Mountains occupy 24% of the global land surface area and are home to 12% of the world’s population. They have ecological, aesthetic, and socioeconomic significance, not only for people living in mountain areas, but for those living beyond. Mountains need specific attention for their contribution to global goods and services, especially by developing and implementing mountain specific policies. Conservation policies have evolved from the protection of charismatic species, to habitat and ecosystem/landscape conservation, and, finally, to people-oriented conservation approaches. This paper, with particular reference to paradigm shifts in the Hindu Kush-Himalayan (HKH) region, discusses the evolution of conservation policies, developments in conservation practices, the status of protected area management, wetland conservation initiatives and the landscape approach, community-based conservation initiatives, and the convergence of policies and practices. In the HKH region, conservation efforts now adopt participatory approaches, implement policies of decentralised governance for biodiversity management, and empower local communities in biodiversity management. The paradigm shift in the policies and practices related to conservation has been gradual and has included the acceptance of communities as an integral part of national level conservation initiatives, together with the integration of many global conventions. There are many successful pilots in the HKH region that deserve upscaling by the countries from the region. Realising the importance of mountains as hotspots of biodiversity, and due to their role as providers of global goods and services, the Convention on Biological Diversity adopted the Programme of Work on Mountain Biodiversity. Such a decision specific to mountains provides enormous opportunities for both conservation and development. Recent challenges posed by climate change need to be integrated into overall biodiversity conservation and management agendas, especially in mountain areas. The HKH region has been identified as a blank spot for data by the Inter-Governmental Panel on Climate Change, indicating the need to develop regional database and sharing mechanisms. This is a tall task, but one that holds enormous opportunity for the HKH countries and institutions with regional mandates to address the emerging challenges of climate change on biodiversity conservation by reducing scientific uncertainty.  相似文献

The past two decades have seen great progress in understanding the mechanisms of ecosystem stability in local ecological systems. There is, however, an urgent need to extend existing knowledge to larger spatial scales to match the scale of management and conservation. Here, we develop a general theoretical framework to study the stability and variability of ecosystems at multiple scales. Analogously to the partitioning of biodiversity, we propose the concepts of alpha, beta and gamma variability. Gamma variability at regional (metacommunity) scale can be partitioned into local alpha variability and spatial beta variability, either multiplicatively or additively. On average, variability decreases from local to regional scales, which creates a negative variability–area relationship. Our partitioning framework suggests that mechanisms of regional ecosystem stability can be understood by investigating the influence of ecological factors on alpha and beta variability. Diversity can provide insurance effects at the various levels of variability, thus generating alpha, beta and gamma diversity–stability relationships. As a consequence, the loss of biodiversity and habitat impairs ecosystem stability at the regional scale. Overall, our framework enables a synthetic understanding of ecosystem stability at multiple scales and has practical implications for landscape management.  相似文献

A hierarchical approach to restoration planning at the regional, catchment and local scales is proposed and examined. Restoration projects limited to a local scale and focused on habitat improvement for individual species ended in failure, which has led to the recognition that there is a need for ecosystem-based management at the landscape level. The first landscape-level restoration in Japan is under way in the Kushiro and Shibetsu River Basins, in northern Japan. However, public consensus on these large-scale restoration projects has not yet matured and there are very few projects that have progressed even as far as mapping to classify intact and disturbed ecosystems. Classification of habitat quality using physical and biological indicators appears to be the core element of analysis of ecological degradation at the regional scale (100–1,000 km2). This mass-screening process is critical to identify areas in potential need of restoration. The causes and mechanisms of ecosystem degradation are then examined at the catchment scale (10–100 km2) by linking material flows and habitat conditions. Direct environmental gradient analysis is useful to determine cause and effect relationships between species and habitat quality. Finally, we recommend implementation of field experiments with a clear hypothesis at the local scale (0.01–1 km2). At this stage, key variables causing degradation of the target ecosystem are manipulated to verify the hypothesis. Based on the results of local-scale analyses, the possibility of restoration success can be evaluated, which directs us to practical schemes for future restoration projects at larger scales.  相似文献

