The status of wetland inventory and classification is considered for 44 European countries, as well as for the continent as a whole. Data and information were obtained from questionnaires compiled by the International Waterfowl and Wetland Research Bureau, the MedWet sub-project on inventory and monitoring, and the Ramsar Bureau. Nine European countries have national wetland inventories, and 32 have inventories of sites of international importance listed under the Ramsar Convention. There has been a trend in producing regional or continental inventories for wetlands that are important as waterfowl habitat. There is an urgent need to produce wetland inventories for all European countries. The Ramsar database takes into consideration hydrological and economic wetland values, as well as ecological ones. The Ramsar classification lists a total of 35 wetland types, and is sufficiently flexible that it could be used for classifying European wetlands at the national scale.  相似文献

Regional, national and local wetland classifications have been developed and successfully applied. These have invariably been orientated towards conservation and management goals, and the information used to assess wetland loss or to assign management priorities. Existing national and regional classification systems have not only been useful, but they provide an essential base for developing an international system. At the international level, differences among existing systems in the definition of a wetland and how wetland types are defined assume great importance and need to be resolved. Classification is an essential prerequisite for wetland inventory. A number of international inventories have been undertaken, although these have not generally utilized the available high technology and data storage systems available through remote sensing and geographic information systems. More extensive international inventories will require standardization of techniques for data collection, storage and dissemination. A minimum data set needs to be defined with standards for data accuracy. An international committee under the auspices of an international agency (e.g. IWRB, Ramsar Bureau, IUCN) needs to be established to develop an international classification system and guidelines for carrying out a complete inventory of the world's wetlands.  相似文献

In 1974, the US Fish and Wildlife Service directed its Office of Biological Services to design and conduct an inventory of the Nation's wetlands. The mandate was to develop and disseminate a technically sound, comprehensive data base concerning the characteristics and extent of the Nation's wetlands. The purpose of this data base is to foster wise use of the Nation's wetlands and to expedite decisions that may affect this important resource. To accomplish this, state-of-the-art principles and methodologies pertaining to all aspects of wetland inventory were assimilated and developed by the newly formed project. By 1979, when the National Wetlands Inventory (NWI) Project became operational, it was clear that two very different kinds of information were needed. First, detailed wetland maps were needed for site-specific decisions. Second, national statistics developed through statistical sampling on the current status and trends of wetlands were needed in order to provide information to support the development or alteration of Federal programs and policies. The NWI has produced wetland maps (scale=1:24 000) for 74% of the conterminous United States. It has also produced wetland maps (scale=1:63 360) for 24% of Alaska. Nearly 9000 of these wetland maps, representing 16.7% of the continental United States, have been computerized (digitized). In addition to maps, the NWI has produced other valuable wetland products. These include a statistically-based report on the status and trends of wetlands that details gains and losses in United States wetlands that have occurred from the mid-1970's to the mid-1980's. Other wetland products include a list of wetland (hydric) soils, a national list of wetland plant species, wetland reports for certain individual States such as New Jersey and Florida, and a wetland values data base.  相似文献

In 1979 the US Fish and Wildlife Service published and adopted a classification of wetlands and deepwater habitats of the United States. The system was designed for use in a national inventory of wetlands. It was intended to be ecologically based, to furnish the mapping units needed for the inventory, and to provide national consistency in terminology and definition. We review the performance of the classification after 13 years of use. The definition of wetland is based on national lists of hydric soils and plants that occur in wetlands. Our experience suggests that wetland classifications must facilitate mapping and inventory because these data gathering functions are essential to management and preservation of the wetland resource, but the definitions and taxa must have ecological basis. The most serious problem faced in construction of the classification was lack of data for many of the diverse wetland types. Review of the performance of the classification suggests that, for the most part, it was successful in accomplishing its objectives, but that problem areas should be corrected and modification could strengthen its utility. The classification, at least in concept, could be applied outside the United States. Experience gained in use of the classification can furnish guidance as to pitfalls to be avoided in the wetland classification process.The US Government's right to retain a non-exclusive, royalty free licence in and to any copyright is acknowledged.  相似文献

Classification of wetlands is extremely problematical, definition of the term wetland being a difficult and controversial starting point. Although considerable effort has gone into the development of national and regional wetland classifications, the only attempt at establishing a global system has been under the auspices of the Ramsar Convention on Wetlands of International Importance. In view of the fact that the Ramsar Convention has 70 Contracting Parties world-wide, it is suggested that the Convention's definition and classification system should be adopted generally for international purposes. Much of the world has been covered by preliminary wetland inventories, but there is an urgent need to extend coverage to those areas not yet included. It is essential that all inventory projects give adequate attention to meeting the real information needs of agencies and individuals which have an impact on the conservation and wise use of wetlands. Attention should also be given to providing for wide dissemination and regular updating of information and establishment of procedures for monitoring ecological change at the sites identified.  相似文献

