Conservation planning assessments based on species atlas data are known to select planning units containing ecotones because these areas are relatively species‐rich. However, this richness is often dependent on the presence of adjoining core habitat, so populations within these ecotones might not be viable. This suggests that atlas data may also fail to distinguish between planning units that are highly transformed by agriculture or urbanization with those from neighbouring untransformed units. These highly transformed units could also be identified as priority sites, based solely on the presence of species that require adjoining habitat patches to persist. This potential problem was investigated using bird and mammal atlas data from Swaziland and a landcover map and found that: (i) there was no correlation between planning unit species richness and proportion of natural landcover for both taxa; (ii) the priority areas that were identified for both birds and mammals were no less transformed than if the units had been chosen at random and (iii) an approach that aimed to meet conservation targets and minimize transformation levels failed to identify more viable priority areas. This third result probably arose because 4.8% of the bird species and 22% of the mammal species were recorded in only one planning unit, reducing the opportunity to choose between units when aiming to represent each species. Therefore, it is suggested that using species lists to design protected area networks at a fine spatial scale may not conserve species effectively unless population viability data are explicitly included in the analysis.  相似文献

Conservation planning is carried out on a variety of geopolitical and biogeographical scales. Whereas considerable consensus is emerging about the most appropriate procedures for identifying conservation areas, the spatial implications of conducting conservation planning at divergent scales have received little attention. Here we explore the consequences of planning at different geopolitical scales, using a database of the mammalian fauna from the Northern Provinces of South Africa. The conservation network resulting from treating the region as one unit is compared with networks generated separately for the provinces nested in that region. These outcomes are evaluated in terms of (i) their land use efficiencies, (ii) their spatial overlap, and (iii) the impact of algorithm attributes. Although land use efficiencies are greater on broader scales, on average the spatial congruence between the broad-scale regional network and fine-scale provincial networks was less than 14%. Algorithms using different selection rules fail to improve this disturbing outcome. Consequently, scale has an overwhelming influence on areas identified as conservation networks in geopolitical units. This should be recognized in conservation planning.  相似文献

Recent studies that incorporate the spatial distributions of biological benefits and economic costs in conservation planning have shown that limited budgets can achieve substantially larger biological gains than when planning ignores costs. Despite concern from donors about the effectiveness of conservation interventions, these increases in efficiency from incorporating costs into planning have not yet been widely recognized. Here, we focus on what these costs are, why they are important to consider, how they can be quantified and the benefits of their inclusion in priority setting. The most recent work in the field has examined the degree to which dynamics and threat affect the outcomes of conservation planning. We assess how costs fit into this new framework and consider prospects for integrating them into conservation planning.  相似文献

Decisions regarding the level of detail included in conservation planning and the importance given to feasibility considerations can greatly influence management in terms of total area required, achievement of conservation targets and costs. This work had two main objectives: (1) to compare priority sites proposed by the Chilean commission for the environment in a politically driven process to the results of alternative systematic conservation planning scenarios; and (2) to compare the efficacy of systematic conservation planning based on different types of conservation targets (forest types and bird species) and minimum area thresholds. To address these issues, we used vegetation cover as well as field data on forest birds in central Chile. Bird species distributions were modeled using a variety of climatic and environmental layers, allowing for the integration of environmental heterogeneity into the planning process. We then ran several conservation planning scenarios considering conservation targets based on vegetation types alone, birds alone, or a combination of vegetation and birds. Collectively these results show that conservation planning results differ significantly when considering birds or vegetation types, and that minimum area requirements for each conservation feature has a great influence on the final results. Moreover, important conservation sites are not represented in the current government plan, and these sites are related to the small representation of rare vegetation types. This study suggests that using appropriate minimum area requirements can greatly affect the results of a conservation planning exercise and therefore represents a key knowledge gap in the region.  相似文献

