Throughout the world, estuaries and coastal waters have experienced degradation. Present proposed remedial measures based on engineering and technological fix are not likely to restore the ecological processes of a healthy, robust estuary and, as such, will not reinstate the full beneficial functions of the estuary ecosystem. The successful management of estuaries and coastal waters requires an ecohydrologybased, basin-wide approach. This necessitates changing present practices by official institutions based on municipalities or counties as an administrative unit, or the narrowly focused approaches of managers of specific activities (e.g., farming and fisheries, water resources, urban and economic developments, wetlands management and nature conservationists). Without this change in thinking and management concept, estuaries and coastal waters will continue to degrade, whatever integrated coastal management plans are implemented. To help in this process of change there is a need to (1) develop a profound understanding of the effects of biota and biotic processes on mediating estuary response to changing hydrology, sediment and nutrient flux and of the biota on hydrology at the river basin scale, and (2) to develop science-based remediation measures at the river basin scale, with elements of ecohydrology and phytotechnology at their core, to strengthen the ability of the biota to sustain and adapt to human-induced stresses.This revised version wa published online in March 2005 with corrections to the issue cover date.  相似文献

Recently there has been increased interest in the use of Marine Protected Areas (MPAs) as tools for the conservation of marine habitats and species. This has resulted in the declaration of many MPAs around the world. Despite this activity there have been few tests of hypotheses about the design criteria for selection and management of these areas, resulting in a haphazard and ad hoc selection of protected areas, with conflicting and inconsistent terminology and objectives. The application of appropriately tested scientific information to the design of MPAs will increase the likelihood of success in the future.To 1st January 1992, 267 MPAs had been declared in Australia, covering a total area of ca 400 019 km2. The history of their declaration has been sporadic and uneven. Conflicts over State and Federal legislation and, within states, conflicts over jurisdiction among agencies caused by overlapping responsibilities, have at times slowed the declaration of MPAs. In this paper, the history of MPAs in Australia is used as a case study to discuss the problems, both biological and administrative, of declaring MPAs.  相似文献

This study proposes a novel regional sustainability assessment framework for integrated coastal zone management (ICZM). Various ICZM indicators have been developed, but their management insights are not always clear. Our framework integrates three separately developed approaches with an explicit reflection of stakeholders’ values: Satoumi (a Japanese concept of socio-ecological production landscapes, SEPLs), ecosystem services approach (ESA), and inclusive wealth (IW). We suggest that the integration of Satoumi, a uniquely Japanese concept, with the ESA and IW complements each other and increases the effectiveness of all three approaches when applied to ICZM and decision making. Satoumi describes the desired state of a coastal zone. The ESA translates Satoumi into IW and helps explain which changes to ecosystems contribute to the asset quality (i.e., shadow prices). As a sustainability indicator, IW differs from other ecological indicators because it comprises human, natural, and manufactured capital assets and incorporates shadow prices to weigh the contribution of each asset to the present value of social welfare. Shadow prices may capture the quality of capital assets in terms of how much people value them, and can therefore be a direct management target for realizing a desired coastal zone. We propose adding two sustainability criteria, desired state and strong sustainability, to the original IW to make it operational. The framework was tested in Japan’s Seto Inland Sea, and the results were analyzed in depth. Based on the outcomes, we discuss the insights for ICZM and future research. While Satoumi is a Japanese concept, the framework could be applied to other countries where similar SEPLs exist.  相似文献

Goals of the Gorilla Species Survival Plan (SSP) include increased captive propagation, maintenance of genetic diversity, and consideration of the psychological well-being of the population. The SSP Propagation Group has attempted to accomplish these goals through recommendations based on assessment of genetic, behavioral, and demographic variables. A need is recognized for the development of a methodology to assess behavioral variables that contribute to the success of animal moves. Personality profiles have been used in the past to aid animal management decisions in laboratory settings. This paper describes personality assessment techniques, reviews historical perspectives on primate personality assessment, and reports on a study to assess gorilla personality. The Gorilla Behavior Index (GBI), a subjective assessment instrument consisting of behaviorally based adjectives, was completed for 298 of 303 captive gorillas over 1 year of age. The results were subjected to common factor analysis, resulting in the identification of four main factors: extroverted, dominant, fearful, and understanding. Frequency distributions were calculated illustrating the ranges of each factor. Potential management uses for the GBI scores are discussed. © 1994 Wiley-Liss, Inc.  相似文献

