Throughout the life of the 1959 Antarctic Treaty there has been considerable development in the law of the sea. Negotiated following the 1958 First United Nations Conference on the Law of the Sea, at which the customary international law concepts of the territorial sea and continental shelf were codified into treaty law, the law of the sea has since developed through state practice and most importantly through the 1982 United Nations Convention on the Law of the Sea. Whatever the merits of examining the interaction between Antarctica and the law of the sea have been in the past, there is much to suggest that the general significance of such issues is growing, especially as states seek to determine the outer limits of their continental shelf claims and in doing so determine Antarctic baselines. This article examines these issues from a general law of the sea perspective, taking into account the impact of the Antarctic Treaty while reviewing Australian practice in particular.  相似文献

Does Extensive Grazing Benefit Butterflies in Coastal Dunes?   总被引:3,自引:0,他引:3  
Grazing at low stocking rates has become a common management practice in nature restoration projects in the Netherlands. However, detailed knowledge of grazing impact is often poor, in particular for invertebrates. This study addressed the impact of extensive grazing on butterflies. Butterflies are critical indicators of habitat quality for many plant and animal species. We compared monitoring data from 1992 to 1996 for calcareous coastal dune areas in the Netherlands with different management: 11 grazed areas, 7 ungrazed areas and 4 areas managed by annual cutting. Grazing typically concerned year‐round grazing by cattle and/or ponies, at low stocking rates (0.05–0.26 head ha?1 yr?1). Butterfly abundance was related to species composition and structure of the vegetation. Changes in butterfly abundance were positive in grazed and ungrazed areas compared to cut areas. Species richness was not affected by management, but individual species differed in their response. Species from open grassland benefited most from grazing, particularly Issoria lathonia (Queen of Spain Fritillary) and Lycaena phlaeas (Small Copper). No clear negative effects of grazing were observed, but species occurrence was not always positively related to the environmental characteristics associated with grazing. In the long run, even lower stocking rates might prove more beneficial to the butterfly community as a whole. Four of the more frequently observed species, I. lathonia, Hipparchia semele (Grayling), Pyrgus malvae (Grizzled Skipper) and Aricia agestis (Brown Argus), are listed as threatened to susceptible in the Netherlands. All were apparently favored by grazing. It is concluded that extensive grazing has good potential to enhance butterfly diversity in restoration projects.  相似文献

The global human population is growing exponentially, close to a majority lives and works near the coast, and coastal commerce and development are critical to the economies of many nations. Hence, coastal areas will continue to be a major focus of development and economic activity. People desire the economic advantages provided by coastal development along with the fisheries and social commodities supported by estuarine and coastal ecosystems. Because of these facts, we view the challenge of balancing coastal development with enhancing nearshore marine and estuarine ecosystems (i.e., net ecosystem improvement) as the top priority for coastal researchers in this century. Our restoration research in Pacific Northwest estuaries and participation in nearshore project design and impact mitigation has largely dealt with these competing goals. To this end, we have applied conceptual models, comprehensive assessment methods, and principles of restoration ecology, conservation biology, and adaptive management to incorporate science into decisions about uses of estuarine systems. Case studies of Bainbridge Island and the Columbia River demonstrate the use of objective, defensible methods to prioritize tidally influenced shorelines and habitats (i.e., riparian forests, marshes, unvegetated flats, rocky shores, seagrass meadows, kelp forests) for preservation, conservation, and restoration. Case studies of Clinton, Washington, and Port Townsend, Washington, demonstrate the incorporation of an ecological perspective and technological solutions into design of overwater structures to minimize impacts on nearshore ecosystems. Adaptive management has allowed coastal development and restoration uncertainties to be better evaluated, with the information used to improve management decisions. Although unproven on a large scale, we think these kinds of methods can contribute to the net improvement of already degraded ecosystems. The ingredients include applied science to understand the issues, education, incentives, empirical data, cumulative impact analysis, and an effective adaptive management program. Because the option of net ecosystem improvement is often more costly than alternatives such as no net loss, commitment by the local or regional community to this approach is essential.  相似文献

