High and Far: Biases in the Location of Protected Areas   总被引:1,自引:0,他引:1  

Background

About an eighth of the earth''s land surface is in protected areas (hereafter “PAs”), most created during the 20th century. Natural landscapes are critical for species persistence and PAs can play a major role in conservation and in climate policy. Such contributions may be harder than expected to implement if new PAs are constrained to the same kinds of locations that PAs currently occupy.

Methodology/Principal Findings

Quantitatively extending the perception that PAs occupy “rock and ice”, we show that across 147 nations PA networks are biased towards places that are unlikely to face land conversion pressures even in the absence of protection. We test each country''s PA network for bias in elevation, slope, distances to roads and cities, and suitability for agriculture. Further, within each country''s set of PAs, we also ask if the level of protection is biased in these ways. We find that the significant majority of national PA networks are biased to higher elevations, steeper slopes and greater distances to roads and cities. Also, within a country, PAs with higher protection status are more biased than are the PAs with lower protection statuses.

Conclusions/Significance

In sum, PAs are biased towards where they can least prevent land conversion (even if they offer perfect protection). These globally comprehensive results extend findings from nation-level analyses. They imply that siting rules such as the Convention on Biological Diversity''s 2010 Target [to protect 10% of all ecoregions] might raise PA impacts if applied at the country level. In light of the potential for global carbon-based payments for avoided deforestation or REDD, these results suggest that attention to threat could improve outcomes from the creation and management of PAs.  相似文献

Protected areas (PAs) are at the forefront of conservation efforts, and yet despite considerable progress towards the global target of having 17% of the world''s land area within protected areas by 2020, biodiversity continues to decline. The discrepancy between increasing PA coverage and negative biodiversity trends has resulted in renewed efforts to enhance PA effectiveness. The global conservation community has conducted thousands of assessments of protected area management effectiveness (PAME), and interest in the use of these data to help measure the conservation impact of PA management interventions is high. Here, we summarize the status of PAME assessment, review the published evidence for a link between PAME assessment results and the conservation impacts of PAs, and discuss the limitations and future use of PAME data in measuring the impact of PA management interventions on conservation outcomes. We conclude that PAME data, while designed as a tool for local adaptive management, may also help to provide insights into the impact of PA management interventions from the local-to-global scale. However, the subjective and ordinal characteristics of the data present significant limitations for their application in rigorous scientific impact evaluations, a problem that should be recognized and mitigated where possible.  相似文献

In spite of the high importance of forests, global forest loss has remained alarmingly high during the last decades. Forest loss at a global scale has been unveiled with increasingly finer spatial resolution, but the forest extent and loss in protected areas (PAs) and in large intact forest landscapes (IFLs) have not so far been systematically assessed. Moreover, the impact of protection on preserving the IFLs is not well understood. In this study we conducted a consistent assessment of the global forest loss in PAs and IFLs over the period 2000–2012. We used recently published global remote sensing based spatial forest cover change data, being a uniform and consistent dataset over space and time, together with global datasets on PAs’ and IFLs’ locations. Our analyses revealed that on a global scale 3% of the protected forest, 2.5% of the intact forest, and 1.5% of the protected intact forest were lost during the study period. These forest loss rates are relatively high compared to global total forest loss of 5% for the same time period. The variation in forest losses and in protection effect was large among geographical regions and countries. In some regions the loss in protected forests exceeded 5% (e.g. in Australia and Oceania, and North America) and the relative forest loss was higher inside protected areas than outside those areas (e.g. in Mongolia and parts of Africa, Central Asia, and Europe). At the same time, protection was found to prevent forest loss in several countries (e.g. in South America and Southeast Asia). Globally, high area-weighted forest loss rates of protected and intact forests were associated with high gross domestic product and in the case of protected forests also with high proportions of agricultural land. Our findings reinforce the need for improved understanding of the reasons for the high forest losses in PAs and IFLs and strategies to prevent further losses.  相似文献

