The 1992 United Nations Conference on Environment and Development (UNCED) held at Rio de Janeiro was a seminal event that addressed the interplay of economic development and human use of natural resources with the need for protection of the natural environment. The general principles embodied in the Rio Declaration and the provisions included in the comprehensive Agenda 21 expressed the expectations of the international community and set the stage for national and international policy and legal developments in a host of different areas, including the governance of the ocean's living resources. Chapter 17 of Agenda 21 focused on the world's oceans and seas and crystallized growing world community concern with problems such as unregulated fishing, fishing vessel reflagging, overcapitalization of the fishing industry, inadequate fisheries enforcement, and insufficient cooperation among states. Further, the documentation of UNCED evidenced interest in new governance frameworks and concepts such as ecosystem-based management and precaution. In retrospect, it is clear that the ideas discussed at Rio have been important and have been implemented by a variety of governments and international organizations as they exercise their responsibilities for fisheries management. This article examines the principles and approaches suggested by UNCED as they relate to world fisheries and considers how they have been reflected in global fishery agreements such as the FAO Compliance Agreement and the United Nations Fish Stocks Agreement, in the work of international fishery bodies such as the FAO Committee on Fisheries, and in the efforts of a number of regional fishery commissions. It also addresses the significance and ramifications of changes suggested by Agenda 21 for the future conduct and management of world marine fisheries.  相似文献

Pamana Ka Sa Pilipinas (Pamana) is a grassroots fisherfolk alliance of Philippine Marine Protected Areas with more than 6,000 individual fisherfolk and their 30,000 family members. Access to food, education, and health services for Philippine fisherfolk families is directly dependant upon the fish harvest and related health of the marine environment. Pamana represents a unique “ecohealth” strategy, linking the health of coastal people and that of their surrounding marine ecosystem. Pamana’s activities are viewed by both their membership and barangay (village) health workers as a contribution to nutritional and community health. The alliance has developed an approach to the empowerment of fisherfolk that has led to improvement in health, food security, and nutritional status of their communities. The development of Pamana provides a model for building capacity in other fishing- and resource-based cultures, through engagement and empowerment. In less developed countries, grassroots initiatives, such as Pamana, may be the only solution for sustainable fisheries contributions to food security, given the challenges of fisherfolk poverty, environmental degradation, and limited finances.  相似文献

Inshore marine resources play an important role in the livelihoods of Pacific Island coastal communities. However, such reliance can be detrimental to inshore marine ecosystems. Understanding the livelihoods of coastal communities is important for devising relevant and effective fisheries management strategies. Semi-structured household interviews were conducted with householders in Langalanga Lagoon, Solomon Islands, to understand household livelihoods and resource governance in fishing-dependent communities. Households were engaged in a diverse range of livelihoods. Fishing, shell money production and gardening were the most important livelihoods. Proximity to an urban centre influenced how households accessed some livelihoods. Perceptions of management rules varied and different reasons were cited for why rules were broken, the most common reason being to meet livelihood needs. Current models of inshore small-scale fisheries management that are based on the notion of community-based resource management may not work in locations where customary management systems are weak and livelihoods are heavily reliant on marine resources. An important step for fisheries management in such locations should include elucidating community priorities through participatory development planning, taking into consideration livelihoods as well as governance and development aspirations.  相似文献

Ecosystem-based management requires integration of multiple system components and uses, identifying and striving for sustainable outcomes, precaution in avoiding deleterious actions, and adaptation based on experience to achieve effective solutions. Efforts underway or in planning to restore and manage two major coastal ecosystems, the Chesapeake Bay (Chesapeake Bay Program) and coastal Louisiana (Louisiana Coastal Area Plan and Gulf Hypoxia Action Plan), are examined with respect to these four principles. These multifaceted restoration programs represent among the foremost challenges for science and coastal management in the United States and, thereby, have important implications for addressing the coastal environmental crises being experienced throughout the world. Although frameworks exist for integration of management objectives in both regions, the technical ability for the quantitatively integrated assessment of multiple stressors and strategies is still in an early stage of development. Science is also being challenged to identify sustainable futures, but emerging concepts of ecosystem resilience offer some promising approaches. Precautionary management is best conceived with regard to fisheries, but should become a more explicit consideration for managing risks and avoiding unanticipated consequences of restoration activities. Adaptive management is embraced as a central process in coastal Louisiana ecosystem restoration, but has not formally been implemented in the more mature Chesapeake Bay restoration. Based on these experiences, ecosystem-based management could be advanced by: (1) orienting more scientific activity to providing the solutions needed for ecosystem restoration; (2) building bridges crossing scientific and management barriers to more effectively integrate science and management; (3) directing more attention to understanding and predicting achievable restoration outcomes that consider possible state changes and ecosystem resilience; (4) improving the capacity of science to characterize and effectively communicate uncertainty; and (5) fully integrating modeling, observations, and research to facilitate more adaptive management.  相似文献

