Climate change is increasingly impacting marine protected areas (MPAs) and MPA networks, yet adaptation strategies are rarely incorporated into MPA design and management plans according to the primary scientific literature. Here we review the state of knowledge for adapting existing and future MPAs to climate change and synthesize case studies (n = 27) of how marine conservation planning can respond to shifting environmental conditions. First, we derive a generalized conservation planning framework based on five published frameworks that incorporate climate change adaptation to inform MPA design. We then summarize examples from the scientific literature to assess how conservation goals were defined, vulnerability assessments performed and adaptation strategies incorporated into the design and management of existing or new MPAs. Our analysis revealed that 82% of real‐world examples of climate change adaptation in MPA planning derive from tropical reefs, highlighting the need for research in other ecosystems and habitat types. We found contrasting recommendations for adaptation strategies at the planning stage, either focusing only on climate refugia, or aiming for representative protection of areas encompassing the full range of expected climate change impacts. Recommendations for MPA management were more unified and focused on adaptative management approaches. Lastly, we evaluate common barriers to adopting climate change adaptation strategies based on reviewing studies which conducted interviews with MPA managers and other conservation practitioners. This highlights a lack of scientific studies evaluating different adaptation strategies and shortcomings in current governance structures as two major barriers, and we discuss how these could be overcome. Our review provides a comprehensive synthesis of planning frameworks, case studies, adaptation strategies and management actions which can inform a more coordinated global effort to adapt existing and future MPA networks to continued climate change.  相似文献

In response to agriculture''s vulnerability and contribution to climate change, many governments are developing initiatives that promote the adoption of mitigation and adaptation practices among farmers. Since most climate policies affecting agriculture rely on voluntary efforts by individual farmers, success requires a sound understanding of the factors that motivate farmers to change practices. Recent evidence suggests that past experience with the effects of climate change and the psychological distance associated with people''s concern for global and local impacts can influence environmental behavior. Here we surveyed farmers in a representative rural county in California''s Central Valley to examine how their intention to adopt mitigation and adaptation practices is influenced by previous climate experiences and their global and local concerns about climate change. Perceived changes in water availability had significant effects on farmers'' intention to adopt mitigation and adaptation strategies, which were mediated through global and local concerns respectively. This suggests that mitigation is largely motivated by psychologically distant concerns and beliefs about climate change, while adaptation is driven by psychologically proximate concerns for local impacts. This match between attitudes and behaviors according to the psychological distance at which they are cognitively construed indicates that policy and outreach initiatives may benefit by framing climate impacts and behavioral goals concordantly; either in a global context for mitigation or a local context for adaptation.  相似文献

The articles in this section focus attention on (1) the historical shift in policies that affect the young men of this nation (2) how fatherhood policies and programmatic efforts are expanding and (3) how fatherhood practices and policies could and perhaps should be expanded and elaborated further. These efforts are linked to a growing body of research documenting the importance of fathers in children's lives, summarized in other sections of this issue. In our commentary we review the changing policy and programmatic climate with regards to fathers and note the opportunities for the policy and programmatic worlds for the future and for policy and programmatic research to move to new levels in enhancing the knowledge base.  相似文献

Climate-driven change represents the cumulative effect of global through local-scale conditions, and understanding their manifestation at local scales can empower local management. Change in the dominance of habitats is often the product of local nutrient pollution that occurs at relatively local scales (i.e. catchment scale), a critical scale of management at which global impacts will manifest. We tested whether forecasted global-scale change [elevated carbon dioxide (CO2) and subsequent ocean acidification] and local stressors (elevated nutrients) can combine to accelerate the expansion of filamentous turfs at the expense of calcifying algae (kelp understorey). Our results not only support this model of future change, but also highlight the synergistic effects of future CO2 and nutrient concentrations on the abundance of turfs. These results suggest that global and local stressors need to be assessed in meaningful combinations so that the anticipated effects of climate change do not create the false impression that, however complex, climate change will produce smaller effects than reality. These findings empower local managers because they show that policies of reducing local stressors (e.g. nutrient pollution) can reduce the effects of global stressors not under their governance (e.g. ocean acidification). The connection between research and government policy provides an example whereby knowledge (and decision making) across local through global scales provides solutions to some of the most vexing challenges for attaining social goals of sustainability, biological conservation and economic development.  相似文献