Numerous protected areas (PAs) have been created in Africa to safeguard wildlife and other natural resources. However, significant threats from anthropogenic activities and decline of wildlife populations persist, while conservation efforts in most PAs are still minimal. We assessed the impact level of the most common threats to wildlife within PAs in tropical Africa and the relationship of conservation activities with threat impact level. We collated data on 98 PAs with tropical forest cover from 15 countries across West, Central and East Africa. For this, we assembled information about local threats as well as conservation activities from published and unpublished literature, and questionnaires sent to long-term field workers. We constructed general linear models to test the significance of specific conservation activities in relation to the threat impact level. Subsistence and commercial hunting were identified as the most common direct threats to wildlife and found to be most prevalent in West and Central Africa. Agriculture and logging represented the most common indirect threats, and were most prevalent in West Africa. We found that the long-term presence of conservation activities (such as law enforcement, research and tourism) was associated with lower threat impact levels. Our results highlight deficiencies in the management effectiveness of several PAs across tropical Africa, and conclude that PA management should invest more into conservation activities with long-term duration.  相似文献

The leading policy to conserve forest is protected areas (PAs). Yet, PAs are not a single tool: land users and uses vary by PA type; and public PA strategies vary in the extent of each type and in the determinants of impact for each type, i.e. siting and internal deforestation. Further, across regions and time, strategies respond to pressures (deforestation and political). We estimate deforestation impacts of PA types for a critical frontier, the Brazilian Amazon. We separate regions and time periods that differ in their deforestation and political pressures and document considerable variation in PA strategies across regions, time periods and types. The siting of PAs varies across regions. For example, all else being equal, PAs in the arc of deforestation are relatively far from non-forest, while in other states they are relatively near. Internal deforestation varies across time periods, e.g. it is more similar across the PA types for PAs after 2000. By contrast, after 2000, PA extent is less similar across PA types with little non-indigenous area created inside the arc. PA strategies generate a range of impacts for PA types—always far higher within the arc—but not a consistent ranking of PA types by impact.  相似文献

Protected areas (PAs) cover a quarter of the tropical forest estate. Yet there is debate over the effectiveness of PAs in reducing deforestation, especially when local people have rights to use the forest. A key analytic problem is the likely placement of PAs on marginal lands with low pressure for deforestation, biasing comparisons between protected and unprotected areas. Using matching techniques to control for this bias, this paper analyzes the global tropical forest biome using forest fires as a high resolution proxy for deforestation; disaggregates impacts by remoteness, a proxy for deforestation pressure; and compares strictly protected vs. multiple use PAs vs indigenous areas. Fire activity was overlaid on a 1 km map of tropical forest extent in 2000; land use change was inferred for any point experiencing one or more fires. Sampled points in pre-2000 PAs were matched with randomly selected never-protected points in the same country. Matching criteria included distance to road network, distance to major cities, elevation and slope, and rainfall. In Latin America and Asia, strict PAs substantially reduced fire incidence, but multi-use PAs were even more effective. In Latin America, where there is data on indigenous areas, these areas reduce forest fire incidence by 16 percentage points, over two and a half times as much as naïve (unmatched) comparison with unprotected areas would suggest. In Africa, more recently established strict PAs appear to be effective, but multi-use tropical forest protected areas yield few sample points, and their impacts are not robustly estimated. These results suggest that forest protection can contribute both to biodiversity conservation and CO2 mitigation goals, with particular relevance to the REDD agenda. Encouragingly, indigenous areas and multi-use protected areas can help to accomplish these goals, suggesting some compatibility between global environmental goals and support for local livelihoods.  相似文献

Most evaluations of the effectiveness of PAs have relied on indirect estimates based on comparisons between protected and unprotected areas. Such methods can be biased when protection is not randomly assigned. We add to the growing literature on the impact of PAs by answering the following research questions: What is the impact of Chilean PAs on deforestation which occurred between 1986 and 2011? How do estimates of the impact of PAs vary when using only public land as control units? We show that the characteristics of the areas in which protected and unprotected lands are located differ significantly. To satisfactorily estimate the effects of PAs, we use matching methods to define adequate control groups, but not as in previous research. We construct control groups using separately non-protected private areas and non-protected public lands. We find that PAs avoid deforestation when using unprotected private lands as valid controls, however results show no impact when the control group is based only on unprotected public land. Different land management regimes, and higher levels of enforcement inside public lands may reduce the opportunity to add additional conservation benefits when the national systems for PAs are based on the protection of previously unprotected public lands. Given that not all PAs are established to avoid deforestation, results also admit the potential for future studies to include other outcomes including forest degradation (not just deforestation), biodiversity, wildlife, primary forests (not forests in general), among others.  相似文献

