The International Whaling Commission (IWC) is currently engaged in an intensive negotiating process in an attempt to resolve international disputes about whaling. The IWC has pioneered and agreed a management procedure approach for setting catch limits for commercial whaling that was unanimously recommended by its Scientific Committee. It is disturbing that current negotiations are moving towards discarding this agreed and carefully developed scientific procedure in favour of ad hoc catch allowances based on political expediency.  相似文献

Ichthyosis with confetti (IWC) is an autosomal dominant congenital ichthyosis also known as ichthyosis variegata or congenital reticular ichthyosiform erythroderma. It manifests at birth with generalized ichthyosiform erythroderma or with a collodion baby picture. The erythrodermic and ichthyotic phenotype persists during life and its severity may modify. However, the hallmark of the disease is the appearance, in childhood or later in life, of healthy skin confetti-like spots, which increase in number and size with time. IWC is a very rare genodermatosis, with a prevalence <1/1,000,000 and only 40 cases reported worldwide. The most important associated clinical features include ear deformities, mammillae hypoplasia, palmoplantar keratoderma, hypertrichosis and ectropion. IWC is due to dominant negative mutations in the KRT10 and KRT1 genes, encoding for keratins 10 and keratin 1, respectively. In this context, healthy skin confetti-like spots represent “repaired” skin due to independent events of reversion of keratin gene mutations via mitotic recombination. In most cases, IWC clinical suspicion is delayed until the detection of white skin spots. Clinical features, which may represent hint to the diagnosis of IWC even before appearance of confetti-like spots, include ear and mammillae hypoplasia, the progressive development of hypertrichosis and, in some patients, of adherent verrucous plaques of hyperkeratosis. Altogether the histopathological finding of keratinocyte vacuolization and the nuclear staining for keratin 10 and keratin 1 by immunofluorescence are pathognomonic. Nevertheless, mutational analysis of KRT10 or KRT1 genes is at present the gold standard to confirm the diagnosis. IWC has to be differentiated mainly from congenital ichthyosiform erythroderma. Differential diagnosis also includes syndromic ichthyoses, in particular Netherton syndrome, and the keratinopathic ichthyoses. Most of reported IWC cases are sporadic, but familial cases with autosomal dominant mode of inheritance have been also described. Therefore, knowledge of the mutation is the only way to properly counsel the couples. No specific and satisfactory therapy is currently available for IWC. Like for other congenital ichthyoses, topical treatments (mainly emollients and keratolytics) are symptomatic and offer only temporary relief. Among systemic treatments, retinoids, in particular acitretin, improve disease symptoms in most patients. Although at present there is no curative therapy for ichthyoses, treatments have improved considerably over the years and the best therapy for each patient is always the result of both physician and patient efforts.  相似文献

Norway was requested by the International Whaling Commission (IWC) to explore the use of high-velocity projectiles to replace cold harpoon as killing device for minke whales (Anon 1980). Tests of suitable high-velocity projectiles for minke whales were therefore initiated in 1982 as part of a wider project with the purpose of studying alternative killing methods to the traditional cold harpoon used in the Norwegian minke whale hunt until 1984 (Øen 1995). The results of the trials have previously been presented in unpublished reports to the IWC (Øen 1982, 1983, 1992).  相似文献