Quasi-experimental impact evaluation approaches, which enable scholars to disentangle effects of conservation interventions from broader changes in the environment, are gaining momentum in the conservation sector. However, rigorous impact evaluation using statistical matching techniques to estimate the counterfactual have yet to be applied to marine protected areas (MPAs). While there are numerous studies investigating ‘impacts’ of MPAs that have generated considerable insights, results are variable. This variation has been linked to the biophysical and social context in which they are established, as well as attributes of management and governance. To inform decisions about MPA placement, design and implementation, we need to expand our understanding of conditions under which MPAs are likely to lead to positive outcomes by embracing advances in impact evaluation methodologies. Here, we describe the integration of impact evaluation within an MPA network monitoring programme in the Bird''s Head Seascape, Indonesia. Specifically we (i) highlight the challenges of implementation ‘on the ground’ and in marine ecosystems and (ii) describe the transformation of an existing monitoring programme into a design appropriate for impact evaluation. This study offers one potential model for mainstreaming impact evaluation in the conservation sector.  相似文献

Climate change is posing new challenges to conservation because management policies on protected coral reefs are less effective than they were before the current ecosystem degradation. Coral reefs, the most diverse and complex marine ecosystem provide economic services for millions, but are seriously threatened worldwide because reef-building corals are experiencing bleaching phenomena and a steady decline in abundance. The resources of a Marine Protected Area (MPA) in Cartagena, Colombia, are in constant decline, despite a current management plan and on-site staff, urging new conservation actions. A multidisciplinary team gathered to evaluate management effectiveness including biophysical, socioeconomic and governance indicators. Coral cover and fish diversity and abundance were low both inside and outside the MPA, which suggests a limited efficiency of management. Currently, the MPA is a reef with low coral cover and high algae cover as well as large dead coral areas, which are generally signs of highly degraded reef habitats. Live coral cover in the MPA was represented by pioneer coral species such as Agaricia tenuifolia and Porites astreoides. Nonetheless, 35% of the scleractinian species sampled in the area harbored more than one zooxanthellae symbiont, which suggests potential resistance and resilience against coral bleaching. Maintenance of trophic structure and functional diversity is an important endeavor that should be a priority for management in order to allow ecosystem resilience. Social and governance indicators showed low-income levels and few opportunities for communities living in and around the park, low governability, weak communication among stakeholders and with authorities at different levels. As a result, problems related to over exploitation of resources were commonplace in the MPA. These results reflect low adaptive capacity of communities to comply with restrictive conservation rules, showing that establishment of a protected area is a necessary but insufficient condition to guarantee conservation goals. Ignoring the role of local communities only will exacerbate the problems associated with natural resources. Involvement of communities in strategic ecosystems management appears to be a requisite to improve effectiveness of protected areas, and participatory strategies, such as co-management, offer opportunities to improve governability while letting communities adapt to MPA needs.  相似文献

A substantial shift toward use of marine protected areas (MPAs) for conservation and fisheries management is currently underway. This shift to explicit spatial management presents new challenges and uncertainties for ecologists and resource managers. In particular, the potential for MPAs to change population sustainability, fishery yield, and ecosystem properties depends on the poorly understood consequences of three critical forms of connectivity over space: larval dispersal, juvenile and adult swimming, and movement of fishermen. Conventional fishery management describes the dynamics and current status of fish populations, with increasing recent emphasis on sustainability, often through reference points that reflect individual replacement. These compare lifetime egg production (LEP) to a critical replacement threshold (CRT) whose value is uncertain. Sustainability of spatially distributed populations also depends on individual replacement, but through all possible paths created by larval dispersal and LEP at each location. Model calculations of spatial replacement considering larval connectivity alone indicate sustainability and yield depend on species dispersal distance and the distribution of LEP created by species habitat distribution and fishing mortality. Adding MPAs creates areas with high LEP, increasing sustainability, but not necessarily yield. Generally, short distance dispersers will persist in almost all MPAs, while sustainability of long distance dispersers requires a specific density of MPAs along the coast. The value of that density also depends on the uncertain CRT, as well as fishing rate. MPAs can increase yield in areas with previously low LEP but for short distance dispersers, high yields will require many small MPAs. The paucity of information on larval dispersal distances, especially in cases with strong advection, renders these projections uncertain. Adding juvenile and adult movement to these calculations reduces LEP near the edges in MPAs, if movement is within a home-range, but more broadly over space if movement is diffusive. Adding movement of fishermen shifts effort on the basis of anticipated revenues and fishing costs, leading to lower LEP near ports, for example. Our evolving understanding of connectivity in spatial management could form the basis for a new, spatially oriented replacement reference point for sustainability, with associated new uncertainties.  相似文献