The losses that are being incurred of the Earth''s biological diversity, at all levels, are now staggering. The trend lines for future loss are steeply upward as new adverse drivers of change come into play. The political processes for matching this crisis are now inadequate and the science needs to address this issue are huge and slow to fulfil, even though strong advances have been made. A more integrated approach to evaluating biodiversity in terms that are meaningful to the larger community is needed that can provide understandable metrics of the consequences to society of the losses that are occurring. Greater attention is also needed in forecasting likely diversity-loss scenarios in the near term and strategies for alleviating detrimental consequences. At the international level, the Convention on Biological Diversity must be revisited to make it more powerful to meet the needs that originally motivated its creation. Similarly, at local and regional levels, an ecosystem-service approach to conservation can bring new understanding to the value, and hence the need for protection, of the existing natural capital.  相似文献

Although spatial and temporal variation in ecological properties has been well‐studied, crucial knowledge gaps remain for studies conducted at macroscales and for ecosystem properties related to material and energy. We test four propositions of spatial and temporal variation in ecosystem properties within a macroscale (1000 km's) extent. We fit Bayesian hierarchical models to thousands of observations from over two decades to quantify four components of variation – spatial (local and regional) and temporal (local and coherent); and to model their drivers. We found strong support for three propositions: (1) spatial variation at local and regional scales are large and roughly equal, (2) annual temporal variation is mostly local rather than coherent, and, (3) spatial variation exceeds temporal variation. Our findings imply that predicting ecosystem responses to environmental changes at macroscales requires consideration of the dominant spatial signals at both local and regional scales that may overwhelm temporal signals.  相似文献

The relationship between biodiversity and individual ecosystem processes is often asymptotic, saturating at relatively low levels, with some species contributing more strongly than others. This has cast doubt on arguments for conservation based on maintenance of the functioning of ecosystems. However, we argue that the link between biodiversity and ecosystem functioning is an important additional argument for conservation for several reasons. (1) Although species differ in importance to ecosystem processes, we do not believe that this argues for preservation of just a few species for two reasons: first, it is nearly impossible to identify all species important to the numerous systems and processes on which humans depend; second, the important species themselves may depend on an unknown number of other species in their communities. (2) Arguments for conservation based on ecosystem functioning are complementary to other utilitarian, ethical and aesthetic justifications. No single reason will convince all people or protect all species, however the combination produces a strong case for conservation of biodiversity. (3) Even if the relationship between biodiversity and ecosystem functioning is asymptotic at local spatial scales and in the short term, effects of biodiversity loss are likely to be important at larger temporal and spatial scales. (4) Initial arguments for the importance of biodiversity for ecosystem functioning were largely based on a precautionary approach (points 1-3). However, we are now moving to a scientific position based on accumulating experimental evidence. The future challenge is the integration of this scientific research with policy.  相似文献

Forested ecosystems of south‐eastern Australia now differ physically, compositionally and functionally from their condition prior to European settlement. Understanding these changes, and how native species and entire ecosystems have responded, is crucial for biodiversity conservation and ecosystem management. Here I argue that a combination of limited historical information and a knowledge base biased towards modern ecological studies has resulted in a distorted perception of ecosystem condition, hindering the instigation of effective biodiversity conservation measures. This argument is based on recently obtained information about changes to the non‐volant mammal community, which reveals relatively recent but underreported ecological changes, including major declines in species distribution and abundance, shifts in niche utilization and associated disruption of ecosystem functions. Ultimately, many mammal species are being denied the capacity to function to the extent they did historically. Following this re‐assessment, it is evident that current forest management does not adequately address contemporary conservation dilemmas posed by detrimental ecosystem changes. This is especially salient when most of the factors responsible for causing changes to the mammal community are still active and include forest management and utilization activities. Therefore, additional conservation measures are essential to meet forest stewardship and biodiversity conservation obligations. For the health, functionality and sustainability of forested ecosystems, native mammal species must be capable of functioning to their ecological potential and occupy their original niche. This will be facilitated by the suppression of threatening processes (primarily exotic species), ensuring ecologically sensitive fire regimes and the reintroduction/translocation of missing species. The recovery or restoration of forest functionality based on mammal conservation should have wide‐scale benefits for biodiversity conservation.  相似文献