Seagrass meadows are highly productive habitats that provide important ecosystem services in the coastal zone, including carbon and nutrient sequestration. Organic carbon in seagrass sediment, known as “blue carbon,” accumulates from both in situ production and sedimentation of particulate carbon from the water column. Using a large-scale restoration (>1700 ha) in the Virginia coastal bays as a model system, we evaluated the role of seagrass, Zostera marina , restoration in carbon storage in sediments of shallow coastal ecosystems. Sediments of replicate seagrass meadows representing different age treatments (as time since seeding: 0, 4, and 10 years), were analyzed for % carbon, % nitrogen, bulk density, organic matter content, and 210Pb for dating at 1-cm increments to a depth of 10 cm. Sediment nutrient and organic content, and carbon accumulation rates were higher in 10-year seagrass meadows relative to 4-year and bare sediment. These differences were consistent with higher shoot density in the older meadow. Carbon accumulation rates determined for the 10-year restored seagrass meadows were 36.68 g C m-2 yr-1. Within 12 years of seeding, the restored seagrass meadows are expected to accumulate carbon at a rate that is comparable to measured ranges in natural seagrass meadows. This the first study to provide evidence of the potential of seagrass habitat restoration to enhance carbon sequestration in the coastal zone.  相似文献

We describe the spatial distribution patterns of rocky intertidal Patella spp. limpets (heavily collected by shellfishers) and top-shell snails belonging to the genus Osilinus (comparatively slightly harvested) through a multiscaled sampling design spanning five orders of magnitude of spatial variability (from 10s of m to 100s of km) throughout the Canarian Archipelago (eastern Atlantic); where rocky intertidal assemblages on opposite sides of the Archipelago (western vs. eastern islands) are subjected to different regimes of bottom-up effects, as large spatial variation in oceanographic conditions is recorded across an east–west gradient. We tested the hypothesis that the response of rocky intertidal populations to mesoscale oceanographic bottom-up variability (quantified using differences in Chlorophyll-a concentration among islands as an approximation to bottom-up effects) depends on the exploitation status of coastal resources, by means of a correlative approach. Our study represent another case in which mesoscale shore-associated physical processes seem to be correlated to large-scale differences (variability among islands, 10s to 100s of km apart) in the abundance of slightly harvested intertidal grazers (topshell snails). In contrast, we did not observe large-scale spatial differences for heavily collected grazers (limpets). In conclusion, our study suggests that the signal of bottom-up processes in coastal populations may be difficult to demonstrate under intense human exploitation.  相似文献

While the global increase in the use of nitrogen-based fertilizers has been well recognized, another change in fertilizer usage has simultaneously occurred: a shift toward urea-based products. Worldwide use of urea has increased more than 100-fold in the past 4 decades and now constitutes >50% of global nitrogenous fertilizer usage. Global urea usage extends beyond agricultural applications; urea is also used extensively in animal feeds and in manufacturing processes. This change has occurred to satisfy the world’s need for food and more efficient agriculture. Long thought to be retained in soils, new data are suggestive of significant overland transport of urea to sensitive coastal waters. Urea concentrations in coastal and estuarine waters can be substantially elevated and can represent a large fraction of the total dissolved organic nitrogen pool. Urea is used as a nitrogen substrate by many coastal phytoplankton and is increasingly found to be important in the nitrogenous nutrition of some harmful algal bloom (HAB) species. The global increase from 1970 to 2000 in documented incidences of paralytic shellfish poisoning, caused by several HAB species, is similar to the global increase in urea use over the same 3 decades. The trend toward global urea use is expected to continue, with the potential for increasing pollution of sensitive coastal waters around the world.  相似文献

