In 1992, with the United Nations Conference on Environment and Development in Rio de Janeiro and the subsequent Convention on Biological Diversity (CBD), the world changed for the science of taxonomy. Many taxonomists appear not to have noticed this change, but it has significantly altered the political climate in which taxonomic research is undertaken. By the late 1990s it was clear that effective implementation of the CBD needed the participation of and funding for the taxonomic community. In this paper, I chart the rise of the Global Taxonomy Initiative (GTI), review some of its goals and explore how it interacts with the CBD. The interactions of the GTI with the Global Environment Facility, a potential funding body, are explored, as are the possible synergies between the GTI and the many other global initiatives linking to taxonomy. Finally, I explore some of the challenges ahead as taxonomy begins to take a front seat in the implementation of environmental policy on the world stage.  相似文献

Over the last decade, there have been significant changes in data sharing policies and in the data sharing environment faced by life science researchers. Using data from a 2013 survey of over 1600 life science researchers, we analyze the effects of sharing policies of funding agencies and journals. We also examine the effects of new sharing infrastructure and tools (i.e., third party repositories and online supplements). We find that recently enacted data sharing policies and new sharing infrastructure and tools have had a sizable effect on encouraging data sharing. In particular, third party repositories and online supplements as well as data sharing requirements of funding agencies, particularly the NIH and the National Human Genome Research Institute, were perceived by scientists to have had a large effect on facilitating data sharing. In addition, we found a high degree of compliance with these new policies, although noncompliance resulted in few formal or informal sanctions. Despite the overall effectiveness of data sharing policies, some significant gaps remain: about one third of grant reviewers placed no weight on data sharing plans in their reviews, and a similar percentage ignored the requirements of material transfer agreements. These patterns suggest that although most of these new policies have been effective, there is still room for policy improvement.  相似文献

合成生物学技术和产品因其广阔的应用前景和难以预知的生态风险, 受到各国的广泛关注。2014年10月在韩国平昌召开的《生物多样性公约》第十二次缔约方大会上, 合成生物学首次被作为正式议题进行讨论。本文梳理了《生物多样性公约》框架下合成生物学从提出到成为“新的与正在出现的议题”的过程, 分析了《生物多样性公约》在该议题上对缔约国的最新要求, 以及我国合成生物学技术发展和风险评估现状。当前我国合成生物学研究处于起步阶段,近年来的科研投入不断增大,但距离成熟的商业化仍有相当距离。我国对相关技术风险评估能力欠缺,且尚未明确负责其生物安全管理的主管部门。本文提出了以严控风险、适度鼓励研究开发和要求发达国家提供更多技术支持的谈判对策, 以及明确合成生物学安全风险管理的政府主管部门、通过技术开发以推动风险评估、构建国家合成生物学数据库和建立专业风险评估团队等履约建议。  相似文献

《生物多样性公约》第十五次缔约方大会(COP15)将评估全球生物多样性保护已有进展, 审议并通过“2020年后全球生物多样性框架”, 后者是实现2050愿景“与自然和谐相处”的关键, 有助于达成联合国可持续发展的目标。生物多样性资金机制现在是将来也是实施全球生物多样性保护行动计划的重要保证。根据《生物多样性公约》信息交换所的数据, 目前各缔约方每年对本国生物多样性保护的投资额度占其当年国内生产总值(GDP)的比例比较小。中国作为发展中国家, 2015年时生物多样性保护资金投入占GDP比例为0.255%, 在世界各国中处于比较高的水平。近年中国对生物多样性保护的投入连年增加, 2019年时已经达约0.6%。有研究表明, 目前全球每年生物多样性保护资金的缺口至少500亿美元, 未来十年还有更大的资金缺口, 而且当前已有生物多样性资金渠道比较单一, 并存在一些短板, 远远不能满足生物多样性保护行动的要求, 急需建立新的资金机制, 调动更多资源, 推动2030年生物多样性保护任务和目标的实现。《生物多样性公约》的资金机制可以与包括《联合国气候变化框架公约》在内的其他相关环境公约协同增效, 比如基于自然的解决方案将生物多样性保护与气候变化减缓等环境目标联系起来。中国作为COP15的东道国, 有积极协调磋商的责任, 力求在大会上推动形成一个新的资金机制, 即全球生物多样性保护基金, 为“2020年后全球生物多样性框架”的实施保驾护航。新的生物多样性保护资金机制将独立于现有的生物多样性保护资金机制, 具有多样化投资渠道并引入绩效评估机制, 将经费与任务目标关联, 提高资金的使用效率, 支持发展中国家的生物多样性保护行动。  相似文献

