This overview paper provides the historical context for the incorporation of lifestage‐specific concerns in human health risk assessment, briefly explains the process employed in a lifestage framework for risk assessment, and discusses the scientific rationale for how utilizing lifestage data will strengthen the overall risk assessment process. This risk assessment approach will add value by: (1) providing a more complete evaluation of the potential for vulnerability at different lifestages, including a focus on the underlying biological events and incorporation of mode of action information related to different critical developmental periods; (2) evaluating the potential for toxicity during all lifestages after early lifestage exposure; (3) reviewing the importance of integrating exposure information and adverse health effects across lifestages; and (4) serving as a basis to extend some aspects of the children's health risk assessment framework to all lifestages. Environmental problems, such as global warming, the limited supply of sustainable energy, the depletion of natural resources, hazardous emissions released into the atmosphere and waste, are increasing global concerns. Therefore, individuals, communities, and businesses need to address environmental protection and sustainability. Environmental impact assessments are needed to identify, mitigate, and control aspects that affect the environment or a company's products, services, or activities. In this study, a general environmental aspect and impact assessment approach, which can be applied to any company that is involved in the production or service sector, is created. An environmental impact pattern that consists of 10 main and 32 sub-categories was formed based on the ISO 14001, environmental studies and field applications. The developed approach was applied to the dyeing units of a manufacturing firm. Sixteen environmental aspects were identified and assessed using the environmental impact template via the environmental failure mode and effect analysis (E-FMEA) method. The developed-approach can be applied to each sector, which will enable us to perform a detailed analysis of the environmental aspects in the environmental impact category. This approach provides a checklist for the environmental impact studies of businesses and has been pioneered as an effective method for company resources to improve their environmental performance.  相似文献

随着全球水产养殖业的发展,水产动物活体或水产品贸易日益频繁,不可避免地给进口国带来病原风险,造成疾病引入和传播,甚至生物入侵,严重危害水产养殖业的发展。水生动物进口风险评估(IRA),是指从别国或地区进口水生动物活体包括其受精卵、稚鱼、幼鱼、苗种、成体以及商品等的风险分析。风险分析是指对风险事件进行科学、透明、系统分析的一个过程,它由危害识别、风险评估、风险交流和风险管理4个部分构成。目前,常用的风险评估方法有定性风险评估、半定量风险评估和定量风险评估3种。定性风险评估具有灵活性强、适用范围广、易掌握的特点,能够综合各种资料、数据和信息,尤其适合初次风险评估,但容易受评估人员主观因素的影响。定量风险评估可避免主观因素的影响,评估结果准确、可靠,但需要收集大量数据,工作量巨大,评估成本也很高。通常,定性评估结果若能够提供很好的防范措施,则不必进行定量评估。将外来水生病原阻止在引进之初远比引入后根除更加容易。因此,开展水生动物进口风险评估对于阻止水生动物疾病传播和水生态环境破坏具有重要意义,同时也可为各国进行水产贸易提供参考。  相似文献

随着城市化发展和城市人居环境的恶化,城市生态风险越来越受到关注,但尚缺乏有关城市生态风险评价的深入系统研究.本文依据城市生态学原理及生态风险评价框架从驱动力、风险源、风险受体与评价终点,以及生态风险综合评价方法等方面对城市生态风险评价研究进行综述.指出城市经济社会活动类型与程度是城市生态风险产生的主要驱动力;城市生态系统不同等级功能实体和城市整体是城市生态风险评价中的风险受体;城市生态风险评价终点包括城市生态系统结构、过程、功能要素,以及城市整体水平的性质和功能变化;耦合了社会经济需求的生态系统模型是城市生态风险评价方法的发展方向.未来城市生态风险评价研究应明确生态风险管理具体目标,确定综合性评价终点,建立多指标评价体系和综合评价方法.  相似文献

The World Health Organization (WHO) has a commitment to helping Member States achieve safe, sustainable and health-enhancing human environments, protected from biological, chemical and physical agents. The latter includes advising on the health impact of electromagnetic fields (EMFs) and radiation.

The results of the WHO/ICNIRP/NRPB workshop on static magnetic fields, published in this volume, provide a valuable and much needed contribution to the health risk assessment of exposure to static electric and magnetic fields, which is currently being coordinated by the WHO's International EMF Project. This WHO health risk assessment will be published as an environmental health criteria (EHC) monograph in early 2005.