Abstract

Forests currently cover over 20% of the Australian continent and are an important resource, subject to a wide range of economic and environmental pressures. These lands support substantial numbers of forest-dependent species with national forest inventories providing important information on biodiversity. National scale information on these forests has been collected or collated since 1988 under the National Forest Inventory (NFI) programme, but substantial problems with the ‘snap shot’ approach have been recognized, particularly with respect to monitoring change and a consequent move towards a permanent and sample-based continental forest monitoring framework (CFMF) has been proposed. CFMF is proposed to consist of three Tiers: (1) satellite imagery of the continent to identify forest and change in forest cover; (2) systematic high-resolution remotely sensed data and (3) permanent ground points at 20×20 km grid interception points. The CFMF approach is in line with the international trend of national forest inventories in developed countries although the Tier 2 approach offers a useful extension. An alternative inventory approach is provided by the National Carbon Accounting System (NCAS) which models the mass of carbon and nitrogen in seven separate living and dead biomass pools for any point under forest or agriculture land use since 1970. The NCAS approach allows fine spatial and temporal monitoring of changes in these carbon and nitrogen biomass pools, and predictions of changes that result from policy or management decisions. This paper briefly reviews NFI, NCAS and the proposed CFMF, with particular emphasis on issues of use and potential for monitoring biodiversity in this biologically very diverse country.  相似文献

We accumulate, standardize, and disseminate the results of biological inventories of 21 protected areas in the Russian Federation; each of these areas has been recognized by UNESCO's Man and the Biosphere (MAB) program as a Biosphere Reserve. These inventories, comprising 4702 species of plants and 1094 species of vertebrate animals of the breadth of Russia, represent 20% of the vascular flora and 73% of the vertebrate fauna of Russia and are made widely available for the first time. We describe an approach to the development and Internet availability of large databases of species inventories which were produced through the provision of custom biological inventory software supported by training, cost-free distribution, and a modest amount of taxonomic support. Our experiences also highlight the essential role of an active national office in a system of protected areas. Our approach overcomes many of the obstacles inherent in previous and existing attempts to assemble the results of biological inventories derived from a variety of sources. We suggest a similar application of biological inventory software, supported by national coordination, as an effective means to provide access to species inventories of a system of protected areas. Standardized, taxonomically current species inventories are essential components of regional and global conservation efforts.  相似文献

Forest inventories are largely neglected in the debate of national parks selection in Guyana (and probably elsewhere). Because taxonomic data are often scant and biased towards are as of high collecting effort, large scale forest inventory data can be a useful tool adding to a knowledge database for forests. In this paper the use of forest inventories to select national parks in Guyana is assessed. With the data of a large scale inventory five forest regions could be distinguished and two were added on the base of existing other information. Forest composition in Guyana is largely determined by geology at a national level and soil type at regional level. Species diversity is higher in the south of Guyana, possibly due to higher disturbance and is also higher on the better soils. It is concluded that a selection of national parks in Guyana should include a sample of all seven regions, including as much soil variation as possible. Because of land use conflicts in central Guyana, this area is in need of quick attention of Guyana's policy makers.  相似文献

In the history of gene mapping, which extends through most of the present century, Europe has played an important role. This has continued during the evolution of the 10 International Human Gene Mapping Workshops that have been held in seven different countries since 1973. Nationally coordinated programs have been a recent development, and several European countries, including the United Kingdom and Italy, have followed the lead of the United States in investing substantial sums of money in research on the human genome. In addition, the European Community has launched a multinational program of research on Human Genome Analysis to complement the various national initiatives. The particular approach in Europe has been to support those in the field by establishing resource centers for distributing biomaterials and accessing databases, by assisting in the training of scientists, and by funding programs of research directed at present needs in both physical and genetic mapping.  相似文献