The centrality of protected areas in biodiversity conservation has not changed over the past three decades, but we now know that biodiversity conservation represents a much more complex and dynamic picture than was once thought. In contrast to the earlier primarily aesthetic motivation (and still valid in its own right), the role of protected areas in biodiversity conservation is now widely accepted. Internationally, their importance has been recognized by the Convention on Biological Diversity and by the creation of intergovernmental funding agencies such as the Global Environmental Facility. As I discuss here, the rate of creation of new protected areas has increased rapidly to meet the need for a protected representative set of the ecosystems of the world. Ecosystem restoration is now globally recognized as a key component in conservation programs and essential to the quest for the long‐term sustainability of our human‐dominated planet. Restoration scientists and practitioners are now on the frontline and will be increasingly called upon to get involved in large scale programs addressing immediate environmental crises and challenges. Here, we summarize the advances in mainstreaming ecological restoration in global environmental policy deliberations during the last year, culminating in the recent meeting of the United Nations Convention on Biological Diversity. We also provide key references for those seeking more information, and set out an agenda as to how the restoration community could respond to and act upon these recent developments. However, we underline the need for caution and prudence; we must not promise more than we can deliver. Thirty years after the emergence of ecological restoration as a scientific discipline and practice, there remain many obstacles and misconceptions about what can be achieved at large scales. Yet, clearly the old adage applies here: nothing ventured, nothing gained.  相似文献

全球环境基金是《生物多样性公约》的唯一资金机制, 它按照《生物多样性公约》要求和基金自身的政策导向为发展中国家和经济转型国家提供资金支持。从其试点期到当前的第7增资期, 全球环境基金在生物多样性领域的战略目标发生了多次变迁, 研究这些资金机制战略目标所涉及的生物多样性热点问题的变迁情况对未来相关工作开展具有一定参考意义。本文梳理了各增资期生物多样性领域战略目标所涉及的生物多样性热点问题, 对每个热点问题在全球环境基金各增资期中资金量和内容的变迁情况进行了分析, 并就中国当前情况与之进行比较, 进而提出了加强对保护地中生态系统代表性的考虑、增强保护地资金可持续性、全面推动生物多样性主流化、加强生物安全相关领域研究、推进遗传资源获取和惠益分享立法并注重知识管理、加强新问题新挑战的应对、深化资金机制研究等建议, 以期为开展《生物多样性公约》履约、生物多样性管理和研究工作提供参考。  相似文献

2004年是生物多样性公约实施10周年。中国于1993年1月7日作为第7个国家正式加入“公约”。接着就由国家环境保护总局牵头组建国家履约协调组和许多联络点,下设办公室负责日常工作。可见,国家对生物多样性工作的重视和认真的态度。10年来,中国在履约方面做了大量工作,成绩显著。例如,完成了“中国生物多样性国情研究报告”和“中国生物多样性保护行动计划”等一大批重要文件,建立了“生物多样性委员会”、“生物多样性保护基金会”和相应的科学与教育部门,开展了许多科研项目和讲授相关的课程,出版了系列丛书和“中国生物多样性”学术刊物,重视开展学术交流,建立了生物多样性数据库和相关的管理政策,生物多样性保护实体和产业日益增加和发展等就是明显的事例。履约10年的经验在于下列三个方面(1)保护和发展必须密切结合;(2)“统一协调、分散管理”的方针需要进一步完善;(3)基础性和综合性研究需要加强。展望未来,只有在加强基础和综合研究以及提高管理水平方面下一番功夫,履约工作才能取得更大的成绩。  相似文献

本文基于我国相关政府部门、国际机构、科研机构和文献关于我国自然保护地管理有效性评估数据, 梳理和分析了我国针对爱知生物多样性目标11的自然保护地管理有效性评估的进展情况。结果显示, 我国已按时完成了爱知生物多样性目标11中2015年之前对60%以上自然保护地管理有效性评估的指标; 目前已开展管理有效性评估的自然保护地面积达136.19万km2, 占我国自然保护地面积(186.60万km2)的72.99%; 我国自然保护地管理有效性受多方关注。本研究调查数据与世界自然保护地数据库、自然保护地管理有效性全球数据库的数据差异较大; 我国自然保护地管理有效性评估工具多样, 各类型自然保护地管理有效性评估工作进展差异显著, 管理有效性评估标准化和连续性有待提高。最后, 提出了如下建议: 加强自然保护地整体性和连通性; 参考世界自然保护区委员会的评估框架和世界自然保护联盟自然保护地绿色名录标准, 按照国家公园、自然保护区和自然公园分类制定管理有效性评估规范并将评估制度化; 有效利用评估结果促进我国自然保护地建设的标准化、科学化并建立激励机制等。  相似文献