With the rapidly expanding ecological footprint of agriculture, the design of farmed landscapes will play an increasingly important role for both carbon storage and biodiversity protection. Carbon and biodiversity can be enhanced by integrating natural habitats into agricultural lands, but a key question is whether benefits are maximized by including many small features throughout the landscape (‘land‐sharing’ agriculture) or a few large contiguous blocks alongside intensive farmland (‘land‐sparing’ agriculture). In this study, we are the first to integrate carbon storage alongside multi‐taxa biodiversity assessments to compare land‐sparing and land‐sharing frameworks. We do so by sampling carbon stocks and biodiversity (birds and dung beetles) in landscapes containing agriculture and forest within the Colombian Chocó‐Andes, a zone of high global conservation priority. We show that woodland fragments embedded within a matrix of cattle pasture hold less carbon per unit area than contiguous primary or advanced secondary forests (>15 years). Farmland sites also support less diverse bird and dung beetle communities than contiguous forests, even when farmland retains high levels of woodland habitat cover. Landscape simulations based on these data suggest that land‐sparing strategies would be more beneficial for both carbon storage and biodiversity than land‐sharing strategies across a range of production levels. Biodiversity benefits of land‐sparing are predicted to be similar whether spared lands protect primary or advanced secondary forests, owing to the close similarity of bird and dung beetle communities between the two forest classes. Land‐sparing schemes that encourage the protection and regeneration of natural forest blocks thus provide a synergy between carbon and biodiversity conservation, and represent a promising strategy for reducing the negative impacts of agriculture on tropical ecosystems. However, further studies examining a wider range of ecosystem services will be necessary to fully understand the links between land‐allocation strategies and long‐term ecosystem service provision.  相似文献

Abstract

The impact of climate change on conservation planning is affected by the availability of data (especially in data-sparse countries) and socioeconomic impacts. We build models using MaxEnt for Egyptian medicinal plants as a model system, projecting them to different future times under two IPCC 4th assessment emission scenarios (A2a and B2a) assuming unlimited and no dispersal. We compare the effect of two indices of socioeconomic activity [Human Influence Index (HII) and human population density/km2] as cost layers in spatial prioritization for conservation using zonation. We assess the efficacy of Egypt's network of Protected Areas (PAs) by comparing the predicted conservation value inside and outside each PA under the various scenarios. The results show that there are many locations in Egypt (the main cities, agricultural land, coastal areas) that are highly ranked for conservation before human socioeconomic impacts are included. The HII had a stronger impact than using human population density. The PA value excess (inside–outside) varied significantly with the type of cost and dispersal, but not with climate-change scenario or Zonation settings. We conclude that human socioeconomic impacts add new scope and insights for future conservation; and conservation planning without consideration of such impacts cannot be complete.  相似文献

Deforestation and conversion of native habitats continues to be the leading driver of biodiversity and ecosystem service loss. A number of conservation policies and programs are implemented—from protected areas to payments for ecosystem services (PES)—to deter these losses. Currently, empirical evidence on whether these approaches stop or slow land cover change is lacking, but there is increasing interest in conducting rigorous, counterfactual impact evaluations, especially for many new conservation approaches, such as PES and REDD, which emphasize additionality. In addition, several new, globally available and free high-resolution remote sensing datasets have increased the ease of carrying out an impact evaluation on land cover change outcomes. While the number of conservation evaluations utilizing ‘matching’ to construct a valid control group is increasing, the majority of these studies use simple differences in means or linear cross-sectional regression to estimate the impact of the conservation program using this matched sample, with relatively few utilizing fixed effects panel methods—an alternative estimation method that relies on temporal variation in the data. In this paper we compare the advantages and limitations of (1) matching to construct the control group combined with differences in means and cross-sectional regression, which control for observable forms of bias in program evaluation, to (2) fixed effects panel methods, which control for observable and time-invariant unobservable forms of bias, with and without matching to create the control group. We then use these four approaches to estimate forest cover outcomes for two conservation programs: a PES program in Northeastern Ecuador and strict protected areas in European Russia. In the Russia case we find statistically significant differences across estimators—due to the presence of unobservable bias—that lead to differences in conclusions about effectiveness. The Ecuador case illustrates that if time-invariant unobservables are not present, matching combined with differences in means or cross-sectional regression leads to similar estimates of program effectiveness as matching combined with fixed effects panel regression. These results highlight the importance of considering observable and unobservable forms of bias and the methodological assumptions across estimators when designing an impact evaluation of conservation programs.  相似文献

