Over the past 50 years, crop protection has relied heavily on synthetic chemical pesticides, but their availability is now declining as a result of new legislation and the evolution of resistance in pest populations. Therefore, alternative pest management tactics are needed. Biopesticides are pest management agents based on living micro-organisms or natural products. They have proven potential for pest management and they are being used across the world. However, they are regulated by systems designed originally for chemical pesticides that have created market entry barriers by imposing burdensome costs on the biopesticide industry. There are also significant technical barriers to making biopesticides more effective. In the European Union, a greater emphasis on Integrated Pest Management (IPM) as part of agricultural policy may lead to innovations in the way that biopesticides are regulated. There are also new opportunities for developing biopesticides in IPM by combining ecological science with post-genomics technologies. The new biopesticide products that will result from this research will bring with them new regulatory and economic challenges that must be addressed through joint working between social and natural scientists, policy makers and industry.  相似文献

The quantity and quality of freshwater resources are now being seriously threatened, partly as a result of extensive worldwide changes in land use, and scientists are often called upon by policy makers and managers to predict the ecological consequences that these alterations will have for stream ecosystems. The effects of the urbanization of stream ecosystems in the United States over the next 20 years are of particular concern. To address this issue, we present a multidisciplinary research agenda designed to improve our forecasting of the effects of land-use change on stream ecosystems. Currently, there are gaps in both our knowledge and the data that make it difficult to link the disparate models used by economists, hydrologists, geomorphologists, and ecologists. We identify a number of points that practitioners in each discipline were not comfortable compromising on—for example, by assuming an average condition for a given variable. We provide five instructive examples of the limitations to our ability to forecast the fate of stream and riverine ecosystems one drawn from each modeling step: (a) Accurate economic methods to forecast land-use changes over long periods (such as 20 years) are not available, especially not at spatially explicit scales; (b) geographic data are not always available at the appropriate resolution and are not always organized in categories that are hydrologically, ecologically, or economically meaningful; (c) the relationship between low flows and land use is sometimes hard to establish in anthropogenically affected catchments; (d) bed mobility, suspended sediment load, and channel form—all of which are important for ecological communities in streams—are difficult to predict; and (e) species distributions in rivers are not well documented, and the data that do exist are not always publicly available or have not been sampled at accurate scales, making it difficult to model ecological responses to specified levels of environmental change. Meeting these challenges will require both interdisciplinary cooperation and a reviewed commitment to intradisciplinary research in the fields of economics, geography, quantitative spatial analysis, hydrology, geomorphology, and ecology. The agricultural sector accounts for two thirds of nitrogen losses in Flanders, Belgium. Since 1991 both the government and the farmers have been taking measures to reduce the nitrogen surplus. Initially, the manure policy was aimed at distributing the manure surplus equally across Flanders. At the same time, the growth of livestock was stopped by a strict licensing policy, which required "command and control" measures. In recent years, the policy has switched to the use of individual target commitments by farmers. The Flemish manure policy will be tightened even more as a result of international pressures. An ex ante evaluation of possible policy options was carried out using three different scenarios spread out until 2010 (Business As Usual, Additional Measures, and Sustainable Development). To do this, a sector-economic, regionalized, environmental, comparative static, partial equilibrium, mathematical programming model of the Flemish agriculture was developed. The nitrogen emission into the agricultural soil was calculated by means of a regional soil balance. European targets can only be reached with manure processing, reduced fertilizer usage, and a strong reduction of intensive livestock breeding activities. The atmospheric deposition of nitrogen compounds will strongly decrease in 2010 if additional measures are taken. This will also result in a strong reduction of nitrous oxide emissions.  相似文献

Cass Sunstein and Richard Thaler recommend helping people make better decisions by employing ‘nudges’, which they define as noncoercive methods of influencing choice for the better. Not surprisingly, healthcare practitioners and public policy professionals have become interested in whether nudges might be a promising method of improving health‐related behaviors without resorting to heavy‐handed methods such as coercion, deception, or government regulation. Many nudges seem unobjectionable as they merely improve the quality and quantity available for the decision‐maker. However, other nudges influence decision‐making in ways that do not involve providing more and better information. Nudges of this sort raise concerns about manipulation. This paper will focus on noninformational nudges that operate by changing the salience of various options. It will survey two approaches to understanding manipulation, one which sees manipulation as a kind of pressure, and one that sees it as a kind of trickery. On the pressure view, salience nudges do not appear to be manipulative. However, on the trickery view (which the author favors), salience nudges will be manipulative if they increase the salience so that it is disproportionate to that fact's true relevance and importance for the decision at hand. By contrast, salience nudges will not be manipulative if they merely highlight some fact that is true and important for the decision at hand. The paper concludes by providing examples of both manipulative and nonmanipulative salience nudges.  相似文献

