The good governance argument for diversity in civil service is based on the notion that creating a bureaucracy that represents the diverse communities it serves strengthens government accountability and legitimacy. This paper argues that ethnic representation in national bureaucratic governance in the Philippines primarily constitutes a means for political reallocation of space, as it is embedded in the government's framework of asymmetric political autonomy. Mired in intersecting political and ethnic tensions (i.e. blurred ethnic distinctions/ethnic identity disputes and politico-ethnic conflicts), patrimonial forces could easily exploit the country's bureaucratic representation policies as spaces for patronage and as superficial tokens to mollify interethnic factions of their share of the national polity. Thus, instead of facilitating equitable voice in bureaucratic governance, such policy framework could only hold ordinary indigenous and minority ethnic communities captive in the elite-dominated interethnic struggle for representation.  相似文献

The phenomenon of migration to cities by indigenous Mapuche people of Chile is associated with various consequences, such as the loss of ethnic identity and cultural practices. This study aims to describe how ethnic identity is maintained through the recreation of ancestral cultural practices that Mapuche women promote in their families, generating identification to new spaces of residence. This qualitative research draws on analyses of forty-eight interviews conducted with twelve families from four neighbourhoods in Santiago. The study reveals ways in which key traditional Mapuche practices are translated and recreated through the processes of place-referent continuity and place-congruent continuity in new urban areas of residence which in turn express variant forms of ethnic identity and everyday politics of care that extend beyond folkloric notions of rural indigeneity and more static political ideologies of ethno-national autonomy.  相似文献

International adoption is a relatively recent phenomenon and research in this field is emerging, particularly on issues of ethnic identity development and its implications for psychological adjustment and well-being. This article presents a critical review of the literature on ethnic identity in transracial adoptees as it relates to discrimination and psychological well-being. The review results show no clear evidence on the relation between a strong ethnic identity of origin, racial socialization efforts by parents and psychological adjustment in transracial adoptees. Studies investigating the effects of discrimination are too scarce to be conclusive. Results are discussed in light of future research and clinical recommendations.  相似文献

This paper explains the development of affiliative ethnic identity: an individual identity rooted in knowledge, regular consumption and deployment of an ethnic culture that is unconnected to an individual's ethnic ancestry until that individual regards herself, and may be regarded by others, as an affiliate of a particular ethnic group. While ethnic culture remains identifiably linked to a particular ethnic ancestry, ideological, institutional and demographic changes have elasticized the link between ancestry and culture, making the formation of affiliative ethnic identity possible. Multiculturalism and its accompanying value of diversity have become institutionalized such that individuals regard ethnic difference as something to be recognized and celebrated. The prevalence of ethnic culture in schools, ethnically infused products of popular culture, demographic changes and growing interethnic contact allow individuals, regardless of ethnic ancestry, ready access to multiple ethnic cultures, providing the basis for the formation of affiliative ethnic identity.  相似文献

The black immigrant population in New York City has grown exponentially since 1990, such that West Indians now compose the majority of the black population in several neighbourhoods. This article examines how this ethnic density manifests among youth in high school, and how it has influenced ethnic identity formation among second-generation West Indians. My findings are based on twenty-four interviews and eight months of participant observation in two Brooklyn high schools from 2003 to 2004. The results show that in both schools, Caribbean island identities have become a ‘cool’ commodity within peer groups. Further, although it was important to express pride in one's island identity, these young people often blurred their national origin boundaries by drawing on Jamaican popular culture as way of projecting a unified ‘West Indian identity’. The research also uncovers evidence of a de-stigmatization of Haitianness as a way to incorporate them as cultural insiders into the larger Caribbean collective.  相似文献

The National Health Service [NHS] remains one of the most significant employers of minority ethnic groups. However, evidence suggests that members of such groups are significantly disadvantaged in NHS employment. In this article we present research evidence about the recruitment of minority ethnic groups into nursing and midwifery. In case studies of nurse education centres we identified few positive action provisions which were part of a systematic strategy for improving recruitment from minority ethnic communities. The arguments for positive action were neither widely understood nor embraced, and the problem was compounded by the fragmented organizational structure of the NHS. We conclude that what is required is an effective national strategy to build on the NHS's underlying principle of equitable and effective health care for all. This entails linking the moral imperatives of service delivery to a diverse patient community to a business case for equality of opportunity and positive action.  相似文献

This paper is a methodological reflection on the experiences of a white Irish woman researching ethnicity in England. Ethnic identity is described as a performance between two social actors that requires the collusion of both parties in order to be socially accepted. The history and disputes around the white Irish ethnic group category in England are discussed. Through the use of fieldnotes and interview extracts, I discuss how I became aware that my ethnic identity was not always recognized by participants, and in some cases the distinction between white Irish and white British was denied. At the micro level, this affects my rapport with individual participants, while at the macro level it resonates with historical relationships between Ireland and England. I argue that such experiences can lead to an existential threat to a person’s ethnic identity and therefore that the status of white Irish identity in England can be fragile.  相似文献