This paper briefly gives an overview of the process of developing the WHO static fields EHC monograph, the criteria applied to studies that could contribute to the EHC, along with the ‘weight-of-evidence’ approach to health risk assessment. In addition, there is an increasing awareness of the need to account for uncertainty in the science database. This is traditionally addressed by further research, and the EMF project addresses these needs through the development of a ‘research agenda’. However, research programmes may take several years to complete, and the long latency associated with diseases such as cancer in people may also preclude a rapid outcome in some studies. The issue of current uncertainty is being addressed by the WHO EMF project through the development of a ‘precautionary framework’ in which precautionary measures will be applied to policy recommendations.  相似文献

基于生态系统服务和生态系统健康的生态风险评估框架为城市群生态风险管理和国土生态修复提供新的视角。以生态风险评估框架为基础,综合运用生态系统服务、生态系统健康评估模型以及相关分析法对长株潭城市群展开生态风险评价,并对风险程度进行分类。结果表明:(1)城市群的城市化水平提升,区域生态风险也随之增加。生态系统服务价值、生态系统组织、生态系统活力、生态系统弹性等生态指数呈现下降趋势。(2)人工表面比率和生态指数之间的Pearson相关系数表明,人工表面比率与生态指数之间存在负相关关系,人工表面比率是生态风险提升的关键因素。(3)城市群人工表面比率要控制在36%以下,以进行生态风险管理和国土生态修复。总的来说,评价框架可以作为区域生态风险的评价终点。  相似文献

区域生态风险评价具有多风险因子、多风险受体、多评价终点、强调不确定性因素以及空间异质性的特点,它与传统的生态风险评价在风险源、胁迫因子和评价尺度上具有明显区别。尝试建立了一个基于陆地生态系统的区域生态风险评价框架,同时针对目前区域生态风险评价的研究现状,指出不确定性分析、尺度外推难、评价指标不统一、评价标准不统一、风险因子筛选及优先排序、区域内污染物复合、水生过渡到陆生生态系统风险评价、特殊的人为因素等是目前区域生态风险评价存在的关键问题及难点所在,并提出解决这些问题可能所需的工具、手段和理论方法突破。最后指出区域生态风险观测与数据采集加工、区域生态风险指标体系的统一与整合、区域生态风险评价方法论、区域生态风险的空间分布特征与表达以及区域生态风险评价反馈与管理机制5个方面是区域生态风险评价未来的研究重点。  相似文献

The murine local lymph node assay is a novel predictive test for the identification of skin sensitizing chemicals. The method measures sensitization potential of a chemical in mice as a function of proliferative activity induced in lymph nodes draining the site of topical exposure to that test chemical. Here we describe the use of the local lymph node assay for evaluation of the relative potency of skin sensitizing chemicals via derivation of the concentration required to produce a threshold positive reaction. Subsequently, the development of risk assessments based on comparisons with index contact allergens is outlined.  相似文献

Occupational Health and Safety (OHS) is a basis to reduce occupational accidents in an acceptable level, and it covers employee health, safety, and welfare in the workplaces. Hospitals as the largest employer group in healthcare industry in Turkey face major hazards categorized as chemical, biological, physical, ergonomic, and psychosocial risks. Although Turkey demonstrates rapid economic growth, OHS practices have not been fully put into practice, and necessary attention has not been paid to the health industry. For this reason, this paper aims to assess risks for health staff, contribute for planning of health services, and enhance regulations. A case study was carried out in a leading hospital in Turkey using a two-stage fuzzy multi-criteria approach, which provides more consistency in decision-making process and gives an appropriate final rank of hazard types. Fuzzy Analytic Hierarchy Process (FAHP) is used in weighing five risk parameters, which are severity, occurrence, undetectability, sensitivity to maintenance non-execution, and sensitivity to personal protective equipment (PPE) non-utilization. The fuzzy VIKOR (FVIKOR) approach is then applied for prioritization of hazard types in each department of the hospital. On conclusion of the hazard control hierarchy, measures are overtaken for the hazards, and areas open for improvement are presented.  相似文献

