禁牧政策下宁夏盐池县农户适应策略及其影响因素   总被引:1,自引:0,他引:1

禁牧政策下农户的适应策略是农户为了应对外界干预而做出的各种适应性改变,生计变化是其中最重要的部分。通过实地调查获得研究数据,对比分析禁牧初期和禁牧10a农户生计模式、养殖及种植方面的变化,并以农户的生计资本作为自变量,运用有序多分类和二项的Logistic回归模型分析农户适应策略(农户生计多样性、养殖规模及养殖方式)变化的影响因素。研究得出:1与禁牧初期相比,当前农户的适应策略主要表现为农户生计模式具有初步非农化倾向,生计多样性增加,大部分农户养殖规模减小或不变,农户生产结构有所调整,粮食作物种植面积增加,而经济作物种植面积减小,单只羊的养殖成本增加。2农户生计资本水平对其适应策略具有重要影响,农户生计多样性变化的主要影响因素有人力资本、金融资本和社会资本;影响农户养殖规模变化的主要有自然资本、物质资本、金融资本和社会资本,而影响农户养殖模式选择的主要是物质资本和金融资本因素。  相似文献

黄河流域生态保护和高质量发展成为事关中华民族伟大复兴的千秋大计。人地系统协调与农业农村高质量发展是黄河流域高质量发展的重要内容,也是实施城乡融合与乡村振兴战略的内涵所在。而在气候多变、水旱灾害异常的背景下,依赖农业为生的黄河流域旱塬区农户生计面临着不可持续的威胁。当前亟需评估基于等级差异的农户生计脆弱性影响因素,建立农户的可持续生计,为巩固脱贫攻坚成果、解决相对贫困提供借鉴。以黄河流域旱塬区的渭北旱塬为例,在综合评价农户生计脆弱性指数的基础上对农户的生计脆弱性等级进行排序,使用有序logistic回归分析了影响农户生计脆弱性的关键因素,并进一步使用夏普利值进行分解。结果发现:(1)非农户和一兼户占了研究样本的大多数,从脆弱性的三个维度来看,纯农户的暴露水平最高,敏感性最低,非农户的适应能力最高;(2)回归结果表明,耕地数量、耕地质量、房屋结构、家庭固定资产数量、村民信任、整体健康状况影响显著;(3)夏普利值分解发现,生计资本的排序为:物质资本>人力资本>社会资本>自然资本,各类资本的组成成分中,家庭固定资产数量的贡献度最高,整体健康状况次之,村民信任、耕地质量、房屋结...  相似文献

提升农户兼业化程度是解决农户贫困与生态环境脆弱等关键问题的主要途径。采用参与式的农村评估法(PRA),以地处库布其沙漠腹地的杭锦旗为例,在对农户生计资本和生计策略分析的基础上,建立了多项Logistic回归模型,就农户生计策略由纯农型向农兼型和兼农型转化的关键影响因素进行研究。结果表明:(1)农户生计资本整体上比较稀缺,其中自然资本最为匮乏,且生计资本值存在一定差异。(2)农户主要采取纯农型、农兼型、兼农型和非农型四种生计策略;不同生计策略类型的农户在生计活动安排及其收入构成上存在一定差异。(3)人力资本始终是影响农户生计策略转化的关键生计资本;家庭整体劳动能力(H1)、人均耕地面积(N1)、人均年收入(F1)和能够提供援助的亲友数(S2)是影响农户生计策略转化的关键生计资本指标。除N1外,以上生计资本及生计资本指标对农户生计策略由纯农型向农兼型和兼农型转化均具有促进作用。在此基础上,提出了提高杭锦旗农户生计水平,改善区域生态环境的政策建议。  相似文献

