In recent years, the United Nations Relief and Works Agency for Palestine Refugees in the Near East (UNRWA) has attempted to go beyond its role as a provider of relief and basic services in Palestinian refugee camps and emphasize its role as a development agency. In this article, I focus on the Neirab Rehabilitation Project, an UNRWA-sponsored development project taking place in the Palestinian refugee camps of Ein el Tal and Neirab in northern Syria. I argue that UNRWA's role as a relief-centered humanitarian organization highlights the everyday suffering of Palestinian refugees, suffering that has become embedded in refugees’ political claims. I show that UNRWA's emphasis on “development” in the refugee camps is forcing Palestinian refugees in Ein el Tal and Neirab to reassess the political narrative through which they have understood their relationship with UNRWA.  相似文献

ABSTRACT

This special issue focuses on urban marginality in diverse contexts across the world (Africa, Latin America, Arab States and Europe) and proposes anthropological perspectives on contemporary urbanity that take into account the complexity of the social positions of those city dwellers that are on the margins. Three aspects of urban margins come to the fore. First, urbanites respond to increasing marginalisation through the production of alternative meanings and narratives about the city. While grand, powerful narratives may present cities as ‘divided’, ‘dual’ or ‘conflicted’, urban dwellers may carve out symbolic space through discourses of the non-spectacular and non-political, emerging out of lived space. Second, the cuts and frictions constituting urban margins do not only limit urban dwellers capacities, but can also provide spaces of agentic possibilities. As it is well known, the absence of state control can be turned by versatile urbanites into opportunities of the ‘informal’ economy. Third, urban dwellers engage in manifold practices that connect and entangle their marginalised position with spaces of power and resources. Through their practices urban margins become a relation to, not a disconnection from the ‘centre’. In this special issue we understand ‘urban margins’ not as essence or entities, but as forms of relations between urban dwellers shaped by processes of political, economic, spatial and social marginalisation. ABSTRACT

Drawing from fieldwork conducted in Arica, a northern Chilean city, this paper addresses the process of ‘emplacement from the margins’ as a performative force in which materialities, affective dimensions and claims are tied together. It analyses how migrants become settlers in unauthorised camps on the fringes of Arica. I argue that in this process a ‘politics of presence’ emerges, intimately imbricated in the material constitution of these settlements. I explore the potential of such politics to break the ‘sensible’ order and open the possibility for ignored actors to become present as legitimate urban interlocutors. I discuss aspects of what Kathleen Stewart describes as ‘ordinary things that matter’ because they shimmer precariously, such as the dynamic contingency derived from the building procedures commonly used in unauthorised camps.  相似文献

This article examines how marginalized Maroon youth in Paramaribo, the capital of the Caribbean nation of Suriname, employ musical strategies in combating ethno-racial stigmatization and improving their socio-economic position. Traditionally, Maroons, after escaping the plantations during slavery, have lived in semi-isolation in Suriname's dense rainforest. In recent decades, they have become increasingly urbanized, to the discontent of many in Paramaribo, who view Maroons as backward, violent criminals. Drawing on ethnographic fieldwork and popular culture analysis, the article discusses how young Maroons use reggae and dancehall to create and recreate physical and social spaces of their own within the city and outside the forest. They protest local conditions and inequity by drawing on regional images of marginality that have been shaped by Rastafari musicians in Jamaica. Simultaneously, they use this Caribbean frame to imagine Black Atlantic unity. Connecting to global soundscapes, young Maroons strategically use music to combat their urban marginality.  相似文献