Estimates of wetland and stream extent and distribution form the basis for state and federal monitoring and management programs and guide policy development decisions. The current default approach, comprehensive mapping, provides the most complete information on extent and distribution but is prohibitively expensive across large geographic areas. In contrast, probabilistic mapping produces statistical estimates of extent and distribution at a fraction of the cost of comprehensive mapping. This study provides a direct comparison to address how well probability-based estimates of wetland extent approximate results from comprehensive mapping, and the degree to which inter-mapper variability contributes to overall error in probability-based estimates. Two regions of California were selected based on existence of recent, comprehensive wetland and stream maps. Probabilistic sample plot locations were selected by generalized random tessellation stratified sampling and sample plot maps were produced from the same source imagery as the comprehensive maps. Sample maps were compared for inter-mapper variability, plot-by-plot differences between sample and comprehensive maps, and differences between sample estimates and comprehensive totals. On a plot-by-plot basis differences in mapped wetland area between comprehensive maps and probabilistic sample maps approached 50 % in either the positive or negative direction, leading to uncertainty in directly comparing maps derived from these two approaches. With application of standardized protocols and rigorous quality control measures, we were able to achieve a 97 % overall accuracy rate between independent mapping teams applying the probabilistic mapping approach. Our results suggest caution when comparing comprehensive and sample based wetland extent estimates and highlight the importance of mapper intercalibration.  相似文献

Studies of wetlands in Australia, as in other countries, have taken a wide variety of approaches to defining, surveying and classifying these environments. Past and current approaches in Australia are reviewed for each of the States and Territories which provide the context for much of the natural resource investigation in the country. While there are obvious advantages of national, and perhaps international, agreement on definition and types of wetlands, a variety of approaches to inventory and classification will always be necessary for particular purposes. More fundamental than general agreement on approaches is the need for wetland scientists and managers to maximise the accuracy of survey information, to test the assumptions involved in the use of classifications, and to ensure that the classifications they use are the most appropriate for their purposes. The issue of a global wetland classification scheme is discussed on the basis of a representative range of views by Australian wetland workers.  相似文献

Management of Australian wetlands is confounded by an absence of adequate environmental monitoring data. To a large extent we are still not sure of the exact location and extent of many wetlands. Inventory and monitoring information are intricately linked and at the heart of successful wetland management. Monitoring addresses the extent of change in the environment, yet, for wetlands, it is rarely based on valid scientific principles. Monitoring is also a research tool, but has not, until relatively recently, been accepted as integral to the research effort in environmental management, in part because the questions that may be answered have not been well defined or articulated. The absence of rigorous scientific input to monitoring design has contributed to the devaluing of past long-term monitoring effort. To turn this around and to ensure that wetland managers receive adequate and timely data we need to enhance the scientific rigor applied to monitoring. This requires long-term and strategic support. Management is a complex process and involves many sectors of society. Involving these sectors in monitoring has recently received some attention, but this is not universal and is not necessarily well supported. The challenge is to correct this situation and take advantage of community interest in wetland conservation that may provide mechanisms for more cost effective monitoring. A protocol for monitoring Australian wetlands is presented. This is a series of logical steps to assist in the development and implementation of monitoring programs that are effectively linked to management procedures (such as a formal management plan). The protocol includes a review process that could result in the termination of a program that has achieved its goals, or the abandonment or revamping of one that has failed.  相似文献

Policy makers and practitioners working on local climate action continuously strive for improved greenhouse gas (GHG) inventories to support their mitigation strategies. The provision of such inventories, with the sufficient detail and quality needed, has proven to be challenging. This article describes the application of a carbon‐footprint–based (CF‐based) calculation tool to Norwegian municipalities. The aim is to improve the local GHG inventory, with a particular focus on the emissions resulting from the provision of services by local governments. Through selective CF analysis, we aim to illustrate the knowledge gained from implementing these tools in local climate action plans and to further contrast CF‐based calculations with more traditional production‐based accounting. Municipalities report they have revised their understanding of the most important GHG mitigation strategies after implementing this tool.  相似文献

When life cycle assessment (LCA) results do not show a clear and certain environmental preference of one choice over one or several alternatives, current methods are limited in their ability to inform decision-makers. To address this and related cross-cutting issues, a group of LCA practitioners has been working on a roadmap for capacity development in LCA. The roadmap is identifying common needs for development in LCA, which can then be addressed by the broader LCA community. The roadmap document on decision-making support, having undergone a public comment period, outlines the current state as well as needs and milestones to ensure progress continues apace. The roadmap document, available for download, covers five main areas of development: (1) performance measures of confidence, which identify the acceptable uncertainty for study results, while minimizing expenditures; (2) selection of impact categories, an area with multiple existing methods. The roadmap suggests codifying these methods and identifying their suitability to various applications; (3) normalization; while several methods of normalization are in use, the method with the greatest acceptance in the LCA community (i.e., relying on total or per capita regional emissions/extractions) has a number of methodological drawbacks; (4) weighting, which is a form of multi-criteria decision analysis (MCDA). The broader MCDA field can enrich LCA by providing studied methods of assessing trade-offs; and (5) visualization of results. Many other LCA capacity needs would benefit from documentation. These include but are not limited to the following: addressing ill-characterized uncertainty, life cycle inventory data needs, data format needs, and tool capabilities. Other roadmapping groups are forming and are looking for practitioners to support the effort.  相似文献