探索禁牧政策背景下农户生计资本与生计结果关系,对提升农户生计和沙漠化逆转的可持续水平具有重要意义。以农牧交错带上典型的沙漠化逆转区宁夏盐池县为例,基于SLA可持续生计框架和实地调研数据,定量评估了农户生计资本与沙漠化逆转趋势,运用灰色关联法和二元Logistic模型探讨了两者间的关系和影响。结果表明:(1)盐池县农户的生计资本存量仅处于维持基本生活需求阶段,金融资本和社会资本储量较低,存在明显的属性差异,各乡镇间差异较小;(2)农户对沙漠化逆转的响应主要表现在生态政策、适应行为、环保意识、环保行为和环境感知5个方面,存在显著的属性差异和空间差异,63.76%的受访户倾向于沙漠化逆转可持续;(3)农户生计资本与沙漠化逆转趋势之间存在较强的关联关系,人力资本和金融资本对沙漠化逆转可持续起负向作用,而物质资本、自然资本和社会资本则呈正向影响;(4)金融资本、社会资本和人力资本是影响沙漠化逆转可持续的关键因素,是今后该县农户生计资本更新与发展、可持续生计能力形成的关键点和突破点。  相似文献

Climate change poses a significant threat to Africa, and deforestation rates have increased in recent years. Mitigation initiatives such as REDD+ are widely considered as potentially efficient ways to generate emission reductions (or removals), conserve or sustainably manage forests, and bring benefits to communities, but effective implementation models are lacking. This paper presents the case of Ghana''s Community Resource Management Area (CREMA) mechanism, an innovative natural resource governance and landscape-level planning tool that authorizes communities to manage their natural resources for economic and livelihood benefits. This paper argues that while the CREMA was originally developed to facilitate community-based wildlife management and habitat protection, it offers a promising community-based structure and process for managing African forest resources for REDD+. At a theoretical level, it conforms to the ecological, socio-cultural and economic factors that drive resource-users’ decision process and practices. And from a practical mitigation standpoint, the CREMA has the potential to help solve many of the key challenges for REDD+ in Africa, including definition of boundaries, smallholder aggregation, free prior and informed consent, ensuring permanence, preventing leakage, clarifying land tenure and carbon rights, as well as enabling equitable benefit-sharing arrangements. Ultimately, CREMA''s potential as a forest management and climate change mitigation strategy that generates livelihood benefits for smallholder farmers and forest users will depend upon the willingness of African governments to support the mechanism and give it full legislative backing, and the motivation of communities to adopt the CREMA and integrate democratic decision-making and planning with their traditional values and natural resource management systems.  相似文献

矿产资源的开发,在支撑社会经济发展的同时,造成了区域资源和生态环境的改变,极大影响农户的生计方式和生活环境。基于高分辨率遥感影像分析了山西省阳泉矿区典型村庄煤矿开采前后的土地利用变化,基于可持续生计框架(Sustainable Livelihoods Framework,SLF)和参与式农村评估法(Participatory Rural Appraisal,PRA),研究了矿区农户的生计动态及不同类型失地农户的生计可持续能力。结果表明:1)煤矿开采改变了村庄土地利用格局。耕地大面积减少,由占区域面积69.72%降为29.42%;工矿用地大幅度增加,由占区域面积7.51%增为25.01%;农村建设用地、林地、草地和水域均有不同程度的增加。2)农户的资本组合及生计方式随着煤矿开采呈现相应的动态变化,农户逐渐呈现兼业特性;不同类型失地农户的生计资本存在显著性差异。3)生计资本结构的不同造成农户生计可持续发展能力不平等,生计资本累计值越大,农户的生计可持续性越强。矿区农户生计的研究为促进农户生计资本合理配置、缓解矿区企业与农户利益冲突提供了科学依据。  相似文献

