Protecting species and their habitats through the designation and management of protected areas is central to present biodiversity conservation efforts in Europe. Recent awareness of the importance of ecosystem dynamics in changing environments and of human needs for the sustainable provision of ecosystem services expose potential weaknesses in current European conservation management strategies and policy. Here we examine these issues in the light of information gained from reviews, workshops, interviews and discussions undertaken within the RUBICODE project. We present a new conceptual framework that joins conventional biodiversity conservation with new requirements. The framework links cultural and aesthetic values applied in a static environment to the demands of dynamic ecosystems and societal needs within social–ecological systems in a changing Europe. We employ this framework to propose innovative ways in which ecosystem service provision may be used to add value to traditional conservation approaches by supporting and complementing present European biodiversity conservation strategy and policy while remaining within the guidelines of the Convention on Biological Diversity.  相似文献

生态保护补偿机制是构建以国家公园为主体的自然保护地体系的重要制度保障。从补偿主体、资金来源、补偿机制等3个方面对国外自然保护地生态保护补偿的实践和经验进行了总结与分析。在此基础上,根据我国对国家公园生态保护补偿的要求,从生态系统服务空间流动的角度探讨了国家公园生态保护补偿的必要性,分析了其事权与补偿的关系;从对生态系统补偿和对人类行为补偿两个角度明确了国家公园生态保护补偿的内涵,在此基础上提出了其保护补偿的政策框架,并从识别补偿的主体、构建补偿的方式、确定补偿的标准、拓展融资的渠道等方面构建了国家公园生态保护补偿的4个关键技术,以期为我国国家公园生态保护补偿机制的建立提供科学支撑。  相似文献

Prospects for tropical forest biodiversity in a human-modified world   总被引:3,自引:0,他引:3  
The future of tropical forest biodiversity depends more than ever on the effective management of human-modified landscapes, presenting a daunting challenge to conservation practitioners and land use managers. We provide a critical synthesis of the scientific insights that guide our understanding of patterns and processes underpinning forest biodiversity in the human-modified tropics, and present a conceptual framework that integrates a broad range of social and ecological factors that define and contextualize the possible future of tropical forest species. A growing body of research demonstrates that spatial and temporal patterns of biodiversity are the dynamic product of interacting historical and contemporary human and ecological processes. These processes vary radically in their relative importance within and among regions, and have effects that may take years to become fully manifest. Interpreting biodiversity research findings is frequently made difficult by constrained study designs, low congruence in species responses to disturbance, shifting baselines and an over-dependence on comparative inferences from a small number of well studied localities. Spatial and temporal heterogeneity in the potential prospects for biodiversity conservation can be explained by regional differences in biotic vulnerability and anthropogenic legacies, an ever-tighter coupling of human-ecological systems and the influence of global environmental change. These differences provide both challenges and opportunities for biodiversity conservation. Building upon our synthesis we outline a simple adaptive-landscape planning framework that can help guide a new research agenda to enhance biodiversity conservation prospects in the human-modified tropics.  相似文献

The relationship between biodiversity and each ecosystem service or bundle of ecosystem services (e.g. win−win, win−lose or win−neutral) is an active field of research that requires structured and consistent information. The application of that research for conservation and decision-making can be hampered by the ambiguity found in the definition of the nursery function under the ecosystem service perspective. In this paper, we review how the role of nursery habitats is included in the ecosystem services literature, covering conceptual, biophysical and economic reflections. The role of ecosystems as nurseries is mostly analyzed in coastal environments. The main observation is that there is no consensus on the consideration of the nursery function as a service (e.g. which species or habitats) or on how to assess it (e.g. which indicators or valuation methods). After that review, we analyze three different interpretations given to the nursery function, namely the ecological, conservationist and economic point of view; and we distinguish between different types of assessment that may consider the nursery function.We conclude that the nursery function can be considered an ecosystem service on its own right when it is linked to a concrete human benefit and not when it is represented with indicators of general biodiversity or ecosystem condition. Thus, the analysis of the delivery of ecosystem services should be differentiated from the analysis of ecological integrity. Only with this distinction science may be able to quantify the link between biodiversity and ecosystem services and policy may be effective in halting biodiversity loss. Similar considerations could apply for other biodiversity constituents that may be treated as ecosystem services.  相似文献

