Zimbabwe is devolving substantial wildlife management responsibility to local government, and ultimately to local communities, through its Communal Areas Management Program for Indigenous Resources (CAMPFIRE) program. This paper's purpose is to explore the notion that CAMPFIRE offers a useful model for sustainable development discussions by examining the program's impacts in one case study location. It presents a legislative history of the CAMPFIRE Program before specifying the spatial criteria that explain ideal CAMPFIRE sites. Thereafter, it reports results from a study of the development impacts of locally controlled wildlife management in Masoka, an isolated CAMPFIRE community in the Zambezi Valley. The village has developed a land use plan, fenced its fields and settlements, reduced wild animal attacks on people and crops, provided access to primary education for both boys and girls, created local employment, and provided money for household food purchases during a severe drought. In Masoka, the implementation of CAMPFIRE seems to successfully provide incentives to protect megafauna and their habitats. For Masoka, CAMPFIRE has provided an alternative model to statist solutions emphasizing centralized control for biodiversity conservation purposes.  相似文献

This article assesses the traditional systems of accessing and using plant genetic resources as well as the benefit sharing and systems of sanctioning infringement in the context of biodiversity related activities in specific areas in the Northwest province of Cameroon. The article also addresses the type research and development activities using plant genetic resources and associated traditional knowledge in the context of Cameroon, the current laws regulating such activities and the extent to which these activities and laws affect and/or protect the customary biodiversity rights of rural communities. The article uses these assessments to suggest the context under which asui generis legislation for the protection of the biodiversity rights of rural communities can be established in Cameroon.  相似文献

The concern over sustainable livelihoods in African drylands is an issue that has received considerable attention from researchers and policy makers alike. Over the past two decades African rural areas have undergone rapid changes, whereby, rural income diversification has become the most salient feature. With a particular focus on dryland ecosystems, among the major challenges facing communities in these areas is recurrent drought leading to conditions of food insecurity. This paper draws on experience on coping mechanisms for food insecurity from an agro-pastoral community in Mvumi, located in the semiarid areas of central Tanzania. An understanding of livelihoods of people in this area has involved examining how communities have managed to adjust their livelihood in the midst of challenges resulting not only from drought but also from various forces such as socio–economic, political and ecological factors. It has been found out that, despite profound food crisis in this area, people are not always desperate and that there are possibilities for realizing some hidden potentials of dryland resources for livelihood diversification. The issue of sustainable natural resource management in such areas is, however, questionable because of some adverse environmental effects associated with some of the coping mechanisms.  相似文献

African wildlife populations and their habitats are dwindling outside ofstate-protected areas due to escalating human demands on natural resources,while the effective enforcement of conservation legislation is impracticableacross most of the continent. A particular conservation crisis is looming insouthern Africa, where extensive wildlife areas are rapidly giving way tosubsistence agropastoralism. The concept of community-based wildlife management(CBWM) has been embraced by donor agencies as a hopeful solution in areas whereadequate wildlife resources persist and agricultural potential is marginal. Theconservation value of CBWM depends, however, on communities having specificinformation to evaluate the sustainable benefits of wildlife in comparison withalternative landuse options. Furthermore, simple but scientifically soundmonitoring procedures are required to ensure that the offtake from wildlifepopulations is kept within sustainable limits. This paper draws together keyecological issues of relevance to CBWM in southern African savannas andidentifies topics requiring further attention from ecologists. The aim is toassist conservation and development agencies in providing prompt and appropriatetechnical support to communities in areas where opportunities for CBWM stillexist but could soon be foreclosed.  相似文献

Communal Areas Management Programme for Indigenous Resources (CAMPFIRE) is a long-term programmatic approach to rural development that uses wildlife and other natural resources as a mechanism for promoting devolved rural institutions and improved governance and livelihoods. The cornerstone of CAMPFIRE is the right to manage, use, dispose of, and benefit from these resources. Between 1989 and 2006, CAMPFIRE income, mostly from high valued safari hunting, totalled nearly USD 30 million, of which 52 allocated to sub-district wards and villages for community projects and household benefits. Whilst a number of assumptions underlying the success of CAMPFIRE as an innovative model for CBNRM have yet to be met, CAMPFIRE confirms the concept that devolving responsibility and accountability for natural resource management can be highly effective for the collective and participatory management of such resources. Elephant numbers in CAMPFIRE areas have increased and buffalo numbers are either stable or decreased slightly during the life of the programme. However, offtake quotas for these two species have increased with a concomitant decline in trophy quality. Although the amount of wildlife habitat diminished after 1980, following the commencement of CAMPFIRE the rate of habitat loss slowed down and in some specific instances was even reversed. More recently there has been increased pressure on habitats and other natural resources as a consequence of deterioraa  30 million, of which 52% was allocated to sub-district wards and villages for community projects and household benefits. Where devolution has been successful, promising results have been achieved and the recent acceptance and implementation of direct payments to communities is probably the most significant development since 2000. That this has happened can be attributed to CAMPFIRE enabling communities to maximize their roles within the existing set of rules, and by so doing, allowing these rules to be challenged. Donor (73%) and government (27%) investments into the programme amounted to 35 million during the period 1989 to 2003. Since 2003 however, donor funding has been reduced to <$600,000 over the past 5 years.  相似文献