Spraying of canvas tents with residual pyrethroid insecticide is an established method of malaria vector control in tented refugee camps. In recent years, plastic sheeting (polythene tarpaulins) has replaced canvas as the utilitarian shelter material for displaced populations in complex emergencies. Advances in technology enable polythene sheeting to be impregnated with pyrethroid during manufacture. The efficacy of such material against mosquitoes when erected as shelters under typical refugee camp conditions is unknown. Tests were undertaken with free-flying mosquitoes on entomological study platforms in an Afghan refugee camp to compare the insecticidal efficacy of plastic tarpaulin sprayed with deltamethrin on its inner surface (target dose 30 mg/m2), tarpaulin impregnated with deltamethrin (initially > or = 30 mg/m2) during manufacture, and a tent made from the factory impregnated tarpaulin material. Preliminary tests done in the laboratory with Anopheles stephensi Liston (Diptera: Culicidae) showed that 1-min exposure to factory-impregnated tarpaulins would give 100% mortality even after outdoor weathering in a temperate climate for 12 weeks. Outdoor platform tests with the erected materials (baited with human subjects) produced mosquito mortality rates between 86-100% for sprayed or factory-impregnated tarpaulins and tents (average approximately 40 anophelines and approximately 200 culicines/per platform/night), whereas control mortality (with untreated tarpaulin) was no more than 5%. Fewer than 20% of mosquitoes blood-fed on human subjects under either insecticide-treated or non-treated shelters. The tarpaulin shelter was a poor barrier to host-seeking mosquitoes and treatment with insecticide did not reduce the proportion blood-feeding. Even so, the deployment of insecticide-impregnated tarpaulins in refugee camps, if used by the majority of refugees, has the potential to control malaria by killing high proportions of mosquitoes and so reducing the average life expectancy of vectors (greatly reducing vectorial capacity), rather than by directly protecting refugees from mosquito bites. Mass coverage with deltamethrin-sprayed or impregnated tarpaulins or tents has strong potential for preventing malaria in displaced populations affected by conflict.  相似文献

This short comment on Loïc Wacquant's ‘Marginality, Ethnicity, and Penality’ begins by highlighting three of Wacquant's most important interventions. It then extends the analysis by drawing on research about urban marginality in South Africa and Palestine/Israel. Whereas Wacquant focuses on the state response to urban marginality, I suggest that it is important to look beyond the state to consider how other actors have responded to the growth of precarious populations. Specifically, I point out that private security companies and residents' associations are at the forefront of efforts to police poor black South Africans, while an imperial network of security forces polices the Palestinian precariat.  相似文献

Hair and scalp mycobiota of 1389 clinically normal children aged 6–12 years attending 12 schools in the Nablus District, Palestinian Authority, was assessed on three occasions over 8-month period (October 1998–May 1999) using the hair brush technique. One hundred and one fungal species belonging to 33 genera were recovered: 6 dermatophytes, 16 dermatophyte-like keratinophilic fungi, and 79 other keratinophilic fungal species. Species varied considerably in their frequency of occurrence and abundance based on their relative importance values (RIVs). The most frequent and abundant species were: Cladosporium cladosporioides, Cl. herbarum, Penicillium chrysogenum and Aspergillus flavus. Microsporum canis, Aphanoascus fulvescence and Chrysosporum sulfureum were the most frequent and abundant species of all dermatophytes and dermatophyte-like keratinophilic fungi recovered. The most frequent and abundant dermatophytes in different communities were M. canis in rural (RIV 0.87) and urban children (0.45), and Trichophyton violaceum (1.41) in refugee camp children. Chrysosporium species were the most frequent and abundant dermatophyte-like keratinophilic fungus in children from all localities followed by Aphanoascus fulvescence. Comparable results on the frequency and abundance of human hair and scalp mycobiota component fungi were obtained based on age group and sex of children. Higher number of species was recovered in spring months (73 species) than in autumn (57) and winter (44) months. Similar occurrence pattern was also noted for dermatophyte-like keratinophilic species and dermatophytes. Higher percentages of children with moderate (11–50) and heavy (≤ 50) spore loads (7.54 and 0.73, respectively) were found in urban school children community than in rural and refugee camp school children (4.7 and 0.1, respectively). Also significantly higher light (1–10) spore load percentages were found in rural (63.67) and refugee camp (62.9) than in urban children (52.6). Of all localities, school children with light spore load comprised the highest percentage of the children examined (37.4), followed by moderate (6.13), and heavy (0.41) spore load categories. However, children with undetected spore load comprised 36.05% of all children. Spore load distribution did not show clear seasonal variations in the study period. Higher percentages of moderate and heavy spore loads were found in male children (8.72 and 0.69, respectively) than in female children (3.4 and 0.1, respectively). However, higher percentages of undetected (38.3) or light spore loads (58.4) were found in females than in males (34.04 and 56.53, respectively). [Purpose] The purpose of this study was to (i) assess hydration levels in elite male football players during a national team training camp before and during qualifying matches, (ii) evaluate the effect of coaching strategies for hydration based on feedback from hydration monitoring, and (iii) assess possible relationships between hydration status and training load or wellness markers.[Methods] Thirty-one male players (age 27±4 yrs; height 185±6 cm; weight 82.9±6.7 kg; body fat 10.4±2.3%) representing a national team from the Union of European Football Associations (UEFA) participated. The players were studied during three different national team training camps related to the UEFA Nations League tournament. Urine specific gravity (USG) was measured to assess hydration status. During all camps, the players were actively coached on improving strategies for hydration and given individual feedback on their test results. The training load was measured using GPS technology, and wellness questionnaires were completed.[Results] USG decreased progressively and significantly (p<0.005) during camp 1 and hydration status improved over the three camps, with fewer dehydrated and more well-hydrated players identified during the last part of camp 3. Significantly (p<0.05) higher USG values were observed 2 days prior to a match (MD-2) than on match day (MD); consequently, 52% of the players were dehydrated on MD-2 and only 6% on MD. No correlations were observed between hydration status and training load or wellness markers.[Conclusion] Dehydration is a challenge in elite male football, but continuous monitoring of hydration status and coaching on hydration strategies can lead to major improvements and reduce the degree of dehydration.  相似文献