Part of the puzzle surrounding biodiversity loss lies in an incomplete understanding of how humans value the functions and services that flow from biodiversity conservation projects. This paper takes a closer look at the links between the conservation of biodiversity and the livelihoods of rural people who live on the fringes of the parks and protected areas. We revisit some of the key aspects of ecosystem valuation—purpose, methodology, and policy design and implementation—because the links between biodiversity conservation, ecosystem services, and human welfare are obscured by considerable smoke and mirrors. Using a biodiversity conservation project (Ruteng Park) on Flores Island in Indonesia as a case study, we build a concrete empirical example of ecosystem valuation. This conservation project has resulted in spatially patchy watershed protection that allows us to identify and estimate the impacts of watershed services on human health (diarrhea prevalence) in the buffer zone of the park. We conclude by offering a plan of research to improve the design of conservation interventions for protecting biodiversity and providing ecosystem services. These recommendations include developing more conceptual knowledge on the linkages between biodiversity and ecosystem services; scaling up valuation efforts of underappreciated services such as health; shifting focus from valuing services individually to valuing multiple benefits from the same area; and conducting conservation policy experiments to identify causal outcomes (including defensible estimates of ecosystem values).

Biodiversity continues to decline, despite the implementation of international conservation conventions and measures. To counteract biodiversity loss, it is pivotal to know how conservation actions affect biodiversity trends. Focussing on European farmland species, we review what is known about the impact of conservation initiatives on biodiversity. We argue that the effects of conservation are a function of conservation-induced ecological contrast, agricultural land-use intensity and landscape context. We find that, to date, only a few studies have linked local conservation effects to national biodiversity trends. It is therefore unknown how the extensive European agri-environmental budget for conservation on farmland contributes to the policy objectives to halt biodiversity decline. Based on this review, we identify new research directions addressing this important knowledge gap.  相似文献

What criteria should be used to select biodiversity indicators?   总被引:2,自引:0,他引:2  
The conservation of biodiversity is a major goal in nature conservation, but measuring the total biodiversity of a site or a region is not possible; thus there is a great demand for indicators to represent biodiversity. To be able to make use of indicators, criteria must first be established for their selection, and the degree to which the indicators meet the criteria must be tested. However, the purposes for which indicators are applied—and thus sometimes the criteria themselves—differ between ecological science and environmental policy. As transparency in choosing and testing suitable biodiversity indicators will optimize the results of an indicator, this article first aims to determine if there are common approaches in selecting biodiversity indicators in ecology and environmental policy. Second, we asked which criteria biodiversity indicators were scientifically tested against to determine their suitability. To answer these questions, we analyzed papers on biodiversity indicators referenced in the Web of Science. Our results demonstrate different patterns for selecting biodiversity indicators in the different fields of application. In ecology, the quality of indicators is mainly determined by a close relationship between indicator and indicandum (i.e., indicated phenomenon), while the relevance of an indicator for a given issue, e.g., reserve selection or an assessment of a certain impact, is of paramount importance for conservation policy. Surprisingly, few biodiversity indicators are empirically tested to determine if they meet the criteria by which they were purportedly chosen. We argue that this is due to the different conceptualizations of biodiversity indicators in science and environmental policy. Since the suitability of biodiversity indicators remains untested in many cases, our findings suggest room to make better use of indicators in ecology and environmental policy. As the results of ecological research are put to use to solve environmental problems, the selection of indicators for ecological research should correspond to a large extent with those used in environmental policy. Further, to assess the suitability of a biodiversity indicator, it should be tested against all of the criteria relevant for its selection.  相似文献

Biodiversity conservation is gradually shifting its dependency on public protected areas to take a more holistic ecosystem and landscape approach that includes private lands in addition to public lands. However, effective practice of biodiversity conservation on private land also depends on landowners’ attitude and their willingness to participate and cooperate. This study focuses on Poland where conservation on private land is a relatively new concept but it is slowly gaining recognition, especially after its accession into the European Union. It investigates and classifies the diverse attitudes among stakeholder groups in Poland toward biodiversity conservation on private land that are part of protected areas. Four primary stakeholder groups were considered: conservation and park authorities, local administrative officials, local conservation based NGOs and private landowners. The study was conducted across three sites that represented three different forms of protected areas in Poland: a national park, a landscape park and a Natura 2000 site. Q methodology, a research method from psychology and other social sciences, was used to classify human subjectivity in stakeholders’ attitude in a more systematic manner. The analysis yielded three predominant factors which highlighted the diversity in attitudes among the stakeholder groups based on their knowledge, concerns and experience in the subject. Additionally, it underlined the common recognition among all stakeholder groups for better policy support, stronger collaboration among stakeholder and more financial or compensatory support for landowners to make private land conservation more feasible. Understanding the differences in attitudes will help bridge the gap between conservation priority and conservation opportunity—a current challenge in the field of biodiversity conservation.  相似文献