This study explored the health, well-being, and social capital benefits gained by community members who are involved in the management of land for conservation in six rural communities across Victoria. A total of 102 people participated in the study (64 males; 38 females) comprising 51 members of a community-based land management group and 51 controls matched by age and gender. Mixed methods were employed, including the use of an adapted version of Buckner’s (1988) Community Cohesion Scale. The results indicate that involvement in the management of land for conservation may contribute to both the health and well-being of members, and to the social capital of the local community. The members of the land management groups rated their general health higher, reported visiting the doctor less often, felt safer in the local community, and utilized the skills that they have acquired in their lifetime more frequently than the control participants. Male members reported the highest level of general health, and the greatest satisfaction with daily activities. Members also reported a greater sense of belonging to the local community and a greater willingness to work toward improving their community than their control counterparts. Of equal importance is evidence that involvement in voluntary conservation work constitutes a means of building social capital in rural communities which may help reduce some of the negative aspects of rural life.  相似文献

农户作为农村社会中最小的生计单元,面临着多重压力的冲击,这些压力不仅加剧了重点生态功能区农户的生计脆弱性,更威胁到该区生态服务功能的提升,当前亟需准确评估多重压力下农户的生计脆弱性,为制定可持续的生计政策提供借鉴。以甘南黄河水源补给区为例,利用入户调查数据,评估了多重压力下农户的生计脆弱性,分析了多重压力下农户生计脆弱性的形成过程。结果发现:(1)家人患病、子女学费开支高和自然灾害三种生计压力对甘南黄河水源补给区农户生计的影响最为剧烈,经济压力是该区农户面临最频繁的压力类型,但自然压力对该区农户的生计脆弱性影响最大;(2)经济示范区农户的生计敏感性最高,重点保护区农户的适应能力最低;(3)重点保护区农户的生计脆弱性最高,经济示范区次之,恢复治理区最低,自然压力冲击下农户的生计脆弱性最高;(4)不同类型的生计压力影响农户生计脆弱性的路径不同,自然压力通过影响自然资源依赖度与自然资本、社会压力通过影响饮水条件与社会资本、经济压力通过影响家庭抚养比与金融资本来影响生计脆弱性,生计压力之间的交互作用会增强农户的生计脆弱性。  相似文献

Summary The foundation for a sustainable future is the continuation of ecological processes and functions across landscapes dominated by human activity; whether hunter-gathering, agriculture, pastoralism, suburban living, commercial and industrial centres or wilderness recreation. However, actions to sustain ecological systems, flows and functions must be integrated across the human dimensions of regional landscapes. Such regions encompass natural areas, human living places and a mosaic of other land uses. Institutional change is required to develop new organizational forms, adjust policies and develop adaptive capacity to demonstrate restoration and maintenance of all forms of social, economic and ecological capital. No matter where on the globe, future sustainability will depend on the system of resource governance that mediates the relationship between the society and the economy and, in contrast, the continuation of ecosystem functional processes. The present article examines the forms of capital, social and institutional change that need to be considered to make progress towards sustainable futures. The discussion further considers the spatial management context in which these interweaved social, ecological and economic processes take place.

This paper discusses the ecological gradient as an organizing framework to assist understanding the complex interactions between societal and ecological processes underlying land-use change in East Africa. Detailed case studies on the gradients of the slopes of Mt Kilimanjaro, Kenya show how land-use change is responsive to the dynamics of both local and external driving forces. The study has shown that the distinct ecological conditions at the extremities of gradients are associated with specific land uses which may be different within livelihood systems such as for wet and dry season grazing. Access to water for cultivation, domestic use, livestock and wildlife is critical in determining the nature and distribution of livelihood systems. Land-use systems interact across the different ecological zones of the gradients characterized by vigorous spatial, cultural and economic interactions. Sometime conflicts occur between or within land-use/livelihood systems. There is strong evidence that the areas of higher economic potential remain advantaged compared with areas lower on the gradient. The ecological characteristics have been found to influence human activities and distribution. Interactions between societies are important in terms of trade, social relations and access to resources.  相似文献