阔叶红松林是北温带物种最丰富的地带性群落之一,长白山地区是其在中国范围内的中心分布区。中国政府已建立保护网络(24个自然保护区组成)来保护阔叶红松林及其重要的物种资源,但成效不显著。利用系统保护规划软件C-Plan,以集水区为规划单元,计算保护网络外规划单元的不可替代性值,识别出保护网络外高保护价值空缺,评估现有保护网络与纳入空缺后的优化保护网络的保护效率。研究结果显示,现有保护网络外的高保护价值规划单元呈集中沿山岭分布的特征,现有保护网络使24种物种的生境(共75种)实现其设定的保护目标,其他51种未能实现保护目标,且20种保护对象未能达到其设定保护目标的50%,保护成效低。纳入空缺后的优化保护网络,可使64种保护对象实现保护目标,其余11种保护对象的保护贡献值也不同程度提高,保护成效显著增强。结合人为干扰情况提出三种不同保护策略情景下的优先保护方案,并根据生态威胁强度提出各方案的保护建议,为长白山阔叶红松林保护管理提供决策依据,并为山地生态区保护网络优化研究提供方法指导。  相似文献

以中国东北地区为研究区域,根据生物多样性属性特征,选择研究区域内具有代表性的濒危物种作为指示物种,利用系统保护规划方法(Systematic Conservation Planning,SCP)和保护规划软件(C-Plan),对该区域进行了优先保护规划研究。通过计算规划单元的不可替代性值(Irreplaceability,IR),找出区域生物多样性热点地区和保护空缺地区,然后利用C-Plan规划软件对该地区进行保护优先等级划分,确定必须保护(Mandatory Reserved,MR)、协商保护(Negotiated Reserved,NR)和部分保护(PartiallyReserved,PR)3个等级保护区域的具体位置和面积,并针对保护现状提出保护规划建议。结果显示,必须保护区域的总面积占区域总面积的8.17%,主要分布于长白山核心地区和大兴安岭北部原始林区;协商保护区域占总面积的7.51%,主要分布于大兴安岭东南部和松嫩平原湿地;部分保护区域占总面积的9%。保护空缺分析结果显示,现有国家级自然保护区对生物多样性的保护存在3个明显的保护空缺,即长白山林区的龙岗山地区、老爷岭北部和张广才岭南部;大兴安岭北部原始林区、呼玛河—黑龙江流域的平原湿地和伊勒呼里山东南部山区;大兴安岭南部森林草原过渡区的东南部森林地区。结合区域内已建立的国家级自然保护区情况,利用C-Plan规划软件对不同时期建立的保护区实现保护目标的贡献率做了分析。截止2000年,已建保护区可实现预期保护目标的17.5%,通过对贡献率大小的比较确定了不同时期保护的有效程度。研究打破了传统的对称几何形状的单元划分方法,根据植被类型和自然地形地貌,采用自然多边形进行单元划分,提高了物种分布范围准确度。研究通过C-Plan规划软件的实际应用,丰富了系统保护规划研究的方法,从理论上为区域保护规划提供了科学依据,并可指导我国自然保护区管理政策的制定和中长期规划的编制。  相似文献

Twenty leading scientists in the field of marine conservation planning attended the first international workshop on conservation planning in the Mediterranean Sea. This globally significant biodiversity hotspot has been subjected to human exploitation and degradation for 1,000s of years. Recently, several initiatives have tried to identify priority areas for conservation across the Mediterranean Sea. However, none of these efforts have led to large-scale actions yet. The aim of the workshop was to establish a network of scientists who are involved in large-scale conservation planning initiatives throughout the Mediterranean basin to promote collaboration and reduce redundancy in conservation initiatives. The three focus groups of the workshop build on existing efforts and intend to deliver: (1) a roadmap for setting conservation priorities, (2) a methodological framework for linking threats, actions and costs to improve the prioritization process, and (3) a systematic conservation planning process tailored to complex environments such as the Mediterranean Sea. Joining forces and involving more scientists (especially from the South-eastern part of the region) in following meetings, the participants endeavour to provide guidelines on how to bridge the science-policy gap and hence aid decision-makers to take efficient conservation actions.  相似文献

