Terrestrial protected areas (PAs) are cornerstones of global biodiversity conservation. Their efficacy in terms of maintaining biodiversity is, however, much debated. Studies to date have been unable to provide a general answer as to PA conservation efficacy because of their typically restricted geographic and/or taxonomic focus, or qualitative approaches focusing on proxies for biodiversity, such as deforestation. Given the rarity of historical data to enable comparisons of biodiversity before/after PA establishment, many smaller scale studies over the past 30 years have directly compared biodiversity inside PAs to that of surrounding areas, which provides one measure of PA ecological performance. Here we use a meta-analysis of such studies (N = 86) to test if PAs contain higher biodiversity values than surrounding areas, and so assess their contribution to determining PA efficacy. We find that PAs generally have higher abundances of individual species, higher assemblage abundances, and higher species richness values compared with alternative land uses. Local scale studies in combination thus show that PAs retain more biodiversity than alternative land use areas. Nonetheless, much variation is present in the effect sizes, which underscores the context-specificity of PA efficacy. 相似文献

Complementarity and cost-efficiency are widely used principles for protected area network design. Despite the wide use and robust theoretical underpinnings, their effects on the performance and patterns of priority areas are rarely studied in detail. Here we compare two approaches for identifying the management priority areas inside the global protected area network: 1) a scoring-based approach, used in recently published analysis and 2) a spatial prioritization method, which accounts for complementarity and area-efficiency. Using the same IUCN species distribution data the complementarity method found an equal-area set of priority areas with double the mean species ranges covered compared to the scoring-based approach. The complementarity set also had 72% more species with full ranges covered, and lacked any coverage only for half of the species compared to the scoring approach. Protected areas in our complementarity-based solution were on average smaller and geographically more scattered. The large difference between the two solutions highlights the need for critical thinking about the selected prioritization method. According to our analysis, accounting for complementarity and area-efficiency can lead to considerable improvements when setting management priorities for the global protected area network. 相似文献

This paper examines the relationship between protected and endangered riverine species (target species) and hydrodynamics
in river-floodplain ecosystems, combining ecological and policy-legal aspects of biodiversity conservation in river management.
The importance of different hydrodynamic conditions along a lateral gradient was quantified for various taxonomic groups.
Our results show that (i) target species require ecotopes along the entire hydrodynamic gradient; (ii) different parts of
the hydrodynamic gradient are important to different species, belonging to different taxonomic groups; (iii) in particular
low-dynamic parts are important for many species and (iv) species differ in their specificity for hydrodynamic conditions.
Many species of higher plants, fish and butterflies have a narrow range for hydrodynamics and many species of birds and mammals
use ecotopes along the entire gradient. Even when focussing only on target species, the entire natural hydrodynamic gradient
is important. This means that the riverine species assemblage as a whole can benefit from measures focussing on target species
only. River reconstruction and management should aim at re-establishing the entire hydrodynamic gradient, increasing the spatial

International policy is placing increasing emphasis on adaptation to climate change, including the allocation of new funds to assist adaptation efforts. Climate change adaptation funding may be most effective where it meets integrated goals, but global geographic priorities based on multiple development and ecological criteria are not well characterized. Here we show that human and natural adaptation needs related to maintaining agricultural productivity and ecosystem integrity intersect in ten major areas globally, providing a coherent set of international priorities for adaptation funding. An additional seven regional areas are identified as worthy of additional study. The priority areas are locations where changes in crop suitability affecting impoverished farmers intersect with changes in ranges of restricted-range species. Agreement among multiple climate models and emissions scenarios suggests that these priorities are robust. Adaptation funding directed to these areas could simultaneously address multiple international policy goals, including poverty reduction, protecting agricultural production and safeguarding ecosystem services. 相似文献

Global biodiversity hotspots contain exceptional concentrations of endemic species in areas of escalating habitat loss. However, most hotspots are geographically constrained and consequently vulnerable to climate change as there is limited ability for the movement of species to less hostile conditions. Predicted changes to rainfall and temperature will undoubtedly further impact on freshwater ecosystems in these hotspots. Southwestern Australia is a biodiversity hotspot and, as one of the first to experience significant climate change, is an example and potentially a global bellwether for issues associated with river restoration. In this hotspot, current and predicted water temperatures may exceed thermal tolerances of aquatic fauna. Gondwanic aquatic fauna, characteristic of southwestern Australia, are typically cold stenotherms and consequently intolerant of elevated temperatures. The hotspot in southwestern Australia is geographically restricted being surrounded by ocean and desert, and many important national parks are located on the extreme south coast, where the landscape is relatively flat. Consequently, fauna cannot change their distribution southwards or with altitude as a response to increasing temperatures. Therefore, any mitigation responses need to be in situ to produce a suitable biophysical envelope to enhance species' resilience. This could be through “over restoration” by increased riparian replanting at a catchment scale. A rule‐of‐thumb of a 10% increase in riparian cover would be required to reduce water temperatures by 1°C. These restoration techniques are considered applicable to other global biodiversity hotspots where geography constrains species' movement and the present condition is the desired restoration endpoint. 相似文献