Specific impacts and benefits of nature tourism on species, ecosystem and socio-economic aspects have to be addressed in detail. This study compared diurnal medium-large vertebrate richness and abundance in a visited (VT) and a non-visited trail (NVT) in the mountain forest of Serra dos Órgãos National Park (SONP), a priority area for nature conservation in the Atlantic Forest hotspot. Results suggest that richness and abundance of medium-large mammals and birds are significantly reduced in VT, however sample effort was insufficient for further analysis. In the absence of adequate data, protected area managers have to guarantee infrastructure and control, but first, limit access by visitors, to small sized groups and low in frequency, guaranteeing large refuges for wildlife, and effective contributions for nature conservation with real socio-economic benefits at local and regional scales. The Brazilian government is investing in tourism in National Parks, including SONP, but there are no directives to monitor and manage potential negative impacts. Researchers and managers need to work together to couple this economic activity with environmental conservation in SONP and other protected areas in Brazil.  相似文献

Landscape evaluation is important in the conservation of biodiversity and sustainable development. The objective of this paper is to review and explore methods for evaluation of landscapes for ecosystem planning. Ecosystem planning is the process of land use decision-making that considers organisms and processes that characterize the ecosystem as a whole. Risk assessments, precautionary principles, adaptive management and scenario approaches are adopted to cope with the uncertainty of nature, which is an obstacle in ecosystem planning. Special attention is needed in the analysis of status and troubleshooting in the planning scheme, which is a selection of the appropriate approach and model to find problems in the present situation. There are two approaches to set targets in ecosystem planning, the species approach and the ecosystem approach. The species approach aims to protect particular species, and the ecosystem approach aims to protect total ecosystems including the species. In Europe, ecotope or biotope mapping has been developed in ecosystem planning. An ecotope is often identified by vegetation that represents a group of wildlife, but many species require combinations of different ecotopes. Landscapes have come to be recognized as a unit for ecosystem planning. Potential assessment is a method to estimate a potential of a local space or a landscape to realize an ecosystem or species habitat, and this method has been used in HEP and GAP analysis in the USA and Ecological Networks in Europe. Some examples of ecosystem planning of national and regional scales in Japan are introduced.  相似文献

Aim To estimate invasiveness of exotic plant species, many studies have used the frequency of occurrence within a defined region. This measure is informative on how widespread exotics are, however, it does not inform on their local dominance, which is crucial for conservation of biodiversity and ecosystem functioning. The aim of the present study is to determine if regional frequency of occurrence of exotic plant species indeed is indicative of their local dominance. We also determined which plant traits and other factors predict regional and local frequencies best. Location The Netherlands. Methods We used information on exotic plant species established in The Netherlands and compared traits relating to their frequency of occurrence regionally (the entire country) and their frequency of dominance locally (in 1–100 m2 quadrats). We created minimal adequate models with factors explaining regional frequency and frequency of local dominance of 111 exotic plant species in The Netherlands. Results The model that used plant traits to explain regional frequency of exotic plant species differed from the models that best explained their frequency of local dominance. Regionally, the factors that correlated with frequency were: life form, height, polyploidy, length of flowering season, residence time, human use and origin. The factors that correlated to frequency of local dominance were lateral vegetative spread and residence time. Main conclusions We conclude that plant traits relating to the regional frequency of exotic plant species differ from those that relate to their frequency of local dominance. The implication of our results is that predictive studies on plant invasiveness based on regional frequencies may not be indicative of the local impacts. Since the prediction of local impacts is crucial for conservation and risk assessment, our study emphasized the need for better information on the local abundance of exotic invaders.  相似文献

Defining historical baselines is critical for species conservation. Under the niche reduction hypothesis, species in decline may be restricted disproportionately from parts of their environmental niche. This bias likely has important implications for modeling species’ distributions if only contemporary occurrences (i.e. post‐range reduction) are used, because suitable habitat will be classified as unsuitable. Unfortunately, robust historical occurrence data is rarely available for sensitive species. In this study, we documented historical locations of the endangered, keystone giant kangaroo rat Dipodomys ingens by examining aerial imagery for burrow mounds. These burrow mounds are readily identifiable and distinguishable from other soil disturbances. We found giant kangaroo rat burrows well outside the currently accepted estimate of their historical distribution. Following the niche reduction hypothesis, we found that giant kangaroo rats have been extirpated from the flattest, hottest, driest parts of their range due to agricultural conversion. This reduction in their realized niche led to significant changes between historical and contemporary models of their distribution. We found that giant kangaroo rats may have occupied up to 56% more habitat historically than currently believed. Our results provide new guidance for managers working on restoration and habitat protection for this ecosystem engineer. This study highlights the critical importance of modeling historical distributions using the entire environmental niche once occupied by species of conservation need.  相似文献