《生物多样性公约》(简称《公约》)作为保护地球生物资源的国际性公约, 与生态文明建设、构建人类命运共同体息息相关。对《公约》进行不同角度的研究, 分析当前生物多样性保护进展中的热点与趋势能为科学制定“2020年后框架”提供参考, 也能为推动生态文明建设提供智力支持。本文以CNKI中的论文为研究对象, 通过CiteSpace软件构建知识图谱, 对《公约》研究的发文量、研究机构、作者、研究热点等进行分析, 探讨中国当前对《公约》领域的研究进展。结果显示: (1)自1992年来, 对《公约》研究的发文呈波浪形上升趋势; (2)对《公约》进行研究的学者及机构众多; (3)关键词词频分析显示生物多样性公约、生物多样性、遗传资源、惠益分享是学者关注的热点, 同时生物多样性公约、生物多样性、知识产权、全球生物多样性、事先知情同意、海洋命运共同体形成聚类知识图谱; (4)知识图谱显示研究始终围绕保护生物多样性、持续利用、遗传资源的获取与惠益分享等《公约》三大目标展开, 同时关键词突现分析显示当前热点已扩展到海洋、公海生物多样性保护等国际热点议题; (5)随着COP 15的召开, 《公约》研究将面临新的机遇, 三大目标的平衡推进是履约的重要议题, 跨机构合作和多学科深度融合是拓宽研究的主要途径。  相似文献

We accept that we are responsible for the quality of life of animals in our care. We accept that the activities of man affect all the living things with which we share this planet. But we are slow to realize that as a result we have a duty of care for all living things. That duty extends to the breeding of animals for which we are responsible. When animals are bred by man for a purpose, the aim should be to meet certain goals: to improve the precision with which breeding outcomes can be predicted; to avoid the introduction and advance of characteristics deleterious to well-being; and to manage genetic resources and diversity between and within populations as set out in the Convention on Biological Diversity. These goals are summed up in the phrase precision animal breeding. They should apply whether animals are bred as sources of usable products or services for medical or scientific research, for aesthetic or cultural considerations, or as pets. Modern molecular and quantitative genetics and advances in reproductive physiology provide the tools with which these goals can be met.  相似文献

资金议题一直是《生物多样性公约》关注的热点, 资金机制和资源调动也一直是每届缔约方大会(COP)的常设议题。然而由于资金问题涉及各方政治意愿, 发达国家和发展中国家间存在较大分歧。中国作为最大的发展中国家和COP15主席国, 在资源调动中扮演着重要角色, 需要对资金问题开展更多研究。在这种背景下, 本文阐述了公共资金投入、资金使用效率与效力、对生物多样性有害的资金投入、利益相关方的参与等《生物多样性公约》资金问题重点要素; 分析了是否强调多渠道增资、是否建立新的资金机制、是否取消全部生物多样性有害补贴、具体筹资目标等谈判主要分歧; 提出了加大生物多样性财政资金投入、加强相关部门间资金协同管理, 利用各类金融工具撬动社会资本的生物多样性投入, 降低生物多样性损害风险、加强生物多样性信息披露, 充分发挥市场机制作用、创新融资路径等建议, 以期为中国生物多样性资源调动提供参考。  相似文献

The advent of online publishing greatly facilitates the dissemination of scientific results. This revolution might have led to the untimely death of many traditional publishing companies, since today’s scientists are perfectly capable of writing, formatting and uploading files to appropriate websites that can be consulted by colleagues and the general public alike. They also have the intellectual resources to criticize each other and organize an anonymous peer review system. The Open Access approach appears promising in this respect, but we cannot ignore that it is fraught with editorial and economic problems. A few powerful publishing companies not only managed to survive, but also rake up considerable profits. Moreover, they succeeded in becoming influential ‘trendsetters’ since they decide which papers deserve to be published. To make money, one must set novel trends, like Christian Dior or Levi’s in fashion, and open new markets, for example in Asia. In doing so, the publishers tend to supplant both national and transnational funding agencies in defining science policy. In many cases, these agencies tend simply to adopt the commercial criteria defined by the journals, forever eager to improve their impact factors. It is not obvious that the publishers of scientific journals, the editorial boards that they appoint, or the people who sift through the vast numbers of papers submitted to a handful of ‘top’ journals are endowed with sufficient insight to set the trends of future science. It seems even less obvious that funding agencies should blindly follow the fashion trends set by the publishers. The perverse relationships between private publishers and public funding agencies may have a toxic effect on science policy.  相似文献