Synopsis We surveyed fish communities and corresponding environmental conditions at three broadly similar coastal sites of eastern Andros Island, The Bahamas over a summer–winter–summer sequence to assess the relationship between detailed environmental features and fish species patterns. Environmental variables included covers of various benthic flora components, benthic flora diversity, floral canopy height, micro-crustacean diversity and density, water temperature, extent of destructive land-use and extent of invasion by human-introduced exotic terrestrial plants. Correspondence analysis (CA) indicated that spatial (site) differences in environmental characteristics were greater than temporal (seasonal) differences. Detrended canonical correspondence analysis (DCCA) was used to assess the strength of relationships between the environmental characteristics and the distribution patterns of 25 fish species. Environmental features deemed to be most important in influencing fish species patterns included benthic flora canopy height, extent of invasion by exotic terrestrial plants, cover of Batophora oerstedii, cover of Thalassia testudinum, turf cover, water temperature, micro-crustacean diversity, and micro-crustacean density. Based upon similarities in distribution patterns, fish species formed four clusters which, ultimately, reflected similarities in species’ feeding habits and preferences for habitats that likely maximize foraging success. We conclude that fish distribution patterns are related to environmental characteristics, and that anthropogenic coastal activity, by influencing coastal benthic characteristics, may influence the distribution and abundances of fish species in coastal habitats.  相似文献

BackgroundChikungunya virus (CHIKV) and o’nyong nyong virus (ONNV) are mosquito-borne alphaviruses endemic in East Africa that cause acute febrile illness and arthritis. The objectives of this study were to measure the seroprevalence of CHIKV and ONNV in coastal Kenya and link it to demographics and other risk factors.MethodologyDemographic and exposure questionnaires were administered to 1,848 participants recruited from two village clusters (Milalani-Nganja and Vuga) in 2009. Sera were tested for alphavirus exposure using standardized CHIKV IgG ELISA protocols and confirmed with plaque reduction neutralization tests (PRNT). Logistic regression models were used to determine the variables associated with seropositivity. Weighted K test for global clustering of houses with alphavirus positive participants was performed for distance ranges of 50–1,000 meters, and G* statistic and kernel density mapping were used to identify locations of higher seroprevalence.Conclusions/SignificanceAlphavirus exposure, particularly ONNV exposure, is common in coastal Kenya with ongoing interepidemic transmission of both ONNV and CHIKV. Women and adults were more likely to be seropositive. Household location may be a defining factor for the ecology of alphaviral transmission in this region.  相似文献

Anaerobic anoxygenic phototrophic bacteria can be found in the suboxic waters of shallow stratified coastal systems, and may play important roles in the total primary production of subtropical stratified coastal lagoons. We investigated the spatiotemporal variability of light CO2 fixation and net oxygen production in the stratified Conceição Lagoon (Brazil) in summer and fall of 2007, as well as the contribution of bacteriochlorophyll a (BChl a)-containing bacteria to photosynthetically driven electron transfer. Both chlorophyll a (Chl a) and BChl a varied in space, while only BChl a varied in time (three-fold increase from summer to fall). In summer, net oxygen production and light CO2 fixation were correlated, with both having higher rates with higher Chl a concentrations in the enclosed region of the lagoon. In fall, CO2 fixation was decoupled from oxygen production. Denaturing gradient gel electrophoresis revealed that bacterial communities of oxic site 12 and suboxic site 33 formed one cluster, different from other oxic samples within the lagoon. In addition, BChl a/Chl a ratios at these sites were high, 40% and 45%, respectively. Light acted as the main factor controlling the BChl a concentration and CO2 fixation rates. High turbidity within the enclosed area of the lagoon explained high BChl a and decoupling between CO2 fixation and oxygen production in oxygenated waters. Contribution of purple sulfur bacteria to total bacterial density in suboxic waters was 1.2%, and their biomass contributed to a much higher percentage (12.2%) due to their large biovolume. Our results indicate a significant contribution of anaerobic anoxygenic bacteria to the primary production of the “dead zone” of Conceição Lagoon.  相似文献

