Namibia's Community Based Natural Resource Management program is a joint venture between government, national non-governmental organisations and rural communities. A component of the program involves communities in monitoring various aspects of their conservancy, ranging from wildlife numbers, through economic returns, to patrolling records and infringements of the rules. A main feature of community monitoring is the Event Book System, which differs from conventional monitoring in that the community dictates what needs to be monitored, and scientists only facilitate the design process and conservancy members undertake all data analysis. The system has been adopted with good results by more than 30 communal conservancies in Namibia, covering almost seven million ha, and is now also being piloted in six national parks. Continued emphasis is needed on enhancing community interpretation and use of data for active adaptive management, particularly where conservancy leaders are transient due to the democratic nature of local organizations. Moreover, because the system is driven by local priorities, it does not cover all aspects of a comprehensive biodiversity monitoring programme. Where society deems other biodiversity values worth monitoring, conservancies must either be willingly persuaded to act on this, or external systems must be established to cater for these needs. If a community already has a monitoring system of its own, a win–win solution might be for the community to be sub-contracted to undertake these ȁ8external modules' on behalf of national agencies.  相似文献

Privatization and liberalization, the twin pillars of globalization, combined with the advent of the information age, represent the culmination of processes that had their roots in the very nature of ocean trade, characterized by the accumulation and exercise of power. While freedom of the seas was the doctrine under which the business of ocean trade was conducted, the tools of governance were always paramount in determining the contours of that freedom. It is apparent that the integration of ocean trade and the consequential disappearance of national identity within ocean trade has created a governance vacuum in today's globalized economic environment. The new economy, which is driven by information and communication technologies (ICT and e-commerce), has propelled the integration process to unprecedented heights, the major constraint being the physical limitations inherent in the movement of ocean trade. These developments, combined with the governance deficit, are creating major challenges and opportunities. Particularly at stake are the interests and welfare of the majority of developing countries and their capacity to take advantage of the new opportunities to integrate themselves into the world economy. At present, the added value of the opportunities resulting from globalization and information technology (ICT and e-commerce) appears to be very marginal for most of these countries. In addition, the downside of the new structures that have been created in ocean trade, which appear to inhibit and limit any increased participation by the developing countries, needs to be addressed by the international community in order to avert an endemic digital divide.­  相似文献

Thanks to the Global Alliance for Vaccines and Immunization (GAVI), the Vaccine Fund and the Bill & Melinda Gates Foundation, the global health community has made enormous progress in providing already existing vaccines to developing countries. However, there still exists a gap to develop vaccines for which there is no market in the Western world, owing to low economic incentives for the private sector to justify the investments necessary for vaccine development. In many cases, industry has the technologies, but lacks the impetus to direct resources to develop these vaccine products. The present emergency with the Ebola vaccine provides us an excellent example where a vaccine was feasible several years ago, but the global health community waited for a humanitarian disaster to direct efforts and resources to develop this vaccine. In the beginning of 2015, the first large-scale trials of two experimental vaccines against Ebola virus disease have begun in West Africa. During the past few years, several institutions have dedicated efforts to the development of vaccines against diseases present only in low-income countries. These include the International Vaccine Institute, the Novartis Vaccines Institute for Global Health, the Hilleman Institute, the Sabin Vaccine Institute and the Infectious Disease Research Institute. Nevertheless, solving this problem requires a more significant global effort than that currently invested. These efforts include a clear policy, global coordination of funds dedicated to the development of neglected disease and an agreement on regulatory strategies and incentives for the private sector.  相似文献

