Most evaluations of the effectiveness of PAs have relied on indirect estimates based on comparisons between protected and unprotected areas. Such methods can be biased when protection is not randomly assigned. We add to the growing literature on the impact of PAs by answering the following research questions: What is the impact of Chilean PAs on deforestation which occurred between 1986 and 2011? How do estimates of the impact of PAs vary when using only public land as control units? We show that the characteristics of the areas in which protected and unprotected lands are located differ significantly. To satisfactorily estimate the effects of PAs, we use matching methods to define adequate control groups, but not as in previous research. We construct control groups using separately non-protected private areas and non-protected public lands. We find that PAs avoid deforestation when using unprotected private lands as valid controls, however results show no impact when the control group is based only on unprotected public land. Different land management regimes, and higher levels of enforcement inside public lands may reduce the opportunity to add additional conservation benefits when the national systems for PAs are based on the protection of previously unprotected public lands. Given that not all PAs are established to avoid deforestation, results also admit the potential for future studies to include other outcomes including forest degradation (not just deforestation), biodiversity, wildlife, primary forests (not forests in general), among others.  相似文献

Global protected area impacts   总被引:3,自引:0,他引:3
Protected areas (PAs) dominate conservation efforts. They will probably play a role in future climate policies too, as global payments may reward local reductions of loss of natural land cover. We estimate the impact of PAs on natural land cover within each of 147 countries by comparing outcomes inside PAs with outcomes outside. We use 'matching' (or 'apples to apples') for land characteristics to control for the fact that PAs very often are non-randomly distributed across their national landscapes. Protection tends towards land that, if unprotected, is less likely than average to be cleared. For 75 per cent of countries, we find protection does reduce conversion of natural land cover. However, for approximately 80 per cent of countries, our global results also confirm (following smaller-scale studies) that controlling for land characteristics reduces estimated impact by half or more. This shows the importance of controlling for at least a few key land characteristics. Further, we show that impacts vary considerably within a country (i.e. across a landscape): protection achieves less on lands far from roads, far from cities and on steeper slopes. Thus, while planners are, of course, constrained by other conservation priorities and costs, they could target higher impacts to earn more global payments for reduced deforestation.  相似文献

Establishing legal protection for forest areas is the most common policy used to limit forest loss. This article evaluates the effectiveness of seven Indonesian forest protected areas introduced between 1999 and 2012. Specifically, we explore how the effectiveness of these parks varies over space. Protected areas have mixed success in preserving forest, and it is important for conservationists to understand where they work and where they do not. Observed differences in the estimated treatment effect of protection may be driven by several factors. Indonesia is particularly diverse, with the landscape, forest and forest threats varying greatly from region to region, and this diversity may drive differences in the effectiveness of protected areas in conserving forest. However, the observed variation may also be spurious and arise from differing degrees of bias in the estimated treatment effect over space. In this paper, we use a difference-in-differences approach comparing treated observations and matched controls to estimate the effect of each protected area. We then distinguish the true variation in protected area effectiveness from spurious variation driven by several sources of estimation bias. Based on our most flexible method that allows the data generating process to vary across space, we find that the national average effect of protection preserves an additional 1.1% of forest cover; however the effect of individual parks range from a decrease of 3.4% to an increase of 5.3% and the effect of most parks differ from the national average. Potential biases may affect estimates in two parks, but results consistently show Sebangau National Park is more effective while two parks are substantially less able to protect forest cover than the national average.  相似文献

