs and planning for the forestry sector in Nepal is urgently required to update the progress and revise the programs.  相似文献

Many recent scholars, influenced by nationalist historians, intellectual trends, or political leaders, seek to antedate and create a nation or national identity when in reality none existed. They tend to apply theories based on non‐rational, emotional aspects of ethno‐nationalism to the formation of national consciousness in general. Thus, the large‐scale vertical identity of modern nationalism is projected back into an era which was characterized by a set of horizontal identities. This article seeks to explore the genesis and development of modem national identity in Ukraine during the period 1840 to 1921. Focusing on social‐structural and circumstantial conditions, it attempts to demonstrate that the appeals to ethno‐national sentiments throughout this period failed to generate a group identity and solidarity among the Ukrainian people. The Ukrainian case, along with that of other subordinate ethnic groups, suggests that nationalism by itself was not operational before the emergence of the so‐called nation‐states of the ‘non‐historic’ nations of Eastern Europe. The formation of modern nations based on mass national consciousness was accomplished by the centralized bureaucratic state which, through conscious and deliberate socialization, succeeded in transforming potential nations into modern nations.  相似文献

Background

Rabies is a vaccine-preventable viral zoonosis belonging to the group of neglected tropical diseases. Exposure to a rabid animal may result in a fatal acute encephalitis if effective post-exposure prophylaxis is not provided. Rabies occurs worldwide, but its burden is disproportionately high in developing countries, including Nepal. We aimed to summarize current knowledge on the epidemiology, impact and control of rabies in Nepal.

Methods

We performed a systematic review of international and national scientific literature and searched grey literature through the World Health Organization Digital Library and the library of the National Zoonoses and Food Hygiene Research Centre, Nepal, and through searching Google and Google Scholar. Further data on animal and human rabies were obtained from the relevant Nepalese government agencies. Finally, we surveyed the archives of a Nepalese daily to obtain qualitative information on rabies in Nepal.

Findings

So far, only little original research has been conducted on the epidemiology and impact of rabies in Nepal. Per year, rabies is reported to kill about 100 livestock and 10–100 humans, while about 1,000 livestock and 35,000 humans are reported to receive rabies post-exposure prophylaxis. However, these estimates are very likely to be serious underestimations of the true rabies burden. Significant progress has been made in the production of cell culture-based anti-rabies vaccine and rabies immunoglobulin, but availability and supply remain a matter of concern, especially in remote areas. Different state and non-state actors have initiated rabies control activities over the years, but efforts typically remained focalized, of short duration and not harmonized. Communication and coordination between veterinary and human health authorities is limited at present, further complicating rabies control in Nepal. Important research gaps include the reporting biases for both human and animal rabies, the ecology of stray dog populations and the true contribution of the sylvatic cycle.

Interpretation

Better data are needed to unravel the true burden of animal and human rabies. More collaboration, both within the country and within the region, is needed to control rabies. To achieve these goals, high level political commitment is essential. We therefore propose to make rabies the model zoonosis for successful control in Nepal.  相似文献

Lichen harvest and trade are closely associated with the livelihood of most of the rural people in Western Nepal. The present study investigates the commercial collection of lichens, quantifies the traded volume and relates it to a market scenario, and discusses conservation measures in relation to established legal practices in Nepal. Data on lichen trade and revenue generated for the 12 years (2000–2011) were collected and analyzed from 74 districts of Nepal. Voucher specimens were deposited at TUCH (Tribhuvan University Central Herbarium) in Nepal. The lichens collected in West Nepal are mainly used in international trade, while those in East Nepal are used locally for food. A total of 20 commercially important species of lichens were identified from five trade centers and one local market. During 2000–2011, Nepal legally exported 2020 tons of lichens and collected NRs 25,293,305 (USD 240,000). The average annual quantity of turnover was 168 tons, though it is estimated that much was exported illegally. The hill districts in Nepal, which traded 1774 tons, were more important for the collection of commercial lichen species than the Mountainous and inner-Tarai districts, which traded 167 and 108 tons, respectively. Through the Forest Act, Forest Regulations and its amendment in 2011, the collection of lichens for harvest, trade and export in any crude or processed form was banned. However, the legislation lacks an effective implementation strategy, and sustainable harvest of lichen resources based on scientific data would better serve local livelihood and lichen conservation in Nepal.  相似文献