Emission trading is a new instrument in environmental policy. It is an alien notion in most European countries and it is often viewed with hesitation. The paper discusses the economic, legal, and perhaps more importantly, the cultural aspects to consider when one tries to explore the prospects for trading emissions of NOx and other substances in Europe. Issues to be addressed are the present legal framework in Europe in relation to the national emission ceilings on NOx and other substances on the basis of relevant EU directives and UNECE protocols. The paper will discuss the extent to which the legal framework within the EU imposes constraints on the design of a national emission trading scheme, and what options are available to fit emission trading into that legislative structure. The NOx emission trading programme developed in the Netherlands will be used to demonstrate the various aspects in a European context.  相似文献

The interruption of malaria transmission worldwide is one of the greatest challenges for international health and development communities. The current expert view suggests that, by aggressively scaling up control with currently available tools and strategies, much greater gains could be achieved against malaria, including elimination from a number of countries and regions; however, even with maximal effort we will fall short of global eradication. The Malaria Eradication Research Agenda (malERA) complements the current research agenda--primarily directed towards reducing morbidity and mortality--with one that aims to identify key knowledge gaps and define the strategies and tools that will result in reducing the basic reproduction rate to less than 1, with the ultimate aim of eradication of the parasite from the human population. Sustained commitment from local communities, civil society, policy leaders, and the scientific community, together with a massive effort to build a strong base of researchers from the endemic areas will be critical factors in the success of this new agenda.  相似文献

To make appropriate regulatory policy decisions, the potential social and economic impacts of the policy must first be established. For environmental and occupational agents, social and economic impacts are derived from animal toxicology and, when available, human studies that serve as the base for risk-benefit analysis (RBA). Because immune function is associated with resistance to infectious disease, developing RBA for data derived from immunotoxicology studies will require determining the changes in the frequency or severity of infectious disease resulting from an exposure. Fortunately, considerable information is readily available for identifying the frequency of infectious diseases in the general population and its social and economic impacts and to assist the risk assessor when conducting RBA for immunotoxicology endpoints. The following is a brief review describing some issues in using immunotoxicity data when conducting RBA. It presents an economic methodology to determine the economic impacts of infectious diseases to society, sources where these types of information are available, and an example using a specific infectious disease, otitis media.  相似文献

1. There is a mismatch between broad holistic questions typically posed in policy formation and narrow reductionist questions that are susceptible to scientific method. This inhibits the two-way flow of information at the science-policy interface and weakens the impact of applied ecology on environmental policy.
2. We investigate the approaches to building policy in the health services as a model to help establish a framework in applied ecology and environmental management by which reductionist science can underpin decision making at the policy level.
3. A comparison of policy documents in the health and environmental sectors reveals many similarities in identifying approaches and specific interventions that might achieve policy objectives. The difference is that in the health services, information on the effectiveness of potential interventions is far more readily available through the collaborative process of systematic review.
4. Synthesis and applications . Decision makers are increasingly looking to produce policies that are shaped by evidence through evidence-based policy making. The approach that we outline here provides a framework for structuring systematic reviews to deliver the evidence on key policy issues in a way that will see a faster return and provide better use of the systematic review methodology in environmental management.  相似文献

Minimally invasive surgery is one of the great innovations of health care in the 20th century. It promises to revolutionise surgery by allowing many more operations to be performed with minimal hospitalisation. Pressure from patients has caused many techniques to spread rapidly before they have been adequately assessed. This must be resisted, and policy makers must pay more attention to minimally invasive surgery to ensure that good assessments are made. The widespread use of minimally invasive techniques has important implications for hospitals and health workers. As more patients are treated on an outpatient basis, fewer hospital beds will be needed, and traditional operating rooms will have to adapt to a greater turnover of patients. Surgeons will have to acquire new operating skills, possibly requiring formal training and accreditation, and, as different specialties fight for control of new technologies, surgery may eventually be merged with internal medicine so that specialists will deal with organ systems. Postoperative care will have to be carried out in the community rather than in hospitals, and policy makers will need to reorganise their health systems to cope with these developments.  相似文献