This study investigates the environmental Kuznets curve (EKC) hypothesis using a country’s ecological footprint as an indicator of environmental degradation. Ninety-three countries were examined, categorized by income. The fixed effects and the generalized method of moments results clearly showed an inverted U-shaped relationship between the ecological footprint and GDP growth, which represents the EKC hypothesis in upper middle- and high-income countries but not in low- and lower middle-income countries. This relationship only occurs in a stage of economic development in which technologies are available that improve energy efficiency, energy saving and renewable energy, which are not accessible for countries with low income due to their high cost. Moreover, energy consumption, urbanization, and trade openness increase environmental damage through their positive effect on the ecological footprint of most countries across all income groups. However, financial development reduces environmental degradation in lower middle-, upper middle- and high-income countries. This relationship confirms that loans from banks are primarily given to firms that establish investments in projects that are mostly environmentally friendly. From the results of this study, a number of recommendations can be provided for the investigated countries.  相似文献

Purpose

Technologies can contribute to sustainable development (e.g., improving living conditions) and at the same time cause sustainability problems (e.g., emissions). Decisions on alternative technologies should thus ideally be based on the principle to minimize the latter. Analyzing environmental, economic, and social aspects related to technologies supports decisions by identifying the “more sustainable” technology. This paper focuses on social issues. First, it discusses the applicability of the social life cycle assessment (SLCA) guidelines for a comparative technology analysis, taking the example of two case studies in developing countries. Indicating technologies as “sustainable” also means that they are indeed operated over the expected lifetime, which, in development projects, is often not guaranteed. Consequently, social aspects related to implementation conditions should be considered in an SLCA study as well. Thus, a second focus is laid on identifying appropriate indicators to address these aspects.

Methods

First, the SLCA guidelines were examined with regard to applying this product-related approach to two real case studies (analysis of technologies/plants for water supply and for decentralized fuel production) for a comparative technology analysis. Suitable indicators are proposed. To address the second focus, a literature research on technology assessment and implementation in developing countries was conducted. Moreover, socioeconomic studies in the investigation areas of the case studies were consulted. Based on this, indicators addressing implementation conditions were identified from the SLCA guidelines and additional literature.

Results and discussion

The study shows social issues and indicators found in the SLCA guidelines and considered suitable for a comparative technology analysis in the case studies. However, for a sustainability assessment of technologies, especially in developing countries, further indicators are required to address technology implementation conditions. A set of additional social indicators like reported trust in institutions or fluctuation of personnel is proposed. Though these indicators were derived based on specific case studies, they can also be suggested to other technologies and are not necessarily limited to developing countries.

Conclusions

The study pointed out that an application of the SLCA guidelines considering the whole life cycle was not (yet) feasible for the case studies considered. This is mainly due to the lack of data. Regarding technology implementation, it was examined which indicators are available in this SLCA approach and which could additionally be integrated and applied. This is relevant as a potential contribution of technologies to sustainable development can only be achieved when the technologies are successfully implemented.  相似文献

The traditional basis of the processing technologies is profit generation from the transformation of either raw materials or intermediates, using know-how and energy, into marketable products. However, the establishment of both regional economic communities and raw material producer cartels has distorted and even invalidated the economic evaluation of processes in strict economic terms. Essentially, individual countries and regions are moving towards a state of economic protectionism based on specific strategic policies. Such policies are most evident and effective in the agricultural and energy sectors. Biotechnology is intimately linked with both these sectors and major biotechnological ventures have failed as a result of strategic economic changes. This paper examines the basis for the economic evaluation of novel biotechnological processes and seeks to identify politico-economic scenarios that will permit successful establishment of biotechnological processing ventures.  相似文献

Technology development is seminal to many aspects of basic and applied plant transgenic science. Through the development and commercialization of genetically modified crops, the evolution of plant transgenic technologies is also relevant to society as a whole. In this study, literature statistics were used to uncover trends in the development of these technologies. Publication volume and impact (citation) over the past 30 years were analysed with respect to economic zones, countries, species and DNA delivery method. This revealed that, following a dramatic expansion in the 1980s, publications focusing on the development of transgenic technology have been slowing down worldwide since the early mid-1990s, except in a few leading Asian countries. The implications of these trends on the future of plant transgenic science as a whole are discussed.  相似文献