Exposing Silence as Cultural Censorship: A Brazilian Case   总被引:1,自引:0,他引:1  
In this article I assert that in focusing on salient discourses, contested cultural domains, and public forms of conflict and power, cultural and linguistic anthropologists, and other social scientists, have overlooked the significance of communal forms of silence in shaping the social and political landscape. I argue that such customary silences constitute "cultural censorship," which, unlike state-sponsored censorship, is practiced in the absence of explicit coercion or enforcement. Although practiced by different and opposed groups, cultural censorship tends to be constituted through, and circumscribed by. the political interests of dominant groups. In this article, which is based on ethnographic research in Rio de Janeiro. I analyze a case of cultural censorship by examining the customary silence surrounding the subject of racism in Brazil. On smallholder farms in the foothills of the Himalayan Mountains in Nepal, fungi of the Fusarium graminearum clade cause Gibberella ear rot of maize and contamination with the 8-ketotrichothecenes nivalenol and deoxynivalenol. Previous DNA marker analyses of the F.?graminearum clade from maize in Nepal found a high level of genetic diversity but were limited in detail or scope. The present study incorporated a collection of 251 field strains from a wide geographic distribution in Nepal and utilized sequencing of the MAT1-1-3 gene of the mating type locus to determine the number and frequency of lineages and species of the F. graminearum clade. The frequency of nivalenol and deoxynivalenol chemotypes was determined by chemical analysis and by TRI13 deletion-marker analysis. We found that Gibberella ear rot of maize in Nepal is associated with a complex of species of the F. graminearum clade - mainly Fusarium asiaticum and Fusarium meridionale, but also Fusarium boothii and a putative new lineage, which we have designated the 'Nepal lineage'. Fusarium graminearum sensu stricto, which dominates in maize elsewhere in Asia and worldwide, was not detected in Nepal. Although nivalenol production has been associated experimentally with lower virulence in maize ear rot and wheat head blight, this collection of the F. graminearum clade from maize in Nepal is dominated (4:1) by nivalenol producers, suggesting that traits other than crop plant pathogenesis affect population structure in this complex agroecosystem.  相似文献

In Nepal, live donor organ transplantation is only 14 years old with the first successful kidney transplant made in 2008 and a successful liver and bone marrow transplant made in 2016. However, transplantation of cadaveric cornea dates back to 1998. There are still no cases of animal-to-human organ transplantation in Nepal. There are stringent laws to regulate human body organ transplantation in Nepal which are amended from time to time. However, there is a racket of human traffickers who lure rural people from this low-income country into the illegal organ trade. Furthermore, there is a substantial lack of awareness of organ donation among the general public. This article focuses on the stipulations of ethical, legal, and practical issues of obtaining organs procured from living and brain-dead donors that support the process of transplantation in Nepal. In addition, the article also explores the legal and practical issues of organ trafficking and organ donation awareness in Nepal on the basis of factual data and findings from other studies.  相似文献

This article analyzes the process of youth political activism and development by drawing on ethnographic research on Asian and Pacific Islander youth activists. Young people revealed that collective action begins with a critical analysis of their lived experiences with inequalities. Their actions also involved oppositional consciousness that was nurtured in social justice-oriented community organizations. When PTSD entered the DSM, advocacy for the diagnosis was a critical part of advocacy for Vietnam veterans. Over the next two decades, the range of contexts in which this clinical concept was applied increased dramatically. In a recent article in Culture, Medicine and Psychiatry, Breslau (2004) describes PTSD as a “prominent cultural model” to account for suffering as well as the synergy between human rights or political advocacy and traumatic stress advocacy. In this article I question the sequence of steps that Breslau took to critique the internationalization of the PTSD construct. I also question Breslau's critique on our work in Nepal. Finally, I will formulate some future challenges for psychiatry and anthropology to bridge their universalistic and relativistic points of view.  相似文献

Nepal is located in the central part of the greater Himalayan range with a unique series of mountain chains formed by recent mountain building geological events. As one of the youngest mountains in the world it contributes to diversity of plants and also provided barriers to and corridors through which plants migrated during the ice ages. The higher altitudinal variation with the high mountains, deep river valleys and lowland plains combine with the effects of the summer monsoon and dry winter result with an extraordinary diversity of ecosystems including flora and fauna in a relatively small land area. The existing checklists for Nepal record some 6000 species of flowering plants and about 530 ferns. However, the botanical experts estimate that numbers may go up to 7000 when the poorly known remote regions are fully explored. The information on plant endemism in Nepal Himalaya is not adequately known as Nepal is still struggling to complete long awaited Flora of Nepal project. Endemic species are confined to specific areas and are the first to be affected by land use and other global changes. We sought to explore the spatial distribution of endemic plant species in Nepal in relation to the consequences associated with climatic and geologic changes over time in the region with the help of published literature. It was found that the endemism showed marked spatial variation between open moist habitat and dry inner valleys, the former with higher endemism. The updated records showed 312 flowering plant species to be endemic to Nepal with higher endemism around the elevation of 3800e4200 m at sea level. The recent human population explosion, intensified deforestation, habitat fragmentation and modern day environmental changes are posing greater threats to endemic plant in Nepal. The conservation status and threats to these peculiar species are unknown. Nevertheless, environmental degradation and high poverty rates create a potent mix of threats to biodiversity in this landscape.  相似文献