Understanding recent biogeographic responses to climate change is fundamental for improving our predictions of likely future responses and guiding conservation planning at both local and global scales. Studies of observed biogeographic responses to 20th century climate change have principally examined effects related to ubiquitous increases in temperature – collectively termed a warming fingerprint. Although the importance of changes in other aspects of climate – particularly precipitation and water availability – is widely acknowledged from a theoretical standpoint and supported by paleontological evidence, we lack a practical understanding of how these changes interact with temperature to drive biogeographic responses. Further complicating matters, differences in life history and ecological attributes may lead species to respond differently to the same changes in climate. Here, we examine whether recent biogeographic patterns across California are consistent with a warming fingerprint. We describe how various components of climate have changed regionally in California during the 20th century and review empirical evidence of biogeographic responses to these changes, particularly elevational range shifts. Many responses to climate change do not appear to be consistent with a warming fingerprint, with downslope shifts in elevation being as common as upslope shifts across a number of taxa and many demographic and community responses being inconsistent with upslope shifts. We identify a number of potential direct and indirect mechanisms for these responses, including the influence of aspects of climate change other than temperature (e.g., the shifting seasonal balance of energy and water availability), differences in each taxon's sensitivity to climate change, trophic interactions, and land‐use change. Finally, we highlight the need to move beyond a warming fingerprint in studies of biogeographic responses by considering a more multifaceted view of climate, emphasizing local‐scale effects, and including a priori knowledge of relevant natural history for the taxa and regions under study.  相似文献

Including the parameterization of land management practices into Earth System Models has been shown to influence the simulation of regional climates, particularly for temperature extremes. However, recent model development has focused on implementing irrigation where other land management practices such as conservation agriculture (CA) has been limited due to the lack of global spatially explicit datasets describing where this form of management is practiced. Here, we implement a representation of CA into the Community Earth System Model and show that the quality of simulated surface energy fluxes improves when including more information on how agricultural land is managed. We also compare the climate response at the subgrid scale where CA is applied. We find that CA generally contributes to local cooling (~1°C) of hot temperature extremes in mid‐latitude regions where it is practiced, while over tropical locations CA contributes to local warming (~1°C) due to changes in evapotranspiration dominating the effects of enhanced surface albedo. In particular, changes in the partitioning of evapotranspiration between soil evaporation and transpiration are critical for the sign of the temperature change: a cooling occurs only when the soil moisture retention and associated enhanced transpiration is sufficient to offset the warming from reduced soil evaporation. Finally, we examine the climate change mitigation potential of CA by comparing a simulation with present‐day CA extent to a simulation where CA is expanded to all suitable crop areas. Here, our results indicate that while the local temperature response to CA is considerable cooling (>2°C), the grid‐scale changes in climate are counteractive due to negative atmospheric feedbacks. Overall, our results underline that CA has a nonnegligible impact on the local climate and that it should therefore be considered in future climate projections.  相似文献