This paper examines how decisions to limit treatment to critically ill patients under uncertainty can be made rationally. Expected utility theory offers one way of making rational decisions under uncertainty. One problem with using this approach is that we may not know the value of each option. One rational course open is to treat until further information becomes available. However, treatment can limit the range of options open. With treatment, a patient may recover such that he no longer requires life-supporting treatment. However, his life may be not worth living. If active euthanasia of %on-terminal'conditions is prohibited, the option of dying will no longer be available. Taking a rational'wait and see'course may result in being trapped within an unbearable life. On the other hand, sometimes present practice'lets nature takes its course'. Critically ill patients are allowed to die because it is believed that their lives will be not worth living. It is likely that some patients are allowed to die when there is some objective chance of worthwhile future life. This paper argues that a policy of treating critically ill patients until the nature of future options can be better evaluated, in company with an offer of subsequent euthanasia where appropriate, allows a more rational and humane approach to treatment limitation decisions under uncertainty.  相似文献

This article approaches the concept of ecological indicators from a social science perspective. By applying theoretical concepts from policy analysis and social studies of science about knowledge utilization, problem structuring and the boundaries between science and policy to the issue of ecological indicators, we aim to contribute to our understanding not only of the development but more importantly of the actual use of ecological indicators in policy processes and the importance of political context.Our interest is in those ecological indicators that attempt to measure the ecological quality of ecosystems and that can be or are specifically developed to be used as instruments to evaluate the effects of policies on nature. We claim that these indicators, although they are highly dependent on scientific knowledge, cannot be solely science-based, due to the complexity of ecosystems and the normative aspects involved in assessing ecosystem quality. As a result, we situate ecological indicators in a fuzzy area between science and policy and between the production and the use of scientific knowledge.We will argue that ecological indicators can be expected to be used or rejected strategically, dependent on policy context. Furthermore we will argue that ecological indicators cannot be evaluated with traditional scientific quality criteria alone. The article concludes with some lessons for future indicator development one of them being the inclusion of stakeholder perspectives.  相似文献

A long ongoing discussion between scientists and policy decision-makers seems to have entered recently into a new phase. The consequences of release of transgenic crops into the environment are being discussed not only by scientists but also by farmers, environmental groups and politicians, while an increasing amount of data is becoming available at all biological scales, including the field level. However, data still rely on experiments designed to capture direct consumer–resource interactions. Here we argue that we should attempt to concentrate on the ecosystem functioning of soil biota under genetically-modified (GM) plants, because functional and mechanistic analysis of the multitrophic effects of GM plants on soil biota is still lacking. It is our opinion that we should avoid addressing taxa and soil communities separately, but link them at their functional level. We shall explain why, using examples from ecosystem services, allometric scaling, and soil food webs. The energy flow of any food web under stress incorporates several factors and pooled information on ecosystem services and on the different responses of soil invertebrates to induced perturbations in other trophic levels. This study compares energy savings and greenhouse gas (GHG) emission reductions of biobased polymers with those of bioenergy on a per unit of agricultural land-use basis by extending existing life-cycle assessment (LCA) studies. In view of policy goals to increase the energy supply from biomass and current efforts to produce biobased polymers in bulk, the amount of available land for the production of nonfood crops could become a limitation. Hence, given the prominence of energy and greenhouse issues in current environmental policy, it is desirable to include land demand in the comparison of different biomass options. Over the past few years, numerous LCA studies have been prepared for different types of bio-based polymers, but only a few of these studies address the aspect of land use. This comparison shows that referring energy savings and GHG emission reduction of biobased polymers to a unit of agricultural land, instead of to a unit of polymer produced, leads to a different ranking of options. If land use is chosen as the basis of comparison, natural fiber composites and thermoplastic starch score better than bioenergy production from energy crops, whereas polylactides score comparably well and polyhydroxyalkaonates score worse. Additionally, including the use of agricultural residues for energy purposes improves the environmental performance of bio-based polymers significantly. Moreover, it is very likely that higher production efficiencies will be achieved for biobased polymers in the medium term. Biobased polymers thus offer interesting opportunities to reduce the utilization of nonrenewable energy and to contribute to GHG mitigation in view of potentially scarce land resources.  相似文献