Various factors constrain the existence and development of inland fishes and fisheries, such as pollution, habitat degradation, alien invasive species, local user conflicts, low social priority and inadequate research and funding. In many cases, however, degradation of the environment and loss of aquatic habitat are the predominant concerns for the conservation of freshwater aquatic biota. The need for concerted effort to prevent and reduce environmental degradation, as well as protection of freshwater fishes and fisheries as renewable common pool resources or entities in their own right, are the greatest challenges facing the conservation of fishes in inland waters. Unfortunately, traditional conservation practices such as regulation of exploitation, protected areas and habitat restoration have failed to arrest the alarming increase in number of threatened freshwater fish species worldwide. This paper examines the shifting paradigm of fisheries management from rule-based regulation, through fishery enhancement towards the ecosystem approach to fisheries, with reference to inland waters, and how the emerging concept of ecosystem services coupled with traditional fish conservation management practices, institutional restructuring and integrated management planning should provide a more sustainable thrust to formulation and promotion of fish conservation initiatives.  相似文献

The mangrove forest of Bangladesh, the largest continuous mangrove forest of the world, is one of the most important coastal features of the country. The existence of the mangrove has increased the values of other coastal and marine resources such as the coastal and marine fisheries by increasing productivity and supporting a wide biological diversity. The artisanal fishery, which is highly influenced by mangroves, has been contributing 85–95% of the total coastal and marine catch of Bangladesh. The mangrove also supports offshore and deep sea fisheries by playing a significant role as nursery ground for many deep sea fishes and shrimps including the giant tiger shrimp (Penaeus monodon) which is the major species of the industrial bottom trawl fishery of Bangladesh. The mangrove also contributes significantly in shrimp farming which has been the most significant export-oriented industry since the 1970s. However, the mangrove fisheries have been under intensive pressure from deleterious fishing activities and deliberate aquaculture development by destructing mangrove habitats. The impacts of mangrove have been reflected in the contribution of artisanal fishery catch that has been in a continuous decline since the 1980s. Shrimp farming has been the most destructive contributor to mangrove destruction with a corresponding loss of biological resources particularly the wild shrimp fishery. This paper reviews different aspects of the mangrove fisheries of Bangladesh and discusses the impacts of different fisheries. The paper identifies the importance of reviewing, amending and/or replacing the traditional management approaches by the new management techniques such as habitat restoration and stock enhancement in the natural environment; the paper also identifies the need for research findings in formulating and implementing new management approaches.  相似文献

During the second half of the twentieth century interest in the development of integrated ocean governance has continued to grow, within individual states and on the international level as well. In the United States the work of the Stratton Commission led to the creation of the National Oceanic and Atmospheric Administration (NOAA) and the passage of the Coastal Zone Management Act. These developments were but the start of what has become ongoing concern with establishing coherent and comprehensive approaches to the management of ocean and coastal space. Globally, interest in more systemic approaches to ocean management increased with the negotiations for the 1982 United Nations Law of the Sea Convention and was further sparked by the issues raised at the 1972 Stockholm Conference on the Human Environment and the 1992 United Nations Conference on Environment and Development held in Rio de Janeiro. Several states have recently undertaken new initiatives to further the development of integrated ocean policies that reflect recognition of the need for ecosystem-based management. The purpose of this contribution is to examine developments in three states, the United States, Canada, and Australia, that have given this subject substantial attention and to assess the efforts being made and the nature of the problems that are being encountered.  相似文献