The literature on economic feasibility of farming seaweeds like Kappaphycus alvarezii in tropical locations is mainly based upon Asian case studies, and often does not take into account social factors in seaweed farming success. Pacific island countries are culturally and economically distinct from Asia, and efforts are now being made to establish seaweed industries here. Past experiences have showed that social factors often outweigh technical factors in determining the success of rural development projects. In addition, Pacific island communities are very diverse in their socio-economic make-up. The particular community chosen for location of a development project is therefore critical to success. Project managers need to recognize in advance the best type of community for seaweed farming development. The objective of this study was to identify socio economic factors that can be used as predictors of project success or failure. Using results of social survey techniques carried out in eight communities within the Fiji Group, a rapid survey technique has been developed which can enable decisions about whether a community is suitable for farming seaweed or not. Though developed from Fiji case studies, the technique can be applied in other rural Asia/Pacific situations.  相似文献

Increased deployment of renewable energy can contribute towards mitigating climate change and improving air quality, wealth and development. However, renewable energy technologies are not free of environmental impacts; thus, it is important to identify opportunities and potential threats from the expansion of renewable energy deployment. Currently, there is no cross‐national comprehensive analysis linking renewable energy potential simultaneously to socio‐economic and political factors and biodiversity priority locations. Here, we quantify the relationship between the fraction of land‐based renewable energy (including solar photovoltaic, wind and bioenergy) potential available outside the top biodiversity areas (i.e. outside the highest ranked 30% priority areas for biodiversity conservation) within each country, with selected socio‐economic and geopolitical factors as well as biodiversity assets. We do so for two scenarios that identify priority areas for biodiversity conservation alternatively in a globally coordinated manner vs. separately for individual countries. We show that very different opportunities and challenges emerge if the priority areas for biodiversity protection are identified globally or designated nationally. In the former scenario, potential for solar, wind and bioenergy outside the top biodiversity areas is highest in developing countries, in sparsely populated countries and in countries of low biodiversity potential but with high air pollution mortality. Conversely, when priority areas for biodiversity protection are designated nationally, renewable energy potential outside the top biodiversity areas is highest in countries with good governance but also in countries with high biodiversity potential and population density. Overall, these results identify both clear opportunities but also risks that should be considered carefully when making decisions about renewable energy policies.  相似文献

A high level of human development is dependent on energy consumption (roughly 4 kW per person), and most developed countries that have reached this level have done so through the extensive use of fossil energy. However, given that fossil resources are finite, in order for developed countries to maintain their level of development and simultaneously allow developing countries to reach their potential, it is essential to develop viable renewable energy alternatives. Of particular importance are liquid fuel replacements for petroleum, the fossil resource that primarily drives commerce and economic growth. The intent of this article is to remind our fellow biofuel researchers, particularly those involved in lignocellulosic pretreatment, of these global issues and the serious nature of our work. We hope that this will inspire us to generate and report higher quality and more thorough data than has been done in the past. Only in this way can accurate comparisons and technoeconomic evaluations be made for the many different pretreatment technologies that are currently being researched. The data that primarily influence biorefinery economics can be subdivided into three main categories: yield, concentration, and rate. For these three categories we detail the specific data that should be reported for pretreatment research. In addition, there is other information that is needed to allow for a thorough comparison of pretreatment technologies. This work illustrates the overview of vermitechnology as sustainable socio-economic venture for rural livelihood in some parts of State Rajasthan, India. The northern part of the State Rajasthan is rich in livestock population and animal husbandry is an integral part of rural livelihood. Traditionally, the livestock excreta which are produced in huge quantity either utilized as rural energy resources or manure in agriculture plots. In recent years, people of this region are utilizing livestock excreta as resources for vermicomposting to convert negligible wastes into some value-added products, i.e. vermicompost and earthworm biomass. The end-product not only valuable in terms of eco-sustainability but also appeared as economic venture for rural farmer communities. The overall scenario of vermitechnology in rural Rajasthan, India is presented by analyzing information collected through systematic studies (field observations, data collection form individual farmers, personal interviews etc.)  相似文献