The effective conservation of species requires some understanding of where populations occur in a landscape. Gaps in this knowledge base (the “Wallacean Shortfall” of some authors) may coincide with hotspots of diversity for different plant and animal species, requiring the cooperation of a number of different federal, state, local and non-governmental agencies for effective conservation. In this example, the distribution and abundance of benthic macroinvertebrates are widely used as metrics for water quality monitoring, but far less is known about these organisms qua species (taxonomic orders EPT—Ephemeroptera, Plecoptera and Trichoptera). In this study, we inventoried a network of individual US National Park units for species in these orders. These parks are located in geological, ecological and historical places of interest across the states of Alabama, Georgia, Kentucky, North Carolina, South Carolina, Tennessee and Virginia. We sampled these parks in a multi-year intensive inventory in order to determine the composition of the aquatic insect fauna in each park. Since there are no comprehensive accounts of the geographic ranges of these species, we compiled published accounts of species occurrences in these and adjacent states (Arkansas, Florida, Louisiana, Mississippi, West Virginia) to construct a potential species pool for each state. This pool comprised our best estimate of the EPT species that might potentially occur in each state. We used these source pools to test null hypotheses on whether parks disproportionately under- or over-protect species in different categories of risk of imperilment. We find that parks have fewer rare (G1) species than expected from a null model, and parks over-protect some of the most common (G5) species in the network. This pattern would be expected if the actual landscape distributions of the most imperiled (G1) species are small and/or disjunct and tend to occur outside of the national parks in the region. Interactions between park shape (and size) and individual species geographic ranges are likely to influence the precision of estimates of the potential species pool within a protected area. More research is needed on the distribution of imperiled species across the entire geographic range of species, and the traditional practice of compilation and reporting of occurrence records by state is not sufficient for informed conservation practice. State natural heritage programs and biodiversity conservation database efforts (e.g. NatureServe) implicitly recognize the importance of species ranges, but our analysis demonstrates the need to assess these patterns at a finer spatial grain in order for these state lists to serve as meaningful expectations of the composition of species assemblages. Our analysis considers only a tiny fraction of the protected lands in the region, and an enormous additional area of protected lands exists where many of these rare species occur. More precise and accurate reporting of EPT species occurrences in this region will allow resource managers to target the conservation of particular species within single parks, or across protected area networks.  相似文献

National parks are an important tool for conserving biodiversity, particularly in areas of high biodiversity and endemism such as the tropical Andes. However, national parks often face a variety of stressors related to recreation, road construction and illegal extraction of natural resources. Unfortunately, the influence of these stressors for biodiversity is rarely well documented. Cajas National Park in Ecuador is no exception. Despite being traversed by the Cuenca-Molleturo-Naranjal road, effects of the road construction on biodiversity have not been determined. We therefore assessed the influence of road proximity on bird species richness and abundance as well as composition of bird habitat groups in Cajas National Park using transect walks at 25 m and 250 m distance to the road (overall 18 transects, each 1 km length). In total, we recorded 1110 individuals of 28 páramo bird species. Overall species richness did not differ between transects near and far from the road. Nevertheless, the average abundance of shrubby páramo species was significantly higher far from the road than near the road (Far = 36, Near = 25). Moreover, we found a tendency towards differences in the composition of bird habitat groups between transects near and far from the road. One aspect potentially driving the observed patterns was the increasing proportion of planted non-native woody tree species within páramo grassland near the road, which may have caused reduced abundances of shrubby páramo bird species there. While roads represented a clear impact on the composition of bird species in the páramo, the major effect seems to be driven by the introduction of non-native plant species along the roadside. In order to reduce the impact of roads to a minimum, we suggest that park managers should control the introduction of such plant species.  相似文献

National parks are the keystone institutions of environmental conservation. Because national parks make certain lands part of the state itself, international agencies and nongovernmental organizations that promote national parks propose, in effect, to alter the state, as well as the local economy and state relations with social groups. Has international political pressure caused states to create national parks? I consider whether countries highly involved in international politics have the largest proportions of land in national parks. I conclude that many states create minimal park systems as symbolic gestures to the international community. Field researchers may find it easier to explain the success or failure of parks if they identity why state officials decide that adopting international conservation norms will enhance state authority over people and state sovereignty over land.  相似文献

Multivariate statistical analysis is a powerful method of examining complex datasets, such as species assemblages, that does not suffer from the oversimplification prevalent in many univariate analyses. However, identifying whether data points on a multivariate plot are clustered is subjective, as there is no determination of significant differences between the points and no indication of the level of confidence in those points. The validity of drawing such conclusions may therefore be considered suspect. This paper describes a method of bootstrapping calculated principal components to estimate a confidence radius, similar to confidence intervals in univariate techniques. Plotting 3D scatterplots of the principal components, with the size of the spherical point representative of the level of confidence of the estimate, gives a clear and visual indication of significant difference between the points — where the spheres overlap there is no significant difference. We apply the technique to mammal assemblages at sites in Epping Forest (Essex, UK) that differ in the level of disturbance present and find that differences between some sites that appear large using traditional principal components analysis are actually not significantly different at the 95% confidence level, while other sites do differ significantly. Sites that differ most in anthropogenic disturbance are not significantly different in terms of assemblage structure.  相似文献