ABSTRACT

Older people constitute a growing proportion of the urban population and are encountered in all kinds of spaces and neighbourhoods across cities. This article argues that urban seniority and elderly care are a fruitful, new lens to study how inhabitants on the social margins create urban space and social cohesion. This article draws on ethnographic research in the cities of Zanzibar, Tanzania, and Muscat, the capital of Oman. Many older inhabitants of cities experience frailty, serious health problems, or even disabilities and are no longer able to work or make a living, which pushes them towards the social margins. The ethnographic examples and reflections in this article illustrate, first, how cities can be investigated from the perspective of social and spatial marginality. Second, they show how urban dwellers’ social positions can shift between the margins and centres of an urban society depending on their health and access to unequal spaces of ageing and care. And third, the paper analyses how some elders respond to marginality by taking up transnational and cosmopolitan agency.  相似文献

This paper adapts the removal method of population size estimation to the problem of estimating the size of the western Arctic stock of bowhead whales. The whales are counted during their spring migration as they pass two census camps located near Point Barrow, Alaska. Whales seen at the first camp are "removed" from the population of concern to the second camp, where only whales missed by the first camp are counted. If both camps were in operation throughout the migration and if the probability of missing a whale were constant, the removal method would provide a population size estimate based on a trinomial model in which the size of the population would be the number of trials, whales counted by each camp would provide the observed cell totals, and whales missed by both camps would represent an unobserved cell total. Since the probability of missing a whale depends on visibility, we model the population size as the sum of the number of trials of several independent trinomial distributions, each of which represents a particular visibility condition occurring during the census. To account for the fact that watch cannot be maintained at both camps throughout the migration, we derive a confidence interval estimate of the number of trials under a more general model allowing for incomplete observation of totals within particular cells as well as for completely unobserved cells.  相似文献

This survey investigated the prevalence of ethnomedical syndromes and examined treatments and treatment-seeking in Mayan Guatemalans living in United Nations High Commissioner for Refugee (UNHCR) camps in Chiapas, Mexico. Methods included a rapid ethnographic assessment to refine survey methods and inform the cross-sectional survey, which also examined mental health outcomes; 183 households were approached for interview, representing an estimated 1,546 residents in five refugee camps and 93% of all households. One adult per household (N = 170) was interviewed regarding his or her health; an additional 9 adults in three surveyed households participated and were included in this analysis; of the 179 participants, 95 primary child-care providers also answered a children’s health questionnaire for their children. Results indicated that ethnomedical syndromes were common in this sample, with 59% of adults and 48.4% of children having experienced susto (fright condition) and 34.1% of adults reporting ataques de nervios (nervous attacks); both conditions were significantly associated with symptoms consistent with posttraumatic stress disorder, anxiety and depression and are mental health conditions recognized by the American Psychiatric Association. Combining healthcare provider and indigenous treatments such as physician prescribed medication (65%), medicinal plants (65.7%), and limpias (spiritual cleansings) (40.6%) was reported. Most participants (86%) sought routine medical treatment from UNHCR trained health promoters in their camp. Assessing ethnomedical health is important for informing mental health programs among this population.  相似文献