The mainstream view in natural resource management in African drylands has been that local people are responsible for natural resource degradation. Today, alternative views or new paradigms are emerging in several fields. These new paradigms, which support decentralization of natural resource management, are discussed in relation to the ongoing decentralization process in Mali. During the colonial period, heavily centralized governments were installed in all the French colonies. This structure was maintained by Malian governments after independence. However, following the recent transition to democracy, a decentralizing reform is being implemented. It is presently not clear whether these reforms will lead to mere deconcentration, involving the redistribution of administrative responsibilities within the central government, or whether Mali is heading toward real decentralization, devolving decision making powers to local communities. The gestion de terroir approach, which may be a useful tool in achieving decentralization in farming communities, would, in pastoral areas, cause more damage than benefit.  相似文献

Today, Japan strives to preserve some of its rural Satoyama landscapes in a sustainable way in order to ensure the survival of some well-functioning rural ecosystems in the face of continuing urbanization on the one hand and the neglect of such landscapes on the other. In the Lake Biwa watershed area in Shiga Prefecture, Satoyama landscapes comprise woodlands, grasslands, dry and wet fields, residential areas, and the lakeshore. The area today faces two major challenges: first, how to use local natural resources in a sustainable way to avoid further neglect or destruction of Satoyama landscapes; and second, how to reorganize the management of Satoyama forest and lakeshore resources. The results of our investigation showed how solutions to the above issues were found in the context of lakeshore projects aimed at restoring reed (Phragmites communis) communities, which are important component of the Lake Biwa Satoyama landscape. Since 2002, four such projects have been successfully undertaken through the efficient use of local forest resources, mainly wood and bamboo, in wave dissipation structures and jetties which facilitate the expansion of reed communities. Management was reorganized and now consists of stakeholders which include the original Satoyama management communities, governmental bodies, resident and nonresident citizens, and nongovernmental and nonprofit organizations. The projects are a unique attempt to revive Satoyama watershed landscapes, and may serve as models in other watershed areas.  相似文献

High population growth and deteriorating economic conditions imperil Africa's natural environment. Conservationists are trying to cope with the threat by working in rural communities. Yet it is unclear whether they can be effective when social and economic change in rural areas is so rapid. Northeast Swaziland provides a case study. The landscape has been transformed since the 1950s, and conservationists are the only people now giving nature conservation a high priority. Land uses incompatible with local nature reserves are supported because they provide jobs. Thus, conservationists find themselves facing a world where wildlife is increasingly devalued as the forces of change accelerate. This paper concludes: (1) conservationists must expand their influence into rural communities, (2) an integrated development and conservation plan is required for northeastern Swaziland, and (3) only the alleviation of poverty will secure the future of nature conservation in Swaziland as well as the rest of Africa.  相似文献

This paper retraces: (1) the promulgation of protectionist wildlife policies by colonial administrators at the turn of the 19th Century in Zimbabwe, and their evolutionary trajectory over distinct time periods, (2) the paradigmatic shift and the extent of evolution of wildlife policies with respect to the devolution thrust and local community participation to date. The aim is to re-ignite and keep alive the debate for the improvement of local community livelihoods by meeting their aspirations and addressing poverty. Another section explores the robustness of local community institutional framework following decades of research on their efficacy in the face of internal weaknesses and external pressures. This is discussed in the context of contested devolution and decentralisation concepts which not in the distant past became fashionable rhetoric in the field of local community empowerment in natural resource management. Areas of contests have been explored using a case study approach. Extensive literature consultation and gleaning of 127 published and relevant sources cutting across national, regional and global realms reveal that Zimbabwe and most southern African countries have evolved progressive policies. However, consistent with most literature, the implementation of these otherwise progressive policies remains problematic. Hence, the question, ‘when will community-based wildlife conservation initiatives like communal areas management programme for indigenous resources (CAMPFIRE) achieve their initially intended goals of devolution?’ remains largely unaddressed.  相似文献