Wind energy offers the potential to reduce carbon emissions while increasing energy independence and bolstering economic development. However, wind energy has a larger land footprint per Gigawatt (GW) than most other forms of energy production and has known and predicted adverse effects on wildlife. The Northern Great Plains (NGP) is home both to some of the world's best wind resources and to remaining temperate grasslands, the most converted and least protected ecological system on the planet. Thus, appropriate siting and mitigation of wind development is particularly important in this region. Steering energy development to disturbed lands with low wildlife value rather than placing new developments within large and intact habitats would reduce impacts to wildlife. Goals for wind energy development in the NGP are roughly 30 GW of nameplate capacity by 2030. Our analyses demonstrate that there are large areas where wind development would likely have few additional impacts on wildlife. We estimate there are ~1,056 GW of potential wind energy available across the NGP on areas likely to have low-impact for biodiversity, over 35 times development goals. New policies and approaches will be required to guide wind energy development to low-impact areas.  相似文献

The origins of the nearly one billion people inhabiting the Indian subcontinent and following the customs of the Hindu caste system are controversial: are they largely derived from Indian local populations (i.e. tribal groups) or from recent immigrants to India? Archaeological and linguistic evidence support the latter hypothesis, whereas recent genetic data seem to favor the former hypothesis. Here, we analyze the most extensive dataset of Indian caste and tribal Y chromosomes to date. We find that caste and tribal groups differ significantly in their haplogroup frequency distributions; caste groups are homogeneous for Y chromosome variation and more closely related to each other and to central Asian groups than to Indian tribal or any other Eurasian groups. We conclude that paternal lineages of Indian caste groups are primarily descended from Indo-European speakers who migrated from central Asia approximately 3,500 years ago. Conversely, paternal lineages of tribal groups are predominantly derived from the original Indian gene pool. We also provide evidence for bidirectional male gene flow between caste and tribal groups. In comparison, caste and tribal groups are homogeneous with respect to mitochondrial DNA variation, which may reflect the sociocultural characteristics of the Indian caste society.  相似文献

Paternity analyses using molecular markers have become standard in studies of mating systems, parentage, and kinship. In systems where individuals exhibit alternative mating strategies, molecular analyses have been productively used to estimate the reproductive success of each behavioral type and hence the fitness consequences to each individual. Here we review the fitness results in a system of five alternative mating strategies present in one population of side-blotched lizards (Uta stansburiana). Males in this population adopt one of three behavioral strategies that differ in their degree of territoriality and mate guarding. In contrast, females adopt one of two strategies that differ in offspring quantity and quality. We use paternity analyses to estimate the fitness of each morph, the heritability of reproductive strategy, and the correlation in strategy between the sexes and discuss the implications of our findings for the evolution and maintenance of reproductive polymorphism in this and other systems.  相似文献

ABSTRACT Bird communities change in response to urbanization, which poses a challenge for conservationists. We examined the consequences of the recent increase in European cities of black-billed magpie (Pica pica), which has become the main bird nest predator in many urban parks, yet its impact remains disputed. We tested predator role in the limitation of postfledging and adult numbers of 10 common songbird species. We conducted before-after, control-treatment experimental magpie removal in the suburbs near Paris, France, during our 3-year study. We also compared the productivity and the relative densities between urban and rural habitats for 14 songbirds. We found that magpies had very limited effect on songbird productivity, even for species sensitive to predation by corvids. In addition, impact of the magpie on population levels of passerines would also be minimized because we found no relationship between productivity of prey and their densities. Thus, the recent colonization of urban parks by magpies should not threaten persistence of local songbird populations. Yet, there was evidence that a small number of non-territorial bird species were attracted to places where magpies were removed. Magpie densities may have modified habitat selection for foraging that might be explained by predator avoidance. But overall, characteristics of urban habitat explain variations of productivity and densities of songbirds better than did magpie predation. In France, conservationists widely use the control of predators, aiming at increasing levels of prey populations. Despite very high densities of magpies in urban parks, we gave evidence that removal of this predator was ineffective to preserve populations of common passerines. This would suggest that the risk induced by the presence of magpies is independent of its density, and conservationists must carefully assess its impact. In the future, we recommend management policies include long-term monitoring of magpie-prey interactions during breeding season to detect potential changes in songbird responses to magpie presence.  相似文献