随着城市化进程的加快,城市的生物多样性不可避免地受到城市化的各种影响,城市及其郊区的生物多样性保护越来越受到人们的重视。城市公园与郊区公园中往往具有高度多样化的生境,并保存着某些自然植被片段和动物物种,那里的生物多样性较高。可见,在城市和郊区的生物多样性保护中,公园生物多样性的保护是一个非常关键的环节,而对其生物多样性的评估又是有效保护的基础。目前,我国生物多样性评估方面的研究工作多集中于物种水平,而对生境的研究较少,但实践证明,保护生境比保护物种更为重要。本文介绍了比利时学者Hermy & Cornelis在比利时西佛兰德省的Loppem市立公园的保护实践中构建的一种对城市公园和郊区公园中的生物多样性进行评估的方法。该方法从两个方面展开:生境多样性和物种多样性。在生境水平上,首先对各种生境单元进行分类,这些单元被分为面状、线状和点状要素。针对每种要素,分别计算了Shannon-Wiener多样性指数和饱和度指数。饱和度指数是实际的多样性指数与最大可能的多样性指数之比。在物种水平上,使用了物种数、Shannon-Wiener多样性指数和饱和度指数来评估公园中的高等植物、蝴蝶、两栖动物和饲养的鸟类等物种。这样,就获得了20个生物多样性指标,根据这些指数就可以对Loppem市立公园内的生物多样性进行评估。结合我国生物多样性评估工作的实际要求,文章最后对上述方法进行了讨论,指出该方法对我国公园的生物多样性评估工作具有借鉴意义,但在运用时各地需要结合本地的实际情况。  相似文献

城市生物多样性水平是反映人与自然和谐共处水平的重要指标,对促进城市可持续发展有着重要意义。城市及其基础设施的扩张改变了土地原有的生态系统、水文状况和地表结构,不断加快的城市化进程对生物多样性造成了严重影响,城市生物多样性保护已成为当下城市生态建设中重要且紧迫的工作。与传统的生物多样性研究不同,城市生物多样性保护工作以保护生物多样性为前提,争取科学利用生物多样性为城市带来更广泛的经济效益和社会效益。当前城市生物多样性研究成果丰富且涉及层面多元,但仍面临缺乏系统性、整体性评价框架以及跨界、多尺度管理等关键问题。故对国内外城市生物多样性的状况评价、效益评价和提升路径三方面的相关研究进行综述,总结当前城市生物多样性评价的标准与方法,并从城市生物多样性保护面对的主要挑战出发,梳理介绍国际合作、国家政策、城市规划、专项保护以及基于自然的解决方案等角度的城市生物多样性提升路径。讨论了城市生物多样性的关注点与未来研究方向,并对城市生物多样性保护提出政策建议,为各地编制生物多样性保护规划和开展城市生物多样性保护工作提供借鉴,以期促进城市生物多样性保护和人与自然的协调发展。  相似文献

Even though human induced habitat changes are a major driver of biodiversity loss worldwide, our understanding of the impact of land use change on ecological communities remains poor. Yet without such information it is difficult to develop management strategies for maintaining biodiversity in the face of anthropogenic change. To address this gap, we explored how land use practices impacted species richness in a mammalian community in northern Tanzania. Using camera traps, we estimated the number of mammalian species inhabiting three land use types subjected to increasing levels of anthropogenic pressure: (1) Tarangire National Park, (2) pastoral grazing areas; and (3) cultivated areas outside the park. Results showed that land use practice is correlated with different levels of species richness. Interestingly, mammal species richness was highest in the grazing areas and lowest in cultivated areas. When we focused our analyses on carnivores, we found little significant difference in species richness between the park and pastoral grazing areas, however, carnivore richness were significantly lower in the cultivated areas. We found no significant link between species body weight and presence in the three areas considered. Altogether, our results show that biodiversity conservation can be achieved outside national parks, with pastoral grazing areas holding a significant proportion of mammal communities; however increasing cultivation of pastoral rangelands may represent a major threat to mammalian communities.  相似文献