Conservation research aims at understanding whether present protection schemes are adequate for the maintenance of ecosystems structure and function across time. We evaluated long-term variation in rocky reef communities by comparing sites surveyed in 1993 and again in 2008. This research took place in Tigullio Gulf, an emblematic case study where various conservation measures, including a marine protected area, have been implemented to manage multiple human uses. Contrary to our prediction that protection should have favored ecosystem stability, we found that communities subjected to conservation measures (especially within the marine protected area) exhibited the greatest variation toward architectural complexity loss. Between 1993 and 2008, chronic anthropogenic pressures (especially organic load) that had already altered unprotected sites in 1993 expanded their influence into protected areas. This expansion of human pressure likely explains our observed changes in the benthic communities. Our results suggest that adaptive ecosystem-based management (EBM), that is management taking into account human interactions, informed by continuous monitoring, is needed in order to attempt reversing the current trend towards less architecturally complex communities. Protected areas are not sufficient to stop ecosystem alteration by pressures coming from outside. Monitoring, and consequent management actions, should therefore extend to cover the relevant scales of those pressures. 相似文献

Protected areas (PAs) not only serve as refuges of biodiversity conservation but are also part of large ecosystems and are vulnerable to change caused by human activity from surrounding lands, especially in biodiversity hotspots. Assessing threats to PAs and surrounding areas is therefore a critical step in effective conservation planning. We apply a threat framework as a means of quantitatively assessing local and surrounding threats to different types of PAs with gradient buffers, and to main ecoregions in the Hengduan Mountain Hotspot of southwest China. Our findings show that national protected areas (NPAs) have lower and significantly lower threat values (p<0.05) than provincial protected areas (PPAs) and other protected areas (OPAs), respectively, which indicates that NPAs are lands with a lower threat level and higher levels of protection and management. PAs have clear edge effects, as the proportion of areas with low threat levels decline dramatically in the 5-kilometer buffers just outside the PAs. However, NPAs suffered greater declines (58.3%) than PPAs (34.8%) and OPAs (33.4%) in the 5-kilometer buffers. Moreover, a significant positive correlation was found between the size of PAs and the proportion of areas with low threat levels that they contained in both PAs and PA buffers (p<0.01). To control or mitigate current threats at the regional scale, PA managers often require quantitative information related to threat intensities and spatial distribution. The threat assessment in the Hengduan Mountain Hotspot will be useful to policy makers and managers in their efforts to establish effective plans and target-oriented management strategies. 相似文献

Locally-established marine protected areas (MPAs) have been proven to achieve local-scale fisheries and conservation objectives. However, since many of these MPAs were not designed to form ecologically-connected networks, their contributions to broader-scale goals such as complementarity and connectivity can be limited. In contrast, integrated networks of MPAs designed with systematic conservation planning are assumed to be more effective—ecologically, socially, and economically—than collections of locally-established MPAs. There is, however, little empirical evidence that clearly demonstrates the supposed advantages of systematic MPA networks. A key reason is the poor record of implementation of systematic plans attributable to lack of local buy-in. An intermediate scenario for the expansion of MPAs is scaling up of local decisions, whereby locally-driven MPA initiatives are coordinated through collaborative partnerships among local governments and their communities. Coordination has the potential to extend the benefits of individual MPAs and perhaps to approach the potential benefits offered by systematic MPA networks. We evaluated the benefits of scaling up local MPAs to form networks by simulating seven expansion scenarios for MPAs in the Verde Island Passage, central Philippines. The scenarios were: uncoordinated community-based establishment of MPAs; two scenarios reflecting different levels of coordinated MPA expansion through collaborative partnerships; and four scenarios guided by systematic conservation planning with different contexts for governance. For each scenario, we measured benefits through time in terms of achievement of objectives for representation of marine habitats. We found that: in any governance context, systematic networks were more efficient than non-systematic ones; systematic networks were more efficient in broader governance contexts; and, contrary to expectations but with caveats, the uncoordinated scenario was slightly more efficient than the coordinated scenarios. Overall, however, coordinated MPA networks have the potential to be more efficient than the uncoordinated ones, especially when coordinated planning uses systematic methods. 相似文献