Conditions in developing countries are nowhere near what they should be to reap the benefits of modern biotechnology. Be that as it may, there are possibilities in which intelligent thinking and rational planning by the people concerned, combined with input from international agencies and national centres of excellence, can lead to potential economic gains. One possibility is the establishment of collaborative research on a regional basis to tackle common problems and to train each other's manpower in acquired skills. Similarity of circumstances would make these programmes more relevant and cost effective. To ensure the success of joint programmes in the local setting, foreign input in the form of finances, provision of critical laboratory materials, and expert advice in the selection of technically solvable problems becomes inevitable. Thus participation by the developed-country agencies and laboratories in the developing countries presents a purposeful pooling of efforts that will sow the seeds for sustainable development of the developing world. Given that, new technology would prove a boon and a blessing for humanity in general and for the developing world in particular.  相似文献

The Global Mercury Project (GMP) is an initiative of the United Nations in collaboration with numerous government and nongovernment organizations to promote knowledge and capacity building on the links between small-scale gold mining practices and health, ecosystem, and social factors, and to implement interventions that reduce mercury pollution and exposure caused by mining activities in developing countries. Knowledge regarding the use of mercury and the dynamics of complex environmental, health, socioeconomic, and cultural conditions in and surrounding small-scale mining sites is particularly needed for the purpose of developing appropriate community-based measures to reduce mercury-related problems. GMP strategies aim to build upon local knowledge and practices to train miners on the use of cleaner and affordable technologies of mining and mineral processing in order to minimize negative impacts. The initiative is especially proactive in facilitating transdisciplinary and participatory models of community interaction, involving local, regional, and international stakeholders in each of the strategy design, community assessment, and community intervention phases. The six participating countries are Brazil, Indonesia, Lao People’s Democratic Republic, Sudan, Tanzania, and Zimbabwe. This article outlines GMP’s objectives and scope of activities and also highlights achievements, challenges, and opportunities for future development.  相似文献

Current attention to improved cook stoves (ICS) focuses on the "triple benefits" they provide, in improved health and time savings for households, in preservation of forests and associated ecosystem services, and in reducing emissions that contribute to global climate change. Despite the purported economic benefits of such technologies, however, progress in achieving large-scale adoption and use has been remarkably slow. This paper uses Monte Carlo simulation analysis to evaluate the claim that households will always reap positive and large benefits from the use of such technologies. Our analysis allows for better understanding of the variability in economic costs and benefits of ICS use in developing countries, which depend on unknown combinations of numerous uncertain parameters. The model results suggest that the private net benefits of ICS will sometimes be negative, and in many instances highly so. Moreover, carbon financing and social subsidies may help enhance incentives to adopt, but will not always be appropriate. The costs and benefits of these technologies are most affected by their relative fuel costs, time and fuel use efficiencies, the incidence and cost-of-illness of acute respiratory illness, and the cost of household cooking time. Combining these results with the fact that households often find these technologies to be inconvenient or culturally inappropriate leads us to understand why uptake has been disappointing. Given the current attention to the scale up of ICS, this analysis is timely and important for highlighting some of the challenges for global efforts to promote ICS.  相似文献