There are different approaches to define the soil available water (SAW) for plants. The objectives of this study are to evaluate the SAW values of 12 arable soils from Hamadan province (western Iran) calculated by plant available water (PAW), least limiting water range (LLWR) and integral water capacity (IWC) approaches and to explore their relations with Dexter’s index of soil physical quality (i.e., S-value). Soil water retention and mechanical resistance were determined on the intact samples which were taken from the 5–10 cm layer. For calculation of LLWR and IWC, the van Genuchten-Mualem model was fitted to the observed soil water retention data. Two matric suctions (h) of 100 and 330 cm were used for the field capacity (FC). There were significant differences (P?<?0.01) between the SAW values calculated by PAW100, PAW330, LLWR100, LLWR330 and IWC. The highest (i.e., 0.210 cm3 cm?3) and the lowest (i.e., 0.129 cm3 cm?3) means of SAW were calculated for the IWC and LLWR330, respectively. The upper limit of LLWR330 for all of the soils was h of 330 cm, and that of LLWR100 (except for one soil that was air-filled porosity of 0.1 cm3 cm?3) was h of 100 cm. The lower limit of LLWR330 and LLWR100 for five soils was h of 15,000 cm and for seven soils was mechanical resistance of 2 MPa. The IWC values were smaller than those of LLWR100 for two soils, equal to those of LLWR100 for three soils and greater than those of LLWR100 for the rest. There is, therefore, a tendency to predict more SAW using the IWC approach than with the LLWR approach. This is due to the chosen critical soil limits and gradual changes of soil limitations vs. water content in the IWC calculation procedure. Significant relationships of SAW with bulk density or relative bulk density were found but not with the clay and organic matter contents. Linear relations between IWC and LLWR100 or LLWR330 were found as: IWC?=??0.0514 + 1.4438LLWR100, R 2?=?0.83; and IWC?=??0.0405 + 2.0465LLWR330, R 2?=?0.84, respectively (both significant at P?<?0.01). Significant relationships were obtained between the SAW values and S indicating the suitability of the index S to explain the availability of soil water for plants even when complicated approaches like IWC are considered. Overall, the results demonstrate the importance of the choice of the approach to be used and its critical limits in the estimation of the soil available water to plants.  相似文献

This comment is based on, and largely incorporates, a memorandum by the author submitted by Japan to the International Whaling Commission (IWC) at its forty‐eighth meeting in June 1996, in Aberdeen, Scotland. It reviews relevant international law principles of interpretation—including ordinary meaning, objectives and purposes, subsequent conduct, and evolutionary interpretation—in their application to the question of the validity of the IWC action in adopting a Southern Ocean Sanctuary, which forbids the commercial harvest of whales in that area regardless of their conservation status. The review concludes that the IWC acted contrary to the provisions of its charter, the 1946 International Convention for the Regulation of Whaling. An epilogue summarizes the IWC discussion of the memorandum, and the general conclusion that an action by the commission ipso facto determines that it complies with the convention, and suggests that this latest instance of ignoring treaty obligations raises the question of how long the IWC can survive when the majority of its members repudiate the objectives and purposes of the convention.  相似文献

Abstract

The official U.S. statement on the 32nd meeting of the International Whaling Commission (IWC termed the outcome a “modest success.”; However, from the point of view of conservationists—i.e., governments and private groups seeking greater protection for the world's endangered whales—the results of the 1980 IWC session can be described at best as satisfactory. The disappointing U.S. performance at this and other recent Commission proceedings strongly suggests the need for a reassessment of American cetacean policy and the way in which we pursue this policy in the IWC.

The discussion will begin with a review of U.S. objectives in the IWC in relation to national and international law governing cetaceans. The focus will then turn to the role played by the United States in the Commission's deliberations on selected issues in 1980. The conclusion will set forth recommendations for improvements in American policy and strategy in the IWC.  相似文献

Demand for data on the ecological condition of wetlands is increasing as state and federal management programs recognize its value in reporting on the ambient condition of the resource, targeting restoration and protection efforts, evaluating the effects of mitigation and restoration practices, supporting regulatory decisions, and tracking the impact of land use decisions. We developed an approach for generating a single measure of wetland condition from ecological variables used in hydrogeomorphic (HGM) assessment. An Index of Wetland Condition (IWC) was developed from HGM field data collected to assess freshwater, non-tidal flat, riverine, and depression wetlands in the Nanticoke River watershed. The HGM variables were screened and scored based on a range check, responsiveness, and metric redundancy, employing a method used to develop indices of biotic integrity. Weights of the individual variables were adjusted to reflect our understanding of wetland ecology and to include variables that represented the vegetation, hydrology, and buffer of a wetland. The final IWC score discriminated high, medium, and low site disturbance classes in flat and riverine wetlands and high and low disturbance classes in depressions, one-way ANOVA F-values ranged from 44.5 to 79.1 (all p <0.0001). The combination of the IWC and HGM assessments provides a comprehensive evaluation of the wetland resource. HGM produces information on specific wetland functions. The IWC concisely conveys the ecological condition of the resource and maximizes the utility of the data collected in an HGM assessment.  相似文献