自然保护地对生物多样性和生态系统服务稳定起着积极作用。社会生态评价有助于完善自然保护地体系。采用生态系统净初级生产力、景观生态指数等指标对羌塘国家自然保护区、藏西北羌塘高原荒漠生态功能区等自然保护地的生态效果进行评价,以人口密度、人均农业产值为指标,对自然保护地的社会经济效果进行评价。结果表明:1)生态效果:2000-2015年自然保护地的NPP呈不同程度的下降趋势,但保护地建立后NPP下降趋势有所减缓。景观破碎度增加、斑块形态复杂化。草地、农田、城镇等人类主导景观斑块空间集聚性增强。除部分偏远地区人类活动影响减小外,大部分自然保护地人为活动扰动依然较强。其中,自然保护区的生态用地比重增加、生产用地比重下降,自然景观得到一定恢复;生态功能区的生态用地比重下降、生产用地比重增加,尤其是草地优势度进一步增大,生态压力加大。2)社会经济效果:1990-2015年自然保护区人口密度、农业产值总量显著低于生态功能区,但人均农业产值自然保护区显著高于生态功能区。保护地建立后人口密度、人均农业产值都有增加,人口密度生态功能区增加更显著,人均农业产值自然保护区增加更显著。今后,对自然保护区要强化管理、控制人类活动,对生态功能区要着力缓解自然保护与社区发展的冲突,提高生态功能区财政转移支付的针对性,探索保护地自然资源持续利用与切实保护相协调的新途径。  相似文献

While rare species are vulnerable to global change, large declines in common species (i.e., those with large population sizes, large geographic distributions, and/or that are habitat generalists) also are of conservation concern. Understanding if and how commonness mediates species' responses to global change, including land cover change, can help guide conservation strategies. We explored avian population responses to land cover change along a gradient from common to rare species using avian data from the North American Breeding Bird Survey (BBS) and land cover data from the National Land Cover Database for the conterminous United States. Specifically, we used generalized linear mixed effects models to ask if species' commonness affected the relationship between land cover and counts, using the initial amount of and change in land cover surrounding each North American BBS route from 2001 to 2016. We quantified species' commonness as a continuous metric at the national scale using the logarithm (base 10) of each species' total count across all routes in the conterminous United States in 2001. For our focal 15-year period, we found that higher proportions of initial natural land cover favored (i.e., were correlated with higher) counts of rare but not common species. We also found that commonness mediated how change in human land cover, but not natural land cover, was associated with species' counts at the end of the study period. Increases in developed lands did not favor counts of any species. Increases in agriculture and declines in pasture favored counts of common but not rare species. Our findings show a signal of commonness in how species respond to a major dimension of global change. Evaluating how and why commonness mediates species' responses to land cover change can help managers design conservation portfolios that sustain the spectrum of common to rare species.  相似文献

Purpose

Land use can cause significant impacts on ecosystems and natural resources. To assess these impacts using life cycle assessment (LCA) and ensure adequate decision-making, comprehensive national inventories of land occupation and transformation flows are required. Here, we aim at developing globally differentiated inventories of land use flows that can be used for primary use in life cycle impact assessment or national land planning.