To analyze the relationships between local livelihoods and vulnerability to food insecurity, using a resilience approach, we interviewed 350 households from seven mixed-heritage Caiçara communities in Paraty, Brazil. Fishing was a livelihood activity for 70 % of the households, and the main declared activity for 16 %. Fishing was combined with other activities such as day-wage jobs, tourism, agriculture, and commerce. Livelihood activities were not homogeneously distributed among communities, and a higher proportion of fishing households were found in generalist communities. Food insecurity appeared to be transitory (and not chronic), and fishing is central to food security. Small-scale fisheries cannot be seen in isolation from the diversity of activities that make up the livelihood portfolios of coastal communities. In view of rapid change in the area, pressures from protected areas, large-scale fisheries, tourism development and economic change in general, threaten the resilience of Caiçara livelihoods, with implications for future food insecurity.  相似文献

Invasive alien plants are a problem for conservation management, and control of these species can be combined with habitat restoration. Subsoil burial of uprooted plants is a new method of mechanical control, which might be suitable in disturbed habitats. The method was tested in Rosa rugosa (Japanese Rose), an invasive shrub in north‐western Europe with negative effects on coastal biodiversity. Two months after uprooting and burial in dunes of north‐eastern Denmark, 89% of the 58 shrubs resprouted from roots and rhizomes; on average 41 resprouts per shrub. Resprout density was twice as high at former shrub margins compared with the center; resprouts were taller and originated from more superficial soil layers at the margin than in the center. Resprouting was negatively correlated with fragment depth, and no resprouts were observed from greater than 15 cm depth. The number of resprouts increased with fragment dry mass (0.5–168.5 g). After 18 months with harrowing the species was still resprouting, flowering, and fruiting, albeit with no difference between shrub margin and center. Resprouts were taller (26 cm) and coverage was higher (0–4%) after two compared with three times harrowing, whereas no difference was found in cover of native dune species (1–5%). The results show that even small fragments of R. rugosa resprout, and that resprouting persists despite repeated harrowing. Thus, careful subsoil burial of all fragments is necessary, special attention should be paid to the shrub margin, and follow‐up treatments are needed. The effectiveness of the burial method is discussed for restoration of coastal dunes.  相似文献

A massive central Australian dust storm in September 2009 was associated with abundant fungal spores (150,000/m3) and hyphae in coastal waters between Brisbane (27°S) and Sydney (34°S). These spores were successfully germinated from formalin-preserved samples, and using molecular sequencing of three different genes (the large subunit rRNA gene [LSU], internal transcribed spacer [ITS[, and beta-tubulin gene), they were conclusively identified as Aspergillus sydowii, an organism circumstantially associated with gorgonian coral fan disease in the Caribbean. Surprisingly, no human health or marine ecosystem impacts were associated with this Australian dust storm event. Australian fungal cultures were nontoxic to fish gills and caused a minor reduction in the motility of Alexandrium or Chattonella algal cultures but had their greatest impacts on Symbiodinium dinoflagellate coral symbiont motility, with hyphae being more detrimental than spores. While we have not yet seen any soft coral disease outbreaks on the Australian Great Barrier Reef similar to those observed in the Caribbean and while this particular fungal population was non- or weakly pathogenic, our observations raise the possibility of future marine ecosystem pathogen impacts from similar dust storms harboring more pathogenic strains.  相似文献