Major declines of whitebark pine forests throughout western North America from the combined effects of mountain pine beetle (Dendroctonus ponderosae) outbreaks, fire exclusion policies, and the exotic disease white pine blister rust (WPBR) have spurred many restoration actions. However, projected future warming and drying may further exacerbate the species' decline and possibly compromise long‐term success of today's restoration activities. We evaluated successes of restoration treatments under future climate using a comprehensive landscape simulation experiment. The spatially explicit, ecological process model FireBGCv2 was used to simulate whitebark pine populations on two U.S. Northern Rocky Mountain landscapes over 95 years under two climate, three restoration, and two fire management scenarios. Major findings were that (1) whitebark pine can remain on some high mountain landscapes in a future climate albeit at lower basal areas (50% decrease), (2) restoration efforts, such as thinning and prescribed burning, are vital to ensure future whitebark pine forests, and (3) climate change impacts on whitebark pine vary by local setting. Whitebark pine restoration efforts will mostly be successful in the future but only if future populations are somewhat resistant to WPBR. Results were used to develop general guidelines that address climate change impacts for planning, designing, implementing, and evaluating fine‐scale restoration activities.  相似文献

Aim Conservation strategies currently include little consideration of climate change. Insights about the biotic impacts of climate change from biogeography and palaeoecology, therefore, have the potential to provide significant improvements in the effectiveness of conservation planning. We suggest a collaboration involving biogeography, ecology and applied conservation. The resulting Climate Change‐integrated Conservation Strategies (CCS) apply available tools to respond to the conservation challenges posed by climate change. Location The focus of this analysis is global, with special reference to high biodiversity areas vulnerable to climate change, particularly tropical montane settings. Methods Current tools from climatology, biogeography and ecology applicable to conservation planning in response to climate change are reviewed. Conservation challenges posed by climate change are summarized. CCS elements are elaborated that use available tools to respond to these challenges. Results Five elements of CCS are described: regional modelling; expanding protected areas; management of the matrix; regional coordination; and transfer of resources. Regional modelling uses regional climate models, biotic response models and sensitivity analysis to identify climate change impacts on biodiversity at a regional scale appropriate for conservation planning. Expansion of protected areas management and systems within the planning region are based on modelling results. Management of the matrix between protected areas provides continuity for processes and species range shifts outside of parks. Regional coordination of park and off‐park efforts allows harmonization of conservation goals across provincial and national boundaries. Finally, implementation of these CCS elements in the most biodiverse regions of the world will require technical and financial transfer of resources on a global scale. Main conclusions Collaboration across disciplines is necessary to plan conservation responses to climate change adequately. Biogeography and ecology provide insights into the effects of climate change on biodiversity that have not yet been fully integrated into conservation biology and applied conservation management. CCS provide a framework in which biogeographers, ecologists and conservation managers can collaborate to address this need. These planning exercises take place on a regional level, driven by regional climate models as well as general circulation models (GCMs), to ensure that regional climate drivers such as land use change and mesoscale topography are adequately represented. Sensitivity analysis can help address the substantial uncertainty inherent in projecting future climates and biodiversity response.  相似文献

With the high rate of ecosystem change, effective systematic conservation planning must account for ongoing and imminent threats to biodiversity to ensure its persistence. Accordingly, guidance on appropriate conservation actions in the face of climate change has been accumulating. We review this guidance and bring together the key recommendations needed to successfully account for climate change impacts, relevant to the scale at which natural resource management is carried out. We discuss how the traditional conservation tools of protection and restoration need to be adjusted to be effective in the face of climate change. We highlight the conservation innovations such as moveable and temporary reserves, and Targeted Gene Flow. We build on recent work to provide critical advice for considering climate change in conservation planning. In particular, we discuss how stating explicit objectives related to climate change adaptation, quantifying uncertainty, and exploring trade-offs will better place conservation plans to meet objectives for multiple goals such as protection of species, ecosystems, geophysical diversity and ecological processes.  相似文献