黄河流域湿地为我国生物多样性维持提供了重要生境.本研究基于黄河流域气候分区、地貌单元及湿地遥感数据,构建黄河流域生态地理综合湿地分类系统.在系统保护规划理论框架下,将湿地气候-地貌分类单元作为生态系统层次保护对象,结合黄河流域鸟类分布范围作为物种层次的保护对象,设定30%湿地优化目标,将公路、铁路、城镇、农村居民点、水坝等作为度量因子创建黄河流域保护代价图层,并利用系统保护规划工具--Marxan软件构建黄河流域湿地保护优化格局,识别湿地保护空缺.结果表明: 黄河流域大部分沼泽湿地集中在黄河上游区域,目前源区保护区覆盖面积大,在内蒙古、甘肃及四川部分区域一些稀有湿地类型游离在保护体系外;黄河中游湿地类型以河道和河滩湿地类型为主,保护覆盖率极低,保护空缺严重,经优化保护网络体系后,保护成效可分别得到29.1%、37.6%的提升.黄河下游湿地主要集中在黄河三角洲区域,目前保护体系完整,保护空缺面积极小.总体上,黄河流域中游河流湿地的保护空缺比例最高,亟需重视.本研究基于湿地保护格局优化结果分区分析黄河流域湿地保护模式,为黄河流域湿地的保护规划管理提供了科学性建议,从宏观层面上为黄河流域水生态保护奠定了基石.  相似文献

Conservation projects may be reluctant to attempt Systematic Conservation Planning because existing methods are often prohibitive in the time, money, data, and expertise they require. We tried to develop a “resource light” method for Systematic Conservation Planning and applied it to the Ewaso Ngiro Landscape of central Kenya. Over a 6-month preparation period and 1-week participatory workshop, we used expert assessments to select focal biodiversity features, set quantitative targets for these, map their current distribution, vulnerability, potential for recovery, and conservation costs, and, finally, map cross-feature conservation priorities. Preparation for and facilitation of the workshop required time investment by one part-time workshop coordinator, eight workshop committee members, six ecosystem experts, and two GIS technicians. Total time investment was approximately 56.5 person-weeks spread over facilitators and 40 workshop participants. Monetary costs for the workshop were approximately $US 42,000, excluding investments made by researchers previous to this project. Costs for a similar workshop could vary substantially, depending on need to cover salaries, international travel, food and lodging, and the number of participants. To stay within our resource constraints, we completed the exercise for only four of nine focal biodiversity features and did not negotiate trade-offs between conservation and human land-uses or use planning software to identify “optimal networks” of conservation areas. These were not considered critical for conservationists to try Systematic Conservation Planning, introduce landscape-scale conservation concepts to stakeholders, and begin implementing landscape conservation strategies. Participants agreed that further work would be needed to complete and update the planning process. Due to the lack of comparative cost data from similar planning exercises, we cannot definitively conclude that our approach was “resource light”, although we suspect it is within the constraints of most site-based conservation projects.  相似文献

生物多样性和生态系统服务的保护与可持续管理是当今世界面临的重大挑战之一,但如何判识与优化集成生态系统服务与生物多样性保护对象的保护优先区网络,相关研究还很有限。针对“三江并流”区,选取珍稀濒危与特有动植物物种和自然植被类型作为生物多样性保护对象,以调节服务(碳存储、固碳和土壤保持)、文化服务(自然游憩)和供给服务(水源供给)为生态系统服务保护对象。应用系统保护规划方法,首先判识出单一生物多样性和生态系统服务保护优先区;然后,分析这些保护优先区间的相关关系,并选择与生物多样性正相关的生态系统服务类型,判识集成生态系统服务与生物多样性的保护优先区;最后,评估了集成生态系统服务与生物多样性保护优先区在六类已建保护地中的保护状况。结果表明:(1)“三江并流”区多情景规划得到的生物多样性与生态系统服务保护优先区之间均呈正相关关系;(2)与分别针对生态系统服务和生物多样性的规划情景相比,集成生态系统服务与生物多样性保护优先区能够同时对两类保护对象提供最高的保护覆盖率;(3)集成生态系统服务和生物多样性保护优先区占研究区总面积的48.9%,其已建保护地覆盖率为32.5%,说明现有保护地体系仍存在保护...  相似文献