Lagoons in the heavily populated, semi-arid coastal zone of the Southern Mediterranean Region exemplify the conflict between human utilisation of water and related resources and aquatic ecosystems. Having recognised the requirement to improve understanding of the functioning of the region’s coastal wetlands, the MELMARINA Project undertook integrated hydro-ecological monitoring and modelling within lagoons in Morocco, Tunisia and Egypt. This article highlights some key issues regarding environmental science and management of the region’s coastal lagoons revealed during the course of the project. It stresses the importance of hydrology as a key control upon lagoon functioning and ecosystem dynamics. Hydrological modifications due to water resource management schemes are the cause of many recent changes experienced within lagoons. Linkages between water quality, water availability, human activities and biological characteristics of coastal lagoons are discussed with particular reference to the controls upon vegetation within the MELMARINA lagoons. A series of methodological advances are reviewed which have potential for wider application within coastal lagoons. It is suggested that the use of lagoon sediment for environmental reconstruction can be invaluable, especially when monitoring data are lacking. Recent advances in instrumentation technologies make long-term continuous monitoring more feasible although these approaches can be combined with more traditional site surveys to provide wider spatial coverage at the expense of temporal resolution. Wider spatial coverage can also be achieved through the use of space-borne or aerial remote sensing imagery whilst longer-term trends in site characteristics can be assessed through historical map analyses. Geographical Information Systems, which facilitate the storage and interrogation of large and varied datasets, have enormous potential. Similarly, coupled hydro-ecological models can inform understanding of lagoon functioning and can assess scenarios associated with environmental change or alternative management approaches. The application of integrated, basin-wide approaches to the management of water resources and aquatic ecosystems in the Southern Mediterranean Region is advocated. This includes the application of principles from the EU’s Water Framework Directive. Finally, the need to place management in the context of climate change and associated sea level rise is stressed. Grassland managers and scientists are increasingly interested in cost-effective alternative ways of grassland biodiversity conservation. Prescribed burning is a promising management tool which should be integrated in the planning of management efforts. In addition, small-scale prescribed burning is an effective fire suppression strategy to decrease the serious negative impacts of uncontrolled burnings on ecosystems and human life. Prescribed burning forms an integral part of the North-American grassland management practice, while in Europe it is rarely applied, despite the fact that uncontrolled burning occurs frequently in some regions. Our goal was to evaluate the use of prescribed burning as a promising but neglected management tool in European grasslands. We found that European studies on prescribed burning of grasslands are scarce and we conclude that annual burning is usually not an appropriate option for the conservation of species-rich grasslands. We reviewed burning studies from North-America to identify findings which might be adapted to the European grassland conservation strategy. In North-America, contrary to Europe, the application of burning is fine tuned in terms of frequency and timing, and usually combined with other restoration measures (grazing or seed sowing). Thus, we conclude that with the application of carefully designed prescribed burning, multiple conservation goals, e.g. invasion control and enhancing landscape-level heterogeneity, can be linked with an effective fire suppression strategy. We emphasize that for the application of prescribed burning in Europe, the general findings of carefully designed case studies should be combined with the practical knowledge of conservation managers concerning the local application circumstances to reach specific management objectives.  相似文献

Rural development in forested lands and high altitude ecosystems created new regimes and disturbances that set protective function of forests as the most fundamental of all forest functions. Considering protective forests as engineering structures against natural hazards and risks, such as erosion, able to replace costly manmade infrastructures, a methodology is presenting aiming at their spatial identification in a changing mountainous environment. The methodology followed is based on field observations, calibrated models, topographical, geological and climatic data as well as human presence indicators combined properly in a GIS environment. Analysis showed that some forest soils are prone to erosion hazard unable to absorb disturbances like selective logging, revealing the protective role of their forest cover. The spatial identification of the forests with a particular protective function is the necessary step required for the design of a sustainable management of high elevated ecosystems.  相似文献