Methods

Using publicly available data and inventory techniques, national inventories for several land use classes were developed. All land use classes were covered with the highest retrievable level of disaggregation within urban, forestry, agriculture and other land use classes, thus differentiating 21 land use classes. For illustrating the application of this newly developed inventory, two different application settings relevant to life cycle impact assessment were considered: the calculation of global normalisation references for 11 land use impact indicators related to soil quality assessment (adopting the methods recommended by the EU Commission) and the determination of generic globally applicable characterisation factors (CFs) resulting from aggregation of country-level CFs for situations for use when land use location is unknown.

Results and discussion

We built national inventories of 21 land occupation and 17 land transformation flows for 225 countries in the world for the reference year 2010. Cross-comparisons with existing inventories of narrower scopes attested its consistency. Detailed analyses of the calculated global normalisation references for the 11 land use impact categories showed different patterns across the land use impact indicators for each country, thus raising attention on key land use impacts specific to each country. Furthermore, the upscaling of country-level CFs to global generic CFs using the land use inventory revealed discrepancies with other alternative approaches using land use data at different resolutions.

Conclusions

In this study, we made a first attempt at developing national inventories of land use flows with sufficient disaggregation level to enable the calculation of normalisation references and differentiated impacts. However, the findings also demonstrated the need to refine the consistency of the inventory, particularly in the combination of land cover and land use data, which should be harmonised in future studies, and to expand it with differentiated coverage of more land use flows relevant to impact assessment.

Voluntary conservation agreements are commonly used to stem the impact of habitat destruction and degradation on terrestrial biodiversity. Past studies that aim to inform how resources for conservation should be allocated across land parcels have assumed the costs of securing conservation on sites can be estimated solely on the basis of the value of alternative land uses. However, in a voluntary negotiation, a landowner could hold-out for a higher payment based on a conservation group or agency’s willingness-to-pay by leveraging the value of biodiversity on the property. We examine landowners’ ability to leverage and the consequences for conservation planning. To explore this, we first use an analytical approximation that simplifies the situation to one where a conservation group prioritizes one site for acquisition. Landowners’ ability to hold-out for higher payments in this situation ranges from approximately 17% to 55% of the value of alternative land uses on the site. We show that landowners’ ability to hold-out for higher payments is more sensitive to variance in the value of alternative land uses than variance in the biodiversity value across properties and is highest when the two factors negatively covary. Next, we consider multi-site selection decisions accounting for community complementarity across parcels. We find that leverage potential can be significantly higher in this context, with a maximum increase of 237% of the value of alternative land uses, and that community irreplaceability is correlated with landowners’ ability to leverage. If one landowner holds out for a higher payment, it has implications for what other parcels should be priorities for protection.  相似文献

Protected areas are a popular policy instrument in the global fight against loss of biodiversity and ecosystem services. However, the effectiveness of protected areas in preventing deforestation, and their impacts on poverty, are not well understood. Recent studies have found that Bolivia''s protected-area system, on average, reduced deforestation and poverty. We implement several non-parametric and semi-parametric econometric estimators to characterize the heterogeneity in Bolivia''s protected-area impacts on joint deforestation and poverty outcomes across a number of socioeconomic and biophysical moderators. Like previous studies from Costa Rica and Thailand, we find that Bolivia''s protected areas are not associated with poverty traps. Our results also indicate that protection did not have a differential impact on indigenous populations. However, results from new multidimensional non-parametric estimators provide evidence that the biophysical characteristics associated with the greatest avoided deforestation are the characteristics associated with the potential for poverty exacerbation from protection. We demonstrate that these results would not be identified using the methods implemented in previous studies. Thus, this study provides valuable practical information on the impacts of Bolivia''s protected areas for conservation practitioners and demonstrates methods that are likely to be valuable to researchers interested in better understanding the heterogeneity in conservation impacts.  相似文献