Regional environmental risk assessment has been a significant means of environmental management and decision-making. To assess the regional integrated environmental risk at a nationwide scale, a new index system named the Hazard, Intensity, Vulnerability, and Effectiveness (HIVE) model was designed and evolved from previous researches. The HIVE model consisted of a relatively complete framework with accessible indexes related to environment and social economy, and it considered different risk sources, pathways, and receptors as well as the influence of the risk control. As an important segment of the assessment process, a simple gridding information diffusion method was also proposed to assess the diffusion effect of risk factors in nationwide rivers. Taking China as a case study, this study calculated the environmental risk value of every sub-unit. Through the clustering function of Statistical Package for Social Sciences and the visual representation of a geographic information system, the study area was divided into nine zones that were visualized on maps according to their different risk levels and risk characteristics. This study also identified the dominant factors of each zone, which could provide the foundation for regional environmental management. Moreover, the results implied some significant correlations between risk system components and the regional social economy in China.  相似文献

Abstract

Ambient PM2.5 data in the Central Business District (CBD) of Bangkok monitored by Pollution Control Department and Bangkok Metropolitan Administration were collected over three years in Bangkok from 2015 to 2017. The other air pollutions data were used as the dependent variables to develop mathematic models with statistical distribution technique. Multiple linear regression technique was selected as the main statistical distribution methodology for estimating PM2.5 concentrations in non-monitored areas. The predicted PM2.5 concentrations were validated against the measured PM2.5 concentrations by various statistical techniques. The validation found that the model had strong significant correlations for ambient and roadside area with R 2?=?0.88 and 0.96, respectively. The non-carcinogenic health risk assessment of PM2.5 was quantified as the hazard quotient (HQ) from both the measured and predicted data. The risk areas and HQ were compared using the inverse distance weighting interpolation technique and illustrated as GIS-based maps. During December to February, the HQ values of PM2.5 were exceed 1 (HQs?>?1) at all area of CBD; however, the highest HQ was found in the southern part of CBD. The finding could be used for residential health awareness in that area.  相似文献

Aims:  To describe the approach used in conducting a fit‐for‐purpose risk assessment of microbiological human pathogens associated with fresh fruit and the risk management recommendations made. Methods and Results:  A qualitative risk assessment for microbiological hazards in fresh fruit was carried out based on the Codex Alimentarius (Codex) framework, modified to consider multiple hazards and all fresh (whole) fruits. The assessment determines 14 significant bacterial, viral, protozoal and nematodal hazards associated with fresh produce, assesses the probable level of exposure from fresh fruit, concludes on the risk from each hazard, and considers and recommends risk management actions. A review of potential risk management options allowed the comparison of effectiveness with the potential exposure to each hazard. Conclusions:  Washing to a recommended protocol is an appropriate risk management action for the vast majority of consumption events, particularly when good agricultural and hygienic practices are followed and with the addition of refrigerated storage for low acid fruit. Additional safeguards are recommended for aggregate fruits with respect to the risk from protozoa. Significance and Impact of the Study:  The potentially complex process of assessing the risks of multiple hazards in multiple but similar commodities can be simplified in a qualitative assessment approach that employs the Codex methodology.  相似文献

Abstract

The environment is a complex system where humans, materials (e.g. pollutants), and ecological (e.g. plants, animals, microbes) and meteorological conditions interact with each other. The impact of humans potentially causes significant damage to either the environment (e.g. oil spills may pollute coastal ecosystems) or turns against humans themselves by favoring the growth of unwanted species (e.g. poor sanitation increases microbial populations that cause the risk of large numbers of humans falling ill). Thus, this paper presents a flexible method for quantifying either ecological risks (i.e. the percentage likelihood of adverse effects on the ecosystem due to its exposure to stressors such as chemicals, fishing, etc.) or microbial risks (i.e. the likelihood of negative effects in humans due to their exposure to microbial pathogens). The method uses population modeling to simulate future changes in the numbers of key-species (e.g. fish, corals, sharks, parasites), in various scenarios including the impacts of humans, adverse weather and risk management. Finally, risk is calculated as the probability of the quasi-extinction or quasi-explosion of key-species over time, and then is categorized so that the risks involved may be better communicated to decision-makers. Using the method is illustrated in three different real cases in Brazil.  相似文献