Aim, Scope and Background  When materials are recycled they are made available for use for several future life cycles and can therefore replace virgin material more than just once. In order to analyse the optimal waste management system for a given material, the authors have analysed the material flows in a life cycle perspective. It is important to distinguish this approach for material flow analysis for a given material from life cycle analysis of products. A product life cycle analysis analyses the product system from cradle to grave, but uses some form of allocation in order to separate the life cycle of one product from another in cases where component materials are recycled. This paper does not address allocation of burdens between different product systems, but rather focuses on methodology for decision making for waste management systems where the optimal waste management system for a given material is analysed. The focus here is the flow of the given material from cradle (raw material extraction) to grave (the material, or its inherent energy, is no longer available for use). The limitation on the number of times materials can be recycled is set by either the recycling rate, or the technical properties of the recycled material. Main Features  This article describes a mathematical geometric progression approach that can be used to expand the system boundaries and allow for recycling a given number of times. Case studies for polyethylene and paperboard are used to illustrate the importance of including these aspects when part of the Goal and Scope for the LCA study is to identify which waste management treatment options are best for a given material. The results and discussion examine the different conclusions that can be reached about which waste management option is most environmentally beneficial when the higher burdens and benefits of recycling several times are taken into account. Results  In order to assess the complete picture of the burdens and benefits arising from recycling the system boundaries must be expanded to allow for recycling many times. A mathematical geometric progression approach manages to take into account the higher burdens and benefits arising from recycling several times. If one compares different waste management systems, e.g. energy recovery with recycling, without expanding the system to include the complete effects of material recycling one can reach a different conclusion about which waste management option is preferred. Conclusions  When the purpose of the study is to compare different waste management options, it is important that the system boundaries are expanded in order to include several recycling loops where this is a physical reality. The equations given in this article can be used to include these recycling loops. The error introduced by not expanding the system boundaries can be significant. This error can be large enough to change the conclusions of a comparative study, such that material recycling followed by incineration is a much better option than waste incineration directly. Recommendations and Outlook  When comparing waste management solutions, where material recycling is a feasible option, it is important to include the relevant number of recycling loops to ensure that the benefits of material recycling are not underestimated. The methodology presented in this article should be used in future comparative studies for strategic decision-making for waste management. The approach should not be used for LCAs for product systems without due care, as this could lead to double counting of the benefits of recycling (depending on the goal and scope of the analysis). For materials where the material cycle is more of a closed loop and one cannot truly say that recycled materials replace virgin materials, a more sophisticated approach will be required, taking into account the fact that recycled materials will only replace a certain proportion of virgin materials.  相似文献

The eutrophication model Delwaq-Bloom-Switch is developed to be a functional tool for water management. Therefore it includes nutrients, algal biomass and composition as well as water transparency. A module describing the interaction between water and bottom gives the model the flexibility to deal with measures, such as a decrease of the external phosphorus loading and flushing with water differing in composition from the lake water. This paper focuses on the functional aspects of the model, the results of an application on Lake Veluwe, The Netherlands, and the implications for water management.With one set of coefficients DBS reproduces the most important characteristics of Lake Veluwe for a period of two years before measures (reduction of the external loading and flushing during the winter months) and eight years after the measures. The phosphorus concentration decreased and became growth limiting for algae instead of nitrogen and light. Both in measurements and modelling results, the algal composition changed from blue-green algae dominance to green algae and diatom dominance. Lake Veluwe had a relatively short transient phase after reduction of external loading, because high nitrate concentrations in the flushing water inhibited a long period with high phosphorus releases from the bottom.Model calculations were carried out to investigate the effects of fish stock management and optimization of flushing. The state-of-the-art and future trends of the application of proteomics to seafood and other marine products are reviewed. Consumers' demands for seafood products have increased in the recent years and this situation has underlined the need to guarantee the safety, traceability, authenticity, and health benefits of such products. The increasing presence of commercially available aquaculture products has also prompted the seafood industry to face newer challenges. In this sense, a review of the present status and perspectives of the application of proteomics in the development of newer biotechnology products of marine origin is given.  相似文献