ABSTRACT

Since early 2016, part of the Malian urban refugees living in Bobo-Dioulasso, Burkina Faso, have to “capitalize” on their refugee status to make ends meet. By examining when, why, and how the refugee status transmutes into an economic asset, this article shows how the possibilities to negotiate with the refugee category vary significantly within this group of forced migrants. Indeed, categories are not only imposed on people, but are negotiated by the actors themselves in their interactions and within their social and political economies. My article shows how the refugees’ ability or possibility to participate in the co-construction of their category is shaped by both the social and political context in which they are, as well as by wider intersectional and structural dynamics in which their lives are situated, such as socio-economic class, gender and race.  相似文献

Background

Introducing sustainability and self-reliance is essential in chronic humanitarian emergencies before financial assistance is phased out. In Pakistan-based Afghan refugee camps, this was attempted through shifting from indoor residual spraying (IRS) to the subsidized sale of insecticide-treated nets (ITNs) for prevention of malaria and anthroponotic cutaneous leishmaniasis (ACL). Here we outline the strategy and document the progress to provide guidance for replication of similar approaches in other chronic refugee situations.

Methods

The operational monitoring data presented were collected through: (i) two surveys of knowledge, attitude and practice (KAP); (ii) routine sales reporting of health-care providers; (iii) records completed during field visits; and (iv) registers used during annual re-treatment campaigns.

Results

From 2000 until 2003, subsidized ITN sales expanded from 17 to 44 camps. Based on 2003 sales records, maximum coverage from subsidized sales exceeded 50% in 13 camps and 20% in an additional 14 camps. Free annual treatment campaigns showed that many refugees were in possession of non-programme nets, which were either locally-made or had leaked from an ITN programme in Afghanistan. Estimated re-treatment coverage of sold and existing nets through annual campaigns exceeded 43% in all camps and was above 70% in the majority.

Conclusion

Subsidized sales of ITNs have effectively introduced the components of sustainability and self-reliance to the prevention of malaria and ACL in Afghan refugee camps. Similar approaches should be investigated in other chronic refugee situations to discourage expectations of continuing humanitarian donations that cannot be fulfilled.  相似文献

An adapted 'sense of coherence' scale short form (SOC-13) was administered in nine languages of Eritrea with a total of 265 participants (162 women and 103 men) in order to assess 'resilience' in quantitative terms. Statistical analysis yielded significant differences in SOC scores between the displaced and non-displaced: mean=54.84 (SD=6.48) in internally displaced person (IDP) camps, compared with mean=48.94 (SD=11.99) in urban and rural settlements (t=3.831, p<0.001). Post-hoc tests revealed that the main difference is between IDP camp dwellers and urban (non-displaced) residents. Those in rural but traditionally mobile (pastoralist or transhumant) communities scored more or less the same as the urban non-displaced - i.e. significantly higher than those in IDP camps (p<0.05). Analysis of variance showed that displacement has a significantly negative effect on women compared with men (RR=0.262, p<0.001). Repeating the analysis for the three groups confirmed that urban and pastoralist/transhumant groups are similar, while women in IDP camps are lower scoring (RR=0.268, p<0.001), Hamboka women being worst affected due to their experience of serial displacement. These findings are interpreted and discussed in the light of qualitative information gleaned from the study participants' interrogation of the content of the SOC scale; and in the wider context of historical, socio-political and cultural characteristics of Eritrea. The study's implications for humanitarian and public health policy are considered.  相似文献