The reporting of child sexual abuse (CSA) and physician-patient sexual relationships (PPSR) are currently the focus of professional, legal and media attention in several countries. This paper briefly reviews mental health policies on these issues and reports on a WPA survey of them. While the WPA Madrid Declaration permits breaching confidentiality for mandatory reporting of CSA and clearly prohibits PPSR, it is not known how or to what extent these policies are implemented in WPA Member Societies’ countries. It is also not known whether policies or laws exist on these topics nationally or to what extent psychiatrists and the public are aware of them. Representatives of WPA Member Societies were e-mailed a survey about issues pertaining to CSA and PPSR. Fifty-one percent of 109 countries replied. All reporting countries had laws or policies regarding the reporting of CSA, but this was often voluntary (63%) and without protection for reporting psychiatrists either by law (29%) or by Member Societies (27%). A substantial number of psychiatric leaders did not know the law (27%) or their Society’s policy (11%) on these matters. With respect to PPSR, some reporting countries lacked laws or policies about PPSR with current (17%) or past (56%) patients. Fewer than half of responding representatives believed that their Society’s members or the public were well informed about the laws and policies pertaining to CSA or PPSR. There is clearly a wide range of laws, policies and practices about CSA and PPSR in WPA Member Societies’ countries. There is a need in some countries for laws or supplemental policies to facilitate the protection of vulnerable child and adult patients through clear, mandatory reporting policies for CSA and PPSR. Mechanisms to protect and support reporting psychiatrists should also be developed where they do not already exist. There is also a need in some countries to develop strategies to improve the education of psychiatrists, trainees, and the public on these issues.The Asia-Pacific region has close to half of the estimated 450 million people affected by mental illness globally 1.Based on international mental health care benchmarks, many Western health systems have established contemporary health policy and guidelines which include the provision of mental health care in the community. However, the delivery of quality and appropriate community mental health care remains an ongoing challenge for countries of both high and low socio-economic level. Difficulties and obstacles in implementation of comprehensive community service models include inadequate funding, availability of trained mental health workforce, integration with primary care services and community agencies, and collaboration between public and private health systems 2 - 3. As community mental health service system depends on sufficient workforce for service delivery, the critical shortage of adequately trained mental health staff continues to impede the progress of mental health reform.In response to such global trends, many countries in the Asia-Pacific region have begun to establish mental health policy and guidelines to move from institutional care to community mental health services. While these reforms are supported by recommendations from the World Health Organization (WHO) governing bodies, such as the Western Pacific Regional Mental Health Strategy 4, social, economic and cultural factors in Asia-Pacific countries often do not allow ready translation of Western community mental health models of care. Governments and service providers commonly face challenges in the development and implementation of locally appropriate community mental health care and services. Additionally, it would be unrealistic or undesirable to produce rigid recommendations for a singular community mental health care model, due to the diversity across the Asia-Pacific region. Hence, for constructive change to occur in the region, innovative, culturally appropriate and economically sustainable pathways for community treatment models need to be explored, developed and shared. Community mental health service reform appears to be gaining momentum in this region, despite the obstacles. Valuable lessons and inspiration for further development can be gained from both the successes and difficulties in reforming mental health systems and practices in the region.An emerging network of representatives from governments, peak bodies and key organizations is emerging in the Asia-Pacific region to build supportive relationships in order to facilitate the implementation of locally appropriate policy frameworks for community mental health service reform. The network is supported by the Asia-Pacific Community Mental Health Development (APCMHD) project, which involves 14 countries/regions in the Asia-Pacific region. Initiated in collaboration with the WHO Western Pacific Regional Office, the APCMHD project is led by Asia-Australia Mental Health, a consortium of the University of Melbourne Department of Psychiatry and Asialink, and St. Vincent’s Health, which is a part of the WHO Collaborating Centre for Mental Health (Melbourne). The project, which brought many key mental health organizations to work collaboratively, is consistent with the WHO Global Action Programme for Mental Health 5.The project aims are to promote best practice in community mental health care through exchange of knowledge and practical experience in the Asia-Pacific region. The key outcome is the documentation of the current status, strengths and needs of community mental health services in the region, in the hope to translate current understanding into practical changes in the future.  相似文献