As part of a large international project for standardization of PCR (Food-PCR; www.pcr.dk), a multiplex, multiplatform, ready-to-go enrichment followed by a real-time PCR method, including an internal amplification control, was developed for detection of food-borne thermotolerant campylobacters in chickens. Chicken rinse samples were enriched in Bolton broth for 20 h, a simple and rapid (1-h) resin-based DNA extraction was performed, and DNA samples were then tested with two instrument platforms: ABI-PRISM 7700 and RotorGene 3000. The method was validated against an International Standard Organization (ISO)-based culture method by testing low, medium, and high levels of 12 spiked and 66 unspiked, presumably naturally contaminated, chicken rinse samples. In the RotorGene, a positive PCR response was detected in 40 samples of the 66. This was in complete agreement with the enriched ISO culture. The ABI-PRISM 7700 missed one culture-positive sample. Positive samples contained 10(2) to 10(7) CFU/ml after enrichment in Bolton broth. In the enriched samples a detection probability of 95% was obtained at levels of 1 x 10(3) and 2 x 10(3) CFU/ml in the RotorGene and ABI-PRISM, respectively. The amplification efficiency in both platforms was 90%, although the linear range of amplification of purified genomic DNA was 1.5 x 10(1) to 1 x 10(7) (R(2) = 1.00) for the RotorGene and 10(3) to 10(7) (R(2) = 0.99) for the ABI-PRISM. In RotorGene and ABI-PRISM the levels of precision of detection as determined by standard deviation (coefficients of variation) of 6-carboxyfluorescein (FAM) threshold cycle (Ct) values were 0.184 to 0.417 (0.65 to 2.57%) and 0.119 to 0.421 (0.59 to 1.82%), respectively. The results showed a correlation (R(2)) of 0.94 between the target FAM Ct values and CFU per milliliter of enriched naturally contaminated chicken samples, which indicates PCR's additional potential as a tool for quantitative risk assessment. Signal from the internal amplification control was detected in all culture-negative samples (VIC Ct: 23.1 to 28.1). The method will be taken further and validated in an international collaborative trial with regard to standardization.  相似文献

Marine protected areas (MPAs) can be an effective tool for marine biodiversity conservation, yet decision-makers usually have limited and biased datasets with which to make decisions about where to locate MPAs. Using commonly available abiotic and biotic datasets, I asked how many datasets are necessary to achieve robust patterns of conservation importance. I applied a decision support tool for marine protected area design in two regions of British Columbia, Canada, and sequentially excluded the datasets with the most limited geographic distribution. I found that the reserve selection method was robust to some missing datasets. The removal of up to 15 of the most geographically limited datasets did not significantly change the geographic patterns of the importance of areas for conservation. Indeed, including abiotic datasets plus at least 12 biotic datasets resulted in a spatial pattern similar to including all available biotic datasets. It was best to combine abiotic and biotic datasets in order to ensure habitats and species were represented. Patterns of clustering differed according to whether I used one set alone or both combined. Biotic datasets served as better surrogates for abiotic datasets than vice versa, and both represented more biodiversity features than randomly selected reserves. These results should provide encouragement to decision-makers engaged in MPA planning with limited spatial data.  相似文献

The alga Caulerpa taxifolia is an invasive pest species in many parts of the world and has recently become established in several estuaries in south eastern Australia. A major infestation has occurred in Lake Conjola, an intermittently open and closed coastal lagoon in southern NSW. Short term (1 week) laboratory experiments were carried out to investigate growth and survival of fragments of C. taxifolia collected from this outbreak, under a range of salinities (15–30 ppt) and water temperatures (15–30°C). Fronds, stolons and thalli of the alga all displayed similar responses. Many of the algal fragments doubled in size over the week and a maximum growth rate of 174 mm/week was recorded. Fragments showed good growth (> 20 mm/week) at salinities > 20 ppt and temperatures > 20°C. Almost total mortality occurred at salinities lower than 20 ppt and temperatures less than 20°C. Historical records of water quality demonstrate that prior to entrance manipulation in 2001, salinities in Lake Conjola had often dropped to below 17 ppt for extended periods (up to 2 years). This suggests that management of the alga may be improved if the lake was allowed to undergo its normal cycles of opening and closing to the ocean, and that entrance manipulation may be one factor that has influenced the success of this invasive species.  相似文献