Reasons for the loss and degradation of Australian wetlands   总被引:6,自引:2,他引:4  
Wetland conservation and management in Australia is not supported by a comprehensive information base. A national inventory has not been compiled and we have very little information on the areal extent and loss of wetlands. Further, we have little information on the values and benefits (products, functions and attributes) derived from wetlands and how these have been degraded or lost. We do know, however, that in some areas at least, wetland loss and degradation has been severe and may even be still occurring. Much of the scientific attention to wetland management has been directed towards the apparent (or ecological) reasons for wetland loss and degradation – changes to the water regime, physical modification of the habitat, eutrophication and other pollution, and invasion by exotic pest species. Lists of threats to wetlands have been compiled, but these rarely address the non-ecological reasons that have resulted in so many wetlands being lost or degraded. In this paper we summarize the key points made from a number of case studies of Australian wetlands that highlight the non-ecological causes of wetland loss and degradation. From this analysis we conclude that awareness and understanding about the non-ecological causes of wetland loss and degradation need to be as well understood as the ecological causes. Foremost amongst these we highlight greater attention to the following issues: economic development in wetlands, bureaucratic obstacles, lack of information or poor access to information, and poor general awareness of the values and benefits derived from wetlands. We further conclude that wetland loss and degradation does not need to happen – our wetlands are valuable and already severely degraded. For this situation to be rectified we need to ensure that the knowledge and expertise of wetland scientists is heard and heeded by decision-makers and wetland users and owners.  相似文献

Large-scale infrastructure development projects are discussed transdisciplinarily in several domains of society. Critics often claim that environmental impact assessments lack real influence on planning, management, and monitoring. We report herein the evaluation of ecological compensation via biodiversity offsets and technical constructions with a secondary compensation function for a new railway in Austria. We asked: (1) where can ecological restoration success be detected, and (2) is our new method of a composite biotope value calculation representative for all criteria we used? We conducted a vegetation inventory on reference areas and all types of measures that created new habitats. Together with a comprehensive, spatially dense habitat mapping, evaluation of six attributes of restoration success and testing of our new method were carried out. Current threats typical for intensive agriculture have been generally reduced. Ecological compensation measures had the highest connectivity but the lowest plant community diversity. Surprisingly, technical constructions provided significantly more plant communities and hosted most Red List species. The species assemblage characteristics of compensation measures, their biotope type diversity, and their mean biotope values were, although lower, comparable to the reference. Despite the poor performance of technical areas in the final biotope values, our results call for their reconsideration as potential tools for ecological compensation by greening grey infrastructure in the near future. The tested new method provided an overall statement for the ecological restoration evaluation and could also be used for nature evidence inventories and as a valuable decision support tool in landscape planning.  相似文献

Wetlands are sensitive ecosystems that are increasingly subjected to threats from anthropogenic factors. In the last decades, coastal Mediterranean wetlands have been suffering considerable pressures from land use change, intensification of urban growth, increasing tourism infrastructure and intensification of agricultural practices. Remote sensing (RS) and Geographic Information Systems (GIS) techniques are efficient tools that can support monitoring Mediterranean coastal wetlands on large scales and over long periods of time. The study aims at developing a wetland indicator to support monitoring Mediterranean coastal wetlands using these techniques. The indicator makes use of multi-temporal Landsat images, land use reference layers, a 50m numerical model of the territory (NMT) and Corine Land Cover (CLC) for the identification and mapping of wetlands. The approach combines supervised image classification techniques making use of vegetation indices and decision tree analysis to identify the surface covered by wetlands at a given date. A validation process is put in place to compare outcomes with existing local wetland inventories to check the results reliability. The indicator´s results demonstrate an improvement in the level of precision of change detection methods achieved by traditional tools providing reliability up to 95% in main wetland areas. The results confirm that the use of RS techniques improves the precision of wetland detection compared to the use of CLC for wetland monitoring and stress the strong relation between the level of wetland detection and the nature of the wetland areas and the monitoring scale considered.  相似文献