澳大利亚Richard J Hobbs教授等近年提出的新型生态系统(Novel Ecosystems)理论认为,由于人类作用,地球生态系统经历了前所未有的变化,很多生态系统已经越过不可逆转的阈值,不可能恢复到原有状态,形成了新的生态系统,其生物要素、非生物要素和系统功能等都发生了显著改变;人类应该面对现实,必须反思传统生态保护和生态恢复的行为、政策和思维;应该致力新型生态系统的特征、属性和演替规律的研究,在管理、规划、政策、组织和技术等方面的创新。新型生态系统理论引起了很大争议。质疑者认为,由于自然作用力和人类的持续扰动,地球生态系统一直在不断变化,所以一直都是"新"的,根本没必要贴上"新型"标签;该理论基本概念模糊,理论模型不精确,缺乏严密的逻辑推理,还很不成熟;该理论无助于生态保护和生态恢复的实践,会扰乱人们的思想,没有实践价值。不过,支持者和质疑者都承认地球上很多生态系统的确遭到严重破坏,已经发生深刻演替,极有必要对这类系统的非线性机制、系统阈值、恢复力、新范式,以及破坏后的所有特征等开展研究,应该理性选择合适的修复方法,理性分析人工干预的程度及其成功的可能性,科学制定行动方案和优选标准。跟踪国际前沿,开展新型生态系统理论研究有助于丰富我国恢复生态学理论以及创新工程实践。  相似文献

Several international initiatives have highlighted the need to prove the relevance of ecosystem services in monetary terms in order to make a comprehensive and compelling case for conservation of biodiversity. The different approaches and frameworks used so far have shown that there is no economic or monetary estimate of ecosystems or ecosystem services with absolute validity: any valuation exercise is always context-related and the theoretical rationale behind the applied valuation technique does matter. This study presents an approach for assessing ecosystem services in monetary terms to support conservation policies at the regional and continental scale. First we briefly review the foundation of environmental and ecological economics, second we explore the differences between economic models and the application of valuation techniques, third we try to pick the difference between the mainstream economic valuation approach and the translation of biophysical models’ outcomes in monetary terms. Then we present and discuss a methodology suitable for associating a monetary cost to ecosystem services when the purpose addresses conservation policies. In order to provide a contribution, we show a practical case study on water purification in the northern Mediterranean region.  相似文献

The limited international resources for economic aid and conservation can only mitigate poverty and losses of biodiversity. Hence, developing nations must establish the capacity to resolve their problems. Additionally, policy-makers and donors need to obtain scientific input on issues such as global change and ecosystem services. We propose that for nations rich in biodiversity, ecosystem services derived from bioprospecting, or drug discovery, could contribute to economic development. In the case where unstudied samples are shipped abroad for research, the chances of obtaining royalties are infinitesimally small. Therefore developing nations will only realize benefits from bioprospecting through in-country research on their own biodiversity. Policy-makers and donors have failed to appreciate the value of this approach. In order to provide an example of the inherent links between conservation and sustainable economic development, we initiated a drug discovery effort in Panama that emphasizes local benefit. As much of the drug discovery process as possible is conducted in Panamanian laboratories, providing jobs dependent on intact biodiversity and enhancing local research and training. In short, research, plus the spin-offs from research, provide immediate and long-lasting benefits to Panama. The connection between conservation and development has been highlighted in publicity about the project in Panama’s urban media. This provides a constructive alternative to the perception the among the urban populace that economic development inevitably competes with conservation. In summary, our program uses biodiversity to promote human health as well as to support research capacity, economic development and conservation within Panama. The program provides an example of the widely recognized but little developed concept of bioprospecting research as an ecosystem service.  相似文献