The article describes how economic resilience of farming households can be measured using a composite indicator of revealed adaptive actions, and investigates how capabilities of farm households to recombine human, financial, natural and physical capitals are linked to observed economic resilience to land set-aside interventions. The land set-aside intervention known as the Grain for Green Project (GGP), which has been altering livelihoods of farming households in China’s Loess Hills since 1999, is taken as a case study. Household surveys were conducted in three V-shaped valleys and three riparian areas in Yanhe Township in northwestern China in an effort to measure household resilience and explore its’ relationship to forms of capital. A composite index of adaptive strategies that can reorganize livelihood activities under land set-aside intervention into a new economic equilibrium is crafted using an objective weighting scheme based on principal component analysis. Subsequently, a multiple regression model was utilized to examine the relationship between the composite resilience index and various indicators related to human, social, financial, natural and physical capitals. The results reveal the latent structure and internal correlations of adaptive strategies, and present quantitative evidence about the relationship between livelihood capitals and household economic resilience. The analysis shows that household resilience deteriorates when the ratio of GGP land to cultivated farmland goes above a threshold level, and revealed that interventions targeting various forms of capitals can enhance the economic resilience for households to conservation efforts.  相似文献

Medicinal and aromatic plants (MAPs) are an integral part of our biodiversity. In majority of MAP rich countries, wild collection practices are the livelihood options for a large number of rural peoples and MAPs play a significant role in socio-economic development of their communities. Recent concern over the alarming situation of the status of wild MAP resources, raw material quality, as well as social exploitation of rural communities, leads to the idea of certification for MAP resource conservation and management. On one hand, while MAP certification addresses environmental, social and economic perspectives of MAP resources, on the other hand, it ensures multi-stakeholder participation in improvement of the MAP sector. This paper presents an overview of MAP certification encompassing its different parameters, current scenario (Indian background), implementation strategies as well as stakeholders’ role in MAP conservation. 黄土高原丘陵沟壑区生态环境脆弱,近几十年生态保护工程的实施带来显著的生态恢复效果,也对农户的生计策略与区域粮食安全产生了影响。刻画生态脆弱区人-地系统复杂响应过程,可以为区域可持续的土地利用管理模式提供依据。研究从土地多功能出发,着眼于黄土丘陵沟壑区河谷川地、梁峁区域、黄土塬地、土石山地以及城郊区域等不同的典型地貌类型与代表区域,采用多层次利益相关者参与式的评估框架,以农户的耕地利用行为及生态工程影响与未来发展为切入点,设置惯性发展情景、发展优先兼顾生态情景、农业优先兼顾生态情景以及生态优先兼顾发展情景,构建多智能体模型对区域土地利用与土地多功能的时空变化开展模拟。主要结果表明:(1)生态优先兼顾发展情景综合影响最高且对各维度影响相对均衡,而农业优先兼顾生态情景对区域土地的经济维度的功能和社会维度具有更为明显的提升效应;(2)根据土地多功能空间变化模拟结果,区域土地利用破碎化明显且耕地的撂荒对全域土地多功能均表现出明显的限制作用,农业优先兼顾生态情景中土地功能发生下降的面积最少;(3)发生土地功能下降的区域主要分布在土地质量较差、坡度处于5—15°范围内、地形起伏度较大以及距离道路较远...  相似文献