We studied the growth of six culturable bacterial lineages from coastal North Sea picoplankton in environmental samples under different incubation conditions. The grazing pressure of heterotrophic nanoflagellates (HNF) was reduced either by double prefiltration through 0.8-μm-pore-size filters or by 10-fold dilutions with 0.2-μm (pore-size) prefiltered seawater. We hypothesized that those γ-proteobacterial genera that are rapidly enriched would also be most strongly affected by HNF regrowth. In the absence of HNF, the mean protein content per bacterial cell increased in both treatments compared to environmental samples, whereas the opposite trend was found in incubations of unaltered seawater. Significant responses to the experimental manipulations were observed in Alteromonas, Pseudoalteromonas, and Vibrio populations. No treatment-specific effects could be detected for members of the Roseobacter group, the Cytophaga latercula-C. marinoflava lineage, or the NOR5 clade. Statistical analysis confirmed a transient increase in the proportions of Alteromonas, Pseudoalteromonas, and Vibrio cells at reduced HNF densities only, followed by an overproportional decline during the phase of HNF regrowth. Cells from these genera were significantly larger than the community average in the dilution treatments, and changes in their relative abundances were negatively correlated with HNF densities. Our findings suggest that bacteria affiliated with frequently isolated genera such as Alteromonas, Pseudoalteromonas, and Vibrio might be rare in coastal North Sea picoplankton because their rapid growth response to changing environmental conditions is counterbalanced by a higher grazing mortality.  相似文献

Salt marshes restored through managed coastal realignment (MR) often develop slowly and show persistent differences in vegetation from natural marshes. Development might be constrained by the availability of propagules or poor suitability of the abiotic environment for their establishment. To distinguish between these factors, we compared vegetation colonization and environmental conditions at a salt marsh created by MR at Brancaster, Norfolk, UK, with five reference marshes, varying in age from 30 to circa 6,000 years. After 5 years, plant communities of the MR site remained different from those in mature reference marshes. In contrast, the communities of the youngest reference marsh were not significantly different from mature reference marshes. At the MR site, abundance of perennial and later‐successional species was low and large areas remained unvegetated. These differences are unlikely to be due to dispersal limitation, because 76% of the species from the local species pool colonized the site within 5 years. Although the annuals Salicornia europaea and Suaeda maritima were abundant by year 2, they were not ubiquitous until the end of the study. Tidal elevations of the MR site were suitable for vegetation development, but soil redox potentials were lower than that at the reference sites. Reducing conditions in the MR site appear to be the major cause of vegetation differences from the reference marshes, as they are associated with an abundance of bare ground and a small range of vegetation clusters. Measures to avoid low sediment redox potentials may have a great benefit in some salt marsh restoration projects.  相似文献

Background

Diverse livelihood portfolios are frequently viewed as a critical component of household economies in developing countries. Within the context of natural resources governance in particular, the capacity of individual households to engage in multiple occupations has been shown to influence important issues such as whether fishers would exit a declining fishery, how people react to policy, the types of resource management systems that may be applicable, and other decisions about natural resource use.

Methodology/Principal Findings

This paper uses network analysis to provide a novel methodological framework for detailed systemic analysis of household livelihood portfolios. Paying particular attention to the role of natural resource-based occupations such as fisheries, we use network analyses to map occupations and their interrelationships- what we refer to as ‘livelihood landscapes’. This network approach allows for the visualization of complex information about dependence on natural resources that can be aggregated at different scales. We then examine how the role of natural resource-based occupations changes along spectra of socioeconomic development and population density in 27 communities in 5 western Indian Ocean countries. Network statistics, including in- and out-degree centrality, the density of the network, and the level of network centralization are compared along a multivariate index of community-level socioeconomic development and a gradient of human population density. The combination of network analyses suggests an increase in household-level specialization with development for most occupational sectors, including fishing and farming, but that at the community-level, economies remained diversified.

Conclusions/Significance

The novel modeling approach introduced here provides for various types of livelihood portfolio analyses at different scales of social aggregation. Our livelihood landscapes approach provides insights into communities'' dependencies and usages of natural resources, and shows how patterns of occupational interrelationships relate to socioeconomic development and population density. A key question for future analysis is how the reduction of household occupational diversity, but maintenance of community diversity we see with increasing socioeconomic development influences key aspects of societies'' vulnerability to environmental change or disasters.  相似文献