Conserving biological diversity requires a major effort in conducting survey and inventories, establishing priorities, selecting protected areas, managing resources and monitoring the effects of management. Systematics has an important contribution to make to each of these five major activities. Further, the new Convention on Biological Diversity requires systematics information to support action under virtually all of its substantive conservation and sustainable use articles. It seems apparent that large reference collections contribute directly to development, and development assistance agencies should recognize that investing in maintaining these collections is a legitimate form of development assistance.  相似文献

Citizen science (CS) has evolved over the past decades as a working method involving interested citizens in scientific research, for example by reporting observations, taking measurements or analysing data. In the past, research on animal behaviour has been benefitting from contributions of citizen scientists mainly in the field of ornithology but the full potential of CS in ecological and behavioural sciences is surely still untapped. Here, we present case studies that successfully applied CS to research projects in wildlife biology and discuss potentials and challenges experienced. Our case studies cover a broad range of opportunities: large‐scale CS projects with interactive online tools on bird song dialects, engagement of stakeholders as citizen scientists to reduce human–wildlife conflicts, involvement of students of primary and secondary schools in CS projects as well as collaboration with the media leading to successful recruitment of citizen scientists. Each case study provides a short overview of the scientific questions and how they were approached to showcase the potentials and challenges of CS in wildlife biology. Based on the experience of the case studies, we highlight how CS may support research in wildlife biology and emphasise the value of fostering communication in CS to improve recruitment of participants and to facilitate learning and mutual trust among different groups of interest (e.g., researchers, stakeholders, students). We further show how specific training for the participants may be needed to obtain reliable data. We consider CS as a suitable tool to enhance research in wildlife biology through the application of open science procedures (i.e., open access to articles and the data on publicly available repositories) to support transparency and sharing experiences.  相似文献

The importance of genetic variation for maintaining biological diversity and evolutionary processes has been recognized by researchers for decades. This realization has prompted agreements by world leaders to conserve genetic diversity, and this is an explicit goal of the Convention on Biological Diversity (CBD). Nevertheless, very limited action has been taken to protect genetic diversity on a global scale. International conservation efforts to halt biodiversity loss focus on habitats and species, whereas little or no attention is paid to gene level variation. By this year, 2010, world leaders have agreed that a significant reduction of the rate of biodiversity loss should have been achieved. However, gene level diversity is still not monitored, indicators that can help identify threats to genetic variation are missing, and there is no strategy for how genetic aspects can be included in biodiversity targets beyond 2010. Important findings and conclusions from decades of conservation genetic research are not translated into concrete conservation action in the arena of international policy development. There is an urgent need for conservation geneticists worldwide to become involved in policy and practical conservation work beyond the universities and research institutions.  相似文献

2010年10月《生物多样性公约》缔约方大会第十次会议通过的《生物多样性公约关于获取遗传资源和公正和公平分享其利用所产生惠益的名古屋议定书》(简称《名古屋议定书》) , 是实现《生物多样性公约》确保公平公正地分享因利用遗传资源而产生惠益目标的里程碑式文件, 该议定书将会在2014年10月12日正式生效。本文回顾了《名古屋议定书》政府间委员会上对遵约机制、全球多边惠益分享机制、信息交换所、能力建设和意识提高等议题的谈判过程, 并对下一步相关工作的开展提出了建议。  相似文献

《昆明-蒙特利尔全球生物多样性框架》制定了未来一段时期全球范围内生物多样性保护的重要行动,包括将生物多样性及其多重价值纳入经济和社会活动的主流。中国作为联合国《生物多样性公约》(CBD)缔约方之一,在持续推进生物多样性主流化方面作出了不懈努力且成效显著。该文通过探讨解析生物多样性主流化的概念内涵,梳理总结我国生物多样性主流化的具体实践和阶段成效,对标《昆明-蒙特利尔全球生物多样性框架》目标,围绕政府、企业、公众不同行为主体,提出新时期我国全方位推进生物多样性主流化的4个主要实施路径:(1)引入统一的行动框架;(2)发挥政府治理的主导作用;(3)联动企业采取共同行动;(4)提高公众意识以促进其广泛参与,致力于将生物多样性融入各级政府部门政策机制及社会生产生活实践活动中,为完善生物多样性治理决策提供参考。  相似文献