Protecting and promoting recovery of species at risk of extinction is a critical component of biodiversity conservation. In Canada, the Committee on the Status of Endangered Wildlife in Canada (COSEWIC) determines whether species are at risk of extinction or extirpation, and has conducted these assessments since 1977. We examined trends in COSEWIC assessments to identify whether at-risk species that have been assessed more than once tended to improve, remain constant, or deteriorate in status, as a way of assessing the effectiveness of biodiversity conservation in Canada. Of 369 species that met our criteria for examination, 115 deteriorated, 202 remained unchanged, and 52 improved in status. Only 20 species (5.4%) improved to the point where they were ‘not at risk’, and five of those were due to increased sampling efforts rather than an increase in population size. Species outcomes were also dependent on the severity of their initial assessment; for example, 47% of species that were initially listed as special concern deteriorated between assessments. After receiving an at-risk assessment by COSEWIC, a species is considered for listing under the federal Species at Risk Act (SARA), which is the primary national tool that mandates protection for at-risk species. We examined whether SARA-listing was associated with improved COSEWIC assessment outcomes relative to unlisted species. Of 305 species that had multiple assessments and were SARA-listed, 221 were listed at a level that required identification and protection of critical habitat; however, critical habitat was fully identified for only 56 of these species. We suggest that the Canadian government should formally identify and protect critical habitat, as is required by existing legislation. In addition, our finding that at-risk species in Canada rarely recover leads us to recommend that every effort be made to actively prevent species from becoming at-risk in the first place. 相似文献

针对日益严峻的生物多样性丧失形势,国际社会于2010年通过了《生物多样性战略计划》(2011-2020年)。该战略计划确定了2020年全球生物多样性目标。采用“压力-状态-惠益-响应”模型,建立了评估2020年目标进展的指标体系。该指标体系包括生物多样性现状、生态系统服务、压力和响应4个方面,涉及17个一级指标、42个二级指标。研究表明,除目标2、16和18因缺乏相应指标无法评估外,目标1、3、4、5、7、10、11、14、15、17、19、20的相关评估指标均有不同程度的改善,表明这些目标的实施正沿着正确的轨道推进,特别是目标3(鼓励措施)、目标5(减少生境退化和丧失)、目标11(强化保护区系统和有效管理)、目标14(恢复和保障重要生态系统服务)、目标15(增强生态系统的复原力和碳储量)进展较大;但目标5中的草原生态系统保护,目标6(可持续渔业)、目标8(控制环境污染)、目标9(防治外来入侵物种)、目标12(保护受威胁物种)、目标13(保护遗传资源)的相关评估指标大多呈现恶化的趋势,表明虽然已开展了大量工作,但尚需采取更加有效的策略和措施才能实现这些目标。今后应进一步开发生物多样性价值、可持续消费、生态退化、农林渔业对生物多样性的影响、气候变化对生物多样性的影响、保护区的生态代表性和管理有效性、遗传资源和相关传统知识的获取与惠益分享等方面的指标,更加重视生态功能和生物多样性的恢复,重视濒危物种和遗传资源的保护以及外来入侵物种的防控。 相似文献

The Atlantic Forest (AF) of Brazil is a highly endangered natural ecosystem whose rural human inhabitant’s socioeconomic and
health situation also is generally precarious. Using a transdisciplinary and participatory methodology, the different characteristics
of rural populations living near three protected areas in Santa Teresa—ES, Brazil, were investigated in a pilot project examining
the human groups and the biodiversity of the region. This article presents a general overview of the project, its bioanthropological
methodology, socioeconomic, demographic, environmental perception, and sanitary findings, and their possible implications
for the three protected areas. A total of 178 families, living in 119 properties participated in the research. The water and
sanitation infrastructure of these properties is often poor, over 85% of the cultivated land is used for products which make
heavy use of pesticides and chemical fertilizers, education levels are low, and two-thirds of the inhabitants do not perceive
a value in the protected areas. Hunting and extraction of forest products in the areas is common and many local animal species
are highly endangered. Considering that the AF protected areas are under intense anthropogenic pressure, it is imperative
to study their surrounding populations in order to propose initiatives that can contribute simultaneously to environmental
conservation and the improvement of their quality of life. The project is based on the participation of the local population

People value the existence of a variety of marine species and habitats, many of which are negatively impacted by human activities. The Convention on Biological Diversity and other international and national policy agreements have set broad goals for reducing the rate of biodiversity loss. However, efforts to conserve biodiversity cannot be effective without comprehensive metrics both to assess progress towards meeting conservation goals and to account for measures that reduce pressures so that positive actions are encouraged. We developed an index based on a global assessment of the condition of marine biodiversity using publically available data to estimate the condition of species and habitats within 151 coastal countries. Our assessment also included data on social and ecological pressures on biodiversity as well as variables that indicate whether good governance is in place to reduce them. Thus, our index is a social as well as ecological measure of the current and likely future status of biodiversity. As part of our analyses, we set explicit reference points or targets that provide benchmarks for success and allow for comparative assessment of current conditions. Overall country-level scores ranged from 43 to 95 on a scale of 1 to 100, but countries that scored high for species did not necessarily score high for habitats. Although most current status scores were relatively high, likely future status scores for biodiversity were much lower in most countries due to negative trends for both species and habitats. We also found a strong positive relationship between the Human Development Index and resilience measures that could promote greater sustainability by reducing pressures. This relationship suggests that many developing countries lack effective governance, further jeopardizing their ability to maintain species and habitats in the future. 相似文献