Drylands are one of the most diverse yet highly vulnerable social–ecological systems on Earth. Water scarcity has contributed to high levels of heterogeneity, variability and unpredictability, which together have shaped the long coadaptative process of coupling humans and nature. Land degradation and desertification in drylands are some of the largest and most far-reaching global environmental and social change problems, and thus are a daunting challenge for science and society. In this study, we merged the Drylands Development Paradigm, Holling''s adaptive cycle metaphor and resilience theory to assess the challenges and opportunities for livelihood development in the Amapola dryland social–ecological system (DSES), a small isolated village in the semi-arid region of Mexico. After 450 years of local social–ecological evolution, external drivers (neoliberal policies, change in land reform legislation) have become the most dominant force in livelihood development, at the cost of loss of natural and cultural capital and an increasingly dysfunctional landscape. Local DSESs have become increasingly coupled to dynamic larger-scale drivers. Hence, cross-scale connectedness feeds back on and transforms local self-sustaining subsistence farming conditions, causing loss of livelihood resilience and diversification in a globally changing world. Effective efforts to combat desertification and improve livelihood security in DSESs need to consider their cyclical rhythms. Hence, we advocate novel dryland stewardship strategies, which foster adaptive capacity, and continuous evaluation and social learning at all levels. Finally, we call for an effective, flexible and viable policy framework that enhances local biotic and cultural diversity of drylands to transform global drylands into a resilient biome in the context of global environmental and social change.  相似文献

陕北黄土高原自然环境严峻,是我国农村生活最贫困的地区之一,不同地理地貌村庄的贫困农户生计策略对生计资本的敏感性还缺乏相关的实证检验。基于佳县的调研数据,将样本划分为风沙区、丘陵沟壑区和土石山区三类村庄,在贫困户和非贫困户生计资本与生计策略对比分析基础上,结合二元logistic模型对贫困农户生计策略由纯农型向非农型转变的关键因素进行分析,研究发现:人力资本、金融资本和社会资本的增加对贫困农户非农型生计策略的选择有正向作用,而自然资本、物质资本的增加对非农型生计策略的选择有负向作用。风沙区和丘陵沟壑区的结果与总样本相似,土石山区贫困农户自然资本越丰富反而越倾向于选择非农型生计策略。不同类型村庄生计策略存在显著差异,不调整生计策略的贫困农户未来仍有70%选择扩大农业、林业生产。在进行可持续生计策略调整时,个体经营和外地打工是他们主要选择的方式,自然灾害和红枣市场不景气是他们未来愿意选择生计多元化的主因。  相似文献

国家重点生态功能区财政转移支付虽覆盖全部地区,但其补偿资金主要用于生态修复成本与基本公共服务开支,缺少对外围农户受偿意愿的关注。基于阿尔泰山地森林草原生态功能区的553份农户调查数据,利用CVM法、Heckman两阶段选择模型对农户生态补偿参与意愿和受偿水平以及影响因素进行分析,为国家重点生态功能区面向农户出台生态补偿政策提供参考依据。研究结果表明:(1)调查区域85.53%的农户具有较强受偿需求,这一意愿具有生计方式、收入层次以及流域差异,经Heckman期望值估计方法调整后,农户受偿水平为1250.5元户-1 a-1。(2)自然资本中人均耕地面积对补偿参与意愿和受偿水平都具有正向影响,人均草场面积显著正向影响农户受偿水平;人力资本中劳动力比重对农户受偿水平具有正向影响;物质资本中,牲畜存栏量与受偿水平呈显著的负相关,生产性工具对补偿参与意愿和受偿水平都具有正向影响;金融资本中家庭总收入显著负向影响农户受偿水平,是否为脱贫巩固户身份对农户补偿参与意愿有正向影响;社会资本中汉语水平与农户参与意愿呈显著正相关,是否常去村级文化中心正向影响农户受...  相似文献

深入揭示生态系统与农户福祉之间的关系,对实现农户差异化管理及区域可持续发展具有重要意义。本研究以密云水库上游流域(包括北京市和河北省的部分区域)为研究区域,基于1754份农户调查问卷数据,通过统计计量方法对比分析了流域内北京市、河北省农户福祉水平(以家庭总收入表示)与生态系统服务依赖性(以生态系统依赖性指数表示)的关系。结果表明: 流域内京冀农户生计与生态系统的互作模式均可分为4类,但京冀两地不同模式占比差异较大。北京农户样本中,占比最高的是高福祉-低依赖模式(33.9%),农户人均年收入显著高于河北农户,农户的各项生计资本也较河北省农户高;河北农户中,不提倡的低福祉-高依赖模式仍占比39.1%,对提升农户福祉水平至关重要的人力资本素质、社会资本、金融资本等均显著低于北京农户;河北农户主要依赖农业生产收入(41.2%),对土地的开发利用程度显著较高;相对于北京农户,河北农户的自然资源条件、人力资本素质对农户生计的影响更加显著。保持适当家庭规模、不断提高劳动力教育水平、提高低收入家庭的生态补偿标准是形成农户与生态系统良好互动关系(高福祉-低依赖型)的关键因素。  相似文献