This article examines the role of context on the mobilization of politicized racial group consciousness among Asian American and Latino youth. We investigate group membership by analyzing face-to-face interview data with Latino and Asian American youth in New York and California on their responses to questions about the meaning of their race and ethnicity to politics. Next, we use survey data from a nationally representative sample of Asian American and Latino youth taken during the 2004 election. We also analyze the extent to which the contextual circumstances of systematic exposure to an experimental frame prompting racial and ethnic group pride influence racial group consciousness. The data help to illuminate the extent to which racial and ethnic identities of Asian American and Latino youth are manifest in their unique political contexts.  相似文献

Sociopolitical consciousness refers to an individual’s ability to critically analyze the political, economic, and social forces shaping society and one’s status in it. A growing body of scholarship reports that high levels of sociopolitical consciousness are predictive in marginalized adolescents of a number of key outcomes including resilience and civic engagement. The present study explored the role that urban secondary schools can play in fostering adolescents’ sociopolitical consciousness through a longitudinal, mixed methods investigation of more than 400 adolescents attending “progressive” and “no excuses” charter high schools. Analyses revealed that, on average, students attending progressive high schools demonstrated sizeable shifts in their sociopolitical consciousness of racial inequality, and students attending no excuses high schools demonstrated sizeable shifts in their sociopolitical consciousness of social class inequality. Qualitative interviews with participating students offered insight into the curriculum, programming, and practices that these youth perceived as contributing to these differences in their sociopolitical consciousness.  相似文献

This paper is based on observations made in 2005 in a village in mid-western Nepal which was considered to be a Maoist bastion and which had been declared a Model village by the Communist Party of Nepal (Maoist). Conclusion I began this article with an effort to see how the concept of consciousness could be operationalized within an anthropological framework. It is clear from the examination of the concept that to use it to label or to judge is misleading. Instead, consciousness must be dialectical to be meaningful. Political, social or class consciousness emerges from a heritage of culture and a particular social context; it forms an understanding of society and so it shapes action. The presumption is that a particular action is reflective of some kind of an understanding, some kind of awareness. Further, the pattern of action is in turn a prime determinant of the consciousness of the actors.Thus we can observe several different types of social situation from the point of view of determining whether politics is based on a consciousness of class: (1) where class is not a basis for action; (2) where class is a basis for action but the understanding of that situation by actors is in terms of another code, one furnished by religion or by a sense of corporatism, so that the class basis for action is disguised; (3) where class is the basis for social action, and is perceived as such. The difference between these last two cases is the gap that Marx referred to in his analysis of the fetishism of commidities, or that caused Lukacs to distinguish between consciousness and false consciousness. If the people act as though class were a consideration (whether or not they call it class) in situations which divide people along class lines, then a consciousness of class will probably emerge if it is not present already. Our interest here should not be in the individual but in the accepted definition of the situation, the code or the metaphor.I have attempted to extrapolate from the actions of politics to some hypotheses about consciousness. My conclusion is that the evidence for class consciousness is more indirect than direct. In the case of the zerda, consciousness of class is not reinforced, though there are elements of class organization present. The election is similar to the zerda in that interpersonal rivalry is important, but different in that it is explicitly political, and the State appears on the scene. The reaction to the flood also highlights relations between Testouris and the State, but there is also a new element in the form of a fairly open confrontation between two classes. While it would be difficult to impute class consciousness except in the last case, the presence of class relations suggests that the Testouri model of society may soon develop such a perception.One source of awareness of class is the relations of production within Testour's agrarian society. Many of the institutions of the town mask the full impact of these relations: the emphasis placed on interpersonal rivalry, the stress on genealogical and geographical origin, and the strong sense of being from the town. Nevertheless, an awareness of class sometimes complements a behavior determined along class lines, as in the reaction to the flood. A second source of class consciousness would be the power relations that exist between the State, as the instrument of the dominant class at the national level, and the various segments of Tunisian society. People are conscious of these as political relations rather than the political expression of class relations, and so here, too, some aspects of the social relationship are not recognized.The partially negative conclusion concerning class consciousness reflects the stage in the transition from precapitalist to capitalist society that Testour has reached. The complexity and subtlety of the real case should be a corrective to overhasty generalization as well as a contribution to the growing debate on the usefulness of consciousness as a concept in anthropology. As Lynch argues, it is one way to restore the problematic of meaning to a mechanistic interpretation of a particular social situation. This study investigated the systematics of the megophryid genus Scutiger from eastern and western Nepal using molecular and morphological data. Our results support two divergent lineages, one of which has nuptial spines on the dorsal surface of the first three fingers while the other has spines only on the dorsal surface of the first two fingers. The Ghunsa lineage from eastern Nepal shows significant morphological and molecular differences to other species of genus Scutiger and is here described as a new species. Based on the molecular analysis, the Muktinath lineage from western Nepal is confirmed to be Scutiger boulengeri and represents a species complex widespread throughout the Himalayan region. The newly described taxon is endemic to the eastern Himalayas and currently known only from the Ghunsa valley, Taplejung district, Nepal.  相似文献