Natural resource professionals in the United States recognize that climate-induced changes in phenology can substantially affect resource management. This is reflected in national climate change response plans recently released by major resource agencies. However, managers on-the-ground are often unclear about how to use phenological information to inform their management practices. Until recently, this was at least partially due to the lack of broad-based, standardized phenology data collection across taxa and geographic regions. Such efforts are now underway, albeit in very early stages. Nonetheless, a major hurdle still exists: phenology-linked climate change research has focused more on describing broad ecological changes rather than making direct connections to local to regional management concerns. To help researchers better design relevant research for use in conservation and management decision-making processes, we describe phenology-related research topics that facilitate “actionable” science. Examples include research on evolution and phenotypic plasticity related to vulnerability, the demographic consequences of trophic mismatch, the role of invasive species, and building robust ecological forecast models. Such efforts will increase phenology literacy among on-the-ground resource managers and provide information relevant for short- and long-term decision-making, particularly as related to climate response planning and implementing climate-informed monitoring in the context of adaptive management. In sum, we argue that phenological information is a crucial component of the resource management toolbox that facilitates identification and evaluation of strategies that will reduce the vulnerability of natural systems to climate change. Management-savvy researchers can play an important role in reaching this goal.  相似文献

Understanding, predicting, and mitigating the impacts of climate change on biodiversity poses one of the most crucial challenges this century. Currently, we know more about how future climates are likely to shift across the globe than about how species will respond to these changes. Two recent studies show how mesocosm experiments can hasten understanding of the ecological consequences of climate change on species’ extinction risk, community structure, and ecosystem functions. Using a large-scale terrestrial warming experiment, Bestion et al. provide the first direct evidence that future global warming can increase extinction risk for temperate ectotherms. Using aquatic mesocosms, Yvon-Durocher et al. show that human-induced climate change could, in some cases, actually enhance the diversity of local communities, increasing productivity. Blending these theoretical and empirical results with computational models will improve forecasts of biodiversity loss and altered ecosystem processes due to climate change.  相似文献

Little Penguin (Eudyptula minor) is one of the most ecologically important seabirds in New Zealand and depends strongly on terrestrial ecosystems for nesting, moulting and breeding. Wellington, New Zealand, is one of the world's most important biodiversity hot spots for this species, mostly in confluence with human urban settlements. This species is currently suffering from the local impacts of climate change associated with urbanisation. Two suburbs of Wellington, New Zealand, that are used seasonally by Little Penguin as terrestrial habitat were selected as the study area to address two issues: (i) how local impacts of climate change may affect the population and habitat structure of species in urban coastal zones where land cover change occurs; and (ii) how landscape management practices may help to mitigate the impacts imposed by climate change on the species in such a context. Remote Sensing and Geographical Information Systems techniques were applied to quantify and measure the extent of the prehuman forests and current land cover classes in the study area to reveal the degree to which land cover has changed from predevelopment to the present time. The research shows that land cover change in the study area has been widespread and partly irreversible, particularly in areas covered by the class Built‐up Area. Results reveal that there are still spatial opportunities to safeguard this vulnerable species against the ill effects of climate change through landscape management practices.  相似文献

The myriad challenges facing biodiversity under climate change are reflected in the challenges facing managers planning for these impacts. An ever-expanding number of recommendations and tools for climate change adaptation exist to aid managers in these efforts, yet navigating these various resources can lead to information overload and paralysis in decision-making. Here we provide a synthesis of the key considerations, approaches, and available tools for integrating climate change adaptation into management plans. We discuss principal elements in climate change adaptation—incorporating uncertainty through scenario planning and adaptive management—and review three leading frameworks for incorporating climate change adaptation into place-based biodiversity conservation planning. Finally, we identify the following key questions needed for long-term conservation planning and review the associated tools and techniques needed to address them: (1) How is the climate projected to change in my study area?; (2) How are non-climatic stressors projected to change?; (3) How vulnerable are species to climate change impacts?; (4) How are species ranges likely to respond?; and (5) How are management strategies expected to affect outcomes? In doing so, we aim to aid natural resource managers in navigating the burgeoning field of climate change adaptation planning and provide managers a roadmap for managing biodiversity under climate change.  相似文献