This article shows ways in which five European American women intertwine and interweave the American discourses of race and ethnicity to talk about themselves as ‘black.’ This black identity both fits with their anti‐racist desires and makes strategic sense in the context of their everyday lives. Importantly, the women do not deny the European side of their heritage, rather they embrace a multi‐racial/ethnic identity. It is argued that the element of choice involved with American ethnic discourse, combined with a general shift toward the allowance of mixed identities, allows this identity construction to be understood as a sensible one. It is further argued that these women's constructions illustrate a type of identity configuration that has become a highly significant option in the United States.  相似文献

Conclusion The ethnic Hungarians and the Romanians share a number of myths about their ancestors and about their homeland, Transylvania. I fully agree with Anthony D. Smith, who states that the core of ethnic identity is made up of a myth-symbol complex, consisting of myths, symbols, historical memory and key values. According to Smith, myths and symbols guarantee the preservation and the passing down to future generations of ethnic identity.25 The main problem with the ethnic Hungarians and the Romanians of Transylvania is that their convictions are not compatible, they are even contradictory. In the ethnic Hungarians' view, Transylvania is in fact Hungarian, but it was taken from them by Romania in 1920. According to the Romanians, Transylvania is Romanian but for centuries mistakenly considered as Hungarian by the Hungarians. The historical myths are part of the Hungarian as well as the Romanian collective consciousness. They strengthen cohesion within these groups but, as the convictions are incompatible, they widen the gap between them. In my view, these contradictory views are an additional cause of the current mutual oversensitivity, the mutual suspicion and mutual ignorance which characterize the relation between the two ethnic groups. I think that the success of the Romanian nationalist parties such as the PUNR and România Mare 26 among the Romanian villagers of Transylvania 27is partly due to their exploitation of these contradictory myths.However, the differing oral traditions in the villages do not cause open conflicts. That everyone in his own group passes on his own version helps to explain this. In mixed villages like Dumbrava and Mànàstireni, the sensitive issues are not discussed in ethnically mixed groups. Virtually everything to do with history is suppressed in the day-to-day life of the village. Nevertheless, that does not stop one ethnic group from gossiping about the other. Thus, mutual distrust persists. Such a sense of fear is a dangerous breeding-ground because it can easily be exploited by nationalist parties. When anything occurs in politics which appeals to these feelings of fear and distrust, two fronts are lined up in no time. This actually happened as a result of the controversy about the archaeological excavations in Cluj.Fortunately, there is a sufficiently large number of people who realize that this is pointless and who see through the extremist nationalist party leaders' malice. Bearing in mind the tragic example of the former Yugoslavia, they advocate understanding and peaceful interethnic co-existence.I have touched on only one of several conditions for ethnic survival and revival: the shared historical myths. This study reviews developments in the ethnic and national identity of the descendants of migrants, taking ethnic Chinese as a case study. Our core question is why, in spite of debates worldwide about identity, exclusion and rights, do minority communities continue to suffer discrimination and attacks? This question is asked in view of the growing incidence in recent years of ‘racial’ conflicts between majority and minority communities and among minorities, in both developed and developing countries. The study examines national identity from the perspective of migrants' descendants, whose national identity may be more rooted than is often thought. Concepts such as ‘new ethnicities’, ‘cultural fluidity’, and ‘new’ and ‘multiple’ identities feature in this examination. These concepts highlight identity changes across generations and the need to challenge and reinterpret the meaning of ‘nation’ and to review problems with policy initiatives designed to promote nation-building in multi-ethnic societies.  相似文献

In this article three approaches to define and explain negative ethnic attitudes are discussed: the anthropology of cultural misunderstanding, the sociology of how differences in group positions are justified ideologically, and the social psychology of maintaining self‐esteem through intergroup differentiation. The‐ aim is to integrate these approaches into an interdisciplinary model. Social identity theory is used as a frame for this integration. The argument developed is that ingroup values are used for intergroup differentiation and evaluation. This leads to the development of stereotypes. Stereotypes reflect misunderstanding, but also anchor social representations of a hierarchy of group positions (ethnic hierarchy). Depending on the ethnic composition of the larger society, majority and minority groups will differ in their ethnic hierarchies. Discrepancies between ethnic hierarchies will lead to ethnic tension. From the perspective developed, a number of hypotheses is derived about how changes in the socio‐economic position of minority groups will affect intergroup evaluations. Hypotheses based on the category differentiation model and the social identity model are specified with respect to the expected changes in stereotypes and intergroup discrimination of the ethnic majority and minority groups.  相似文献