The Rías Baixas are four flooded tectonic valleys located on the northwest Iberian Peninsula that support a mussel production of about 250 × 106 kg y–1 from 3337 mussel rafts. Mussel production in this region is the highest in Europe and one of the most intensive in the world, giving employment to 9000 people directly and 20000 indirectly. The causes of this high mussel production are discussed through the analysis of published and some unpublished information. The interaction between coastal upwelling and the circulation patterns in the Rías, which channel the 3-dimensional variability of the open ocean into a 2-dimensional system, promotes a massive response in the productivity of phytoplankton populations inside the Rías, even during weak upwelling events along the coast. Coastal upwelling in the area typically occurs between March–April and September–October. The mean value of gross primary production during the whole upwelling season is 1.4 g C m–2 d–1, although high sporadic values of 4 g C m–2 d–1 may occur during upwelling relaxation events, when phytoplankton export to the coastal shelf is restricted. Mussel growth occurs mainly during the upwelling season. It is estimated that mussel harvest extracts 10% of the primary production. The phytoplankton response to upwelling provides food of high quality (f 0.5) that determines high absorption efficiency (0.6), whereas the characteristics of the Rías maintains the seston concentration at levels (0.5 – 1.3 mg TPM l–1 and <5 mg Chl a m–3) below the threshold of pseudo-faeces production. The physiological behaviour of mussels indicates that the high yield of mussel culture in the Rías of Galicia is a consequence of the particular characteristics of the seston.  相似文献

‘Blue carbon’ ecosystems—seagrasses, tidal marshes, and mangroves—serve as dense carbon sinks important for reducing atmospheric greenhouse gas concentrations, yet only recently have stock estimates emerged. We sampled 96 blue carbon ecosystems across the Victorian coastline (southeast Australia) to quantify total sediment stocks, variability across spatial scales, and estimate emissions associated with historical ecosystem loss. Mean sediment organic carbon (Corg) stock (±SE) to a depth of 30 cm was not significantly different between tidal marshes (87.1 ± 4.90 Mg Corg ha?1) and mangroves (65.6 ± 4.17 Mg Corg ha?1), but was significantly lower in seagrasses (24.3 ± 1.82 Mg Corg ha?1). Location (defined as an individual meadow, marsh, or forest) had a stronger relationship with Corg stock than catchment region, suggesting local-scale conditions drive variability of stocks more than regional-scale processes. We estimate over 2.90 million ± 199,000 Mg Corg in the top 30 cm of blue carbon sediments in Victoria (53% in tidal marshes, 36% in seagrasses, and 11% in mangroves) and sequestration rates of 22,700 ± 5510 Mg Corg year?1 (valued at over $AUD1 million ± 245,000 year?1 based on the average price of $AUD12.14 Mg CO2 eq?1 at Australian Emissions Reduction Fund auctions). We estimate ecosystem loss since European settlement may equate to emissions as high as 4.83 million ± 358,000 Mg CO2 equivalents (assuming 90% remineralization of stocks), 98% of which was associated with tidal marsh loss, and what would have been sequestering 9360 ± 2500 Mg Corg year?1. This study is among the first to present a comprehensive comparison of sediment stocks across and within coastal blue carbon ecosystems. We estimate substantial and valuable carbon stocks associated with these ecosystems that have suffered considerable losses in the past and need protection into the future to maintain their role as carbon sinks.  相似文献

In the Ecuadorian public imaginary, Manabí province is constructed as a lawless frontier. Manaba men are characterized for their aggressive masculinity, robust and primitive sexuality, and their proclivity towards resolving conflict with violence. This paper examines community debates about brothels and healthy sexuality in a rural coastal region where the state is expanding its reach into domestic life via the regulation of sexual intimacies and family violence. Local debates about healthy sexuality embody the historically contested and currently changing nature of state–community relationships in this previously marginalized region. While certain community factions invoke modernizing discourses of women's rights in their struggle to shut down brothels and mitigate family violence, others argue for unregulated sexuality as a way to diminish violence. Drawing from over 10 years of ethnographic research on gender, violence, and human rights in Ecuador, this paper reveals the co-construction of rural intimacies and the boundaries of state intervention.  相似文献