China (excluding Hong Kong, Macao and Taiwan, unless specified) is the greatest contributor to the total catch of global marine fisheries. As such, data about the degrees of exploitation and developmental dynamics of its fisheries are essential to evaluate and guide future sustainable seafood production and policy implementation and adjustments. In this study, we summarized the national official statistic data on domestic marine fisheries (including both marine capture fisheries and mariculture) from the earliest available year, 1950, to the latest year, 2014, using on the China Fishery Statistical Yearbooks. We also conducted analyses to understand the historical and current statuses of Chinese marine fisheries and their developmental trends. Domestic marine capture fisheries are declining and will continue to decline because of the current degradation and loss of coastal habitats, mainly due to coastal development and pollution and the over-exploitation of coastal natural resources. In contrast, mariculture has demonstrated promise as an approach to increase seafood production. However, given the wide latitudinal range of domestic seas in China, global climate change may impact China’s marine natural resources. We highlight that effective management measures and long-term monitoring are essential for the sustainability of domestic marine capture fisheries. Moreover, environmentally-friendly practices in mariculture should be enhanced and species introduction carefully monitored to achieve sustainable development.  相似文献

The European, Canadian, and Latin American seaweed industries rely on the sustainable harvesting of natural resources. As several countries wish to increase their activity, the harvest should be managed according to integrated and participatory governance regimes to ensure production within a long-term perspective. Development of regulations and directives enabling the sustainable exploitation of natural resources must therefore be brought to the national and international political agenda in order to ensure environmental, social, and economic values in the coastal areas around the world. In Europe, Portugal requires an appraisal of seaweed management plans while Norway and Canada have developed and implemented coastal management plans including well-established and sustainable exploitation of their natural seaweed resources. Whereas, in Latin America, different scenarios of seaweed exploitation can be observed; each country is however in need of long-term and ecosystem-based management plans to ensure that exploitation is sustainable. These plans are required particularly in Peru and Brazil, while Chile has succeeded in establishing a sustainable seaweed-harvesting plan for most of the economically important seaweeds. Furthermore, in both Europe and Latin America, seaweed aquaculture is at its infancy and development will have to overcome numerous challenges at different levels (i.e., technology, biology, policy). Thus, there is a need for regulations and establishment of “best practices” for seaweed harvesting, management, and cultivation. Trained human resources will also be required to provide information and education to the communities involved, to enable seaweed utilization to become a profitable business and provide better income opportunities to coastal communities.  相似文献

Interest in the management of the environment and its resources on an ecosystem basis has been increasing in both terrestrial and marine contexts. The emergence of the concept of large marine ecosystems (LMEs) is one important example of this development. LMEs have been examined through five linked modules: (1) productivity of the ecosystem; (2) fish and fisheries; (3) pollution and ecosystem health; (4) socioeconomic conditions; and (5) governance. The first three focus on natural systems, while the last two concentrate on human interactions with those systems. To date the first three have received the greatest attention but as attention has turned to development and implementation of management strategies, greater consideration has being given to the human dimension of LMEs represented by the latter two modules. This article focuses on governance, a matter that is of fundamental importance because it shapes the pattern of human use of the natural environment. Efforts to promote ecosystem-based management occur within different governance frameworks; these frameworks and their associated dynamics must be understood in the same fashion that the structure and interplay of the elements of the natural ecosystem need to be comprehended. Just as natural science employs baseline studies to gauge change over time, this paper asserts the need for similar studies relevant to governance aspects of ecosystem use. After identifying and describing the roles of three major and generic governance institutions, we suggest the development in each LME of a governance profile that outlines and analyzes the existing governance framework. Moreover, we propose to consider governance change over time to assess whether such shifts represent movement in the direction of greater ecosystem focus.  相似文献

Most rivers worldwide are highly regulated by anthropogenic activities through flow regulation and water pollution. Environmental flow regulation is used to reduce the effects of anthropogenic activities on aquatic ecosystems. Formulating flow alteration–ecological response relationships is a key factor in environmental flow assessment. Traditional environmental flow models are characterized by natural relationships between flow regimes and ecosystem factors. However, food webs are often altered from natural states, which disturb environmental flow assessment in such ecosystems. In ecosystems deteriorated by heavy anthropogenic activities, the effects of environmental flow regulation on species are difficult to assess with current modeling approaches. Environmental flow management compels the development of tools that link flow regimes and food webs in an ecosystem. Food web approaches are more suitable for the task because they are more adaptive for disordered multiple species in a food web deteriorated by anthropogenic activities. This paper presents a global method of environmental flow assessment in deteriorated aquatic ecosystems. Linkages between flow regimes and food web dynamics are modeled by incorporating multiple species into an ecosystem to explore ecosystem-based environmental flow management. The approach allows scientists and water resources managers to analyze environmental flows in deteriorated ecosystems in an ecosystem-based way.  相似文献