Pursuing the rural idyll for retirement is especially a popular age-old dream for Taiwan people. Farming for health is an emerging trend, which drivers to initiate a green care service based on a combination of agriculture resources and traditional care. The purposes of this study were to assess the feasibility of green care in rural communities and to propose implementation strategies for varied rural area types in Taiwan. This study was conducted with two stags. A feasibility study comprising two aspects of political and environmental feasibilities was assessed in the first stage. The political feasibility was assessed based on social demand and government policies. Accordingly, three alternative models for senior green care participation were proposed, including green occupational therapy (for residents), rural long-stay tourism (for tourists), and agricultural working holiday (for volunteers). The environmental feasibility assessment was conducted in 102 rural communities in northern Taiwan. Five indexes, including the natural environment, rural resources, public facilities, senior care, and community capacity, were used to evaluate the potential of communities for developing green care. The results showed that green care implementing active aging in place in rural areas is feasible. Seventeen communities with plentiful or unique rural resources and high-quality community capacity were recommended as potential communities. In the second stage, a multiple case study was conducted in three communities representing different alternative models of green care. The community leader interviews, on-site investigations, vision forum, and operation workshop were adopted to propose the implementation strategies of green care for three communities, respectively, including human resource, volunteer or tourist management, revenue distribution, and marketing.

Coral reef conservation strategies such as marine protected areas have met limited success in many developing countries. Some researchers attribute part of these shortcomings to inadequate attention to the social context of conserving marine resources. To gain insights into applying Western conservation theory more successfully in the socioeconomic context of developing countries, this study examines how long-enduring, customary reef closures appear to reflect local socioeconomic conditions in two Papua New Guinean communities. Attributes of the customary management (including size, shape, permanence, and gear restrictions) are examined in relation to prevailing socioeconomic conditions (including resource users’ ability to switch gears, fishing grounds, and occupations). Customary closures in the two communities appear to reflect local socioeconomic circumstances in three ways. First, in situations where people can readily switch between occupations, full closures are acceptable with periodic harvests to benefit from the closure. In comparison, communities with high dependence on the marine resources are more conducive to employing strategies that restrict certain gear types while still allowing others. Second, where there is multiple clan and family spatial ownership of resources, the communities have one closure per clan/family; one large no-take area would have disproportionate affect on those compared to the rest of the community. In contrast, communities that have joint ownership can establish one large closure as long as there are other areas available to harvest. Third, historical and trade relationships with neighboring communities can influence regulations by creating the need for occasional harvests to provide fish for feasts. This study further demonstrates the importance of understanding the socioeconomic context of factors such as community governance and levels of dependence for the conservation of marine resources.  相似文献

Rural areas of the developing world have become increasingly integrated into the world economy through both production and consumption during the last decades. This growing integration shapes the development of communities and influences their relationship to the natural environment. Where livelihoods are constrained by resource limitations and the productivity of labor in farm activities is low, it may result in a shift to nonfarm activities, which may under some conditions improve wellbeing and relieve pressure on natural resources. The possibility of such a “win-win” development pathway has important implications for development and environmental policy. In this article we use original qualitative and quantitative data to examine environmental and social changes during the last half century in a rural area of Morocco, seeking evidence of such a pathway. While our case study supports the hypothesis that nonfarm diversification in a context of resource scarcity allowed people to improve their material living conditions, the effects of economic integration and nonfarm diversification on the environment were mixed.  相似文献

Interest in mangrove rehabilitation has increased rapidly since 2003, as has awareness of the damaging effects of natural and anthropogenic pressures that contribute to mangrove loss, which is estimated at 1–2 % per annum. The major pressures are from urbanization and other development in all areas and forestry and fisheries especially where communities depend on mangroves for their livelihood. However rehabilitation success has been uncertain, reflecting gaps in integration between human and ecological components of the rehabilitation system. In particular there are government level issues of gaps and inconsistency in policy and failure in application. Some rehabilitation efforts have had limited success for several reasons including: having insufficient information, using inappropriate methods, not involving local communities, or not following all the steps in the processes that have been identified in the literature. A multi-disciplinary and integrated approach is needed to assist future planning and this needs capacity from a variety of areas in government, research and community. The review concludes with hope for a future where governments work with communities to develop policies and strategies for rehabilitating mangrove for resilience to changing environments.  相似文献