Ecuador has the largest number of species by area worldwide, but also a low representation of species within its protected areas. Here, we applied systematic conservation planning to identify potential areas for conservation in continental Ecuador, with the aim of increasing the representation of terrestrial species diversity in the protected area network. We selected 809 terrestrial species (amphibians, birds, mammals, and plants), for which distributions were estimated via species distribution models (SDMs), using Maxent. For each species we established conservation goals based on conservation priorities, and estimated new potential protected areas using Marxan conservation planning software. For each selected area, we determined their conservation priority and feasibility of establishment, two important aspects in the decision-making processes. We found that according to our conservation goals, the current protected area network contains large conservation gaps. Potential areas for conservation almost double the surface area of currently protected areas. Most of the newly proposed areas are located in the Coast, a region with large conservation gaps and irreversible changes in land use. The most feasible areas for conservation were found in the Amazon and Andes regions, which encompass more undisturbed habitats, and already harbor most of the current reserves. Our study allows defining a viable strategy for preserving Ecuador''s biodiversity, by combining SDMs, GIS-based decision-support software, and priority and feasibility assessments of the selected areas. 基于系统保护规划的理论和方法,以长江流域湿地为研究区,构建了基于气候、地貌分异的湿地生态地理综合分类单元,并将其作为宏观尺度湿地生态系统保护目标,同时考虑以湿地鸟类为代表的物种保目标,依托Marxan系统保护规划工具,确定了长江流域湿地保护具有不可替代性的优先保护格局。该格局能以最小的社会经济和土地资源代价最大程度的保护湿地生物多样性,对比现有湿地保护格局,最终确定了游离于现有保护体系外的湿地保护空缺。研究结果表明:长江流域源区和长江三角洲地区的湿地保护体系完善,无需新建保护区;金沙江流域湿地保护空缺主要分布在现有保护区周围,可以适当扩充保护区外围或调整边界;嘉陵江流域和长江上游干流流域的保护空缺严重,大面积集中在重庆西北部,乌江流域的贵州省习水县北部湖泊湿地存在保护空缺,这些区域建议适当新建保护区或者保护小区;长江中下游湿地保护空缺主要分布在湖北、湖南、江西与安徽境内的沿江湖泊湿地,建议建立湿地公园及合理进行河流岸坡修复。研究结果可为长江流域湿地保护体系调整、保护规划制定提供参考依据,从宏观层面上为长江流域湿地统筹保护及合理开发利用提供科学依据。  相似文献

Many landscapes that straddle the rural/urban divide suffer from low levels of species diversity following extensive clearing and fragmentation of native vegetation communities and conversion of land to agriculture. Further pressures are placed on remnant vegetation by encroaching urban expansion. These landscapes now exhibit a mosaic of small, patchy vegetation remnants that are under considerable pressure from housing and light-industrial development. Furthermore, agriculture in these landscapes tends to be of high economic value from uses such as intensive horticulture. Concerted and well-planned efforts are needed to balance the many conflicts of interest and competing demands for land with the need to restore landscapes for the protection of biodiversity. There has been a recent move in Australia toward regional biodiversity planning and goal setting, however specific detail on how to plan for achieving targets in complex landscapes is lacking. This paper applies a systematic landscape restoration model to a mixed-use, peri-urban landscape on the northern fringes of Adelaide, South Australia. The region contains fragments of remnant vegetation amongst a mosaic of high-value horticulture, light industry and urban development. Models produce maximally efficient solutions that meet comprehensive, adequate and representative conservation targets. Further constraints are added to the model to take into account the value of agricultural output, the biodiversity value of remnants, and property size and tenure. The effects on solution efficiencies as the number of constraints increase are investigated. This paper demonstrates the flexibility found in applying a systematic landscape restoration methodology. The process we present can be transferred to any rural–urban fringe region.  相似文献