Reconstructing the history of exploited populations of whales requires fitting a trajectory through at least three points in time: (i) prior to exploitation, when abundance is assumed to be at the maximum allowed by environmental carrying capacity; (ii) the point of minimum abundance or 'bottleneck', usually near the time of protection or the abandonment of the hunt; and (iii) near the present, when protected populations are assumed to have undergone some recovery. As historical abundance is usually unknown, this trajectory must be extrapolated according to a population dynamic model using catch records, an assumed rate of increase and an estimate of current abundance, all of which have received considerable attention by the International Whaling Commission (IWC). Relatively little attention has been given to estimating minimum abundance (N(min)), although it is clear that genetic and demographic forces at this point are critical to the potential for recovery or extinction of a local population. We present a general analytical framework to improve estimates of N(min) using the number of mtDNA haplotypes (maternal lineages) surviving in a contemporary population of whales or other exploited species. We demonstrate the informative potential of this parameter as an a posteriori constraint on Bayesian logistic population dynamic models based on the IWC Comprehensive Assessment of the intensively exploited southern right whales (Eubalaena australis) and published surveys of mtDNA diversity for this species. Estimated historical trajectories from all demographic scenarios suggested a substantial loss of mtDNA haplotype richness as a result of 19th century commercial whaling and 20th century illegal whaling by the Soviet Union. However, the relatively high rates of population increase used by the IWC assessment predicted a bottleneck that was implausibly narrow (median, 67 mature females), given our corrected estimates of N(min). Further, high levels of remnant sequence diversity (theta) suggested that pre-exploitation abundance was larger than predicted by the logistic model given the catch record, which is known to be incomplete. Our results point to a need to better integrate evolutionary processes into population dynamic models to account for uncertainty in catch records, the influence of maternal fidelity on metapopulation dynamics, and the potential for inverse density dependence (an 'Allee effect') in severely depleted populations.  相似文献

This article analyzes the practice of the International Whaling Commission (IWC) up to 2003 in establishing and regulating international whale sanctuaries, in order to ascertain whether an evolution has taken place in the conservation approach involved. An examination will be made of the IWC's decisions, resolutions, and reports of the Annual Meeting, and of recent proposals presented to the IWC. The results will lead to the identification of a corpus of legal documents supporting the conclusion that an evolution from the mere prohibition of commercial catches to a more comprehensive protection through international whale sanctuary has taken place, even if it has been in a slow and reactive manner.­  相似文献

Assessing trends in the relative abundance of populations is a key yet complex issue for management and conservation. This is a major aim of many large‐scale censusing schemes such as the International Waterbird Count (IWC). However, owing to the lack of sampling strategy and standardization, such schemes likely suffer from biases due to spatial heterogeneity in sampling effort. Despite huge improvements of the statistical tools that allow tackling these statistical issues (e.g., GLMM, Bayesian inference), many conservationists still prefer to rely on stand‐alone turn‐key statistical tools, often violating the prerequisites put forward by the developers of these tools. Here, we propose a straightforward and flexible approach to tackle the typical statistical issues one can encounter when analyzing count data of monitoring schemes such as the IWC. We rely on IWC counts of the declining common pochard populations of the Northwest European flyway as a case study (period 2002–2012). To standardize the size of sampling units and mitigate spatial autocorrelation, we grouped sampling sites using a 75 × 75 km grid cells overlaid over the flyway of interest. Then, we used a hierarchical modeling approach, assessing population trends with random effects at two spatial scales (grid cells, and sites within grid cells) in order to derive spatialized values and to compute the average population trend at the whole flyway scale. Our approach allowed to tackle many statistical issues inherent to this type of analysis but often neglected, including spatial autocorrelation. Concerning the case study, our main findings are that: (1) the northwestern population of common pochards experienced a steep decline (4.9% per year over the 2002–2012 period); (2) the decline was more pronounced at high than low latitude (11.6% and 0.5% per year at 60° and 46° of latitude, respectively); and, (3) the decline was independent of the initial number of individuals in a given site (random across sites). Beyond the case study of the common pochard, our study provides a conceptual statistical framework for estimating and assessing potential drivers of population trends at various spatial scales.  相似文献

Introduction, Material and Methods

Numbers of large grazing bird (geese, swans, cranes) have increased all over Europe, but monitoring these species, e.g. for management purposes, can be time consuming and costly. In Bavaria, sedentary Greylag geese (Anser anser) are monitored during the winter by two different citizen-based monitoring schemes: the International Waterbird Census [IWC] and hunting bag statistics. We compared the results of both schemes for the seasons 1988/89 to 2010/11 by analysing annual indices calculated using the software TRends and Indices for Monitoring Data—TRIM.