BackgroundIn order to improve the effectiveness and efficiency of humanitarian efforts, minimum standards for humanitarian assistance and key indicators, showing whether a standard has been attained, have been developed. However, many of these standards and indicators are based on a consensus on best practices and experiences in humanitarian response, because relevant evidence on the impact of humanitarian interventions is often lacking.ObjectivesOne important example of a standard in humanitarian aid in a disaster setting is “water quantity.” The accompanying indicator states how many litres of water are needed per person per day in a disaster setting. It was our objective to determine the evidence base behind this indicator, in order to improve health outcomes such as morbidity (e.g., diarrhoea) and mortality.MethodsA systematic review was performed searching The Cochrane Library, Medline and Embase. We included studies performed during disasters and in refugee camps that reported a specific water amount and health-related outcomes related to water shortages, including diarrhoea, cholera, and mortality. We used GRADE to determine the quality of evidence.ResultsOut of 3,630 articles, 111 references relevant to our question were selected. Based on our selection criteria, we finally retained 6 observational studies, including 1 study that was performed during the disaster and 5 studies in a post-disaster phase. From two studies there is conclusive evidence on the relationship between the amount of water received and diarrhoea or mortality rates in refugee camps. However, overall, these studies do not contain enough data with relevance to a specific amount of water, and the level of evidence is very low.ConclusionsMore primary research on water amounts in a disaster setting is necessary, so that the humanitarian sector can further professionalise its water-related standards, indicators and interventions.  相似文献

Abstract

The issue of urban sustainability is considered within the context of the metropolis of Rome, the capital of Italy. The aim is pursued through an Urban Biosphere Reserve proposal, drawn up by an interdisciplinary group of experts comprising landscape ecologists, geologists, plant ecologists, zoologists, geographers, city planners and environmental psychologists. The potential applicability of this project on an international level is discussed, with particular focus on its importance as (i) one of the first proposals of an Urban Biosphere Reserve encompassing the whole municipality of a large city, (ii) an original approach to urban ecosystem investigations within the framework of landscape ecology principles, and (iii) a good example of cooperation between scientists and local decision-makers to preserve the cultural and landscape identity in an urban and periurban context.  相似文献

ABSTRACT

The many studies that see shopping malls as places of power, control and exclusion have often neglected the potential of malls as places of encounters. Drawing on ethnographic data from the divided cities of Johannesburg in South Africa and Mostar in Bosnia–Herzegovina, we examine the ways in which urban dwellers who enter the mall from a marginalised position – poor black urban dwellers at a regional, middle class and white-dominated mall in Johannesburg and Bosniak city dwellers at a mall located in the Croat part of Mostar – use the mall, what kind of relations they build to others and how they rework boundaries of race, class, religion and ethnicity at the mall. Rather than being spaces that strengthen and reproduce centre–margins relations, urban dwellers appropriate them as places where these relations become reworked.  相似文献

This article draws an analytic map of the research programme pursued across my three books Urban Outcasts (2008), Punishing the Poor (2009) and Deadly Symbiosis: Race and the Rise of the Penal State (in press). In this trilogy, I disentangle the triangular nexus of class fragmentation, ethnic division and state-crafting in the polarizing city at century's turn to explain the political production, socio-spatial distribution and punitive management of marginality through the wedding of disciplinary social policy and neutralizing criminal justice. I signpost how I deployed key notions from Pierre Bourdieu (social space, bureaucratic field, symbolic power) to clarify categories left hazy (such as the ghetto) and to forge new concepts (territorial stigmatization and advanced marginality, punitive containment and liberal paternalism, hyper-incarceration and negative sociodicy) as tools for the comparative sociology of the unfinished genesis of the post-industrial precariat, the penal regulation of poverty in the age of diffusing social insecurity, and the building of the neo-liberal Leviathan.  相似文献

This article reviews and analyses new approaches in the sociology of Israel's Palestinian citizens which began to develop in the early eighties. After comparing their common basic assumptions and those of more traditional perspectives, the central theoretical controversies between the newer approaches are examined. These controversies are discussed along three analytical axes: 1. the basic factors which explain the emergence and institutionalization of the ethno-national hierarchy (ideological principles and distributive conflicts); 2. the significant social actors in the shaping of majority-minority power relations and the social arenas in which this process takes place (state and civil society); 3. the use of general analytical frameworks which allow comparative research as opposed to the emphasis on the idiosyncrasy of the Israeli case. The article concludes by suggesting some new research topics and perspectives that might shed light on the dynamics of the subordinate status of Palestinian citizens in Israeli social formation.  相似文献