Recent advances in genetic toxicity (mutagenicity) testing methods and in approaches to performing risk assessment are prompting a renewed effort to harmonize genotoxicity risk assessment across the world. The US Environmental Protection Agency (EPA) first published Guidelines for Mutagenicity Risk Assessment in 1986 that focused mainly on transmissible germ cell genetic risk. Somatic cell genetic risk has also been a risk consideration, usually in support of carcinogenicity assessments. EPA and other international regulatory bodies have published mutagenicity testing requirements for agents (pesticides, pharmaceuticals, etc.) to generate data for use in genotoxicity risk assessments. The scheme that follows provides a proposed harmonization approach in which genotoxicity assessments are fully developed within the risk assessment paradigm used by EPA, and sets out a process that integrates newer thinking in testing battery design with the risk assessment process. A classification strategy for agents based on inherent genotoxicity, dose-responses observed in the data, and an exposure analysis is proposed. The classification leads to an initial level of concern for genotoxic risk to humans. A total risk characterization is performed using all relevant toxicity data and a comprehensive exposure evaluation in association with the genotoxicity data. The result of this characterization is ultimately used to generate a final level of concern for genotoxic risk to humans. The final level of concern and characterized genotoxicity risk assessment are communicated to decision makers for possible regulatory action(s) and to the public.  相似文献

The International Program on Chemical Safety (IPCS), a collaborative program of the United Nations Environment Program, the International Labour Organization (ILO), and the World Health Organization (WHO), includes the Environmental Health Criteria (EHC) Program inaugurated in 1973 by WHO. These EHC are integrated evaluations of the human health and environmental risks from exposure to specific chemicals carried out by a group of international scientists. Boron (B) was evaluated at an IPCS Task Group (TG) convened in November 1996. All TGs are convened under WHO rules and procedures. These procedures relate the overall process used to prepare an EHC including transparency of the process, conflict of interest, the roles of Members and Observers, and the conduct of the TG. The scope and purpose of an EHC, for an element such as B, and its possible role in national and international chemical safety programs will be discussed. In the early 1990s, countries asked that IPCS request TGs to prepare, where data permit, health-based guidance values (GVs) (both total daily intake and to recommend health-based guidelines for various environmental media). This final evaluation in an EHC reflects the collective consensus view of the TG Members. To foster the use of consistent methodology by TGs, IPCS prepared in 1994 an EHC on the methodology for the preparation of GVs for human exposure limits (EHC 170). In developing their final evaluation, TGs have been asked to consider using this methodology. This was done by the TG on B, and a total daily intake for humans of 0.4 mg/kg body wt was derived from animal studies of reproductive and developmental effects in rodents and pharmacokinetic data from both animals and humans. The application of the methodology described in EHC 170 regarding choice of critical effect and uncertainty factors will be discussed.  相似文献

The threat of metal contamination of roadside agricultural soils poses severe ecological risks throughout the globe due to dual contamination by intensive agriculture and traffic-related activities. Therefore, the present study was conducted to assess ecological risks posed by metals (Cd, Co, Cr, Cu, Fe, Mn, Pb, and Zn) in intensively cultivated roadside agricultural soils of Punjab, India. The results of the contamination assessment factors i.e. Contamination Factor (CF) and Enrichment Factor (EF) indicated that the studied soils were moderately to highly contaminated with metals. It was observed that the Modified Risk Index (MRI), which is based upon EF, indicated the ecological risks of metals more efficiently than the traditional Ecological Risk Index (RI), which is based upon CF in the present study. The MRI values indicated that the metals posed considerable to high risk in 67.86% samples as compared to only 7.14% samples based upon RI values. Thus, MRI can be considered as a more efficient risk indicator in comparison to RI. Spatial distribution maps of MRI indicated to higher metal contamination in inner urban parts of study area due to higher traffic and industrial activities.  相似文献

The aim of the study is to conduct an ecological risk assessment of accidental release of flowback water into freshwater body. Flowback water produced from the hydraulic fracturing process has a complex combination of high concentration of salts, organic compounds and metals. The toxicity of flowback water is assessed and an exposure assessment method for the inorganic constituents of the flowback water is developed. An equation for risk is derived to characterize the risk of the flowback water to the aquatic ecology. A case study is conducted for accidental release of hydraulic fracturing flowback water in Montney unconventional play trend in northern British Columbia. The flowback water quality data for 212 wells, including the concentrations of various salt ions, metal ions, and hydrogen sulfide, is collected for the assessment. The risk quotient is found to be 0.16 (<1), proving no significant risk to the aquatic ecosystem with 90% confidence. However, the overall results of the uncertainty and scenario analysis concludes that the risk to the ecology cannot be completely overlooked. Scenario analysis was done for monthly creek discharge and a relationship between risk quotient and the ratio of spill volume to the creek discharge was derived.  相似文献