Results and Discussion

We identified similar, highly significant rates of increase in both data sets for the entire region of Bavaria (IWC 14% [13–15%], bag 13% [12–14%]). Furthermore, in all of the seven Bavarian regions, trends in annual indices of both data sets correlated significantly. The quality of both datasets as indicators of abundances in Greylag geese populations in Bavaria was not undermined by either weaknesses typically associated with citizen based monitoring or problems generally assumed for IWC and bag data. We also show that bag data are, under the German system of collecting bag statistics, a reliable indicator of species’ distribution, especially for detecting newly colonized areas. Therefore, wildlife managers may want to consider bag data from citizen science led monitoring programmes as evidence supporting the decision making processes. We also discuss requirements for any bag monitoring schemes being established to monitor trends in species’ distribution and abundance.  相似文献

The International Whaling Commission (IWC) recognizes aboriginal subsistence whaling to be distinct from commercial whaling, and these two broad categories of whaling are subject to different management approaches. This paper describes recent, ongoing and likely future whale hunts that qualify, or may qualify, for aboriginal subsistence status within the IWC’s management framework. To ensure conservation of the whale populations, a forthright exposition of the origins, development and character of these hunts is needed in addition to stock assessment, a risk‐averse catch limit algorithm and appropriate mechanisms within the whaling communities to ensure compliance. The hunts for Bowhead Whales (Balaena mysticetus) and Gray Whales (Eschrichtius robustus) in the Arctic and North Pacific, respectively, and Sperm Whales (Physeter macrocephalus) in Indonesia have long histories and local origins. Those for Humpback Whales (Megaptera novaeangliae) in the Lesser Antilles and at Tonga in the South Pacific were introduced by foreign commercial whalers. Whale hunting in the Philippines appears to have originated both locally and as a result of foreign influence. The relatively recent initiation of whaling for Fin Whales (Balaenoptera physalus) and Minke Whales (Balaenoptera acutorostrata) in Greenland required introduced technology but can be viewed as a modern adaptation of an ancient tradition. Consensus in deciding how to classify and manage non‐industrial whaling has been, and will remain, elusive. Even with common definitions of key terms such as ‘subsistence’, ‘commercial’ and ‘aboriginal’, interpretations will depend on whether one’s priorities are whale‐centred or human‐centred.  相似文献

The surface defects of solution‐processed ZnO films lead to various intragap states. When the solution‐processed ZnO films are used as electron transport interlayers (ETLs) in inverted organic solar cells, the intragap states act as interfacial recombination centers for photogenerated charges and thereby degrade the device performance. Here, a simple passivation method based on ethanedithiol (EDT) treatment is demonstrated, which effectively removes the surface defects of the ZnO nanocrystal films by forming zinc ethanedithiolates. The passivation by EDT treatment modulates the intragap states of the ZnO films and introduces a new intragap band. When the EDT‐treated ZnO nanocrystal films are used as ETLs in inverted organic solar cells, both the power conversion efficiency and stability of the devices are improved. The control studies show that the solar cells with EDT‐treated ZnO films exhibit reduced charge recombination rates and enhanced charge extraction properties. These features are consistent with the fact that the modulation of the intragap states results in reduction of interfacial recombination as well as the improved charge selectivity and electron transport properties of the ETLs. It is further demonstrated that the EDT treatment‐based passivation method can be extended to ZnO films deposited from sol–gel precursors.  相似文献

Are learning processes selection processes? This paper takes a slightly modified version of the account of selection presented in Hull et al. (Behav Brain Sci 24:511–527, 2001) and asks whether it applies to learning processes. The answer is that although some learning processes are selectional, many are not. This has consequences for teleological theories of mental content. According to these theories, mental states have content in virtue of having proper functions, and they have proper functions in virtue of being the products of selection processes. For some mental states, it is plausible that the relevant selection process is natural selection, but there are many for which it is not plausible. One response to this (due to David Papineau) is to suggest that the learning processes by which we acquire non-innate mental states are selection processes and can therefore confer proper functions on mental states. This paper considers two ways in which this response could be elaborated, and argues that neither of them succeed: the teleosemanticist cannot rely on the claim that learning processes are selection processes in order to justify the attribution of proper functions to beliefs.  相似文献