Market-based conservation instruments, such as payments, auctions or tradable permits, are environmental policies that create financial incentives for landowners to engage in voluntary conservation on their land. But what if ecological processes operate across property boundaries and land use decisions on one property influence ecosystem functions on neighboring sites? This paper examines how to account for such spatial externalities when designing market-based conservation instruments. We use an agent-based model to analyze different spatial metrics and their implications on land use decisions in a dynamic cost environment. The model contains a number of alternative submodels which differ in incentive design and social interactions of agents, the latter including coordinating as well as cooperating behavior of agents. We find that incentive design and social interactions have a strong influence on the spatial allocation and the costs of the conservation market.  相似文献

Weeds are a major threat to biodiversity globally degrading natural areas of high conservation value. But what are our attitudes about weeds and their management including weeds in national parks? Do we know what a weed is? Do we consider weeds a problem? Do we support their management? Are we unintentionally spreading weeds in parks? To answer these questions, we surveyed visitors entering a large popular national park near the city of Brisbane, Australia. Park visitors were knowledgeable about weeds; with >75% correctly defining weeds as ‘plants that grow where they are not wanted’. About 10% of the visitors, however, provided their own sophisticated definitions. This capacity to define weeds did not vary with people’s age, sex or level of education. We constructed a scale measuring visitors’ overall concern about weeds in parks using the responses to ten Likert scale statements. Over 85% of visitors were concerned about weeds with older visitors, hikers, and those who could correctly define weeds more concerned than their counterparts. The majority think visitors unintentionally introduce seeds into parks, with many (63%) having found seeds on their own clothing. However, over a third disposed of these seeds in ways that could facilitate weed spread. Therefore, although most visitors were knowledgeable and concerned about weeds, and support their control, there is a clear need for more effective communication regarding the risk of visitors unintentionally dispersing weed seeds in parks.  相似文献

We describe a previously unrecognized form of gene homology using the term "gametology," which we define as homology arising through lack of recombination and subsequent differentiation of sex chromosomes. We demonstrate use of gametologous genes to root each other in phylogenetic analyses of sex-specific avian Chromo-helicase-DNA binding gene (CHD) sequences. Phylogenetic analyses of a set of neognath bird sequences yield monophyletic groups for CHD-W and CHD-Z gametologs, as well as congruent relationships between these two clades and between them and current views of avian taxonomy. Phylogenetic analyses including paleognath bird CHD sequences and rooting with crocodilian CHD sequences, suggest an early divergence for paleognath CHD within the avian CHD clade. Based on our CHD analyses calibrated with avian fossil dates, we estimate the divergence between CHD-W and CHD-Z at 123 MYA, suggesting an early differentiation of sex chromosomes that predates most extant avian orders. In agreement with the notion of male-driven evolution, we find a faster rate of change in male-linked CHD-Z sequences.  相似文献

Our society faces the pressing challenge of increasing agricultural production while minimizing negative consequences on ecosystems and the global climate. Indonesia, which has pledged to reduce greenhouse gas (GHG) emissions from deforestation while doubling production of several major agricultural commodities, exemplifies this challenge. Here we focus on palm oil, the world’s most abundant vegetable oil and a commodity that has contributed significantly to Indonesia’s economy. Most oil palm expansion in the country has occurred at the expense of forests, resulting in significant GHG emissions. We examine the extent to which land management policies can resolve the apparently conflicting goals of oil palm expansion and GHG mitigation in Kalimantan, a major oil palm growing region of Indonesia. Using a logistic regression model to predict the locations of new oil palm between 2010 and 2020 we evaluate the impacts of six alternative policy scenarios on future emissions. We estimate net emissions of 128.4–211.4 MtCO2 yr-1 under business as usual expansion of oil palm plantations. The impact of diverting new plantations to low carbon stock land depends on the design of the policy. We estimate that emissions can be reduced by 9-10% by extending the current moratorium on new concessions in primary forests and peat lands, 35% by limiting expansion on all peat and forestlands, 46% by limiting expansion to areas with moderate carbon stocks, and 55–60% by limiting expansion to areas with low carbon stocks. Our results suggest that these policies would reduce oil palm profits only moderately but would vary greatly in terms of cost-effectiveness of emissions reductions. We conclude that a carefully designed and implemented oil palm expansion plan can contribute significantly towards Indonesia’s national emissions mitigation goal, while allowing oil palm area to double.  相似文献