For many years, fisheries management was based on optimizing yield and maintaining a target biomass, with little regard given to low-frequency environmental forcing. However, this policy was often unsuccessful. In the last two to three decades, fisheries science and management have undergone a shift towards balancing sustainable yield with conservation, with the goal of including ecosystem considerations in decision-making frameworks. Scientific understanding of low-frequency climate–ocean variability, which is manifested as ecosystem regime shifts and states, has led to attempts to incorporate these shifts and states into fisheries assessment and management. To date, operationalizing these attempts to provide tactical advice has met with limited success. We review efforts to incorporate regime shifts and states into the assessment and management of fisheries resources, propose directions for future investigation and outline a potential framework to include regime shifts and changes in ecosystem states into fisheries management.  相似文献

Predator-prey interactions are a primary structuring force vital to the resilience of marine communities and sustainability of the world's oceans. Human influences on marine ecosystems mediate changes in species interactions. This generality is evinced by the cascading effects of overharvesting top predators on the structure and function of marine ecosystems. It follows that ecological forecasting, ecosystem management, and marine spatial planning require a better understanding of food web relationships. Characterising and scaling predator-prey interactions for use in tactical and strategic tools (i.e. multi-species management and ecosystem models) are paramount in this effort. Here, we explore what issues are involved and must be considered to advance the use of predator-prey theory in the context of marine fisheries science. We address pertinent contemporary ecological issues including (1) the approaches and complexities of evaluating predator responses in marine systems; (2) the 'scaling up' of predator-prey interactions to the population, community, and ecosystem level; (3) the role of predator-prey theory in contemporary fisheries and ecosystem modelling approaches; and (4) directions for the future. Our intent is to point out needed research directions that will improve our understanding of predator-prey interactions in the context of the sustainable marine fisheries and ecosystem management.  相似文献

Conceptual models are derived to indicate the signs and symptoms inherent in nutrient changes to brackish, estuarine and coastal areas of restricted circulation. These give a structured approach to detecting adverse symptoms of hypernutrification and eutrophication at all levels of biological organisation, from effects at cellular levels to the ecosystem approach. The conceptual models illustrate the bottom-up approaches to the detection and control of potential problems and the importance of top-down responses. The bottom-up approaches incorporate mechanisms with regard to inputs, retention of nutrients, biogeochemical cycling and the primary production response. The top-down approaches include the detection of responses in high-profile components of the marine system, such as fisheries, sea mammals and wading birds and seabirds, which are often of paramount socio-economic or conservation importance. The management of the above causes and consequences, and following from the adoption by signatories to proposals given by the Paris Commission (PARCOM), can be accomplished by the derivation of Ecological Quality Objectives (EcoQO) and Ecological Quality Standards (EcoQS). These are given here as a development from the Environmental Quality Objectives and Standards (EQO/EQS) approach. Such EcoQO and EcoQS are regarded as as an aid to monitoring and management of estuaries and coastal waters. That management includes recent proposals within European legislation aimed at monitoring and managing the health and integrity of coasts and estuaries, for example the implementation of the Nitrates, Species & Habitats, and Water Framework Directives. The paper, therefore, discusses both the quality and quantity of data involved in the science required by managers and the way ahead for assessing and managing the fate and effects of nutrients. Using European and U.S. examples, the paper introduces the major challenge of how the concerns highlighted can be addressed by policy action.  相似文献