设立雄安新区是千年大计、国家大事。明晰生态系统服务需求的空间分布及时间变化趋势,有助于探究雄安新区生态系统服务对社会经济发展的促进和制约作用,支持生态系统服务管理和政策的执行。在已有对单一时间维度的生态系统服务研究基础上,增加了对时空变异性的关注,对雄安新区未来时间节点生态系统服务需求的时空分布特征进行预测,首先选取土地利用开发程度、人口密度、经济密度3个指标建立了生态系统服务需求预测模型,然后根据综合增长率法和地区类比法预测土地利用格局、人口密度和经济密度,最后叠加分析得到雄安新区2035年和2050年生态系统服务需求空间分布格局。预测结果表明,2035年起步区人口密度和经济密度将大幅增加,进而带动生态系统服务需求的增加;本世纪中叶,新区人口密度和经济密度的绝对值将大幅度提高,生态系统服务需求高值区主要集中在"一主、五辅"城区范围,与城乡空间布局相呼应。基于研究结果,提出优化土地利用结构、加强白洋淀保护与修复和建设宏观-中观-微观多尺度生态基础设施几条建议,以期为未来的生态系统服务供给、生态基础设施建设和城市规划布局等提供指导。  相似文献

不合理土地开发加速了对自然生态系统的干扰和侵占,导致生态系统服务功能下降,危机区域生态安全,开展生态用地规划是构建区域生态安全格局的基础。合理规划和管理不同土地利用类型的数量和空间分布对区域可持续发展具有重要意义。目前我国广泛应用的土地利用分类体系主要以土地的社会经济属性为基础,忽视其生态属性,导致以提供生态系统服务为主、保障生态安全的土地缺乏保护机制,具有重要生态功能的土地得不到有效保护。以北京市为例,建立了北京市生态用地分类与规划的思路与程序,在明确北京市生态安全与生态系统服务功能的关系基础上分析了北京市生态系统服务功能重要性及其空间格局,并进行了北京市生态用地规划。研究规划了保障北京市生态安全的7类生态用地:地表水涵养与保护用地、地下水保护用地、生物多样性保护用地、水土保持用地、河流防护用地、公路防护用地和城市绿地,总面积5137.37km2,占北京市域面积的31.31%。最后从生态用地识别和划分、将生态用地融入土地利用分类体系、生态用地管理措施和对策3个方面探讨了生态用地规划和管理的方法与措施。研究结果为北京市土地利用规划和有效管理提供依据,也为其它地区的生态用地规划提供参考。  相似文献

Restoration and conservation initiatives, such as the eradication of invasive alien plants, should be guided by scientific evidence. Typically, ecological data alone is used to inform the decision‐making of these initiatives. Recent advances in the mapping of conservation opportunity include a diverse range of scientifically‐identified factors that determine the feasibility and likely effectiveness of conservation initiatives, and include, for example, data on the willingness and capacity of land managers to be effectively involved. Social research techniques such as interview surveys, phenomenology, and social network analysis are important approaches for securing useful human and social data. These approaches are yet to be widely adopted in restoration initiatives, but could be usefully applied to improve the effective implementation of these initiatives. Restoration and conservation planners will deliver spatial prioritisations which provide more effective and cost‐efficient decision‐making if they include not simply ecological data, but also data on economic, human, management, social and vulnerability factors that determine implementation effectiveness.  相似文献