The African protected area (PA) network has the potential to act as a set of functionally interconnected patches that conserve meta-populations of mammal species, but individual PAs are vulnerable to habitat change which may disrupt connectivity and increase extinction risk. Individual PAs have different roles in maintaining connectivity, depending on their size and location. We measured their contribution to network connectivity (irreplaceability) for carnivores and ungulates and combined it with a measure of vulnerability based on a 30-year trend in remotely sensed vegetation cover (Normalized Difference Vegetation Index). Highly irreplaceable PAs occurred mainly in southern and eastern Africa. Vegetation cover change was generally faster outside than inside PAs and particularly so in southern Africa. The extent of change increased with the distance from PAs. About 5% of highly irreplaceable PAs experienced a faster vegetation cover loss than their surroundings, thus requiring particular conservation attention. Our analysis identified PAs at risk whose isolation would disrupt the connectivity of the PA network for large mammals. This is an example of how ecological spatial modelling can be combined with large-scale remote sensing data to investigate how land cover change may affect ecological processes and species conservation.  相似文献

Tropical and subtropical dry woodlands are rich in biodiversity and carbon. Yet, many of these woodlands are under high deforestation pressure and remain weakly protected. Here, we assessed how deforestation dynamics relate to areas of woodland protection and to conservation priorities across the world's tropical dry woodlands. Specifically, we characterized different types of deforestation frontier from 2000 to 2020 and compared them to protected areas (PAs), Indigenous Peoples' lands and conservation areas for biodiversity, carbon and water. We found that global conservation priorities were always overrepresented in tropical dry woodlands compared to the rest of the globe (between 4% and 96% more than expected, depending on the type of conservation priority). Moreover, about 41% of all dry woodlands were characterized as deforestation frontiers, and these frontiers have been falling disproportionately in areas with important regional (i.e. tropical dry woodland) conservation assets. While deforestation frontiers were identified within all tropical dry woodland classes of woodland protection, they were lower than the average within protected areas coinciding with Indigenous Peoples' lands (23%), and within other PAs (28%). However, within PAs, deforestation frontiers have also been disproportionately affecting regional conservation assets. Many emerging deforestation frontiers were identified outside but close to PAs, highlighting a growing threat that the conserved areas of dry woodland will become isolated. Understanding how deforestation frontiers coincide with major types of current woodland protection can help target context-specific conservation policies and interventions to tropical dry woodland conservation assets (e.g. PAs in which deforestation is rampant require stronger enforcement, inactive deforestation frontiers could benefit from restoration). Our analyses also identify recurring patterns that can be used to test the transferability of governance approaches and promote learning across social–ecological contexts.  相似文献

With many species predicted to respond to a changing climate by shifting their distribution to climatically suitable areas, the effectiveness of static protected areas (PAs) is in question. The Madagascan PA network area has quadrupled over the past 15 years, and, although conservation planning techniques were employed to prioritise suitable areas for protection during this process, climate change impacts were not considered. We make use of species distribution models for 750 Madagascan vertebrate species to assess the potential impacts of climate change on (1) species richness across Madagascar, (2) species gain, loss and turnover in Madagascar's PAs and (3) PA network representativeness. Results indicate that Madagascar is predicted to experience substantial shifts in species richness, with most PAs predicted to experience high rates of species turnover. Provided there are no barriers to species movements, the representativeness of the current PA network will remain high for the species that are predicted to survive changes in climate by 2070, suggesting that little benefit will be gained from establishing new PAs. However, this rests on the assumption of mobility through areas currently characterised by fragmentation and anthropogenic activity, something that will require considerable expansion in conservation efforts in order to achieve.  相似文献

以快速发展、后备资源极其匮乏的江阴市和发展相对较慢、具有一定可开发耕地资源的兴化市为研究区,探讨区域耕地保护经济补偿机制。从区域土地利用的角度,选取了区域土地利用结构、自然资源和土壤条件等对生态环境有较大影响的指标对耕地保护易地补偿的生态环境状况予以测算。同时,选取区域污染治理资金投入能力和科技投入力度等指标测算区域生态环境修复的能力,并从CO2的固定、O2的释放、土壤质量的保持、水源的涵养等方面对两区域的生态服务价值其进行了量化。结果表明:从2010年到2015年,两地生态价值而呈不断增长态势,补偿价值将由244008.10元/hm2上升到245871.37元/hm2。这一价值将应由兴化市保护耕地方支付给江阴市产业发展方向。  相似文献