社区参与是实现生物多样性保护目标的重要途径, 也是我国国家公园建设的重要组成部分。青海省三江源国家公园在前期试点中设置了16621个生态管理公益岗位, 当地牧民因此成为三江源保护的主要力量。本文通过对三江源地区已进行的生态管理公益岗位的调研发现, 由于传统文化和环保宣传的影响, 三江源当地藏族牧民具有较高的保护环境意识和参与保护行动的强烈愿望, 生态公益岗位是对这种愿望的良好回应。但在实践中, 因为需要兼顾提升生态保护成效、提升牧民收入、扶贫等多重目标, 生态管护员的选拔、管理、考核等并未按照最大化保护成效的方式进行。国家公园试点村中, 生态管护员全部由贫困户担任的方式, 实质上是将完成扶贫目标摆在了完成自然保护目标之前。这样的选择方式有着深刻的制度根源。为了进一步提升国家公园内生态公益岗位的保护成效, 我们认为应当明确生态管理公益岗位的定位, 明确提升保护成效是第一位的任务; 应当改进现有体制, 使基层政府有更多资源和空间组织管护工作, 并增加社区的参与程度。在这一过程中, 有民间机构参与的广阔空间。  相似文献

Human domination of the Earth has resulted in dramatic changes to global and local patterns of biodiversity. Biodiversity is critical to human sustainability because it drives the ecosystem services that provide the core of our life-support system. As we, the human species, are the primary factor leading to the decline in biodiversity, we need detailed information about the biodiversity and species composition of specific locations in order to understand how different species contribute to ecosystem services and how humans can sustainably conserve and manage biodiversity. Taxonomy and ecology, two fundamental sciences that generate the knowledge about biodiversity, are associated with a number of limitations that prevent them from providing the information needed to fully understand the relevance of biodiversity in its entirety for human sustainability: (1) biodiversity conservation strategies that tend to be overly focused on research and policy on a global scale with little impact on local biodiversity; (2) the small knowledge base of extant global biodiversity; (3) a lack of much-needed site-specific data on the species composition of communities in human-dominated landscapes, which hinders ecosystem management and biodiversity conservation; (4) biodiversity studies with a lack of taxonomic precision; (5) a lack of taxonomic expertise and trained taxonomists; (6) a taxonomic bottleneck in biodiversity inventory and assessment; and (7) neglect of taxonomic resources and a lack of taxonomic service infrastructure for biodiversity science. These limitations are directly related to contemporary trends in research, conservation strategies, environmental stewardship, environmental education, sustainable development, and local site-specific conservation. Today’s biological knowledge is built on the known global biodiversity, which represents barely 20% of what is currently extant (commonly accepted estimate of 10 million species) on planet Earth. Much remains unexplored and unknown, particularly in hotspots regions of Africa, South Eastern Asia, and South and Central America, including many developing or underdeveloped countries, where localized biodiversity is scarcely studied or described. "Backyard biodiversity", defined as local biodiversity near human habitation, refers to the natural resources and capital for ecosystem services at the grassroots level, which urgently needs to be explored, documented, and conserved as it is the backbone of sustainable economic development in these countries. Beginning with early identification and documentation of local flora and fauna, taxonomy has documented global biodiversity and natural history based on the collection of "backyard biodiversity" specimens worldwide. However, this branch of science suffered a continuous decline in the latter half of the twentieth century, and has now reached a point of potential demise. At present there are very few professional taxonomists and trained local parataxonomists worldwide, while the need for, and demands on, taxonomic services by conservation and resource management communities are rapidly increasing. Systematic collections, the material basis of biodiversity information, have been neglected and abandoned, particularly at institutions of higher learning. Considering the rapid increase in the human population and urbanization, human sustainability requires new conceptual and practical approaches to refocusing and energizing the study of the biodiversity that is the core of natural resources for sustainable development and biotic capital for sustaining our life-support system. In this paper we aim to document and extrapolate the essence of biodiversity, discuss the state and nature of taxonomic demise, the trends of recent biodiversity studies, and suggest reasonable approaches to a biodiversity science to facilitate the expansion of global biodiversity knowledge and to create useful data on backyard biodiversity worldwide towards human sustainability.  相似文献