The field of proteomics is advancing rapidly as a result of powerful new technologies and proteomics experiments yield a vast and increasing amount of information. Data regarding protein occurrence, abundance, identity, sequence, structure, properties, and interactions need to be stored. Currently, a common standard has not yet been established and open access to results is needed for further development of robust analysis algorithms. Databases for proteomics will evolve from pure storage into knowledge resources, providing a repository for information (meta-data) which is mainly not stored in simple flat files. This review will shed light on recent steps towards the generation of a common standard in proteomics data storage and integration, but is not meant to be a comprehensive overview of all available databases and tools in the proteomics community.  相似文献

This article considers health concerns associated with lawn pesticide use and potential policy actions to address those concerns. We first briefly present the generations of pesticide technology, and then apply a sustainability lens to consider the dissipative use of persistent compounds. We enumerate uncertainties in available science and gaps in toxicity testing of pesticides, along with potential for exposure and evidence of harm from lawn pesticide exposure. We consider how a precautionary approach complements a sustainability perspective and detailed scientific findings, and then briefly present practical approaches to reducing use of lawn pesticides. There is a great potential to reduce greenhouse gas (GHG) emissions related to livestock production. For achieving this potential will require new initiatives at national and international levels that include promoting research and development on new mitigation technologies; deploying, diffusing and transferring technologies to mitigate emissions; and enhancing capacities to monitor, report and verify emissions from livestock production. This study describes the sources of livestock-related GHG emissions and reviews available mitigation technologies and practices. We assess the main policy instruments available to curb emissions and promote carbon sinks, and discuss the relative merits of alternative approaches. We discuss recent experiences in countries that have enacted mitigation strategies for the livestock sector to illustrate some of the key issues and constraints in policy implementation. Finally, we explore the main issues and challenges surrounding international efforts to mitigate GHG emissions and discuss some possible ways to address these challenges in future climate agreements.  相似文献

Goal, Scope and Background Due to the limited spatial possibilities for the extraction of coarse sand available from land sources, and the abundant availability of finer sands in land and marine sources, the Dutch government aims to allow for the use of finer sand used in the Netherlands. The application of finer sand in concrete requires adaptations in the concrete composition (additional cement, additional superplasticiser, or other aggregates) to maintain workability. In order to examine if these adaptations result in shifts from (the expected) land use effects to other environmental effects, an LCA of finer sand in concrete was carried out.Methods Besides the common CML-method, an experimental characterisation method for land use, was applied.Results and Discussion, Conclusion The results show that the application of finer sand indeed results in lower land use effects. Compositions with additional cement and other aggregates result in somewhat higher scores on the usual CML impact categories. Compositions with extra superplasticiser result in roughly similar environmental effects as the current compositions.Recommendation and Perspective The conclusions were used to formulate recommendations for the national policy on fine sand in concrete. Due to a change in priorities, it is not sure if and which organisation will use the conclusions.  相似文献

The Precautionary Principle is in sharp political focus today because (1) the nature of scientific uncertainty is changing and (2) there is increasing pressure to base governmental action on more “rational” schemes, such as cost-benefit analysis and quantitative risk assessment, the former being an embodiment of ‘rational choice theory’ promoted by the Chicago school of law and economics. The Precautionary Principle has been criticized as being both too vague and too arbitrary to form a basis for rational decision making. The assumption underlying this criticism is that any scheme not based on cost-benefit analysis and risk assessment is both irrational and without secure foundation in either science or economics. This paper contests that view and makes explicit the rational tenets of the Precautionary Principle within an analytical framework as rigorous as uncertainties permit, and one that mirrors democratic values embodied in regulatory, compensatory, and common law. Unlike other formulations that reject risk assessment, this paper argues that risk assessment can be used within the formalism of tradeoff analysis—a more appropriate alternative to traditional cost-benefit analysis and one that satisfies the need for well-grounded public policy decision making. This paper will argue that the precautionary approach is the most appropriate basis for policy, even when large uncertainties do not exist, especially where the fairness of the distributions of costs and benefits of hazardous activities and products are a concern. Furthermore, it will offer an approach to making decisions within an analytic framework, based on equity and justice, to replace the economic paradigm of utilitarian cost-benefit analysis.  相似文献