New systematic conservation approaches have high potential in evaluation of different conservation scenarios and can be used as decision support tools for managers and planners with multiple goals. The present study focused on two major issues in conservation planning including socioeconomic costs and zoning procedure. The goal was to prioritize and identify representative areas for bird conservation, while minimizing the economic cost for the silvicultural sector and resolve conflicts with recreational activities. The study was conducted in forest areas of Golestan Province as part of Hyrcanian mixed forests, located along the southern coasts of the Caspian Sea and northern slopes of the Alborz Mountains, northern Iran. We used systematic conservation software Marxan with Zones to select candidate areas for conservation. Two types of conservation networks were defined, one with high and partial protection zones and the other with high protection zones only. We focused on four conservation scenarios varying in targets, costs, and multiple zones. The results showed that incorporation of socioeconomic costs significantly decreases the potential impacts on the silvicultural and recreational sectors without significant change in the area of protection zones. Furthermore, we found that design of multiple zone conservation areas facilitates evaluation of a wider range of conservation scenarios that can reduce potential socioeconomic impacts on other interests.  相似文献

The identification of priority areas for conservation tends to take place over two fundamentally different spatial extents. First, there are analyses conducted at global or large biogeographic extents. Second, there are those conducted within geopolitical units. In this paper we show, using data for North American mammals, that spatial extent can have a profound effect both on the number and locations of the priority areas identified to attain a particular conservation goal. For example, applying the same selection target to obtaining just a single representation of each species, the numbers of areas required increased by approximately an order of magnitude between treating North America as a single unit and treating the provinces separately. Although this scenario is undoubtedly extremely simplistic, such large differences are maintained with greater occurrence targets. Balancing the benefits and disadvantages of conservation planning at different spatial extents is not straightforward. However, a multi-scale approach that exploits the respective benefits and downplays the disadvantages when focussing on smaller or larger extents would seem valuable.  相似文献

This software note describes an extension to the conservation planning package Marxan in which multiple solutions can be evaluated instead of only relying on the measures of best solution and irreplaceability. For this extension we coupled Marxan with the statistical software R. The pool of possible conservation plans is transferred from Marxan into R – which returns an ordination plot, as well as a cluster dendrogram that can be used to evaluate similarity of solutions. Also, the most efficient solutions per group are flagged. We believe that identification of alternative planning options facilitates review and implementation of Marxan solutions as negotiating parties have multiple alternative starting points.  相似文献

Production planning for biopharmaceutical portfolios becomes more complex when products switch between fed‐batch and continuous perfusion culture processes. This article describes the development of a discrete‐time mixed integer linear programming (MILP) model to optimize capacity plans for multiple biopharmaceutical products, with either batch or perfusion bioprocesses, across multiple facilities to meet quarterly demands. The model comprised specific features to account for products with fed‐batch or perfusion culture processes such as sequence‐dependent changeover times, continuous culture constraints, and decoupled upstream and downstream operations that permit independent scheduling of each. Strategic inventory levels were accounted for by applying cost penalties when they were not met. A rolling time horizon methodology was utilized in conjunction with the MILP model and was shown to obtain solutions with greater optimality in less computational time than the full‐scale model. The model was applied to an industrial case study to illustrate how the framework aids decisions regarding outsourcing capacity to third party manufacturers or building new facilities. The impact of variations on key parameters such as demand or titres on the optimal production plans and costs was captured. The analysis identified the critical ratio of in‐house to contract manufacturing organization (CMO) manufacturing costs that led the optimization results to favor building a future facility over using a CMO. The tool predicted that if titres were higher than expected then the optimal solution would allocate more production to in‐house facilities, where manufacturing costs were lower. The objective of the study was to examine the extent to which landscape metrics could be used as an indicator of efficient management of protection areas. The selected sampling areas were natural–landscape units distinguished within the Roztocze Region located in the central-east Poland. Among 446 units, those representing three typological groups determined by three factors were selected. The factors included (1) the area of the unit; (2) the dominant or characteristic type of ecosystem; and (3) the form of protection. Subsequently, thirteen landscape metrics were calculated with the application of the Fragstats software. The analysis revealed high correlation between the form of nature protection and the majority of the calculated indexes. National park units show the highest landscape diversity and stability of various types of ecosystems. This suggests high conservation efficiency. Landscape park units are distinguished by fragmented patchy composition, and spatial structure even less stable than that of the non-protected areas. The study results show that landscape metrics could be used as an indicator of efficient management of different forms of nature protection. They provide an insight into the structure and functioning of the environment at various levels of its organisation. We particularly found diversity metrics to be useful for indicating whether nature conservation goals are archived, and the size and density metric for measuring human interference in the landscape. The selection and interpretation of indexes should be determined by the specific character of a given area.  相似文献