The expansion of commercial aquaculture production has raised awareness of issues relating to the welfare of aquatic animals. The “Five Freedoms” approach to animal welfare was originally devised for farmed terrestrial animals, and has been applied in some countries to aquatic animals reared in aquaculture due to several commonalities inherent within food production systems. There are now moves towards assessing and addressing aquatic animal welfare issues that may arise in wild capture fisheries. However, all “five freedoms” are regularly contradicted in the natural environment, meaning this concept is inappropriate when considering the welfare of aquatic animals in their natural environments. The feelings-based approach to welfare relies on a suffering centered view that, when applied to the natural aquatic environment, requires use of value judgements, cannot encompass scientific uncertainty regarding awareness in fish, elasmobranchs and invertebrates (despite their unquestioned welfare needs), and cannot resolve the welfare conundrums posed by predator–prey interactions or anthropocentrically mediated environmental degradation. For these reasons, the feelings-based approach to welfare is inadequate, inappropriate and must be rejected if applied to aquatic animals in wild capture fisheries, because it demonstrably ignores empirical evidence and several realities apparent within the natural aquatic environment. Furthermore, application of the feelings-based approach is counterproductive as it can alienate key fisheries stakeholders, many of whom are working to address environmental issues of critical importance to the welfare, management and conservation of aquatic animal populations in their natural environment. In contrast, the function-based and nature-based approaches for defining animal welfare appear appropriate for application to the broad range of welfare issues (including emerging environmental issues such as endocrine disruption) that affect aquatic animals in their natural environment, without the need to selectively ignore groups such as elasmobranchs and invertebrates. We consider that the welfare needs of aquatic animals are inextricably entwined with the need for conservation of their populations, communities and their environment, an approach that is entirely consistent with the concept of ecosystem-based management.  相似文献

Inland fisheries are a vital component in the livelihoods and food security of people throughout the world, as well as contributing huge recreational and economic benefits. These valuable assets are jeopardized by lack of research-based understanding of the impacts of fisheries on inland ecosystems, and similarly the impact of human activities associated with inland waters on fisheries and aquatic biodiversity. To explore this topic, an international workshop was organized in order to examine strategies to incorporate fisheries into ecosystem approaches for management of inland waters. To achieve this goal, a new research agenda is needed that focuses on: quantifying the ecosystem services provided by fresh waters; quantifying the economic, social and nutritional benefits of inland fisheries; improving assessments designed to evaluate fisheries exploitation potential; and examining feedbacks between fisheries, ecosystem productivity and aquatic biodiversity. Accomplishing these objectives will require merging natural and social science approaches to address coupled social-ecological system dynamics.  相似文献

Class, ethnic, and gender differences among fisherfolk powerfully influence how the benefits and costs of coastal resource management programs are perceived and experienced in Philippine fishing communities. These and other social differences also limit the efficacy of community participation in these programs and hence the role that local communities can be expected to play in fisheries co-management regimes. Greater attention to institutional changes is needed if the management potential of such regimes is to be realized.  相似文献

Lagoons in the heavily populated, semi-arid coastal zone of the Southern Mediterranean Region exemplify the conflict between human utilisation of water and related resources and aquatic ecosystems. Having recognised the requirement to improve understanding of the functioning of the region’s coastal wetlands, the MELMARINA Project undertook integrated hydro-ecological monitoring and modelling within lagoons in Morocco, Tunisia and Egypt. This article highlights some key issues regarding environmental science and management of the region’s coastal lagoons revealed during the course of the project. It stresses the importance of hydrology as a key control upon lagoon functioning and ecosystem dynamics. Hydrological modifications due to water resource management schemes are the cause of many recent changes experienced within lagoons. Linkages between water quality, water availability, human activities and biological characteristics of coastal lagoons are discussed with particular reference to the controls upon vegetation within the MELMARINA lagoons. A series of methodological advances are reviewed which have potential for wider application within coastal lagoons. It is suggested that the use of lagoon sediment for environmental reconstruction can be invaluable, especially when monitoring data are lacking. Recent advances in instrumentation technologies make long-term continuous monitoring more feasible although these approaches can be combined with more traditional site surveys to provide wider spatial coverage at the expense of temporal resolution. Wider spatial coverage can also be achieved through the use of space-borne or aerial remote sensing imagery whilst longer-term trends in site characteristics can be assessed through historical map analyses. Geographical Information Systems, which facilitate the storage and interrogation of large and varied datasets, have enormous potential. Similarly, coupled hydro-ecological models can inform understanding of lagoon functioning and can assess scenarios associated with environmental change or alternative management approaches. The application of integrated, basin-wide approaches to the management of water resources and aquatic ecosystems in the Southern Mediterranean Region is advocated. This includes the application of principles from the EU’s Water Framework Directive. Finally, the need to place management in the context of climate change and associated sea level rise is stressed.