The evaluation for ecosystem health is one of the hotspots in the fields of macro-ecology and ecosystem management. Conducting analysis at the regional scale is an important direction for evaluating ecosystem health. Changing the spatial scale from the local to the regional level leads to great differences in targets and methodologies for ecosystem health evaluation and creates a new direction for regional ecosystem health research. Compared with the ecosystem health at the local scale, which refers to a single ecosystem type, the regional ecosystem health focuses on the health conditions and spatial patterns of different ecosystem types. However, there has been little attention paid to this very research up to now. Based on the progress on ecosystem health studies at the regional scale, the study reported in this article aims to discuss the implications of the conception of regional ecosystem health and to put forward a methodology for evaluating the regional ecosystem health. The main results include: (1) there is a significant scaling effect on the ecosystem health analysis, and the regional level is the key scale used to focus on the correlation between spatially neighboring ecosystems in terms of ecosystem health; (2) regional ecosystem health can be defined through 4 aspects, i.e., vigor, organization, resilience, and ecosystem service functions; (3) the basic evaluation objects of the regional ecosystem health is spatial entity, which is the matrix of different ecosystem types; (4) indicator system method is the only approach to evaluate regional ecosystem health; (5) the absolute thresholds of the evaluation indicators for the regional ecosystem health do not exist; the aim of the evaluation is to discuss the temporal dynamic changes and spatial differences of health conditions rather than to ascertain whether a region is healthy or not in view of ecological sustainability; and (6) the integration of evaluation results at multispatial scales, the application of this methodology in the landscape ecology, and the utilization of geographic information systems (GIS), remote sensing (RS), and Global Positioning Systems (GPS) technologies are the main directions for further research.  相似文献

生态系统服务付费目前已成为生态系统服务研究的热点之一。参考Ostrom的社会-生态系统诊断框架,提取并总结影响生态系统服务付费执行效率的变量,建立了适合区域特点的项目绩效评估体系,并以哥斯达黎加(PSA)项目和中国退耕还林工程为例,探讨了该评估体系在生态系统服务付费效率诊断中的适用性。研究表明,依据该评估体系,未来中国在实施生态系统服务付费项目时应注意以下问题:建立生态系统服务付费的市场机制、实施多样化的付费方式;付费标准应考虑区域特征和供给方特征;建立生态系统服务付费项目的第三方监督和绩效评估机制;加强对生态系统服务的监测。  相似文献

Conservation programmes of recent decades aimed to adopt an approach that addresses biodiversity conservation goals through socio-economic tools and to better integrate the human dimension into biodiversity conservation. Yet, to analyse this complex conservation-development nexus, studying conservation perceptions of local populations are crucial to understand the dynamics and establish sound conservation-development management policies. Therefore, we aim to identify the key determinants of conservation perceptions in the Central African context in order to implement successful local and regional conservation strategies. Conservation perceptions of two national parks’ adjacent populations were examined through household surveys, adapted from the Poverty-Environment Network (PEN), in Rwanda and Republic of Congo. Outcomes were statistically analysed to identify the most important factors affecting perceptions about conservation measures. Using a nonlinear canonical correlation analysis, we found that economic factors (e.g. salary, savings, cattle size) and education positively affect conservation perceptions while ecosystem-dependent factors such as hunting and gathering other non-timber forest products have negative effects. Though, we identified a significant difference between two sites, whereby, conservation perceptions are negatively affected by bushmeat factors in Republic of Congo, and NTFP in Rwanda. In addition, our study showed that resource use and rights play a major role in communities’ perceptions and that revenue-sharing projects have a key impact on the perceptions. To ensure sound conservation and development measures, revenue-sharing schemes focusing on material benefits and alternative livelihoods may provide the best approach if participation of communities in the decision-making process is ensured. In this optic, improving education levels will raise awareness and positive perceptions of conservation measures. Development measures should target poor households as they appear to be more conservation-adverse. We conclude that in depth research on local demands for ecosystem products, relationships among stakeholders and community decision power are crucial factors to understand the complexity of the conservation-development nexus.  相似文献

As defaunation spreads through the world, there is an urgent need for restoring ecological interactions, thus assuring ecosystem processes. Here, we define the new concept of credit of ecological interactions, as the number of interactions that can be restored in a focal area by species colonization or reintroduction. We also define rewiring time, as the time span until all the links that build the credit of ecological interactions of a focal area have become functional again. We expect that the credit will be gradually cashed following refaunation in rates that are proportional to (1) the abundance of the reintroduced species (that is expected to increase in time since release), (2) the abundance of the local species that interact with them, and (3) the traits of reintroduced species. We illustrated this approach using a theoretical model and an empirical case study where the credit of ecological interactions was estimated. This new conceptual framework is useful for setting reintroduction priorities and for evaluating the success of conservation initiatives that aim to restore ecosystem services.  相似文献