Many African protected areas (PAs) are not functioning effectively. We reviewed the performance of Zambia’s PA network and provide insights into how their effectiveness might be improved. Zambia’s PAs are under-performing in ecological, economic and social terms. Reasons include: a) rapidly expanding human populations, poverty and open-access systems in Game Management Areas (GMAs) resulting in widespread bushmeat poaching and habitat encroachment; b) underfunding of the Zambia Wildlife Authority (ZAWA) resulting in inadequate law enforcement; c) reliance of ZAWA on extracting revenues from GMAs to cover operational costs which has prevented proper devolution of user-rights over wildlife to communities; d) on-going marginalization of communities from legal benefits from wildlife; e) under-development of the photo-tourism industry with the effect that earnings are limited to a fraction of the PA network; f) unfavourable terms and corruption which discourage good practice and adequate investment by hunting operators in GMAs; g) blurred responsibilities regarding anti-poaching in GMAs resulting in under-investment by all stakeholders. The combined effect of these challenges has been a major reduction in wildlife densities in most PAs and the loss of habitat in GMAs. Wildlife fares better in areas with investment from the private and/or NGO sector and where human settlement is absent. There is a need for: elevated government funding for ZAWA; greater international donor investment in protected area management; a shift in the role of ZAWA such that they focus primarily on national parks while facilitating the development of wildlife-based land uses by other stakeholders elsewhere; and new models for the functioning of GMAs based on joint-ventures between communities and the private and/or NGO sector. Such joint-ventures should provide defined communities with ownership of land, user-rights over wildlife and aim to attract long-term private/donor investment. These recommendations are relevant for many of the under-funded PAs occurring in other African countries.  相似文献

Landscape change in rural ecosystems is a major global issue because they are an important ecological and socio-cultural resource. The aim of this study was to demonstrate the driving forces behind landscape changes. Changes in the patterns and processes of landscape mosaics and vegetation community in two rural areas (Teokdong-ri, TD and Teokseong-ri, TS) in Korea were studied between 1988 and 2002. Quantitative data of vegetation community, landscape mosaics, and local statistics of the two study areas were analyzed. Agricultural efficiency increased even decreasing household population and the agricultural area. In both areas, as the human dependence on natural resources decreased, the patterns and processes of landscape mosaics and forest structure were changed due to changing human impacts on land use. Owing to the abandonment of forest management for 14 years, the spatial heterogeneity of TD significantly increased more than that of TS. In detrended correspondence analysis ordination, floristic compositions of forest patches of two areas were unevenly located on the ordination axes. Pinus densiflora communities of both areas in 1988 were separately located in 2002 as two directions according to management intensity. The species composition of P. densiflora in one direction of 1988 became similar to those of Quercus forests in 2002. This may be because species composition of P. densiflora has been influenced due to changed habitat environments. Finally, we concluded that the development of forest communities and vegetation succession predicted the spatial pattern of future landscape mosaics and due to the vegetation dynamics of rural ecosystems in Korea.Nomenclature: Miyawaki et al. We collected mosquito immatures from artificial containers during 2010–2011 from 26 communities, ranging in size from small rural communities to large urban centers, located in different parts of Yucatán State in southeastern México. The arbovirus vector Aedes (Stegomyia) aegypti was collected from all 26 examined communities, and nine of the communities also yielded another container‐inhabiting Aedes mosquito: Aedes (Howardina) cozumelensis. The communities from which Ae. cozumelensis were collected were all small rural communities (<6,000 inhabitants) in the north‐central part of Yucatán State. These new collection records for Ae. cozumelensis demonstrate that this mosquito has a far broader geographic range in the Yucatán Peninsula than previously known. Ae. cozumelensis immatures were collected from both residential premises and cemeteries, with specimens recovered from rock holes as well as various artificial containers including metal cans, flower vases, buckets, tires, and a water storage tank. The co‐occurrence with Ae. aegypti in small rural communities poses intriguing questions regarding linkages between these mosquitoes, including the potential for direct competition for larval development sites. Additional studies are needed to determine how commonly Ae. cozumelensis feeds on human blood and whether it is naturally infected with arboviruses or other pathogens of medical or veterinary importance. We also summarize the published records for Ae. cozumelensis, which are restricted to collections from México's Yucatán Peninsula and Belize, and uniformly represent geographic locations where Ae. aegypti can be expected to occur.  相似文献