We retrace the development of tropical phenology research, compare temperate phenology study to that in the tropics and highlight the advances currently being made in this flourishing discipline. The synthesis draws attention to how fundamentally different tropical phenology data can be to temperate data. Tropical plants lack a phase of winter dormancy and may grow and reproduce continually. Seasonal patterns in environmental parameters, such as rainfall, irradiance or temperature, do not necessarily coincide temporally, as they do in temperate climes. We review recent research on the drivers of phenophase cycles in individual trees, species and communities and highlight how significant innovations in biometric tools and approaches are being driven by the need to deal with circular data, the complexity of defining tropical seasons and the myriad growth and reproductive strategies used by tropical plants. We discuss how important the use of leaf phenology (or remotely‐sensed proxies of leaf phenophases) has become in tracking biome responses to climate change at the continental level and how important the phenophase of forests can be in determining local weather conditions. We also highlight how powerful analyses of plant responses are hampered at many tropical sites by a lack of contextual data on local environmental conditions. We conclude by arguing that there is a clear global benefit in increasing long term tropical phenology data collection and improving empirical collection of local climate measures, contemporary to the phenology data. Directing more resources to research in this sector will be widely beneficial.  相似文献

地方知识在解决生态问题上的价值在国外已经受到相当的重视,但在中国尚刚刚起步。通过综述国内外地方知识的相关文献,发现有关地方知识的研究最近几年呈逐渐上升的趋势,国外研究明显多于国内且比国内深入。整体而言,地方知识在生态应用中的价值可以体现在4个方面:作为背景知识、提供基础数据、提供未来方案以及参与生态管理。国内有关地方知识的研究还流于描述层面,大多在描述背景知识。而国外的研究则更多得聚焦于怎样利用地方知识来提供数据、提供新的规划及技术方法,并强化地方知识在生态管理中的作用。结合文献归纳了地方知识在生态应用梯度各等级中的具体作用,提出了一个地方知识的生态应用框架,以期指导中国的相关科研和实践工作。以国外的研究为鉴,地方知识在中国的生态应用未来具有很大空间,地方知识作为普遍知识的有效补充,应该充分参与数据、决策以及管理的全过程,提出地方知识在中国未来应用发展的几个重点突破的难点,期望地方知识在科学规划、资源管理中发挥其应有的价值。  相似文献

Species distribution models (SDMs) are common tools for assessing the potential impact of climate change on species ranges. Uncertainty in SDM output occurs due to differences among alternate models, species characteristics and scenarios of future climate. While considerable effort is being devoted to identifying and quantifying the first two sources of variation, a greater understanding of climate scenarios and how they affect SDM output is also needed. Climate models are complex tools: variability occurs among alternate simulations, and no single 'best' model exists. The selection of climate scenarios for impacts assessments should not be undertaken arbitrarily - strengths and weakness of different climate models should be considered. In this paper, we provide bioclimatic modellers with an overview of emissions scenarios and climate models, discuss uncertainty surrounding projections of future climate and suggest steps that can be taken to reduce and communicate climate scenario-related uncertainty in assessments of future species responses to climate change.  相似文献

产业发展离不开产业政策的制定与发布,产业政策对于产业具有导向性与支持性,其制定主体主要包括中央政府和地方政府。以生物产业为例,采用计量分析的方法,搜集并整理了中央政府以及湖北、深圳、重庆、上海、北京五个地方政府颁布的生物产业政策,对其外部属性特征进行差异性分析,同时对多份国家层面的生物产业结构性政策运用内容分析的方法,进行政策工具分类分析,并构建了“政策工具-生物产业发展阶段”二维政策工具分析框架,探讨不同产业发展阶段之间政策工具使用的差异性。研究发现,中央政府与地方政府生物产业政策密集发布年份存在差异,且与生物产业发展关键节点有关联;国家层面生物产业政策不同类型政策工具使用频率差距较大,以环境型政策工具为主,较少使用需求型政策工具。针对研究结果,从我国生物产业发展情况及区域间差异的角度提出了相关政策建议。  相似文献