Recognizing the imperiled status of biodiversity and its benefit to human well-being, the world''s governments committed in 2010 to take effective and urgent action to halt biodiversity loss through the Convention on Biological Diversity''s “Aichi Targets”. These targets, and many conservation programs, require monitoring to assess progress toward specific goals. However, comprehensive and easily understood information on biodiversity trends at appropriate spatial scales is often not available to the policy makers, managers, and scientists who require it. We surveyed conservation stakeholders in three geographically diverse regions of critical biodiversity concern (the Tropical Andes, the African Great Lakes, and the Greater Mekong) and found high demand for biodiversity indicator information but uneven availability. To begin to address this need, we present a biodiversity “dashboard” – a visualization of biodiversity indicators designed to enable tracking of biodiversity and conservation performance data in a clear, user-friendly format. This builds on previous, more conceptual, indicator work to create an operationalized online interface communicating multiple indicators at multiple spatial scales. We structured this dashboard around the Pressure-State-Response-Benefit framework, selecting four indicators to measure pressure on biodiversity (deforestation rate), state of species (Red List Index), conservation response (protection of key biodiversity areas), and benefits to human populations (freshwater provision). Disaggregating global data, we present dashboard maps and graphics for the three regions surveyed and their component countries. These visualizations provide charts showing regional and national trends and lay the foundation for a web-enabled, interactive biodiversity indicators dashboard. This new tool can help track progress toward the Aichi Targets, support national monitoring and reporting, and inform outcome-based policy-making for the protection of natural resources.  相似文献

Conserving native biodiversity in the face of human‐ and climate‐related impacts is a challenging and globally important ecological problem that requires an understanding of spatially connected, organismal‐habitat relationships. Globally, a suite of disturbances (e.g., agriculture, urbanization, climate change) degrades habitats and threatens biodiversity. A mosaic approach (in which connected, interacting collections of juxtaposed habitat patches are examined) provides a scientific foundation for addressing many disturbance‐related, ecologically based conservation problems. For example, if specific habitat types disproportionately increase biodiversity, these keystones should be incorporated into research and management plans. Our sampling of fish biodiversity and aquatic habitat along ten 3‐km sites within the Upper Neosho River subdrainage, KS, from June‐August 2013 yielded three generalizable ecological insights. First, specific types of mesohabitat patches (i.e., pool, riffle, run, and glide) were physically distinct and created unique mosaics of mesohabitats that varied across sites. Second, species richness was higher in riffle mesohabitats when mesohabitat size reflected field availability. Furthermore, habitat mosaics that included more riffles had greater habitat diversity and more fish species. Thus, riffles (<5% of sampled area) acted as keystone habitats. Third, additional conceptual development, which we initiate here, can broaden the identification of keystone habitats across ecosystems and further operationalize this concept for research and conservation. Thus, adopting a mosaic approach can increase scientific understanding of organismal‐habitat relationships, maintain natural biodiversity, advance spatial ecology, and facilitate effective conservation of native biodiversity in human‐altered ecosystems.  相似文献

The decline and loss of biodiversity provoked by human activities have caused ecologists and conservationists to center their attention on the design of conservation priority areas (PAs), focusing mainly on species conservation in terms of richness, rarity and/or vulnerability. However, biodiversity has multiple dimensions, evolutionary processes have recently been labeled the ‘missing component’ of conservation strategies, and increasingly more authors are suggesting that the ecological, evolutionary and historical aspects of biodiversity are key components of conservation planning. In this study we develop a prioritization system to design conservation PAs using the wild terrestrial mammals of the Iberian Peninsula as an example. We aim to contribute to the design of more suitable PAs by integrating ecological components of biodiversity (species richness, vulnerability and rarity), evolutionary aspects (accumulated genetic diversification) and historical information relevant to the study area. After selecting a set of biodiversity indicators, we applied a multi-objective technique (extended goal programming) to construct a combined index, where values in the top 90th percentile were then used to select the PAs. According to our most efficient and satisfactory results, some areas highlighted for their conservation are currently categorized as PAs, however, we found that it would be necessary to reconsider their extent, especially in northern Spain, where the historical aspects of biodiversity (the missing component) are more widely present. The need to determine PAs is unquestionable. However, it should also be a priority to move towards a model of sustainable and fair development.  相似文献