The effectiveness of conservation plans depends on environmental, ecological, and socioeconomic factors. Global change makes conservation decisions even more challenging. Among others, the components of most concern in modern‐day conservation assessments are as follows: the magnitude of climate and land‐use changes; species dispersal abilities; competition with harmful socioeconomic activities for land use; the number of threatened species to consider; and, relatedly, the available budget to act. Here, we provide a unified framework that quantifies the relative effects of those factors on conservation. We conducted an area‐scheduling work plan in order to identify sets of areas along time in which the persistence expectancies of species are optimized. The approach was illustrated using data of potential distribution of ten nonvolant mammal species in Iberia Peninsula from current time up to 2080. Analyses were conducted considering possible setups among the factors that are likely to critically impact conservation success: three climate/land‐use scenarios; four species’ dispersal kernel curves; six land‐use layer types; and two planning designs, in which assessments were made independently for each species, or joining all species in a single plan. We identified areas for an array of investments levels capable to circumvent the spatial conflicts with socioeconomic activities. The effect of each factor on the estimated species persistence scores was assessed using linear mixed models. Our results evidence that conservation success is highly reliant on the resources available to abate land‐use conflicts. Nonetheless, under the same investment levels, planning design and climate change were the factors that most shaped species persistence scores. The persistence of five species was especially affected by the sole effect of planning design and consequently, larger conservation investments may retard climatic debts. For three species, the negative effects of a changing climate and of multiple‐species planning designs added up, making these species especially at risk. Integrated assessments of the factors most likely to limit species persistence are pivotal to achieve effectiveness.  相似文献

Guerrero is one of the most diverse states of Mexico, containing a large number of endemic and endangered amphibian species. However, it is one of the less protected and studied states of the country. Here, we determined the potential distribution of all amphibian species in a risk category present in Guerrero and defined priority areas for amphibian conservation in the state. We modelled the potential distribution of 32 species using the maximum entropy modelling algorithm. These models were used to define priority areas through systematic conservation planning tools. The most important variables explaining species’ potential distribution were measures of climate variability, particularly temperature seasonality. The priority areas for amphibian conservation identified covered a total area of 12,212.72 km2 and contained an important proportion (almost a third) of the cloud mountain forests of the state. The most important planning units for meeting species targets and the most important planning units in terms of biodiversity overlapped in approximately the same planning units, located in the biogeographic regions of the Sierra Madre del Sur and the Pacific Coast. Finally, from the total priority areas identified, only 0.31% (38.17 km2) is currently protected within the existing natural protected areas in Guerrero. Thus, we consider that it is essential to protect additional natural areas in the state. Areas Voluntarily Destined for Conservation (ADVC) may be a good option; however, action must be taken to ensure the legitimacy of the processes by the local people and to avoid privileging only certain members of the community.  相似文献