Many competitive communities exhibit a puzzling amount of species diversity. In this study, we model a community of symmetric competitors in a fluctuating environment. We use biologically realistic temperature-dependent growth curves with a widely hypothesized trade-off between maximum growth and nice breadth to control the shapes of the curves of different species. We perform three analyses of the community dynamics to investigate the role of environmental fluctuations in community composition and species diversity. We initiate communities with equal abundances of all species and randomize the temperature fluctuations so that there is no correlation between species responses, only noise. We initiate single populations and allow other species to randomly invade the community. We also knock out extant species one by one from an established community and allow them to reinvade after the remaining species have adjusted. We find that competitors with sufficiently different temperature niches coexist via temporal niche differentiation. We also find long-term persistence of species that are very similar to a dominant competitor. This creates communities with species clumped along a temperature niche axis, with stable coexistence between groups and near neutrality within groups. The near neutrality results in interspecific synchrony within the groups, providing an explanation for the maintenance of high diversity in competitive communities where synchrony is commonly observed.  相似文献

While improved management of agricultural landscapes is promoted as a promising natural climate solution, available estimates of the mitigation potential are based on coarse assessments of both agricultural extent and aboveground carbon density. Here we combine 30 meter resolution global maps of aboveground woody carbon, tree cover, and cropland extent, as well as a 1 km resolution map of global pasture land, to estimate the current and potential carbon storage of trees in nonforested portions of agricultural lands. We find that global croplands currently store 3.07 Pg of carbon (C) in aboveground woody biomass (i.e., trees) and pasture lands account for an additional 3.86 Pg C across a combined 3.76 billion ha. We then estimate the climate mitigation potential of multiple scenarios of integration and avoided loss of trees in crop and pasture lands based on region‐specific biomass distributions. We evaluate our findings in the context of nationally determined contributions and find that the majority of potential carbon storage from integration and avoided loss of trees in crop and pasture lands is in countries that do not identify agroforestry as a climate mitigation technique.  相似文献

Methicillin-resistant Staphylococcus aureus (MRSA) is a major cause of preventable nosocomial infections and is endemic in hospitals worldwide. The effectiveness of infection control policies varies significantly across hospital settings. The impact of the hospital context towards the rate of nosocomial MRSA infections and the success of infection control is understudied. We conducted a modelling study to evaluate several infection control policies in surgical, intensive care, and medical ward specialties, each with distinct ward conditions and policies, of a tertiary public hospital in Sydney, Australia. We reconfirm hand hygiene as the most successful policy and find it to be necessary for the success of other policies. Active screening for MRSA, patient isolation in single-bed rooms, and additional staffing were found to be less effective. Across these ward specialties, MRSA transmission risk varied by 13% and reductions in the prevalence and nosocomial incidence rate of MRSA due to infection control policies varied by up to 45%. Different levels of infection control were required to reduce and control nosocomial MRSA infections for each ward specialty. Infection control policies and policy targets should be specific for the ward and context of the hospital. The model we developed is generic and can be calibrated to represent different ward settings and pathogens transmitted between patients indirectly through health care workers. This can aid the timely and cost effective design of synergistic and context specific infection control policies.  相似文献

We assess the additional forest cover protected by 13 rural communities located in the southern state of Chiapas, Mexico, as a result of the economic incentives received through the country''s national program of payments for biodiversity conservation. We use spatially explicit data at the intra-community level to define a credible counterfactual of conservation outcomes. We use covariate-matching specifications associated with spatially explicit variables and difference-in-difference estimators to determine the treatment effect. We estimate that the additional conservation represents between 12 and 14.7 percent of forest area enrolled in the program in comparison to control areas. Despite this high degree of additionality, we also observe lack of compliance in some plots participating in the PES program. This lack of compliance casts doubt on the ability of payments alone to guarantee long-term additionality in context of high deforestation rates, even with an augmented program budget or extension of participation to communities not yet enrolled.  相似文献