Vibrio vulnificus is an estuarine bacterium capable of causing a rapidly fatal infection in humans. Because of the low nutrient levels and temperature fluctuations found in the organism’s natural habitat, the starvation state and viable but nonculturable (VBNC) state are of particular interest. A randomly amplified polymorphic DNA (RAPD) PCR protocol was developed previously for the detection of V. vulnificus strains grown in rich media and has been applied to starved and VBNC cells of V. vulnificus in the present study. As cells were subjected to starvation in artificial seawater, changes in the RAPD profile were detected as early as 15 min into the starvation period. Most noticeable was a uniform loss of RAPD amplification products. By 4 h of starvation, the cells were undetectable by the RAPD method. Cells that had been starved for up to 1 year again became detectable by the RAPD method when nutrients were added to the starvation microcosm. The same loss of signal, but at a lower rate, was also seen as cells entered the VBNC state. VBNC cells were resuscitated by a temperature upshift and were once again detectable by the RAPD method. The addition of chloramphenicol prevented the RAPD signal from being lost in both the starvation and VBNC states. This suggests that DNA binding proteins produced during starvation and entrance into the VBNC state may be responsible for the inability of the RAPD method to amplify V. vulnificus DNA in these states.  相似文献

The simultaneous immunohistochemical detection of bromodeoxyuridine (BrdU) and [3H]-thymidine ([3H]TdR), by conventional autoradiography, was performed on the mouse small intestine (ileum). Proliferation was studied under normal conditions as well as after 3 Gy of gamma-rays. The BrdU method in conjunction with [3H]TdR autoradiography appears to be reliable and useful for the study of cell kinetics especially in disturbed states, on condition that [3H]TdR is delivered to the animals before BrdU. It has been found that cells in the crypt are delayed by irradiation in their progression through the cell cycle predominantly in late S phase. The cells at the bottom of the crypt are more affected than the more differentiated but proliferating cells in the upper part of the crypt.  相似文献

Fixed Character States and the Optimization of Molecular Sequence Data   总被引:5,自引:1,他引:5  
A method is proposed to optimize molecular sequence data that does not employ multiple sequence alignment. This method treats entire homologous contiguous stretches of sequence data as individual characters. This sequence is treated as the homologous unit employed in phylogeny reconstruction. The sets of specific sequences exhibited by the terminal taxa constitute the character states. The number of states is then less than or equal to the number of unique sequences (or homologous fragments) exhibited by the data. A matrix of transformation costs is created to relate the states to one another. The cells of this matrix are defined as the minimum transformation cost between each pair of states based on insertion–deletion and base substitution costs. The diagnosis of a topology then follows existing dynamic programming techniques, with the number of states greatly expanded. Since the possible sequences reconstructed at nodes are limited to those exhibited by the terminals, cladograms constructed in this way may be longer than those of other methods in that they require a greater number of weighted evolutionary events. Example data, the effects of missing data, restricted ancestors, and putative long-branch attraction are discussed.  相似文献

A novel method has been developed for the separation of bioproducts from yeast cells. The method uses a combination of physical, chemical, and biological agents such as lytic enzymes, osmotic supports, and spheroplast stabilizers. Using this technique, products (proteins and enzymes) can be released from specific cell locations at different process states; it has thus been celled differential product release (DPR). The wall-associated proteins are released first and the lytic enzyme is removed together with the wall proteins at this stage. Secondly, the cytosol products are released by a mild procedure during which the organelles remained intact. Finally, the organelle proteins are solubilized. In each stage, specific proteins are released while others are kept inside the different cell compartments. This method can be used with relatively high yeast concentrations (up to 145 g dry wt/L) and gives higher product recoveries and much higher selectivity than mechanical disruption.  相似文献

Epithelial to mesenchymal transition (EMT) is essential for proper morphogenesis during development. Misregulation of this process has been implicated as a key event in fibrosis and the progression of carcinomas to a metastatic state. Understanding the processes that underlie EMT is imperative for the early diagnosis and clinical control of these disease states. Reliable induction of EMT in vitro is a useful tool for drug discovery as well as to identify common gene expression signatures for diagnostic purposes. Here we demonstrate a straightforward method for the induction of EMT in a variety of cell types. Methods for the analysis of cells pre- and post-EMT induction by immunocytochemistry are also included. Additionally, we demonstrate the effectiveness of this method through antibody-based array analysis and migration/invasion assays.  相似文献