The international industrial ecology (IE) research community and United Nations (UN) Environment have, for the first time, agreed on an authoritative and comprehensive data set for global material extraction and trade covering 40 years of global economic activity and natural resource use. This new data set is becoming the standard information source for decision making at the UN in the context of the post‐2015 development agenda, which acknowledges the strong links between sustainable natural resource management, economic prosperity, and human well‐being. Only if economic growth and human development can become substantially decoupled from accelerating material use, waste, and emissions can the tensions inherent in the Sustainable Development Goals be resolved and inclusive human development be achieved. In this paper, we summarize the key findings of the assessment study to make the IE research community aware of this new global research resource. The global results show a massive increase in materials extraction from 22 billion tonnes (Bt) in 1970 to 70 Bt in 2010, and an acceleration in material extraction since 2000. This acceleration has occurred at a time when global population growth has slowed and global economic growth has stalled. The global surge in material extraction has been driven by growing wealth and consumption and accelerating trade. A material footprint perspective shows that demand for materials has grown even in the wealthiest parts of the world. Low‐income countries have benefited least from growing global resource availability and have continued to deliver primary materials to high‐income countries while experiencing few improvements in their domestic material living standards. Material efficiency, the amount of primary materials required per unit of economic activity, has declined since around 2000 because of a shift of global production from very material‐efficient economies to less‐efficient ones. This global trend of recoupling economic activity with material use, driven by industrialization and urbanization in the global South, most notably Asia, has negative impacts on a suite of environmental and social issues, including natural resource depletion, climate change, loss of biodiversity, and uneven economic development. This research is a good example of the IE research community providing information for evidence‐based policy making on the global stage and testament to the growing importance of IE research in achieving global sustainable development.  相似文献

The joint venture of many members is common both in animal world and human society. In these public enterprizes, highly cooperative groups are more likely to while low cooperative groups are still possible but not probable to succeed. Existent literature mostly focuses on the traditional public goods game, in which cooperators create public wealth unconditionally and benefit all group members unbiasedly. We here institute a model addressing this public goods dilemma with incorporating the public resource foraging failure risk. Risk-averse individuals tend to lead a autarkic life, while risk-preferential ones tend to participate in the risky public goods game. For participants, group''s success relies on its cooperativeness, with increasing contribution leading to increasing success likelihood. We introduce a function with one tunable parameter to describe the risk removal pattern and study in detail three representative classes. Analytical results show that the widely replicated population dynamics of cyclical dominance of loner, cooperator and defector disappear, while most of the time loners act as savors while eventually they also disappear. Depending on the way that group''s success relies on its cooperativeness, either cooperators pervade the entire population or they coexist with defectors. Even in the later case, cooperators still hold salient superiority in number as some defectors also survive by parasitizing. The harder the joint venture succeeds, the higher level of cooperation once cooperators can win the evolutionary race. Our work may enrich the literature concerning the risky public goods games.  相似文献

全球经济发展和日益增强的人类活动给业已脆弱的生态系统带来了巨大挑战,寻求尊重自然规律、环境友好的生态治理与恢复技术成为实现联合国可持续发展目标的重要组成部分。近年来,国内外科学家和生态治理机构研发出了一系列技术体系和技术模式,对脆弱生态区退化生态系统展开了全面的治理和恢复。然而,缺乏对这些治理技术的评价和优选方法的研发和应用在很大程度上限制了优良技术的筛选和推广应用,造成了资金和人力的浪费和损失。针对这些问题,科技部在2016年启动了国家重点研发计划项目"生态技术评价方法、指标体系与全球生态治理技术评价",其中重要的任务之一是对生态技术进行梳理、评价和优选。本文旨在对已有的评价方法和指标体系的研究进展进行系统梳理,对生态技术的特征、生态技术评价的基本步骤和原则、生态技术的三阶段评估方法等进行了界定和深入分析,对本专题收录的14篇学术文章所涵盖的评价方法和模型研发、案例应用等进行了介绍,以期为筛选优良技术、提高生态技术应用效果、促进优良技术的输出和引进提供参考。  相似文献