This article focuses on the connection between three forms of diversity – religious, ethnic, and linguistic – and family values. The article builds on the idea that diversity challenges social identity and people react by returning to traditional family values in order to protect their social identity and the in-group culture. The paper aims at contributing to the sociological debate about the effect of diversity on social life and investigates how different types of diversity connect with traditional family values because individuals want to protect their in-group culture that is mainly transmitted within family. The paper tests the research hypotheses employing multilevel regression models and using data from the ISSP IV from 2012. Religious diversity associates with traditional attitudes regarding marriage and gender roles, ethnic diversity goes together with lower support for marriage, but has no connection with attitudes towards gender role, while linguistic diversity is not associated with attitudes family values.  相似文献

Although research finds that members of some involuntary minority ethnic groups tend to develop oppositional identities, Puerto Rican students studied in this research project at an urban high school did not associate school success with "whiteness." These students were academically successful while still maintaining their ethnic identity. They were not accused of acting white, did not mask their academic accomplishments, and did not assume raceless personas. Different conceptualizations of ethnicity, sociohistorical context, and class may account for their maintenance of ethnic identity while achieving success in school.  相似文献

The ethnic identity of second-generation immigrant youth has important implications for their association with, and integration in, receiving countries. This paper deals with the ethnic identity formation of second-generation Turkish immigrant youth in Germany, with particular attention paid to the notion of reactive ethnicity. While much of the literature discusses the ethnic retention of this specific group as unwillingness to integrate, this paper frames their ethnic identity formation as reactive ethnicity, which emerges in reaction to social exclusion. Utilizing a case study of Turkish students of disadvantaged schools, the article illustrates that reactive ethnicity is strongly linked to perceived discrimination and that it acquires characteristics of resistance when the dominant group denigrates and invalidates the immigrants' culture.  相似文献

The level of political mobilization among ethnic minorities in Central and Eastern Europe has often been regarded as directly dependent on the strong or weak ethnic identity of the groups involved. Less attention has gone to the role of ethnic leaders in creating ethnic group identities for political purposes. This article explores the influence of political mobilization on ethnic group formation in the case of the Roma (Gypsies) in the contemporary Czech and Slovak Republics. It examines the various ways in which Romani activists in these two countries have “framed” Romani identity. The article suggests that activists’ conceptions of Romani identity are closely tied to their political strategies. At the same time, Romani activists have not been able to gain complete control over the production of Romani identity. They have had to deal with powerful schemes of ethnic categorization promulgated by the media, public officials and policy documents.  相似文献

This article argues that ethnic identity is to be understood and theorized as an example of social identity in general and that externally‐located processes of social categorization are enormously influential in the production and reproduction of social identities. However, much research concerned with ethnicity, particularly social anthropological research, inspired, whether directly or indirectly, by Barth's Ethnic Groups and Boundaries, has concentrated upon internal process of group identification, at the expense of categorization. To acknowledge the necessary role of categorization in the social construction of ethnic identity is also to recognize (a) the importance of power and authority relations (domination) in that process, and (b) a distinction, which is developed in this article, between the nominal and the virtual dimensions of ethnic and other social identities. Finally, the article offers an outline of a substantive research agenda concerned with contexts of social categorization.  相似文献

Modern social life is sometimes characterized as ‘post‐traditional’, an environment where personal identity is continually reconstructed. Concepts of ethnic identity on the other hand usually evoke some notion of tradition, continuity with the past, and intersubjectivity. This article discusses the personal accounts of Jewishness given by a sample of New Zealanders with ‘mixed’ (Jewish and gentile) backgrounds. It explores and analyses their use of themes that come from both modernity and Jewish tradition and defines the different types of identification implicit in their accounts. Particular attention is paid to how these kinds of identification are transmitted, because the literature (on both Jewishness and ethnicity in general) contains debates about the persistence of different expressions of identity. I conclude that a substantial dispersal of Jewish identity has occurred in New Zealand which apparently contradictory theoretical positions are useful in explaining. This suggests that a more holistic perspective is required to account adequately for the diversity of ethnic identity in contemporary society.  相似文献

Whether ethnic minority enterprise is a distinctive phenomenon markedly different from the general small firm population continues to be a major point of interest. However, there are two curious omissions within existing debates. First, the management of social relations within the workplace is rarely an explicit focus for research. Second, the increasingly significant small professional or business service sector remains neglected despite its growing importance. This article addresses these issues through an ethnographic study of two firms from different ethnic groups (African-Caribbean and Pakistani) engaged in the provision of specialist business and computer services. Despite the prevalence of a discourse predicated on notions of 'professionalism', ethnic ties were found to be a significant consideration upon issues relating to recruitment, workforce composition and community linkages. To some extent, ethnic identity predicated on religion was an important influence on business outlook for the Pakistani firm. And the African-Caribbean firm also appeared cognizant of the position of the wider co-ethnic community. However, ethnic considerations were not decisive influences within the workplace. Rather, they interacted with market and employment-related issues, thus creating a 'relatively autonomous' labour process.  相似文献