Aim Existing climate envelope models give an indication of broad scale shifts in distribution, but do not specifically provide information on likely future population changes useful for conservation prioritization and planning. We demonstrate how these techniques can be developed to model likely future changes in absolute density and population size as a result of climate change. Location Great Britain. Methods Generalized linear models were used to model breeding densities of two northerly‐ and two southerly‐distributed bird species as a function of climate and land use. Models were built using count data from extensive national bird monitoring data and incorporated detectability to estimate absolute abundance. Projections of likely future changes in the distribution and abundance of these species were made by applying these models to projections of future climate change under two emissions scenarios. Results Models described current spatial variation in abundance for three of the four species and produced modelled current estimates of national populations that were similar to previously published estimates for all species. Climate change was projected to result in national population declines in the two northerly‐distributed species, with declines for Eurasian curlew Numenius arquata projected to be particularly severe. Conversely, the abundances of the two southerly distributed species were projected to increase nationally. Projected maps of future abundance may be used to identify priority areas for the future conservation of each species. Main conclusions The analytical methods provide a framework to make projections of impacts of climate change on species abundance, rather than simply projected range changes. Outputs may be summarized at any spatial scale, providing information to inform future conservation planning at national, regional and local scales. Results suggest that as a consequence of climate change, northerly distributed bird species in Great Britain are likely to become an increasingly high conservation priority within the UK.  相似文献

Cities are recognised as key players in global adaptation and mitigation efforts because the majority of people live in cities. However, in Europe, which is highly urbanized and one of the most advanced regions in terms of environmental policies, there is considerable diversity in the regional distribution, ambition and scope of climate change responses. This paper explores potential factors contributing to such diversity in 200 large and medium-sized cities across 11 European countries. We statistically investigate institutional, socio-economic, environmental and vulnerability characteristics of cities as potential drivers of or barriers to the development of urban climate change plans. Our results show that factors such as membership of climate networks, population size, GDP per capita and adaptive capacity act as drivers of mitigation and adaptation plans. By contrast, factors such as the unemployment rate, warmer summers, proximity to the coast and projected exposure to future climate impacts act as barriers. We see that, overall, it is predominantly large and prosperous cities that engage in climate planning, while vulnerable cities and those at risk of severe climate impacts in the future are less active. Our analysis suggests that climate change planning in European cities is not proactive, i.e. not significantly influenced by anticipated future impacts. Instead, we found that the current adaptive capacity of a city significantly relates to climate planning. Along with the need to further explore these relations, we see a need for more economic and institutional support for smaller and less resourceful cities and those at high risk from climate change impacts in the future.  相似文献

The genomic revolution has provided powerful insights into the biology and ecology of many non-model organisms. Genetic tools have been increasingly applied to marine lobster research in recent years and have improved our understanding of species delimitation and population connectivity. High resolution genomic markers are just beginning to be applied to lobsters and are now starting to revolutionise our understanding of fine spatial and temporal scales of population connectivity and adaptation to environmental conditions. Lobsters play an important role in the ecosystem and many species are commercially exploited but many aspects of their biology is still largely unknown. Genetics is a powerful tool that can further contribute to our understanding of their ecology and evolution and assist management. Here we illustrate how recent genetic advancements are (1) leading to a step change in our understanding of evolution and adaptation, (2) elucidating factors driving connectivity and recruitment, (3) revealing insights into ecological processes and can (4) potentially revolutionise management of this commercially important group. We discuss how improvements in sequencing technologies and statistical methods for genetic data analyses combined with increased sampling efforts and careful sampling design have transformed our understanding of lobsters biology in recent years. We also highlight possible future directions in the application of genomic tools to lobster research that can aid management, in particular, the close-kin-mark-recapture method. Finally, we identify gaps and challenges in lobster research, such as the lack of any reference genomes and predictions on how lobsters will respond to future environmental conditions.