The development of a greenhouse agriculture in the traditionally impoverished region of Poniente de Almería, on the Mediterranean coast of Spain, has caused an enormous rise in living standards. However, the environmental impact of this badly-planned growth threatens the every dynamics of the exploitation system. A special examination must be made of the use of the three major resources responsible for the functioning of greenhouse production and its impact on the ecosystems and particularly on the vegetation. These resources are: clayey soils, sand from fossil dunes and ground water. While the use of the clayey soils and sand have negative effects on the conservation of ecologically valuable communities found nowhere else in Europe, ground water overexploitation has produced an increase in salinity in most of the aquifers. Of these, sand has been by far the best monitored resource and restoration programmes have been implemented in the extraction zones. This survey deals with the recent evolution of areas where the arto (Maytenus senegalensis subsp. europaeus) and the sabina (Juniperus phoenicea subsp. turbinata) have long been the dominant species, although the presence of the former is nowadays notoriously diminished. The study is based on aerial photographs taken in 1957, 1977 and 1985, together with our own field work. Curiously enough, all this man-made process of degradation has stimulated ornithological diversity. Finally, we propose here some measures which aim to preserve the most important enclaves of these Mediterranean shrub formations, specially those of the arto, since sabina-dominated communities already belong to existing conservation areas.  相似文献

Background

The Community-based Health Planning and Services (CHPS) initiative is a major government policy to improve maternal and child health and accelerate progress in the reduction of maternal mortality in Ghana. However, strategic intelligence on the impact of the initiative is lacking, given the persistant problems of patchy geographical access to care for rural women. This study investigates the impact of proximity to CHPS on facilitating uptake of skilled birth care in rural areas.

Methods and Findings

Data from the 2003 and 2008 Demographic and Health Survey, on 4,349 births from 463 rural communities were linked to georeferenced data on health facilities, CHPS and topographic data on national road-networks. Distance to nearest health facility and CHPS was computed using the closest facility functionality in ArcGIS 10.1. Multilevel logistic regression was used to examine the effect of proximity to health facilities and CHPS on use of skilled care at birth, adjusting for relevant predictors and clustering within communities. The results show that a substantial proportion of births continue to occur in communities more than 8 km from both health facilities and CHPS. Increases in uptake of skilled birth care are more pronounced where both health facilities and CHPS compounds are within 8 km, but not in communities within 8 km of CHPS but lack access to health facilities. Where both health facilities and CHPS are within 8 km, the odds of skilled birth care is 16% higher than where there is only a health facility within 8km.

Conclusion

Where CHPS compounds are set up near health facilities, there is improved access to care, demonstrating the facilitatory role of CHPS in stimulating access to better care at birth, in areas where health facilities are accessible.  相似文献

This paper uses a bio-economic model to analyze wildlife conservation in two habitats adjacent to a national park by two types of communities in Zimbabwe. One community is made up of peasant farmers operating under a benefit-sharing scheme such as CAMPFIRE, while the other is made up of commercial farmers practicing game farming in a conservancy. Both communities exploit wildlife by selling hunting licenses to foreign hunters but with different levels of success. The park agency plays a central role by authorizing the harvest quota for each community. We formulate a bio-economic model for the three agents, optimize the market problem for each agent and compare the outcomes with the social planner’s solution. Our results show that the level of anti-poaching enforcement by the park agency is suboptimal, while anti-poaching effort exerted by the conservancy community achieves social optimality. CAMPFIRE communities exert more poaching effort than what the social planner would recommend. Our model shows that institutional reforms in benefit-sharing schemes could result in the decisions of CAMPFIRE communities gravitating towards the social optimum.  相似文献

Urban development has a marked effect on the ecological and behavioural traits of many living organisms, including birds. In this paper, we analysed differences in the numbers of wintering birds between rural and urban areas in Poland. We also analysed species richness and abundance in relation to longitude, latitude, human population size, and landscape structure. All these parameters were analysed using modern statistical techniques incorporating species detectability. We counted birds in 156 squares (0.25 km2 each) in December 2012 and again in January 2013 in locations in and around 26 urban areas across Poland (in each urban area we surveyed 3 squares and 3 squares in nearby rural areas). The influence of twelve potential environmental variables on species abundance and richness was assessed with Generalized Linear Mixed Models, Principal Components and Detrended Correspondence Analyses. Totals of 72 bird species and 89,710 individual birds were recorded in this study. On average (±SE) 13.3 ± 0.3 species and 288 ± 14 individuals were recorded in each square in each survey. A formal comparison of rural and urban areas revealed that 27 species had a significant preference; 17 to rural areas and 10 to urban areas. Moreover, overall abundance in urban areas was more than double that of rural areas. There was almost a complete separation of rural and urban bird communities. Significantly more birds and more bird species were recorded in January compared to December. We conclude that differences between rural and urban areas in terms of winter conditions and the availability of resources are reflected in different bird communities in the two environments.  相似文献
